City Council Votes to Dissolve SCMPD P.O. Box 486 • Sav.,GA 31402

The Savannah City Council voted 8-0 today to send Chatham County a six-month notice of termination to dissolve the Savannah-Chatham Metropolitan Police Department, effective February 1, 2018. On that date, the City plans to begin operating a separate Savannah Police Department to focus on public safety in the City of Savannah. The move comes after Mayor DeLoach and City Manager Rob Hernandez sent letters to the County on June 29, 2017, requesting to meet within 21 days, as spelled out in the SCMPD Intergovernmental Agreement, to resolve several outstanding issues concerning the future of the SCMPD. The County did not respond, which led to Friday’s meeting Below is statement

read by Mayor Eddie DeLoach at today’s Special City Council Meeting: “Good Morning, this is not a meeting I or any of Council wanted to have. We had hoped we would have received a reply from the County during these 21 days. We can’t run a police department without communication, especially communication required by the merger agreement. “Myself and this Council have defined Public Safety as our top priority. We have endorsed the seven-minute response time Berkshire proposes and all the resources necessary to obtain that goal. This is not an issue to be debated or compromised. Lives and livelihood of our community depend on it. “Berkshire recommended the addition of 150 officers to provide a

seven-minute response time and detailed the costs that should be allocated to each entity. Four city employees, four county employees and five police officers met for more than 25 hours to guide this study. “County leaders and staff were jointly involved in the selection of this consultant, the directives provided for the study and the proceedings during the study period. It was only after the results of the study contrasted with the expectations of the Commission that any objections were raised. “We still do not know where the County stands on the length of the response time, or even if they desire to hire more officers for the department. These are not questions we can wait to have answers on.

ILA and Ivory Bay: Labor and Residents Align for Otis Brock Elementary School

International Longshoremen Association Local 1414 and Ivory Bay Community Development Corporation formed an alliance in support of Brock Elementary School. Brock has been struggling and placed on the Governor’s Need to Improve List. The school and children that attend are located in the same community as ILA Local 1414’s Union Hall. Ivory Bay is a Resident-Driven, non-profit, Community Development Corporation. This CDC uses Asset-based Economic Development to build wealth in Savannah’s Westside Neighborhoods. When Ivory Bay’s Neighborhood Alliance Team met with Brock’s Principal Gillian, it was found the 2 most common

giving support to the Elementary School that exists in the community where they work and live. Along with the Longshoremen team headed by brother Alonzo Miller, residents volunteered to assist at the event. It was a huge success. It was a lovefest. Residents and members have also committed to assisting Principal Gillian, going forward, in any community outreach that will support students and parents. ILA Local 1414 anticipates being more involved in Brock Elementary and the Westside Community. We are dedicated to helping to achieve excellent outcomes for students and families on the redeveloping Westside of Savannah.

BALTIMORE, MARYLAND--Francys Johnson, the 38-year-old civil rights attorney and pastor from Statesboro, stepped down as president of the Georgia NAACP Saturday at the 108th National Convention in Baltimore. Johnson is credited with restoring the voting rights litigation prowess of NAACP in Georgia while attracting younger professionals and bridging the gaps in Georgia between millennial activists groups such as Black Lives Matter. “Francys Johnson lent his talent, time and treasure to the Association at a critical time. I don’t think we’ve seen the last of his leadership,” said Derrick Johnson, newly appointed Interim President and CEO. Johnson, who has been mentioned as possible challenger to Rick Allen (R-Augusta) in Georgia’s 12th Congressional District, flirted with what’s next for the father of two in prepared remarks: “Our nation is in crisis. This moment calls for every head, heart, and hand to engage the work of ensuring that all the promises of our democracy are fulfilled. The upcoming election in 16 months carries consequences unlike

any other mid-term in our lifetime. This election will either reinforce and sustain the path we’re on — or change it. I promise no one will work harder to turn this momentum for change into a reality,” said Johnson. While Johnson stopped short of an announcement; the NAACP rules require officers to step down to run for public office. The day stirred many emotions for Johnson who served 30 years within the NAACP at every level including Youth Council, College Chapter, Adult Branch, State Conference and previous service on the National Staff as the Southeast Regional Director. “It’s emotional to step away from doing something you love,” said Johnson. “Street heat and legal teeth were the hallmark of Johnson’s leadership with the Georgia NAACP. He brought his marching boots and law books,” said Graylan Quarterman, a member State Executive Committee. During Johnson’s tenure that Georgia NAACP filed ten (10) federal or state lawsuits addressing racialized redistricting, voting caging and purging, as well as at-large voting. “He was

New Charter School Celebrates Grand Opening on First Day

Our State of Mass Incarceration By Traci Blackmon,

When his master heard the story his wife told him, saying, “This is how your slave treated me,” he burned with anger. Joseph’s master took him and put him in prison, the place where the king’s prisoners were confined. - Genesis 39:19-20 Over the last couple of weeks I have engaged in civil disobedience in the Senate building on Capitol Hill while speaking out in opposition to the proposed revisions to our nation’s health care laws. Ironically, the offense, on both occasions, was a refusal to cease public prayer in a federal building. I was not chanting, or trespassing, or even engaging in any direct confrontation of a senator or staff member. I was praying and pleading publicly for compassion to prevail. For this offense, I was arrested and taken to a holding cell for processing by Capitol police. In both cases, I consulted legal counsel prior to my arrest, knew the likely outcome of my actions, was prepared to pay the fine or post bail, and was as sure as anyone can be when arrested that I would be released

Sports Former SCAD Player, Coach Dies of Cancer

Roderick Echols, who played and later coached basketball at The Savannah College of Art & Design, died on July 15 at his home following a bout with cancer. Echols played three years with the Bees and later served as assistant coach for about ten years. The 6-4 forward averaged 12.2 points a game as a sophomore but slipped to average just 7.2 points a game his junior year. During the 1995-96 campaign, The Franklin, Georgia native finished his senior year with 10.9 points and 6.4 rebounds per contest. Most recently, he spent the past ten years working for Target. Echols was diagnosed with colorectal cancer in May 2012. He immediately began treatment while working the entire time and successfully completed it one year later. During this time, he and his family were invited to have their story broadcast to the world, via a Cancer Treatment Center of America commercial. As a result, many cancer patients and families were inspired and the Team Echols Foundation was born. With his wife Keisha, he started the non-profit organization to provide financial assistance to cancer patients and caregivers, a legacy that his family will continue on in his name. In August 2016, Echols was diagnosed with lung cancer, and like his first battle, immediately began to fight but lost his battle

within a reasonable time. For a few hours, my time was not my own and my agency was restricted. I was inconvenienced and uncomfortable, a small price to pay for social protest. I was not harmed. I also was acutely aware that my decision to be arrested would garner more press coverage than a routine arrest, and the majority of those normally arrested would not be home in time for a late night dinner. Some would stay overnight. Some would stay for months. Some would stay for years. And some would die in a cage. It would be comforting to believe that the majority of people in prison deserve to be there. It would be comforting, but it would be untrue. Nationally, over 60 percent of people in jail have not been convicted of the crime with which they have been charged. Black and brown people are disproportionately incarcerated, and in New York alone 85 percent of detainees cannot afford to post bail, even when the bail is less than $500. Inequity abounds in both race and class, and where there is inequity there is injustice.

The Southern Intercollegiate Athletic Conference held their annual Football Media Day on July 11 in Atlanta at the College Football Hall of Fame. Tuskegee was picked to win the west division with 75 points and 11 firstplace votes in the preseason poll. She is an ordained minister and product of the Savannah Chatham County Public Schools graduating from Groves High School, attending Armstrong Atlantic State University and graduating from Covington Theological Seminary. Felde r worked for the Savannah Chatham County Board of Education for 16 years and retired from the Engineering Technology Department of Savannah State University. Rev. Felder is known in

I humbly give thanks to our Awesome God, for those whom He sent out to go with me to the streets of Savannah, GA reaching souls. We go where the Police Department sends us when

they give us maps of the worst crime areas; because they say that “when we go out crime comes down!” Hallelujah! We know this is God’s work because only God can change a heart and we go all other places that the Lord sends us. We have seen alcoholics throw away their drinks; prostitutes get baptized, some became minister and evangelists. There is nothing impossible with God. He is a miracle working God, and I am living proof of what He has done for and with me. I most powerful one was on January 1, 2016, when I died on the table in ER at Memorial Hospital from a heart attack, and four white heart doctors were so, so afraid when they told me what had happened, and they gave me four pictures how a blood clot formed in my arm, and moved to my heart and burst! No Blood! No Life stares the bible. Hallelujah!! This year God used all the helpers with me to reach 12,132 souls for His Kingdom. We had two rallies on River Street, the Crime areas and all the other places that Lord sent us to. God is an awesome God, and all honor and praise goes to Him because He
