Letter from Superintendent Jeff Apse March Issue 2020

Dear Parents and Community Members,

On November 5, 2019, school district voters turned out in great numbers and voted to support both questions of the $18.5 million referendum proposal. Close to 70% of voters voted in favor of supporting the first question on the ballot which included a new Elementary kitchen and cafeteria addition, remodeling the existing Elementary kitchen and cafeteria into three classrooms, adding four new science classrooms at the High School, adding on to and renovating our existing High School Career and Tech Ed classrooms and labs, adding a new kitchen and commons areas to the High School, converting the existing cafeteria and kitchen into a new weight room and storage, and remodeling existing restrooms. 60% of voters voted to support the second question which included the addition of a new two-station gymnasium, multi-purpose room, and updates to the existing boys and girls locker rooms. The referendum proposal included 11 solutions from the district’s current facility plan, and are solutions that our facility task force deemed high priority and felt that a referendum would be the best method for financing the implementation of the solutions. Since the November election, our School Board finalized the list of projects that we are engaging Nexus Solutions’ assistance with over the next two years. The final list of projects includes the referendum solutions, along with a series of deferred maintenance and capital facility projects. The total estimated costs of improvements on the list we are planning to address is around $23 million. The additional projects we plan to pursue will be funded using other funding mechanisms that are available to the district that carry no additional tax burden. The revenue to fund the additional projects will be generated by borrowing against some of our existing levy authorities. Some of the projects we will be addressing include replacing the High School gym floor, adding parking to the Elementary school campus, adding parking to the High School campus, adding turf to the High School soccer field, replacing the boilers at the Elementary school, and completing the abatement of asbestos flooring in our buildings. Since November, we have been working to sell the bonds authorized by our tax payers and to develop the concepts for our facility solutions into official designs that will be put out for bid in the near future. We anticipate that people will begin to see things starting to take shape on our campuses this coming spring and summer. We anticipate the full list of projects will be completed by December, 2021. The district has been asked by Nexus Solutions to consider mapping academic calendars for 2020-2021 and 2021-2022 to accommodate the construction projects. Our district calendar committee has been meeting since December. The final calendar recommendations were presented to the School Board on February 10th and included a pre-Labor Day start for the 2020-2021 school year. The first day of school will be August 24, 2020, and the last day of school will be May 21, 2021. The 2021-2022 school year includes a post-Labor Day start, with the first day of school being September 13, 2021; the last day for seniors will be June 3, 2022; and the last day for students grades K-11 will be June 8, 2022. We realize that the changes in calendars for the next two years may cause our families some inconvenience. The changes are temporary and will help accommodate time needed for the upcoming facility projects. It is exciting to envision what these facility improvements will bring for our schools and for our community. The future is bright for St. Charles! Thanks again for your support of St. Charles Public Schools. Sincerely,

Jeff Apse Superintendent of Schools

Art on a Cart Visits Elementary School classrooms Art Teacher, Chloe Ihrke, wheels her way every Wednesday to classrooms with her Art on a Cart at St. Charles Elementary School. While still in the developing stages of creating her own curriculum, Ihrke's process is constantly evolving. Her main goal is to introduce kids to as many different mediums and methods as possible in the short amount of time she has with them all while trying to develop projects based on some common themes throughout the grades. Those include: using other artists as inspiration, collaborative projects, projects that introduce certain techniques such as shading, blending, creating op art, perspective etc. Ihrke's hope is that each student will find something. Every time she hears a story of a student going home and repeating what they learned in class, it makes her so happy! When asked what mediums the students are working on Ihrke states that each medium has been introduced to every grade such as colored pencils, Sharpies, oil pastels, watercolors, paint, paper cutting/tearing. Pipe cleaners, toothpicks and grapes/candies have also been introduce in some 3-D forms - Ihrke reflects on those ones being fun! When students spot Mrs. Ihrke in the hall with her cart, they want to know what the project for the day will be and she responds with, "you'll find out soon!" Then it's like a fun magic trick when she gets to reveal the project to them in class. It's especially fun with a squeaky wheel because the kids hear her coming! Ihrke states that she has been very lucky to get to work with so many polite and helpful kids. There are always eager to assist her and her Art on a Cart in and out of the classrooms. Ihrke absolutely is loving her time here so far!

2020 Spring Testing at Elementary School The St. Charles Public Schools continually assesses student performance to provide parents and staff with the data needed to make informed instructional and educational decisions. We use different measures to chart your child's and our district's educational progress. Several assessments are given district-wide. However, these types of measures do not always paint the entire picture of a child. Every day, teachers observe and use classroom evaluations that also help us more fully understand your child's academic strengths and weaknesses. The Minnesota Comprehensive Assessment (MCA) is one measure the district uses to measure educational progress in our district / school and is used to meet the state and federal requirements. These state tests are given to students in a district once a year, based on their grade level and subject area. The dates students will be taking the MCA at St. Charles Elementary are listed below by grade. Reading MCA III for Grades 3-6 The Reading MCA is an online assessment divided into several segments. It contains multiple-choice items where the student selects the correct or best response along with technology-enhanced items. Approximate time to complete the assessment is 180 minutes. The MCA Reading Assessment will be completed over 3-4 days in the window below: April 1-9: Grades 3 and 4 April 15-21: Grades 5 and 6 Math MCA III for Grades 3-6 The Mathematics MCA is an online adaptive test. This means that the test will adjust to each student’s skills. The online assessment contains traditional multiplechoice items along with technology-enhanced items where students use the capabilities of the computer to select one or more points on a graphic, drag and drop a graphic from one location to another or manipulate a graph. Approximate time to complete the assessment is 120 minutes. The MCA Math Assessment will be completed over 3-4 days in the window below: April 21-May 1: Grades 3 and 4 April 22- May 1: Grades 5 and 6 Science MCA for Grade 5 The Science MCA is an online assessment with traditional multiple-choice items along with technology-enhanced items where the student uses the capabilities of the computer to create a graph or data table, click on a hot spot, or drag images or words into designated response areas. Approximate time to complete the assessment is 120 minutes. The MCA Science Assessment will be completed over the following 1-2 days: May 2-3: Grade 5 Only Additional testing information and resources for St. Charles Elementary are located on the School website: https://www.scschools.net/page/4542

SCHS Welcomes Students to Saints Station The mission of the The Saint Charles High School "Saints Station” is to serve all students grades 7-12 who may need hygiene products, school supplies, food, and more, to ensure their focus is on education and not on meeting basic needs. All students 7- 12th grade, regardless of income, are eligible to use the Saints Station without any cost to them or their family. They may help themselves to food and snacks, hygiene products, clothing, and school supplies as needed. Saints Station is located in the High School office during regular school hours. We welcome donations! Donations of food, hygiene products, and school supplies are gladly accepted at the SCHS front office (we are not in need of clothing at this time). Monetary donations can be brought to the SCHS office. Checks can be made payable to the Backpack Program (we are operating in conjunction with St. Charles Backpack program, which operates under the SE MN Rural Education and Resource Center (501c3 non-profit organization). Please visit www.scschools.net/saintstation to learn more.

NGRATULATIONS!

1000 POINTS Kooper Vaughn in the News! In January, Kooper Vaughn, a junior at SCHS, surpassed the 1000 point scoring mark for his career. In that same game he made 11 three pointers which broke the school record previously held by his brother, Kaden. In December 2019, Vaughn also set a school record by scoring 52 points in a single game. Half of his total came from the free throw line that night where Kooper was a perfect 26 for 26. This is a Minnesota all-time record and #2 all-time nationally for consecutive free throws, without a miss, in a single game. This earned him KAAL Sports Athlete of the Week! Way to go Kooper!
