We aim to meet the needs of every child through a challenging, enriched curriculum, where everyone feels valued and respected, providing a safe, secure and stimulating learning environment through an inclusive partnership between children, parents, our school, our church and the wider community.

1. Aims and Objectives of policy All children and young people are entitled to education that enables them to fulfil their life outcomes, so that they;  Achieve their best  Become confident individuals living fulfilling lives  Make a successful transition into adulthood whether into employment further Or higher education or training

We aim to achieve this by ensuring:  All children are given equal access to the curriculum and that each child’s achievements are valued 

Special educational needs are identified as early as possible in the child’s

school life 

Procedures for identifying children with SEN are known by all staff



Staff are kept aware of the appropriate provision for the range of SEN needs



Parents and carers are informed of their child’s special educational needs and provision, and that there is effective communication between parents/carers and the school



Records follow the child through the school which are clear, factual and up to date

There are adequate resources for SEN and involvement of outside agencies where appropriate

2. Roles and Responsibilities Whole School approach St Anne’s aims to meet the needs of all our pupils through high quality teaching, we recognise that all staff have a responsibility to ensure pupils with SEN make progress and reach their life aspirations. Therefore we are committed to ensuring teaching pupils with SEN is a whole school responsibility.

Governing Body The Head Teacher and Governing Body have overall responsibility for ensuring the needs of pupils with SEN are met. The Governing body has appointed a member responsible for monitoring SEN in the school.

The SENco must be a qualified teacher and must be credited with a National Award in Special Educational Needs. The head teacher and the governing body should ensure that the SENco has sufficient time allocated to carry out the duties and responsibilities below.

3. What is SEN A pupil has SEN when their learning difficulties or disabilities calls for special education provision, namely provision different from or additional to that normally available to pupils of the same age.

   

The SEN code of Practice identifies four main areas where pupils may have a Special Educational Need: Cognition and Learning Social, Emotional and Mental Health Communication and Interaction Physical and Medical needs A child may be experiencing difficulties in one or more areas and the purpose of identify areas of need is to plan provision to overcome difficulties. Children with formal diagnoses will also have needs categorised under these areas of need, as well as a recorded diagnoses.

       

Some children may have needs identified, but will not be registered as SEN. Children with behavioural difficulties we be reviewed under the four areas of need to assess impact on learning.

EAL children, unless concerns in other areas are raised Children with medical or physical conditions where reasonable adjustment within the school can be made to meet their needs via a Health Plan LAC children unless other needs are identified Pupils supported by pupil premium receiving booster support Children receiving emotional or friendship support Child In Need pupils Children who need a high level of support as a temporary measure to overcome some personal changes, such as bereavement.

4. A Graduated Response and Identifying SEN needs The introduction of the New SEN Code of Practice states schools must take a graduated response to identifying and providing provision for SEN pupils.

Therefore at ST Anne’s we ensure our first response to all pupils needs is quality first teaching and support.

Teachers aim to provide differentiated and personalised learning that meets the needs of the majority of the class; this includes responses such as, interventions to boost understanding and progress. The majority of this support will be provided through TA classroom support via pupil premium funding.

Teachers are supported in this aim through a well-planned professional development programme, including training regarding the curriculum and pupils needs and outcomes.

This first response to all needs will be monitor through a detailed and structured assessment plan and regular pupil progress meetings, involving phase learners, class teachers and where necessary support staff. This will be fed back to SMT at the end of every term to track attainment for the whole school.

This provision will be organised and monitored by phase leaders and class teachers and where possible recorded on to whole school provision map by each phase leader. SMT will have an overview of this provision, but may not be informed of every expected outcome.

Where class teacher and phase leaders are concerned about pupil’s progress and suspected a child may have additional SEN needs, they will refer to these indicators;  Is significantly slower than that of their peers starting from the same baseline  Fails to match or better the child’s previous rate of progress  Fails to close the attainment gap between the child and their peers despite targeted and structured intervention support.  Widens the attainment gap despite targeted and structured intervention support, over at least a term or set number of weeks.  Becomes withdrawn or socially isolated in school for a considerable period of time.

These indicators will not necessarily mean a child has additional special educational need and/or will automatically lead to a child being recorded as SEN SUPPORT. While it is clear some children’s difficulties only become evident as they develop, others are much clear from an early age. Therefore at St Anne’s we train our staff to raise any concerns as early as possible in the progress monitoring cycle, as we recognise the importance of early identification to ensure provision is suited to improve children’s outcomes.

If a phase leader/class teacher is concerned about a pupil that may have additional Special Educational needs the school will begin a rigorous Assess –plan –do – review cycle in line with the information provided in the SEN code of practice.

Assess When a concern of SEN has been raised about a child, the SENco, class teacher, phase leaders, and where necessary the TA working with the child, should meet to carry out a detailed analysis of difficulties and provision already provided to overcome difficulties.

This could involve one or many of the identify need documents from Appendix 1.

The SENco with the support of the class teacher and phase leader may also meet with parents/carers at this stage to inform them of the school concerns and gather any additional information to inform planning provision. At this point it might be clearly identifiable that a child has an additional Educational need and may need to be recorded on SEN support Register. It may also be felt that involvement and assessment from outside agencies are needed to help co-ordinate provision. Regardless of this the following cycle will continue.

Plan Once details of a pupil’s additional need have been collected, the SENco, along with Class teacher, SEN TA and phase leader where necessary, will plan a detailed approach to provision. This will involve the development ‘Individual Provision Maps’ and/or ‘Narrowing the Gap’ plans (appendix 2) by the class teacher to monitor and target provision outcomes in a timely way. Outcomes at this stage can be both medium and short term.

Do The class teacher should remain responsible for provision with child on a daily basis. Where interventions involve group or one to one teaching away from the main class, they should still retain responsibility for the pupil’s progress. They should work closely with the class TA, SEN TA and SENco to ensure provision continues to match needs and outcomes are being achieved. Whether interventions involve group or one to one teaching away from the main class, teachers will still retain responsibility for the pupil’s progress. Class teachers should develop working systems where TAs can communicate regularly on progress during interventions, to ensure class teachers can discuss developments during pupil progress.

They should work closely with the TA and SENco to ensure provision continues to match needs and outcomes are being achieved.

Review All outcomes stated on Narrowing the Gap documents or Individual Provision Maps should have set agreed dates for review. During these review periods, the class teacher and SENco should set out a detailed and fair assessment process to

evaluate if the outcomes have been achieved. This may involve targeted provision during assessment to ensure pupils achieve their full potential.

If pupils have made progress and no further action is required, pupils will continue to be monitored during the whole school approach pupil progress process.

If outcomes have been achieved, but if it is felt pupils need to continue with a higher level support to achieve, they will now be recorded as SEN SUPPORT and parents will be informed and regularly updated on provision. Provision will now be co-ordinated by the SENco with the support of phase leaders and recorded on key stage provision maps.

If pupils continue to make inadequate progress and continue to not meet expected outcomes. It may be decided that pupils need further provision in the form of Educational, Health and Care Plan. At this point school will seek consultation with outside agencies such as Educational psychologist and CAMHS to gain further insight into a child’s barriers to learning.

5. Provision and Monitoring of SEN Support pupils Once it is felt that a child has an SEN they will be recorded by the school as SEN Support. At this point the majority of a pupils provision will be managed, monitored and recorded by the SENco, although responsibility for pupil progress will remain with the class teacher. At this stage it may be necessary to contact outside agencies to support the school in matching provision, this process will be done via a Early Help Assessment Team Around the Child meeting and will lead to regular half termly reviews. This ensures a family centred approach is taken to SEN. Monitoring the progress of SEN Support pupils will follow the same cycle of Assess, Plan, Do, Review. Pupils will have their provision recorded on a key stage provision map or an individual map. Every half term the SENco, Class teacher and where necessary the support TA will meet to discuss the pupil’s progress and outcomes set out in the provision map. This process will be co-ordinated with the family and take part in a family centred approach to provision. At the end of every term or when necessary the SENco or SEN TA will contact parents to inform them of new targets and provision. At the end of each academic year the SENco will arrange a review meeting with parents to discuss provision for next year.

Most SEN funding is taken from the schools delegated budget. The local Authority also provides the school with a notional budget that can be used to fund provision for SEN pupils. During the cycle review of provision it may be decided by school and the family that support that cannot be met within this school funding, and further provision is needed to enable pupils to achieve outcomes via additional topup funding through the application of an Educational, Health and Care plan.

6. Pupils needing support from ECH 8

From 2014 Statements are no longer provided by Local authority and schools will be asked where necessary to apply for Educational Health and Care Plan (EHC).

Over the next three year the Local Authority will set in motion plans to move children currently supported by a Statement of Need to a EHC plan.

If it is felt necessary, with support of the class teacher, parents, supporting TA’s and pupils, the SENco will gather the required information needed for the assessment of EHC by the local authority. The LA will expect to see that the school has tried within its means to address SEN needs through the graduated response explained above and the SENco has monitored this process. The SENco will follow the process laid to by the SEN code of practice and the LA, to apply for additional Funding.

Where provision is provided via a statement/ EHC the SENco will co-ordinate this support and working closely with the class teacher, develop a detailed individualised provision map to monitor long term and short term outcomes.

Monitoring and providing provision will follow the same detailed cycle as a child under SEN Support, but will take into account further the need for an individualised approach. This will feed into annual reviews of statements ECH plans.

7. Bullying Pupils identified with SEN are extremely vulnerable and therefore at a higher risk of bullying. St Anne’s has a rigorous Behaviour Policy and Anti Bullying charter to ensure the safety of all pupils. Staff are trained regularly to spot early indications of bullying and deal with it effectively. In addition all pupils with SEN or who are vulnerable are given regular mentoring sessions with an SEN TA who is trained to support pupils who struggle to communicate or express their emotions effectively, to ensure we are allowing effective opportunity for bullying to be reported.

8. Storing information All information and records regarding pupils with SEN will be kept in a secure manner and only shared on a need to know basis and in –line with parent wishes.

9. Dealing with complaints School is aware that families with SEN pupils want to seek the best support for their children. As a result they may at times feel misunderstood. Where possible school seek to take a plan a family centred approach to support and aim where possible to meet needs to the best of the schools resources. School therefore offer an open door policy where parents/carers can contact the SENco or head teacher to discuss provision during any cycle.

If parents feel the need to proceed further the school has a complaints procedure in place and details of this can be provided by the school office.

This policy will be reviewed annual by the SENco and SEN Governer. It will then be reviewed by the governing body and agreed. Any changes made will be shared with staff via regular SEN updates.
