Former County Commissioner Joe Murray Rivers Passes

Mr. Joseph “Joe” Murray Rivers Jr. February 3, 1939 - April 5, 2017 Former County Commissioner Mr. Joseph “Joe” Murray Rivers, 78 transitioned on Wednesday, April 5, 2017 at St. Joseph’s Hospital surrounded by his loving family. Catholic Church located at 8412 Whitefield Ave. Interment: Oak Grove Cemetery. Joe Murray Rivers was born in Savannah, Georgia and graduated from Beach High School. He also attended the U.S. Air Force Institute (University of Maryland), City College of New York and Savannah State University. Joe Murray Rivers was preceded in

death by his father, Joseph Rivers, Sr.; mother, Sarah Frazier; sisters Evelyna Pope, Catherine Murray; brothers, Clarence “Gippy” Green, Vernon aka “Poor Murray” Murray and LeRoy Green. Joe Murray Rivers has served as the District 2 representative on the Board of Commissioners of Chatham County since 1985. During his tenure, Mr. Rivers became the board’s acknowledged leader on public transit, an active supporter of the Commission-Manager Plan, vocal proponent of increased minority participation in purchasing and in employment and avid supporter of minority and small business development. Nowhere can his leadership be seen in more tangible results than in public transit. As a County Commissioner, Joe co-sponsored the plan that restructured the community’s transit system. Through this restructuring, it became transformed from one of the worst in Georgia to one of America’s best (APTA Award Winner, 1989). Besides his leadership in championing the restructuring before the community

and General Assembly, Joe served as chairman of the Countywide Transit Task Force in 1985 and in 1991. He also served on the Metropolitan Planning Organization, which sets planning policy for transportation in the community. Joe Murray Rivers served as Region III President from 1991-1992 while remaining active in COMTO. Joe’s interest in health and indigent care prompted his service on the Chatham County Board of Health, which expanded service in the inner city during his tenure through the Teen Clinic, Women’s Clinic and the Mid-Town Health Clinic. Joe helped to champion an innovative approach to indigent health, which led to the reopening of the Westside Urban Health Center in downtown Savannah. As a member of the State Mental Health/Retardation/Substance Abuse Commission, he helped to restructure the delivery of these services statewide through the development and passage of HB 100. Joe Murray Rivers remained active in the Association of County Commissioners of Georgia (ACCG). See Rivers - Page 3A

The Beach High Athletic Hall of Fame, Inc. will host its 31st Annual Induction banquet on Saturday, April 22nd at 6:00pm in the Temple of Glory Community Church located at 1105 Stiles Avenue in the Eden Room. This year’s inductees will be Stanley Smart, Terry Scott, Leroy Varnedoe, Christy Marshall, Richard Frazier, Jr, Ernest Grant and Renetta Denise Gooddine Green. This year’s citations will awarded to Lester’s Florist and John Brown

(Post-Humous). In addition to the inductees the Hall of Fame will also honor the Beach High Girls 3-AAA State Champions along with the 1967 Boy’s State Champions. Stanley Smart made the All-City team at running back and also won the Finnocchiaro award along with being on the All-Region team. Against Benedictine, Smart ran a 38 yard run and caught a 29 yard pass to beat B.C 14-7. Renetta Gooddine

Green played softball (2nd base) and basketball. She was a starting pitcher and was also the team Captain. In basketball, she was the Captain and was voted the Most Athletic in the 1982 senior class. Green played from 1978-1982. Richard Frazier, Jr. was the Captain and Most-Valuable player on the J.C. AllCity Team. In 1973-74, he was the second leading scorer. Frazier averaged 16 points per game and 11 rebounds per game. He played in all tournaments.

In 1974, Frazier scored 19 points against Valdosta and scored the winning basket to win 53-51. He also had 13 rebounds that game. Terry Scott played football, basketball, baseball and ran track. Savannah State Honors Convocation Celebrates Academics, Innovation

Savannah State University’s (SSU) annual Honors Convocation recognizes the academic achievements of its students and faculty. This year’s ceremony was held on Thursday, April 6, 10 a.m., in the Tiger Arena. Each year, gold medallions are awarded to students with a GPA of 4.0; silver to a GPA of 3.5-3.99 and bronze to 3.0-3.49. This year, President Dozier introduced a new award to recognize faculty achievements. The top students from the College of Business Administration, College of Liberal Arts and Social Sciences, College of Sciences and Technology and the School of Teacher Education spoke to their peers about their accomplishments. Isaac Wright is a senior mathematics major from Savannah, Ga. His application interests are in statistics and industrial engineering. While at Savannah State University, Wright has been active in research, including off-campus summer internships at Pennsylvania State University, The Ohio State University and University of Michigan. Wright presented his research at various conferences and received two first place awards at the Emerging Researchers Nationals Conference in Washington, D.C. See SSU - Page 3A

Miller Named Georgia Outstanding Citizen

Carl Anthony Miller, local author, entrepreneur, and community leader recently traveled to the state capitol to be recognized as Georgia Outstanding Citizen, an honor bestowed upon him by State Senator Lester Jackson, III. Miller was recognized for his long-standing commitment to community development and improvement. While at the capitol, Miller was able to meet with several state officials, to include Governor Nathan Deal, Lt. Governor Casey Cagle, and Secretary of State Brian Kemp. Sigmas Take Over Freeport For Regional Conference

is rotated through the states of the Southern Region of the fraternity—Alabama, The Bahamas, Florida, Georgia, and Mississippi. The region will host next year’s conference in Savannah, Georgia. Phi Beta Sigma Fraternity was founded at Howard

University in Washington, D.C., January 9, 1914, by three young African-American male students. The Founders, Honorable A. Langston Taylor, Honorable Leonard F. Morse, and Honorable Charles I. Brown, wanted to organize a Greek letter fraternity that would

truly exemplify the ideals of brotherhood, scholarship, and service. The Founders deeply wished to create an organization that viewed itself as “a part of” the general community rather than “apart from” the general community.

Dr. Donna Gwyn Wiggins, a Savannah native, was recently awarded The University of North Carolina System Board of Governors Award for Excellence in Teaching. It is presented annually to one professor at

each constituent institution in the State of North Carolina. The Teaching Awards were established in 1994 to underscore the importance of teaching, and to encourage, identify, recognize, reward, and support good teaching within the University. Dr. Wiggins is an Associate Professor in the Department of Music. She has served as a faculty member at WinstonSalem State University in Winston-Salem, North Carolina for 16 years.

Dr. Wiggins is the daughter of the Late Rev. and Mrs. Willie Gwyn of Savannah, Georgia. She is a 1975 graduate of Windsor Forest High School, and a 1979 graduate of Georgia Southern University with a Bachelors Degree in Music Theory and Composition. Dr. Wiggins’ post-graduate degrees include the Masters of Science Degree in Teaching (1985) from Georgia Southern University, and a Ph.D in Curriculum and Supervision from the University of Iowa in 1997.

Almost 300 guests attended the Ministry of Tourism/Phi Beta Sigma Southern Region Collegiate Awards Luncheon April 8, 2017 at the Grand Lucaya Pavilion. The fraternity awarded collegiate members of the fraternity awards in Social Action, Education, Bigger Better Business, outstanding chapter reporting and many other categories. Alumni chapters were also honored. The two top teams in the region for debate and oratory competed at the luncheon as well. The Bahamas won both categories. More than 300 guests attended the annual conference held in Freeport.

Brianca Wright from Florida is crowned Miss Phi Beta Sigma for the Southern Region at the pageant April 8, 2017 at Grand Lucaya Conference Center. She will now move on to represent the fraternity in the international competition for Ms. Phi Beta Sigma this summer in Detroit. The current Miss Phi Beta Sigma Cyndi Walker crowned the new southern queen. More than 300 guests attended the annual conference held in Freeport.

Freeport, Bahamas – The Southern Region of Phi Beta Sigma Fraternity Inc. took over Freeport for the annual conference bringing in a much needed economic boost for the island. More than 300 brothers, wives and guests attended the conference held at the Our Lucaya Convention Center April 6-9, 2017. The Ministry of Tourism and the Minister of Tourism Hon. Obie Wilcombe were integral in bringing the conference to the island. “Minister Wilcombe fully supported this conference on the island which is only the third time that we

have held the conference outside of the continental United States,” said State Director for The Bahamas in the fraternity Christopher Saunders. “Many of our brothers and guest got a passport for the first time to attend this conference and we wanted to make sure they had a good time.” It is estimated that the group injected close to $200,000 into the island’s economy. Both the Lighthouse Point and Pelican Bay resorts were sold out for the weekend. “But more importantly we were thinking about the adage that if a visitor gets

some sand in their shoes they are bound to return to The Bahamas,” Brother Saunders added. “Thanks to the ministry’s help I think we got a lot of sand in a lot of shoes over this weekend.” The Ministry of Tourism sponsored several of the weekend events including the Ministry of Tourism Collegiate Award Luncheon and the opening ceremony complete with junkanoo. “That gave us a great feel of the islands,” said Southern Regional Director Roy Edmunds. “From the junkanoo of the opening ceremony, brothers had a great time here on Grand Bahama Island. Brothers can’t stop talking about the great time they had over the weekend.” Over the weekend the U.S. based fraternity set its agenda for the next year on how to support the community. The organization’s thrust includes social action, education and bigger better business. “In between the fun we got down to business and we were able to make sure all of our chapters are ready to impact our communities in meaningful ways. That’s the most important reason we are here this weekend.” The annual conference

City Launches Online Utility Bill Payment

The City of Savannah is now offering online credit card payment for City-issued utility bills. Customers can access the online payment portal at www.savannahga. gov/utilitypay. Customers currently receive one bill every two months for water, sewer, and sanitation services. While automatic bank account drafts have been available for a number of years, this will be the first time that online credit card, debit card and eCHECK payments will be received. “We hope our customers find this new online bill payment portal to be a convenient and easy-to-use option for paying their utility bill,” said City of Savannah Revenue Director Cindy Landolt. “Online bill payment has been a long-requested feature, and we are happy to now offer it.” To make a payment, customers will need their Account Number and Barcode located on the payment coupon of their bill. An email address is required for all online payments. Accounts with a ZERO balance are not available online at this time. To pay using credit/debit cards, the payment amount must be under $300. There is a $3.50 transaction fee to use credit/debit cards. To pay using eCHECKS, the payment amount must be under $1,000. There is no fee to pay using eCHECKS. Customers wishing to pay by eCHECK will need their checking or savings routing number and account number including all zeros. The minimum payment amount is $10.

Liberty City-Richfield-Southover Community Association’s monthly meeting was held Monday, April 3, 2017, at 7:00 p.m. in the liberty City Center. Mr. Howard Lipscomb presided. The Inspiration was done by Mrs. Lavita Whatley entitled “Easter Is A Time To Remember A Young Man Named Jesus”. Guests were introduced by President Lipscomb and included the Fire Department, Police Department, City Representatives and County Representatives. Captain Christina Windsor gave a very detailed

presentation on crime in West Chatham and others gave important information relevant to lCRS residents. The business meeting was conducted and important dates to remember are Easter- Sunday, April 16, 2017, Earth Day- Saturday, April 22, 2017 and Arbor DayFriday, April 28, 2017.
