Is it a mistake when everyone accepts the error?

In 1829, in an effort to bring certainty to town boundaries, the state legislature enacted boundary descriptions of all New York State’s towns. Milton’s east line was defined “by the east line of the fourteenth allotment of the Kayaderosseras patent and the same continued to the north line of the sixteenth allotment.”

Title 4, page 52] Milton’s eastern boundary was a straight line, unchanged since Greenfield was cut out of it in 1793.

Until 1856, the few maps drawn of Saratoga County were relatively accurate, and all depicted Milton’s eastern boundary as a straight line, running due north and south. 1856 saw the production of an impressive wall map of the county from actual surveys.

This map paid attention to detail, laid out roads and lanes, located homes and businesses, and labeled each dwelling with the owner’s name. It was the most accurate map of the county up to that time.

However, Milton’s east line on the map was not straight.

Rather, it followed the east line of the Fourteenth allotment only along the bounds of the allotment, when the line reached the boundary between the Fourteenth and the northerly Sixteenth Allotment, the boundary took a right angle to the east until it reached the southeast corner of Lot Nine of the Sixteenth Allotment and then proceeded north along the east bounds of Lot Nine until it met the southern bounds of the Town of Greenfield. According to the legislation of 1829, the easterly quarter of Lot Nine would be in the Town of Saratoga Springs.

With odd exceptions, such as the county map in Sylvester’s 1878 history of Saratoga County, that jog was depicted on succeeding maps down to the county highway map of 1941.

Town boundaries are subject to modification by the state legislature. Yet, a search of session laws from 1814 through 1856 revealed no such legislation. In 1849, most likely tiring of numerous local requests to change boundaries, the legislature allowed counties to modify town boundaries, so long as the change was filed with the Secretary of State. No change of Milton’s border is found in extent copies of the proceedings of the supervisors. Nor is there any evidence of a change in Milton’s boundaries in the office of Local Government Services, where such county-initiated changes are to be retained.

The offending 1856 map proclaimed that it was “from actual surveys by Samuel Geil.” Geil was not a local personage, but a resident of Bucks County, PA. Map making was his business. Saratoga wasn’t the only county to reap the benefit of Samuel Geil’s work.

Niagara County’s map of 1852 was one of his earliest. Between 1852 and 1861, he produced at least

15 county maps. He was engaged between 1863 and 1865 to map the State of Michigan. Samuel and his nephew, John F. Geil were listed as surveyors in French’s New York Gazetteer of 1860. In 1856, maps of Saratoga, Greene, and Cattaraugus Counties were executed.

The amount of work needed to accurately lay out roads, properly locate houses, and place the correct name by each house is mind boggling. Obviously, he did not do the work himself and county-wide surveys were not executed. With such attention to detail in making the maps and the high degree of accuracy achieved, it is hard to envision that Geil and his crew would make such a major error.

An 1857 advertisement for an upcoming Eaton County, Michigan map was published in the Charlotte Michigan Republican provides a clue. The new map was to be prepared from “county records and actual surveys.” It was to contain “all public roads ...exact locations of villages.

Post offices, places of Worship, Hotels, Stores, Farmhouses, Names of Property Owners,” etc.

People who prepaid $5 would have their map delivered.

County records were a primary source for the map. An examination of deeds to properties located in the eastern half of Lot Nine of the Sixteenth Allotment of the Kayaderosseras Patent reveal an interesting pattern. With one, perhaps two exceptions, the deeds began boundary descriptions with the phrase, “All that certain piece of land situate in the town of Milton,” not, “situate in the towns of Milton and Saratoga Springs.”

When the original farm parcels of Lot Nine were sold off in the 1780s and early 90s, Lot Nine would have been divided between the Towns of Ballston and Saratoga. Those early deeds were silent about the town in which the land was located.

Also, most of these parcels bordered today’s Rowland Street.

Throughout the 19th century and before, that road was part of a main route between the Mohawk River at Scotia and the Hudson River at Corinth.

eastern side of Rowland Street would exit their properties on Rowland and travel north or south. They were not oriented to Saratoga Springs and assumed their lands were in Milton. By the early 1800s, most deeds reflected that assumption.

A likely explanation for the error is that Geil’s researchers looked upon the deed descriptions as valid and did not double check with the laws of 1829. They, like the deeds they had read, treated all of Lot Nine as being in Milton, drew the map accordingly, and created a fallacy which was believed for over a century.

The map had such power that taxes for land in Saratoga Springs were paid to Milton.

The creation of the City of Saratoga Springs in 1915 did not bring this issue to the fore. While the new city combined the Village and Town of Saratoga Springs, creating the “Inner and Outer Districts,” its western boundary was defined as Milton’s eastern boundary. The Town of Milton continued to collect taxes from owners of land in the jog. The newly minted city of Saratoga Springs did not complain.

Saratoga County’s hiring of professional planning staff in the 1960s resulted in questions over the century old practice, and in 1969, landowners in the jog found Saratoga Springs’ tax bills replacing Milton’s.

SARATOGA SPRINGS — The 25th Annual Chowderfest will be held 11 a.m. – 4 p.m. on Saturday, Feb. 10.

“It’s the 25th year of Chowderfest in Saratoga Springs.

There will be 80-plus participating restaurants and vendors, there will be live music, kids’ activities, collectable hats and shirts for sale.” Saratoga Springs Accounts Commissioner Dillon Moran told the City Council last month.

“The anticipated attendance is between 30,000 and 40,000 in downtown Saratoga. We are ready to bring these crowds into the community to celebrate.

Knock on wood we get great weather and I’m certainly looking forward to seeing everybody.

We’re going to show the world this is a community that knows how to welcome guests and to show them everything this city has to offer,” Moran said.

The family-friendly event

invites participants to savor 4 oz. chowder samples at $2 each from more than 80 Saratoga County establishments.

In addition to chowder, downtown Saratoga Springs will host live entertainment and family-friendly activities. Free shuttles from 10 a.m. – 5 p.m. will be available at Saratoga Casino Hotel.

Exclusive 25th-anniversary long-sleeve shirts ($15 or $17 for XXL), beanies ($10) and collectible spoons ($5) will be available for purchase at the Saratoga Springs City Center and Saratoga Springs Heritage Area Visitor Center while supplies last.

Discover Saratoga is also conducting a promotion during Chowderfest which allows attendees who download the new mobile app and check-in at participating establishments to earn entries into a drawing for $1,000 in gift cards to Saratoga businesses and restaurants. One winner will be chosen.

SARATOGA COUNTY SHERIFF’S OFFICE On Jan. 24, the Sheriff ’s Office responded to a call of a motor vehicle crash involving a Saratoga County Department of Public Works (DPW) plow truck on Galway Road at the intersection with Middle Line Road, in the town of Milton. Investigation led to the arrest of Nicole A. Deyo, 41, of Amsterdam.

Deyo was charged with DWI, aggravated DWI, and failure to stop at a stop sign. After an alleged collision with a vehicle, and a DPW plow truck, Deyo is suspected of attempting to flee the scene in her vehicle, causing it to roll over, according to the county sheriff ’s office. There were no injuries reported.

On Jan. 25, the Sheriff ’s Office received a trespass complaint at 331 Rowland St. in the town of Milton.

Investigation into the incident resulted in the arrest of William R. Apholz, 41, of Milton, who was charged with criminal contempt in the first-degree. Apholz

is accused of violating an order of protection by being in the presence of the person for whom the order was issued. The charge was a felony due to a previous conviction. He was also found to have an unrelated warrant for failure to appear on original charges of criminal possession of a controlled substance and criminally using drug paraphernalia – both misdemeanors, in the town of Wilton. He was sent to the Saratoga County Jail without bail pending further action.

SARATOGA SPRINGS POLICE DEPT In the early morning hours of Saturday, Jan. 21, at approximately 3:24 a.m., city police Sgt. Andrew Streim followed a vehicle he observed without headlights or illuminated taillights and conducted a traffic stop at Hamilton Street. The driver allegedly fled on foot while two passengers remained in the car, police said.

During interviews with the passengers, a handgun was

BLOTTER allegedly located in the jacket of one of the passengers and one was suspected to be in possession of a large amount of crack cocaine. The crack cocaine was weighed at 3.20 ounces, police said, and a second handgun was found in the center console of the car.

Following a search, the driver - identified as Marquin Blake, 31, of Schenectady, was located in the area of Whitney Place. The charges are as follows: Marquin Blake - Two counts of criminal possession of a weapon in the seconddegree, and single counts of criminal possession of a weapon in the third-degree, obstructing governmental administration, resisting arrest, and two additional vehicle/equipment-related charges. Blake was held without bail.

Harold Miller, 32, of Albany - Two counts of criminal possession of a weapon in the second-degree, and one count of criminal possession of a weapon in the third-degree. $50,000 cash bail/$100,000 bond/ $500,000 partially secured bond.

5 Mushin Butler, 29, of Schenectady - Criminal possession of a controlled substance in the thirddegree, criminal possession of a controlled substance in the third-degree intent to sell, two counts of criminal possession of a weapon in the second-degree, and one count of criminal possession of a weapon in the third-degree. $25,000 cash bail/$50,000 bond/ $250,000 partially secured bond.

SARATOGA SPRINGS Ethan Smith, 45, of Clifton Park, was charged with criminal contempt.

Justin Bates, 32, of Ballston, was charged with assault.

Richard Caldicott, 25, of Saratoga Springs, was charged with assault.

Stephen J. Parker, 45, was charged Jan. 28 with burglary, and criminal mischief - both felonies, and petit larceny, a misdemeanor, in connection with an alleged incident that occurred at a Stewart’s Shop on Broadway

and Circular Street in Saratoga Springs earlier that same day.

SARATOGA COUNTY COURT John V. Mattison, 57, of Queensbury, pleaded to felony DWI, charged November 2023 in Moreau.

Sentencing March 21.

Sherman J. Chambers, 49, of Albany, pleaded to felony criminal mischief, charged August 2023 in Saratoga Springs. Sentencing April 18.

Zachary W. Currier, 29, of Milton, was sentenced to 2 to 4 years’ incarceration after pleading to felony criminal contempt, and 1 to 5 years’ incarceration after pleading to felony aggravated family offense. Sentences to run concurrently.

James R. Larkin, 59, of Wolcott, Connecticut, was sentenced to 5 years of probation, after pleading to felony grand larceny, charged November 2021 in Clifton Park.

Public Parking Plan It is my feeling that the public parking plan currently being proposed by our City Commissioners has not been nearly well reviewed enough to be ready to be implemented in the near future.

The specifics of this plan need to be brought to the attention of all those that it will affect (I believe adversely) most, we residents and employees who drive our ever-growing community’s economy yearround. I live in Saratoga Springs, and I work at an established retail business on Broadway. I also converse with and hear the concerns of fellow residents, downtown employees, local shoppers, and out of town friends and tourists alike. A common theme I hear is one of general uncertainty and of unawareness regarding the planned parking program. While I have seen and read the Saratoga Springs Tourism Parking Plan’s details, maps, rates, revenue forecasts and expenses, it is very apparent to me that most of those that it will affect have not. The Plan states that it is decidedly “Tourist” focused.

But is it? Will our local residents and employees not have to pay for parking in the long run? And will it not have a negative impact on our local shops and restaurants if put into place? My opinion withstanding, I have seen very little effort to fully inform our local residents as to how exactly we will be affected. Press and publicity on the “Plan” has been extremely limited, and no great effort on the part of the city has been made to inform (or get feedback from) our year-round residents and workers. No wonder it’s titled the “Tourism” Parking Plan. Sadly, lots of us are feeling very left out of the process and are worried that we will wind up paying in the end.

Saratoga Casino Hotel Evacuated After Bomb Threat SARATOGA SPRINGS — A bomb threat was made to the Saratoga Casino Hotel at approximately 10 p.m. Sunday, causing the evacuation of the premises.

A check of the building, and a sweep using explosive detection canines was conducted with no bombs located, according to a statement released by

the Saratoga Springs Police Department this morning.

Law enforcement was immediately notified after receiving the threatening phone call and the Saratoga County Sheriff ’s Office and Saratoga City Police Departments responded.

No arrests have been made, and the investigation is still ongoing, according to authorities.

X-Files Museum Offering Live Virtual Tours

According to the museum’s website, virtual tours are available on Tuesdays and Wednesdays from 9 a.m. to 5 p.m. Once connected via Zoom, a guide will provide an interactive tour of the museum, in which virtual visitors will be

NY Racetrack Chaplaincy to Honor Len Green with Marylou Whitney Award At Saratoga SARATOGA SPRINGS — The New York Race Track Chaplaincy will honor Len Green with the Marylou Whitney Award for his ongoing humanitarian support of the New York backstretch community at its 17th Annual Fundraising Brunch to be held on Wednesday, Aug. 14, at Saratoga National Golf Course in Saratoga Springs.

Green is the founder and chairman of the New Jersey CPA firm, The Green Group specializing in tax, accounting and consulting especially in the Thoroughbred industry. They have more than 700 equinerelated clients, including many of the top-rated partnerships, syndications, as well as fellow horse owners, breeders, trainers, consignors and jockeys.

John Legend, Yo-Yo Ma Highlight 2024 SPAC Philadelphia Orchestra Season SARATOGA SPRINGS — Saratoga Performing Arts Center announced the return of The Philadelphia Orchestra to its summer home in Saratoga for a three-week residency from July 31- Aug. 17.

The season will feature a mix of masterworks from the classical cannon, alongside SPAC premieres and appearances by a diverse and international slate of today’s most exciting artists and conductors.

Philadelphia Orchestra Music and Artistic Director Yannick Nézet-Séguin (Aug. 8) will return to the podium to lead a program exclusive to SPAC, featuring Strauss’ An Alpine Symphony, the composer’s powerful ode to nature, alongside the SPAC premiere of Robert Schumann’s Konzertstück for horns and orchestra.

Highlighting the season is the SPAC and Philadelphia Orchestra debut of EGOTwinning, critically acclaimed, multiplatinum singer-songwriter John Legend (Aug. 7). An Evening With John Legend – A Night of Songs and Stories with The Philadelphia Orchestra will feature intimate reimagining’s of Legend’s greatest hits (“All of Me,” “Ordinary People,” “Tonight”), unexpected stories from his life and career, and selections from his most recent release LEGEND (“Nervous,” “Wonder Woman”).

Returning by popular demand are appearances by cellist Yo-Yo Ma (Aug. 16) for Dvořák’s Cello Concerto and violinist Gil Shaham (Aug. 14) performing a new violin concerto by contemporary composer Mason Bates, a piece the two workshopped together while at SPAC in 2023.

Making his Philadelphia Orchestra and SPAC debut is young pianist and International Tchaikovsky Competition silver medalist George Li (July 31), who will perform the Piano Concerto No. 1 as part of the opening night “Tchaikovsky Spectacular” celebration, which will close with the 1812 Overture and a fireworks display. 2023 Freihofer’s Saratoga Jazz Festival debut at SPAC, fivetime Grammy Award-winner Angélique Kidjo (Aug. 2) will also join the Orchestra in an allnew program featuring a mix of popular African songs and original works.

Iconic masterworks featured include a 100th anniversary celebration of Gershwin’s Rhapsody in Blue with the Marcus Roberts Trio (Aug. 1), in addition to Carl Orff ’s

Carmina burana (Aug. 10), returning to SPAC for the first time in over 15 years with Albany Pro Musica.

The 2024 season also includes a roster of international conductors including the SPAC debuts of Fabio Luisi (Aug. 9 & 10), Dalia Stasevska (Aug. 14 & 15), Anthony Parnther (Aug. 7), and Damon Gupton (Aug. 17), in addition to the return of David Robertson (July 31-Aug. 1) and Xian Zhang (Aug. 16).

The popular film nights will also return to delight audiences of all ages as Harry Potter and the Order of the Phoenix™ in Concert (Aug. 3) and Disney’s The Lion King in Concert (Aug. 17), are projected on the screens in HD, while the Orchestra performs the scores live.

Mayor Safford Delivers State Of The City

SARATOGA SPRINGS — Mayor John Safford delivered the 2024 State of the City Address, the first of his term as mayor of Saratoga Springs, on Tuesday, Jan. 30.

The mayor riffed on “harmony” as a theme moving forward.

“As we envision the Saratoga of tomorrow, I ponder: What will our city look like in a decade? Not merely in its architectural facets, but in its character—the essence of our Saratogian identity. Who will we be? At the core of this reflection lies the notion of harmony,” Safford said.

“Much like an orchestra or a chorus, we are diverse yet interwoven—individual notes coalescing into a harmonious symphony. In an era marked by division, the concept of harmony beckons us to bridge divides and foster unity. Here, today, in this room, we sow the seeds of a harmonious future— a future where our collective melody transcends discord.”

Safford spoke of both 2023 city accomplishments and 2024 stated goals, offering general remarks related to some overall council topics – “a comprehensive, long-term plan is imperative as we strive towards achieving net-zero homelessness” – and applying more specificity to Mayor’s Department goals.

The Goals of the City Attorney’s Office are: Complete a review of all litigation pending against the city; See if we can

find a way to reduce litigation frequency and expense; Help the various law firms employed by the City manage their cases and to keep the City Council informed; Streamline & expedite responses to FOIL requests to avoid legal fees being granted against the City.

In 2023, the city Building Department conducted 2,157 Inspections, and issued 460 Certificates of Occupancy including approximately 70 new dwelling units. The department also issued 871 permits - generating over $500,000 in building department fees, with an estimated construction value of approximately $185 million, the mayor said.

2024 Building Department Goals: reduce permit wait time to the range of 4 – 6 weeks for the majority of permit applications, streamline the process for third party review of commercial building permit applications to facilitate reduced permit times; evaluate and modify the process for intake and review of simple permits so minor projects can be permitted more quickly. A full integration of scanned digital records and improvement of digitization for projects was also stated.

2023 was the first full calendar year since the adoption of the City’s Unified Development Ordinance (UDO). Approximately 64 Land Use Board meetings were held and a total of 1,044 project applications were submitted to the Design Review Board, the Zoning Board of Appeals, and the Planning Board.

Mayor Safford specifically pointed to a handful of “notable” projects that had been recently approved, including a pair of housing developments that will provide approximately 232 affordable housing units, a large fitness center at Skidmore College, the redevelopment of Longfellow’s Hotel and Restaurant, Canadian pipe maker Soleno’s warehouse and corporate office expansion into the U.S., and three retail marijuana dispensaries.

In 2024, the Office of Planning and Economic Development will kick-off the Climate Action Plan which will guide the city in reducing greenhouse gas emissions and dependence on fossil fuels, Safford said.

Saratoga County Partnership with Library System Brings NaloxBoxes to 12 Locations BALLSTON SPA — Life-saving Naloxone has been installed at 12 library locations across Saratoga County.

The NaloxBox Program aims to address the opioid overdose crisis by providing public access to Naloxone, a life-saving medication that can reverse an opioid overdose.

The installation is part of the Saratoga County Department of Health’s expansion of its NaloxBox Program to include a partnership with the Southern Adirondack Library System.

“The persistence of opioids and other illicit substances in our community represents an imminent threat to public health, which makes providing the community with access to potentially life-saving tools like naloxone, so important,” Commissioner of the Saratoga County Department of Health, Daniel Kuhles, said in a statement.

Inspired by the life-saving concept of Automated External Defibrillators (AEDs), the NaloxBox serves as a public emergency intervention tool that houses multiple prepackaged doses of nasal naloxone spray. Like an AED, bystanders can freely access the box and its contents to help save the life of someone experiencing an opioid overdose.

“Saratoga County is committed to combating the opioid epidemic through a multi-pronged approach that includes education, prevention, treatment, and response efforts,” Saratoga County Board of Supervisors Chairman Phil Barrett said in a statement. “Through the NaloxBox Program, we are bringing resources to the community and empowering people to save lives.

We are thankful to the Southern Adirondack Library System and their member libraries for their partnership in this important program that provides public

access to life-saving Naloxone.”

NaloxBoxes may be found at any of the eleven public libraries (and one branch) in Saratoga County: Ballston Spa Public Library; Ballston Community Public Library; Clifton ParkHalfmoon Public Library; Corinth Free Library; Galway Public Library; Mechanicville District Public Library; Round Lake (Women’s Round Lake Improvement Society Library & Malta branch library); Saratoga Springs Public Library; Schuylerville Public Library; Stillwater Public Library, and Waterford Public Library.

The county’s Department of Health will distribute a total of 35 NaloxBoxes to community organizations, businesses, and towns for installation in public spaces countywide. The program’s cost of $9,134 was paid for with Opioid Settlement Funds.

Naloxone, sold under the brand name Narcan, is a safe medication that can save someone’s life by reversing the effects of an opioid overdose. It only works on opioids, such as heroin, prescription pain medications and fentanyl, but it is safe to use even if opioids are not present. 911 should always be called after administering Naloxone. New York State’s Good Samaritan Law allows people to call 911 without fear of arrest if they are having a drug overdose that requires emergency medical care or if they witness someone overdosing.

Saratoga County has received approximately $1,156,700 in Opioid Settlement Funds since 2022 and has dedicated its use to a multi-agency approach between the Saratoga County Department of Health, Department of Mental Health and Addiction Services and the Sheriff’s Office to provide prevention, education, treatment and response services and programs to fight the effects of the opioid epidemic in our communities.

SARATOGA SPRINGS — Phinney Design Group has purchased the neoclassical stone building at 1 Franklin Square in downtown Saratoga Springs. The structure, built in the 1830s, will serve as the company’s construction

management office, according to Cira Masters, Phinney’s Director of Marketing & Business Development.

Phinney’s primary office is located in the Beekman Street Arts District. The company also opened a location in Lake Placid last month. Phinney hopes to have its new office at 1 Franklin Square opened by March.

COLONIE — At the grand opening of the Legacy Dispensary in Colonie last Friday, company founder & CEO Matthew Robinson said the process of launching his business had been a long and difficult road. “Been through a lot,” Robinson said. “Now, we’re past it. We’re in a new stage.”

Robinson tried to hold back tears as he thanked his family for their support. “My family is there for everything,” he said. “I could call anybody, any time of night and they’re going to come.

I thank them for that.”

Legacy is the latest in a series of cannabis dispensaries opening up across the Capital Region. Among the organizations represented at the dispensary’s ribbon-cutting ceremony was the Saratoga County Chamber of Commerce.

“Matt, hearing your story, it’s so inspirational of what you did to get here today,” said Andrea Cole, the chamber’s Vice President of Events & Marketing. “I definitely think your tribulations that you’ve gone through, the hardship that you’ve gone through, really have paid off for you to open up this

amazing space.”

Robinson is a member of the Saratoga County Chamber of Commerce. “We’re visible and vocal for our members,” Cole said. “So if it’s down here in Albany County, or Schenectady County, or Saratoga County, we’re always going to be there for support.”

Saratoga Springs itself is poised to open three cannabis dispensaries, a fact highlighted

by Mayor John Safford in his 2024 State of the City Address last week. The budding businesses are expected to open shop at 75 Weibel Ave, 95 West Ave, and 1 Kaydeross Avenue West.

Greenfield: New Director of Fiscal Management GREENFIELD — The Town of Greenfield has promoted Principal Account Clerk Cara Parks to the role of Director of Fiscal Management.

Parks, who joined Greenfield’s staff in 2021, oversees accounts receivable and payable, payroll, trend analysis, loan transactions, and investments. She also serves as the Budget Officer for the town and advises the board on developments affecting Greenfield’s fiscal outlook.

SARATOGA SPRINGS — The Adelphi Hotel previewed its new luxury condominium residences last Wednesday, which are priced from $800,000 to $4 million. Some of the 79 units have already sold, and the hope is that new residents will be living at the Adelphi by the start of the Belmont Stakes Racing Festival on June 6.

The condos, which range from 800 to 2,500 square feet, feature European-style kitchens, Wolf and Miele appliances, Kohler fixtures, Silestone Quartz countertops, and

plank-wood floors. Residents will have their own private entrance on Washington Street, and can enjoy the hotel’s various amenities, including inroom dining courtesy of Morrissey’s and Salt & Char.

According to AJ Bodden from the Shannon McCarthy Team at eXp Realty, buyers thus far “are from all over the place; plenty of local, snowbird types with second homes, but also a handful of primary residences.”

BOCES Outlines Legislative Priorities HUDSON FALLS — Members of the WashingtonSaratoga-Warren-HamiltonEssex Board of Cooperative Educational Services (WSWHE BOCES) met with lawmakers last month to discuss legislative priorities for 2024. Some of the organization’s top issues include increasing state support for career and technical education, addressing staff shortages, increasing the spending limit for capital outlays, including school aid provisions in the 2024-2025 state budget, and aiding the transition to zero emissions buses.

Increasing State Support for Career and Technical Education The existing BOCES aid formula for Career and Technical Education (CTE) programs operated by BOCES allows districts to receive aid on the first $30,000 of a BOCES instructor’s salary. According to BOCES, the average salary of a CTE teacher is now $65,000.

BOCES believes that the aidable portion should be increased to ensure that districts can adequately support these programs.

BOCES is thus requesting that the BOCES aid reimbursement for BOCES CTE teacher’s salary be increased to $60,000.

Addressing Staff Shortages According to BOCES, school districts are facing extreme workforce challenges.

Teachers, bus drivers, and other staff shortages are making it increasingly difficult to fully staff buildings. Compounding the issues caused by the lack of candidates in the pipeline, current professionals are increasingly choosing to leave their roles earlier in their careers.

To address the growing problems of recruitment and retention, BOCES believes the state should consider policy changes and programs that would attract people to needed roles and incentivize employees to stay.

BOCES is requesting that policymakers increase flexibilities in teacher certification, retiree employment, and Tier 6 reform.

Increasing the Spending Limit for Capital Outlays Current law allows school districts to make one “capital outlay” annually. Under this provision, each district may conduct one project that has a cost of $100,000 or less and is paid for in cash each year.

Districts then receive their total building aid on the full project in the next year. Because these projects do not require voter

approval or borrowing, BOCES believes they can be completed more efficiently and save both the state and the district money due to the lack of interest. The current project threshold of $100,000 was established in 2002 and has not increased since. In the two decades that have passed, the relative buying power of $100,000 has decreased significantly. BOCES requests that the spending limit for capital outlays be raised to $250,000 annually beginning in the 2024-2025 school year.

Including School Aid Provisions in the 2024-2025 State Budget According to BOCES, districts around the state, including those in the WSWHE BOCES region, are appreciative of the State’s efforts to fully fund the Foundation Aid formula and expense-based aids. To ensure that all students are supported, BOCES is asking that the following provisions be included in the 2024-2025 state budget: a due minimum increase for all districts, regardless of Foundation Aid phase-in level; a “save-harmless” provision to ensure a stable funding baseline for all districts; and support for an initial evaluation of the current cost to educate a successful student.

Aiding the Transition to Zero Emissions Buses According to BOCES, school districts around the state recognize the importance of taking steps to reduce emissions and protect the environment for future students.

Current state law requires that all new school buses acquired be zero emissions by 2027, and all buses in operation must be zero emissions by 2035.

transition was not released until almost 18 months after the law was enacted, and districts are already running into barriers.

The supply of buses for the districts that have the funding and infrastructure in place to begin operations are not adequate or timely. Existing systems and supports have not been updated to reflect this change. Districts need to be able to avail themselves of the full range of state resources and supports through existing aid streams and programs. BOCES requests that the State evaluate all existing programs around transportation, capital and planning, and make updates to all planning and

funding streams to include costs related to planning and executing this transition.

In a statement, Hartford Central School District Superintendent Andrew Cook said he believed these legislative priorities “will benefit students across New York State, and we are looking forward to working side-by-side with our representatives to ensure that every student in our region has the best educational experience possible.”

WSWHE BOCES is a public organization that was created by the New York State Legislature in 1948 to provide shared educational programs and services to school districts.

Spa Catholic Supports Addiction Books Donated Grad on Life Support

SARATOGA SPRINGS — The Saratoga Central Catholic School is encouraging its community to support 2017 graduate Mari Shaw, who, as of press time, was on life support at a hospital in Orlando, Florida. According to her alma mater, Shaw needs a liver transplant and doesn’t have health insurance. A GoFundMe was created last week by Karen McIntosh to raise funds for

Shaw. “Please if there is anything you can do to help,” McIntosh wrote on GoFundMe, “even if it is not monetary, please just send prayers.”

According to McIntosh, they are waiting for a bed to open up at Shands Hospital in Gainesville, Florida, where a transplant can take place.

Once a bed is available, Shaw will be airlifted to the hospital.

BALLSTON SPA — Ballston Spa elementary schools recently received a book donation from Patty Kilgore, The Prevention Council’s Director of SchoolBased Services. The donated books address the topic of addiction.

As a partner with Saratoga County, the Prevention Council

received resources from the Opioid Settlement Funds. The council was asked to find the best use for these funds, and decided to address the lack of resources for children in elementary schools who may have a parent, guardian, sibling, or other loved one struggling with a substance

use disorder or in early recovery.

The Prevention Council put together a donation of several children’s books that address the issue of addiction, as well as resources for counselors and adults. The books will be distributed to all elementary schools in Saratoga County.

for Saratoga TODAY Fran, Congratulations on your book. What is it like to be a published author?

Fran: It’s an extremely amazing feeling to be a “published author”! Looking back upon the thousands of hours it took to finally have the privilege of showcasing a finished project is something I still find incredible to reflect upon. I took tremendous care to make sure my book will forever be something I can be very proud of, and I truly am.

Tell us about the process of writing your book.

Fran: Concept: First I came up with the concept: The Animal Menagerie is an A to Z picture book for children ages 4-7.

There is an animal character for every letter of the alphabet, and the name of that animal is coupled with a rhyming descriptive vocabulary word such as “The Chuckling Duckling,” and “The Contrary Canary,” etc.

Choosing Animals and Vocabulary Words: After I came up with the concept for the book, I started choosing each animal based on whether there was a colorful vocabulary word that I could rhyme with it. The word would need to describe the animal in a way that lent itself to a contextual story that would accompany it.

Writing Stories: Next the stories for each animal were written in a way that brought the meaning of each descriptive vocabulary word to light. This had to be accomplished in a limited number of paragraphs, due to the 4-7 age group I was writing for.

Deciding upon Illustrations: Once the A to Z characters and stories were established, I sketched or described my vision to my illustrator. She then presented me with an image, which I typically worked with her to tweak 3-5 times, until it perfectly represented my visual interpretation of the story. This was an extremely interesting process, mainly because my illustrator lives in Poland, and so all of this was accomplished online. This overseas exchange took place over the pandemic years. When we were all feeling so isolated and disconnected, I was sharing

explosions of creativity with a person over 4 thousand miles away who I have never met or even spoken to.

Layout and design: Finally, I worked with a dear friend collaborating for hours of time syncing the illustrations with the stories, and laying it all out to look perfectly pleasing to the eyes of parents of my target audience. Then the text needed to be proofread and edited before going to print.

Publishing/Printing: This process included vetting several printers to find out who would offer the best quality for the least cost. In general, quality self-publishing is a costly endeavor. It’s a true commitment to passion for what you’re doing.

Where did you do most writing?

Fran: Most of my inspiration came while working at my home office on evenings and weekends, when I could focus full attention on the project.

What, if any, were the unexpected challenges you encountered.

Fran: I was surprised by the incredible amount of time it took to bring the text and the illustrations together into an artistic layout style that reflected my vision. This is definitely the step in the process that took the most time. I was intent on having the book look as good as traditionally published books typically do so it would garner just as much attention when sitting beside a traditionally published book on a retailer’s shelf.

There are so many aspects of a book’s design to consider and make decisions on from choices on hardback vs paperback, the size of the book, the number of pages, paper weight and color, printed endsheets, font, font size, colors, just to name a few. .

From start to finish, what was the timeframe?

Fran: I started the project in November of 2021 and the book was sent to the printer in October of 2023. I received 500 printed copies in mid-November of 2023, just in time for the holiday season. Although there were unexpected delays, and this wasn’t the timing I was hoping for, it worked out perfectly!

Was this a one-time project or are there more books on your horizon?

Fran: Yes, after spending so much time learning about the process of authorship and the tenets of book-writing, I feel that I know so much more now that would allow me to work more expediently on a second book. I have the concept already. I hope to get started on it over the next year.

Any advice for aspiring authors?

Fran: Follow your dream.

Anything is possible! Ask questions to many individuals and the answers you receive in common are what you should move forward with as true. A concept can be inspired in so many ways - leave yourself open to hearing, seeing, feeling, tasting, and touching so you can recognize the thought concept when it comes to you, and then run with it. If you, like me, are one who has been saying or thinking that they will write a book for years, don’t just talk about it - do it! Live in the moment and make it happen, now! For me, in the words of Victor Hugo, It was ‘an idea whose time had come’!

INGREDIENTS:

*Ingredients currently available at the farmers’ market • 2 russet potatoes* • 2 teaspoons olive oil • ½ cup sour cream*, plus more for serving • 2 tablespoons unsalted butter, melted • 1 teaspoon kosher salt

• ½ teaspoon freshly ground black pepper • 1 cup shredded cheddar cheese*, divided • ½ cup scallions*, thinly sliced, divided • 2 strips bacon*, cooked, crumbled

INSTRUCTIONS:

1. Preheat the oven to 400˚F, and rub each potato with 1 teaspoon of oil, and prick the top with a fork. Place the potatoes on a rimmed baking sheet and bake for 1 hour.

2. Transfer potatoes to a cutting board and cut in half. Gently scoop out the inside flesh of the potatoes and transfer to a medium bowl. Reserve the skins.

3. Add the sour cream, melted butter, salt, pepper, ½ of the shredded cheese, and ½ of the scallions, and combine with a hand mixer until smooth.

4. Transfer the potato mixture back into the scooped-out potato skins. Bake for 10 minutes.

5. Sprinkle the potatoes with remaining cheese, and bake for 5 more minutes until the cheese is melted. Top with sour cream, bacon, and the remaining scallions.

The house was full of activity, laughter, and of course, tons of food. The women in our family would conjure up traditional family recipes for all

of us to devour while the men in the family chatted about politics, sports, and general life issues. As time has passed, many of our older family members have passed. One of my favorite family members was my Aunt Rosie who was very special to me. She loved to make people happy with her incredible smile, love for cooking, and her true

CHICKEN CACCIATORE

INGREDIENTS

• 1 tablespoon canola oil • 4 (4-ounce) bone-in, skin-on chicken thighs • 1 ½ teaspoons kosher salt, divided, plus more to taste • 1 teaspoon black pepper, divided • ½ cup chopped bacon or prosciutto (about 4 bacon slices)

• 1 medium garlic clove, thinly sliced (about 1 teaspoon)

• 1 cup dry red wine

• 1 small yellow onion, thinly sliced (about 1 cup)

• 1 ¾ cups canned whole peeled San Marzano tomatoes (from 1 [28ounce] can), hand-crushed

• 2 large celery stalks, cut into small cubes (about 1/2 cup)

• Pinch of crushed red pepper

• 1 medium carrot, cut into small cubes (about 1/2 cup)

• 4 (3-inch) thyme sprigs

• 1 cup thinly sliced fresh shiitake mushroom caps (about 2 ounces)

• Braised greens, rice, polenta, or potatoes, for serving

• 2 cups chicken broth

INSTRUCTIONS 1. Heat oil in a large Dutch oven over medium-high until oil shimmers. Meanwhile, arrange chicken thighs in a single layer on a baking sheet or plate; sprinkle tops with 1/2 teaspoon salt and 1/2 teaspoon pepper. Flip thighs; sprinkle bottoms with 1/2 teaspoon salt and remaining 1/2 teaspoon pepper.

occasionally, until liquid reduces by half, about 5 minutes. Sprinkle with crushed red pepper and remaining 1/4 teaspoon salt; stir in crushed tomatoes and their juices. Bring to a simmer over medium. Reduce heat to low; simmer, stirring occasionally, until sauce starts to get jammy, 5 to 8 minutes. Stir in thyme sprigs.

2. Reduce heat under shimmering oil to medium. Using a pair of metal tongs, carefully add chicken, skin side down, to Dutch oven.

Sear chicken, resisting the temptation to move or turn the pieces until they have browned on the first side, 5 to 8 minutes. Turn chicken over, and cook until browned on other side, 5 to 8 minutes. Transfer chicken to a plate and set aside. Do not wipe Dutch oven clean.

4. Arrange chicken thighs in a single layer in mixture in Dutch oven and add broth. Bring to a simmer over medium. Cover and simmer over low, undisturbed, until chicken and vegetables are very tender and a thermometer inserted in thickest portion of chicken registers at least 165°F (temperature will likely be around 190°F), 40 to 50 minutes. Using a wooden spoon, break up some of the tomatoes.

3. Reduce heat under Dutch oven to mediumlow, and add bacon and garlic; cook, stirring constantly, until aromatic and bacon is slightly crispy, about 2 minutes. Increase heat to medium-high. Add onion, celery, carrot, mushroom caps, and 1/4 teaspoon salt; cook, stirring occasionally, until onion is translucent, 3 to 5 minutes. Add wine; cook, stirring

5. Remove Dutch oven from heat. Let chicken mixture rest, covered, about 10 minutes. Remove and discard thyme sprigs. Taste tomato sauce, and add additional salt to taste. Serve with braised greens, rice, polenta, or potatoes, if desired.

19 love in listening to Englebert Humperdinck sing. We actually made sure our band played a Humperdinck song for her at our wedding “Spanish Eyes.”

Among my mom’s and Aunt Rosie’s precious cooking tools was the cast iron Dutch oven. I can recall the smells of sauce, stews, and soups being made in this versatile vessel. They were in every one of my friends’ kitchens as well. It was one of my favorites as head dishwasher in the family because it was the easiest pot to clean since there was no soap used and just hot water and a stiff brush and you were done. When mom said to get the Dutch oven out of the cabinet and put it on the stove, we knew we were in for a great meal!

I have had many customers stop in and talk about how they love their Dutch ovens and how they use it for just about everything. One piece that many folks have discussed is how they bake bread in their Dutch oven.

Dutch ovens are essentially tall, heavy pots with tight-fitting lids.

They are used primarily for slowcooking methods such as braising and stewing. The rustic all-iron Dutch ovens can be used both on stove tops and in ovens, and some can be used over and under coals.

They are known for their ability to go from the stove top--for quick starting techniques such as

browning--straight into the oven for the longer cooking process.

I do wonder though how I would have gotten through my teen years without helping mom out in the kitchen. The women in our families are there for us as we grow up and even through our adult years. The women in our family work through and answer the questions about the biggest secret in the universe, women.

This Valentines Day, when you get a card and some flowers and maybe some chocolate for your wife, husband or sweetheart, please remember your mom, because she’ll appreciate it. Sing “Spanish Eyes” to the one that has your heart. Eat, sing, and treasure the moments you have with family and friends.

Genealogy and Local History Heritage Hunters will meet on Saturday, February 17, at 1 p.m. at the Town of Saratoga Town Hall, 12 Spring St., Schuylerville.

Daniel Bradt will present the program, “An Archaeological Look at the Saratoga and Schenectady Railroad.” The railroad was only the 2nd built in the state and began operating in 1832. Portions of it have been the subject of archaeological digs in recent years. Dan has assisted in the digs and has worked on several other archaeology projects in Saratoga County. SARATOGA SPRINGS — Khruangbin have announced they will make an appearance at Saratoga Performing Arts Center during this year’s major North American tour.

The show will be staged May 26, and includes special guest John Carroll Kirby.

In early April, Khruangbin will release their fourth studio album. “A La Sala” is the trio’s first

LP in four years and is comprised of 12 songs constructed of jigsaw pieces found in Khruangbin’s creative past, the band says.

During the past two years Khruangbin has brought their psychedelic R&B to sold out shows from New York City’s Radio City Music Hall to London’s Alexandra Palace.

HMT Announces Open Registration for Youth Conservatory Production of The SpongeBob Musical SARATOGA SPRINGS — Home Made Theater announces open registration for students ages 8-18 years old for the Home Made Theater Youth Conservatory production of The SpongeBob Musical: Youth Edition.

The program gives students an exciting, creative, and supportive environment in which to experience the thrill and exhilaration of performing live theater.

The SpongeBob Musical is based on the Nickelodeon animated series created by Stephen Hillenburg.

The Youth Conservatory team is led by Director/

Choreographer Olivia Larson, a New York-based director and choreographer originally from Ballston Spa. She has participated in over 20 of Home Made Theater’s Youth Conservatory productions, including nine on the production team. The Musical Director for the program is Noah Unser, a Colonie native, who has recently returned to the capital region after completing his studies in Music Education at the Crane School of Music.

He is currently doing his student teaching in Niskayuna and East Greenbush school districts.

Scenic Designer is Susan Turner, who has been involved with the Home Made Theater Youth Conservatory program since its inception over 20 years ago.

Rehearsals will begin on March 16 and will be held at Home Made Theater’s Wilton Mall headquarters.

Alexis P. Suter, with a repertoire that ranges from oldtime Delta blues to vintage soul leads her band to the Caffe Lena stage for a show at 8 p.m. on Friday, Feb. 23.

Suter first burst on to the

music scene as a regular performer at Levon Helm’s legendary Midnight Rambles in Woodstock.

“She is one of those wonderful spirits, she’s got her arms around you; you can feel that,” Helm said. Suter and her band opened for Helm nearly 100 times at the Beacon Theater, Bethel Woods Center For The Arts, The Paramount Theatre in Asbury Park, N.J. and Central Park’s Summerstage.

SARATOGA SPRINGS — Empire State Youth Dance Ensemble will present “Revolutionary” at 4:30 p.m.

Saturday, Feb. 24 at Universal Preservation Hall.

“Revolutionary,” a dance/ theater piece that takes the audience through the spoken word and famous dances of modern dance founder, Isadora Duncan (portrayed by area actress and dancer, Diane Lachtrupp).

Accompanying the dancers will be musician Michael Clement on piano.

The “Revolutionary”

opening features a ballet piece created by visiting artist Donna Salgado of Continuum Contemporary/Ballet Company.

Isadora Duncan revolted against ballet and set off on a journey of discovery towards developing a movement that was revolutionary of the times (and often controversial) laying the groundwork for modern dance in America.

The program concludes with an original modern dance piece by visiting artist Em Wein (independent choreographer) to show how the influence of Isadora Duncan lives on and

through the work of choreographers today who continue to explore and create in response to the world they are living in.

Empire State Youth Dance Ensemble is a program of Nacre Dance Group aimed at providing talented young dancers with an opportunity to work with visiting choreographers through a rigorous rehearsal schedule to hone and broaden their dance and performance skills culminating in a professional performance for the community.

SARATOGA SPRINGS/ MIAMA — Anthony Weaver, a former Saratoga Springs High School football player and member of the Blue Streaks Hall of Fame, has been named the new defensive coordinator of the Miami Dolphins.

Weaver had attracted interest from a number of teams for vacant positions, including head coach of the Atlanta Falcons and head coach of the Washington Commanders.

In a statement, Dolphins

head coach Mike McDaniel said he was “excited to add Anthony to our staff, not only for what he will bring to the Dolphins as a teacher and coach, but even more so who he is as a leader of men.”

Prior to being hired by Miami, Weaver was the assistant head coach and defensive line coach for the Baltimore Ravens. He also had coaching stints with the New York Jets, Buffalo Bills, Cleveland Browns, and Houston Texans. Prior to coaching, he was a defensive end for the Ravens and Texans.

He was a second-round pick in the 2002 NFL Draft.

SARATOGA SPRINGS — It may not feel like it if you step outside, but spring is in the air (spring sports, at least). The Skidmore College baseball team

held its first full-team practice of the season last Wednesday.

Pitchers and catchers reported three days prior.

The Thoroughbreds’ season will kick off on the afternoon of Saturday March 2 at Baruch College. A series of away games

will follow against St. Joseph’s University Brooklyn and SUNY Oneonta, before the Gene Cusic Classic in Fort Myers, Florida begins on March 10.

Skidmore’s first home game will be on Friday, March 22 at 3 p.m. versus Bard College.

NEW YORK — The New York Racing Association (NYRA) announced last Thursday that Frank Gabriel, Senior Vice President of Racing Operations since 2022, has resigned. He’ll be succeeded by Andrew Offerman.

“On behalf of NYRA and the broader racing community in New York, I thank Frank Gabriel for his many contributions to NYRA and to thoroughbred racing,” said David O’Rourke, NYRA President & CEO, in a statement. “Because of Frank’s hard work during a period of great transition, NYRA continues to be defined by its premier racing product

and organizational commitment to safety and integrity.”

During his tenure, Gabriel led efforts to implement Horseracing Integrity and Safety Authority (HISA) rules and regulations. He was responsible for operational changes that have increased veterinary scrutiny on all horses stabled on NYRA property. Gabriel also adjusted NYRA’s stakes program and purses.

“My time at NYRA has been deeply fulfilling, and I would like to thank the NYRA Board, David O’Rourke, and the entire NYRA team,” Gabriel said. “I wish them the best of luck moving forward.”

SARATOGA SPRINGS — If the Saratoga Race Course is akin to a ritzy cocktail bar, harness racing at the Saratoga Casino Hotel is more like a friendly neighborhood pub. Not everyone there knows each other, but it feels like they do. Security guards are on a first-name basis with drivers. Groups of friends crowd around tables to drink and chat while a slot machine symphony rings in the background. Inside, there’s the familiar scent of beer. Outside, a hint of cigar smoke floats through the chilly air. By the time the first race begins, the place is packed.

The 83rd season of harness racing kicked off last Saturday, continuing a tradition that began in 1941, when

the Saratoga Raceway hosted its first opening night. This year’s schedule will include 150 racing programs through midDecemeber, with more than $17 million in purses. Two notable events happening this year are the New York Sire Stakes in June, which feature New Yorkbred horses racing for over $1 million in purses, and the 15th annual Joe Gerrity Jr. Memorial Pace on July 20.

High School Athletic Association Holds Executive Committee Meeting SARATOGA SPRINGS — The New York State Public High School Athletic Association (NYSPHSAA) held a quarterly Executive Committee meeting last Wednesday at the Embassy Suites in Saratoga Springs. The committee voted on a variety of proposals that will impact hundreds of high school athletic departments across the state.

CHAMPIONSHIP SITES The committee approved the following championship sites: • Boys basketball championship in Binghamton (2025-2027) • Skiing state championships at the Gore Mountain/ North Creek Bowl (2025), Bristol Mountain/Harriet Hollister State Park (2026), and Whiteface Mountain/ Mount Hoevenberg (2027)

• Softball state championships at the Greenlight Networks Grand Slam Park in Binghamton (2025-2027) • Boys lacrosse state finals at Hobart & William Smith Colleges (2025-2027) • Game Day Cheer state championships at the Hudson Valley Community College (2024-2026) VOLLEYBALL The committee approved a two-day boys volleyball state championship that will include every section in the state tournament.

INDOOR AND OUTDOOR TRACK Indoor track had its proposal approved to add a second division for the relays at state championships. Outdoor track & field had its proposal approved

to move to a third class starting in the 2025 spring season.

TENNIS A tennis proposal was approved that will have both girls and boys starting a 2 singles, 3 doubles format for their events starting this year.

SAFETY ISSUES To provide safer guidelines during inclement weather for outdoor sports, the MyLightning Tracker app was approved for implementation in 2024.

RULE REVISIONS The committee also approved the experimental use of a shot clock in boys and girls lacrosse, as well as the use of metal cleats for modified softball.

NYSPHSAA’s next Executive Committee meeting will be held on Wednesday, May 1 at Embassy Suites in Saratoga Springs.

CHAZY — The Adirondack United girls’ hockey team defeated Beekmantown at the Scotts’ Memorial Rink last Friday, 3-1. The victory was the team’s final game of the regular season. The United finished 14-0 on the year, and will now begin their postseason journey at the Glens Falls Recreation Center on Thursday, February 8.

Against Beekmantown, Tekla Fine-Lease kicked off the night with a power play goal. Lillian Willis added two more goals.

Emerson Lochner-Fehl, Bayley Duffy, and Emily Macaulay all tallied assists. Goalie Ava Reynolds made 12 saves to earn the victory.

SARATOGA SPRINGS — Saratoga Springs High School girls basketball player Carly Wise has netted 1,000 total points in her career with the Blue Streaks.

Wise, a senior, is a two-sport athlete and will play lacrosse next year for Clemson University.
