Governance: The Board’s Responsibility Our community is more than just a bunch of neighborhoods. In so many aspects, it is a business. Collectively, our regular annual assessments amount to over a million dollars each year that needs to be budgeted carefully and spent wisely to ensure we follow our Mission Statement – “The Mission of the Scottsdale Ranch Community Association is to serve as the organization through which its residents may sustain and enhance the character, quality of life and desirability of our community”. The residents (your neighbors) who have volunteered and been elected to serve on the association’s board are responsible for making critical decisions—on your behalf—about managing the community and your money. Community associations like ours have a lot in common with municipal governments. As members of a governing body, our board members meet regularly to discuss and vote on important community issues, like setting policies, funding our reserves and contracting with vendors to keep the community amenities in good repair, to name a few. Also, like a government, our association board has the legal authority to enforce the rules and regulations—somewhat like laws—and to collect assessments, like a government collects taxes, to pay to maintain the common areas and amenities like parking lots, landscaping and fencing, and to pay the association’s bills. The Scottsdale Ranch Community Association (SRCA) Board of Directors has a fiduciary responsibility to its members. Fiduciary duty means protecting assets, budgeting responsibly, planning for the future, investing wisely and observing laws and regulations that affect association resources. Fiduciary duty requires the board to ensure that the assessments you pay are used properly to maintain the community and cover insurance, contracted services, utilities and other needed materials and services. The board is obligated to make ethical and legal decisions that best serve the entire association. Each year, the board and management develops long-range plans—like when the Community Center roof will need to be replaced and when the tens of thousands of linear feet of common walls need to be repaired and/or painted. The board must set aside funds so that these kinds of projects can be accomplished on schedule or even ahead of schedule in the event there’s an unexpected breakdown or the need arises. I am happy to report that our reserve and replacement fund is fully funded per the recommendations of the Reserve Study performed by an outside consultant. The board’s decisions can have a significant impact on the community’s appearance and, consequently, on your property values. Be sure to communicate with the board or management regularly, attend board meetings, and attend annual meetings to elect responsible board members and to participate in the conversations about significant community issues. The SRCA Annual Homeowners’ Meeting and Board Election is April 20, 2017 at 7 pm. Prior to that time, you will be receiving a ballot to elect new board directors and vote on important association matters. Please watch for this packet that will be mailed to all homeowners in midMarch. Be a part of the democratic process – VOTE and attend SRCA meetings and events. 4

It shouldn’t come as much of a surprise to you, our readers, that I am a great believer in benefits of effective zoning and of living in a well-managed homeowners association. Both zoning and HOAs are contracts between property owners and their neighbors. Like the CC&Rs you agreed to when you purchased your home in Scottsdale Ranch, zoning code and stipulations assigned to a lot limit what the owner can do with that property. For example, you cannot build a Starbucks on your Scottsdale Ranch lot, and the owner of a parcel zoned CommercialOffice cannot build apartments there. The purpose of these zoning restrictions, like your CC&Rs, is to protect you from adverse impacts from your neighbors. Just as our SRCA documents prohibit you from painting your house day-glo orange, the C-O zoning on the property at the southwest corner of 96th St. and Shea (directly across the street from many Scottsdale Ranch homes) prohibits them from building a retail drugstore. Our CC&Rs help ensure the property values and quality of life for Scottsdale Ranch residents. Likewise, the C-O zoning at 96th St. and Shea was designed and intended to create a transition and buffer zone between retail to the west of that parcel and the single-family residential homes in Scottsdale Ranch, thereby protecting the property values and quality of life of homeowners. That’s why Scottsdale Ranch became actively involved in the attempts by those who occupy the 96th St. and Shea property to change the use of that property. We have seen similar issues arise on other properties close to Scottsdale Ranch. I recently attended an “open house” about Dignity Health’s plans to build a stand-alone emergency room at the southwest corner of 114th St. and Shea. The parcel in question had been rezoned, about nine years ago, from residential to Commercial Office. Obviously, the homeowners nearby were concerned about this change. In order to mitigate the impact of the rezoning, several stipulations were included to help reduce any negative impacts of this change on the neighboring residential properties. Dignity Health wants relief from several of those stipulations – in essence, they want to avoid the obligations and land use limitations associated with the property. This is no different than your next door neighbors asking to ignore our CC&Rs and build a 15-foot wall with a mural on it in front of their house. Just as we would NOT permit your neighbor to build that wall, we are opposed to allowing Dignity Health to circumvent the stipulations that protect the nearby residents. Although the homes in this particular case are not part of Scottsdale Ranch, they are our neighbors and are very close to us. We will support them in opposing the applications request to be exempt from the stipulations associated with the zoned parcel. You can rest assured that Scottsdale Ranch will continue to be a good citizen of our community in protecting the property values and quality of life for our residents and neighbors, whether through fair and consistent enforcement of our own CC&Rs or by opposing land use changes that adversely affect our residents and neighbors. These protections are just one more reason Scottsdale Ranch is still one of the most desirable communities in the Valley of the Sun. I hope you’re as proud to live here as I am!

We have the Buyers! Annual Assessment Late Fees Annual assessment invoices were mailed out to all Scottsdale Ranch residents in mid-December with a due date of January 1, 2017. The 30-day grace period provided residents adequate time to make payments, as payments were not considered delinquent until January 31, 2017. All payments received in our office after January 31, 2017 were considered late and have been assessed a 10% late fee of $34.00. Starting February 28, 2017, all accounts not paid will be assessed additional interest, at a rate of 12% per annum, or $3.40 per month until it is paid. So, if you haven’t already, please be sure to mail in your payment, including the $34.00 late fee totaling $374.00 to the bank’s lockbox address indicated on your invoice to avoid accruing any further collection fees. Preparing your home for an extended absence; a spring departure checklist!

Spring has sprung and with it, so many exciting projects are underway throughout the Ranch!

It seems like our winter visitors just arrived but in a few short months they will be Before making their way back to cooler lands. With that said, below are some things to keep in mind when leaving your home for the summer. Inside • Unplug all electric appliances, computers, TVs, etc. connected to power strips. Then unplug all power strips from the wall. • Unplug microwave, stove, dishwasher, clothes washer, and dryer. • Refrigerator ice maker emptied and turned off. Refrigerator emptied, unplugged, cleaned, doors propped open. • Turn off water heater. • Internet modem and wireless router unplugged. • Plastic wrap over toilets (to keep any bugs from entering house after water evaporates from bowls). • Overf low drains in sinks and bathtubs covered with blue painter’s tape. • Run disposal, put baking soda down kitchen drains and place stoppers in sinks. • Wood or PVC braces for window and patio door tracks to keep them closed. • Place new light bulbs in lamps connected to timers. It is recommended placing timers on three lamps to come on at different times of the day. • Leave a radio on a timer during the day on a talk station to create the impression that someone is home. • Remove garage door openers and keys from vehicles in the garage. Put the garage door opener in locked position. • Doggie door panels are in place and secured. • Store heat sensitive items somewhere else (neighbor/relative). • Place new batteries in smoke detectors. • Set AC at 90 degrees. Outside • Turn water off to house but leave sprinkler system on. • Put new batteries in the sprinkler timer (in case electric fails). • Ask a neighbor to remove any door hangers. • Forward mail. • Provide summer address to HOA. Check for correct contact information for emergencies. • Contract with landscaper for weed control, trimming and any irrigation issues. • Contract with pool maintenance company to avoid a green pool. • Put outside lights on dusk to dawn sensors. • Secure patio/pool furniture (Monsoon/Haboob). • Have family, close friend or neighbor check your home inside and out every 2 weeks. Three of the most common projects we see on the Ranch are window replacements, roof replacements and paint, which all require association approval. The majority of these applications can be reviewed on a staff level for compliance with the SRCA Architectural Guidelines. Paint palette information can be found at http://www. scottsdaleranch.org/srca-documents-and-forms under Architectural or in our office. We have binders to check out as well as paint samples for your use. All painting projects require prior approval, even when you want to repaint using the same colors currently on your home. Those same colors may not be on the current palette and are not grandfathered in. Please contact me to confirm your current colors or any changes you are contemplating. Many of our sub associations have additional restrictions and approval processes. Don’t forget to check with your sub association regarding that process prior to starting your project! SRCA approval is required prior to obtaining sub-association approval. Window replacements are another very popular modification. Full window replacements can typically be reviewed on a staff level as long as the proposed windows have been approved within the specific neighborhood previously. Partial replacements will be looked at on a case-by-case basis but do require SRCA Committee approval to determine compatibility of the existing windows and the proposed windows as well as the timeline for the balance of windows to be replaced. Roof replacements that require new tiles, whether it is a change to the color or material, require approval prior to replacement and may be approved on a staff level as long as the proposed roofing material has been approved within the specific neighborhood. Roof replacements that only encompass underlayment replacement and re-use of existing roofing tiles do not require formal SRCA approval prior to commencement. Please call our office to notify us that the work will be occurring so that a note can be added to the account in case we receive a phone call about the project or it is noted in a compliance inspection. Some may not be aware, but located right within Scottsdale Ranch’s own boundaries, located over at the Scottsdale Ranch Park on the corner of Via Linda and Lakeview Drive is our very own Desert Garden Park. This beautiful park was designed to enhance the understanding of the Sonoran Desert, of botanical processes, and of the geology and soil materials indigenous to the nearby McDowell Mountains. The Garden Park features three zones: a hummingbird nest for the low desert area, a saguaro and bat sanctuary for the high desert area, and a butterf ly garden for the riparian community area. The park is free and open to the public. The Desert Garden Park first opened in 2003. Scottsdale Ranch played an intricate role in the development of this amenity. Back in 1979, the developer of Scottsdale Ranch donated 64 acres of land to the City of Scottsdale for a General Public Use area in the heart of its master-planned community. The City of Scottsdale actively pursued various parties to build a public use facility on a five acre parcel on the corner of Via Linda and Lakeview Drive. The SRCA Board of Directors, staff and a special volunteer Park Committee, comprised of SRCA residents, spearheaded fundraising efforts and proactively participated in the development of this site. The garden has since been a treasured amenity for Scottsdale residents. If you haven’t already, be sure to take a few moments to go and experience this great area.

Each new year brings New Year’s resolutions and another tax season. Consumer Education Specialist Amy Hebert with the Federal Trade Commission explains a common technique used by scammers. You get a call from a scammer pretending to be with the IRS, saying you’ll be arrested if you don’t pay taxes you owe right now. You’re told to wire it or put it on a prepaid debit card. They might threaten to deport you or say you’ll lose your driver’s license. Some even know your Social Security number, and they fake caller ID so you think it really is the IRS calling. But it’s all a lie. If you send the money, it’s gone. When you have a tax problem, the IRS will first contact you by mail. The IRS won’t ask you to wire money, pay with a prepaid debit card, or share your credit card information over the phone. If you get a call like this, file a complaint with the Treasury Inspector General for Tax Administration at tigta.gov. You also can file a complaint with the FTC at ftc.gov/complain. If you’re concerned there’s a real problem, call the IRS directly at 800829-1040.” (FTC, Another Tax Scam: IRS Imposters, January 29, 2015) Over the last year, there have been several other variations of this tax scam. In some calls from scammers, they will ask you to pay with an iTunes gift card, Amazon gift card, or PayPal account to name a few. Remember, the IRS will contact you by mail. The scammer will often use threats and require immediate payment without an opportunity to appeal. Another technique used by scammers will be to send scam emails. Do not click on any links as this may redirect you to a site that looks official but it is not. Whether you receive a phone call, email or text that states you owe money, do not respond to that message. Call the IRS, your bank or your credit card company by looking up the phone number on your statement or by finding the number through a search you conduct, do not use the contact information that the possible scammer has left you.

Try lifeguarding this summer. Those 15 and older can take the StarGuard Lifeguard Training class to get certified in lifeguard rescues, basic first aid and CPR. Several sessions are available. • Learn how to become a certified swim instructor. Two instruction sessions are available: 8 a.m. to 5 p.m. Monday-Friday, March 6-10; and various times and days, March 20-April 3. Participants must be at least 16 years old at the time of the class to register. • Native Spirit ArtWalk comes to Downtown Scottsdale. Celebrate Arizona’s indigenous cultures Thursday, March 2, as part of a special Scottsdale ArtWalk. This event takes place from 6:30 to 9:30 p.m. and features a variety of impressive art, live entertainment and gallery receptions. Free trolley rides are available to transport folks from free parking areas to attractions throughout the Downtown.
