Cadiz Eagles donates $10,000 to Cadiz police

jim@harrisonnewsherald.com CADIZ – e Cadiz Fraternal Order of Eagles (FOE) presented a check to Cadiz Police Chief Ryan McCann for $10,000 at last ursday’s council meeting.

Past Grand Worthy President of Ohio Ron Stine presented the check surrounded by his group, which included Larry Carter, Danny Manbeck, Dick Guy and Jim Bess.

But Stine also had a few words of admonishment for council and began by asking if anyone on council had anything against the FOE. “No, of course not,” council member Terry Capers told him, but Stine opened up on them anyway.

“I’ve never seen, only one, down

there to support our steak fries or fish fries,” Stine began. “You know, we’re giving this is $90,000 tonight,” he said raising his voice while referring to an accumulative amount over time.

“It’s probably over $150,000 that our Fraternal Order of Eagles have given this county. We gave $10,000 last year to the fire department. We supported the County Home…but it seems to me it’s one sided,” Stine told them.

“I understand there’s another place you go to, to talk, to eat. Why can’t you come to the Eagles?” Stine continued. He said they don’t require anyone to drink beer but reminded them that as council, they should be

Trinity Health System expands to Harrison County

CADIZ - e 171st Harrison County Fair opened to full house of vendors, organizations, sheriff’s department booth, churches and political booths at the commercial building. e biggest crowd in years. e Birney multipurpose building was used for the first time for the Junior Fair Coronation and tiny 4-H members who belong to the Cloverbuds showed their talent in reciting the 4-H pledge with their hands solemnly over their hearts.

Bryan Blazeski, reported on his attendance at the State Leadership Camp, Riley Eberhart talked about her experience at the Youth Challenge and Joyce Barr and Bailey Eberhart spoke on the Ohio Youth adventure. Allison Dawson, program assistant and 4-H youth development, announced the style revue members. CADIZ - Karen and John Sticht from Boss Bison Ranch donated a check for $1,354 to HARCATUS in Cadiz on Tuesday. is money is the result of donations collected at the charity powwow held at the ranch June 16 and 17. In addition to the check, the Stichts also donated over $1,000 worth of non-perishable food items also collected during the powwow.

Becky Brandon, office manager for HARCATUS, said, “is will go toward our food pantry; this will buy food and taxable items.” She went on to say that while HARCATUS does receive yearly grants, they’ve not yet gotten any yet for this year, and they rely on donations such as this to continue operating. “is is how we survive,” she said. She added that while they do get bread donated by Sanders Market in Cadiz and donations from

Baker's in Scio, their primary support comes from Boss Bison.

Karen said they saw an increase in cash donations at this year’s powwow, which suggests to her that people are seeing the need in the community and are responding. “Cadiz is beginning to realize, and Harrison County is beginning to realize, what we do here and that it’s not for us, it’s for the community,” she said.

HARCATUS serves the people of Harrison County, and Becky said that if anyone wishes to donate, they can do so by calling the office at (740) 942-8886.

Eberhart revealed the club booth presentations that went to Tri County Showstoppers, Green Valley, New Rumley, Cadiz Ranchers and Horses and Such.

Allison Dawson announced that the Lucille Reed Most Outstanding 4-H'er award went to Kealy Ghezzi of the Freeport Friends for all the work done in 4-H during her

12 years in 4-H. is is her last year, a requirement for the award.

Tim Tanner, Extension educator, 4-h youth development and CED, was the overseer for the program and asked the audience to wish the sound man for the event, Dave Peadon, to wish him a happy birthday.

CADIZ – Readings for the Microcystins-HAB (Harmful Algae Bloom) for the Cadiz water system were extremely low for parts of May. Cadiz Village Administrator Charley Bowman said in his report at last ursday’s council meeting. e first two readings of that month (May 1 and May 8) both came in at 0.30 ppb, which he said hasn’t been that low since late last year. For the remainder of the month all readings came in well under 4.0 with the highest being 3.72 on May 15 and the final two weeks of May both reading 3.00. Again, 5.0 or higher is considered a problem and would require the village to read twice a week until the numbers subsided. e remainder of the report consisted of five main categories beginning with: - Uptown lights: One week prior saw eight ballasts and bad connections replaced. “ey think a short connected to one of the double header lamps has been identified and connected,” Bowman said in his

report. Also, LED replacement lights is to be included in next year’s budget at a cost between $7,000 and $8,000 “but it’s a long-term cost when you look at what we’re spending every year to buy boxes of bulbs… there should be an accompanying 60-80 percent decrease in operating costs with the LED lights.”

- Water Line Project: Bowman requested that the contractor slow down on the project for cleanup purposes and focus on “pressurizing and bacteria testing lines.” ose streets include Kerr Ave., North Buffalo Street, Sheridan Ave. and Martin Ave. He hoped by next week all those lines would be tapped in and in full operation. “ree bacteria tests are required to be passed before a water main can be activated,” he wrote. He said Cherrywood Drive, Allen Drive, Copes Lane, Custer Ave. and Harrison Ave., water mains should all be pressure tested by the end of the week. ey hope to have all the streets bacteria tested by the end of the following week. “e above process of tying in

residences will follow.”

- Cunningham Ave. Drainage: Bowman has ordered an estimate for certain materials in order to improve the drainage from the Westgate School to Deersville Ave. He said they may need eight or nine easements for the job.

“Preliminarily, the idea is to install an 18” storm line in the rear of the yards on Cunningham, and connecting the storm line adjacent to Westgate School and the storm catch basin on Deersville Ave.,” Bowman explained. He added that this would help “somewhat” but it’s not going to cover everything giving the recent heavy rains as an example.

“But again I will tell you even if we do it, it’s not going to solve the problem 100 percent when there’s four inches of rain in 48 hours, it’s just not going to happen,” Bowman told council.

Finally, Bowman stated that asbestos removal has begun on the house at 505 Grant Street.

He once that is completed then the house would be demolished.

HOPEDALE - Each year the Ohio Department of Health and the Centers for Medicaid and Medicare Services conduct a week long intense survey of the facility involving 4-5 nurse surveyors. e purpose of the survey is to determine the facilities compliance with the rules and regulations established for them to follow by the state and federal government.

At the end of the process the survey team meets with the staff

and shares their findings after the review of the facility is completed.

CADIZ - "e change from the first week in July that has been in effect for several years to the present time on the last week of June was on the mind of some county residents when the Harrison County Fair opened officially on June 26," these were the words of Don Jones, fair board president since 2009. And he wanted to explain the reasoning behind it.

"We made the move so we could get a fine ride company that would not have been available the following week. e Deshler Amusements, a family-owned business from Wellsville, is doing a good job and they have rides for the younger children and the teens both; the sound man would not have been available the first week in July; the OSTPA truck and tractor pull, a recognized organization, would not have occurred; and if we changed it to the second week in July, we would have been competing with the Jamboree in the Hills.

NEW PHILADELPHIA – e Muskingum Watershed Conservancy District (MWCD) held its annual Conservancy Court on June 2 and in the process appointed its latest board member in Jim M. Gresh. e appointing of Gresh is the result of the sudden and unexpected death of board member, Stephen Paquette back in April. Paquette had only served on the MWCD board for less than one year. A statement released on the MWCD website follows: “Although somewhat new to the Board, Steve made an immediate impact through his guidance on the MWCD capital improvement plan based on his many years of economic development experience. He will most certainly be missed as he was always genuine and a gentleman.”

Gresh follows Paquette as an appointee of the MWCD board by their 18-member panel of judges. e MWCD statement on Gresh

reads: Jim M. Gresh is owner of Boone Road Enterprises LLC, a private company based in Canton, Ohio that is engaged in timber investment, forestry management research, and creative wood products. e company’s goal is conservation and stewardship of woodland ecosystems.

Prior to his full-time focus at Boone Road Enterprises, Jim served as the Executive Director of the Timken Foundation of Canton. He served in his Timken Foundation role for three years following his retirement from e Timken Company where he worked for over 33 years.

Jim’s career at Timken included a variety of executive management roles including Financial Controller of Timken’s global bearing business and president of Timken China where he oversaw all company activities in that country for nearly 6 years. During his time in China, Jim led

significant growth activities including the formation and construction of three joint venture companies and the construction of four wholly-owned manufacturing facilities.

By the end of his China assignment, the company’s business in China employed nearly 4,000 people, with engineering centers and a full business infrastructure to serve the Asian market. During his 33 years at Timken, Jim worked in operations and business development roles in both Steel and Bearings with his most extensive focus in the areas of strategy, marketing, and international business. He retired as executive vice president of strategy and marketing from Timken Steel Corporation in 2015.

Cadiz updated on USDA grant process

jim@harrisonnewsherald.com CADIZ – e south and center sanitary sewer project was front and center again at last ursday’s Cadiz council meeting. E.L. Robinson’s Bob Allen appeared and gave a detailed rundown on the process for their USDA Rural Development Grant application.

Village Administrator Charley Bowman reminded council they were only in the beginning stages of the process and “it’s going to get a lot heavier the rest of the summer and fall.”

As he’s stated in the past the south and center line is to be the largest of the village’s projects, “which is the collection system.”

He reminded them how these utility projects take time where funding takes approximately a year with the borrowing part not so much the problem. But for grants they take much longer with construction itself taking up to a year.

Allen said they were working on a better advising system for a 24hour interruption notice to a service, between the village and contractor.

“We’re working to improve that and coming up with other ideas to communicate with residents, especially as we move into this next project, which will be much more extensive,” Allen explained.

“We’re trying to figure and identify ways we can communicate and will continue to work on that.”

Allen also touched on the heavy rains and the problems it brings.

He called these one and two inch rains not typical and how

infrastructures are just not prepared to handle that kind of volume.

“I say typically because there may be some but generally, you cannot find a community that can handle that heavy of a rain,” Allen explained. He also told council that during the north trunk collection system project they discovered “multiple natural springs” running into the sanitary sewer system.

“So you were paying for many, many years to treat that spring water,” he told council, “and it was back in a wooded area and unless you were replacing those lines you would not know those springs were there and entering your line.”

He said now that the new line has been replaced those springs are now draining into their natural areas where they should expect to see water where it didn’t used to be, at least not since before the system had been breaking down.

“It’s not new water, it’s just water that was illegally entering your sanitary sewer system,” he said.

“So that’s an explanation of why in some places you’re seeing surface water that maybe you hadn’t seen before, [but] it used to be there… ” before those pipes began breaking and creating holes, he said.

Also, Allen informed council that USDA would look at the village’s utility rates, “operation expenses and maintenance,” which they would require the village to have a “short-lived asset replacement plan.” He explained that the village must show they have a plan in place for funding the replacement of those utility assets that have a life expectancy of 15

years or less.

Allen also told them documentation was needed “for any of your wastewater utility assets that have above-ground structures. You have to have documentation that you own those outright.” He added that documentation was also needed to show the village owned right-ofways for those lines.

“It’s not unusual in a community with your infrastructure and your age, those lines were put in and it may have been a handshake agreement, it was never recorded and so there’s lines I suspect you have…running on property where it’s not a recorded right-of-way.

“It’s to their benefit to work with the village,” he said referring to residents who may be a party to those lines without documentation. He said Village Solicitor Costa D. Mastros and Bowman will have to work to find those lines then issue a title opinion stating the village owns that property or at least, have right-of-ways on those properties.

Regarding rates, Allen confirmed Member, omas Council Crawshaw’s comment that USDA could not force the village to raise the rates but those rates could factor in the determination of the grant.

“What they will do they will tell you what your rates need to be at minimum,” Allen said.

Bowman reminded council that they should expect another 8 to 9 percent sewer rate increase “to pay for this” after stating they had discussed the inevitability of increases since the north collection system project had started.

Other nonprofit board positions Jim has held include: Timken Foundation (Secretary), Canton Regional Chamber of Commerce, Western Academy of Beijing, Quest Recovery Services (Chairman 2 years), and the Stark County Board of MRDD (Chairman 2 years). Jim and his wife, Heidi, have four children ages 21-30.

Jim earned a bachelor’s degree in electrical engineering from Carnegie-Mellon University and a master’s degree in business administration from Harvard University Graduate School of Business Administration.

The MWCD also released a brief statement regarding the Court’s final approval of Cadiz’s additional water request to help serve the expected Harrison Power Plant. The MWCD board of directors approved the agreement last month.

“Though MWCD's reservoirs are primarily thought to be a source of recreation, the reservoirs also serve an important role in conserving and providing water for public use. To that end, the Conservancy Court approved the District's Board of Directors' agreement to provide additional water from Tappan Reservoir to the Village of Cadiz at its June 1, 2018, annual meeting,” the statement reads.

“Specifically, Cadiz requested up to an additional 362,000 gallons per day to meet the needs for Harrison Power LLC which is planning the construction of a new 1,100-megawatt generating power plant near Cadiz and for potential future development in the Village. According to Boris Slogar, Chief Engineer of MWCD, ‘we are pleased to continue our partnership with Cadiz for the betterment of the region through the wise use of

The court also approved Joanne Limbach, of Tuscarawas County, for her second term on the board (expiring July 12, 2023).

Area athletes get examined in prep for fall sports It may be summer vacation for area students, but preparing for sports in the upcoming school year is in full swing. Harrison Central soccer and baseball player, sophomore Dylan Waggoner, recently was among 75 area students taking advantage of free sports physical exams provided

by Harrison Community Hospital (HCH). The hospital offered free exams to all area athletes, grades 7-12. Conducting the exam is HCH Medical Director Dr. Dan Jones. HCH is a division of Wheeling Hospital.

Harrison County Genealogical Society hears about First Ladies e HCGS held their regular meeting on Monday, June 25 at 1 p.m. at the Puskarich Public Library. President Susan Adams welcomed all present.During the business meeting Minutes and Treasurer's Report were accepted as presented. In old business it was reported that the State Charitable Registration and the Federal 990 had been completed after the April meeting and verification of completion received. e group was reminded that Charles Green from the Jefferson County Historical Society would be their speaker Aug. 27. He has family connections to Greens, Comphers and other families in Harrison County.

In new business it was reported that the society had leased a new copier from Borden's in Steubenville. Also reported was that the society had two donations since the last meeting.

One from Bethel Church and a 1934 Plat Book from Melody Hause. Nancy Beckert, First Family Member #138 (2015) has become a Life Member. e Cumberland Trail Genealogical Society from Belmont County has invited HCGS to their

annual picnic on July 1 at 1 p.m. to be held at the Chestnut Level Church, 61820 Chestnut Level Rd, Belmont OH 43718. It will be a covered dish.

Ms. Mathews from the Carroll County General Health District spoke to the group about a grant that has been received for Harrison County about "Secondhand Smoke/Policy and Youth Grants.” Ms. Mathews spoke on the purpose of the grant and a survey was completed. Time was allowed for a question and answer session.

HCGS member Bernadine Sliva made arrangements and help present the program: "First Ladies.” She was aided by Sharon Gump and Anna Cook.

All three ladies belong to the 4 Season Garden Club of Freeport. Sharon Gump opened the program by telling about the four First Ladies whose photos were on display and an interesting fact about them.

Elizabeth Monroe was known for her jewelry and a locket that she wore with her husband's picture. Martha Washington with a sample of needlepoint Dolly Madison who

made ice cream popular and Barbara Bush who just recently passed away. Sharon wore an original "mourning veil" that had been given to her by her 95 year old aunt.

Wearing that veil, Sharon portrayed Mary Todd Lincoln and told of her life and sorrows.

Sharon continued to wear the veil as she shared the story of the life of Ida McKinley. She like Mary Lincoln had lost her husband, William to assassination.

Sharon told the group that it is Ida's home that houses the First Ladies Museum in Canton, Ohio. Bernadine Sliva portrayed Eleanor Roosevelt. She shared that Eleanor always thought of herself as an ugly ducking. She lost both parents at a young age and was sent to a boarding school in Europe. It is there that she learned to value herself and learned that looks were not important. Anna Cook wearing the trademark pearls portrayed Barbara Bush "everyone's grandmother.” Each lady shared some unusual information about each of the First Ladies. e group enjoyed refreshments provided by Bernadine Sliva. e next meeting will be the

BLOOMINGDALE Veterans from both Jefferson and Harrison counties were honored with a breakfast at the Friendship Fairgrounds kitchen, with Sheriff Fred Abdalla, a Vietnam veteran, providing a breakfast, He and some of his department officers, Jefferson County Veterans Association commander Frank Santa; Bob Olexia, Jefferson County Veterans officer; John Kaffana, JC vets vice commander; and Carl Glenn, fair board member, were in the kitchen cooking up the food that was served buffet style.

Jack Ernst, Vietnam veteran, gave the prayer.

A breakfast is sponsored monthly by the Jefferson County Veterans Service Commission and is hosted by a military organization each time.

Abdalla, a member of the Veterans Association hosted the event, saying it was an honor to serve those who had served.

Two World War II veterans, Merle Waltz, a 71-year member of the American Legion, and Emelio Pastre, 60-year legion

member, were present at the breakfast and acknowledged.

Charles Shaeffer, an area veteran, brought his service dog, Ruby, and talked about her being his dog previously and he trained her to be a service dog for him.

"She goes where I go. Many places have public access, such as restaurants, hotels, public transportation but in flying one needs to find out their restrictions and a ticket is needed for the dog as well as passenger. But there are some situations where access for the animal is not allowed, the hospital being one. To obtain a service dog, the cost can run from $15,000 to $30,000, depending on the owners needs and there is a waiting list of up to four years in this area, he told.

"If you see a service dog without his or her owner, this means that the owner is in trouble and the dog is trying to alert someone of the situation," Shaeffer said.

Brandy Damewood, a representative of the Humane Society, was present with her dog, one she had fostered for a time, came to love and claimed as the family pet.

She said that the humane society received only $300 in county funds each year, so it relied on donations for the 45 cats and 45 dogs housed there now. If a family dog is lost, they can call the society, describe it and if it should arrive at the animal shelter, the owner can be notified. Also, if a stray animal is found, the organization can be called and the owner might be in to look for their pet.

Members of the Steubenville and Wintersville K-9 units brought a Dutch shepherd and a demonstration was enacted where the dog was told to attack an officer who was protected with adequate padding. It was terrifying to see how the dog made an attack on the officer's arm and hung on until tapped on the head. e dog lives with the handler and cannot associate with other dogs. Only the owner and his wife can handle the animal, it was explained. ere are no seats in the back of a vehicle the dog is riding in, it was explained.

A picnic will be held at the Friendship Park shelters on July 21 and all veterans are invited to attend. It is from 2-4 p.m.

The breakfast was held at the Friendship Fairgrounds Kitchen with an attendance of American Legion members from Adena, Amsterdam, Dillonvale, Wintersville, Steubenville, Hopedale and Smithfield. The lavish breakfast consisted of scrambled eggs, fried potatoes, homemade biscuits with sausage gravy, French toast, pancakes, doughnuts, cold cereal, juice and coffee. There were even flavored creamers for the coffee.

Look at the Past

A look back at Duncanwood

Duncanwood was a group of houses built for the workers at the mine. There was a post office, a school, and a company store.

It was the second town in size in Harrison County, with 235 houses, including the houses of the miners who were employed by the Short Creek Coal Company, the Somers Mine and the Goodyear Mine. It contained the largest supply store, the Shortcreek Supply Co. Store in Harrison Co. The population was estimated to be 1300. It was in Duncanwood in 1932 where the troops were called in to keep order because the union men moved in to unionize the mine. The town is in the 1920-1930-1940 census but was gone by 1950. Many families depend on the libraries’ story times and summer reading programs to help prepare their kids to learn in school and succeed.

or internet at home, the opportunity to conduct job searches, create resumes, access training for technical skills, and so much more. e library is hoping to help expand internet access to rural areas that currently do not have access. is in itself would open up a whole new world to kids who would be able to access the library services to complete homework assignments, etc.

Our Puskarich Public Library, Clark Brank Library and Scio Public Library, are the GEMS of our community. To help keep these institutions from cutting programs, but instead add new programs for the community, please vote yes on our Library Renewal Levy in November.

Stine then announced right on cue a steak fry for Saturday and council member Chace Smith jumped in and offered no excuses on behalf of council and reaffirmed the date and time, which is every third Saturday of the month for their steak fry night (they moved it up one week for this month).

“So I’d like to see your smiling faces there,” Stine told them as another member stated that it didn’t have to be every time “just once in a while.”

Stine said they could come in as anyone’s guest, referring to the rest of the members present. He said an application has to be filled out to be a member, it’s reviewed then voted on. e conversation turned more lighthearted with Stine telling them and the Mayor (Ken Zitko) that he would appreciate their presence. Obituaries Betty Smith Aughinbaugh Betty Smith Aughinbaugh age 96 passed away June 15, at home. Betty was born at her home in Claypool, Ind., on Feb. 3, 1922. She graduated from Claypool High School and went to work for GE in Fort Wayne until she married James Aughinbaugh in 1945.

Betty loved to read and work crossword and jigsaw puzzles.

She was a member of the Scott Methodist Church in Cadiz, Ohio. Preceding her death was her husband James Aughinbaugh and her daughter Luanne Aughinbaugh Tate.

Betty is survived by two sons,

James R. Aughinbaugh of Katy,Texas; Terry (Mary Anne) Aughinbaugh of Cadiz, Ohio; one daughter Noreen (Bill) Taylor of Reynoldsburg ,Ohio; three grandsons, James McAfee, Jerry (Bobbie) McAfee; and Terry (Amanda) Aughinbaugh. She also had six great grand children: Madyson McAfee,Cooper McAfee, Lucas McAfee, Cameron Aughinbaugh, Nathan Rich and Emily Rich.

There will be a memorial at the Mt. Pleasant Church in Claypool Ind., at a later date to be determined.

Joseph "Lanny" Erdos Joseph "Lanny" Erdos, beloved husband, father, grandfather, and friend, 78, of New Athens, Ohio, died Monday, June 25, at Ohio Valley Medical Center in Wheeling, W.Va. He was born Feb. 28, 1940 in Wheeling, W.Va, first-born son of the late Joseph and Yolanda "Tillie" Hopkins Erdos.

A graduate of Franklin High School in 1958, Lanny began work as a teenager at Jim's Tire Shop in Cadiz. He worked at the Y.&O. Coal Company Nelms No. 2 Mine for nearly thirty years, where he formed many lifelong friendships, and at Volvo in Wooster, Ohio for over ten years. He also worked at the Orrville Power Plant until he returned to his treasured hometown of New Athens in 2014. He was

member of the New Athens VFD, the Cadiz Boosters Club, Stumptown Steam rashers, UMWA Local 1304, and was a member of the Y. & O. Mine Rescue Team in the 60s, 70s and 80s.

In addition to his parents, he was preceded in death by his two brothers, Terrence (and sister-inlaw, Rita Erdos) and Harold "Babe" Erdos.

Surviving are his wife, whom he married in 1958, Delores "Jean" Keyser Erdos - his high school sweetheart and to whom he would have been married for sixty years in July; their two sons, Lanny (Rhonda) Erdos of New Athens and Joseph (Sue) Erdos of Butler, PA; their daughter Amy (Guy) Hisrich of Canton; eight grandchildren; seven great grandchildren; a sisterin-law, Sue Erdos of Belmont, Ohio; and friends too many to name throughout Harrison County.

Services were held ursday at Clark-Kirkland Funeral Home in Cadiz with Rev. Rodney Bowers officiating. Burial followed at Longview Cemetery, New Athens, Ohio.

(Cathleen) Louise Wilson Myers (Cathleen) Louise Wilson Myers, 93 from Jewett, Ohio passed away May 31, at Gables Care Center in Hopedale, Ohio. She was the daughter of Gerald A. and Ruth Carman Wilson. She was preceded

in death in addition to her parents; by her husband, Homer Dean Myers whom she married in 1944; a son Barry; two brothers and four sisters.

Together Again Martha Ellen Ferri Martha Ellen Ferri, 85, of Georgetown, Ohio, passed away Wednesday, June 27, at Trinity Medical Center, West, in Steubenville, Ohio. She was born March 30, 1933 at Cadiz, Ohio, a daughter of the late Monroe and Mildred Adams Blake.

In addition to her parents, she was preceded in death by her loving husband, Dominic Paul

Ferri in 2010; two brothers, Francis and Robert Blake; and a sister, Dorothy Norris.

Surviving are three sons, Richard (Sherrie) Ferri of Cadiz, Ronald (Teresa) Ferri of Georgetown, and David (Gina) Ferri of Cadiz; four grandchildren, Amy (Jamie) McAfee, Ryan Ferri, Becky Campbell, and Angelina Ferri; three great grandchildren, Kamryn and Chase Campbell and Connor Ferri; two step-grandchildren, Alexis and Cale McAfee; two brothers, Richard Blake of Cadiz and Emerson Blake of Alexandria, Va.; and a sister, Betty Lou (Albert) Mattern of Cadiz.

Martha enjoyed spending time with her family, reading and working puzzles.

Hopedale coach pitch Yankees earn championship

NH Sports Writer HOPEDALE - e Hopedalebased coach-pitch Yankees had a successful 2018 season. Head coach Sarah Pelegreen said that the complete team improved over the season, despite weather that failed

to cooperate for both games and practices.

“Practicing indoors for most of the spring, the Yankees, showed up, worked hard, had fun, and kept getting better,” said Pelegreen. “eir work effort continued into the summer and every player continued to improve. ey finished 15-2 with both the

preseason and postseason tournament titles,” she added.

The Yankees’ impressive record included wins over the Hopedale Sluggers 12-5, the Cadiz Wild Things 12-4, and the Jewett Scio Huskies 9-8 to win the post season tourney. Members and coaches for the Yankees are Brinn Snyder, Keegan Rice,

Hopedale Nationals dispatch Mounties for title run

NH Sports Writer HOPEDALE - Tuesday night marked the opening of the run for a second title for the Hopedale Nationals baseball team.

After securing the title of the league’s best in regular season play, a shut out of the visiting Mounties of Connorville handed the Hopedale based club a good looking start. e Nationals put their bats to work early, while scoring a run in the first inning, three in the second, and one in the third, all while at the same time blanking their guest on defense.

Each inning played left the Mounties in a tight spot, with the Nationals placing runners on the pads on each at bats.

in the 2018 Jessi Mayle Memorial and Scholarship Volleyball Tournament. e tournament was held at Buckeye Local High School, and Harrison Central’s participation was anticipated, as they have continued to take part in the heavily attended benefit. One

positive element in the tournament was in the way in which the schools received each other during play. ere was lots of camaraderie and laughing. e team coaches were involved in some of the officiating, and their approach to the tournament was also

based on the reason as well. Along with the Huskies, other teams on hand to participate in the benefit were Paden City, Steubenville Catholic Central, East Liverpool, Frontier, Buckeye Local, Oak Glen, Wellsville (W.Va.) and Shadyside.

BOWERSTON-- At the June meeting of the Conotton Valley Board of Education, former board President Kari Galigher was hired as the district’s new Licensed Professional Clinical Counselor. e Board began formal discussions regarding the need for an onsite counselor in February, when Guidance Counselor Kelly Edwards and Nurse Jill Putnam addressed the board about the difficulties the school faced by utilizing a private service for students’ mental health counseling services. At that time Board Members agreed that the benefits of having an in school counselor far outweighed the costs.

At the time, Galigher was the President of Conotton’s Board of Education, she resigned that position in March.

Superintendent Todd Herman stated that "Conotton Valley is happy to be able to hire a Mental Health Professional to meet the needs of our students.

Over the past several years we have been partnering with outside agencies to meet these needs, but it has not been an optimum situation. It is a bonus to fill this position with a member of our local community. I think it is a winwin for Conotton Valley."

Galigher, who has been working in the mental health field for 24 years, has a Master’s Degree Clinical Counseling from Kent State University and is a Licensed Professional Clinical Counselor.

Glaigher says she is “looking forward to a new adventure” and believes that Conotton having an onsite Clinical erapist is a “fantastic idea” and that the children “in need will have that ongoing continuity of care at their fingertips.”

Other action: - Approved expenditures totaling $821,972.59 and heard mutual fund balances in Unified Bank of $3,175,664.51 and $139,302.55 in Star Ohio.

Approved temporary appropriations for fiscal year 2019 totaling $2,089,200.00.

- Approved an agreement with ComDoc to provide managed print and maintenance services for all printers in the district for 60 months at a cost of $132.30 per month.

- Approved the transfer of $15,000 from the General fund to the Cafeteria fund to cover fiscal year 2018 operating losses.

- Approved the transfer of $50,000 from the General fund to the Athletics fund to cover fiscal year 2018 operating losses.

- Approved the transfer of $1,000 from the General fund to the High School Principals fund to cover fiscal year 2018 operating losses.

- Approved liability insurance renewal in the amount of $6,217 with the Ohio School Plan, an increase of $181.00 from fiscal year 2018.

- Approved 2018-18 school year services provided by East Central Ohio totaling $103,209.60.

- Approved a salary increase to $70,000 to Mike Wright, Elementary Principal, with a contract of 205 days per year, starting with the 2018-19 school year.

- Approved a three year contract, August 1, 2018 through July 31, 2021 for Keith Imes, Technology Director, with a salary increase to $50,000 and 260 days per year, starting with 2018-19 school year.

Sophie Tanner, Silver Spurs 4-H, entered a self determined category in the Harrison County Fair Style Revue. She made a colorful pillowcase and is doing a fancy chicken exhibition. Allison Dawson was the announcer for the event on June 25.

9963 Kira Birney, Royal Riders 4-H Club, made a full skirt in a cherry blossom pattern with rick-rack on the hem and is going on to state competition. She also took horse dressage.

Bryan Blazeski, a member of the Shamrock 4-H Club, spoke before the audience on his trip to the State Leadership camp at the opening ceremonies of the fair. He also is taking market chickens for the livestock sale.

Lily Gibbons, Country Jewels 4-H, added adornments to a western denim jacket for the "Designed by Me" category and nominated to go to the Ohio State Fair competition.

Katrina Nitz is cooling off hogs raised and to be shown by Emily Holmes, a member of the Country Friends 4-H Club. They are named Bow N Arrow, with the white one being Bow.

Bailey Eberhart, 2017 Junior Fair king, presents the 2018 king, Dillon Dodds, Hopedale Town and Country, with the sash that he will wear throughout the fair in his duties as royalty in helping with livestock and poultry shows and the Junior Fair Auction. Eberhart has been a member of the New Rumley 4-H Club for the final and 13th yearsand was the 2017 Junior Fair King. Dodds is a member of the Hopedale Town and Country for his final of 11 years.

Gabbee Fisher, Freeport Friends, gets friendly with the dairy cows, with one of them being one that she raised. She will be selling a dairy basket in the last round of the Harrison County Fair. The baskets are filled with cheeses, chocolates, a Fiesta dish, Barnhouse framed print and all put into a framed wooden box that will have a chalk board on one side.

Lauren Doane and Cameron Moon, both of the Tri County Showstoppers 4-H Club, take their Boer goats into the show ring to practice for when they will appear before judges.

By Esther McCoy When the Harrison News Herald arrives in the mail or at the news stand, it will be the last day of the 171st Harrison County Fair. ose days seem to slip by so fast for those of us who attend but I know that is not true for those working day and night to see that the event runs smoothly and all the 4-H animals and poultry get through the week in good health. is has been a collaboration of the board of directors who have been planning for the event since the 2017 fair closed its last barn door. Others to be thanked for their time and patience are the county fire departments and emergency squads, the three county commissioners, Sheriff Joe Myers and his staff, the county highway department, with a special thanks to Robert Sterling and his group. It was great seeing all the businesses, organizations and individuals putting ads in the wonderful section on the fair in our News Herald. I especially liked the Clark Gable Foundation's ad with the pictures of Gable and the reconstructed home where he was born in an apartment upstairs. I always have to say thanks to Eberhart Service Center for all they do for the 4H organization and the two FFA's in the county.

I need to mention too the work of the auctioneers at the Junior Fair livestock auction. Billy Birney, of the auctioneering Birney's, received his licensure as a real estate agent this spring. He came up from raising livestock in his young and teen years of 4-H and now he is selling them for other 4-H members and is the quieter one. e older Birney’s are noted for their auctioneering and unbelievable actions. John Birney, one I have known since I started covering Harrison County Fairs in 1982, has been known to climb up on the fence and try to convince a bidder to go higher in his attempt to get the animal. He has gone out in the audience and stood in front of the bidder to plead for a higher bid and he can be very loud. His son, Steve, inherited his loud trait and can be very funny but he doesn't do any climbing. e Puskarich Public Library always has something for the children at the fair that helps them appreciate books and learning. ey come away with a free bag of goodies as well. You can't beat that. Capital Health had colorful ads for both Gales Care Center and the Carriage Inn of Cadiz. And they have been providing an hour once or twice a month for ice cream lovers to get a free cone at the Ice Cream Isle out near the hospital.

Also, a free slice of pie at area restaurants.

Ruby Foutz, thank you for taking the time to read my column two weeks ago and acknowledge my work with the many fairs over the years. You are right, it does take a community to make a fair.

We are losing our veterans from the Korean War now, as many from World War II are now gone. And it was sad to hear of the death of William Duvall, a U.S. Navy Veteran during the Korean War serving aboard the aircraft carrier U.S.S. Randolph. At the Jefferson County Veterans Association, where he was a devoted member, he always had a reading that would touch the hearts of all who were present.

He was a member of the Bellaire American Legion Post 52 for 57 years, life member of the Yorkville VFW Post 4811, Korean War Veterans Association and the JC Vets Association. e Brilliant Lions Club held its installation of officers at a recent dinner meeting and those installed were Dave Porter, president; Joe Matthews, first vice president; Jim Everson, second vice president; Tom Connell, secretary; Todd Henry, treasurer; Don Grant, assistant treasurer and Lion tamer; Frank Noble, two-year trustee; and Charles Bane, one year trustee.

Terry Snyder, second vice governor, installed the officers.

Bill Snyder, zone 8 chairman, was present as well. Washington, Pa., to see the Washington Wild ings baseball club is planned for June 29 with 24 to be attending.

Lamont and I registered survivors at the Jefferson County Relay for Life held at the Indian Creek High School athletic field in Wintersville. It is such a blessing to see so many cancer survivors and some still fighting through the cause. Lamont is a cancer survivor, has been since 2005, and it is so touching to see the survivors and their caretakers walk the Survivor Lap. Nice work, organizers, survivors, caretakers and volunteers for the event. Just remember, "Friends don't let friends fight cancer alone." Did you know that the American Cancer Society has an education program that is available 24 hours a day? It is 1 (800) ACS-2345. ey provide more than 74,000 pages of cancer information at www.cancer.org as well. An Irish blessing that I like to think of for survivors, volunteers and caretakers is this: “May there always be work for your hands to do; may your purse always hold a coin or two. May the sun always shine on your windowpane; may a rainbow be certain to follow each rain. May the hand of a friend always be near you; may God fill your heart with gladness to cheer you.

If you haven't been to the Harrison County Fair yet, if this is Saturday, it will be your last chance to see an event that has really expanded and has much for the interest of adults and children. And try some of the food stands. e 4-H clubs have a stand with tacos in a bag, hot dogs, chips, cold drinks and some 4-H specials. e county Dairy Board has soft ice cream cones. milk shakes and rootbeer floats. I remember the time when Paul and Linda Mader and the Caldwell’s would set up the stand and the board members would sell the frozen treat.

By Ina Marks I have retired from being a child provider after 16 years. It has been a joy working for family and Job Service and the ladies I worked with. I’m moving on, I’m available to sit with folks that maybe their caregiver needs some time. e Scio Senior Citizens had their night at the Carrollton Ponderosa in Carrollton. It was very well attended. Great food and fellowship. ey meet the last Tuesday of the month. All are welcome.

Hope everyone has a great 4th with family and friends. Time goes so fast. My grandma told me when I was young that when you get older time flies, now I believe it.

CIC provides school project update

jim@harrisonnewsherald.com CADIZ – e school rails project, which it has come to be known involving Husky Way that connects Ohio 9 where the road needed widened from 5 to 8 feet, has mostly been completed.

Community Improvement Corporation member Mark Chisnell stated as such with lighting work remaining along with a few other details. e widening of the road in essence makes it a trail and “approved for that purpose” was necessary in order for the CIC to receive the $400,000 grant from the Ohio Department of Natural Resources (ODNR), as stated by CIC Member Ken Mason.

Chisnell stated that after passing through many hoops the project was finally approved with only paper work to be sent in as “approval for payment.” “e main thing is we got the project approved as per our application we sent in,” Chisnell said.

Chuck Bizzari asked if the “hydraulics” of the water was changed when the access road was built to connect to Country Club Road. e concern was potential flooding from excess water running into the creek along the road and collecting faster than it normally would.

Mason, who sat in for President Mike Sliva said that would be a question for the engineers who worked on the school itself. He said the board could submit an inquiry to see what they’ve done to accommodate that situation.

Bizzari said it wasn’t just that situation but anywhere in the surrounding area, especially where new homes are built where he feels water flow is not being re-directed properly.

“And I think that’s an issue throughout the community,” Mason said adding that village council is looking into things with all the rain that’s happened lately combined with the water and sewer line projects, which is focusing on some of those issues.

Mason supplied a brief update on the permanent post office situation stating that Sliva has been in contact with certain officials.

Mason said GIS locations were requested and Sliva has asked officials at MarkWest to contribute some of that mapping, according to Mason. He said they liked their work on other unrelated GIS mapping locations and hoped that could be provided for them regarding the post office but so far the CIC has not heard back from them as of yet.

“So, the expectation is that we’ll get MarkWest to cooperate with us and get this GIS maps…” Mason said.

Mason also shared another tidbit concerning the Cadiz Food Pantry and a request from Director Sarah Dean, which involves the use of the square, or “green space” as Mason called it next to the old bank. He said Dean is involved with the Olive Branch Outreach in an attempt to raise funds for the Pantry.

“And their interest is to have a dinner to raise money for a food pantry,” Mason explained. e space, he said would be for use either late August or sometime in September. Mason stated that the matter would also have to be brought before village council as well before any decisions are made and a motion was passed to do so.

Mason said a main concern is basic safety and also they would need a police presence with people in and around the square and crossing streets.

“My only concern is we put the snow-fence up based on the suggestion from a structural engineer in the event the bank building would be compromised,” Mason explained while adding that the fence is “far enough away,” referring to its proximity to the building.

Also, a $16,000 check was submitted to the CIC from MarkWest for the “MajorsvilleCadiz ethane pipeline.” Mason handed it over to Treasurer, Amy Ossman stating more research was needed.

Lakeland Academy swears in new member

Also, board member Randy Cunningham turned in his resignation but according to board member Joyce Klingler they are holding onto it before making it official in hopes he may change his mind.

In other items approved: Chuck Lewis as biology tutor for 2018-19 school year at $20

per hour but not to exceed 350 hours; Jen Blackburn and Tricia bardall for summer reading at $20 each but not to exceed 12 hours each and Cheri Patterson as special education coordinator at $46.97 per hour but not to exceed 200 hours for the 201819 school year (pending BCI/FBI review).

Under the treasurer’s report, Lakeland is receiving $14,600 in federal grant money with just over 70 students enrolled. e 2018-19 cost estimate of the North Central Ohio ESC Foundation contract, Lakeland’s sponsor is for the following: Personnel costs: $352,326.21.

breakdown shows Superintendent ($84,287.43); Administrative Assistant ($41,985.89); Teachers ($199,180.06); Tutor ($20,785.98) and Special Ed Director ($6,086.85).

CADIZ - On Saturday, June 23, Greg Geanangel and LaBecca West of Columbus, exchanged their wedding vows at the Harrison County Home, in Cadiz, Ohio. Greg, is the grandson of Tom and Louise Adams of Cadiz and Monty and Patty Geanangel of Hopedale, Ohio. Greg’s parents are Monty and Ann Geanangel of West Jefferson (Columbus) Ohio.

For the bride, LaBecca, she is the daughter of Robert and Nicole (stepmother) of West of Cranberry Township in Pennsylvania. LaBecca’s birth

mother is Rebbeca Trent. Trent was also in attendance to witness the union. Simone Clark, LaBecca’s grandmother and her husband Donald, were in attendance, and Donald Clark was the officiating clergy for the ceremonies.

Tom’s sister Anne Jaimes provided the music which she played on the piano in the chapel. In choosing the venue for the marriage, Greg was determined to have his grandmother Louise Adams attending and being part of the wedding. Since Louise was not able to make the journey to Columbus, the decision was made to have the service at the County Home. “It was a great

day for the Adams, the Genangels, family, friends and the County Home.” The staff and residents at the Home were just excited about the wedding as the bride and groom. Staff members said there was no way they’d let the opportunity to do this pass by.

They added that Tom and Louise are great people, and it was a pleasure to help make the wedding happen.

Tom’s daughter Ann took the lead in setting things up for the ceremonies and the rest of us followed. It was one of the best days ever for everyone involved. Ann even provided two wedding cakes, one for the bride and groom, the other for the County Home staff.

Sherrodsville seeks MWCD help for ambulance service

NEW PHILADELPHIA – e mayor of Sherrodsville, Ken Moffat and Kevin Vandegrift, head of Sherrodsville’s EMS service visited the Muskingum Watershed Conservancy District (MWCD) back in April requesting the creation of a regional ambulance service.

Moffat said it would include not just the Atwood Lake area but both Orange and Monroe Townships. e attempt at a regional service is similar to what Adena has done in joining a regional fire department with Smithfield.

“We’ve been working diligently [and] we’re hoping to get this on the November ballot. We’ve got a lot of work to do, we’ve already done a lot of work,” Moffat explained. He added that reception to the idea has been good. He said due to the lack of volunteers the service has “died” in Sherrodsville.

service out in Sherrodsville area for two years and now response time in the district is round 35 to 46 minutes,” Moffat told the board. “We’re trying to alleviate that.”

He said they have no volunteers but the town does have the equipment and along with the regional service would be a tax levy to accompany it.

Moffat hoped a May meeting would get things moving along but stated recently that that meeting had to be canceled due to illness to a key figure. He said by early July they hoped to get together and provide more facts and figures. He said it would cost residents a mere 68 cents per day for the service.

As of right now, though, he said people are placing people of need in cars and taking them to the hospital.

When board member Joanne Limbach asked if this would include Carroll and Tuscarawas Counties, Vandegrift said it would. He explained that the part of Atwood Lake on the

Tuscarawas side is serviced by Smith Ambulance. Moffat said weather and other factors can add to delays in emergency response time.

“With this ambulance district we would like to get back to covering everything,” Vandegrift said. When asked what he meant by everything he said what Smith Ambulance is now covering, he said he would like to see Sherrodsville cover that as they did before the elimination of their EMS service.

“Because we feel from our location our response times will be a lot better,” he said and also included Leesville Lake “at this time,” with Monroe and Orange Townships, as well as Leesville, Sherrodsville and Delroy.

“Since 2016 it’s been an uphill struggle to get the old volunteers to come back,” Vandegrift continued explaining, “as the mayor mentioned volunteerism has declined greatly. We see this in the fire service, we see this with other social organizations too, you just can’t get people.”

Vandegrift said in spite of advertising campaigns to bring people back, he basically said when it comes down to it, “people want paid.” Other circumstances they’re dealing with is the simple fact that because of the sparse population in their area, they’re just aren’t enough people willing to volunteer.

“So this was our only option was to either close the doors [and] sell off all the village assets or create an ambulance district,” Vandegrift told them.

He said there are five entities and as an example, if attorney’s fees for handling the legal work came to $10,000, each entity would be responsible for kicking in $2,000 apiece to join in the district. He continued by stating that a separate board would be made up of one citizen appointed by its own district such as Monroe and Orange Township as well as the MWCD having a member on the board, including the three villages.

Vandegrift said they are looking at what millage it would take, as well as what it would cost the

He said there is enough people in the surrounding area to pull from that are willing to “come sit at a station and get paid.” “e full time positions would be the chief [and] the part time position would be the secretary treasurer,” Vandegrift explained.

He said the ideal model would be three paramedics, or two emergency medical technicians and a paramedic. Vandegrift finally threw out a figure that would cost to run the operation as being, $885,000 per year.

Vandegrift said the village of Sherrodsville is willing to sign over their equipment and two buildings for housing the staff. He said the ambulance available is a 2015 model with only 18,000 miles currently on it.

“It’s got a lot of life in it,” he said. “ere are federal grants out there. e current ambulance was purchased off of federal grant

money, FEMA Grant money. at’s closed, it’s free and clear to the village at this time.”

Executive Director of the MWCD John Hoopingarner stated that he would like their Chief of Recreation, Scott Barnhart to do the following up on the issue with Vandegrift and Moffat.

“For the board’s purposes, this is a serious problem,” Hoopingarner told him. “e response time in the Atwood Lake area and the Leesville Lake area is significant [and] we have been contacted by residents around the lake…”

Hoopingarner applauded the two for taking the initiative and would be able to funnel others who are supportive of the idea, in their direction.

“We’re gaining momentum,” he said and added that more citizens are joining in the support of the move. He admitted though, that it’s a long process with a long way to go. He said they have until Aug. 10 to place the issue on the ballot.

The intent of the project is to eliminate the existing highwall adjacent to the railroad, which poses a very serious hazard to those working on the railroad and to the trains using the railroad which could pose safety issues to the public in the area. The scope of work for the project includes access road construction, installation of silt fence, clearing and grubbing, debris removal and disposal, impoundment dewatering, earthwork including permanent dry basin construction, type “C” rock, temporary erosion control blanket placement, pipe installation, headwall installation, application of lime, standard revegetation, and mowing/application of maintenance fertilizer. The work will encompass approximately 20.0 acres. This project is 100% federally funded. STEUBENVILLE - e Jefferson County Educational Service Center and Jefferson County Prevention and Recovery Board are teaming up to bring a successful program targeting youth into local classrooms. ey are the latest groups to implement the PAX Good Behavior Game, which is a universal intervention used by teachers and schools to teach self-regulation, self-management and self-control in young people.

Similar organizations across Ohio have joined forces to utilize PAX and yielded plenty of success.

“We saw many other counties across Ohio with boards partnering with ESC’s and they had a positive result with their implementation,” said JCPRB Executive Director Pam Petrilla.

Training is scheduled for Aug. 7 from 8 a.m. to 4 p.m. at the R. Larry George Training Annex on Estelle Avenue in Steubenville.

Check in starts at 8 a.m. with a morning session from 8:30 a.m. to noon, followed by lunch at noon and an afternoon session from 12:30 to 4 p.m. Experts from Arizona will present the

program, which is open to teachers in the Jefferson County area. Petrilla said a mental health official from Coleman Professional Services will also undergo training to provide resources to additional educators. Tools will be offered for teachers to use to promote self-regulation, and so far other areas have found students becoming more focused in class.

According to Ohio PAX statistics, an estimated 6,452 fewer young people will need any form of special education services; about 4,175 more boys and 6,657 more girls will likely graduate from high school; and an estimated 10,200 more teens will likely enter college. Other projections are that fewer people will likely develop serious drug and alcohol addictions, become regular smokers, commit and be convicted of serious violent crimes and even contemplate or attempt suicide. e state launched a large-scale increase of the PAX Good Behavior Game in schools to circumstances prevent contributing to the opiate epidemic. teachers have been trained and all but 13 counties participate in the program.

“We are very supportive of the program,” she added. “is is for all students and helps identify kids who are at a high risk and we can work with them more quickly.”

JCESC Superintendent Dr. Chuck Kokiko said Deana Bell, who instructs kindergarten through fifth grade at the Jefferson County Alternative School, initially attended a workshop and presented her findings to school superintendents in districts that JCESC serves. Her results were positive and JCESC agreed to partner for PAX training. Dr. Kokiko said this was another resource for schools to help students succeed.

“We’re very grateful to the prevention and recovery board for reaching out to area schools and we’re glad to do our part as an ESC to facilitate training for these teachers,” he said. “Our goal is to do an initial training and offer support internally with additional training in the future.”

The Jefferson County Educational Service Center is teaming up with the Jefferson County Prevention and Recovery Board to provide training for the PAX intervention program to area teachers. A session is set for Aug. 7 from 8-4 p.m. at the R. Larry George Training Annex in Steubenville and the goal is to help implement the PAX Good Behavior Game in classrooms to teach students self-control. Reading Rocks! Summer program underway at Hills

MINGO JUNCTIONElementary students within the Indian Creek Local School District are making sure they are not affected by the “summer slide” by taking part in the Reading Rocks! literacy program.

About 60 kindergarten to sixth-grade students from Wintersville and Hills Elementary schools attend sessions each Tuesday through ursday at Hills Elementary in Mingo Junction, where they work with teachers to maintain their reading skills and stay focused when school is not in session. Reading Rocks! began June 12 and runs until July 26 from 9 a.m. to noon, and students are transported to the site and fed breakfast and lunch while also undergoing a twohour lesson.

Dr. Nicole McDonald, district Title I and elementary coordinator, said the program has been held for about seven years and yields positive outcomes for the young participants.

“It is small group, skills-based reading instruction that is tailored to individual student’s needs,” she explained. “e reading instruction is based on a concept that is explicit, systematic and multi-sensory.”

Kindergarten teacher Gina Giuliani works with students during the annual Reading Rocks! summer reading program at Hills Elementary School. About 60 kindergarten to sixth-grade students from Wintersville and Hills are taking part in the program, which aims to build literacy skills and combat the summer reading slide. It runs until July 26 and will conclude with pool party at Aracoma Park.

Dr. McDonald added that students completed an assessment during the first week to determine any skill deficits and their sessions focused on building those areas, which include fluency, accuracy, comprehension and phonics.
