2019 President Southern California Rental Housing Association

B

ack in January, the Southern California Rental Housing Association announced its name change to reflect the regions it represents and broad representation of our members in the rental housing industry. The new name has been around for about six months, but members are still calling staff asking when and why we changed our name. I understand, we have busy personal and professional lives. Sometimes we are so busy, we only deal with the things that affects us directly; everything else becomes ancillary. Time is a commodity, so we must spend our time wisely to focus on the immediate things that concern us the most. But we can no longer afford to do that. We must invest more time in our Association and our industry; it could be the only decision that matters. In my May message, I mentioned several state bills that we are actively working to defeat and support. The bills we oppose will affect all members if they become law. I know many of us are still getting used to saying the name, "Southern California Rental Housing Association." But if members are just learning now about the name change, what else are our members missing if they are not receiving or viewing our communications? Perhaps you read the RentalOwner Magazine or the weekly communications on a regular basis – that’s great, and we thank you for that. Maybe you are sending emails to your elected officials when you receive our email alerts, or maybe you volunteer on a committee, and attend our events. That is also great, we appreciate your voice and your commitment. Do you talk to your colleagues and peers who are not

connected or engaged with the Association? Please talk to them if you are not doing it now. Whether it is through word of mouth, sharing an email with members or non-members, or asking the simple question to people with whom you interact, it's important for you to ask if they have heard what’s happening in Sacramento, or in your city. We need every person in our industry to spread the word with their colleagues and elected officials about why housing is important, why we need to start building more housing now, and why some policies must be avoided altogether to make that possible. All members should know about bills, such as AB 36, AB 724, AB 1481, and AB 1482. Please talk to your associates, colleagues, and family members to let them know why rent control and other regulations that impede housing production are terrible for families, the economy, and the state. YOUR INVOLVEMENT AND PARTICIPATION IS WHAT DRIVES OUR ASSOCIATION. GETTING MORE PEOPLE INVOLVED HELPS OUR INDUSTRY REMAIN RELEVENT. Our territory covers San Diego and Imperial Counties, as well as southern Riverside County from Temecula to the Coachella Valley. Let every property management company, independent rental owner, and supplier to the rental housing industry know why they need to be a member of the association. er our 3-year strategic plan, we formed a Marketing Task Force last year to concentrate on the organization’s future. The Task Force’s recommendations resulted in a new name for the organization, website, e-newsletters, logo, and now a new name for our magazine, the Southern California Housing Association Rental Advisor. Once again, a name that reflects our entire industry and what we want the magazine to accomplish. We are not done yet. We are working on a plan to expand services in Riverside and Imperial Counties, such as the Legislative Update and Networking Mixer in Murrieta on June 11. We recently completed a survey of our Supplier members, where we identified over 30 services already provided in the region. In the near future, there will be new changes in our Supplier Listing in the Rental Advisor and in the online Business Directory identifying the services provided in those areas. Please let us know which services you need, so that we can seek out service providers you need to be successful. Riverside Members: I hope you attended the Legislative Update and Member Mixer at Inland Wharf Brewery in Murrieta on June 11. We will hold more activities in the Riverside Region with your help and guidance. Imperial County Members: we hope to organize something in your region soon. San Diego Owners and Managers: Please read the Spring 2019 Vacancy Rental Rate Survey on page 21. All property management and supplier members need to participate in the following upcoming events, regardless of your location. The Reverse Trade Show on July 24 is a great opportunity for suppliers and property managers to interact and develop new business. Plus, the proceeds from the Reverse Trade Show help our Political Action Committee support candidates and causes we endorse as we expect to face big challenges in 2020.

The Southern California Rental Housing Association is turning 100 years old this year. On September 16, the Association is throwing a huge 100th Birthday Celebration at the Lafayette Hotel in San Diego to celebrate our first 100 years. Spend the day golfing while raising money for the Industry Defense Fund at the 32nd Annual Charity Golf Classic on September 26 at Coronado’s Municipal Golf Course. Get your tickets now for the Mark of Excellence Awards on Friday, November 1 at Viejas Casino & Resort. Our events are a great way for members to engage with colleagues and increase visibility within the industry. Don’t wait to sponsor or register. These events always sell out. Don’t forget about education seminars and classes. Our Maintenance 101 Series continues with Make Ready Maintenance/Safety on Site on July 9, Heating - Gas & Electric /Water Heater- Gas & Electric on September 10 and Air Conditioning; Mechanical & Electric on October 15. We have three classes on the City of San Diego Source of Income Discrimination Ordinance on June 26, July 11, and August 21, at the Association classroom. We will be scheduling classes for Certified Apartment Manager (CAM) and Certified Apartment Supplier (CAS) later this year. Preparing for Tough Times

by: John Modlin, The Phoenix Staffing For the most part, our industry has enjoyed several years of a prime economy. Annual rent and renewal increases have ranged from 3% to as much as 8%, and those residents who moved out for “cost” were often quickly replaced by new residents happy to pay a higher rate. On the average, we have maintained occupancies in the mid to high 90s. Lower closing ratios often indicated that we had more demand than supply, rather than indicating that we had a problem with closing technique. Over a decade ago, an article in the Wall Street Journal described a very similar climate in the rental real estate market of the southwest just before the economic collapse of the mid ‘80s.

The writer stated that in that economy, “we were like bicyclists, pedaling furiously downhill...thinking we were great athletes”. With all due respect to everyone’s hard work over the past several years - might it be possible that the economy has made pedaling a little easier? If even remotely so, how ready are we to pedal uphill if that is where the economic trail is leading due to legislative restraints? It all starts with the front line of your business. In the multifamily world that is your leasing staff. But how do you find someone that is going to treat your multi-million dollar asset the same way that you do? The traditional way would be

to run an advertisement and hire the most experienced person you could find. But now, more and more companies are creating their own leasing team members. Here are four things to look for when hiring your next all-star. 1. High End Customer Service When working with customers in the multifamily environment you are faced with a customer base that is more and more demanding every day. Someone that understands that mindset through previous experience is a must. And not just any customer service will typically cut it. You need someone that has the experience of a Nordstrom’s, or a Hyatt, or even a high-end restaurant. They need to be able to understand the demand June 2019 socalrha.org | 7


for excellence and understand how to meet that demand. 2. Professional Appearance This is lost on some companies today, where casual Friday is every day, but as a consumer, we are naturally drawn to the professional. Think of your leasing staff as part of the curb appeal of your community. 3. Personality Perhaps the most important thing to look for is the intangible. Not something you can always see in an interview, but you can usually tell by the way they smile. This personality is going to represent you with your customers. Are you looking for someone that gives off the warm feelings of being home, or are you going for the staunch professional that will meet your every need? Here you really need to understand your demographics

and find someone that can relate to them. If you have a lot of seniors at your community, the warm, caring personality will probably fit very well, but if you are downtown with more young professionals, they may prefer the staunch professional. The wrong personality can really mess with retention at your community. 4. Attitude Today more people come into a job feeling entitled. You ask them to pick up trash around the community and they look at you like you just asked them to stab their dog. You need team members that are willing to do what it takes to take care of the customer. Don’t settle for someone that “only does leasing.” Find someone that has a positive attitude about finding their customer a new home. Once you have identified your new team member you must make

sure they get the proper training in Fair Housing, and some of the basics of our industry. SCRHA has many classes that would suit your needs here. In summary, you are not alone. Many of our communities here in Southern California all have the same bells and whistles, so start looking at what makes them different, and why is one able to charge higher rents than others, and almost every time it will be the team out front. Your competitors are faced with the same challenges as you are; yet, some will respond differently. Some will complain that there are just not enough experienced candidates out there, and others will make bad hires just because they don’t know what to look for.

Riverside County Board Approves Regulation of Micro Kitchens

San Diego City Council Committee Recommends Revising Inclusionary Housing Policy

The San Diego City Council’s Rules Committee voted to modify the city’s existing Inclusionary Housing policy on May 15. The committee considered several different changes to the policy. The San Diego’s existing Inclusionary Housing ordinance gives developers the choice of making 10 percent of a project’s units affordable or paying an “In Lieu” ($10.82 per square foot) fee which is paid into the city’s Housing Trust Fund. The money collected from the In-Lieu fees can be used to build affordable units elsewhere in San Diego or for other housing programs. Last year, San Diego City Council President Georgette Gomez unveiled her housing action plan with the promise that the City Council would make major changes to the inclusionary housing ordinance. Proposed changes included increasing the inclusionary requirement well above the existing 10 percent and significantly increasing the In-Lieu Fee on developers that don’t designate enough of a

project’s units affordable. There was real concern that a significant increase in the inclusionary percentage requirement for housing projects and in the In-Lieu fee could discourage builders from building any housing in the city. On May 15, the Rules Committee voted to keep the inclusionary unit requirement at 10 percent but increase the In-Lieu Fee from $10.82 to $22 per square foot over three years; the original proposed fee was $25 per square foot over three years. After reviewing additional analysis and listening to stakeholders concerned with adopting significant changes to the ordinance, Council President Gomez said she changed her position to adopt more modest changes to the ordinance. Gomez was concerned that if inclusionary requirements and In-Lieu fees were set too high, it could hurt the city’s efforts to get more housing built in the city. The policy recommendation adopted by the committee goes to the full City Council later this summer.

By: Pat Moran with Aaron Read & Associates, SCRHA's State Lobbying Firm The Governor released his May budget revision (May Revise). The Governor’s “May revise” of the proposed budget is an annual ritual that takes into account April tax receipts, updated spending figures, and the latest economic forecasts. It kicks off a month of negotiations leading up to the Legislature’s June 15 deadline for passing a budget bill. While the May revision projects short-term revenues $3.2 billion higher than the January budget plan, he said most of the increased revenues are constitutionally obligated to reserves, debt repayment, and schools. As a consequence, the $21.5 billion budget surplus remains relatively unchanged. So, the Governor, following in his predecessor’s footsteps, sets aside almost half of the additional money for paying down debts and building reserves. This will undoubtedly result in a showdown with legislators as they look to augment funding in areas they feel need additional revenues. The May Revision forecast recognizes slower growth in the economy but does not predict a recession. Given the slowing economic forecast and the intensified risks, the May Revision continues to save

and prepare for uncertain times ahead. The budget plan, which forecasts a surplus of $21.5 billion, largely prioritizes one-time spending over new programs that would continue indefinitely. Notable exceptions include the Governor’s proposals to offer a second year of free tuition for community college students and to expand Medi-Cal, the state’s health coverage for the poor, to undocumented young adults. Since most of the increased revenues are constitutionally obligated to reserves, debt repayment, and schools, the budget surplus remains relatively unchanged.

The Governor’s Budget introduced a comprehensive $1.75 billion proposal to spur housing production, including planning and production grants to local governments, expansion of the state’s housing tax credit program and loan program for mixed-income housing, and opportunities for innovative housing projects on excess state property. SAN DIEGO SOURCE OF INCOME DISCRIMINATION ORDINANCE TRAINING Last summer, the San Diego City Council voted to make discrimination in rental housing on the basis of a tenant’s source of income illegal. Source of income is defined to include rental assistance from any federal, state, local, or nonprofit-administered benefit or subsidy program, or any financial aid from any rental assistance program, homeless assistance program, security deposit assistance program, or housing subsidy program. Class will be led by Amalea Romero, a staff attorney for the Fair Housing Team at the Legal Aid Society of San Diego. Her current practice focuses on housing discrimination, but she has worked in general landlordtenant law and evictions. Since joining the Fair Housing Team, Amalea's primary focus has been on education and outreach efforts for San Diego’s new Source of Income Ordinance. Following that formula, a typical cost-benefit analysis would fall far below that 10 percent ratio:

We now know and understand much about our world’s mighty tectonic forces. And, we have engineered approaches to seismic retrofits that can help protect people, buildings, and the livelihood of those building owners.

For every dollar spent in retrofitting soft-story structures, property owners can expect to save up to seven dollars, they found. And that study didn’t factor in loss to contents, alternate living expenses or deaths and injuries – all of which would have significantly increased the cost-tobenefit ratios.

In 1940, the Association published the first issue of Apartment Review, a 22-page industry publication which communicated timely information relevant to the operation of rental housing. For some time, this publication served members well as a comprehensive resource for the latest information about industry news. As the publication became more established and gained greater attention and increased readership, we changed the name to Apartment Owner News in 1950.

Throughout the years, the name of the publication has been Rental Owners' News, Rental Owners & Occupants News, and Rental Owner News. It wasn't until 1983 that it became RentalOwner Magazine. As we approach our 100th birthday and reflect our the diverse membership we serve, it became clear that it was time to update the name of our magazine. We are excited to continue publishing legislative news, informative articles, and events in future issues of the Southern California Rental Housing Rental Advisor.
