Mr. Reginald Willis Brown, 92, transitioned his earthly life at Hospice of Savannah on October 13, 2017. He was born in Savannah, GA on January 31, 1925 to the late Mr. William Brown, Sr. and Mrs. Helen Thompson Brown. His parents instilled into his life the values of hard work, a desire to pursue education opportunities, strong family relationships and service to God and to his country. These values were exhibited throughout his life. In 1939, he was baptized into the Christian faith under the pastorate of the Rev. Lawrence Marcellus Glenn at the Historic First Bryan Baptist Church, where he maintained his fellowship until his death. In 1942, President Roosevelt established a presidential directive giving African Americans an opportunity to be recruited into the Marine Corps. Mr. Brown seized upon this opportunity to serve his country as an adventurous seventeen year old. He enlisted in the first unit of Black Marines known as the Montford Point Marines in 1945 with his parents written permission due to his age. Because of the segregation of the armed services he was sent to Camp Montford Point, an installation near Jacksonville, North Carolina, just outside of Camp Lejeune. He and over 19,000 black Marines who also trained at Montford Point served courageously and with distinction in the Pacific during World War II. After many decades, he was awarded with the Congressional Gold Medal, the nation’s highest civilian honor at Capitol Hill, in Washington, D.C., for his heroic and dedicated service as a Montford Point Marine. On June 27, 2012, this historical celebration was attended by his family and over 360 other Montford Point Marines. Additional honors were given on June 28, 2012 with a reception and parade hosted by the Marine Corps of Washington, D.C. Following the war he returned to Savannah and graduated from Alfred E. Beach High School in January of 1949. He also married Mrs. Dorothy Floyd Brown to which their covenant vows remained strong for over 65 years. In 1953, he completed his undergraduate studies in Agricultural Education for Fort Valley State College (now University) in Fort Valley, GA. He began his teaching career in the Fall of 1953, in Fort Valley, GA late returning to Savannah in 1956. He continued his career with the City of Savannah serving as Superintendent of the Water Treatment Plant for over 30 years retiring in 1995. Mr. Brown was a man with many skills. He enjoyed gardening, carpentry and house

Alderman Johnson Announces Intention to Reduce Penalties for Marijuana Possession

Front row: Bernie Polite (president Community Help), Anita Smith-Dixon (City of Savannah, Housing Depart.), Carol Bell (Mayor Pro-Tem), Claudia Clarke (Community Help board member), Ruby Lipscomb (Community Help board member), Kimberly Thompson (Community Help board member)

Community Help, Inc. , a not for profit, community development corporation, went before Mayor Eddie Deloach and City Council of the City of Savannah, Georgia to receive an acknowledgement for the work it has done. Bernard Polite, president of the organization was the first of three board members to speak. He said, “On behalf of the Board of Directors and Volunteers of Community Help, Inc., I want to express our gratitude to you and the citizens you serve.

Your kind and thoughtful words are not wasted; but rather you inspire us to do more. It is our intent to continue to serve Savannah and Chatham County,” Claudia Clarke, who is employed as a vice president with Carver State Bank, brought specific news regarding one of their areas of work. She said, “First, we always try to work with partners in order to get more “bang for the buck”. During this last year, an example of this includes roof replacement

and minor home repair for home owners in need of help. In concert with the City of Savannah and other funding sources; we were able to complete 18 projects. Our financial contribution totaled slightly over $36,000.00. Through the synergism of partnerships, $177,315.00 represents the total cost of the work on these eighteen homes. Incidentally, she said, through September of this year, working in partnerships, we have completed

A l d e r m a n Va n R . Johnson, II, First District Alderman of the City of Savannah,GA , announced his intention to present to the Savannah City Council, within the next 45 days, draft language to enact an ordinance that will reduce the penalty for individuals carrying less than 1 ounce of marijuana from the current maximum rate of $1,000 to $150. He also proposes eliminating jail time for those individuals and reducing punishment to a citation within Savannah City limits. A similar ordinance was recently passed and signed in Atlanta. “This proposal does not minimize the fact that marijuana is still illegal in Georgia and does not decriminalize it, which is not be allowed under the State law” says Alderman Johnson. He adds “however, I

believe that it does spare many young people (and some older people) of the arrest and arrest records that make it difficult to obtain employment, housing or to attend school. Further, my proposal would directly address glaring demographic disparities in arrest rates for this offence, due to disproportionate minority contact. Additionally, I believe that this ordinance will relieve our criminal justice system and courts of these types of cases, allowing police, prosecutors and courts to focus on and address violent crime more efficiently.” He also proposed that that 20% of the fines collected be earmarked to offset the cost of drug treatment for those who want to seek it. Alderman Johnson has sought input from the Savannah City Manager, City

Alderman Van R. Johnson First District Alderman

Attorney, Savannah-Chatham Metropolitan Police Chief and the District Attorney of the Eastern Judicial Circuit to offer input prior to his presentation before Council. The Savannah community will be afforded at that time to consider the proposal and make their thoughts known to the members of the Savannah City Council.

SAVANNAH HERALD NEWSPAPER

Report Card First District Fourth Edition

The two cities of Savannah, Georgia. There is Historic Downtown Savannah and the rest of us. I attended two West Bay Street expansion meetings. This project begins at Bay and MLK Streets to the foot of the Dorothy Barnes Pelote viaduct. The first meeting was held on August 22, 2017, and the second was held on October 12, 2017. In less than 60 days, I witnessed an introduction at the first meeting and at the second meeting, the results were presented with options one or two and a combination of options one and two to create a third option. More information to follow. This is not the experience that the rest of the city receives. The resources and efforts put forth should be spread across the city. Citizens, who are the taxpayers, should be put first. Historic Savannah should not be first to receive resources. We are courted for our votes at election time to support candidates and projects that do not ever seem to get started. Before election day, we can’t turn on the television, radio, get mail out of the box, or not be interrupted by annoying telephone calls during the election season. After the swearing in of new Officials, SILENCE!!! Here we are, nearly two years into the Deloach term,

and the FUNDED Arena is still not underway. The SPLOST 5 vote of 2005 has not shown any return to the First District. We must hold the Mayor, Eddie Deloach; Alderman At Large Post 1, Carol Bell; Alderman At Large Post 2, Brian Foster, and our First District Alderman, Van R. Johnson, accountable. WHAT DOES THIS MEAN? We must judge them on election day as if they were applying for a job to take care of a sick loved one. THE DISTRICT IS SICK! What did they promise? What did they start and complete? Did they keep the District informed? Did we see them? Did they address our concerns? Did they return our phone calls? Did they improve the District? Look around. Ride or walk your neighborhood. Do the same in communities close to you. View the ENTIRE District and see for yourself if this is the community we want. Our Mayor said at a city council meeting “we have failed you” and today the failing continues. The First District was rocked with some shocking news on Friday, October 13, 2017. Three of our Golden Age Programs were notified by the City of Savannah, that they would be closing. Our seniors at Hudson Hill, Carver Village, and Woodville

received this information on Friday the thirteen in the form of a flyer. Once members of the community were made aware of this problem, phone calls were made. Our Alderman, Van R. Johnson, knew nothing of this reckless ordeal. After several calls, this issue was resolved the same morning and our golden age centers will remain open. City Staff cannot carry out a policy change of this magnitude without the direction or approval of the City Manager, Ron Hernandez. The First District residents had no notification of this policy change from our four elected officials. This incident should have NEVER HAPPENED! This was a back door deal that SHOULD have gone before City Council. We have yet to see, or hear, a public apology to the three communities slated for closure. Two of the three communities are line items in SPLOST 6 with a million dollars for the Hudson Hill Community Center expansion along with Woodville. Will these projects be stalled just like the Arena Project? What we are seeing is the redirection of funds from the First District, once again. Trash Pickup Price Increase!!!!!!!!!!

On Sunday, October 22, 2017, at 10:30 a.m. the Elise Freeman Stewardess Board of Bethel African Methodist Episcopal Church will celebrate its 33rd Anniversary. The Reverend G. Lind Taylor, dynamic and knowledgeable, will bring the message. The former Senior Pastor of First Congregational Church in Savannah, Dr. Taylor has more than forty years in Christian ministry and extensive experience with community based work throughout the United States. This includes twenty-nine years of pastoral experience serving churches as Senior Pastor in Baltimore, West Virginia, Los Angeles and Atlanta. The late Reverend Joel L. Butler organized Stewardess Board No. 3 on September 21, 1984. On October 27, 2002, Reverend Charles W. Purnell renamed it the Elise Freeman Stewardess Board in tribute to President Emeritus Elise Freeman (deceased), who served faithfully for many years in a loving and nurturing manner. George Dingle Memorial Scholarship Banquet To be Held at Second Arnold

The 23rd George Dingle Memorial Scholarship Banquet will be held at Second Arnold Baptist Church, 1427 E. 37th Street on Saturday, October 21, 2017 beginning at 6:00pm. This year’s theme is “Education Challenges of Today and Tomorrow in Life. The Scriptural reading is taken from Psalms 31:24 “Be of good courage, and he shall strengthen your heart, all ye that hope in the Lord.” Our guest speaker will be Mr. Derrick Dozier-Muhammad, Interim Executive Director of High School Governance of Savannah-Chatham County Public Schools. This year’s chairperson is Sis. Alfrieda

Brinson. Tickets are $25.00 per adult and $12 for children 12 and under. Mr. Muhammad moved to Savannah in 2001 to join the Savannah Chatham County School System. He served as an Assistant Principal at Groves High School for two years and Johnson High School for two years before becoming Principal of Johnson High School in 2005 at the age of 34 and served in that capacity until 2007. As principal of Johnson High School, he helped the school make huge academic gains, which included making AYP three years in a row. While Principal of Johnson he also served as an evening adjunct Biology Professor at Armstrong Atlantic State University. In 2007, Mr. Muhammad left Johnson High School to become the Director of Career and Technical Education and the Administrator of Woodville Tompkins Technical Career Institute. He served in this position from 2007-2010 helping build business partnerships and create the programs now offered at Woodville Tompkins High

The historic Second African Baptist Church is praising God for the great things He has done and is doing in the life of the church. Excitement fills the air, we are delighted to announce that after a long and prayerful search, God has answered our prayers for a new pastor. The membership believes the Lord has allowed them to identify a person who has the heart of God and will be an excellent fit for their people. He is energetic and enthusiastic about this assignment. We are delighted to welcome our 22nd Pastor, The Rev. Xavier L. Creekmur, a native of Richmond,

Virginia. He served more than 20 years in the United States Army and Army Reserve both as Enlisted and Officer ranks. He is a former Associate Minister of the Beulah Grove Baptist Church, Augusta GA. His wife Dr. Chaundra Creekmur, of Augusta, Georgia is an author and Associate Professor at Savannah State University. They have three children, Angel, Jaxson, and Joshua. Pastor Creekmur and his family are overjoyed to begin their service to the Lord in the Savannah community, as they enter into fellowship and give leadership to the Second African

Derrick Muhammad

School. In 2010 Derrick Muhammad became Principal of the historic Alfred Ely Beach High School. In five years, he helped turn one of Georgia’s academically lowest performing schools into a school that is meeting above the district and/or state average in almost every area. Beach High School is now recognized as one of America’s top schools by U.S. News and World Report. In June of 2017, Superintendent Dr. M. Ann Levett promoted Mr. Muhammad to Interim Executive Director of High School Governance. Mr. Muhammad firmly believes that every student can learn when good teachers are in front of them. He recognizes that if the correct support systems are in place, students can reach their full potential. The playing field is leveled and the achievement gap ceases to exist. If you can, please join us on Saturday, October 21, 2017.
