Fishburn, 34, of 5255 13th St. SE, Apt. 4, Canton, has been continued to May 9 for a change of plea and sentencing on a Nov. 9, 2018, indictment charging Fishburn with failure to appear. Substantial evidence has been found that Jason A. Cottrell, 35, of 9173 James St. SE, Lot 2, Waynesburg, has violated a three-year probation imposed Nov. 1, 2018, upon conviction of domestic violence. However,

Probable cause has been found that James A. Leach, 46, of 1628 Union Ave. SE, Minerva, has violated a five-year probation imposed May 13, 2016, upon conviction of two counts of failure to comply with an order or signal of a police officer; bond set at $50,000 cash or surety and case continued to May 9 for a pre-trial conference. Mark A. Hiner, 51, of 9500 Chalon Rd., Scio, has entered a not guilty plea to a May 1 indictment charging him with receiving stolen property; defendant released on $25,000 recognizance bond and case continued to May 16 for pre-trial. The case of Molly A. O’Conner, 36, of 405 River St., Alliance, has been continued to May 16 for an intervention in lieu of conviction hearing on a March 6 indictment charging her with trespassing in a habitation when a person is present or likely to be present, possession of heroin, possessing drug abuse instruments and drug paraphernalia offenses; $50,000 recognizance bond modified March 25 continued. The three-year reporting probation imposed May 12, 2017, has been terminated in the case of Heather M. Watson, 33, of 1432 Twp. Rd. 267, Bergholz, who was convicted of attempted possession of drugs, possessing drug abuse instruments and drug paraphernalia offenses. The $25,000 cash/surety bond with a 10% feature set and posted ($2,500) April 4 has been ordered revoked and a capias has been issued for the arrest of Danita J. imposed Oct. 24, 2018, upon conviction of aggravated possession of drugs and possessing drug abuse instruments. The order was issued on the grounds Phillips failed to report as directed to the Carroll County Adult Probation Department and has additionally failed random drug testing in violation of her pre-trial release. The same order has been issued for her arrest in a separate case in which Phillips violated a five-year probation imposed Oct. 24, 2018, upon conviction of aggravated possession of drugs and drug paraphernalia offenses. Noting that the Board of Elections office is staffed entirely by women, LaRose commented that Governor Mike DeWine had signed a bill the previous week commemorating the 100th anniversary of the ratification of the 19th Amendment to the U.S. Constitution granting women the right to vote.

He outlined S.B.2, legislation to develop an “Ohio Cyber Reserve Force” comprised of “cyber experts” who would be “on call” in the event of cyber attacks affecting state, county or municipal governments, as well as entities that provide critical emergency services. LaRose then discussed goals specifically related to voting. These included working with state lawmakers on methods to “modernize” the voting system and developing methods to maintain accurate voting lists. He said that work is “moving
forward” on putting the absentee voting registration process online. Also, instead of requiring voters to request absentee ballots for each election, he said he would like to see the development of an “ongoing request” system allowing voters to automatically receive absentee ballots until they opt out of the system. At the same time, however, LaRose said he is not in favor of only voting by mail, explaining that he wants to continue the tradition of “civic engagement” engendered by in-person voting.
Grand Jury indicts four Meeting in a half-day session May 1, the Carroll County grand jury returned four indictments after hearing testimony from five witnesses. Arraignment hearings are scheduled for this Thursday, May 9, before Carroll County Common Pleas Court Judge Michael V. Repella II. According to Carroll County Prosecuting Attorney Steven D. Barnett, indictments were returned against the following: - WILLIAM J. MOZINGO JR., 29, who was indicted on one count of felonious assault, a 2nd degree felony; one count of breaking and entering, a 5th degree felony, and one count of domestic violence, a 4th degree felony. Prosecutor Barnett said Mozingo is alleged to have assaulted a female April 12, which resulted in serious injuries for which she was transported to a Canton hospital. During the course of the investigation, it was found that the incident allegedly occurred in an abandoned house in Washington Township. Barnett said the alleged victim of the assault had previously cohabitated with Mozingo, who has also been convicted of domestic violence in Adams County, Ohio. Mozingo is currently under indictment for other charges in Stark County and remains in the Stark County Jail, Barnett added. - JOHN W. FRIEND, 42, of 378 S. Lisbon St., Carrollton, was indicted on two counts of identify fraud and two counts
of theft (all 5th degree felonies) and two counts of theft by deception, (each 1st degree misdemeanors). It is alleged that between January and February, 2019, Friend allegedly used stolen credit information to secure merchandise at two Carrollton businesses over the course of several months. “Only after processing the transactions later did the businesses learn the credit cards used had been reported as either being canceled or that the charges were not authorized,” Barnett said. - CHRISTOPHER T. MORGAN, 29, of 405 S. Market St., Lot 18, Minerva, was indicted on one count of aggravated possession of drugs, a 4th degree felony. It is alleged that Morgan was in possession of methamphetamine that was found during a traffic stop April 17 conducted by Minerva Police officers in the village of Minerva. - MARK A. HINER, 51, of 9500 Chalon Rd. SE, Scio, was indicted on one count of receiving stolen property, a 4th degree felony. It is alleged that on April 29, 2019, Hiner was found in possession of a skid-steer loader that had been reported stolen earlier in the day from Harrison County. Prosecutor Barnett also said that the grand jury inspected the Carroll County Jail and in a written report filed with the Clerk of Courts noted no violations of applicable state laws and regulations.
