APRIL 19, 2016 SPECIAL MEETING OF THE SAN DIEGO COMMUNITY COLLEGE DISTRICT AND SAN DIEGO UNIFIED SCHOOL DISTRICT BOARDS

On Tuesday, April 19, 2016, the governing boards of the San Diego Community College District (SDCCD) and the San Diego Unified School District (SDUSD) held their fourth annual joint meeting at Mira Mesa High School. Following the Call to Order at 5:00 p.m., SDCCD Trustees Maria Nieto Senour (president), Mary Graham, Rich Grosch, Bernie Rhinerson, Peter Zschiesche, and Chancellor Constance M. Carroll, and SDUSD Board of Education Members Michael McQuary (president), Richard Barrera, Kevin Beiser, John Lee Evans, Sharon Whitehurst-Payne, and Superintendent Cindy Marten began the public meeting. The meeting was conducted in the form of a workshop and was facilitated by Dr. Joseph Johnson, Dean of the College of Education at San Diego State University.

The board members heard a report on the 2014-2015 Joint Board goals presented by SDCCD Vice Chancellors Lynn Neault and Stephanie Bulger, along with Miramar College President Patricia Hsieh, Mesa College Vice President Tim McGrath, and SDUSD Executive Director Cheryl Hibbeln, and Directors Wendy Ranck-Buhr, Al Love, Principal Jeff Sabins, and Mira Mesa High School/ Miramar College Early-College High School Pilot Program student Omar Popal. The board members also heard comments from Dr. Alberto Ochoa regarding articulation, cultural competency, and the San Diego Promise. Below are some of the highlights:

The governing board of the San Diego Community College District is composed of 5 elected members and 1 student trustee position. The student trustee position is filled on a rotating basis. • Create an accountability strategy that includes: Clear Communication about College and Career Readiness through revised high school graduation requirements, clear expectations regarding early graduation from high school and student enrollment in community college coursework, and expansion of College, Career, and Technical Education (CCTE) pathways. Professional Development for K-12 teachers, counselors, and principals to equip them with skills and techniques to provide expanded support and encouragement for at-risk and college-bound students. Working with Contributor Organizations to Promote College Readiness to Parents and Communities. The Outreach offices for both districts are working together to create and disseminate multi-lingual materials about college readiness, the Dream Act/DACA process, and providing community presentations. •T rack student outcomes data, including longitudinal data to track improvement over time. The governing boards were provided outcomes data for SDUSD graduates who attended SDCCD, including student assessment results for English and mathematics. Special attention was given to the Multiple Measures Assessment Pilot (MMAP), a pilot program with SDUSD students that utilizes student transcript data for assessment/placement. • Create clear career pathways for students that align with industry standards; partner with employers that will support students through internships and mentoring programs. Data was also provided for the ten aligned Career Technical Education pathways between the two districts. • Continue expansion of high school partnerships. A status report was provided on existing legacy and accelerated college programs.
