Dear Friends, Welcome to the Takoma Foundation’s Beerfest VII, Takoma Park’s favorite nuclear-free, hops-powered fundraiser. We are amazed and gratified that this event continues to grow. I’m writing this note two weeks before the Beerfest, and we are on track to sell more than 500 tickets and raise at least $15,000. It’s been an exciting year for the Takoma Foundation. We have expanded our outreach to groups in need, added new Board members, and partnered with the Takoma Park Youth Initiative. In the spring, we were appointed by the City of Takoma Park as the reviewer for its Small Grants Program. TAKOMA FOUNDATION BOARD MEMBERS • Kevin Adler • Barry Barth (Treasurer) • Shruti Bhatnagar • Surabhi Dabir • Maureen Feely-Kohl • Peter Kovar • Howard Kohn (Vice President) • Patti Mallin • Fernando Moreno • Vineda Myers • Maria Victoria Espinosa Peterson • Kathy Porter • Sally Rudney • Stewart SarkozyBanoczy • Bob Sheldon (Secretary) • Scott Ward (President) September 2015

More excitement is on the way. This fall, we will be launching an ambitious fundraising campaign to dramatically expand community giving to the Foundation. This will enable us to work with our grantees and neighbors to identify opportunities to fund larger, multi-year programs that will have even deeper impacts across greater Takoma. We couldn’t achieve our goals without your generous financial donations and without the support of many local businesses. For example, all of the beer and most of the food at the Beerfest has been donated—and we wish to extend our gratitude to the craft brewers and restaurants that have supported us year after year. We are always looking to expand our reach and our impact. Please speak with any of our Board members at the Beerfest about how you can get involved. Have a great afternoon and evening. Sincerely, Scott Ward, President Howard Kohn, Vice President Takoma Park Beerfest | 1

Takoma Park’s Evolution from Being a Dry Town By Diana Kohn, Historic Takoma As you enjoy your sampling of local craft beers, let’s take a look how we ended up with the crazy quilt of alcohol regulations we know today. The early days of Takoma Park were colored by the fact that founder B.F. Gilbert was a long-standing teetotaler. His first enterprise was running a Temperance Cafe in downtown

September 2015

Washington, D.C. So it is not surprising that the deeds he issued in his sylvan suburb included this clause: “that no spirituous liquors shall be manufactured or sold on this premises.” This sentiment was part of what attracted the Seventh-day Adventists in 1904. They rejected the consumption of alcohol (as well as tobacco and caffeine) on religious grounds, and their influence would be felt strongly in town politics until the 1980s. But by far the most significant factor in MORE ☛

the state of all things alcoholic today dates to the aftermath of Prohibition. December 5, 1933 marked the last day of the nation’s experiment with Prohibition. After 13 years of a free-forall black market, the federal government faced the challenge of regulating the sale and distribution of these now-legal commodities. Maryland, which had never ratified Prohibition in the first place, took this a step further when it gave each county the authority to set up its own regulations through Liquor Control Boards. Most counties followed the simple model of licensing sales. Montgomery County, on the other hand, was one of five where the broader “control” model was adopted, requiring direct county involvement in liquor sales. According to George Griffin, Director of the Montgomery County Board of License Commissioners, the most influential man in our county in the

early 1930s was Blair Lee. His interest in guiding the future development of the county prompted him to take on liquor control, much as he had with the unified Washington Suburban Sanitary Commission and the Maryland National Capital Parks and Planning Commission. Under his watch, licenses for liquor were given only to respectable restaurants like Mrs. K’s Toll House on Colesville Road in Silver Spring, and sales would be through county-run stores. These regulations did not apply in Prince George’s County, where the simpler licensing system. meant that the eastern third of Takoma Park began to sprout liquor outlets and bars like the VFW Hall. Plus, other options were available by stepping across the border into the District. In more recent decades, as part of the revitalization of Takoma Park, the City Council has pushed to expand options within Takoma Park. The newest addition is the just-approved license to the TPSS Co-op. Meanwhile, it is worth noting as we sample the array of craft beers at this 7th Annual Takoma Foundation Beerfest that the explosion of the craft beer movement has prompted the County Department of Liquor Control to revise its regulations to encourage the licensing of breweries within the county. Six breweries have been given official approval, including a future option for Takoma’s own Republic.

GRAMPUS SMOKED NUT BROWN. 5.0% ABV. This English-style nut brown ale feels close to a porter, with pronounced chocolate and coffee flavors. Apple and cherry wood smoked malts from Copper Fox distillery in Virginia add smoky aroma, but only a touch of smoke on the palette.

NEW BELGIUM HEAVY SEAS LOOSE CANNON AMERICAN HOP3 IPA. 7.25% ABV. This golden-colored IPA has a citrusy hop aroma (grapefruit, tangerine, mango, pine) and a big hop flavor. Its finish is dry, and with just the right touch of bitterness from the triple hopping (and 3 lbs. of hops in each barrel).
