SCHOOL SAFETY: SRO Vote in January

LAST CALL

What’s Next

SARATOGA SPRINGS —

In the aftermath of a 3 a.m. shooting on Nov. 20 during which three people were injured in the Saratoga Springs’ downtown bar district, some city officials have identified altering bar closing times as a preventative measure that would assist the public’s safety. Doing so, however, will not be an easy task.

for Local Bars

Currently, bars in approximately two dozen of the state’s 62 counties may stay open until 4 a.m. – Saratoga County among them. Altering the closing time – city officials appear to favor a 2 a.m. closing – would require the county Board of Supervisors give their approval of an earlier closing to be implemented countywide, and to forward that request to the State Liquor Authority to ultimately rule on the matter.

History OF SARATOGA The Traveling Tombstone

Sponsored by The Saratoga County History Roundtable

Contact The Saratoga County History Roundtable at: saratogacohistoryroundtable@gmail.com

Marble tombstones are usually considered permanent objects in a cemetery. Yet, the stone erected to remember Phillip Rice has been found in several locations before finally returning to the Veteran’s Circle at Corinth Rural Cemetery.

Phillip Rice, born in Albany in 1822, was the son of Thomas Rice. By 1855 he was married to Martha Stead, a native of England, and living in Corinth. Phillip was a leather worker and was also listed as a shoemaker. At the age of 38 he enlisted in the army in the 30th Infantry Co. G that was organized in Saratoga Springs. He was the first to answer the call to arms in Corinth to help quell the rebellion by the southern states. He was given the rank of sergeant in 1861 and after participating in the Battle of Fredericksburg he was promoted to Second Lieutenant. During the Battle of Second Bull Run, also known as Groveton, in Virginia he was mortally wounded on August 29, 1862. According to local records of soldiers from the town clerk’s, his remains were buried on the field. Rice was the first recruit from Corinth to die in the Civil War and the G.A.R. Post (Grand Army of the Republic veteran’s post) was named in his honor. A modest marble marker was presented to the family and it was placed on the family plot at Corinth Rural Cemetery. As reported in

the summer of 1893 “a fine Scotch granite monument, 15 feet high, purchased in Scotland, has just been put up in the rural cemetery this week for J.T. Rice and Mrs. F.W. Walker families. The monolith was set upon the lot where their parents and Mrs. Walker’s first husband, Alanson Young were interred.”

(From the July 28, 1893 Corinthian Newspaper) It is believed at this time the previous grave stones were removed when the large stone was placed on the lot.

Rather than discard Phillip’s marble stone it was moved to Palmer Avenue and used as a foundation stone under the front porch of John T. Rice’s home (Phillip’s son). There it remained until the 1980s when the porch was repaired by unsuspecting owners. They discovered the tombstone and proceeded to sell it at their garage sale. Eventually it ended up at Stan’s Flea Market on Route 9 in Wilton where a Civil War reenactor purchased it and returned it to Corinth. The stone spent a year or two at the town garage before finally being erected in the Veteran’s Circle at the Corinth Rural Cemetery.

Tragedies continued to plague the Rice family. The Troy Whig newspaper reported in April 1871 that Mrs. Matilda (Martha) Rice had shown signs of lunacy for a few weeks. Two local doctors and a neighbor testified about her

condition to a local judge who granted the certificate of lunacy. She was sent to the Willard Asylum near Utica where she died eighteen years later. Phillip and Martha’s daughter Martha (Mattie) married Alanson Young who worked as an engineer at the local paper mill. In 1879 while working on the Hudson River he was swept over the falls and drowned.

Like the tombstone, Phillip’s body was not to remain where he was first laid to rest. In 1866 all Federal troops who had been hastily buried on the field at Second Battle of Bull Run were exhumed and reinterred at Arlington National Cemetery. A large sarcophagus was placed over a burial vault where the remains of over 2,000 unknown soldiers rest in eternal peace.

Rachel Clothier is historian for the Town of Corinth, operates the Corinth Museum, and is retired from Crandall Public Library in Glens Falls.

SARATOGA SPRINGS —

The Flower & Fruit Mission of Saratoga Hospital will donate $225,000 to buy new labor and delivery beds to enhance the childbirth experience at the Hospital’s Mother/Baby Unit.

Flower & Fruit Mission President Stephanie Collins announced the gift Dec. 3 at the annual Snow Ball, the organization’s signature holiday party. This year’s event netted $30,000 and honored recently retired Saratoga Hospital President and CEO Angelo Calbone for his 16 years of extraordinary service to the Hospital and the community.

The new beds will put the finishing touches on a $2.7 million unit renovation, which created a modern, comfortable birthing environment rooted in best practices for maternity care. The $225,000 is in addition to a previous Flower & Fruit Mission gift of $250,000 for the renovation.

The Flower & Fruit Mission was founded in 1904 to support maternity care at Saratoga

Hospital. At first, the Mission provided flowers and fruit for new mothers and blankets, caps, and clothing for infants born at the Hospital. More recently, the organization has focused primarily on fundraising and has donated more than $1.5 million for women’s health-related services.

Major sponsors of this year’s Snow Ball include the Adirondack Trust Company and Stewart’s Shops/the Dake family.

Born on January 30, 1933, she was the daughter of the late Arthur and Ann (Rougier) Richmond. She went to St. Clement’s Elementary and graduated from St Peter’s High School. It wasn’t long after that she married the love of her life, Ted Zwijacz, and they began a journey that took them travelling across the country for the next 20 years while Ted served his country in the United States Air Force, and she raised their four children. Upon Ted’s retirement, they returned home to Saratoga. Mary Ann found a new calling and worked for over

40 years at Clement’s Insurance Agency retiring just days away from her 80th birthday. Mary Ann was an expert knitter, crocheter and tatter. Mary Ann would knit the winter coats for her family while in Alaska and the ponchos for their time in California. Her family would be recipients of new sweaters each and every year for the holidays. If there was a baby shower, the new bundle of joy would be sure to receive one of her famous crocheted blankets. If you were very special, she tatted beautiful doilies and tablecloths. She was a lifelong communicant of St Clement’s Church and in her later years, their satellite chapel, St Therese in Gansevoort. Mary Ann loved the Lord and determined not to miss a mass, watched the live feed from St. Clement’s Church during Covid on Facebook. Deacon Danny Boyd of St Therese delivered her communion and many hours of thoughtful conversation over the past few years, which she very much enjoyed.

In addition to her parents, she was pre-deceased by her infant sister Rosemary Richmond, her brother John Richmond and her husband, Theodore Zwijacz. She is survived by her four children, Katherine Ann Zwijacz (Tom Michalek), Joanne DeVivo (Patrick), Theodore A Zwijacz

Saratoga County Sheriff: Drive Sober or Get Pulled Over

Tonko, Stefanik Vote to Enshrine Marriage Equality

SARATOGA COUNTY —

Democrat Congressman Paul Tonko (NY-20), and Republican Congresswoman Elise Stefanik (NY-21), each voted on Dec. 8 to send the Respect for Marriage Act to President Biden’s desk.

The landmark legislation takes several key steps to defend marriage equality, including upholding couples’ right to equal protection under federal law and requiring states to recognize valid out-of-state marriages.

BALLSTON SPA —

This holiday season, the U.S. Department of Transportation’s National Highway Traffic Safety Administration (NHTSA) is partnering with the Saratoga County Sheriff’s Office to share the message about the dangers of drunk driving. NHTSA and the Sheriff’s Office want all drivers to remember this lifesaving message: Drive Sober or Get Pulled Over.

Drivers will see deputies working together Dec. 16, 2022, through Jan. 1, 2023, to take drunk drivers off the roads.

According to NHTSA, 11,654 people were killed in motor vehicle crashes in 2020 that involved an alcohol-impaired driver. On average, more than 10,000 people were killed each year from 2016 to 2020, and one person was killed in a drunk-driving crash every 45 minutes in 2020.

“It’s so important that drivers act responsibly, and that includes

refraining from impaired driving,” said Sheriff Michael H. Zurlo, in a statement. “We need commitment from drivers that they’ll keep the roads free of drunk drivers so that everyone can have a safe holiday. This enforcement period allows us to get the message out that drunk driving is illegal and it takes lives. Help us put an end to this senseless behavior.

Nationally, it is illegal to drive with a BAC of .08 or higher, except in Utah, where the limit is .05 g/ dL. And the costs can be financial, too: If you’re caught drinking and driving, you could face jail time, lose your driver’s license and your vehicle, and pay up to $10,000 in attorney’s fees, fines, higher insurance rates, and lost wages.

The Saratoga County Sheriff’s Office recommends these safe alternatives to drinking and driving. If you see a drunk driver on the road, contact the Sheriff’s Office at 518-885-6761 or call 911.

The Respect for Marriage Act will take several steps to protect the

inviolability of same-sex and interracial marriages, according to a statement released by Tonko. This includes: repealing the “Defense of Marriage Act; Enshrining Marriage Equality into Federal Law - which upholds married couples’ right to equal protection in all areas covered under federal law, such as Social Security, tax filings and veterans’ benefits, and barring discrimination by state officials - effectively prohibiting state officials from denying recognition of an out-ofstate marriage on the basis of sex, race, ethnicity or national origin.

Saratoga County Completes Energy Efficiency Upgrade at County Facilities

BALLSTON SPA — Saratoga County officials have announced the completion of an energy efficiency LED lighting upgrades that will save approximately $46,500 a year in energy costs. A total of 1,929 florescent fixtures were replaced with LEDs at the County Department of Public Works garage and office space, Correctional Facility, and Animal Shelter, reducing energy consumption at these facilities by 300,700 kilowatt hours a year.

The upgrade provides for energy and cost savings as well as

improved lighting throughout the buildings, as LED lights are more energy efficient, shine brighter, and last longer than traditional lighting.

The County took advantage of a utility incentive of $31,019 offered by National Grid for this $277,586 project, which is expected to pay for itself in energy savings and efficiencies in approximately six years. Following an RFP process, the County contracted with Centrica Business Solutions to perform energy and lighting assessments and installation of the fixture replacements to LEDs.

New Detective Board Game: Murder in the Canfield Casino

10th Annual Toys For Toga Campaign Delivers 2,600 Toys

SARATOGA SPRINGS —

The Saratoga Springs History Museum has released a new board game, titled Murder in the Canfield Casino: The Saratoga Springs Historical Detective Game.

Players take on the role of historical figures from Saratoga Springs history and act as sleuths to solve the murder of Ms. Sara Toga in the Canfield Casino, Saratoga Springs’ most historic building. The game board is based on the floor plan of the Casino, and the suspects are prominent people from Saratoga Springs history, including: John Morrissey, George Crum, and Lillian Russell. All the potential

murder weapons shown in the game are real artifacts from the collection of the History Museum.

“This game was conceptualized during the pandemic shutdowns. I designed and wrote it and sourced out the creative materials necessary to talented local people. We are so excited to have this finally come to fruition and be available for the holiday season,” said James Parillo, Executive Director of the History Museum, in a statement.

Murder in the Canfield Casino retails for $49.95, with all proceeds benefitting the Museum. The game is available at the Saratoga Springs History Museum Shop,

Impressions of Saratoga, The Dark Horse Mercantile, G. Williker’s and The National Museum of Racing & Hall of Fame’s Shop.

The History Museum has been located in the Canfield Casino since 1912 and serves thousands of visitors and hundreds of schoolchildren every year. The Museum’s three floors of exhibits tell the story of Saratoga Springs, and are always changing and improving. The History Museum is open Wednesday through Sunday, 10 a.m. to 4 p.m., through Dec.18. The Museum Shop will remain open Dec. 19–23 for holiday shopping.

Last Call - What’s Next for Local Bars

continued from front page...

Previous councils in Saratoga Springs have initiated that process three different times in recent years, with the county board either refusing to agree, or turning a deaf ear to those requests.

“When it comes to the issue of bar closing times in our city, there has been a long-standing debate about what we should do,” Matt Veitch told the City Council during its Dec. 6 meeting. It was a meeting during which the council voted down a proposed amendment that threatened to revoke the permits of bars and cabarets should their patrons become engaged in any criminal offense after 2 a.m.

Veitch serves on the 23-member Saratoga County Board of Supervisors and is specifically one of two supervisors elected to represent the city of Saratoga Springs, which in county weighted-vote terms indicates the representation of just over 14,000 residents.

“I don’t see the county (Board of Supervisors) going for a 2 a.m. bar closing county-wide,” Veitch said. “I do see them supporting the city and looking to change that on their own.”

Veitch added that during the city’s most recent attempt to alter closing times, made last year, the county’s legislative committee “rather than forwarding the request to the State Liquor Authority to change the bar closing times or to stop the item, moved an item on the county’s legislative agenda urging the state to allow for more local control of this issue. Rather than having this done on a countywide basis, basically change the state laws to allow the Liquor Authority to accept changes of bar closing times from any county, town, city or village that requests it.”

Veitch likened it to the state’s recent cannabis legislation which allows individual municipalities to opt-in or out, and more akin to the Municipal Home Rule Law – which would allow local governments to set the parameters for their own respective municipalities.

“Give localities the power to make their own decisions. This is how bar closing times were handled in the state until about the 1990s,” he said. “I will admit it is a long-term process and one that probably is a longshot in succeeding, but it is one I know the county is willing and work to support the

city on.”

The majority of the state’s 62 counties have earlier than 4 a.m. closing times, “so, counties have acted,” Saratoga Springs Mayor Ron Kim said.

In late September 2013, bars in Warren County went to an earlier closing time, from 4 a.m. to 3 a.m., after state regulators unanimously approved a proposal submitted by Warren County’s board of supervisors. Then-Glens Falls

Mayor Jack Diamond made the initial call for action after a series of violent, late-night incidents in the city’s South Street district, an area with a handful of bars and nightclubs, as reported by Lucas Willard of WAMC. Diamond had originally proposed a closing time of 2 a.m. to County government, but that proposal was met with opposition.

Among the state’s counties more highly populated that Saratoga, Monroe County - population 750,000, and Onondaga County - 470,000, both have 2 a.m. weekday closing times. Many other counties have set their respective earlier closing times at 1, or 2, or 3 a.m.

“We are the largest city in this county, we pay a ton of taxes that support the county, and yet they’ve punted on this issue,” Mayor Kim said, expressing frustration that the county board’s lack of agreement to a countywide 2 a.m. closing would push the city down a more difficult path in pursuit of its goal. “Changing at the county level would be much easier than going to (the state) Albany and trying to change it, because then we have to deal with Manhattan, we have to deal with all sorts of larger cities. And that’s essentially what the county is saying: We’ll help you get down to Albany. Well, I know how to get to Albany. The problem is it’s very unlikely we’re going to get Albany to listen to us.”

Legislative bodies aside, the desire of an earlier closing also faces resistance from some downtown operators. Kelsey McPartland, owner of Lucy’s Bar on Caroline Street, said a closing modification that would require a “last call” at 2 a.m. would result in a net loss of $24,000, while a 1:15 last call requiring the premises be vacant by 2 a.m. would result in a loss of more than $40,000.

Saratoga Springs City Police

Chief Shane Crooks forwarded a letter to the council which explained

his preference of an earlier closing time and reported on 2021 data collected by the police department that shows the necessary use of forceeither in the making arrests or in separating of combatants – peak at the hour between 2 am and 3 am in Saratoga Springs.

“Between 1 a.m. and 5 a.m. is the peak for calls for service and use of force,” added city Public Safety Commissioner Jim Montagnino. “It’s been years, if not decades of inaction, and we’ve reached a point where we had a shoot-out on Broadway and we still have not taken any concrete step to try and change the situation.”

Mayor Kim said while discussions were routinely held regarding downtown safety during his previous tenure as city Public Safety Commissioner from 20052009, he didn’t recall discussions that informed about people who were armed with guns. “So, something has changed fundamentally down there. If we take no action, we will be blamed for that failure,” Kim said. “We need to do something, and I believe that if the City

Council doesn’t, we will be held responsible down the road.”

Council members agreed they will continue to seek methods to alter the city’s 4 a.m. bar closing time to address late night/ early morning public safety concerns, particularly during weekends. City officials expressed the desire to approach the Saratoga

County Board of Supervisors with their request. The county board holds its final meeting of the calendar year at 4 p.m. on Tuesday, Dec. 20 at the county complex in Ballston Spa. The last regularly scheduled City Council meeting of the year will be held at 7 later that same evening, at City Hall in Saratoga Springs.

In November, the town Planning Board entertained an application to establish a Planned Unit Development District (PUDD) for a development with mixed-use, consisting of 680,000 square feet of commercial use and 382 residential units – comprised of 296 apartments and 86 townhomes. The town board is reportedly charged with making the ultimate decision regarding

A phone message seeking comment left for Town Supervisor John Lant was not returned.

Mike Shaffer, Property Manager at Wilton Mall, said this week that a project update will be provided to the Wilton Town Board during its meeting at 7 p.m. on Jan.

Town Board next month. Considering these forthcoming recommendations of the Wilton and Saratoga County Planning Boards - as well as the anticipated Negative Declaration on SEQRA – developers are currently anticipating a Feb. 2 Public Hearing with the Wilton Town Board – the municipal entity which will decide whether the Wilton Mall Mixed-Use PUDD is ultimately approved.

Paramount Development, based in Florida, has developed

200 rental apartment communities in dozens of states. Santa Monica, California-based company Macerich has owned and operated the mall land since 2004. They own about 95 acres in all; JC Penney –owns just over two acres, and LBW Saratoga – occupied by BJ’s, owns just under four acres.

“What we see in the Wilton Mall is something that’s got some momentum. We do really well around retail,” Tom Snell, a partner with Paramount Development, told Wilton town officials during a

public meeting earlier this year, when Paramount announced its plans to purchase two lots totaling just over 13-1/2 acres on the northeasterly side of the mall for the $100 million-plus project. The potential project, which would be developed in two phases, would occur on the northeast side of the mall past Dick’s Sporting Goods, and see the removal of the former BonTon location, which closed in 2018. That was followed by the closure of Sears two years later.

Small Packages Comes Under Local Ownership

SARATOGA SPRINGS — Riham LaRussa has always wanted to run her own business, and thanks to a local connection, she’s made it happen.

LaRussa recently acquired Small Packages, an online shop selling gift packages featuring a variety of items. She was connected to the company by Catherine Hover, founder and CEO of Palette, a co-working space where LaRussa is a member.

“I actually met the owners of Small Packages through an acquaintance of mine. I invested in it through a special purpose vehicle,” said Hover. “The founder reached out to me and said, ‘Hey, we’re interested in selling, do you

know of anybody?’”

This led to Hover introducing the initial owners to LaRussa.

“This past October, Small Packages was for sale, and Katherine said, ‘You do e-commerce for your current job, why don’t you buy an e-commerce company?’,” LaRussa said. “I honestly laughed, because I don’t even know where to start, how that happens. But I took that first phone call, she sent me the contact information and I spoke to the previous owners of the company.”

Early on, LaRussa was assisted by Hover, who has experience running a business with Palette as well as Saratoga Paint and Sip Studio.

“She just walked me through the process of what you need to do to open a new business. I wouldn’t have known where to start,” said LaRussa. “She really just coached me through all of that.”

This is part of the goal for Palette, who aim to support their members in a professional setting.

“So that’s really what our claim to fame is, that we really go above and beyond to demonstrate ROI for our members’ commitment to being a part of the community,” Hover said. “We really have a lot of accountability, a lot of networking opportunities, and overall support for our members, in addition to the physical locations that our members can hop into for meetings and to get work done.”

LaRussa described Small Packages as “a curated gift package site,” and said she aims for the company to give back to local communities as much as possible.

“We really want to elevate women-owned companies and BIPOC-owned companies,” LaRussa said. “My goal, eventually, is to really make sure that everything in some way gives back to some kind of community. I really want to work with small businesses that give back to their communities.”

She said that giving back brings “true joy and fulfillment out of this.”

“I love setting a great example and being a good role model for my two daughters, who are six and nine. Just showing them that little things can make a big impact,” said LaRussa. “I want to show people that you can give back and help build up your community in small ways and everyday ways.”

LaRussa said that much of the current selection on the website was curated by the previous owners, but said they hope to have local offerings from the Saratoga area by the time Valentine’s Day

shopping approaches. She also said the company is considering offering a quarterly subscription box, and mentioned her excitement to begin working with the local community.

“I’m really excited to see who we’re going to meet, who we can end up working with, and just the ways that we can give back, not just to our community, but to communities of all the people buying the products,” LaRussa said. “Just finding ways that we can help them give back to their communities as well.”

GlobalFoundries Named One of ‘America’s Most Responsible Companies’

MALTA — GlobalFoundries, a global leader in feature-rich semiconductor manufacturing, has been named to Newsweek’s list of “America’s Most Responsible Companies 2023.”

GF’s inclusion on the list is the latest recognition of the company’s commitment to environmentally sustainable manufacturing and corporate responsibility.

“ESG is a priority for GF, and we are pleased to be recognized by Newsweek on its list of America’s Most Responsible Companies 2023,” said John Toy, chief of ethics and sustainability at GF in a press release. “At the same time, we

recognize there is still much work to be done. Just as the chips we manufacture are vital to the innovations that are leading to a cleaner, healthier future, we are committed to minimizing our impact on the environment, driving positive change, and creating value through corporate responsibility.”

America’s Most Responsible Companies 2023 is presented by Newsweek and Statista Inc., and based on available key performance indicators derived from corporate social responsibility reports, sustainability reports, and other reports as well as an independent survey. The key performance

indicators focused on company performance in the environmental, social, and corporate governance areas, while the independent survey asked U.S. citizens about their perception of company activities related to corporate social responsibility. The final list recognizes the top 500 most responsible companies in the United States, spanning 14 industries.

GF’s ESG efforts were also recently evaluated by Morningstar Sustainalytics, which recognized GF with a “Low Risk” rating and ranked the company 15th among the 329 rated companies in the semiconductors industry group.

George W. “Skip” Carlson is the Vice President of External Affairs and Signature Service at Saratoga Casino Hotel, where he has held a wide-ranging number

of leadership and communications positions since 1977. Carlson is also treasurer of the Saratoga Casino Hotel Foundation and serves on the Saratoga Springs Advisory Board of the New York Racing Association.

MacKenzie Zarzycki is the Director of Marketing and Communications for Discover Saratoga, the convention and tourism bureau for Saratoga County. She has previous experience in the not-for-profit, beverage and tourism industries.

School Safety: SRO Vote in January

SARATOGA SPRINGS —

At the latest Saratoga Springs City School District Board of Education meeting on Tuesday, superintendent Michael Patton said he would ask the board to hire two SROs for the district’s elementary schools at their January meeting.

Patton said the district’s emergency response team agreed with a recommendation made by a safety audit from the New York Schools Insurance Reciprocal to hire two SROs for elementary schools within the district. NYSIR Senior Risk Control Specialist Jim Victor was on hand to discuss the recommendation with board members.

Patton said the Board of Education requested the security assessment in July, and said that NYSIR representatives spent three days in the school district in October. The results of the assessment were discussed in a community safety and security forum on Dec. 1.

When asked about the process of the NYSIR recommendations, Victor said that two SROs was “a number that seemed reasonable,” saying NYSIR’s recommendation is for the district to hire one SRO for elementary schools within city limits, and one SRO for elementary schools outside of city limits.

“Two, one for the city schools and one for outside the city schools, seemed to us to be a reasonable recommendation,” said Victor.

When asked about studies in support of SROs in elementary schools, Patton said that while he can only reference experiences in the Saratoga district, concerns of mistreatment “has never been the case.”

“We have an outstanding relationship with those three individuals who serve our school district here in Saratoga Springs,” said Patton. “But I think it’s an important conversation to continue to have that’s essential for our school district and local law

enforcement to work with both the chief and the sheriff himself, that we have clear and concise definitions of roles and responsibilities of an SRO in schools.”

Trustee John Brueggeman said the district also needs to discuss adding more mental health resources, saying that Caroline Street Elementary does not have a social worker, and that none of the district’s elementary schools have school counselors.

Patton said the district has grown from one social worker to a total of ten in the past decade, but ultimately agreed with Brueggeman. Trustee Dean Kolligan said that the district has hired 17 additional mental health service providers in total in the last 10 years.

“It can’t be this or that, it’s got to be a combination of providing support at all levels,” said Patton. Residents spoke both for and against the NYSIR recommendation during the meeting.

“For the life of me, I cannot see why anyone would not want to have police officers, such as the officers we already have, as SROs,” said resident Mark Crockett. “They’re a valuable resource, they’ve never been used in an emergency, and yet they’re still a valuable resource.”

Resident Jack Burger, who said he spent over 30 years teaching at Troy and Schuylerville High Schools, spoke in support of adding additional SROs, discussing his experiences with the SROs in those districts.

“I’ve seen what school resources officers can offer firsthand. The benefits to our school would be immense,” Burger said. “During my last 15 years working in schools, both of these schools have benefitted from these two great SROs that I have worked closely with, and have had a positive influence on our school.”

Resident Hollyday Hammond said the use of armed officers in

schools “does nothing to promote the kind of environment our children and teachers need.”

“It sends a message. We need police to keep us safe because we are not safe,” said Hammond. “I’d rather the message be, we are safe because we create safety by caring about every single person in our school.”

Rebecca Lynch, another resident, said that many of the stated reasons and goals for adding SROs can be achieved by other adults instead of a police officer.

“Another person for kids to talk to. Someone to connect with the kids, to read stories in classrooms,” Lynch said. “That could be done by a social worker or a school counselor, or an aide. It doesn’t need to be done by someone wearing a bulletproof vest and carrying a gun.”

The Board of Education’s next meeting will be held on Jan. 10 at Maple Avenue Middle School, according to the district website.

Hadley-Luzerne Central School District Receives 2022 Community Partner Award

LAKE LUZERNE —

The Hadley-Luzerne Central School District is proud to announce it received the 2022 Community Partner Award from Cornell Cooperative Extension of Warren County (CCE).

Interim Director for CCE Warren County John Bowe recognized the district for collaborating with CCE to provide 20 programs to 90 students through the district’s Extended School Day program during the 2021-22 school year.

CCE Warren County introduced students to seasonally appropriate topics including archery, campfire safety, knot tying, soup making, Leave No Trace, and more.

“We decided to partner with CCE Warren County because they provide an exemplary service to our students, and we have a history of working with them even beyond the Extended School Day program,” said Hadley-Luzerne Special Education Director Robert Mark. “We wanted students to have a variety of experiences that they would learn from and enjoy and that wouldn’t typically be offered during a regular school day.”

The Hadley-Luzerne Central

School District continues to collaborate with CCE Warren County to offer programs to students after school almost every Thursday.

Funding for the Extended Day School program and CCE Warren County programs comes from the Federal Elementary and Secondary Emergency Relief (ESSER) Fund allocated by the

American Rescue Plan (ARP) Act of 2021 to address learning loss due to the COVID-19 pandemic.

“CCE Warren County has been a tremendous partner to us,” said HLCSD Superintendent Burgess Ovitt. “We truly appreciate all they do for our students and teachers and thank them for this award.”

BALLSTON SPA — The Saratoga County Sheriff’s Department recently provided the Ballston Spa Central School District with a donation of backpacks for students in the district. The backpacks will be filled with school supplies and available to students in

need throughout the district. Shown in the photo receiving the donation are School Resource Officer Deputy Heflin, BSCSD Students in Transition Coordinator Mrs. Dugan, School Resource Officer Deputy Becker and Interim Superintendent of Schools Dr. Duca.

Creating a Holiday Feast at the Farmers’ Market

SATURDAYS

9:30 A.M. - 1:30 P.M.

WILTON MALL | FOOD COURT

Enjoying a festive meal with family and friends is at the heart of every holiday celebration. But before serving up a crowdpleasing feast, planning is required, and the Saratoga Farmers’ Market can help.

Local farms and businesses have delicious, flavorful products to consider when brainstorming dinner ideas. We recommend finding fresh ingredients at the farmers’ market before gathering recipes so that your meal comes together quickly and effortlessly. Let’s begin with the main course.

The main course should be a show-stopping dish, and local farms have various options. Grass-fed and finished beef roasts, brisket, and classic cuts like NY strip steak and ribeye are available, as well as veal cutlets, steaks, and roasts. Beefitswhatsfordinner. com has many recipes, like a maple-glazed rib roast, round roast with chocolate-port sauce, and classic braised beef brisket.

Goat roasts, rib roasts, riblets, chops, and shanks are available at the farmers’ market, making goat another delicious main course option.

For poultry, whole turkeys are available, half turkeys, and parts for smaller gatherings. Farms bring whole chickens for roasting, and seasoned chickens are available from King Creek Farms. Squash Villa Farm brings fresh ducks, and they recommend preordering. Ask the farmer for the best cooking methods and cooking time per pound.

Pork makes an excellent holiday main course, and pasture-raised pork tenderloin, roasts, and chops are available from Pork and Greens and Jireh Farm. For mouth-watering side dishes, we look to healthful, locally-grown produce packed with flavor. Farms are bringing everything from fresh salad greens and herbs to root vegetables, and options are boundless

if you create a menu from what’s available at the farmers’ market.

You can make latkes with russet potatoes or sweet potatoes and onions. Roasted carrots are easy to prepare and pair well with any main course. Parsnips and rutabagas make creamy purees that can be enhanced with garlic and fresh herbs. A tray of crispy, savory smashed potatoes is easy to make and a holiday favorite. Even local apples and honey can make a sweet rice kugel side dish.

Shaved carrots or Brussels sprouts sing with simple vinaigrettes for light side dishes. Salads with bitter greens balance rich meats and starches. And microgreens and shoots offer a refreshing burst of flavor to holiday foods.

Other must-haves for the holiday table are kimchi and pak dong from Puckers Pickles, artisan sourdough bread from Night Work Bread, and applesauce from Saratoga Apple, just to name a few.

The Saratoga Farmers’ Market is open on Saturdays from 9:30 a.m.-1:30 p.m. in the Wilton Mall Food Court. Find us online at www. saratogafarmersmarket.org, where you can sign up for our weekly newsletter, and follow us on Facebook and Instagram @SaratogaFarmersMarket.

YIELDS: 6-8 servings | PREP & COOK TIME: 1 hr 30 min

INGREDIENTS:

*Ingredients currently available at the farmers’ market

• 6 oz long grain and wild rice mixture

• 3/4 c sherry

• 2 tbsp poultry seasoning

• 1 ½ cups chopped celery*

• 1/4 lb. butter

• 2 cups sourdough* croutons

• 1 cup hot water

• 1 cup chopped pecans

INSTRUCTIONS :

Cook rice, substituting 3/4 c sherry for water in the rice. Sautee celery in butter until the celery begins to soften, about 6-8 minutes. Add the croutons and hot water, allowing the bread to absorb the water, and mix well. Then, add pecans and the cooked rice and mix.

Bake in a casserole dish with the turkey or use as a stuffing. If baking on its own, bake at 350 degrees for 35-40 minutes.

HOLIDAY GIFTS from theHeart

Hello my Foodie Friends!

During the holiday season, what do you most look forward to? For many of us it is big family meals, sharing family stories, visiting those we love, and creating lasting memories. During the holiday season, I find that it reminds of what I am grateful for. The holiday season is the time of year when we give, share, reflect, and express appreciation for the life that we have been given.

The holidays are filled with the warmth of family, friends, decorations, food, and traditions. It can be a stressful time of year when planning seasonal foods, desserts and gathering events. When you think of the holiday season, what do you envision? It could be a house full of family and friends, a dining room table filled with a holiday feast, and the sounds of holiday music in the background. The holiday season offers a time to celebrate cultural food traditions. It gives us an opportunity to get into the kitchen and prepare old family recipes, try new recipes, and celebrate through the rooted culture and tradition of food. One of our favorite things to do during the holidays is to share our traditions and favorite foods with those that we visit throughout the season. There is no better gift than to share one of your favorite recipes by bringing a baked good to a family member or friend when visiting. Bringing a favorite baked good is always a welcomed gift.

Bundt cakes are a very delicious gift to give when going to see family or a friend. The bundt pan has become America’s bestselling cake pan (according to Nordic Ware) to create a no-fuss cake. It is a perfect cake to serve a crowd and easy to slice.

Bundt cake pans are cake pans that are usually 10”–12” in diameter and are 5” deep with a hole in the center. This ensures that deep cakes can bake evenly. They usually have fluted or ridged designs to make your cake look impressive. A bundt pan has decorative sides and tops. It is can be used for pound cake and other dense moist cakes such a coffee cakes. The bundt pan allows more of the cake to be in contact with the edges of the pan, and therefore the heat is transferred more evenly. The hole in the middle of a fluted pan allows air and heat to rise through the center of the cake, and to cook evenly.

Old Fashioned Southern Sugar Plum Cake

Embrace your love of food this holiday season. Show your love and thanks for what others do. Show gratitude during family meals and help clean the dishes; give lots of hugs; cook a surprise meal for a significant other; and eat food that makes you feel good from the inside out. Celebrate the holiday season through your family, friends, and drawing upon the traditions that have been handed down for generations, or build new ones for future generations. Give a gift from the heart with sharing a favorite baked good. Stop by Compliments to the Chef, your Neighborhood Kitchen and Cutlery store located at 33 Railroad Place. Pick up the culinary gifts, and tools that can help you celebrate with food. Consider the gift of new cookware, knives, or a much-needed gadget that someone needs. Maybe offer the gift of having their knives sharpened. Let us assist you with your culinary needs. Remember my Foodie Friends, “Life Happens in the Kitchen”. Happy Holidays!

Take Care, John & Paula

SARATOGA SPRINGS —

The 46th Annual Freihofer’s Saratoga Jazz Festival will return for a full two-day and two-stage festival experience on Saturday, June 24 and Sunday, June 25 at the Saratoga Performing Arts Center.

This year’s lineup features 21 musical groups, headlined by Bonnie Raitt, Pat Metheny, Angelique Kidjo, Tower of Power, and Chucho Valdes.

Additional appearances include: Snarky Puppy, Cory Wong, St. Paul & The Broken Bones, Hiromi, Cindy Blackman Santana, Samara Joy, Kurt Rosenwinkel, and Emmet Cohen.

“The 2023 jazz festival features ‘A-list’ artists from start to finish, on both stages, all weekend,” Danny Melnick, the festival producer and President of Absolutely Live Entertainment, said, in a statement. “All of the amphitheater groups will perform longer sets and we’ve built in more time in between sets to allow the audience to go from stage to stage more easily. I couldn’t be more excited about what we’re planning.”

Bonnie Raitt will be making her return to the festival for the first time since 1988. Headlining on Saturday for its second festival appearance is the 19-piece megaband Snarky Puppy.

Returning jazz icons include Pat Metheny; global music superstar Angelique Kidjo, called “Africa’s premier diva” and named one of the 100 most influential people in the world for 2021 by Time Magazine; R&B and funk group Tower of Power, who is celebrating its 55th anniversary, and Afro-Cuban jazz legend Chucho Valdes.

Highlighting the 11 festival debuts is jazz and funk guitarist Cory Wong, best known as a frequent guest rhythm guitarist for Vulfpeck as well as for his ebullient solo material; eight-piece psychedelia and funk fiery band St. Paul & The Broken Bones; jazz and rock drum dynamo Cindy Blackman Santana, who is the regular touring drummer for Carlos Santana and previously Lenny Kravitz, and “Silky-voiced rising jazz star” (New York Times) Samara Joy, fresh off of her 2023 Grammy nominations for Best Jazz Vocal Album and Best New Artist.

In addition to two non-stop days of music on two stages, fans can also enjoy a host of amenities including a fine arts and crafts fair, artist CD signings, and new and diverse food offerings. Guests are welcome to bring in their own food and beverages, as well as blankets, tents and lawn umbrellas. Parking for the event is free.

Performances will begin at 11 a.m. on the Charles R. Wood “Jazz Discovery” Stage and noon on the Amphitheater Stage on Saturday, June 24 and 11:30 a.m. and 12:45 p.m., respectively, on Sunday, June 25.

Saratoga Gymnastics Takes First on Vault, Bars in Opening Meet at Shaker High School

Schuylerville’s Koval Receives All-State Soccer Honors

SARATOGA SPRINGS — It was a great first meet for Saratoga Gymnastics at its first meet of the season at Shaker High School, with the team placing first on vault and floor, as well as second place on beam and third on floor. The meet served as a charity fundraiser for Toys for Tots, with the Saratoga Springs gymnasts donating unwrapped toys to help

support local children in need.

TEAM HIGHLIGHTS

INCLUDE THE FOLLOWING:

• Olivia Allen, Grade 12, First Place on Vault

• Lily McKinley, Grade 8, First Place on Bars

• Maddy Austin, Grade 10, Second on Beam

• Ellie Ott, Grade 10, Third on Floor

“I could not be any prouder of this team,” said Saratoga Springs Varsity Gymnastics Coach, Deb Smarro, who is in her 19th year of coaching the team.

“This has been a huge transition year for our team, but our girls have stepped up to the plate, or should I say mat, and shown the strength of Saratoga Gymnastics.” added Smarro.

SCHUYLERVILLE —

Schuylerville High School senior and girls soccer player Macey Koval has been selected to the 2022 New York State Sportswriters & Coaches Organization for Girls Sports All-State 5th Team.

“Macey has been a tremendous player for our program throughout her high school tenure,” said girls varsity soccer coach Paul Rogan. “She is a fierce competitor, great leader and even better

person. Macey has been our leading goal scorer for the last three years, tallying 17 goals this past fall season. She is also a clutch competitor, having clinically scored some of the biggest goals in program history. Macey’s play has not only been good, but it has been great. She will be missed.”

In addition, Koval and teammate Alayna Wian were named to the Section 2 Class B Girls Soccer All-Star Team for 2022.

2 Championships in Queensbury and ending with the Cross Nationals in Portland.

“It felt really good,” said Sheridan Wheeler of winning nationals. “We all wanted to win again, that was one of our goals for the past three years, since we haven’t had nationals.”

The 2020 and 2021 Cross Nationals were both canceled due to COVID-19, making this year’s event the first since Saratoga captured the 2019 championship.

“This being my senior year, I’m so grateful to be able to finish off this undefeated cross country season with these girls here,” added McKinley Wheeler. “It was really memorable, and I’ll never forget it.”

The team finished with 81 points as a team at the Cross Nationals, finishing ahead of the second-place team from Niwot, Colorado (109 points). Emily Bush placed 30th (17:52.3), while McKinley Wheeler was 33rd (17:57.3). Alycia Hart (18:04.9) finished 42nd, Sheridan Wheeler (18:06.5) placed 46th, and Anya Belisle (18:15.3) was 59th. Eighth-graders Heidi Berglund and Natalie Wilding finished 113th and 161st, respectively.

“We tried not to be too serious,” said Wheeler. “That would just lead to you kind of stressing out more, instead of also enjoying the experience while you were there. … Together, we still made it fun, and just experienced it all together. And then when it was time to get serious, we got serious.”

The team’s string of championship wins began on Nov. 5 at the Section 2 Class A Championship meet at Queensbury High School. Each of the top four runners were from Saratoga, with Bush in first, Sheridan Wheeler in second, Belisle in third, and McKinley Wheeler in fourth. Wilding also finished ninth, with Hart 11th, Katie Turner 12th, and Berglund in 14th.

A week later, the Blue Streaks captured the NYSPHSAA Class A State Championship, with a team score of 23 points well ahead of second-place Jamesville-DeWitt (Section III).

“It was just a great feeling to come out on top again. Super rewarding,” said Bush of the state title. “We were finally getting to see our hard work pay off, after so many years of not having these big meets. It was very exciting.”

third, and Belisle was fourth, with Bush placing eighth and Hart 20th.

Berglund said it was exciting to be able to experience the large meets.

“It was really exciting, because I’ve never been to big meets like this,” said Berglund of nationals. “It was exciting to see the new competition, and how it changes.”

The team echoed Bush’s comments about the bond between the runners, with Sheridan Wheeler saying they were “especially close” this season.

“When it gets to the end of the season, we’re just really close together,” said Sheridan Wheeler. “We see each other when we’re racing, and we just hook onto each other.”

“It was nice to feel that when we run, we still can work together, stay in that close pack with each other with a bigger group of girls,” added McKinley Wheeler.

Wilding, one of the team’s eighth-grade runners, said her teammates were “so kind and welcoming.”

“We have a really close team,” Bush said. “Seeing each other grow, seeing each other through our ups and downs, we’ve built a really strong bond through that. At the end of the day, we’re always just doing what we can to get our team to where we know we can be, and working hard for these girls. It’s definitely a very close environment, a really close group of girls, and it’s really special to be a part of.”

McKinley Wheeler said that while the team was focused on their goal, they also made sure to enjoy the experience.

On Nov. 19, Saratoga kept it rolling at the New York State Federation Championships in Wappingers Falls, placing five runners in the top seven finishers. The Blue Streaks’ team score of 20 points was well ahead of secondplace Bethlehem (117 points).

The following week, the team returned to Wappingers Falls for the Nike Cross Regionals, and punched their ticket to Cross Nationals, with three of the top four runners coming from Saratoga. McKinley Wheeler was second, Sheridan Wheeler was

“It was nice to have everyone welcome you and teach you how to do it, and what it takes to do well,” said Wilding. “I was just proud I was able to do as well as I was.”

McKinley Wheeler, who is a senior along with her sister Sheridan, said “it really meant a lot” to be a part of the Blue Streaks team.

“All the effort and work Mr. and Mrs. Kranick put into this program, and our training, and our success, is just really moving,” said McKinley Wheeler. “They’re really great coaches, and just overall great people. Going through these years, and being able to go to these meets and experience what we did, I’m just really grateful.”

“Sometimes I don’t even know what I would do without running and my coaches,” added Sheridan Wheeler. “I’m really grateful for everything that I’ve done in my high school career in running and academics. And all my lovely teammates. I love them all so much, and I’m really sad to leave them at the end of this year. But I’ll be watching and cheering them on.”

credit to coaches Art and Linda Kranick, who have led the cross country team for over 30 years.

“They’ve seen what works, they see what doesn’t work, not just with us, but with other teams,” said McKinley Wheeler. “They always say that you need to work hard to get what you want. They put everything into this team and us and our success.”

“They’ve taught us a lot, and I’m grateful to have them as my coaches,” Sheridan Wheeler said.

“We’ve accomplished so much in our

career here, so I’m just very grateful for them and my teammates.”

Bush added that the runners competing for each other also helps push the team to success.

“We’re doing it for more than ourselves, we’re doing it for our team. That’s the best type of motivation,” said Bush. “I think it’s just a good mix of good coaching, hard work, and just a really close bond between these girls that gets us to where we have been.”

The team said the season seemed to fly by, with Sheridan

Wheeler saying it “was over so quick.”

“Honestly, it’s been pretty great,” said Sheridan Wheeler of the season. “It’s been a really long time, and I’m glad, at least for my sister and I, our senior year, we were able to have a whole season again. I missed it so much.”

“I’m really happy. It was so rewarding,” added McKinley Wheeler. “That went by really fast. I’m just so glad how this season went, and I couldn’t have been more grateful to do it with

the group of girls we have here.”

And while the Wheelers will graduate in the spring, the returning runners are already looking forward to next season.

“I think we’re not done yet,” Bush said. “We have a lot more to show, a lot more to give, and I’m really excited to see how the season plays out, especially with these younger ones right here, to see what else they’re capable of. … I’m super excited to see what else is to come, because I know that we have a lot of potential on this team.”
