Goodbye from Rachel Having worked as a Child and Family Support Liaison Officer within the Special Educational Needs and Disability Service for over 4 years, I would like to say a fond farewell as I take up a new post. I will still be working within the SEND Service in the North area team as a SEND Caseworker which I start at the beginning of March.

I would like to say thank you to everyone I have had the privilege to meet and work alongside; and I look forward to working with you in the future.

LANCASHIRE BREAK TIME

Lancashire Break Time activities have now been confirmed for the Easter holidays.

Lancashire Break Time provides an opportunity for children/young people with special educational needs and or/disabilities to attend a fun activity, whilst also providing a break for the main unpaid parent/carer. The break is for a period of at least two hours.

The criteria to qualify for Lancashire Break Time short breaks is to be the primary carer of a child or young person with special educational needs and/ or disabilities, aged 0 to 18 years and with difficulty accessing universal services. The child/young person must live in Lancashire.

Come along to your local forum, it is an opportunity to raise any issues/concerns, chat to other parents and meet the guest speaker. Although the forums follow an agenda it is a relaxed, friendly atmosphere. You are also welcome to bring a friend along for support.

Trampers A tramper is a specially designed four wheel drive all-terrain electric buggy which you can use off road and even on rough ground, mud and grass. If you have difficulty walking, a tramper will enable you to experience the countryside, woodlands and lakesides; and to accompany your friends and family when out walking. The Wyreside Trail was first opened in 1992 and is a circular walk which has been specially designed to be suitable for people with visual impairments. Easy level walking. Parts of the route are also suitable for people in wheelchairs or with pushchairs.

7 Brockholes Nature Reserve Preston New Rd, Samlesbury, Preston, PR5 0AG With a network of accessible trails and hides, as well as free use of a wheelchair, disabled facilities and car parking spaces, Brockholes is truly able to be enjoyed by all visitors.

Footpaths - The Trail Access Guide can be viewed, or downloaded from their website.

Most of the footpaths at Brockholes are level and surfaced. The kissing gates are accessible for smaller wheelchairs and pushchairs and are shown on the Trail Access Guide.

There is a vehicle access gate next to all kissing gates on surfaced paths. If you use a large mobility vehicle or pushchair you can obtain a key to these gates for your visit. Keys are available from the Welcome Centre for a £10 refundable deposit.

Car Parking - There are currently 16 car park spaces for visitors with disabilities. They are located approximately 125 metres walk from the car park to the Visitor Village. There is a charge for the car park, check their website for more information Toilets - Adapted toilets are on the Visitor Village. Please note that there are no toilets out on the reserve. www.brockholes.org Marsden Park Walton Lane, Nelson BB9 8BW Marsden Park was first awarded a prestigious Green Flag in 2008, and has maintained its flag ever since. It is the largest park in Pendle, with many historical and architectural features which include a pseudo-roman spa bath, an ornamental pond and marsh area, a circular garden, sensory garden and a Lady’s Garden. There are also woodland walks to enjoy.

Play facilities - There is one playground with 18 pieces of equipment, four of which are Disability Discrimination Act (DDA) friendly, and one DDA/ pushchair friendly entrance. The playground is a dog free area.

Disabled facilities - Many of the paths and walkways are suitable for people with low mobility.

There is a sensory garden with tactile path finders.

Car Parking - Car parking spaces are available directly in front of Marsden Old Hall, off Walton Lane, Nelson.

Wildlife - Marsden Park attracts a large and varied amount of wildlife. During the spring bursts of colour from Bluebells, Ransoms (Wild Garlic) and Wood Sorrel can be observed in the woodland sections of the park. POWAR stands for: Participation, Opportunity, Winning, Achievement and Respect.

It is Lancashire’s Council for Children and Young People with Special Educational Needs and Disabilities. We hold regular meetings which are informal and fun. These meetings are open to secondary aged young people up to the age of 25. We also meet during half terms and holidays with primary aged children.

Here is a description of our regular monthly meetings.

Media group: a meeting where young people help to write the newsletters for POWAR and update

the participation website, internet pages and Facebook page.

Young Inspectors: young inspectors visit different services for children and young people to

inspect them and then come up with ways that they can improve. The meetings are an opportunity to find out about upcoming inspections and write up reports for recent inspections.

POWAR combined: All members of POWAR from all parts of Lancashire are invited to attend this meeting. Visitors from different services and organisations often attend to speak to young people to gain their views about different topics.

The meetings are held either at County Hall, Preston or at our centre in Lostock Hall, Preston. Please also note that these meetings are held term time only. Please get in touch to find out what meetings and activities we have during half terms and holidays. As well as winning Diana Awards for their voluntary work POWAR Young Inspectors were also worthy recipients of 2 British Youth Council Youth on Board Awards. Young Inspectors won a Youth Inspiring Project Award and one member of the primary group won a British Youth Council Make a Difference Award in November 2016 for his involvement with POWAR and the Children’s Rights Alliance for England.

March 21st is World Down’s Syndrome Day. It is celebrated on this day to represent people with Down’s syndrome, who have 3 copies of chromosome 21.

Sharon’s Story “Hi, I’m Sharon and these two here are my children.

One of them woke me every two hours day and night for the first 12 months of their life, then kindly let me sleep for about 4 hours in a row. One of them has been blue lighted to hospital after going blue and nearly stopping breathing, twice. One of them wears me out to the point of tears nearly daily.

One of them has very selective hearing and seems to only hear me when I’m at a level only dogs could hear. One of them moans, screams, tantrums, refuses to walk to school every day. One of them seems to think that bedtime is negotiable and slips into our bed every night, later lifted into their own. One of them still wears pull ups at night.

One of them sometimes refuses to eat breakfast and has to be fed.

The other one is Amy, she has Down Syndrome. It’s not always as bad as you think it’s going to be and you really don’t know what you’re going to get when you’re handed that little tiny baby… even the ones that are deemed ‘perfect’ are far from it. And anyway, perfect is boring!”

North Lancashire Down's Syndrome Family & Carer's Group is run by parents who have a child with Down's Syndrome. We meet monthly on the first Saturday of the month, from 10am to 12 noon at Unique Kidz and Co, Woodhill Lane, Morecambe, LA4 4NW. We have refreshments and chat with other parents while children play in the safe facilities and stimulating environment. Sometimes we have guests with relevant information for our group. We have various events throughout the year with parties in the summer and winter.

Outings include pantomimes, bowling, swimming, picnics and trains. We keep up to date with what is going on within disability circles and the Down's Syndrome community and also resources and facilities that may be of interest.

DanceSyndrome Dancer Becky Rich wins Lancashire Pride Award

DanceSyndrome Dance Leader Becky Rich is thrilled to have been chosen as the winner of the Volunteer of the Year award at Lancashire County Council’s Pride Awards 2016.

and fun learning opportunities for anyone who wants to improve their physical health and personal wellbeing , regardless of age or ability.

The Pride awards are Lancashire County Council’s annual awards to celebrate the achievements of their staff and volunteers.

The ceremony took place on Thursday 24th November at The Harris Museum in Preston, with a total of 6 awards being given out to individuals and teams who have shown commitment to helping the people of Lancashire.

When Becky first started attending DanceSyndrome sessions she was a little bit nervous, which is quite normal when starting something new, but since taking part in the weekly workshops and DanceSyndrome’s unique ‘Dance by Example’ leadership training course, her confidence has grown enormously. This increase in confidence, combined with her improved dancing and leadership skills, enabled Becky to independently take on the role of Dance Leader at Gerrard Street Day Centre, separate from DanceSyndrome. She now runs her own dance class there every Friday.

Becky is 26 and lives in Preston. She became involved with DanceSyndrome in 2014.

DanceSyndrome is an inclusive arts charity that aims to inform and empower people through dance. DanceSyndrome workshops are led by trained Dance Leaders with learning disabilities, who are supported by professional Dance Artists. They are creative

It was because of this work that Becky was nominated for the Volunteer of the Year award by Garry Dawson, who is a Manager

13 at Gerrard Street Day Centre, Preston. The award celebrates volunteers who have made a marked difference to the life of an individual or community and consistently deliver outstanding service.

Speaking about Becky, Garry said “She is an exuberant and vibrant volunteer delivering sessions that continuously grow and develop.... She has provided people with disabilities the opportunity to learn and develop skills, confidence and enjoy meaningful activity and has been a role model to the group.... Ultimately, each person involved is always excited to see Becky and fully participate and engage in something of great worth and positivity.”

Becky was delighted to be announced as the winner of the award! She said “To win Volunteer of the Year Award 2016 is a lot to take in. It is very exciting to win the award and knowing that I am making the lives of people with disabilities better is the best reward. Thank you again to Garry Dawson for nominating me, to all my dance students at Gerrard Street and also to all my fantastic friends at DanceSyndrome.”

DanceSyndrome was established in 2009 by Founder and Creative Director Jen Blackwell.

Jen has Down’s syndrome and wanted to follow her dream of being a dancer and Dance Leader. The DanceSyndrome ethos is that everyone has the right to follow their own interests and passions, whether they have a disability or not. DanceSyndrome offer dance leadership opportunities to people with learning disabilities and empower them to colead high quality inclusive dance workshops which are delivered to disabled and nondisabled participants across the North West.

The hard work and innovative approach of DanceSyndrome Founder and Creative Director Jen Blackwell was recognised when she was chosen as the winner of the Inspirational Woman of the Year award at the Enterprise Vision Awards in September 2015.

DanceSyndrome Managing Director Dawn Vickers said “We are so incredibly proud of Becky! She has gone from strength to strength since joining us. She really excels in leadership, she’s a fantastic spokesperson and she’s a young woman on a mission to make Society take notice of the assets of people with learning disabilities. We have always known Becky has a lot of skills and talent to offer, but it is wonderful to see other people recognising that outside of her work with DanceSyndrome!”

DanceSyndrome’s Dance Leader Team were recognised at a national level winning the Sporting Chance Award at The National Learning Disability and Autism Awards in July 2016.

Lancashire Parent Carer Forum Update On behalf of the forum the parents in the steering group would like to send a message out to tell everyone what we are planning for the future and how fellow parents and carers can be involved.

Two members of the Steering Group have recently met with Brendan Lee, Head of SEND, for a discussion around the communication strategy and plans to increase the membership of the forum as we feel this is an area that needs some work. We are very thankful to those who have already volunteered to help with the forum and they will be contacted soon to arrange a meeting and talk about our plans. To continue with the progress we have made, we are going to hold some family fun events and training to recruit and educate interested parents and carers on participation and how you can be truly involved and represent.

JAG is a community based group set up primarily to provide a safe and non-judgmental place for children on the Autism Spectrum to play, whilst their parents can meet and share information, concerns and exchange ideas in a friendly environment.

Parents’ Hints and Tips Holidays and Days Out If your child will be travelling on a plane for the first time, you may like to visit the airport before your holiday. Many airlines and airports are able to organise tours around an aircraft or on a simulator to help people with disabilities or those who might be nervous about flying. This may benefit your child as it provides some impression of what being in an aircraft is like.

Discuss your check-in arrangements with the airline.

Perhaps they could arrange a time for you to check in, so that your family is able to approach the check-in desk straight away, and your child does not become anxious due to the wait in the queue. They may also be able to provide a quieter area of the airport where you could wait with your children.

If your child has Autism, an airport can be an overwhelming place. Manchester Airport have an Airport Awareness Pack for children with Autism. There is a booklet full of information and photographs so you know what to expect, and also a wristband to wear so airport staff are aware if you require special assistance. www.manchesterairport.co.uk/at-the-airport/specialassistance/autism-awareness Liverpool John Lennon Airport also have a downloadable guide showing what to expect there, and you can request an Autism Awareness Voucher to assist you through Security. www.liverpoolairport.com/help-advice/ autism-awareness Even the best-planned holiday may be affected by unexpected delays. Your child may find it difficult to deal with these unplanned aspects of the trip. Having a favourite toy or activity to entertain your child while waiting may help. As a part of your preparation, you could write a social story to explain that delays can occur.

Many holiday companies provide forms for passengers with disabilities where they can write down their special requirements. If you are unsure about this form, please contact your holiday company or travel agent direct.

Alternatively, if you tell your holiday company of any special needs over the telephone, you should confirm these requirements in writing as well.

If you’re travelling by train, a railcard can save you money, plus there are sometimes partner discounts on days out, etc. The Disabled Persons Railcard gives you one third off rail travel for you and a friend, or the Family and Friends Railcard gives one third off adult fares and 60% off child fares for up to four adults and four children. www.railcard.co.uk

Some beaches in the UK now have Beach Wheelchairs for hire, all terrain wheelchairs with large inflatable wheels that roll over sand and pebbles with ease. www.beachwheelchairs.co.uk/beach-wheelchair-hire. php or contact the local Tourist Information Office for details.

When visiting theme or water parks, check before you go whether these places require specific proof of your child’s disability. Visitors with disabilities can sometimes avoid the queues; they can also make use of the disabled facilities. Some venues may have forms for you to fill out, or they may supply a specific member of staff to be your contact or guide for the day.

Some museums have extra help available for those with a disability and their families. For example, Eureka! The National Children’s Museum in Halifax, offer a trained member of staff to families of a disabled child, as a FREE extra pair of hands during your visit. They have a leaflet “The Eureka Story” which you can download before you visit so you and your child can prepare for your visit. www.eureka.org.uk Changing Places are fully accessible toilets with an adultsized changing bench and a hoist system. They are large enough to accommodate the disabled person and up to two carers, and have a screen or curtain for privacy.

Lancashire Outdoor Education Lancashire Outdoor Education (LOE) is a major provider of outdoor and residential facilities. Each LOE Centre can offer a range of cottages and bungalows within their grounds, allowing families or groups to experience a short break on a self-catered or catered basis. Last year a number of families and carers used the enhanced provision across the Service and enjoyed a fantastic short break at one of our Centres.

In September 2014, Tower Wood opened a new sixty bed accommodation block comprising en-suite rooms, spacious group areas and fully accessible accommodation with connecting wet rooms and bedrooms for other family members or carers. Dates available for 2017 at Tower Wood include: June 10/11, 17/18, 24/25 July 8/9, 22/23, any day from 24 July.

Borwick Hall can provide activity days for children

and young people with additional needs, including wheelchair users. Options include climbing, canoeing, low ropes course, archery, orienteering, bush craft, artificial cave system and tree climbs.

Hothersall Lodge is situated at the edge of the

River Ribble flood plain which has meant that we

have benefited from the site being mostly level, but not affected by flooding and all entrances have been ramped. We also have open fields, woodlands, seating areas and are only a short distance from local facilities.

We have a million pound specially adapted climbing wall, including an easily accessible wet room and hoist.

The climbing wall has been specially designed to allow for various different users that allows us to design the climbing session around the needs of the individual.

There are slabbed walls, steep walls, various abseils including a wheel chair ascent and descent ramp, a cave and an exhilarating adapted 150metre zip line.

Our lake has specialist equipment including adapted Canoes, Kayaks and a hoist to assist access to those that require extra help. The Lake itself has a footpath all the way around it, deep and shallow parts, islands and the water is pumped from an underground spring. For available dates please contact the centre.

Welfare Rights Tax Credits and the 'disabled child element' The Chancellor announced in his Autumn Statement that 28,000 families who have been identified as missing out on the disabled child element in child tax credit will be automatically awarded the element and receive a lump sum for backdating for the period from April 2016.

Child Tax Credit includes a 'disabled child element' of £3140 a year for children who are in receipt of any rate of DLA care component or mobility component, or any rate of PIP daily living component or mobility component. In addition a 'severely disabled child element' of £1275 a year is included for children who are in receipt of the highest rate of DLA care component or the enhanced rate of PIP daily living component.

If the Tax Credit Office are notified of an award within one month of the date of the decision awarding DLA or PIP to your child, the disability elements can be backdated to the date which the DLA or PIP has been paid from. However, if you tell the Tax Credit Office more than one month after the DLA or PIP decision date, the elements are only backdated for a maximum of one month.

Due to significant under claiming by parents of disabled children, it has been HMRC’s practice to take data from the DWP about DLA awards and update the customer’s Child Tax Credit award automatically.

However there have been problems with this process for a number of years.

Although HMRC still say that it is primarily the claimant’s responsibility to notify the Tax Credit Office of a child’s DLA award, they have conducted a scan and found 28,000 cases where the disabled child element is not being paid. Given the problems with information sharing between the DWP and the Tax Credit Office, HMRC has decided to add the disabled child element to the award and pay arrears back to April 2016 for all qualifying claimants.

Most families who have been missing out should have received this extra money by the end of January 2017. If you receive housing benefit or council tax support you will need to notify the local council benefit department of any increased ongoing CTC award, but lump sums for backdated amounts are treated as capital and should be ignored for a year.

Remember, you should still notify the Tax Credit Office on 0345 300 3900 within one month of the DLA or PIP award date to get maximum backdating.

Early booking is essential as there are a maximum of 20 places.
