The Tameside School Governor Welcome to the Tameside Governor Effectiveness and Support Programme: Autumn 2014 ‘I have no doubt that governing bodies are the key strategic decision makers and vision setters in every school’. – Lord Nash – Governors Handbook-May 2014Foreword Dear Tameside School Governor, Welcome to the Tameside Governor Effectiveness and Support Programme for the Autumn Term 2014. Last year was a busy one for governors, to say the least. Many of our schools had inspections, where the work of the governing body was under close scrutiny, and we had some fantastic results. In addition to this governors have been working as hard as ever on the day-to-day business of setting budgets, setting performance management targets, and supporting the school tirelessly in fund-raising and attending school events throughout the year.

During the course of 2013/14 our focus was very much on Ofsted, and governing bodies having an understanding of the demands of the framework. [It almost goes without saying that there has been yet another raft of changes this September!] Tameside governors have shown immense commitment in attending our courses, in impressive numbers – there have been over two thousand individual attendances, plus over eight hundred GEL registrations.

The knowledge base of governing bodies is now much more secure, and our key challenges for the year ahead as two-fold – 1. Turning the knowledge and training into action. A number of governors have reported that although they are now much more confident in understanding the complexities of education, long-established ways of working and committee structures have remained unchanged. We need to explore ways of becoming more efficient, both in terms of time and impact.

2. Performance Management; high-quality input in this area of governance is essential, and will be of enormous benefit to the school in the long term. We will during the course of the year be adding to the published training programme to provide additional support for governing bodies. If we get this right then lots of other things will fall into place.

How to book onto a course There are two ways to book a training course:

1. By e-mail Please send an e-mail to governor.support@tameside.gov.uk The e-mail must include the following information: • Governor Full Name (for registration and certification purposes) • School • Title of training course • Date of training course Confirmation of booking is sent via e-mail. If someone else books a course for a governor, for example the school bursar or link governor, an email address for the governor attending the course must be given.

We recommend you book early to ensure a place on your preferred course. This will also allow us to arrange additional courses if there is sufficient demand.

Please note: All Governor training session are subject to a minimum of 10 Governors attending the training session.

If you wish for your whole governing body to attend / receive training on any aspect of Governance, please do not hesitate to contact us to discuss your bespoke training requirement. Bespoke training programmes are increasingly popular for governing bodies who wish to receive personalised training in relation to their school circumstances, data and inspection profile.

Booking confirmation Course participants will receive an e mail confirmation one week prior to the training course, unless it’s a late booking. If you do not have an e mail address please advise us at the time of booking and we will make alternative arrangements. If for any reason we have to cancel a course, we will inform you as soon as possible.

A Certificate of Attendance All participants will receive a certificate in recognition of their attendance. This will be presented by the Training Link Governor at your termly governing body meeting and we will send a list of governors who have completed training each term will be sent to the Training Link Governor.

Access to courses Most training courses take place at Dukinfield Town Hall, which is easily accessible by public transport and has pay and display parking facilities for car users. Courses are generally offered during the day and evening on different days of the week. If you require support of any kind to enable you to participate in training, can you please make us aware of this at the time of booking? This can include, for example, disability access, large print documentation etc.

Governors with Disabilities and /or Special Needs If you are a governor with a disability or a special need which you think might prevent you accessing governor training, please do get in touch. We will ensure you are fully supported to be able to access our training and development services. The Tameside School Governor Payment for Training If your school or governing body pays a Full Subscription to Tameside Governor Services, which represents excellent value for money, then all training accessed by the governing body members is free of additional charges. Otherwise each course has to be paid for individually – see costs for training. The school will be invoiced £70.00 per governor for each training session attended.

Non-attendance at training sessions In recent years, there has been an increase in the number of bookings made by governors who have not subsequently attended. Whilst we understand there are unforeseen circumstances that make attendance impossible, non-attendance incurs unnecessary costs and make some sessions unworkable, as well as uneconomical. Therefore, if you are unable to attend, please notify us as soon as possible but no later than 24 hours before the day of the session, by e-mail to governor.support@tameside.gov.uk, or by telephoning 0161 342 2208/ 3206. Non-attendance without cancellation 24 hours in advance of the training will incur an administrative fee of £25.00. Your school will be charged and invoiced.

Governor allowances The Department for Education (DfE) considers that governors should not be out of pocket and should be able to claim allowances for legitimate expenses incurred in carrying out their duties. A governing body must have a policy or scheme in place before they can reimburse governors for expenditure they have incurred in relation to attendance at governing body meetings and training events, including printing of papers / materials.

Time off from work for conducting governor duties Under Section 50 of the Employment Rights Act 1996 employers must give employees who are school governors, reasonable time off to carry out their duties, including training. The employee and employer have to agree on what is ‘reasonable' time off and whether this should be with pay or not. Please check with your individual employer for details about your rights and entitlement.

Future training needs Each governing body should undertake an annual skills audit and use this to plan future training needs. A copy of the Tameside Governor Skills Audit tool is available from Governor Effectiveness and Support Services – email us at governor.support@tameside.gov.uk Individual governors also have a personal development planner which they can use to reflect on their own needs. This information should be fed to the training and development link governor who meet with Governor Services on a termly basis to plan the training programme.

In addition, you will understand the importance of governing bodies fulfilling their statutory responsibilities for Safeguarding and Safety, and communicating effectively with parents and carers.

Being accountable for children’s progress (L&M)

Governing bodies, along with the SLT of the school, are accountable for the progress of all pupils; but who exactly is accountable for what?

L3 School finance training for Chairs of finance (L&M)

Responsibility for the health and safety of pupils lies with the governing body of the school, either as the employer of school staff or because it controls school premises, or both. This session provides Governors with a clear understanding about the purpose and effective use of Pupil Premium and Year 7 catch up premium funding and how important this funding is to be used for raising standards in English and Mathematics for those pupils who are eligible or in receipt of the funding. This session will empower governors to become knowledgeable and to gain an overview of the data contained within the 2013 Raise Online report so that they can make sense of the information and use it to effectively and supportively question and challenge leaders’ and managers’ judgements and perceptions of their school.

The Tameside School Governor Link Governor Network Meetings Although the Link Governor role is not statutory, their presence on the governing body can have a significant impact. Link Governors are decided by each governing body and undertaken by governors who have an interest in that area of work or offer some relevant skill or expertise. Generally the link governors will establish links with the relevant member of staff and take a lead in governing body discussions when their area of responsibility is being discussed. They will also act as advocate for their area of responsibility and keep themselves up to date with current initiatives and developments. We currently have termly network meetings in three areas.

Chairs' Development Programme The Chair of Governors' Leadership Development Programme focuses on developing governors' leadership skills, with a particular emphasis on leading school improvement through facilitated workshops, online activities, personal reflection and school-based learning activities. The Chairs' Development Programme is a three unit programme and units can be undertaken consecutively or individually.

The cost of the full programme is £350 (all three units to be completed within a maximum of five school terms of purchase); individual units can be undertaken at a cost of £150 per unit. The cost of the full programme will be reduced to £300 if your school purchases governor training/support in any of the GNNW partner LAs or Diocesan Authorities.

The GNNW is seeking to be responsive to governors’ needs and every effort will be made to arrange face to face sessions wherever there is a reasonable demand. Minimum group size is fifteen governors.

NGA Conference for chairs of local associations 10th May 2014 at etcvenues, Birmingham This was attended by Susan Marsh, Regional Director NGA and Pam Hirst for Tameside.

Duncan Howarth, NGA Chair and Emma Knights, Chief Executive, NGA opened the conference explaining that the aims of the day. This was for leaders of different associations to share their good practices and experiences in different forms of governance in their regions.

Many views and opinions were discussed and it was felt at the end of the day that all delegates had benefited from other peoples experiences.

The Tameside School Governor NGA Summer Conference and EGM 14th June 2014 at etc venues, Aldersgate, London The conference opened with a warm welcome from Duncan Howarth, NGA Chair.

The Keynote speaker was Neil Carberry, Director for employment and skills, CBI whose theme was ‘Employers and schools: working together’ Neil was a governor of a primary school and had spent recent years reshaping his views on education, and a business narrative in education. He said that to achieve growth you need to engage pupils at primary school, keep them engaged into and through secondary education and deal with the long tail of low achievement – though the average was reasonable. He also said that businesses need to step in to support schools both operationally and in supporting governance with the importance being to encourage young adults to become governors.

Following Neil Carberrys’ speech delegates were invited to attend workshops covering various aspects of governance including pay appeals, financial data, clerking and world class curriculum among others.

The conference ended with an Extraordinary General meeting of NGA which discussed and voted on proposed changes to the Articles of Association The Summer Termly Open Meeting of Governors’ Forum held on 8th July 2014 This meeting was attended by a number of governors who were updated on the work the forum undertakes on their behalf. It was agreed that the annual subscription per school for membership of the forum would remain at £20 for the 2014/2015 academic year.

Governors’ Forum are proposing to hold a conference in the spring term and date and venue are still under discussion. When these are finalised schools will be notified and invited to attend.

The Tameside School Governor GOVERNORS’ E-LEARNING (GEL) (FREE OF CHARGE) We are delighted to announce that an additional 12 months purchase of GEL has been secured at no extra cost to Tameside schools. Tameside Governor Services has already registered over 800 Tameside Governors with Governors’ E-Learning (GEL), in partnership with Eastern Leadership Centre, an organisation recognised by the National College for providing excellent e-learning resources for school Governors. The aim is to provide effective and accessible online training to governors at their own pace and convenience which gives greater flexibility in choosing when and where you train or seek information.

How do I benefit?

GELs specialist training materials are available through an easy-to-use, accessible system and have been developed by governors, for governors. A GEL subscription offers the following benefits to all governors:  a choice of 25 learning modules with the option of taking a learning review test with printable certificate for each learning module you pass which can be used as evidence for Ofsted;  downloadable hot topics that can prepare you for governor meetings;  access to a wide range of governance and school resources to supplement your learning;  an individual record of your participation and learning, so you can demonstrate your professional development;  clerk resources and learning modules including discount to membership of Clerkwise, a professional network of fit-for-purpose clerking materials and guidance;  free access to the Academies Primary and Secondary network, e-safety and ‘EyePAT’ providing online safety and anti-bullying training;  discount on membership to the policies for schools network, with a choice of over 240 regularly updated school model policies that you can adapt for your school.  a summary record of training modules you have completed, including certification from Tameside Governor Services.  Training link governors will receive a termly update from us of all training completed by individual school governors.

The Tameside School Governor Tameside Safeguarding Children’s Board

This is a one-day course validated by the Children’s Workforce Development Council (CWDC) and follows the recommendations made from the Bichard Inquiry 2004 (following the deaths of Holly Wells and Jessica Chapman).

The course is aimed at organisations that provide a service to or for children and young people and specifically their staff who are involved in the recruitment and / or selection of staff (paid or unpaid).

With effect from the 1 January 2010 it became a statutory requirement for one member of every panel for the recruitment of school staff, or for the recruiter if carrying out the role as an individual, to have been trained in safer recruitment. The course is split into two sessions with the am session focusing on offender behaviour and developing a safer culture within the workplace and the pm session focusing on safeguarding within the actual recruitment process. The course must be attended in full as there is an assessment at the end of both the am and pm session. All participants completing the assessment will receive a certificate reflecting this.

Basic Awareness in Child Protection This on-line training provides a basic introduction to child protection matters and is available free of charge to staff, governors and other volunteers working in schools. E-learning is a flexible way of providing basic child protection training and online assessment via the internet. The training is hosted by Virtual College, one of the UK's leading e-learning sites. The e-learning package takes about 3 hours, and you have 4 weeks to complete the course.
