by Jim Richmond Sponsored by The Saratoga County History Roundtable Contact The Saratoga County History Roundtable at: saratogacohistoryroundtable@gmail.com The compilation of “Saratoga County Stories” began in the spring of 2020, during the Covid19 pandemic, a time when we were all experiencing a major paradigm shift in our daily lives. Among many disruptions, the pandemic halted the activities and programs of libraries, historical societies, and museums, taking away an important aspect of socialization and learning. Stepping in to help fill that gap, the Saratoga County History Roundtable began weekly publication of articles on local history. They were written by “history buffs,” including municipal historians, independent historians, and people with a passion for history.

It is to these authors that we owe a debt of gratitude for sharing their stories with us. Fifty-eight of those stories have now been compiled into a book that will be available for sale and signing beginning at Author Events at Brookside Museum in Ballston Spa on Saturday, October 23 from 2-5 p.m. and at Historic Grooms Tavern in Clifton Park on Sunday, Nov. 7 from 2-4 p.m. Several authors will speak at these events.

Every county has its stories. There are settlement stories describing the first intrepid European settlers, carving out their homesteads in a wilderness still populated with Native Americans. There are stories of men and women laying out the foundations for future communities. There are stories of those who answered the call of duty in time of conflict. There are stories that remind us of the power of nature – snowstorms, fires and floods – that had long-term effects on our communities and their citizens. There are personal stories of families and individuals whose presence and influence on our communities extended far beyond their lifetimes. There are stories of saints and sinners, often ensconced in the lives of the same people.

This book is about those stories taken from the history of Saratoga County, whose first European settlers arrived over 350 years ago. Bounded on

three sides by two rivers, the Hudson and the Mohawk, the county’s early history is a tale of three cultures. The Dutch settled along the rivers beginning in the mid-17th century, 100 years before the settlement of the northern and western area

by New England Yankees on the eve of the Revolution. The Mohawk tribe of the Iroquois Confederacy preceded the Dutch and the English, leaving a lasting influence on both.

and French empires during the colonial period. Still the land of the Mohawks until the Kayaderosseras Patent was opened for settlement in 1770, the county beyond the rivers remained sparsely populated. As New Englanders began migrating west into New York in search of available land, the population swelled. Early settlers were of two minds during the American Revolution, often divided in their allegiance between rebels and loyalists.

The growth of settlement was slowed by the unique location of the county on the borderland between the competing British

The influx of settlers after the war for independence fostered the development of farmlands and small villages. Two of these villages in the center of the county grew because of a natural phenomenon – the mineral springs of Ballston Spa and Saratoga Springs. By the mid-19th century, these villages developed beyond their common beginnings. Saratoga bloomed into a famous resort, touting the healing medicinal powers of the springs, while Ballston became the county seat and relied on the waters of Kayaderosseras Creek for industrial development. River towns like Vischer Ferry, Rexford, Waterford and Mechanicville took advantage of the Erie and Champlain canals to become bustling centers of commerce.

The hinterlands developed slowly as pastoral farmland, and more remote and scattered settlements in the northern towns relied on the woodlands for their development.

The recent history of Saratoga County is one of exponential growth, aided by the Adirondack Northway and the development of Tech Valley, which has accelerated the transformation of the county into a land of expanding suburban development bounded by rural areas that recall a former time.

Every county has a unique story, carved out of its location, time and place in the larger context of our country’s story. This compilation tells the unique story of Saratoga County, highlighting the people, places and events that contributed to our history, and by extension, the history of our nation.

Publishing this book has been a labor of love for the Publication Committee of the Saratoga County Historical Society at Brookside Museum. The team of Isobel Connell, Bob Conner, Cindy Corbett, Jim Richmond and Lauren Roberts transformed this concept into a reality with the wonderful support of the contributing authors. The proceeds from sales of this book will benefit the work of the museum in sharing the history of Saratoga County.

City Police: Man Killed in Fatal Crash Oct. 12 SARATOGA SPRINGS — A 54-year-old city man was killed when his motorcycle was involved in a crash with a pick-up truck on State Route 29 Tuesday night.

At approximately 7:48 p.m.

Tuesday, the Saratoga Springs Police Department responded to an accident at the intersection of State Route 29 and Brook Road.

Police said 54-year-old William Benton, of Saratoga

Springs, was traveling westbound on Route 29 while operating his 2017 Harley Davidson motorcycle. An 81-year-old Middle Grove man, who was not identified by name in a press release issued by the city, was traveling eastbound on Route 29 and operating a 2016 GMC Sierra pick-up. The GMC was in the process of taking a left turn onto Brook Road when the two vehicles collided.

It initially appears the pick-up failed to yield the right-of-way to the motorcycle, according to police.

Benton was pronounced dead at the scene. The driver of the pickup did not suffer any injuries. Each vehicle involved in the crash had only a driver and no passengers.

Police there is no indication of drug or alcohol involvement at this time, and that the investigation is ongoing.

Debates Kick Off SARATOGA SPRINGS — Saratoga TODAY hosted the first night of live debates on Tuesday, Oct. 12. The event, which took place at the Saratoga Springs City Center featured candidates for Commissioner of Public Safety, Commissioner of Accounts, and the two Saratoga Springs seats on the County Board of Supervisors.

“It was a good night” stated Saratoga TODAY Publisher, Chad Beatty. “We had a few technical hiccups with the Facebook Live

feed, but it was a great learning experience, and we have a list of action items which will dramatically improve viewership quality for next week’s final debate.”

On Thursday, Oct. 21, Saratoga TODAY and Spa City Digital will host their final night of debates for Commissioner of Finance, Commissioner of Public Safety, and Mayor of Saratoga Springs.

“I expect the upcoming debate to be more politically

charged based on the positions, topics and personalities,” Beatty added. “It is nice to have in-person events again and allow candidates to go head-to-head in live debates.”

The debates can be viewed on the Saratoga TODAY Facebook page. The schedule for the final debates is as follows: 6:00 – 6:30 p.m.

Legislation Supporting Dependent Adult-Aged Children with Disabilities Is Signed Into Law SARATOGA — Legislation to help families of dependent adult children with developmental disabilities continue receiving child support payments past the age of 21 has been signed into law.

Assembly members Carrie Woerner, D-Round Lake, and Mary Beth Walsh, R-Ballston, both sponsored the legislation.

“This critical, common-sense piece of bi-partisan legislation will help the custodial parents

of dependent adult-age children with disabilities support and provide for their families,” Woerner said in a statement. “The needs of children with disabilities extend beyond the age of majority, and child support payments can be a lifeline for custodial parents to care for and meet the needs of their children.”

The legislation recognizes that just because a child or adult child dependent reaches the age

of 21, their day-to-day needs do not end. A young adult with ID/ DD may need more time and support to achieve his or her ‘best life,’ whether through employment, education, training, or housing.

The legislation will extend the support responsibility for both parents to the age of 26, in order to ensure these needs continue to be met.

James Joseph Byrne SARATOGA SPRINGS — James Joseph Byrne, a mentor to many and a friend to everyone – passed away on October 9, 2021, after a long-fought battle with cancer surrounded by his wife and children. He was 78.

Jim and his wife Sharon moved to Saratoga Springs in 1970 where he opened his dental practice, and they raised their six children. He was the happiest walking the streets of Saratoga Springs and Lake Placid with

his wife, working at his office alongside his son Brian, and his seventeen grandchildren were his heaven on earth.

He was a warm, witty, and loving person who worshipped God with both his words and his deeds, and who believed in people more than they believed in themselves.

Educated at St John’s University, Temple Dental School and University of Buffalo’s orthodontics school, he was wise beyond his education.

He will be remembered for his teasing jokes, his love for the City of Saratoga Springs, his

COURT Andrew V. Cino, 28, of Rexford, pleaded Oct. 4 to felony DWI, in connection with an incident in Saratoga Springs.

Cramer, 21, of Stockport, was sentenced Oct. 6 to 2 years’ incarceration on the charge of sexual abuse in the first-degree, 1-1/2 years on the charge of patronizing a prostitute in the seconddegree, and 1 year on the charge of patronizing a prostitute in the third-degree. All three sentences to run concurrent to each other. The initial charges date to June 2020 in the town of Halfmoon.

POLICE An early morning altercation in the 20 Lake Ave. parking lot resulted in the arrests of four people. Saratoga Springs police said they were called to the lot at approximately 3:08 a.m. on Saturday, Oct. 2 where they discovered four victims of an assault/ robbery. The victims - one man and three women - are between 20 and 26 years of age. One woman suffered the most serious injuries of the four - cuts and lacerations to her head and face - which required treatment at Saratoga Hospital.

After securing descriptions of the four suspected offenders, officers located four persons-of-interest on Woodlawn Avenue. Justin Rue, 36, of Saratoga Springs, was charged with Robbery,

Krista M. Leverette, 32, of Rensselaer, was charged with Criminal Possession Weapon misdemeanor, and felony Robbery, Assault, and two counts Criminal Possession Stolen Property. Michelle A. Betts, age 29, of Albany, and Antonia J. Dean, 29, of Hudson Falls, were each charged with felony robbery, and misdemeanor assault.

Police said the two groups had an exchange of words earlier in the night but did not otherwise know one another.

The four people charged are suspected of attacking the victim group, causing injuries and taking their personal property. Police indicated the weapon was a cell phone, allegedly used to repeatedly strike one of the female victims in the head and face.

Makyla P. Minius, 21, of Troy, was charged Oct. 4 with 2 counts felony grand larceny, in connection with an alleged incident that occurred Aug. 30 at the Best Buy Store on State Route 50 in the town of Wilton. Minius is accused of stealing merchandise worth a value totaling over $8,000, according to the Saratoga County Sheriff ’s Office. The

case is still under investigation and additional arrests are expected.

On Oct. 4, the Saratoga County Sheriff ’s Office Narcotics Unit arrested Gina M. Battista, 29, of Gansevoort, after a lengthy investigation into drug trafficking within Saratoga County. Battista was allegedly distributing quantities of heroin and fentanyl throughout the county.

Charges: criminal sale of a controlled substance, criminal possession of a controlled substance. Both charges are felonies and additional charges are pending.

Daniel Perodeau, 28, of Saratoga Springs, was charged Sept. 26 with harassment, and misdemeanor criminal contempt.

Kelly Hartford, 58, of Saratoga Springs, was charged Sept. 24 with misdemeanor DWI, misdemeanor aggravated DWI, and failure to keep right.

Steven Tourtellot, 47, of Saratoga Springs, was charged Sept. 24 with misdemeanor assault.

Courtney Ries, 20, of Wynantskill, was charged Sept. 26 in Saratoga Springs with criminal mischief, and obstruct governmental administration.

Meghan King, 19, of Hudson Falls, was charged Sept. 26 in Saratoga Springs with aggravated unlicensed operation

Nicole Hess, 34, of Schenectady, was charged Sept. 24 in Saratoga Springs with aggravated unlicensed operation, a misdemeanor.

25 with harassment, resisting arrest, and disorderly conduct.

Joseph Albright, 30, of Fuera Bush, was charged Sept. 26 in Saratoga Springs with criminal possession of a controlled substance.

GREENWICH — The National Society Daughters of the American Revolution (NSDAR) Willard’s Mountain Chapter invites the public to attend a dedication ceremony for a plaque they are placing in the Battenville Cemetery located at Co. Rte. 61 in the hamlet of Battenville across from Skellie Rd, Greenwich. The ceremony will be held Sunday, Oct. 24 at 2 p.m.

Susan B. Anthony penned the words now engraved on the plaque in 1905 in a letter she sent to a Battenville family she had known when she was a child. In the letter, she said that if she lived until the following spring, she intended to have the words engraved on the back of a monument her brother, D.R. Anthony had purchased to honor the memory of their grandfather, Daniel Read, a veteran of the Revolutionary War. Unfortunately, D.R. Anthony ordered the monument, but passed away in November 1904 before it was delivered to the cemetery.

In 1905, the monument was put in place of the “footprint” of the Reformed Church which used to stand on the left side of the cemetery. Sadly, Susan did not live until the next spring to have the stone engraved. The letter was filed away with the family to whom she had sent it, and for 116 years no one knew what she had planned to do. Until last spring, when Willard’s Mountain Chapter chaplain, Debi Craig,

was researching Susan’s life in Battenville and came across the Raab Historic Documents website where she found a transcription of the letter which had been sold at auction by the family who had it in their possession.

Debi went to the Willard’s Mountain Chapter with the idea to inscribe the monument, and the group decided to raise the needed funds. Susan herself had become a member of the Irondequoit Chapter of the NSDAR (Rochester) in 1898. There was not enough room on the back of the monument to add the wording, but the Willard’s Mountain Chapter contacted the International Bronze Company who designed a plaque.

Willard’s Mountain reached out to their members and the community and raised the needed money to create the plaque, and would like to thank all those who helped to make the purchase of this plaque and its placement in the Battenville Cemetery possible.

Residents Invited to Free Virtual Alzheimer’s Educational Conference The Alzheimer’s Foundation of America (AFA) will host a free virtual Alzheimer’s educational conference for New York residents on Tuesday, Oct. 19. The conference, from 10 a.m. to 12:30 p.m., is free and open to everyone, and will allow participants to learn from, and ask questions of, health, caregiving and longterm care experts. Sustainable Saratoga’s Recycles Day Brings Nearly 20,000 Pounds of Electronics SARATOGA SPRINGS — Participants dropped off more than 150 TV’s and monitors, contributing to the almost 20,0000 pounds of electronics during Sustainable Saratoga’s 5th annual Saratoga Recycles Day. Sustainable Saratoga, a not-forprofit organization that promotes sustainable practices and the protection of natural resources, reports the electronics will be responsibly recycled and kept out of landfills.

Nearly 400 vehicles passed through this year’s event.

Planit Waste, Recycling & Salvage and eLot Electronics Recycling collected electronics and scrap metal, and American Clothing Company collected 6675 pounds of clothing and textiles.

Bags filled with men’s shoes, jackets and clothing were donated to the Backstretch Employee Service

Team to benefit the backstretch workers at Saratoga Racetrack.

Approximately 20 bikes were dropped off, which Bikeatoga volunteers will fix up this winter. The Saratoga Lions Club collected over 400 pairs of eyeglasses, and Wellspring received 106 cell phones.

New this year, We Are Instrumental received 14 instruments that they will repair and get into kids’ hands; the Domestic Violence Project collected 1,500 pieces of children’s clothing and 50 backpacks for domestic violence survivors and their children, and Pitney Meadows Community Farm collected about 90 garden tools and hoses. All of these items will be reused, helping both individuals in need and the environment.

Soroptimist International of Saratoga County to Award up to $5K for “Live Your Dream” Awards SARATOGA — Women who provide the primary source of financial support for their families are encouraged to apply for the Soroptimist “Live Your Dream” Award.

Soroptimist International of Saratoga County, an international volunteer organization for business and professional women, is offering grants up to $5,000 to be used for expenses related to education. In addition to being the primary wage earner, applicants must: Demonstrate financial need; Be accepted or enrolled in an undergraduate or vocational skills training program; Be a resident of any of the locations where there is a Soroptimist Club, and Not have previously been a recipient of this award.

Nov. 2: Ballot Proposal 3 There will be Five Statewide Proposals on Election Ballots in 2021. This is Ballot Proposal 3: Eliminating Ten-Day-Advance Voter Registration Requirement The proposed amendment would delete the current requirement in Article II, § 5 that a citizen be registered to vote at least ten days before an election and would allow the Legislature to enact laws permitting a citizen to register to vote less than ten days before the election. Shall the proposed amendment be approved?

Explanation: Section 5 of Article II of the New York Constitution now requires that a citizen be registered to vote at least 10 days before an election. The proposed amendment would delete that requirement. If this amendment is adopted, the Legislature will be authorized to enact laws permitting a citizen to register to vote less than ten days before the election.

Letter TO THE EDITOR John Safford: An Introduction I was 15 when John Kennedy said, “ask not what your country can do for you but ask what you can do for your country.” I was 18 when he died. I knew nothing about politics in HS and College except that a Catholic had been elected President. His words were what I thought it meant to be a good citizen and I very much wanted to serve my country. Vietnam changed all that.

Through the ROTC program at Canisius College, I signed up for the infantry and after graduating and attending Infantry Officer training at Fort Benning, GA, I was assigned to a then top-secret intelligence course at Fort Devens, MA, followed by a special TS+C course at Fort Holabird, MD. My job was to become the commander of a first line of defense field operation detecting and identifying nuclear detonations anywhere in the world but, for my command, specifically in Russia and China. This, together with the death of a number of my fellow officers and friends in Vietnam and the popular firestorm in the USA denigrating them and all of us who were serving, was my introduction to real politics.

I grew up (age 15 to 25) in the 1960’s. By the time I left active service in 1970 I had absolutely no interest in anything to do with government or service or even country. I was in bad shape for about six months until I decided to learn about this new thing called a computer and I trained to program them at a school in Syracuse, NY. I have done okay since then, but the purpose of this introduction is to try to explain to you and myself why I decided to run for elected office at the age of 69, how I found out that I was a conservative and why I haven’t given up trying to win an election. In a nutshell, I believed what John Kennedy said and I still do.

As a veteran, I want to honor and encourage every soldier who has or will serve. As a businessman and conservative, I want to provide the basis and incentive for every citizen to grow both personally and economically. As a considerate Christian, I want to be involved in caring for anyone in need of food or shelter.

All of these goals can be realized as your next Supervisor for Saratoga Springs.

Skidmore To Build New Hockey Locker Facility at Weibel Ice Rink, Will Provide City Over $600K SARATOGA SPRINGS — Skidmore College was authorized to build a new hockey locker facility at the Weibel Ice Rink and provide over $600,000 to the City for license fees and improvements to the rink complex, Commissioner of Public Works Anthony “Skip” Scirocco announced last week. The license agreement was approved by the City Council Oct. 5.

Under the agreement, Skidmore is granted a license for 3,124 feet of land adjacent to the Weibel Rink, for 10 years, to construct new locker room facilities.

The college is authorized to construct the new locker room facility at their own expense and will maintain the area and cover the cost of all utilities during the term of the license agreement. Skidmore can opt to renew the license agreement for an additional 10 years, and at the expiration of the agreement, the space will be turned back over to the city.

The city will receive $300,000 (net present value) divided into yearly installments for 10 years, along with an additional $310,000 invested over the first three years of the agreement specifically for improvements to the ice rink facilities. The planned improvements will include, among other things, the installation of a new traffic light at the rink entrance, and upgrades for both the Weibel and Vernon rink lobbies.

“This is a great opportunity for the City and Skidmore to work together and improve the City’s recreation facilities,” said Scirocco, in a statement.

“We’ve been working toward this for a while and knowing that the Skidmore College hockey teams will continue to use our city rink as their home ice solidifies how Skidmore and the City of Saratoga Springs are dedicated to working together for the good of both our community and their students.”

AHA Survey: Despite Risks, 60% Of Americans Say They May Delay or Skip The Flu Shot This Year DALLAS — Three in five Americans say they may delay or skip the flu shot this year, despite warnings from health experts the influenza season could start early and be severe, according to a new survey released this week by the American Heart Association.

While 82% surveyed said they are thinking more about their health due to COVID-19, only 26% said COVID-19 is making them more likely to get the jab this year.

Of those surveyed who got the flu shot for the 2020-21 flu season, almost all (98%) said they plan to get vaccinated again this year.

With COVID-19 still stressing many community

hospitals, Lloyd-Jones, an epidemiologist and chair of the department of preventive medicine at Northwestern University Feinberg School of Medicine in Chicago, emphasized that getting the flu vaccination will help prevent a “twin-demic” in addition to reducing the chances of patients facing a “one-two punch” of severe flu and severe COVID19 together or back-to-back.

Even without COVID-19 on the scene, influenza and its counterpart pneumonia regularly rank among the top 10 causes of death in the U.S. and can be especially risky for certain populations. During the 2018-19 flu

season, more than 9 in 10 (93%) of adults hospitalized with influenza reported at least one underlying medical condition like cardiovascular disease, diabetes or obesity. Heart disease is one of the most common chronic (long-term) conditions among adults hospitalized with the flu— accounting for about half of all flu hospitalizations.

The American Heart Association Survey was conducted by Wakefield Research among 1,000 nationally representative U.S. adults ages 18+, between Aug. 30 and Sept. 7, 2021, using an email invitation and an online survey.

SARATOGA SPRINGS — Health care workers citing religious grounds in refusing the COVID-19 vaccine received a favorable ruling, for now, by a federal judge in Utica on Oct. 12.

Judge David Hurd granted the preliminary injunction in the case of a group of health care workers who had filed a legal challenge to New York’s COVID19 vaccination mandate in connection with workers seeking a religious exemption.

New York State’s vaccination requirement mandated for health care workers in hospitals and nursing homes, without the ability of religious exemptions, went into effect Sept. 27.

Healthcare employees who work in adult care, home care, and hospice facilities had until Oct. 7 to receive their first shot.

The order now allows employers to grant religious exemptions to the vaccine mandate for health care workers as the case goes through the courts.

Approximately 89% of New York State’s 450,000 hospital workers had completed the vaccine series as of Oct. 6 – the date of the most recent available numbers.

The percentage of vaccinated employees regionally is higher than

the statewide average, with 93% of hospital workers in Saratoga County and Warren County, and 97% in Albany County having completed the vaccine series.

As the first wave of vaccine mandates for health care workers landed in New York two weeks ago, Saratoga Hospital President and CEO Angelo Calbone told Saratoga TODAY that of 3,100 staff members across Saratoga Hospital’s institution, approximately 150 staff did not want to get vaccinated for various reasons. About half of that number – about 75 workers – were in line for medical or religious exemption. All told, Calbone estimated that about 60 staff members would end up departing the organization due to the vaccine mandate for a variety of reasons.

MILTON — Four Town of Milton candidates on the Nov. 2 ballot have a combined 100+ years of local community service as emergency first responders.

Scott Ostrander, running for Milton Town Supervisor, has served as a Councilman and

Supervisor from 2015-2019. As a Councilman and Town Supervisor he was able to turn Milton’s budget deficit into a surplus. Ostrander is a retired Village of Ballston Spa police officer, spending 29 years in service committed to keeping the community safe.

“I left the town in a great financial state, and I’ve seen it decline in the past few years,” said Ostrander. “Let’s put Milton back on the path to success.”

John Frolish, currently serving his first term as Town Councilman, is running for reelection. Frolish, a small business owner in Milton for the past 34 years, was also an EMT and active volunteer firefighter for 49 years. Frolish served as Chief and Commissioner of Milton Fire District #1 during his time as a firefighter.

Frank Blaisdell, currently serving his third term as Town Councilman, is running for

reelection as well. Blaisdell, whose community service is in private practice, is a retired clinical veterinarian, a consultant for the NYS Department of Health, and a founding member and volunteer with the Saratoga County Animal Emergency Response Team (CART).

Timothy Brown, currently serving his fifth year as Town Justice, is running for reelection. Brown is a retired Senior Investigator with the Saratoga County Sheriff ’s Office and volunteered for 34 years as a firefighter with Union Fire Co. #2.

Senior Vice President, Community Advancement, Capital Region Chamber SARATOGA COUNTY — The August unemployment rate in the Capital Region was 4.7%, which beats the state’s rate of 7.1% and the national 5.2% rate. This represented a drop of 3.3% in the past year, largely attributed to the resilient nature of our diverse economy of this part of the state.

Other areas, with a larger resilience on certain segments such as tourism or, in the case of New York City, the hospitality/restaurant sector, remain at much higher level, according to information released by the New York State Department of Labor.

SSCSD Board of Education Meeting: Updates as of Oct. 12 SARATOGA SPRINGS — With one month of the school year completed, Saratoga Springs City School District held a Board of Education meeting on Oct. 12 to discuss health & safety and academic quarantine plan updates.

Superintendent Dr. Michael Patton announced that across New York State last Wednesday, schools gathered enrollment and employee data as part of Basic Educational Data System Day, or BEDS Day. As of last Wednesday, Saratoga Springs City School District has 5,989 students enrolled and has close to 1,100 employees.

Health & Safety Update As of Oct. 12, there have been 61 total positive COVID-19 cases between students and staff members since school opened in September. Just a few weeks ago, close to 150 students were under quarantine by Saratoga County.

As of Oct. 12, less than 10 students in the district are now under quarantine from contract tracing.

Academic Quarantine Plan Update Lisa Cutting, Assistant Superintendent for Curriculum, Instruction, & Assessment presented updates and clarifications to the plan made in the past two weeks, since the last BOE meeting. Adjustments have been made in terms of grouping, communication with parents, and iTutor, clarifying the timeline of when a student will begin tutoring and what that entails.

Students under quarantine will access information on Seesaw and Canvas. If it is determined that a student needs to be under quarantine longer than three days, they

will be enrolled into iTutor three days into quarantine at the latest. iTutor is live instructional support online to small groups with certified teachers vetted by the school district. The parents of students under quarantine who will be enrolled in iTutor will receive an email, phone call, and a flyer with information about the tutoring when they pick their child up from school.

Cutting also addressed some frequently asked questions. They tested a tutoring pilot with retired teachers from the district; however, those teachers were not able to provide the students with a consistent schedule. Also, teachers can record their classes to be posted on Seesaw or Canvas, and students will receive information from the class in many different forms. If your student would benefit from visual or auditory lessons, please contact your student’s teacher or have your student speak to their teachers directly. A plan for support for students with disabilities is still being worked on.

Maple Avenue Pathways Vision 6-8 Program Report Principal Scott Singer and

administration discussed the goal for the 21-22 school year – increase the number of students performing at or above grade level in literacy and math.

Students already test three times a year in reading and math using i-Ready assessments that show skills mastered, skills ready to learn, and skill deficiencies and gaps needed to address. Teachers have access to this information and an i-Ready tool kit with lessons, resources, and activities. An individual learning path is created for every student to access after their skill assessment. i-Ready growth from fall to spring of last year shows an 11% increase in students that are at or above grade level.

Additionally, the PLT and TILT committees will be working on a curriculum renewal that includes digital learning standards in addition to social studies, math, art, music, and physical education/health.

Digital learning standards will include things like cyber security, keyboarding skills, research and how to search properly.

Saratoga County 4-H Hosts State Education Dept. Announces $14 Million for Public Library Construction Projects Halloween Extravaganza NEW YORK — The State Education Department has awarded $14 million to 135 public libraries and systems statewide to support construction and renovation projects. These funds help libraries construct new buildings, create additions, update electrical wiring and computer technology, improve broadband infrastructure, meet energy efficiency standards, renovate facilities to provide full accessibility to library users with disabilities, and provide meeting spaces to accommodate community needs.

BALLSTON SPA — The Saratoga County 4-H will be hosting an Open House Halloween Extravaganza on Halloween. The event is free and open to the public. Activities will begin at 1 p.m. at the Saratoga County 4-H Training Center on Middleline Road in Ballston Spa, and conclude at 3 p.m.

library in Saratoga County to apply and receive state aid was Stillwater Public Library in the Southern Adirondack Library System. With the $337,500 they were awarded, the Stillwater library will purchase a former factory, the Fiber Mill at 712 Hudson Ave., to use as a new building.

Construction funds are allocated to New York State’s 23 public library systems based on formulas in Education Law. Member libraries apply for the State funds allocated to their public library system. Each library system’s governing Board of Trustees then prioritizes the projects and

sends approved project applications with recommended project awards to the State Library. After State Library review, applications are then sent to the Dormitory Authority of New York State for final review and approval.

The $14 million in capital funds for State Aid for Library Construction are provided in the 2020-21 Enacted State Budget.

In the 2021-22 State Budget, $34 million was provided for projects that will be announced in summer 2022. The deadline to submit an application for that funding to the New York State Library was Oct. 6, 2021.

O

ne of the great benefits of shopping at the Saratoga Farmers’ Market is having access to the whole form of a variety of fresh fruits and vegetables. When making my recipe for sheet pan chicken with carrots, potatoes, and carrot top pesto, you can gather most ingredients from local farms at the farmers’ market.

You will find brightly colored piles of fresh young carrots in the fall with their vibrant green tops still attached. Carrot tops are highly nutritious and packed with vitamin A and vitamin C and a decent amount of calcium and iron. Carrot tops can be used just as any other dark leafy greens and can be stirred into soups, sauteed with butter and garlic, or blended into a flavorful fall pesto.

If carrot tops are unavailable, you can make this recipe with fresh parsley instead. The carrots are sold with their tops attached, freshly harvested and have tender skin that does not require peeling. Just scrub the carrots well to remove any dirt and ensure the carrot tops are clean. You can leave 1-2 inches of the stems attached to the top for added visual interest for this dish. If your carrots vary in size, cut the larger ones in half lengthwise so they have a similar diameter to the smaller ones to ensure even roasting.

Potatoes work well in this recipe, but other in-season fall vegetables such as delicata squash, sweet potatoes, cauliflower, or brussels sprouts would be

delicious as well. You can use any size of potatoes, but, just like the carrots, make sure they are all cut to be about the same size. Cut smaller potatoes in half and larger ones into quarters.

Any leftover carrot top pesto can be stored in an airtight jar in the refrigerator for 3-4 days. This pesto also makes an excellent spread for grilled sandwiches, a topping for fried eggs, or a base for homemade salad dressing.

• 1.5 pounds red or gold potatoes*, cut in half • 2 tablespoons olive oil* • 2 teaspoons kosher salt • 1 teaspoon paprika • ½ teaspoon freshly ground black pepper

CARROT TOP PESTO • 2 cups packed carrot tops* • ¾ cup extra virgin olive oil* • ½ cup walnut halves, plus extra for serving • ⅓ cup finely grated parmesan cheese • 2 cloves garlic* • ½ lemon, juiced (about 2 Tbsp) • ¼ teaspoon kosher salt • ¼ teaspoon freshly ground black pepper

INSTRUCTIONS: 1. Preheat the oven to 425 degrees. Arrange the chicken, carrots, and potatoes on the sheet pan and drizzle on the olive oil.

Sprinkle on the salt, paprika, and black pepper. Use clean hands to toss all of the ingredients together and rub the spices into the chicken and vegetables. Arrange in a single layer with the chicken skin facing up.

2. Bake for 30-35 minutes or until the chicken is cooked through and reaches 165 degrees F and the vegetables are tender and lightly browned.

3. While the chicken and vegetables are roasting prepare the carrot top pesto by combining the carrot tops, olive oil, walnuts, parmesan cheese, garlic, lemon juice, salt, and pepper in the work bowl of a food processor. Pulse until everything is thoroughly combined and smooth.

4. Transfer the cooked chicken and vegetables to a serving platter, and drizzle on the pesto. Top with additional chopped walnuts if desired and serve immediately.

Scents of Autumn Hello my Foodie Friends ! ! I love the scents of autumn. Everyone has a favorite season. It’s the one that makes them feel energized or serene. For me I have a favorite smelling season. While spring is my favorite part of the year visually,

by John Reardon autumn is my favorite smelling season. My nose hits overdrive when for Saratoga TODAY October rolls around, and it has nothing to do with allergies. There’s a reason we love the smell of autumn. Think of all of the spices like cinnamon, nutmeg, and pumpkin spice.

This is also why we covet fall-themed desserts. Cinnamon is the earthy spice that we all love in the fall and winter. I take it to the next level and add cinnamon sticks to the slow cooker with sliced oranges and a good amount of water. They simmer all day, and my home smells like a warm hug. Pies and autumn go hand in hand. Taking someone a pie represents love and comfort and pies are a wonderful way of bringing people together. Pies seem to generate a nostalgic longing for days gone by and simpler times. During the end-ofthe-year holiday time, pie is a seasonal reminder of nature’s bounty and even though there is a pie to celebrate almost every month of the year, the fall is when they shine the brightest. Who doesn’t love the smell of a pie baking in the oven!!

Having the right tools to bake a pie is important. Virtually all pie-making equipment will prove useful for other baking chores as well, so each piece will be sure to earn its keep. Whether you’re just starting out or looking to level up, these are the pie-making essentials. It is difficult to make a great pie without a great pie plate. Pie plates come in a variety of styles, and the differences aren’t just aesthetic—a pie plate’s material, thickness, and color all affect the final product.

A pastry brush is the easiest way to apply a thin, even egg wash over pies with a double crust, like a classic apple pie. Choose between the natural (or thin nylon) bristles or the thicker silicone style.

Hopefully, trying out fall pie recipes is at the top of your list of things to do this season. Making pies is a classic way to enjoy the season’s best flavors while pleasing your sweet tooth. Not much can beat the tastiness of a homemade pie!

INGREDIENTS • 1-1/2 cups all-purpose flour

• 1-1/2 teaspoons cider vinegar

• 5 cups sliced peeled apples

• 3 tablespoons sugar

FILLING:

• 2 cups sliced peeled ripe pears

• 1/4 teaspoon plus 1/8 teaspoon salt

• 1/2 cup sugar

• 1/3 cup raisins

• 1/4 teaspoon plus 1/8 teaspoon baking powder

• 1/4 cup all-purpose flour

• 3/4 teaspoon rum extract

• 1 teaspoon ground cinnamon

TOPPING:

• 1/4 teaspoon ground nutmeg

• 1 large egg, lightly beaten

• 1/4 teaspoon ground cloves

• 1 teaspoon coarse sugar

• 6 tablespoons cold butter, cubed • 1/3 cup fat-free milk

If you’ve always felt anxious about rolling out pie dough, it’s worth playing the field to find a rolling pin that makes you feel confident in the kitchen. While choosing the best rolling pin is a highly personal process, I love the simplicity of a French pin, which is lighter and more maneuverable. After you’ve rolled out pie dough, a sturdy bench scraper will make quick work of any mess. It will scrape up all the flour and stubborn dough scraps left behind, helping you clean up in a few easy swipes. Plus, it’s handy for dividing blocks of dough without scratching the counters.

INSTRUCTIONS 1. Mix first four ingredients; cut in butter until crumbly. Mix milk and vinegar; add gradually to crumb mixture, tossing with a fork until dough holds together when pressed. Divide dough into two portions, one slightly larger than the other. Shape each into a disk; cover and refrigerate 1 hour or overnight.

2. Preheat oven to 425°. On a lightly floured surface, roll larger portion of dough to a 1/8-in.-thick circle; transfer to a greased 9-in. pie plate. Trim crust even with rim. Refrigerate while preparing filling.

3. Mix first five filling ingredients. Place apples, pears and raisins in a large bowl. Add sugar mixture and extract; toss to combine. Spoon into crust.

4. Roll out remaining dough to a 1/8-in.-thick circle; cut into 3/4-in.-wide strips. Arrange over filling in a lattice pattern. Trim and seal strips to edge of bottom crust; flute edge. Brush lattice with beaten egg. Sprinkle with coarse sugar.

5. Bake on a lower oven rack 15 minutes. Reduce oven setting to 350°. Bake until crust is golden brown and filling is bubbly, 30-35 minutes. Cool on a wire rack.

Southern Saratoga Art Society Show SSAS is hosting a group art show for members at the Clifton Park Halfmoon Public Library, “A” Gallery, Moe Rd, Clifton through Oct. 25. Composer Marks JFK Assassination Anniversary with Live Original Work at Saratoga

Gary Schall will stage a special performance in November at Saratoga Arts.

SARATOGA SPRINGS — Composer and multiinstrumentalist Gary Schall will perform at Saratoga Arts in November, marking the anniversary of the JFK Assassination with his composition, “Memory of an Own.” Written for piano, voice and marimba and composed in memory of his teacher James Preiss, a member of the President’s Own Marine Band, who distinguished himself as one of the 19 drummers to perform at the funeral of President John F. Kennedy.

Schall, who calls Saratoga his new hometown, was at the age of 19 invited to join the Grammywinning ensemble of acclaimed minimalist composer Steve Reich.

In the decades since, Schall

remained on the cutting edge of the music world, recording Reich’s landmark works, as well as composing his own music for experimental instruments like the metallic 31-toned Zoomoozophone and the patented Tap Dance Instrument – a wood and brass multi-timbre floor that turns tap dancing into music.

Comedian Bill Burr Announces Summer 2022 Show at SPAC SARATOGA SPRINGS — Grammy-nominated comedian Bill Burr will stage a show at Saratoga Performing Arts Center Aug. 27, 2022 as part of his lengthy North American arena and amphitheater tour.

Burr achieving success in TV and film as well as on stage, recently seen in a guest role on the hit FX on Hulu series, Reservation Dogs.

He has released a live, vinyl, double album, “Bill Burr Live From Madison Square Garden,” and later this year will see his animated Netflix series, “F Is For Family,” premiere its fifth and final season - starring Bill, Laura Dern, Justin Long and Sam Rockwell in the cast.

Laffer Gallery Opening Reception, New Exhibit Unveiled Oct. 16 SCHUYLERVILLE — The Laffer Gallery will open a new exhibit, “9th Annual Upstate Invitational” on Saturday, Oct. 16, at 96 Broad St. in Schuylerville.

The exhibit will run through Nov. 21 and will feature artwork by regional artists Jon Gernon, Susan Stuart and Phyllis Kulmatiski.

“Our annual Upstate Artists exhibition is a great way to showcase, side by side, works by some of Upstate New York’s emerging and accomplished artists. Each year, we have a new juror, and the Annual Upstate Invitation is the showcase of the talented artists who are selected Best in Show during a given year,” said Erik Laffer, owner of The Laffer Gallery, in a statement. “We’re excited to present the work that captured the imagination and earned the appreciation of 2020 juror George Dirolf.”

An opening reception will be held at The Laffer Gallery from 5 p.m. to 7 p.m.

New Tang Museum Exhibition Opens Oct. 16, Reimaginations in Drawing, Sculpture, Animation

SARATOGA SPRINGS — The Frances Young Tang Teaching Museum and Art Gallery at Skidmore College announces the fourth exhibition in a series that invites an artist to reimagine a community space in the Museum.

Lauren Kelley: Location Scouting, opens Oct. 16 and runs for two years. Lauren Kelley, an artist and curator, will reshape the Tang’s mezzanine by combining meditations on travel with snapshots of everyday life in her drawings, sculpture, and stop-motion animation videos. Using plasticine, toys, and souvenirs, Kelley’s videos conjure worlds that are malleable and unfixed, inhabited by robust protagonists whose quirks stem from efforts to correct the asymmetrical relationships they encounter. Accentuating the off-kilter, Location Scouting speaks to the shifts and rifts inherent in navigating today’s post-pandemic landscape.

The installation is also the setting for a series of transformations over time, created in collaboration with sculptor Margarita Cabrera, animator Jennifer Levonian, and performance artist Autumn

Knight. Each guest artist’s interest in place, narrative, and audience will inform the direction of a new stop-motion animation produced collaboratively by Kelley and Skidmore College students to be screened during the last months of the show in 2023.

ALBANY — From the melodious interpretation of Bob Dylan’s “Mr. Tambourine Man,” to re-inventing Pete Seeger’s collaboration with the Book of Ecclesiastes and seemingly a million other points beyond, the twang of Roger McGuinn’s Rickenbacker is as much a part of the 20th Century American Songbook as any, and more so than most.

The frontman of The Byrds will perform a solo show during

his historic tour of songs and stories when he stages a concert at The Egg next June. Roger McGuinn: Saturday, June 11, tickets: $39.50.

SARATOGA SPRINGS — Local librarian and old-time banjo player Dan Hubbs – who has published a book inspired by his work as a building superintendent in Tribeca in the early 1980s – bring a live show to the Caffe Lena stage next month.

The new poetry book, “Downtown Super Tells All,” provides the inspiration for the live performance on Nov. 13,

when he will be joined by Frank Orsini (fiddle, mandolin) and JP Hubbs (keyboards).

These shows are produced by the Folklife Center of Crandall Public Library, with the support of the New York State Council on the Arts. The publication of the book - edited by local writer Mary Jablonki and with cover art by local artist Rumara Jewett- and the

musical series are made possible by a grant from the Alfred Z. Solomon Charitable Trust.

The live event takes place 3 p.m. Saturday, Nov. 13. Note, Caffe Lena has returned to full capacity, and In order to ensure everyone’s safety the café is requiring proof of vaccination for all attendees.

Saratoga Casino Hotel to Host Racing Under Saddle Event SARATOGA SPRINGS — On Sunday, Oct. 17, Saratoga Casino Hotel will host a “Racing Under Saddle” exhibition race during its matinee racing program. The race, sponsored by the Saratoga Harness Horseperson’s Association (SHHA), will have an estimated purse of $6,000 which will be equally distributed among the participants.

Racing Under Saddle (RUS) is immensely popular in many European countries. Also known as Monte Racing, RUS involves Standardbred racehorses (usually trotters) being raced under saddle instead of pulling a sulky.

Wagering is not permitted on RUS races in the United States.

This year, all participants in the RUS event are women.

Michelle Crawford, spokeswoman

for the RUS group, said “Since the race is being held in October, we decided to make it a breast cancer awareness race. The blanket awarded to the race winner will be black and pink.”

Crawford added, “RUS puts a spotlight on the versatility of the Standardbred horse. After racing, many Standardbreds go on to succeed in a variety of disciplines including Dressage, English, and Western pleasure, pleasure driving, and hunting/jumping.

Standardbreds really can do it all.”

Saratoga Casino Hotel looks forward to hosting this exciting RUS event and hopes it will draw a large crowd. Fans in attendance will have an opportunity to enter to win a photo in the winner’s circle or a ride in the starting car, sponsored by the SHHA.

SARATOGA SPRINGS — Out of an abundance of caution, Saratoga Bridges will host their 21st Annual Great Pumpkin Challenge virtually again this year. This popular community event features a 5K and 10K with proceeds benefiting their essential non-funded or underfunded services and assisting with the unanticipated expenses incurred by the pandemic.

The organization invites the community to join them to run, walk, & move “Together But Apart.” By being virtual, the 5K and 10K can be run, jogged, or walked

Section 2 Girls Golf Sectionals

SARATOGA SPRINGS — Section 2 Girls Golf Sectionals and State Qualifiers were held on Tuesday, Oct. 12 at McGregor Links Country Club.

The tournament marked the second time for this event. The inaugural Sectional and State Qualifier was held Oct. 11, 2019, at Fairways of Halfmoon Golf Club. The 2020 event was cancelled due to COVID-19.

The top nine qualified for the NYSPHSAA Girls Golf State Championships to be held June 4-6, 2022, at McGregor Links; two alternates are also named.

The top nine are: Kennedy Swedick (sophomore, Albany Academy for Girls), Nicole Criscone (junior, Albany Academy for Girls), Jillian Rawson (sophomore, Albany

Academy for Girls), Samantha Von Rohr (freshman, Albany Academy for Girls), Hanna Mitchell (sophomore, Guilderland), Megna Naidu (junior, Guilderland), Dannah Smith (sophomore, Schalmont), Shea White (senior, Albany Academy), and Shea Hildenbrandt (senior, Academy of Holy Names). The two alternates are Cambell Kennedy (junior, Shenendehowa) and Maria Jackson (junior, Saratoga).

Other local girl golfers that competed and placed in the top 25 were Cammy Porter (senior, Saratoga) who tied teammate Maria Jackson for 11th. Emma Duval (junior, Ballston Spa) tied for 19th. Alexa Cate (senior, Saratoga) was 22nd.

Albany Academy (295) won the team championship and will compete in the State Championships in June. Saratoga came in at fourth place (407).

Dottie Pepper, former LPGA Professional and current television golf analyst and reporter was the guest speaker at the awards ceremony following the competition.

In the first quarter, Nate Siewert, who was involved in all four of the Blue Streaks touchdowns, got the scoring started with a 38 yd. TD run. Siewert, senior quarterback, then made a 46 yd. TD pass to Chris Youngs, senior receiver.

In the second quarter, Bethlehem scored their first and only touchdown of the game on a 22 yd. pass from Landen Kawczak to Anthony Gibbs. In response, the Blue Streaks scored twice more on 37 yd. and 44 yd. TD passes, both from Siewert to Christian Mello. Siewert ended the game with 204 passing yds. and 91 rushing yds.

The Blue Streaks are now 2-3. They play CBA next on Friday, Oct. 15 at home, while Bethlehem will face off against Schenectady.

BURNT HILLS-BALLSTON LAKE V. ALBANY BH-BL faced off against Albany in their homecoming game, defeating the Falcons 49-0 to continue their winning streak.

Spartans’ Michael Puglisi scored off the first drive of the game with a 2 yd. TD run. Also in the first quarter, Rocco Mareno had a 44 yd. TD run.

The score was 42-0 at the half, after Puglisi scored on 34 yd. and 3 yd. TD runs, Quarterback Tyler Manning scored on a 1 yd. TD run, and Manning threw a 60 yd.

The Falcons offense had the ball the entire third quarter but failed to score.

In the fourth quarter, the Spartans capped their scoring with Michael Frattarola’s 62 yd. TD run.

Manning was for 4/5 for 114 yds. and 2 TDs. Frattarola rushed for 101 yds. on 8 carries. Puglisi rushed for 81 yds. on 6 carries, 4 for TDs. Jaleel Joseph had 5 carries for 53 yds. Mareno caught 3 passes for 61 yds.

Other highlights include: Luke Zoller and Kevin Carney each had an interception. Michael Sbuttoni was perfect for extra points.

BH-BL’s record is 4-1; their only loss was to Shaker the first week of the season. They will face their rivals, the Ballston Spa Scotties, at home on Friday, Oct. 15.

CORINTH/HADLEY-LUZERNE MOUNTAINEERS V. JOHNSTOWN Johnstown had a 44-0 shutout win over Corinth/ Hadley-Luzerne on Friday, Oct. 8.

Highlights for the Mountaineers: Rushing, Devin Robarge (#11) had 15 carries for 67 yds., and Avery Wood (#27) had 2 carries for 8 yds. Quarterback Colin Berg (#8) completed 4 passes for 21 yards.

Receiving, Robarge caught 2 passes for 13 yds. and Anthony Sarnelli (#13) caught 1 pass for 8 yds.

Johnstown stats were unavailable.

The Mountaineers play Hoosick Falls on Friday, Oct. 22 for their senior game. Johnstown is on the road in Fonda-Fultonville on Friday, Oct. 15.

Calling All Volunteers: Another “Homes for Heroes” Project

MALTA — Malta Veteran’s Appreciation Program is looking for volunteers available this weekend, Saturday, Oct. 16 at 8 a.m. to help with their latest “Home for Heroes” project.

Volunteers are needed to help tear off and build a new pressure treated deck so there will be a safe entryway for renovating and accessing new projects over the next few months.

Solomon Group and the previous owners have given the Malta Veteran’s Appreciation Program another 3-bedroom 2-bathroom mobile home in the Malta Gardens Mobile Home Park to renovate. The home will be donated to a veteran and their family when complete.

Bring your tools! Volunteers can also help with loading debris, gutting the living room and bedrooms, running materials, etc. Malta Veteran’s Appreciation Program would like to thank County Waste for donating a dumpster.
