In the heart of northern Quebec, Eeyou Istchee Baie-James offers a unique experience where nature takes center stage. Covering an area as large as Germany, this vast region invites you to slow down, breathe, and discover a land where culture and nature come together.

Two communities share this territory: the Cree, an Indigenous nation and the Jamésiens.

Unique fauna and flora

A territory full of life, to be observed and explored

Each year, the caribou, known as the king of the tundra, leaves Nunavik to migrate to Eeyou Istchee Baie-James in search of new pastures. This natural phenomenon fascinates wildlife enthusiasts and photographers, who come to capture these rare moments in the heart of the northern wilderness.

But life doesn’t stop at the surface: the region’s lakes and rivers are rich in wildlife. Yellow walleye, northern pike, brook trout, and lake trout reach impressive sizes, making Eeyou Istchee Baie-James a true paradise for sport fishing enthusiasts.

From the boreal forest to the taïga

Travel through the heart of Nordic landscapes

Exploring Eeyou Istchee Baie-James takes you through one of Quebec’s largest ecosystems: the boreal forest. Dominated by black spruce, it stretches as far as the eye can see, offering a calming yet wild landscape.

Traveling north, the boreal forest gradually gives way to the taiga, with wetlands, rocky terrain, and silvery lichens covering the ground. This shift highlights the territory’s rich natural diversity.

The region is also crossed by an impressive network of rivers and lakes, giving the impression of inland seas. Among them, the majestic Mistassini Lake, at 2,335 km², is Quebec’s largest natural freshwater lake.

Get to Fort George Island by ferry

Fort George Island, a living memory of the northern territory

Once the beating heart of the Cree community, the island remained home to families until the 1990s, before they were relocated to Chisasibi.

Today, a ferry takes you there throughout the summer, offering passage to a place rich in memory. Each year in July, the community gathers for Mamoweedow, an event that highlights history and celebrates culture. A true return to one’s roots, this event warmly welcomes all visitors.

A living culture, carried by Elders and renewed by younger generations, it invites you to slow down, listen, and learn differently. Through food, storytelling, dance, and knowledge rooted in nature, every encounter with Cree culture opens the door to a world of resilience, beauty, and sharing.

Where history took root

The Cree communities of Eeyou Istchee Baie-James grew around former trading posts, places of exchange and meeting between peoples. Mistissini, Ouje-Bougoumou, Waswanipi, Waskaganish, Eastmain, Wemindji, Nemaska, Chisasibi, and Whapmagoostui still carry this memory.

Today, they are living centers of culture, language, and knowledge, deeply connected to the land.

Cree syllabics: a deeply rooted symbol

Living and deeply rooted, the Cree language is spoken by nearly 20,000 members of the Eeyou Istchee Baie-James community. Passed down in families and taught from kindergarten, it is read and written in syllabics by many children and adults.

The art of beadwork

Beadwork craftsmanship reflects the richness of Cree culture. Finely crafted clothing and bags are created with great skill, each motif carrying deep meaning and reflecting a story and knowledge passed down through generations.

Goose Break and Moose Break: the rhythm of the land

Spring and fall mark two important pauses in Cree communities: Goose Break in spring, during the goose migration, and Moose Break in fall, during the moose hunt. These are times for passing on knowledge, respectful hunting, camp life, and sharing between generations. Those are the moments when the land speaks and traditions continue.

During these periods, several community services may be reduced or suspended, as most residents return to their ancestral hunting grounds.

Plan accordingly and take the opportunity to discover this living culture.

Moose hide processing: a living know-how

In Cree communities, moose hide processing is an ancestral practice still very much alive. Used to make clothing, drums, ropes, and snowshoes, the hide goes through several stages, each reflecting knowledge carefully passed down from generation to generation in Eeyou Istchee James Bay.

Make sure your car is in good condition.

When traveling on gravel roads, bring a full size spare tire mounted on a rim (a spare tire alone is not enough).

Locate the refuelling stations* on your route, and on each occasion, refuel and resupply on food and water.

*Check for the opening hours of those refuelling stations, some of them have limited hours of service.

Let your family and friends know your schedule and itinerary.

Since the territory is poorly covered by mobile phone network, it is recommended to have a satellite transmission device (satellite telephone or beacon).

Make sure you carry the following equipment:

First aid kit; prescribed and non-prescribed medications; food and drinking water; windshield washer fluid; air compressor; kit for puncture repair; fire extinguisher; reflective road triangles; survival kit (matches, candles, flashlight, blankets). In winter, gas line anti-freeze, shovel, sleeping bags, snow brush and extra warm clothing.

For your safety, it is strongly suggested to subscribe to a medical assistance and ground and air transportation.

1. Preventing forest fires

Respect the fire security guidelines to protect our precious boreal forest. A fire that was not properly extinguished can have irreversible consequences.

2. Protect aquatic life

Before navigating on our lakes and rivers, clean your boat to prevent introducing invasive species and preserve the fragile balance of our aquatic ecosystems. Turn off your engine when possible.

3. Respect our ecosystems

Leave nature intact: what you arrive with, you leave with. Stay on the marked trails, observe the fauna without feeding it and avoid picking up natural souvenirs (rocks, antlers, etc). Each element has its place in this immense territory.

4. Preserve the cultural heritage

Respect the traditions, spaces and the way of life of the Cree and Jamesian communities. A respectful approach will reward you with an authentic and enriching experience.

5. Support the hosting communities

From south to north, this 620- kilometre road takes you into the heart of a vast, isolated and majestic territory. The route Billy Diamond (formerly route de la Baie-James) was named in honor of the principal architect and chief Cree negotiator of the James Bay and Northern Quebec Agreement.

The route Billy Diamond, fully paved and maintained in winter, crosses a region where services are limited. Good preparation is therefore essential before venturing there.

Welcome to the end of Quebec’s northernmost paved road. Located beyond the 53rd parallel, Radisson is the world’s most northerly francophone community.

It is recommended to visit the Robert-Bourassa generating facility, followed by the La Grande-1.

Robert-Bourassa generating facility (La Grande-2)

Located 137 metres underground, it is the largest underground hydroelectric power station in the world. The guided bus tour takes you to the spillway, nicknamed the “Giant Staircase,” and to a dam as tall as a 53-storey building. Duration: 3.5 hours.

La Grande-1 Hydropower generating station

La Grande-1 is the last generating station to harness the waters of the La Grande River.

Did you know? Its construction required 640,000 cubic metres of concrete, enough to build a sidewalk from Montreal to Miami. Impressive, isn’t it? Duration: 3 hours.

Please note that transportation to the La Grande-1 generating station is not included. You should plan for an approximately one-hour drive on a fully paved road to reach the tour departure point.

A monument to ingenuity in the heart of Radisson

Visible at the entrance to the community, the 111-ton Turbine Wheel No. 9 stands proudly. It was the first turbine to be put into operation in the Eeyou Istchee Baie-James territory during the inauguration of the Robert-Bourassa generating facility in 1979. After 40 years of service, it now bears witness to the region’s energy history.

Route 167 is a paved road that connects La Doré, northwest of Lac-Saint-Jean, to Chibougamau. It leads to Route 113, route du Nord and Mistissini.

Refuelling! CAUTION! Fill up the gas tank at La Doré before you begin your trip. The next gas station is 200 km away in Chibougamau.

In 1971, the construction of a new road to the North replaced the former winter route. The Villebois arch, Porte de la Baie-James, stands as a reminder of this pioneering era.

Replica of the barge “La Rosanna”

Beginning in 1935, this territory was settled and cleared by men fleeing the hardship of the 1929 economic crisis. These new settlers came mainly from the Charlevoix, Saguenay, Lac-St-Jean, and Bas-St-Laurent regions. Aboard La Rosanna, a type of barge whose replica can be seen at the village entrance, they crossed the Turgeon River to clear this part of the country.

Category III lands

As elsewhere in Québec, hunting and fishing are allowed in accordance with applicable laws and regulations. North of the 52nd parallel, non-residents of Quebec are required to use a licensed outfitter for hunting and fishing.
