Commissioners see busy week, approve budget revisions By JD LONG

CADIZ – The Harrison County Commissioners conducted the unusual task of holding two meetings this week. The first was on Monday stating certain issues had to be taken care of early in the week in consideration of the new year. On Monday, the commissioners approved to accept submissions for design on the Freeport
sanitary improvement project. Commissioner Dale Norris read the public announcement and stated that submissions would be accepted until 4 p.m. on Jan. 28, 2020. Also, the 2020 budget announced last week was revised as they previously stated would be a possibility. The announced general budget of $7.4 million-plus was revised this week to $7.3 million-plus, a difference of $76,937.05. The special revenue
budget was also revised from its original figure of $26,141,000-plus to an increase of $151,125.58 or, $26,294,754.49. Norris also announced a grant to fund an environmental report supplied by RCAP, “to the U.S. Army Corps requirements.” The total cost was read as $8,500 and the contractor is Great Lakes Community Action Partnership. Commissioner Paul Coffland reminded the board that the funds are
paid for through the USACE grant. On Wednesday Brandi Simmons, representing the engineer’s office, introduced for approval four Road Use Maintenance Agreements (RUMA), which the board eventually approved. All four involved EAP Ohio LLC with the first (1-20) being in German and Green Townships for 2.8 miles of Harrison 4 and parts of Harrison 19 (only German Township), and 1.5 miles of Harrison 49.
The second RUMA (2-20), read by Commissioner Coffland also involved German and Green Townships and another 2.8 miles of Harrison 4 “for drilling activity.” The third RUMA (3-20) for horizontal drilling projects and infrastructure, as described by Coffland involved Archer and Cadiz Townships in order to “develop the Davis Trust.”

Arrest results in massive haul in Cadiz By JD LONG

CADIZ – An arrest of Ronald Matusik, of 121 Hershey Road, Lot 4rear shed in Cadiz, was taken into custody Monday afternoon after a search warrant was served on that shed he was living in as well as his vehicle. The items stolen from approximately eight to 10 campers at Sally Buffalo Park took on the look of a hardware store and was estimated at well over 500 items and authorities said could be much more. Some of those items were a lawn mower, numerous tools, several plastic tubs heavily weighed down with items, plus household items including a coffee machine and other items too numerous to list. Lt. Ron Carter of the Cadiz Police
Department, along with Police Chief Ryan McCann and CJ Byers arrested Matusik just after 2 p.m. without incident. Carter said Matusik has been arrested for this before. McCann said Matusik and two others were involved in a theft that resulted in three times the amount of items as this. He said Matusik served time in jail for that where both crimes covered only a few days time. Authorities asked the owners of stolen property to be patient as it will take some time to sift through the massive amount of stolen goods, which took up two complete shelves in the police department’s evidence room. Carter stated that anyone living at Sally Buffalo Park and suspect they are missing anything are to contact the Cadiz Police.

With everyone’s’ contributions, it made this event very successful and joyous for all residents during the holidays. Lieutenant Detective Robert Toker of the Harrison County Sheriff’s Office has reported a scam that has been reported to the Sheriff’s Office. A few concerned local residents have brought the scam to the attention of investigators. The scam begins with victims being contacted about having their automobiles “wrapped” by an advertiser. The scammers will often sound legitimate and even use common corporate names such as PetCo or Monster Energy Drink to entice the victims. The perpetrators will promise a weekly payment for the advertising to be placed on the victim’s vehicle. Often times this amount is promised to be hundreds of dollars a week. The perpetrators will then send a “cashier’s check” to the victim. The check will look authentic and will often times have a Capital One Bank logo, a perforated tear and other alleged security features on the back of the check. The check will be written in the

amount much higher than the agreed upon advertising payment. The victim will be instructed to deposit the check into their personal account. Once the cashier’s check is deposited they will be instructed to send the difference of the cashier’s check and the agreed upon advertising payment via wire transfer. After the money is transferred from the victim’s account the check returns as being fraudulent, leaving the victim responsible for the money they transferred at the onset of the scam. Lt. Toker states to his knowledge no local resident has fallen victim to this scam as of yet but the Sheriff’s Office wishes to make the citizens aware of this situation. It is important to understand that no legitimate advertiser is going to solicit advertising via email or over the telephone. Never give out any personal information to anyone including bank account numbers and social security numbers unless conducting legitimate business in person.
