Welcome Message We would like to welcome you to the Readers Scarborough Beckett Cricket League Official Handbook for 2018 and hope you enjoy your essential companion for the summer. Some of the excellent regular features in previous editions are now available on our website, yet this publication remains essential especially for match days. You will be able to follow the entire season online.

This summer brings renewed excitement and another new look structure comprising of five divisions and fifty eight teams. We wish all clubs and supporters the best of luck for the summer and hope the excellent cricket from last season continues this year.

LEAGUE RULES The following rules shall apply to all clubs which are members of the Scarborough Beckett Cup Cricket League [During period of sponsorship agreement with Readers, will be titled the Readers Scarborough Beckett Cricket League], (Hereinafter called 'the League').

All member clubs to be affiliated to N.C.A. / Y.C.A. 1.

DIVISIONS OF THE LEAGUE The League shall consist of five Divisions, “PREMIER”, Divisions 1,2,3, and 4. The “Premier” Division shall consist of 12 teams, with Divisions 1 to 3 consisting a maximum of 10 teams and Division 4 depending on number of member clubs participating.

The League shall be run on a promotion and relegation basis and, except as hereafter stated, the top two teams in Division 1, 2, 3 and 4 will replace the bottom two teams in the next higher division. (Subject to meeting Committee standard for promotion at ALL levels) No club shall be admitted to, or expelled from the League, unless its admission, or expulsion, is approved by member clubs, at the League's Annual General Meeting.

Teams promoted to the “Premier” Division must meet ground and playing surface standards set by and enforced by a grounds committee which is established by the General Committee. If standards are not met then promotion will be denied, if this being the case then the next available team will be promoted resulting in two teams always being relegated from the “Premier” Division unless no suitable teams are available for promotion.

CRITERIA FOR “PREMIER” DIVISION To be eligible for promotion, or continued participation, to the “Premier” Division clubs must satisfy the following Committee standards:The playing surface (pitch) must be acceptable to the League’s Ground Committee.

(Guidance, a minimum of 7 out of 10 as assessed on umpire’s marking card.

Covers to be available and used to improve the possibility or continuance of play.

A specific score-box to be available.

Provision of sightscreens where practical.

Committee standards must be met by 30th November each year Any application for membership to the League shall be made in writing to the League Secretary by 30th September for the season starting 18 months later and shall be investigated by the League Management Committee whose recommendations, to include an appropriate division, shall be considered at the Annual General Meeting. Any new teams being admitted to the League shall become members at the following year’s Annual General Meeting.

Where a new club has been allocated to a division, the committee shall decide how promotion/relegation will be effected.

If two teams tie on points for the Championship, promotion or relegation, their position will be decided by (in numerical order) (i) the team gaining the highest number of points, including bonus points, in the league games between the tie-ing teams (ii) the team gaining most outright victories during the season (iii) the team gaining the highest total bonus points in the season (iv) the team with the highest runs per wicket average over the season

OFFICERS AND COMMITTEE The Officers of the League shall consist of the President, Vice Presidents, Chairman, the Secretary and the Treasurer, all of whom shall be elected annually and may offer themselves for re-election without re-nomination.

The Committee shall consist of nine elected members, of whom three shall retire, by rotation, at each Annual General Meeting but shall be eligible for re-election without renomination The officers and the Committee shall be entrusted with the conduct, engagements and the management of the League, in accordance with these rules. At any meetings of the officers and Committee, five persons shall form a quorum.

Clubs may make nominations for the Committee, which must be in writing and proposed and seconded, to the League Secretary, not later than 30th November in each year. Two representatives from each club shall be allowed to attend the annual meeting.

FIXTURES AND PLAYING REGULATIONS FIXTURES The League committee will organise all league fixtures.

THE TOSS Team captains (or representative in the captain’s absence) must be available to make the toss for the choice of innings 15 minutes before the scheduled start of play. Any team representative not available will forfeit the right to toss and shall be reported to the League Secretary.

At the toss, the captains must produce an official team card (plus exchange signatures to confirm), match ball of the approved type (plus a spare) and in games where panel umpires are officiating, the umpires match fee.

A club failing to turn up, or refuses to play, when the umpires order a start, shall forfeit the match to its opponents.

MATCHES All fixtures shall be played on Saturdays, except as otherwise provided for in these rules with all matches starting no later than 1-30pm. All fixtures shall be of one innings per team. Each innings shall consist of 45 overs, (40 overs in Division 4) unless the team batting are all out, or the team batting first declares its innings closed on the understanding that should that team declare and subsequently loose the match, maximum bonus points will be awarded to the winning team, with the beaten team awarded no points. Should a team declare and win the match, points will be awarded as per rule 4. The team scoring most runs shall be the winner. If a fixture has to be abandoned, whether started or not, it shall be counted as a draw. Where the start of a match is delayed, or the first innings is interrupted, by adverse weather conditions, or the state of the pitch, or ground, then for every full 6 minutes of play lost, one over will be deducted from each innings, providing a minimum of 25 overs can be completed in each innings. If there is any further rain break in either the first or second innings, in a match reduced to 25 overs, the match shall be abandoned. If there has been no over reduction in the first innings but the second innings is interrupted by weather for one hour either continuously, or in more than one period, then the match shall be abandoned. If a match has been reduced in the first innings and the second innings is also interrupted by the weather, the remaining game time available before the match is automatically abandoned is 4 minutes for every over between 25 overs (the minimum) and the number of overs allocated to the side batting first. For example, if the first innings has been reduced to 10

37 overs then there is 48 minutes (37 overs less 25 overs (the minimum) = 12 overs x 4 minutes available for time off the field for weather interruptions, either in one break or cumulatively. The tea interval, which shall be taken between innings, unless both captains mutually agree, shall not exceed twenty-five minutes. In rain affected matches, where neutral umpires are presiding, providing 15 overs have been bowled during the first innings, the umpires will make the decision over whether or not to have an early tea. In matches without neutral umpires, both captains to mutually agree whether or not to take an early tea.

REDUCING OVERS WHEN TIME IS LOST Method for calculating reduction in overs lost during play and overs remaining to be bowled to complete the innings 1. Note number of overs bowled at the time of stoppage 2. Calculate over lost during stoppage and deduct from 45 to give new minimum overs for innings 3. When play resumes at 3:44pm, the innings will now be reduced to 41 overs 20 overs yet to be bowled to complete the first innings (30-9-1=20) 20 overs @ 17 overs per hour should take 1 hour 10 mins, ending the innings at 4:54pm. Ass 25 minutes for tea, therefore the second innings starts at 5:19pm.

REMEMBER THAT QUICK OVER RATES AND PROMPT STARTS OR RESUMPTIONS WILL RESULT IN EARLIER FINISHES It will entail the loss of 96 minutes play in the innings to lose more than 15 overs.

A 45 over per innings match starting on time (1:30pm) with no interruptions and tea, should finish at approx. 7:41pm WHENEREVER TEA IS TAKEN, THERE WILL BE NO REDUCTION FOR THE 25 MINUTE SCHEDULED PERIOD

POINTS SYSTEM Winning Teams Outright Win 22 points (Teams batting first, posting a total need to bowl a side all out in the second innings) (Teams batting second need to bowl a side all out in the first innings and secure a succesful run chase) Incomplete Win 20 points (Teams batting first, posting a total, fail to bowl the opposition out in the second innings) (Teams batting second, securing a succesful run chase, fail to bowl the opposition out in the first innings) The minimum points you can achieve for a win is 20.

Losing Teams Defeat - 0 points (If you lose the game and are bowled all out in either innings) Incomplete Defeat - 2 points (Teams batting first, bat out all the allocated overs without being bowled all out, but the opposition secures a successful run chase.)

Rain Affected Matches Match Abandoned without a ball being bowled - 5 points Rain Stopped Play after the game has started - 7 points (plus bonus points gained) If a batsman is either unable to bat due to injury, declines to bat, or has to retire hurt from batting, due to injury, then providing nine wickets have fallen and at least one ball remains to be bowled, then this will count as a wicket thereby giving the fielding side the last bowling point.

ENTERING RESULTS Results are to be submitted using the Results Centre before 9pm on the day of the game, with all markings to be entered on or before Wednesday following the game. Full scoresheets are required to be entered via Play Cricket before midnight on Wednesday following the game.

BOWLING REGULATIONS Bowlers in ALL divisions will be limited to a maximum of 12 overs per innings (subject to junior bowling restrictions), except division Four, where bowlers are limited to 10 overs per innings.

Teams in the Premier Division and Division One are required to bowl their overs at a minimum rate of 17 overs per hour.

45 overs should be bowled in 2 hours 43 minutes (163 minutes) plus allowances and 40 overs should be bowled in 2 hours 25 minutes (145 minutes) plus allowances.

COMPLETION OF TEAM CARDS Each club must complete an official team card and exchange signatures prior to the toss for the choice of innings. Team cards are to be submitted online using the Play Cricket centre when entering the full scoresheet.

VOLUNTARY WORK (EMERGENCY SERVICES) Any player who is not present by the completion of the 20th over shall only take part in the game as a fielder with the exception that any player called away in their role of voluntary work for the Emergency Services and returns during the course of the game, will be allowed to play in the game, regardless of overs played. This will only apply if the players are nominated to play at the toss/start of the game.

FIXTURE RE-ARRANGEMENT Two matches, in the season, may be mutually re-arranged by clubs, providing this is done 14 days prior to date of original fixture and the League Fixture Secretary notified. The fixtures may be re-arranged for any Sunday or Bank Holiday before 31st August.

FULFILLING FIXTURES Where a club has two teams playing in the Beckett League and are unable to field two teams, to fulfil their League fixtures, then their senior X1 fixture must be played.

Visiting teams are required to inform their hosts of their inability to raise a side before 1:30pm the day before the scheduled game. Failure to do so will result in an automatic £50 fine, which must be paid to their opponents within seven days of the concessions, a ten point deduction and a possible £20 fine made payable to the league. Home teams that are unable to raise a side must inform their opponents at the earliest opportunity to allow any potential use of the loan scheme. Home sides will receive a ten point deduction and a possible £20 fine made payable to the league.

TROPHIES AND PRIZES The winner of the “Premier” Division shall receive the Old Beckett League Cup. The winners of Division 1 shall receive the new Cup purchased by the League in 1957.

The winners of Division 2 shall receive the old Scarborough and District League Cup, the Compton Ricketts Cup. The winners of Division 3 shall receive the Pykes Sports Trophy.

The winners of Division 4 shall receive the former Derwent Valley League Championship .

The Committee shall decide when and how the cups and trophies will be presented. All trophies to be returned to the League Secretary, cleaned and engraved, no later than the the Annual General Meeting. Fine of £40.00 to be imposed for non-compliance.

In lieu of individual trophies Divisional winners will receive £150.00

MERIT AWARDS Merit awards will be acknowledged and recorded in the League’s Annual Handbook based on all League matches played in each Division and only for the players competing in each Division; (a) scoring most runs, (b) taking most wickets, (c) taking most catches and (d) taking most victims in the case of a wicket-keeper.

Merit Awards nominations AND club averages, both being mandatory and only relating to the league programme (excluding Cayley Cup matches), to be submitted to the league secretary on or before 30th September.

Paul Cooper Memorial trophies will be awarded to the junior, under the age of 17 years old on the first day of the season, who scores the most runs and takes the most wickets.

POSSESSION OF TROPHIES The League will insure all cups against fire and other risks.

Sir Gervase Beckett having appointed Lieutenant Colonel The Right Hon. Viscount Downe as Trustee for the Cup, before taking possession thereof, the Secretary of the winning club must satisfy the Trustee and the League Secretary that the cup will be held in safe custody and the Club will be responsible for it being returned to the League Secretary in good condition, by the pre-season ball and handbook distribution night, or when required by the Committee. The winning club shall be responsible for having a small shield fixed on the plinth, each season.

The cup cannot be won outright but shall be held only for one year by the winning club.

REGISTRATION AND ELIGIBILITY OF PLAYERS The League is bound by the YCB adopting the “ECB Guidelines (2011)” in relation to juniors playing in adult cricket.

PLAYER REGISTRATIONS All player registrations to be submitted in duplicate to the League Registration Secretary by 15th April prior to the forthcoming season, together with a stamped addressed envelope if appropriate. The League Registrations Secretary shall sign one copy and return it to the club.

Failure to comply with this will result in a £20.00 fine.

PLAYER TRANSFERS A player moving clubs, at any time, must have the necessary YCA Player Transfer Form, letter or certificate from his previous club certifying that he has no obligations, financial, disciplinary or otherwise to that Club.

All applications for transfer of players are to be forwarded to the League’s Registrations Secretary, in writing. Transfers will only be allowed if the Committee consents.

No transfers will be permitted between member clubs, or clubs outside of the League after two thirds of the League programme has elapsed (currently after the weekend of the twelfth League fixture in the regular season (15th July 2018).

No player over the age of 16 years old on 1st September in the year preceding the season, can play for more than one club, irrespective of standard, registration policy, or affiliation to YCA/YCB, without a transfer approved by the Committee with the exception that players under the age of 17 years old on 1st September, in the year preceding the season, can be “loaned” to other clubs when not needed by the club holding their registration. The original club to retain first option on the player.

READERS SCARBOROUGH BECKETT LEAGUE DIVISION TWO WINNERS 2017

LOAN SCHEME (OPEN AGE PLAYERS) Adult players may transfer on a loan basis in order to assist short-handed clubs. Such players shall not have made more than two appearances at a level of more than one division above the borrowing team. All adult loans must be sanctioned by the League in advance in order to prevent team strengthening. The deadline for each league fixture is 11:00am on the day of the match and the loan would last 24 hours from 11am. The players club would retain his/her registration. The loan scheme will only be used in Divisions 1 and below. There will be no loan scheme in operation in the Premier Division.

NON-REGISTERED PLAYERS Clubs are allowed to field non-registered players (players not registered with any other club) in an effort to fulfil fixtures. The use of these players must be sanctioned by the league and the opposing captain informed at the toss. The use of these players is subject to the spirit of cricket and must be formally registered within 3 days following the original fixture.

USE OF REGULAR FIRST TEAM PLAYERS After the 14th League fixture, a second team can play two regular first team player subject to league approval and within the spirit of cricket. (Regular meaning, having played 75% of his League matches for the 1st X1) unless a player is under 19 years old, at the start of the season in the Premier Division and unless a player is under 17 years old, at the start of the season in Divisions One and below, whereupon he is not subject to this rule and may play for any club team at any time of the season CLUBS IN THE SAME DIVISION Where a club has two teams playing in the same Division, all registered players will be eligible to play for the first team but eight bona fide players of the first team will not be allowed to play for the second team after 31st May in each year and the names must be approved by the Committee. The names of these eight players are to be submitted, to the League Secretary, before 31st May in each year.

SUNDAY FIXTURES When a game is played on a Sunday, the club requesting the change must not include any player who played for his club in a higher standard of League cricket on the previous day (Saturday) but the club accepting the change can include two players who played the previous day (Subject to the Spirit of Cricket). Failure to comply will result in the offending team losing all their points gained during that game plus being deducted a further 15 points.

The team who the offence was committed against, if losing the game, shall be given all bonus points gained by the winning team, including the 10 points for winning OVERSEAS PLAYERS No team shall play more than one overseas player, other than Recreational Overseas Player (ROS), who are classified as players whose residence in the United Kingdom is for legitimate non-cricketing reasons and who have continually resided in the United Kingdom from 31st December of the previous year.

A ROS cannot receive any payment or financial inducement, from any source, for playing cricket.

An overseas players will be classified as a player whose main residence is outside the United Kingdom but is registered with a member club to play on an amateur basis and must not receive any payment or financial inducement, from any source, for playing cricket.

6.

DISCIPLINARY The League shall operate a Disciplinary Policy in accordance with the current Disciplinary Rules operated within the jurisdiction of the England and Wales Cricket Board and the Yorkshire Cricket Association.

The ECB “Code of Conduct and Spirit of Cricket” statement and the Yorkshire Cricket Association/Yorkshire Cricket Board Policy Statement “Anti-Racism and Race Equality” shall operate throughout the League.

These rules shall apply to all League, Cup, Representative and Indoor matches played under the auspices of the Readers Scarborough Beckett Cricket League and the Andy Hire Scarborough and District Evening Cricket League.

All issues reported (along with a £10 complaint fee) about clubs, or players, will be dealt with by the League’s Management Committee and players may be banned from all cricket, in all Leagues, by that Committee, should the complaint be found proven. (Written accounts of alleged misconduct is mandatory but the option of a 5 minute personal hearing will be available plus Committee led question and answer time. A player suspended by the League Management Committee shall be deemed to be ineligible for all League and Cup games throughout the period of such suspension and any team, within the three Leagues, playing a suspended player shall forfeit the match, regardless of the result.

APPEALS PROCEDURE An independent Body consisting of a Chairman, Secretary and two other representatives (all independent of the Readers Scarborough Beckett Cricket League) shall be brought together to form an Appeals Panel. No member of the Panel shall have been involved in either the investigation or Disciplinary Hearing or be connected, in any way with the reported club or player.

To set up an appeal against a decision made at a Disciplinary Hearing of the League, a letter has to be sent to the Secretary of the Readers Scarborough Beckett Cricket League who will pass it on to an independent Secretary of such an Appeal Panel. Enclosed with such an appeals letter should be a sum of £50 in respect of each and every appeal. The sum will be forfeited in the event of the Appeals Panel rejecting such an appeal. Any appeal must be in writing within 7 days of the decision of the Disciplinary Hearing along with the £50 fee. In 19

the event of the appeal being upheld by the Appeals Panel then the £50 fee will be returned to the club NON-COMPLIENCE STANDARD FINES Clubs will be liable to the following fines in the event of non-compliance. £50.00 Any club resigning from the League after the 30th November prior to the forthcoming season. £20.00 Any club reported to the League for not being ready to start at the official starting time.

Any home club failing to submit match results via the results centre before 9pm on the evening of the match.

Any club not attending the Annual General Meeting.

Any club not attending the pre-season “Ball Collection / “Cup Return” meeting without league agreement.

Any club failing to produce evidence of Public Liability before the “Ball Collection / Cup Return” meeting.

Any home club failing to re-mark popping creases between innings £10.00 Any club not replying to the League’s request for their cricket ball order by the due date.

Any club not paying its cricket ball invoice by the due date.

Any club failing to submit Ground Markings within 4 working days of the match.

ALTERATIONS TO RULES Notice of any proposed alterations to these rules to be seconded by another club and received by the League Secretary on or before 30th November each year. Such alterations to be voted on by ballot by all clubs at the Annual Meeting. All motions passed at the Annual Meeting shall take effect immediately.

At the Annual General Meeting of the League, any alterations to existing rules or new rule, submitted by clubs for the League Committee and generally accepted by the meeting to be an advantage to the existing rules but because the wording of the alteration to rule or new rule may result in misinterpretation or obvious misunderstanding, then the meeting has the power to adjust that alteration to rule or new rule, to enable the satisfactory operation of that rule for the cricket season following the Annual General Meeting. Any adjustments to the proposed alteration to rule or new rule are only to be minor and must not take away the main concept behind the original proposals.

8.

GROUNDS In the event of any complaint with reference to a ground, after being inspected by the Beckett League Committee, the Committee has the power to suspend play on that ground until improvements are made to the Committee's satisfaction.

Any club requiring more than one ground inspection in a calendar year (January 1st to December 31st) will be required to pay travel expenses for each additional visit based on the current mileage rate (45p per mile) In Premier Division matches, the pitch must be adequately covered if requested by the panel umpires.

9.

UMPIRES At the toss, the captains must hand over in games where umpire panel officials are standing, match ball, team card and match fees. Without this handover the umpires withhold the right not to start the game.

No junior player under the age of 16 years old should umpire in games, unless both captains agree prior to the toss for choice of innings.

The Scarborough and District Cricket Umpires & Scorers Association to supply neutral umpires for the “Premier” Division & Division One Beckett League fixtures when possible and match expenses to be £30.00 per umpire, or £40.00 if standing alone and doing both ends. This match fee is to be paid by both the home and away teams at the toss along when the match team card, match ball and spare are presented to the umpires for their inspection.

10.

CHILD WELFARE Each club must have a fully qualified Child Welfare Officer and sign a declaration policy provided to the league on or before 15th April each year. The league encourages clubs to appoint two Child Welfare Officers as best practice.

LEAGUE SUBSCRIPTIONS The subscription will be £40.00 per team and shall be payable not later than April 1st, each year, and each club shall pay their own umpires expenses. Each club must be affiliated to the YCB with the league collating affiliating fees.

MISCELLANEOUS All disputes, having reference to the laws of the game, shall be referred to the M.C.C. for settlement, whose decision shall be final but the umpires decision shall be acted upon in the match.

All protests to be forwarded in duplicate, to the League Secretary, within three days of the playing of the match. Protests to be accompanied with a fee of £5.00, which will be forfeited if the protest is considered trivial. The Committee shall give a decision and announce same to the club concerned on any protest within 14 days of receipt of the complaint. The Committee's decision shall be final.

The Committee shall have full power to deal with any point in connection with the League not already provided for in these rules.

Clubs shall be deemed to retain membership of the League if they have not notified the Secretary (in writing) by 30th November that they are resigning from the League.

That seven clear days’ notice be given to the Secretary of each club, off all League meetings, along with a list of attendances of Committee members at Committee meetings.

The M.C.C. new LAW CODE 2001 to apply except for the 5 penalty runs in Divisions ‘B’ and ‘C’ only (other than Law 41.(3)), relating to a ball striking a helmet placed on the the field of play by the fielding side. Law 1.(2) Nomination of players to apply throughout the League.

ECB team sheets to be completed for all League and Cup fixtures, by each club, to ensure that helmet rules and bowling restrictions of junior players are complied with and then either handed to neutral umpires where appropriate or retained and forwarded to League Secretary at the end of the season.

This to be the responsibility of each club and not the League.

All clubs to have compulsory public liability insurance cover, with evidence provided by the Ball Collection / Cup Return meeting. (Failure to adhere to this request will incur a £20.00 fine and preclude a club from starting the forthcoming season) Any fine levied on a club individual (player, member, spectator) is payable by the club concerned within 28 days.

All member clubs and their players, officials and supporters are bound by the League’s Disciplinary Rules and shall conduct themselves accordingly. Unsatisfactory conduct shall include but not be limited to, the publication, public display or inclusion in a website, Facebook, Twitter or blog of unsuitable or derogatory literature, either by a club or by an individual.

REGULATIONS RELATING TO JUNIOR PLAYERS The following ECB regulations relating to junior players must be applied in all games played under the auspices of the Readers Scarborough Beckett Cricket League.

HELMETS (Batting & Wicket Keeping) All players under the age of 18 years old MUST wear an approved helmet, fitted with a protective grill, when batting, or during practice with a hard ball. A helmet must also be worn when wicket keeping if standing up to the stumps.

Club captains and coaches have the responsibility for ensuring that this regulation is enforced.

Parental consent not to wear a helmet is not acceptable.

FIELDING The following fielding restrictions will apply. Captains are required to ensure the restrictions are not infringed. Umpires are required to stop the game until all junior players are suitably positioned.

No young player in the Under 15 age group or younger shall be allowed to field closer than 8 yards from the middle stump, except behind the wicket on the off side, until the batsman has played the ball. For players in the Under 13 age group and below the distance is 11 yards (10 meters). These minimum distances apply even if the player is wearing a helmet. In addition any young player in the Under 16 to Under 18 age groups, who has not reached the age of 18, must wear a helmet and, for boys, an additional protector (box) when fielding within 6 yards of the bat, except behind the wicket on the off side.

Age groups are based on the age of the player at midnight on 31st August in the year preceding the current season.

For the purposes of these Directives a fast bowler should be defined as a bowler to whom a wicket keeper in the same age group would in normal circumstances stand back to take the ball, but it is at the discretion of the umpire.

JUNIOR CRICKETERS PLAYING IN ADULT MATCHES The League are bound by YCB adopting the ECB guidelines (2011) in relation to juniors playing in adult cricket. (Recent changes may supersede these guidelines) Please refer to ECB directive.

The ECB has issued the following guidance covering the participation of young cricketers in adult matches. This guidance applies to boys and girls and any reference to he/his should be interpreted to include she/her. Age groups are based on the age of the player at midnight on 31st August in the year preceding the current season.

GUIDANCE FOR CLUBS AND LEAGUES All clubs must recognise that they have a duty of care towards all young players who are representing the club. This duty of care also extends to Leagues that allow the participation of young players in adult teams in their League. The duty of care should be interpreted in two ways.

Not to place a young player in a position that involves an unreasonable risk to that young player, taking account of the circumstances of the match and the relative skills of the player.

Not to create a situation that places members of the opposing side in a position whereby they cannot play cricket as they would normally do against adult players.

In addition the following specific requirements apply to young players in adult matches: All young players who have not reached their 18th birthday must wear a helmet with a faceguard when batting and when standing up to the stumps when keeping wicket. Parental consent not to wear a helmet should not be accepted in adult matches. A young player acting as a runner must wear a helmet even if the player he is running for is not doing so.

The current ECB fielding regulations must be adhered to and enforced by the umpires and captain. The umpires are empowered by these fielding regulations to stop the game immediately if a young player comes within the restricted distance.

The umpires and the opposing captain must be notified of the age group of all players participating in an adult match who are in the Under 19 age group or younger even if the player is not a fast bowler. This requirement also covers any young player taking the field as a substitute fielder.

Any player in the Under 13 age group and younger must have explicit written consent from a parent or guardian before participating in adult matches.

Players who are selected in a County U12 squad in Spring, for a summer squad, or in another squad deemed by ECB Performance Managers to be of a standard above ‘District level’ for that season are eligible to play Open Age Cricket. This is providing they are at least 11 years old and in School Year 7 on 1st September in the year preceding the season and have written parental consent to play. This means that County Squad and Area Squad players, both boys and girls are able to play Open Age Group Cricket if they are in U12 Age group and are a minimum of 11 years old on 01 September of the year preceding the season. District and club players who are not in a County or Area squads must wait until they reach the Under 13 age group, 12 years old, Year 8 on 01 September of the preceding year prior to being able to play in any Open Age Cricket (please see above) (Refer to ECB directive)

CAYLEY CUP COMPETITION RULES The competition shall be called the Twenty/20 Cayley Cup Competition.

[During period of sponsorship agreement with Readers, will be titled "Readers Twenty/20 Cayley Cup"] The rules of the Scarborough Beckett Cup Cricket League shall apply to the competition so far as they are not inconsistent with these rules.

The competition shall be run for each Division of the League, and each team in each Division may enter.

The draw for the competition shall be made by the League Committee and it shall be notified to each Club before the 25th April in each year.

All semi-finals and finals to be played on fixed dates, set by the competition secretary No player shall play in the competition unless he has played, for his club in the Scarborough Beckett Cricket League, during the current season.

A player cannot play for his second X1, at any stage of the competition, if he has played the majority of League matches for the 1st X1 during the current season; similarly a player cannot play for his 3rd X1, at any stage of the competition, if he has played the majority of League matches for the 1st and 2nd X1’s combined during the current season.

A player cannot play for more than one club, in the competition, in any one year.

A team in breach of this rule shall be disqualified from the competition.

In the event of a query re. The eligibility of a player, the Competition Secretary should be contacted prior to the game.

All matches shall start not later than 6-30pm.

The finals of each competition shall be arranged by the League Committee Each innings shall continue until the batting side is all out or until the completion of 20 overs.

The finals shall be played on Sundays during July and August unless specified by the league.

For 2018, all games must be played with a Pink Cricket Ball.

The fielding team shall provide its own ball, which need not be new but satisfactory to opposing captain and both umpires. An acceptable spare ball to be handed to the umpires before the commencement of each innings.

The interval between innings shall not exceed ten minutes.

A player who is not changed into cricket dress and who is not ready to play before the start of the fifth over, of a match, shall not take part in that match.

The League Committee shall:Appoint umpires for the semi-finals and finals of the competition.

Both clubs competing in the semi-finals to share umpire’s fees at £15.00 each umpire.

The semi-finals, of the competition, to be played on the ground of the first named club with the finals played on neutral grounds unless specified by the league.

A team which is unable to play in a semi-final or final shall be substituted by the team knocked out by that team in the previous round of the competition.

In cup matches prior to the semi-finals and finals, in the event of a tie with the scores level, the team that wins shall be decided on the following:(i) Team losing the fewer wickets (ii) Team conceding the fewest extras (iii) Team scoring the most runs in the Powerplay (first 6 overs) (iv) Team bowling the fewest wides (v) Team scoring the highest boundary aggregate In the semi-finals and finals, where panel umpires are officiating, a super over will take place 26

If a match is abandoned, it shall be re-arranged by the Competition Secretary, on the same ground, not later than 7 days from the day of such match on a date to be agreed between the Clubs involved.

Both teams playing in a final of the competition shall win a cup.

In lieu of individual cups competition winners will receive £50.00 A collection shall be taken at all matches in the competition, for such purposes as the League shall in Annual General Meeting decide.

All trophies to be returned to the League / Competition Secretary on/by “Ball Collection Evening” each year, cleaned and engraved; fine of £20.00 to be imposed for none compliance.

ECB team sheets to be completed for all fixtures, by each club, to ensure that helmet rules and bowling restrictions of junior players are complied with and then either handed to neutral umpires or retained and forwarded to League Secretary at the end of the season. This is the responsibility of each club and not the League.

A fine of £10.00 will be levied on the winning team if it does not phone in the match result to the Cayley Cup Secretary within 24 hours of the match conclusion Both Cayley Cup finalists to provide a raffle prize.

T20 CAYLEY CUP PLAYING REGULATIONS Number of Overs Teams have one hour 15 minutes to bowl their 20 overs.

Preliminary and first round matches can be reduced, on the agreement of both captains and before the toss, to a minimum of 10 overs each side.

During semi-finals and finals reduction in overs shall be calculated at the rate of 3.75 minutes per over.

In the first innings each side will lose one over for every full 7.5 minutes lost (on an accumulative basis) providing 10 overs can be completed in each innings.

During the second innings, overs reductions shall apply at the rate of one over per full 3.75 minutes lost (on an accumulative basis) Restrictions on the Placement of Fieldsmen Fielding circles of 25 meters from the wickets whereby at least four fielders plus wicket-keeper and bowler always remain in that circle and for the first six overs of each innings only a maximum of two fielders can field outside that circle. (These restrictions apply until the batsman strikes the ball or the ball passes the wicket.)

Number of Overs per Bowler Each bowler may bowl a maximum of 4 overs. (See below for number of overs per bowler during reduced overs match) Wide Ball Umpires are instructed to apply a very strict and consistent interpretation in regard to this Law in order to prevent negative bowling down the leg side of the batsman and wide of the wicket.

Otherwise normal League rules will apply.

Short Pitched Bowling One short pitched ball is allowed per over but must pass below the batter’s shoulder when stood upright. Further infringements will be called ‘NO BALLS’.

Free Hit for Foot Fault No Ball This will only apply during semi-finals and finals.

(Should a bowler deliver a no ball by overstepping the popping crease, it costs one run and his next delivery is designated a free-hit, from which the batsman cannot be dismissed except for hitting the ball twice, obstructing the field or handling the ball, either batsman can be run out.)

The Result Each team must have faced (or had the opportunity to face) ten overs in order to constitute a match Where the side batting second is prevented from completing their allocated overs (or agreed reduced number of overs) the result will be decided on run-rate per over.

In the event of a team being all out in less than its full quota of overs, the calculation of its net run rate shall be based on the full quota of overs to which it would have been entitled and not on the number of overs in which the team was dismissed.

ECB CODE OF CONDUCT 1. The ECB is committed to maintaining the highest standards of behaviour and conduct. This Code of Conduct incorporates the Spirit of Cricket, as set out below. It applies to all matches under the auspices of the ECB and may be applied to cricket in general.

2. The captains are responsible at all times for ensuring that play is conducted within the Spirit of Cricket as well within the Laws.

3. Players and team officials must at all times accept the umpire’s decision. Players must not show dissent at the umpire’s decision or react in a provocative or disapproving manner towards another player or a spectator.

4. Players and team officials shall not intimidate, assault or attempt to intimidate or assault an umpire, another player or a spectator.

5. Players and team officials shall not use crude and/or abusive language (known as “sledging”) nor make offensive gestures or hand signals nor deliberately distract an opponent.

6. Players and team officials shall not make racially abusive comments nor indulge in racially abusive actions against fellow players, officials, members and supporters. Clubs must operate an open door membership policy whilst respecting player qualification regulations and welcome players/members irrespective of ethnic origin.

7. Players and team officials shall not use or in any way be concerned in the use or distribution of illegal drugs.

8. Clubs must take adequate steps to ensure the good behaviour of their members and supporters towards players and umpires.

ECB SPIRIT OF CRICKET Cricket is a game that owes much of its unique appeal to the fact that it should be played not only within its laws but also within the Spirit of the Game. Any action which is seen to abuse this spirit causes injury to the game itself. The major responsibility for ensuring the spirit of fair play rests with the captains.

1. There are two laws which place which place the responsibility for the team’s conduct firmly on the captain.

Responsibility of captains The captains are responsible at all times for ensuring that play is conducted within the spirit of the game as well as within the laws.

Player’s conduct In the event of a player failing to comply with instructions by an umpire, or showing dissent, or generally behaving in a manner which might bring the game into disrepute, the umpire concerned shall in the first place report the matter to the other umpire and to the player’s captain, and instruct the latter to take action.

2. Fair and unfair play According to the Laws the umpires are the sole judges of fair and unfair play. The umpires may intervene at any time and it is the responsibility of the captain to take action where required.

3. The umpires are authorised to intervene in cases of: Time wasting Damaging the pitch Dangerous or unfair bowling Tampering with the ball Any other action that they consider to be unfair 4. The spirit of the game involves respect for: Your opponents Your own captain and team The role of the umpires The game’s traditional values 5. It is against the spirit of the game: To dispute an umpire’s decision by word, action or gesture To direct abusive language towards an opponent or umpire To indulge in cheating or any sharp practice, for instance: To appeal knowing that the batsman is not out To advance towards an umpire in an aggressive manner when appealing To seek to distract an opponent either verbally or by harassment with persistent clapping or unnecessary noise under the guise of enthusiasm and motivation of one’s own side.

6. Violence There is no place for any act of violence on the field of play.

7. Players Captains and umpires together set the tone for the conduct of a cricket match. Every player is expected to make an important contribution to this.

Unsatisfactory conduct and derogatory publications using social media can lead to clubs suffering point’s deductions and disciplinary action against individuals.

Complete respect shown to both their opposition, the umpires and scorers and to any spectators. No instances of foul or abusive language.

Excellent conduct and attitude May experience a minor isolated indiscretion or incident resulting from frustration that does not relate to unfair play or wilful misconduct. Perhaps one very minor isolated incidence of foul or abusive language. Causing a late start to the match without reasonable excuse.

16 – 14

Overall conduct and attitude of the team is good More than one minor incident or indiscretion where a ‘quiet’ word is sufficient to resolve the issue. Perhaps one incidence of dissent, foul or abusive language, or an unnecessary derogatory comment to or about opposition players (‘sledging’) resolved by a ‘quiet’ word. Over rate falls below the required 161/2 overs per hour.

13 – 11

Reasonable overall conduct and attitude There may be an isolated incident of dissent, foul and abusive language, an unnecessary derogatory comment to or about opposition players (‘sledging’), or any other action (eg excessive appealing) that require the umpires to officially warn the captain under Law 42. Over rate less than 16 overs per hour.

10 – 8

Less than satisfactory conduct and attitude.

There may be several instances of dissent, foul and abusive language, unnecessary derogatory comments to or about opposition players (‘sledging’), or other action (eg excessive appealing) that require the umpires to submit a report the player or players concerned under Law 42.

7–4

Overall poor conduct and attitude Any threat of physical violence to another player, an official or a spectator. Necessary for the umpires to submit an official report either relating to behaviour or transgression of the Laws.

3–0

Deplorable conduct and attitude Any actual act of physical violence toward another player, an official or a spectator.

Alternatively, several transgressions of the Laws that require official reports.

(Note: official reports for accidental beamers or bowlers running on the protected area are to be discounted as they do not directly relate to the Spirit of Cricket.)

Reminders:If it becomes necessary for umpires to issue a formal warning for any reason (other than for accidental beamers or bowlers running on the protected area), the maximum mark that can be awarded is 13.

If it becomes necessary for umpires to submit an official report for any reason (other than for accidental beamers or bowlers running on the protected area), the maximum mark that can be awarded is 10.
