The Modoc Joint Unified School District is undergoing a significant transition following the passage of Assembly Bill 3074, which mandates the replacement of the Modoc Braves mascot and Modoc Middle Schools mascot the Warriors. This legislation is part of a broader statewide effort to remove Native American names and imagery from school mascots in hopes of promoting cultural sensitivity and respect for Indigenous communities.
For years, the Braves mascot has symbolized pride and tradition for the school and the wider community. However, with the new law in effect, the district must now select a new mascot that reflects contemporary values.
Assemblyman James Ramos, a key supporter of the legislation, stated, “We can’t just let the state of California and local jurisdictions use offensive mascot names to continue that mentality that Indian people are somehow less than human. We are sitting right with people today.”
According to the Legislative Council Digest, this law impacts all public California schools currently using mascots considered to be derogatory Native American terms, including names such as Apaches, Braves, Chiefs,
Firefighters contained a vegetation fire in Adin on October 8 after it spread to 15 acres, prompting an evacuation order for the nearby town. The fire, which started around noon near the local cemetery, was initially reported at four acres, burning through grass and sagebrush with a slow rate of spread.
By 12:48 p.m., the fire had expanded to 15 acres, moving east toward Adin, with two spot fires igniting ahead of the main blaze.
Modoc County Sheriff’s Department issued a wildfire evacuation order for the Adin and Lookout areas at 1:08 p.m.
Multiple agencies, including Cal Fire, Adin Fire, Adin Volunteer Fire, Lookout Fire, the Modoc County Road Department, and the U.S. Forest Service, responded to the scene. Air attack support and two air tankers were requested when the fire approached within half a mile of the nearest structure. Ash Street, Adin Street, and Cemetery Road were closed to aid firefighting efforts.
By 2 p.m., the fire had grown to 40 acres, according to reports from Watch Duty. Fire crews,
Comanches, and others. Unless operated by a tribal organization, schools cannot use such terms, including “Redskins,” for school, mascot or any athletic team names. This ruling will affect not only Modoc High School’s Braves mascot but also Modoc Middle School’s Warriors mascot, as “Warriors” has also been identified as derogatory. The Modoc Joint Unified District is required to select and implement new mascots before the July 1, 2026 deadline. While there is time, the district anticipates numerous adjustments and ongoing communication will be needed to ensure a smooth
transition.
There is an exception within the ruling for schools that can obtain written consent from a local federally recognized tribe to continue using their existing mascot. The district plans to work closely with students, staff, alumni, and tribes during this process. Modoc High School Principal Kristen Budmark affirmed her support for the school and community, saying, “I love my school, my students, my parents, and my community, no matter who or what our mascot is. Nothing and no one will change that.”
Though the timeline for the change is still being
finalized, the district is committed to an inclusive, collaborative process. Superintendent Tom O’Malley emphasized the importance of working together with local tribes and educational partners, stating, “We are just going to reach out to our local tribes and see where they are at and work together to move forward in everyone’s best interest.” The California Constitution requires the state to reimburse local agencies and school districts for certain costs mandated by state legislation. If the Commission on State Mandates determines this bill
imposes state-mandated costs, the district will receive reimbursement accordingly. Among the anticipated expenses, one of the most significant will be replacing the high school gym floor, which currently features the Braves mascot, along with other unforeseen costs involved in rebranding materials.
In an earlier article posted online to the Modoc Record Facebook page about this matter and what’s to come many followers provided input favoring the long, prideful use of our Modoc Braves. While many in the comment section were not in favor of this decision,
the future of the “Modoc Braves” is really in the hands of our tribes and leaders. Meredith Cooper Richno encouraged our four local tribes and tribal leaders to ask them to write letters of their support.
This change provides the Modoc community with the opportunity to create new traditions while honoring the past, with a focus on respect and inclusion for future generations. Stay tuned for further updates on the mascot selection process from the Modoc Joint Unified School District.

Let me open this missive with a disclaimer: Nobody connected with the Record has anything to do with what I’m about to say, period!!
I grew up on the Monterey Peninsula and my bride grew up in Petaluma. We both recall our birthplace hometowns when they were mostly populated with everyday rational and sensible normal Americans, be they Republicans or Democrats. My own parents (RIP) were old school FDR Dems, both of them children of the Great Depression and WWII. My dad was half Native American and my mom was half Jewish, but neither of them ever played the dishonorable race card, instead they worked their butts off to give their children (my sister and me) a private school education (Lutheran schools) and college educations. My mom and dad were conservative Democrats, something that no longer exists. My bride’s maternal clan came from Denmark in the early 20th century and settled in Petaluma where they established the only Danish bakery within a 100-mile radius. They too were hardworking legal immigrants and they were rational conservatives.
I clearly recall when the couple of newspapers on the Monterey Peninsula (the Herald and the Carmel Pine Cone) were truly small town sensible reflections of the majority population. This is no longer true as both newspapers (plus a couple more that arose in the past 40-odd years) have in my opinion degenerated into promulgators of leftist drivel. Why has this evolved? Because the entire Monterey Peninsula region has been overtaken by leftists from the SF Bay Area and L.A. and other far-left breeding grounds.
Before I left the Monterey Peninsula for good in 2012 I was the most prolific contributor to the letters-to-editors of every “rag” within 50 miles of my hometown of Pacific Grove. I know this to be factually true because each editor told me so. Literally hundreds of my missives were published over a 5 decade period. I had my detractors, of course, but my fan base was huge. My earliest missives were the opinions of a young liberal Dem but over time my missives evolved into more conservative takes on issues. I like to say I became enlightened.
Today I am a self-defined non-aligned, free-thinking, independent true Jeffersonian Libertarian and my bride is a compassionate lifelong Republican. She was a flight attendant from 1972 to 2014, the last 8 years as Michael Waltrip’s NASCAR team personal flight attendant. She’s my “NASCAR Mama”, and she personally knows all the greats of NASCAR. We are relative newbies to Modoc County (moved here in 2020) and we feel as if we finally came home to where we’ve always belonged. We love the small town character of the Modoc County Record, and we hope it stays that way. We usually have no idea who the Modoc folk are that the Record does articles about, but we enjoy those articles nonetheless.

CAL FIRE has announced two prescribed burns in the Alturas area scheduled for mid-October to assist with agricultural land management.
• Shinn Ranch Burn: This burn will take place on Wednesday, October 16, 2024, near County Road 60 and Jones Lane, approximately five miles west of Alturas. The burn will cover approximately 5 acres of agricultural land and is expected to last one day. Smoke will likely be visible in the area.
• Criner Ranch Burn:
This prescribed burn will occur on Tuesday, October 15, 2024, near Fisher Hill and Highway 299, approximately ten miles west of Alturas. The burn will cover about 100 acres and is also expected to last for one day. Smoke may be visible in the surrounding areas. These prescribed burns are part of CAL FIRE’s year-round efforts to reduce wildfire risks by managing dead and

53 years ago – 1971 IN CEDARVILLE voters will go to the. Polls Tuesday to decide whether or not they want to accept an available loan from DavisGrunsky funds to equip the community with a water system. . .A blue-ribbon slicing will dedicate the bridge over Pit River in Alturas Monday. Ceremonies are under direction of the Modoc Chamber of Commerce. . . Pete and son Rusty Stanford would up the deer season, each claiming bucks weighing over 200 pounds. . . Cold weather and temperatures down to 16 prevailed in Alturas all week.
For several decades, the City of Tulelake has allowed children to house pigs within city limits, enabling those who don’t live on farms to participate in livestock projects at the Tulelake Butte Valley Fair. However, the original property used for the pig pens was sold, leaving the children without a place to keep their animals.
In response, the City of Tulelake graciously contributed another piece of city property for the pigs to be permanently housed. The new facility, intended for 4-H, FFA, and independent show participants, will ensure a clean, safe, and permanent solution for current and future show kids. The pens will be constructed with panels on a concrete base, topped with a roof for the safety and security of up to 24
project animals. The Winema 4-H Club, with assistance from the Modoc County Junior Show Board and the Modoc County 4-H program, is now raising funds to build these permanent pig pens.
Many local businesses have stepped up to contribute, and the club is seeking further support from the community.
In addition to recent contributions, Winema 4-H Club has also been awarded $3,500 through AgWest Farm Credit’s Rural Community Grant program. This grant, along with other donations, will greatly impact the local community by allowing more children to participate in livestock projects while living within the city limits.
Businesses that have contributed so far include Umpqua Bank (Merrill), Plumas Bank (Alturas),
AgWest Farm Credit (Klamath Falls), Tiny, Mighty, Strong, AgWest Farm Credit Giving Fund, Moxon Ranches, Staunton Farms, and Rabo AgriFinance. Although several generous donations have been made, they are still far from reaching the funding goal necessary to make this project a reality. Anyone interested in contributing to the construction of the Community Pig Pen project can contact project coordinator Jolene at 541281-7119.
The Winema 4-H Club and the Modoc 4-H Program extend a heartfelt thank you to the businesses and individuals who have already donated to this important community initiative.

October marks National Domestic Violence Awareness Month, a time dedicated to raising awareness and educating the public on a critical issue that affects communities nationwide.
In the U.S., domestic violence accounts for roughly 20 percent of violent crimes, with many victims experiencing abuse that often goes unnoticed. To address this issue locally, the Modoc County District Attorney’s Office and Victim Services Department are partnering with several businesses to launch their first-ever Purple Ribbon Campaign. With domestic violence accounting for roughly twenty percent of violent crimes and one-fifth of victim-related crimes in the United States, chances are that you or someone you know has been or could become a victim of domestic violence. The Modoc County District Attorney’s Office and Victim Services Department is partnering with local retailers to bring awareness on the issue of domestic violence via their first ever Purple Ribbon Campaign. Modoc County residents can
visit Grocery Outlet, Modoc Steel & Supply, Hotel Niles, or Holiday Market and sponsor purple ribbons that will be displayed in the business’ windows during the entire month of October. Purple has long been a symbol of the fight against domestic violence. Historically tied to the women’s suffrage movement, the color represents loyalty, hope, and the ongoing battle for equality. “Battered women chose purple as an evolution of lavender from decades past,” explains

The local, state, and national bullying prevention programs, such as StopBullying.gov, also act as early interventions, helping those individuals struggling with substance use disorders or suicidal ideation as a result of bullying.
According to data collected by the PACER’s National Bullying Prevention Center, one in five students report being bullied, but the actual number of bullying incidents can be far more significant. Roughly 41% of students who reported being bullied at school indicated that they think the bullying would happen
again.
Anyone can be the victim of bullying. A poll conducted by the American Osteopathic Association found that 31% of Americans have been bullied as an adult. The most common reasons for being bullied reported included physical appearance, race, ethnicity, gender, disability, religion, and sexual orientation.
The effects of bullying are serious because it increases the risk of depression, anxiety, substance use, and even suicidal ideation.

While there are countless reasons why someone would use drugs or alcohol or struggle with suicidal ideation, bullying is often an underlying factor for many people. Fortunately, there are practical ways to help someone who is being bullied.
It is vital to know the signs of bullying. For example, you could see shifts in behavior,
such as becoming more withdrawn. The person may lose self-esteem, become ill, or change eating or sleeping habits. Students may begin to lose interest in school, impacting their performance. Self-destructive behavior is also typical, such as using drugs or alcohol or selfharm. Parents may see unexplained injuries or lost or destroyed property as a result of physical bullying. You may also notice the person has become anxious, stressed, and even depressed. Additionally, kids or adults being bullied are not quick to talk about it. It’s a good idea to listen
Diana Louise Chinn, 64 of Alturas California passed away on September 5, 2024. Born on May 16, 1960, to John and Nelly Mendez of National City, San Diego California. She grew up with three siblings Danny Mendez (diseased), Johnny and Lorena Mendez of San Diego California. Diana grew up in San Diego where she attended Sweet Water High School up until the
10th grade where she later dropped out. Later at the age of 19 she had her first child Danielle Mendez who passed away September 10, 2022. She also had 2 more children between the ages of 20 and 30, Ricky Hinojosa (42) of San Diego Ca, and Lucenda Mendez (38) of Alturas Ca. In 1989 Diana met her husband of 35 years James Chinn Sr, through a cousin of Dianas.

Her husband James Sr has now taken over care of her younger two grandkids.

National Bullying Prevention Month raises awareness, but it is up to us to use these prevention techniques in the school, home, or workplace. No one should be a victim of bullying, and we can all work together to strengthen our communities with effective bullying awareness and prevention campaigns. She was the closest with the grandchildren that lived in town, Aunica (10), Coda (8), Gabrial (6), Finn (5), Jaxxon (5) and Maisy (1). She loved their constant company and being there for their every need. She attended every sporting event that any child had and was the first one there if the grandchildren wanted or needed anything.
If anyone wants to come and celebrate the life of Diana there will be a service held at the Beran Calvary Church on October 19 @ 1pm followed by a potluck, so please bring your best dish, or just come and show your love and support. She is now alongside her mother, father, daughter and brother where we know she is happy and looking down on us.
The Modoc High School football team celebrated a triumphant Homecoming with a 49-28 win over Redding Christian on Friday night. The Braves’ offense dominated on the ground, racking up 284 rushing yards. Running backs Lewis Crumwell and Sutton Cockrell both surpassed 100 yards,
while quarterback Landon Malcolm completed 6 of 8 passes for 104 yards and two touchdowns.
Chris Guasp led Modoc’s receiving corps with 68 yards on four catches, scoring twice through the air and adding a rushing touchdown. Malcolm also had a key performance, throwing both touchdowns and contributing solid play on the ground.

On defense, Cockrell anchored the Braves with 10 tackles. Adin Benson, Nash Benson, Emmett Pedotti, and Andrew Munoz each recorded tackles for loss, while Malcolm intercepted a pass and returned it 37 yards.
Modoc’s defense also put points on the board
when Guasp tackled the Redding Christian punter in the end zone, forcing a fumble. Adin Benson recovered the ball for a touchdown, sealing the victory.

Parade Judge Andrew Mike, Pit River from Fall River Mills, CA chose the first place winner with Patsy Garcia (granddaughter of Chief Ochiho) of Fort Bidwell for the Most Traditional, Second Place went to the McDermitt, NV float with Alice Crutcher, a descendant of Chief Winnemucca and Copper Phoenix,and Third Place went to the Warm Springs, OR float with elder Florene Scott. We would like to thank all those that participated during the celebration. The cooks from Warm Springs, OR, Kimiko Mitchell and her assistant Carmel Andrews cooked their special traditional Warm Springs style. There were newcomers from the Pit River Tribe, Warm Springs Tribe, Fort McDermitt Paiute Shoshone Tribe (who are really fluent Paiute speakers). A frenchman named Vierry Thierry also
a fluent Paiute speaker drove the tribal members from Fort McDermitt, few Klamath Tribal members from Klamath Falls, OR and a spectator from Norway. Patrick Willie of Shiprock, NM, Champion Hoop Dancer who uses storytelling to spread a good message of unity and togetherness, his dance is with creativity and movement to also spread healing. This year Patrick hoop danced with 29 hoops forming many different forms e.g. a crocodile, butterfly, roper on a horse, a basket and the world to name a few. Dr. Haffner was the winner of the two quilts donated by Ginger Murphy of Redding and Marjorie Price of Fort Bidwell. An article regarding the Fort Bidwell Boarding School elder who was inducted into the Buckaroo Hall of Fame, Jimmie Washoe was recognized at the event. Alice Crutcher, Patsy Garcia, Florene Scoot and Rose Mary Nelson all
spoke during this time. There was an honor song and dance for the elders who participated in the grand entry of the mini powwow where later the crowd came forward and shook their hands and joined in behind. It was a very moving time during all the boarding school elders’ time to speak where one entered in with a cane and another with a walker. All had enjoyed being at the event and told organizer Anita Williams their plans for NEXT YEAR. Anita was so proud of all the elders who participated and the flag carriers, Thomas Barlese (Paiute, Pit River, Lower Brule Sioux), Tommy George (Pit River), Alice Crutcher (Paiute).

Modoc High School
wrapped up a vibrant and exciting Homecoming Week, filled with activities that brought out the best in student creativity, teamwork, and school spirit. From spirit week competitions to the crowning of Homecoming Royalty, the events were a huge success, engaging students from all grade levels.
The juniors dominated the competition, winning both the PowderPuff football game and the BoxerShort relay.
Freshmen vs Juniors was the first game and Freshmen lost 26-0 and then second game Seniors beat the Sophomore 22-0. In the last game Juniors competed against the Seniors winning 22-14. This makes the second Powderpuff win for the Class of 2026 because they also won the Powderpuff game last year for Homecoming in 2023.
Juniors also claimed the coveted Spirit Stick, leading the Spirit Week
competition with an average participation rate of 61.9%. Following closely were the sophomores in second place with 59.3%, seniors in third with 53.9%, and freshmen in fourth with 37.7%.
In the door decorating contest, the sophomores came out on top, earning their class a celebratory ice cream sundae party. Freshmen took second place, followed by the juniors in third, and the seniors in fourth.
The float competition was another highlight, with the freshmen impressing the judges and securing first place. Their victory earned them $100 from each of the other classes. The seniors took second place, the juniors placed third, and the sophomores came in fourth.
Homecoming Royalty was announced at the culminating event, with Chris Guasp and Caelli DePaul being crowned King and Queen. The full list of this year’s

Modoc County wildfire prevention event calls for volunteers
A coalition of local, state and national groups is hosting a wildfire prevention climate action volunteer event on Sunday, October 6 from 2-5 pm at the Veterans Park at 508 South Main Street in Alturas.
Volunteers of all ages are encouraged to come out and spend the afternoon helping to reduce fire fuel and create defensible space by removing brush and other wildfire hazards from vulnerable nearby locations. Free pizza, along with refreshments and keepsakes, will be provided to all volunteers after the event.
This climate action event is hosted by a team that includes the University of California Cooperative Extension Modoc County, Modoc Harvest, Modoc Fire Safe Council, Keep California Beautiful, and Keep America Beautiful, in partnership with California Climate Action Corps, a program of California Volunteers, Office of the Governor. The event also kicks off National 4-H and Fire Prevention Week.

Students in the Modoc Community Organization for Rescue and Public Service (MCORPS) program have recently been immersed in a series of hands-on training sessions designed to expose them to careers in public safety. Over the past few weeks, they’ve received practical instruction in key emergency response areas, including patient handling and loading, using stair chairs, and understanding the roles of police K9 units.
In addition, the students learned about fire and rescue helicopter operations, urban fire
protection, wildland fire crew functions, and fire dozer operations. The comprehensive training has been made possible through partnerships with several local public safety agencies, including the Modoc Medical Center Ambulance Crew, Modoc County Sheriff’s Office K9 handlers, Alturas City Fire, Cal Fire Bieber Helitack, Cal Fire Hand Crew, and Cal Fire Heavy Equipment Operators.
The MCORPS program aims to provide students with real-world insights into various public safety careers, helping them develop the skills
needed for future roles in emergency services. In the coming weeks, the students will work towards earning their First Aid Certificates, further enhancing their preparedness for public service.
The program organizers expressed their gratitude to the participating agencies for their dedication to training the next generation of public safety professionals and for supporting the MCORPS mission of fostering community involvement in rescue and emergency services.
