Young Man Critically Injured After Jumping Off Cliff Near Alturas

A 19-year-old man suffered life-threatening injuries after jumping off a cliff into a canyon at Pine Creek Reservoir, southwest of Alturas, early Saturday morning, authorities said. The initial alert call came from an individual who seeked medical attention for unrelated injuries who informed emergency personnel about Hunter, said Modoc County Sheriff Tex Dowdy.

The Modoc County Sheriff’s Department received a call at approximately 4 a.m. reporting that Steven Hunter had jumped from a cliff into the canyon. Deputies arrived at the scene at 4:41 a.m. and began searching for Hunter with assistance from the Alturas Rural Fire Department and Cal Fire. Some witnesses had come forward with additional information about where Hunter may be and this helped in the search for finding Hunter.

Witnesses reported that Hunter made statements about harming himself before jumping. Around 7:05 a.m., Cal Fire firefighters located Hunter at the bottom of the canyon with life-threatening injuries. “The victim was located in a steep, rocky drainage area,” Cal Fire stated. Authorities confirmed the jump was around 180 feet. Once lifted, Hunter was transferred to an idling ambulance, which then transported him to an air ambulance. He was flown to Mercy Medical Center in Redding, where he is being treated for critical injuries.

Hunter is currently in critical condition. The case is under investigation.

Junior Livestock Auctions a Lamb for Frank Estill Scholarship

Junior Livestock Sale and BBQ took place last Friday. It was a night of fun, donations, and laughter. The highlight for many was the first annual auction of a lamb for the Frank Estill Scholarship at the end of the night. For those who attended, you know what that moment was like for all who were present. Many of Franks Estills loved ones and friends gathered around as one friend of his from Surprise Valley FFA showed a lamb and the auction began. Before it even had started, people started to weep hearing the auctioneer talk about the impact and love everyone shared for Frank Estill. The first bidding war was so special seeing when the price per lb grew higher and higher. The really moving moment was how many times the lamb would be resold and the bidding we started again. The lamb kept getting resold and resold again and again. Each resell of the lamb just brought on more and more tears from the FFA and 4H members, attendees and the auctioneer. After 9 resells and 10 purchases of this lamb, the Junior Livestock Show was able to raise $37,520 for the Frank Estill Scholarship. The night was so moving and there was not a dry eye in the room. The whole environment was so moving for so many. A big thank you to Patriot Restoration, Sheeprock Ranch, Cherokee Express, K & K Distributing, Cal Creek Meat, Anklin Ranch, Alturas Ranches, Alturas Les Schwab Tire Center, and Pacific Crest Federal Credit Union for their generous contribution, you made the first auction for the Frank Estill Scholarship a massive success.

Rainbow Gathering Relocates to Plumas County for 2024 Event

The 2024 Rainbow Gathering, originally expected to take place in Modoc National Forest, has been relocated to Plumas County. The decision was finalized after the Susanville Indian Rancheria (SIR) expressed strong concerns about the potential impact on their ancestral lands.

In a press release on June 14th, SIR emphasized the importance of several protective laws, including the Archaeological Resources Protection Act (ARPA), the National Historic Preservation Act (NHPA), and the Native American Graves Protection and Repatriation Act

(NAGPRA). They highlighted the risk of “egregious damage and irreparable harm” to sites of cultural and religious significance if the gathering were held in Modoc County, Plumas, or Lassen County. SIR recommended that the 2024 Rainbow Gathering be relocated and not approved without a thorough environmental review. This recommendation played a role in the event’s relocation to Plumas County.5 miles north of Antelope Lake in Plumas County, just west of Janesville. The Plumas County Sheriff’s Office has issued

a statement warning attendees of a significant law enforcement presence at the gathering. They plan to enforce a zerotolerance policy toward any illegal activities or behaviors that threaten public safety or natural resources. The event, which promotes peace, love, and tranquility, is expected to draw between 2,000 and 8,000 participants from July 1-7. While the move aims to protect vital cultural and environmental resources, organizers and law enforcement are working together to ensure a safe and harmonious event for all attendees.

Letters to the editor Looking Back

Dear Editor,

While it is indeed true that a Tesla creates more greenhouse gases to build than a Hummer, it is also true that, once the cars are driven, the gap closes until, at the end of the life of the two, the Tesla will far outpace the Hummer. In addition, many of the materials used in the Tesla battery, which cause it to be so dirty to produce, are recyclable, so the environmental cost will go down as the technology matures. More than half (54%) of power produced in California is from renewables. 7% is from fission reactors. So, currently, only 39% is from natural gas. The total from renewables increases yearly as new sources are brought online. There are about 45 companies currently working on developing fusion reactors. The expectation is that there will be a commercial reactor ready by 2035, or earlier. Unlike fission reactors, there is no danger from these from meltdowns or natural disaster. They produce no radioactivity except neutrons, which are easily neutralized and most use fuels which are readily available. The only resource we are short of in the effort to produce transportation that doesn’t endanger the planet is time. Surely, though, there is every reason to hope that we will not have to accept apocalyptic solutions, such as the destruction of large swaths of the population.

Before I launch into the meat of this diatribe let me first lay out what was my youthful passion and identity.

Today at age 74 I am self-defined as a hard-core, takeno-prisoners, non-aligned, free-thinking, independent true Jeffersonian Libertarian who does not belong to the Libertarian Party (because I’m non-aligned, duh!!). In my youth of the late-1960s and up into the 1980s I was a registered Democrat and kick-butt environmental activist. In my college years between 1967 and 1974 as I pursued degrees in geology and civil engineering, I was chairman of four different environmental entities simultaneously. I chaired the Monterey Committee for Environmental Information (MCEI, the subsidiary of the international SIPI: Scientists Institute for Public Information). I chaired the CCCSGA’s statewide position as Environmental Commissioner. I chaired the Sierra Club’s Ex-Comm role as Environmental Student Advisor. I held the position created just for me on the Student Council as Commissioner of Environmental Activism. To say I was a firebrand young man is to understate what I did. Just thinking back now over 50 years ago makes me tired. Oh the energy I had back then!

Michael Collins, the co-founder of the Irish Republican Army (IRA). I traveled to the British Isles a dozen times during those 6 years. I still have good friends in the IRA, but that’s another story. I was at Stonehenge during those 6 years at four different times, for the two equinoxes and the two solstices. One of those four times I had my rock climbing shoes and my chalk bag with me and I was bouldering up those massive stones. Suddenly two Brit policemen came running up to me and screamed at me for bouldering on those ancient stones. Because I left chalked handprints on the stones they threatened to arrest me and to fine me. I was able to calm them down when I used my water bottle to wash the chalk marks off the stones. As they walked away I could hear them say, “Damned American!” Ok, yes, that was stupid of me, and I own it. However, now a bunch of anti-fossil fuels lunatics have been spraying dye onto the stones of Stonehenge and they aren’t being held accountable. This is just one more example of how woke the authorities everywhere

A CITY ordinance (No. 31) prohibits the exploding of firecrackers within the city limits. It’s a law that no one pays much attention to and although the 4th of July is still a few days away, it sounds like the Civil War is being repeated in town. . . The Goddess of Liberty, Grace Ward, will be the featured float in the 4th of July parade and the Lakeview band will furnish the music. A large contingent of Civil War Veterans will march.

75 Years Ago – 1949

THE STANDARD Oil Company is preparing to rush the work on their plant to be installed in Alturas. The locations for the various buildings will be surveyed this week. . . Dr. S. D. Conwell, who has made several trips through Modoc County, has decided to locate in Alturas permanently. At the present time the eye-doctor is located in the Niles Hotel.

70 Years Ago – 1954

In spite of my youthful activism, I never once supported damaging anything because I was raised in a hard-working blue-collar family, and my parents busted their butts to provide my sister and me with a private school education. When environmental activists impact the abilities of everyday people to make a living I no longer see that as valid environmental activism. I broke with the Sierra Club in the mid-1980s when they accused me of being a racist when I stated the empirical truth that China is the worst polluter in the world. Hmm, racist to speak the truth? Kind of like being accused of being a racist in 2020 to call the COVID virus the “Wuhan Virus”. Believe me, the woke insanity started long before the 2000s. But such is the Democrat mentality, and having been a Democrat long ago, I know of what I speak.

Fire Hazards Prompt Suspension of All

City of Alturas Burn Permits

The Alturas Fire Department will be SUSPENDING all burning and burn permits starting on June 27th, 2024 in response to dry conditions and fire hazards.

Alturas Fire Department personnel will continue to monitor weather conditions in the coming months, but we do not expect to lift the suspension until significant rainfall or snowfall in our area.

Suspended burning DOES NOT include using barbecues, smokers, hibachis and other outdoor cooking and warming units.

The Alturas Fire Department would like to also remind everyone in our community to keep each and every property free of weeds, tall grass, rubbish and garbage.

Make sure trees and shrubs are trimmed. Clean up wood piles and make sure all waste is disposed of accordingly to prevent fire and life safety hazards.

Residents are urged to be mindful of the high fire danger and exercise caution when engaging in activities that could result in an accidental fire, especially on windy days.

If you have any questions, comments or concerns please call the Alturas Fire Department at (530) 2334500. Burning information will also be posted on our message board attached to the front of the fire barn. If there is any emergency, please dial 9-1-1.

Blue Lake Camp is coming soon!

Preparations are underway and camp staff is looking forward to our 69th year of offering a low-cost camping experience to kids entering the 4 th through 8 th grades. The Blue Lake Youth Camp is operated by the Federated Church in Alturas. The camp is nondenominational and is open to all youth.

Camp activities include swimming, canoeing, crafts, archery, worship, and supervised free time. The first camp is for kids who have completed the 5 th , 6 th and 7 th graders and is July 8-12. The second camp is for kids

who have completed the 3 rd and 4 th grades and is July 15-19. Both camps are $95.00 per child. Donations are always welcome to sponsor a child who cannot afford to attend.

On Saturday, July 6, immediately following the parade, all those good smells of hot dogs and hamburgers will be ready for you to purchase – hamburgers for $6 each and hot dogs for $3 each. Water will also be available for $1 per bottle. But Wait! There’s more! Super Bull Bingo will take place beginning at 1:00. Names will be placed on squares and where and when the little bull decides to “do his thing” will determine the winner, which amounts to $1,000. MHS takes home win in All Star Games in Redding

In a grueling matchup under the scorching sun, five players from Modoc High School contributed to a triumphant 13-6 victory at the 47th Annual Lions All Star Football Game. The game saw temperatures soar to 103 degrees as teams from northern and southern small schools clashed this past Saturday. Among the standout moments was a 30-yard touchdown reception by Modoc’s Ryan Weber in the fourth quarter, which helped seal the win for the South team. The Modoc High players, who had been training at Shasta College throughout the week, received high praise for their performance.

Football Coach, Budmark, expressed his pride in the team’s accomplishment. “I am so proud of our boys!” he said, highlighting the significance of their victory for the small community.

The annual event, which pits top players from northern versus southern schools, provided a platform for Modoc High School to showcase its talent on a larger stage.

Teach Adult Education Celebrates Graduation

A very happy large group of family and friends attended the annual Adult Education Graduation on June 14th in the hall of the Federated United Community Church in Alturas. The graduates received their High School Diplomas from Opportunity Academy, Lassen County Office of Education. Sarah Merrick, Director of TEACH Adult Ed and Ann Weaver, Director of Opportunity Academy, LCOE passed out the diplomas. This was the largest group of graduates in the Adult Ed’s Program’s history. Bruce McJimsey was also congratulated for completing all lessons and projects in the Microsoft Word Basic and Advanced online program. Cheers and shouts filled the room at the end of the presentation. Graduates, family and friends took pictures, visited and enjoyed refreshments.

Megan Dahle gets her bill signed by the Governor

Assemblymember Megan Dahle announced on Facebook that Governor Gavin Newsom signed AB 2974 into law earlier this week, a bill that reclassifies jailers in Modoc County from custodial officer to a deputy sheriff with their primary role being care and custody of those incarcerated.

The new designation allows these officers to perform field duties during local natural disasters, such as assisting with evacuations. “By rectifying this disparity, we ensure our local law enforcement officers have the authority they require to protect and serve our communities effectively,” Dahle said. She thanked her colleagues for their support as the bill progressed through the legislature and reaffirmed her commitment to representing her district’s needs in Sacramento.

CDL CLASS A Training TEACH Adult Education

TEACH ADULT EDUCATION offers CDL CLASS A Training TEACH Adult Education, in partnership with Garrett Ingram Trucking Company, is offering a training program here in Alturas for the CLASS A CDL License. The Permit part of the program will be self-paced. New regulations require all potential drivers to take a Theory course taught by an ELD program , entry-level-training -provider. We can guide you to a good one. The BTW, Behind the Wheel, portion of the training will depend on matching your schedule with the instructor’s schedule. Successful student driving for 10 hours of highway and 5 hours driving on a non-public ranges are required. The program has an estimated cost of $3,000. This is lower than most providers because T.E.A.C.H. INC is a non-profit corporation. Call 530-233-5399 for more information.

Obsidian Season is among us

Obsidian season will begin on Saturday, June 29 this year, and permits will be available starting Thursday, June 27 at the Modoc National Forest Supervisor’s Office. The obsidian season will go through September 2, 2024. The open areas for collecting will be Needles, Middle Fork Davis Creek, and Rainbow. Currently, Pink Lady is inaccessible. If the roads dry out, permits will include Pink Lady. Otherwise, Pink Lady will remain closed for collecting until road conditions are favorable to prevent damage.

Camping season is underway, and all campgrounds on the Modoc National Forest are currently open, except for Cave and Lily Lake on the Warner Mountain Ranger District, as well as the Medicine Lake Recreation Area and Campgrounds on the Doublehead Ranger District. These areas will remain closed until the snowpack disappears. It’s important to take note of Forest Order 9-24-01, which outlines camping limitations and restrictions. These restrictions are in place to minimize potential damage to the forest by prohibiting long-term or semipermanent occupancy on national forest service lands

within the Modoc National Forest. A copy of the Forest order is available at the Modoc NF Supervisor’s Office in Alturas, the District offices, and posted at the open campgrounds. The order can also be found on our Modoc National Forest Web page under the recreation link Modoc National Forest - Special Places (usda.gov)

We kindly ask all our visitors to be responsible when enjoying the forest and to show respect for the land, animals, and the people around them. If you have garbage and there are no trash bins around, kindly pack out what you have packed in.

As the summer season continues the forest may see an increase in visitors to the forest. This also brings with it things that can occur out of our control, remember to lock your vehicles when you are not around them, and store your food properly. Please recreate responsibly. If you notice trees blocking roads or washed-out roads due to spring melt and winter storms, please inform us so that our crews can inspect and make repairs. Your next adventure awaits you in the Modoc National Forest.

The Annual Lake City Independence Day Parade

The Annual Lake City Independence Day Parade will be held this year on July Fourth. This has become a Lake City Tradition and it’s always a great time, filled with American Pride and Patriotism. Parade entries will stage at the Lake City Fire Hall starting at 9:30am. There are no registration forms, fee’s or judging. Just an information sheet about your entry to read by our announcer. The Lake City Fire Hall is located on the north west side of Lake City, just past the Lake City Post Office and just before the cemetery.

The parade will start at 10am and will travel along main street. Making a turn at the top of the Lake City Park, then it will loop back around and come back down Main Street. After the parade, there will be a community styled get together and Bar-B-Cue at the Lake City Baptist Church of Hot Dogs and Hamburgers. We ask that you bring a side dish or a desert to the BBQ. This is always a fun event sponsored by the Lake City Baptist Church and the good people of Lake City. We look forward to seeing you all there.

Modoc Joint Unified School District Offers Free Breakfast and Lunch M-F

MJUSD is once again offering free breakfast and lunch Monday through Friday starting June 12th. There are some non-serve days, June 19th, July 4th and 5th. We will run through August 2. These meals are free for ANY child ages TK-18. They do not need to be enrolled in our district to participate. We do a lot of scratch cooking in the summer and we look forward to feeding your children!! We may be offering some remote service with our new food truck and I will make that information available when we decide.

Lunch 12 pm -12:30 pm

~Serving times are firm.

~ Misbehavior of unescorted children will not be tolerated.

~ There are NO adult meals served.

Get Set for some Fandango Fun

July 6, 2024 will be packed full of fun, food, and entertainment and the Rotary Club of Alturas is looking forward to being right in the middle of the action.

On Saturday, July 6, immediately following the parade, all those good smells of hot dogs and hamburgers will be ready for you to purchase – hamburgers for $6 each and hot dogs for $3 each. Water will also be available for $1 per bottle.

But Wait! There’s more! Super Bull Bingo will take place beginning at 1:00. Names will be placed on squares and where and when the little bull decides to “do his thing” will determine the winner, which amounts to $1,000. Tickets to enter this exciting game are $20 each and all proceeds will stay right here in the community. 1957– May 5, 2024 Obituary

William Jackson Manning Jr., affectionately known as both “SoundMan” and “Wild Bill,” passed away on May 5, 2024, at the age of 66. Born on November 19, 1957, in Madrid, Spain, to American parents. Bill led a life rich in service, varied interests, and finally, a sense of community.

Bill’s early years were shaped by his family’s military background, culminating in his graduation from high school in Bitburg, Germany, where his family were stationed. He then served in the US Navy during the 1970s and 1980s, earning the nickname “Wild Bill” for his spirited nature and adventurous antics.

Following his retirement from the Navy, Bill pursued several career paths, beginning with his GI Bill education in business finance as well as auto mechanics. In the 1990s, he worked as a graphic designer for the Solano County Green Valley Sign Company in Fairfield. During these years, he was an active member of Alcoholics Anonymous at the Into Action Fellowship, dedicating himself to his own recovery, supporting others on their journeys at his home group, and recently celebrating his 28 year chip.

In the 2000s, Bill moved to Modoc County and purchased a home in Alturas, eventually settling in Adin. Over the past 20 years, he became known to many as “SoundMan,” a friendly and approachable figure always ready to share a cigar and a wild story. His enthusiasm for everything: model trains, cigars, sharing stories, made him a familiar face in all the local

shops and businesses.

Bill also turned his passion for photography into a side career as a professional wedding photographer late in life, capturing special moments for couples in and around the Alturas to Redding corridor. Additionally, he had a keen interest in computer hardware, often building computers from the motherboard on up and sharing his expertise with others.

Bill is survived by his loving partner of 20 years, Christine “Tina” Browne, and their cherished fur babies, Tony and Doodles. He leaves behind his younger siblings: Grace Gregor, Susan Bush, his nephew and nieces: Tavin Manning, Valerie Manning, Korilynna Bush, plus their collective infant children, Bill’s several grand-nephews. He is fondly remembered by many in and around Solano, Shasta, and Modoc Counties.

Funeral services will be held on Monday, July 1, 2024, at 2:00 PM in the (air-conditioned) chapel at the NCVCNorthern California Veterans Cemetery, 11800 Gas Point Rd, Igo, CA 96047. Services performed by the US Navy Honor and Riffle Guard-Anderson with live Taps performed by the Burney Calif VFW. All are welcome to attend honoring the life of a man who is remembered throughout the community.

RIP William-Wild Bill-SoundMan-Manning, at last you get to rest -this life- in the fullness of the justice for which your soul deserves. Your legacy will forever be remembered by all who knew you. Amen.

GUARD RAILING REPLACEMENT

PROJECT,

LASSEN COUNTY

Will be received at the Office of the Director of Administrative Services, Lassen County, 221 South Roop Street, Susanville, California 96130, until 4:00 pm on July 18, 2024, at which time they will be publicly opened and read in the Office of the Director of Administrative Services at the above address.

General Work Description:

CONTRACTOR shall, at its sole cost and expense, furnish all facilities, equipment, and other materials necessary for the replacement of the existing guard railing at eight (8) locations on Janesville Grade, CR 208, including the removal and disposal of the existing guard railing and installing the new guard railing, to be constructed to widths and lengths, and at the locations as shown on the construction plans.

Bidders are advised that, as required by federal law, the Lassen County Department of Public Works has established a DBE goal for this project. The Department is required to report to FHWA on DBE participation for all Federal-aid contracts each year so that attainment efforts may be evaluated. To provide assistance in meeting the statewide goal, the Department may include a DBE Availability Advisory in this contract. Bidders need not achieve the percentage stated in any DBE Availability Advisory as a condition of award.

A pre-bid meeting is scheduled for this project.

The pre-bid meeting is scheduled for 10:00 a.m. on July 10, 2024 in the Road Conference Room of the Lassen County Public Works Department located at 707 Nevada Street, Suite 4, Susanville, California. Changes discussed during the pre-bid meeting will not be effective unless it is made in writing as an Addendum, at which time it will be sent to all plan holders.

THIS PROJECT IS SUBJECT TO THE “BUY AMERICA” PROVISIONS OF THE SURFACE TRANSPORTATION ASSISTANCE ACT OF 1982 AS AMENDED BY THE INTERMODAL SURFACE TRANSPORTATION EFFICIENCY ACT OF 1991.

At the time this contract is awarded, the Contractor shall possess either a Class A license or a combination of Class C licenses which constitutes a majority of the work.

If there is a difference between the minimum wage rates predetermined by the United States Secretary of Labor and the general prevailing wage rates determined by the Director of the California Department of Industrial Relations for similar classifications of labor, the Contractor and subcontractors shall pay not less than the higher wage rate. The Department will not accept lower State wage rates not specifically included in the Federal minimum wage determinations. This includes “helper” (or other classifications based on hours of experience) or any other classification not appearing in the Federal wage determinations. Where Federal wage determinations do not contain the State wage rate determination otherwise available for use by the Contractor and subcontractors, the Contractor and subcontractors shall pay not less than the Federal minimum wage rate which most closely approximates the duties of the employees in question.

The Contractor shall also furnish Certificates of Insurance, with the County of Lassen named as additional insured, in amounts and coverage as specified in the Specifications.

As a contractor/grantee under Indian Health Service (I.H.S.), SFHC is required by law to provide absolute preference to American Indians/ Alaska Natives who are enrolled in a federally recognized tribe as defined by the Secretary of the Interior. To be considered “preference” eligible, an applicant claiming Indian preference must submit a documentation, at the time application, of tribal enrollment and/or a letter certifying that he/she is an Indian as defined by the I.H.S. Manual Part 7 Chapter 3. The Human Resource office will then determine verification of Indian preference. In all recruit actions, preference will be granted to the applicant entitled to Indian Preference. However, the individual must meet all qualification requirements as defined by SFHC written job descriptions.
