APRIL 19, 2016 SPECIAL MEETING OF THE SAN DIEGO COMMUNITY COLLEGE DISTRICT AND SAN DIEGO UNIFIED SCHOOL DISTRICT BOARDS

On Tuesday, April 19, 2016, the governing boards of the San Diego Community College District (SDCCD) and the San Diego Unified School District (SDUSD) held their fourth annual joint meeting at Mira Mesa High School. Following the Call to Order at 5:00 p.m., SDCCD Trustees Maria Nieto Senour (president), Mary Graham, Rich Grosch, Bernie Rhinerson, Peter Zschiesche, and Chancellor Constance M. Carroll, and SDUSD Board of Education Members Michael McQuary (president), Richard Barrera, Kevin Beiser, John Lee Evans, Sharon Whitehurst-Payne, and Superintendent Cindy Marten began the public meeting. The meeting was conducted in the form of a workshop and was facilitated

by Dr. Joseph Johnson, Dean of the College of Education at San Diego State University.

The board members heard a report on the 2014-2015 Joint Board goals presented by SDCCD Vice Chancellors Lynn Neault and Stephanie Bulger, along with Miramar College President Patricia Hsieh, Mesa College Vice President Tim McGrath, and SDUSD Executive Director Cheryl Hibbeln, and Directors Wendy Ranck-Buhr, Al Love, Principal Jeff Sabins, and Mira Mesa High School/ Miramar College Early-College High School Pilot Program student Omar Popal. The board members also heard comments from Dr. Alberto Ochoa regarding articulation, cultural competency, and the San Diego Promise.

Below are some of the highlights:

The governing board of the San Diego Community College District is composed of 5 elected members and 1 student trustee position. The student trustee position is filled on a rotating basis.

• Create an accountability strategy that includes: Clear Communication about College and Career Readiness through revised high school graduation requirements, clear expectations regarding early graduation from high school and student enrollment in community college coursework, and expansion of College, Career, and Technical Education (CCTE) pathways.

Professional Development for K-12 teachers, counselors, and principals to equip them with skills and techniques to provide expanded support and encouragement for at-risk and college-bound students.

Working with Contributor Organizations to Promote College Readiness to Parents and Communities. The Outreach offices for both districts are working together to create and disseminate multi-lingual materials about college readiness, the Dream Act/DACA process, and providing community presentations.

•T rack student outcomes data, including longitudinal data to track improvement over time.

The governing boards were provided outcomes data for SDUSD graduates who attended SDCCD, including student assessment results for English and mathematics. Special attention was given to the Multiple Measures Assessment Pilot (MMAP), a pilot program with SDUSD students that utilizes student transcript data for assessment/placement.

• Create clear career pathways for students that align with industry standards; partner with employers that will support students through internships and mentoring programs. Data was also provided for the ten aligned Career Technical Education pathways between the two districts.

• Continue expansion of high school partnerships. A status report was provided on existing legacy and accelerated college programs.

• Continue collaboration on legislation that impacts both K-12 and community colleges individually, and collectively. The boards discussed the success of previous jointly supported legislation AB 288 (Holden) College and Career Access Pathways Act (CCAP), which involves dual enrollment programs.

Following this review of progress, board members discussed the San Diego Promise, a new initiative developed by the San Diego Community College District that is intended to ensure that no deserving local students are denied the opportunity to go to college due to lack of resources. A recently-launched pilot program will ensure that funds and grants are provided to pay for enrollment fees and books for 200 local students (175 from San Diego Unified School District) during the 2016-17 academic year.

Intended as a “last dollar” program, San Diego Promise will provide the difference between what is covered by available financial aid (excluding loans) and actual costs, including a $1,000 book grant.

The funding for the pilot has already been provided by the SDCCD. The boards agreed to collaborate on publicizing the program broadly, and identifying potential donors and philanthropic sources that can help establish a self-sustaining endowment from which the program will be funded in future years.

The boards concluded the meeting with discussion about support for the following legislative initiatives: • AB 2222 – (Holden) Transit Passes AB 2222 would appropriate $50 million to subsidize transit passes for students in K-12 and public higher education institutions.

• AB 2364 – (Holden) Public Postsecondary Education: Exemption from Nonresident Tuition AB 2364 would require certain currently voluntary tuition exemptions for California high school students participating in dual enrollment programs. The bill would allow these students to be reported by a community college district as a full-time equivalent student for apportionment purposes.

• Revisions to the San Diego Charter To extend the land lease for San Diego High School beyond its current expiration in 2024.

GOALS FOR THE FUTURE Looking to the future, the two governing boards concluded that six goals previously identified continue to be relevant. The boards resolved to continue these goals as strategic five-year goals, with minor revisions each year. The 5-Year Strategic Goals include: 1.Create an accountability strategy that includes: a. A clear message to students, parents, and the community that college and career readiness is the measure of accountability for SDUSD. b. Professional development for K-12 teachers to focus on college and career preparedness. c. A plan to work with “contributor” organizations, such as the Parent Institute for Quality Education (PIQE) and Community-Based English Tutoring (CBET), to promote college readiness to parents and communities.

2. Continue to track student outcomes data, including longitudinal data to track improvement over time.

3. Create clear career pathways for students that align with industry standards; and partner with employers that will support students through internships and mentoring programs.

2015-2016 Area of Emphasis: • Conduct inventory of community programs that can provide support to help students succeed 4. Continue expansion of early and middle college partnerships, with special emphasis on programs at Crawford High School, Hoover High School, Lincoln High School, and Morse High School.

2015-2016 Areas of Emphasis: • Develop a plan to scale up the number of students participating in concurrent enrollment programs through CCAP Partnership Programs • Ensure all high schools have a concurrent enrollment program • Particular focus on Crawford High School • Include a plan for support services • Identify possible community resources • Future Educators Pipeline: how do we meet the need for the teacher shortage?

5. Collaborate to support undocumented students and/or parents to navigate the complexities of services and programs at both districts (“One-stop shop for Dreamers”).
