Narcan saving hundreds of lives BY ISABEL BRAVERMAN
A
s the opioid epidemic hits Sullivan County, countless organizations and community members are rallying together to try and stop it. Unfortunately, it is the sad truth that it has taken a toll on our community; there are two to four deaths per month from drug overdoses. Organizations such as the Department of Public Health, law enforcement, Catholic Charities, and many more are working together to lead initiatives. One of those is the Access to Care, in which an addict can approach any law enforcement or go into a police station and receive help. The county coroner’s office and EMS are starting a database to track overdoses in the county. In addition to these initiatives, many people, from law enforcement to regular citizens, are being trained to use the medication Naloxone, also known by the brand name Narcan. Naloxone is a medication designed to rapidly reverse opioid overdose. It is an opioid antago-
nist—meaning that it binds to opioid receptors and can reverse and block the effects of other opioids. It can very quickly restore normal respiration to a person whose breathing has slowed or stopped as a result of overdosing with heroin or prescription opioid pain medications. Narcan Nasal Spray is the first and only FDA-approved nasal form of Naloxone for the emergency treatment of a known or suspected opioid overdose. Narcan Nasal Spray counteracts the life-threatening effects of an opioid overdose. Since most accidental overdoses occur in a home setting, it was developed for first responders, as well as family, friends, and caregivers—with no medical training required. According to Public Health Director Nancy McGraw, hundreds of community members have been trained and provided with Narcan kits, including firefighters, nurses, social services workers, probation officers and mental health professionals. “Having the Narcan training pro-

gram at Public Health since 2014 has greatly expanded the availability of this life-saving opioid reversal medication. Our staff in collaboration with our law enforcement and EMS partners has potentially saved hundreds of lives,” McGraw said. Narcan was designed to be easy to use without medical training, is available from your pharmacist without a prescription from your doctor, and is covered by most major insurance plans.
The medication is available in 2,000 pharmacies in the state, and the New York State Department of Health has a pharmacy benefit for all New Yorkers who have prescription coverage through their health insurance plans: the Naloxone Co-payment Assistance Program (N-CAP), which can offset the cost of a copay. n their continued effort to work alongside local communities, Catskill Regional Medical Center (CRMC) has brought back its Emergency Care Institute, a series of free courses aimed at assisting and training local first responders and emergency personnel throughout the county. Classes run from 7 p.m. to 10 p.m. on the third Thursday of the month. They take place in CRMC’s second floor board room in the Ambulatory Surgery Building. “Our hope is to keep the Sullivan County EMS providers certified,” said Chip Dunham, administrator of Emergency Services at CRMC. “It’s very difficult to obtain those certifications without traveling a great distance, so we’re trying to bring that closer to home.” On Thursday, March 21, more than a dozen members of local ambulance companies, the American Legion and

They tried to assess the problem and stabilize the patient until more help could arrive or until they could get the volunteer to a hospital. “Trained responders being there early makes a difference,” said Charles Lee Miller, a registered Nurse in the CRMC Emergency Department and one of the ECI instructors. National Canoe Safety Patrol has long legacy of volunteer heroes STORY BY MATT SHORTALL
E
very summer, The National Park Service estimates a quarter of a million people visit the Upper Delaware River. Stretching more than 70 miles between Hancock and Port Jervis, these waters attract canoe and kayak paddlers, rafters, fishermen, hikers and swimmers of every skill level. For the past 40 years, the National Canoe Safety Patrol (NCSP) has kept vigilant watch over those enjoying the Upper Delaware. They offer advice to paddlers and training for their volunteers who have saved someone’s life on more than one occasion. After four decades, the NCSP is stronger than ever and looking forward to an eventful anniversary year. An entirely volunteer organization with more than 80 members, the
NCSP has been sustained by the passion and dedication of those involved.
A Look Back The NCSP was founded in 1979 by a group of individuals who were drawn together by their common love of being on the water. “They met on the river,” said Commodore Marc Magnus-Sharpe, who started paddling with NCSP around 2005 and has been involved in an official capacity since 2007. “Folks were coming from all over and they began to see each other on a regular basis.” Sharpe said this original group of paddling enthusiasts stepped up to fill a need they saw as lacking - safety. Founding member Chris Nielsen was already well-connected within the American Canoe Association and
the American Red Cross. He was also a member of the Mohawk Canoe Club and the Garden State Canoe Club in New Jersey. In response to the horrific reports of drownings along the Upper Delaware, Nielsen drew volunteers from his friends in several other Canoe and Kayak clubs across New York and New Jersey to form a unified patrol. So it came to be that 1979 was the first season of the National Canoe Safety Patrol. The following year, in 1980, the National Park Service established a greater presence in the area.

Service, including education programs, social media outreach and interacting with visitors. Peterec has acted as a liaison between the National Parks Service and the NCSP since she started some 25 years ago. “The NCSP is really an integral part of our summer operations,” Peterec said. For the Parks Service, their busiest season runs from Memorial Day through Labor Day. “It’s very busy during that time, and most of our visitors are coming up from the metro-

politan areas of New York City and New Jersey.” Her division is pretty small, including 5 seasonal employees and 8 interns. That gives them little more than a dozen people to staff river access points and patrol the parks. “That’s where the NCSP comes in,” Peterec said. “They’re really taking on that workload that the Park Service just can’t do because we don’t have the staffing.”
Volunteers make a difference Donna Ford started paddling with the group in 1988 when she became inspired by the mission behind the organization. Like the majority of the NCSP’s more than 80 volunteers, when not on the river, Ford hangs up her paddles and goes back to her day job, which is as a cosmetic chemist. Covering many miles According to Sharpe, the NCSP has volunteers out on the river every weekend from the beginning of May until early October. Volunteers meet up early in the morning at the Zane Grey Museum located near the confluence of the Lackawaxen and Delaware Rivers. They then sign in and assign volunteers to the areas that have the greatest need. Sharpe says a core group always travels up to Skinners Falls, a popular
spot for rafters and swimmers alike. They also patrol the calmer waters around 10-mile-river and then Cedar Rapids beyond that. According to Sharpe, Shohola rapids near Barryville can be a dangerous spot where they see a lot of capsizing. If 15 volunteers show up for the weekend, they’re divided among different parts of the river where they stay for a while. As the day proceeds, they paddle down to the next set of rapids, shifting downriver until they eventually get to Matamoras. “By the

Ford and two other volunteers once pulled a father and son from the 40-degree water south of Skinner’s Falls after they swamped and capsized their canoe. The 11-year-old boy went into full hypothermia and had to be kept warm until the Parks Service could reach them with a vehicle. “We were very fortunate that there were no seri-
ous injuries from that,” Ford said. “Those are the stories that we’re always happiest about.” Ford recalled a less fortunate incident when a search and rescue operation became a recovery mission. “You try to put those out of your mind and focus on the times that we got everyone out.” Sharpe emphasizes the most important thing anyone can do on the river is wear your life jacket.

In the interest of maintaining their ranks of dedicated volunteers and sparking a lifetime of service and satisfaction among younger generations, the NCSP has founded the Richard Rhodes Scholarship Fund. Rhodes was not only one of the founding members of the NCSP, but also the longest tenured commodore the organization has had. In his later years Rhodes ran the mentorship program for NCSP. The fund named in his honor is to collect well-used gear and clothing that members donate at spring training for younger recruits. By granting these materials a “second life,” it’s easier for those people who want to get involved but may have limited resources to do so. The group seeks more local participation from the many communities along the river. “We invite anyone to come join our volunteer organization. You’ll learn valuable skills, provide an important service, and have a great time on the river while you’re at it. Our members range in age from teens to paddlers in their 80’s. Since technology and methods are constantly evolving, the NCSP’s annual spring training events are more important than ever before. The 2019 Spring training event will take place May 3 - 5 at Luke’s Landing, Cedar Rapids and Shohola Rapids in Barryville. Those participating in training exercises practice strainer drills, river first aid and river rescue scenarios. Each NCSP member must maintain certification in CPR/AED and First Aid. Those interested in attending the spring weekend training will have the opportunity to earn their certification cards and patrol with other volunteers throughout the season. “No matter how long you’ve been in the organization, we encourage everyone to come to spring training so they can refresh their skills and get warmed up for the season,” Ford said. “We can’t promote safety or help someone if we’re not safe ourselves.”

ecember 1969 would be forever remembered by all those present to witness the momentous eventâ&#x20AC;Ś when â&#x20AC;&#x153;Aliceâ&#x20AC;&#x2122;s Restaurantâ&#x20AC;? was released by Arlo Guthrie. It was also coincidently, the same time that the Cochecton Volunteer Ambulance Corps (CVAC) was founded to serve the residents of the Town of Cochecton. Interviewing Captain April White, Lieutenant Michael Bruce, and volunteers, they had plenty to share about the history and legacy of Cochecton Volunteer Ambulance.

Our first station was purchased in May of 1970 along the shore of Lake Huntington, and we remained there until 2010, when we bought the current building on County Road 116 with the Lake Huntington Fire Company.â&#x20AC;?

Upper Delaware EMS “stands the test of time” Celebrating 50 years W hen the Times Square ball dropped to ring in a happy 1969, so too began an era now commemorated in the history books as the birth of the Upper Delaware Volunteer Ambulance Corps (UDVAC). Interviewing current Captain Connor Duffy and Lieutenant Diana Duffy, they had plenty to share about the rich history in how UDVAC came to be.

“We were founded on January 1st 1969,” explained Connor. “Prior to this, funeral homes would be the ones responding and transporting the sick and injured. Henry Hermann is one of the last surviving founders who has stood the test of time by serving as our historian. We were originally based out of the Callicoon fire house until 1971, when we then responded from the old Callicoon Hospital on Hospital Hill. Then, in 1991, we constructed the HankinsKellams Bridge station entirely from donations and have served there ever since.”
“Our 911 response area envelops the former Delaware Valley School District, which is roughly the size of Staten Island, covering a twenty mile stretch of Route 97,” said Diana. “We are dispatched to approximately 200 emergency calls per year, and perform standby coverage for Red Dog peewee football, the Callicoon Tractor Parade, and other events taking place in the district. Not many agencies can say that they are 100% volunteer staffed anymore, but we still are!”
What would you like people to know about you? “We’d like to stress the importance of volunteerism in our community, particularly as an agency that is entirely reliant upon volunteers to get a truck out the door, or send help to a neighbor’s side,” Connor said. “Our volunteers don’t live at the station, so it takes some time for an

This includes running on playgrounds, learning how to ride a bike, and playing with their friends. For parents, this also means cuts, bruises, and falls. “For most cuts, a simple wash and dressing treatment is sufficient,” says Dr. Weinstein. “However, if bleeding won’t stop after five to ten minutes of applying pressure, or if the wound is deep, it is best to get treatment from an emergency healthcare professional.”
ALLERGIES ARE IN THE AIR The buzz of spring also comes with the side effect of allergens, from pollen to bee stings. “The first step of being prepared is knowing the signs and severities of an allergic reaction,” says Dr. Weinstein. “Pollen allergies can cause a runny nose, sneezing, and itchy eyes. Bee stings, however, can cause severe allergic reactions and are potentially life-threatening. If your child is having difficulty breathing, it is imperative to get emergency care immediately.”

Pioneering “Hybrid” EMS: BY APRIL BUNNY WHITE
T
he summer of ’69 was a season of tremendous growth throughout Sullivan County. While hundreds of thousands gathered for the festival of music, a few concerned citizens of Tusten gathered to plan a more transcendent venture: the founding of Tusten Volunteer Ambulance Service (TVAS). Captain Jason Welton and Acting President Craig Burkle described the historic and modern Tusten as a “uniquely hybrid EMS system” as they recounted its founding and operations.
History of TVAS “We were officially incorporated on October 22nd 1969, which up until this point Rassmussen’s Funeral home had done most patient transports,” said Burkle. “Mr. and Mrs. Art Peck were a major force in our founding, along with the Lions club and a few others from the area.” Burkle chuckled, adding “we were originally dispatched via telephone,
meaning that on-duty volunteers would be working around the house, and if the lady of the house would answer the phone, she would shout out to her husband ‘hey, you have a call!’”

What does TVAS do? “I’d like to say we’re the first of a hybrid EMS system” said Captain Welton. “We’re dispatched to approximately 550 911 calls between our New York and Pennsylvania coverage areas, and we also supplement with interfacility transports from Wayne Memorial. We’re also unique in that we staff with a combination of paid crews, volunteers, and paid-on-call EMTs and Drivers to meet our call demands. Many volunteers find it difficult to balance being able to afford giving up at least two hours to every call, so this gives them a little extra incentive to help out when they can.”

Since the time that I started, many people have since moved on, and it is now difficult to identify homes by who lives, or used to live there.” Welton added “It goes without saying that we’re always looking for more volunteers. Members have come and gone over the years, but I think we’re moving into a great modern age with excellent equipment and terrific people
who are looking to volunteer again. In my ten years here, I have seen plenty of changes, and I’m proud of our corps and our people for the tremendous job that they do in such an essential service.” To volunteer with TVAS, they can be reached at (845) 252-3336, and can be found on Facebook. Monthly meetings are held at 7pm on the second Tuesday of every month at the TVAS station, 6509 State Route 97 in Narrowsburg.
