The aerie donated $4,163.02 to the Carrollton Friendship Center. The donation will be used for activities for the senior citizens who use the center located at the Carroll County Fairgrounds on state Route 9 in Carrollton.

Carroll County property owners will be able to use a real-estate tax estimator on the county auditor’s website, www.carrollcountyauditor.us, starting Aug. 30. It will give residents a chance to see an estimate of their property taxes since the county’s reappraisals, but prior to any additional property taxes approved in the Nov. 5 election. Residents will receive their reappraisal notices in the mail starting Saturday. “This has been the best reappraisal I think we have had, just with all the new electronic tools and the dedication of the employees” said county Auditor Lynn Fairclough. For the first time in 24 years, county employees did all the data entry themselves. “We chose to do it because we care and because we are the ones answering questions,” she explained. County auditors are required to revalue each parcel of property in the county every six years in accordance with Ohio Revised Code. The process of the reappraisal began more than two years ago and included extensive sales analysis of comparable properties, current building costs, infomration gathered by appraisers viewing each property and other factors. The primary purpose of the reappraisal is to set the Fair Market Value so that every property is valued properly for tax purposes, Fairclough wrote in a letter to property owners. She noted this is the first reappraisal since 2013 and the oil and gas boom. “We are playing catch up on the properties’ fair market values and we will have the sales data to back them up,” she noted.

She pointed out there was no “across the board” increase, with some areas seeing more of an increase than others on land and buildings. Fairclough noted the reappraisal company John G. Cleminshaw Inc. of Stow is familiar with Carroll County and provides reappraisals for surrounding counties. The auditor’s office and the company’s district representative stayed in contact. While Cleminshaw’s employees physically looked at the parcels, the auditor’s staff would look take a second look using EagleView, which provides an aerial view of a parcel. The parcels were reviewed again before the data was submitted to the state for approval. Fairclough noted the state must approve the reappraisals and the county must be 92 percent compliant. Otherwise, the state will withhold the school districts’ state funding. “It was a lot of work, keeping it fair and equitable, and getting it passed by the state,” Fairclough said. The auditor’s office will hold informal hearings to review the new values with residents with questions. Fairclaugh also said the hearings offer the property owner a chance to inform the auditor’s office of any errors or information that may affect the property value. The staff will make review the information and make adjustments as needed. The hearings will be held: • Monday, Sept. 9, 8 a.m-8 p.m. at Lake Mohawk Club House (lake residents only). • Tuesday, Sept. 10, 8 a.m.-8 p.m. at Friendship Center, 100 Kensington Road NE, Carrollton. • Wednesday, Sept. 11, and Thursday, Sept. 12, 8 a.m.-8 p.m. at Carroll County Auditor’s Office, second floor of Courthouse.
