The Haitian government has elevated tourism to the top of its development agenda. Yet prospects for success are uncertain. This assessment is the first empirical treatment of the attitudes and perceptions of tourists and service providers in Haiti. It is based on a survey of more than 2,000 tourists and 390 industry professionals. It finds that just over 3% of tourists reported crime victimizaiton and that the current tourism model should be revisited.
