Bringing New Life to Veterans Memorial and Dorris Park

The Veterans Memorial and Dorris Park renovations, made possible through the Clean California Local Grant Program awarded in 2022, have been eagerly anticipated by most, if not all, members of the community. According to Bert Austin, Deputy Road CommissionerOperations with the County Road Department, “the goal is to have the park completely open

for public use by midSeptember, with the potential of opening parts of the park sooner, such as the playground, if possible”. The original goal was to have the park open for Fandango Days this year, but construction almost always brings unplanned surprises, like weather setbacks and supply delays, which prevented the project from progressing as originally planned. However, with all the

improvements and new areas being introduced, it should be well worth the wait!

The Veterans Memorial side of the park will boast the huge new play structures currently visible by all those passing by, including a handicap-accessible path, allowing more children access to enjoy the 6-footwide slide. There is also a second large slide and climbing area combo, swing set, basket swing

and an auditory play station, all community requested elements. The final piece of playground equipment was installed last week and the next steps will be finalizing the safety measures for all the equipment, such as installing 12 inches of wood fiber chips all throughout the playground and the new exercise areas.

The Veterans Memorial side of the project will also include the newly built

Chico Man Arrested for Arson

After Park Fire Burns 368,256 Acres, Becomes Fifth Largest in California History

By Chelsea Bacon Smoke came into Modoc County earlier last week after a man out of Chico, Ronnie Dean Stout II, pushed his car that was set on fire into a gully near the Alligator Hole in Upper Bidwell Park in Chico shortly after 3:00 pm the 24th the Butte Sheriff’s Department reports. The vehicle plummeted 60 feet and engulfed its surroundings and started the notorious Park Fire. Butte County District Attorney, Mark Murphy, said Stout has been found and arrested on July 25th for arson without bail. The Park Fire which ignited on July 24 as of Monday July 29th the fire has reached 368,256 acres and has destroyed 109 structures, damaged 5 structures and threatened 4200 structures with 14 percent containment reported Cal Fire. There

are no reported injuries as of Monday morning. The counties greatly affected by the Park Fire are Butte, Plumas, Shasta and Tehama. CBS news announced that the Park Fire is the second largest fire on record after the fire has proceeded to damage almost half the size of Rhode Island. According to Cal Fire, the Park Fire now ranks between the SCU Lightning Complex

Fire of 2020 that burned 396,625 acres and Creek Fire that same year, which burned 379,895 acres. The August Complex Fire, also in 2020, remains the largest in state history with more than 1 million acres burned. Though the blanket of smoke and ash falling from the sky in Modoc County is unhealthy, we are fortunate to not be one of the counties affected by the Park Fire.

year-round accessible bathrooms, new lighting bollards installed along the center path and a facelift for the large awning picnic cover area to match the courthouse copper roof. The Modoc Chamber of Commerce Building will also be renovated and reopened. Having received no bids for the Chamber Building project, the County will handle the renovation inhouse. The original stone inside will be preserved and displayed in a special “exhibit room” to showcase the craftsmanship of the building, as it is original to the site and ties the building to the N-C-O Railroad administration building (B.P.O.E.) and The Whistle Stop (The Garden Club) sites. For the Dorris Park side of the project, there will be a large outdoor amphitheater that will set the Museum Train as the backdrop for any events being held at this site. The new train cover, requested by the Modoc Historical Society, will allow for the historic locomotive to be protected from the elements and give locals and travelers alike the ability to approach and appreciate it, as intended. The amphitheater will be a “bring your own blanket or chair” setup, which will allow for multiple functions to be held there as the set up will be free flowing. When looking at options for seating in this space, the County had to keep in mind the reality of maintenance in our climate. In doing so, they chose to go the grassy knoll route, which means the sides and back of the hill will double as a sledding hill for more fun in the winter! There will also be a brandnew exercise area for everyone’s use, a new basketball/pickleball court combination and a decomposed granite walkway going all the way around the site, allowing the space to be enjoyed by all. As if those improvements

weren’t enough, the Modoc County Museum parking lot is getting a refresh! The new parking lot will be a drive-through loop, connecting both the museum and train to the Veterans Memorial side behind the Chamber of Commerce building across County Road 56. This will give those driving through access to the parks, bathrooms, museum and train viewing, with directional parking spaces for those staying to visit too. Finally, there is going to be historical informational signage installed throughout the parks and over 120 trees will be planted with new landscaping; replacing what was brought down to begin construction and tie in more of the area’s natural landscape. Junipers will be included, for example, as a nod to the local Native American Kosealekte band of the Pit River Tribe, as Alturas is their actual ancestral homeland. According to the County, there are a few other big pieces to be moved to put final touches in. Incredibly enough, that includes the repurposing of the original bathroom building located on the site! The Likely community members and Modoc County Administration have worked together to coordinate the building being moved to Likely, CA. This will fill a need, and the building will be a part of the new community area being built near the fire hall and Likely church that was recently repositioned. Once that is moved, the rest of the underground work can be completed, like plumbing and electrical for the new bathrooms.

While the repaving of Water, South East and Riverside Streets were not officially a part of the grant project, both Modoc County and City of Alturas leadership worked together to get it done. They felt that this way, the entirety of the

Staying Vigilant: Avoid Speeding to Prevent Deer-Related Accidents

As summer turns to fall, drivers in Alturas and surrounding areas are reminded to stay vigilant and avoid speeding, particularly in areas where deer crossings are common. The California Department of Fish and Wildlife’s recent deer population studies in the region highlight the increased activity of deer, which can pose significant hazards on the road.

Deer are most active during dawn and dusk, times when visibility is low and drivers may be less alert. These factors, combined with speeding, create a perfect storm for accidents. According to the Insurance Institute for Highway Safety, over one million deer-related accidents occur annually in the United States, leading to thousands of injuries and hundreds of fatalities.

Local wildlife experts stress the importance of driving cautiously in areas marked with deer crossing signs. “Deer often travel in groups, so if you see one, there’s a good chance others are nearby,” said a spokesperson from the California Department of Fish and Wildlife. “Slow down and stay alert, especially during peak activity times.”

The following tips can help reduce the risk of deer-related accidents:

Reduce Speed: Lowering your speed gives you more time to react if a deer suddenly appears on the road. This is especially crucial at night when visibility is reduced.

Use High Beams: When driving at night, use your high beams when there is no oncoming traffic. This can help you spot deer eyes reflecting light from a greater distance.

Stay Alert: Avoid distractions such as mobile phones, eating, or other activities that take your focus away from driving. Be particularly vigilant in areas known for high deer populations.

Buckle Up: Wearing a seatbelt can significantly reduce the severity of injuries in the event of a collision with a deer.

Honk Your Horn: If you see a deer on or near the road, a long blast of your horn can scare it away. However, never rely solely on this method, as deer can react unpredictably.

Avoid Swerving: If a collision seems inevitable, it is safer to hit the deer than to swerve and potentially lose control of your vehicle, which can lead to more severe accidents.

As the seasons change and deer become more active, taking these precautions can save lives and prevent injuries. Remember, staying vigilant and avoiding

area would be complete, and it would make the park more easily accessible for everyone’s enjoyment. Receiving a grant like this one is a huge deal here in Alturas, it allows for large growth and visible improvements. The Clean California Grant, written by Lilly Toaetolu, Deputy Road Commissioner Administration, was a competitive grant focusing on beautification, rehabilitation, and litter abatement efforts in public places. It was to be

allocated to the park that is in the most densely populated area of Modoc County, which would be the Veterans Memorial and Dorris Park. Lilly also stated that “having local contractors working on this project has been a huge asset. They know our community firsthand, they know the importance of the project and are in close proximity if ever needed”.

This has been a massive undertaking for everyone involved, and while there have been some setbacks, it will bring more beauty and functionality to the

community! With plenty of places for kids to play, areas to sit in the shade and read a good book, or even spaces to get your workout done under the sun and the trees, it will be a true breath of fresh air having a space to enjoy and relax in. The County has expressed that the community’s patience and support throughout this process have been invaluable, and they look forward to seeing everyone enjoying the new and improved park very soon.

Poor Air Quality in Modoc Due to Park Fire

The massive “Park Fire” started in Upper Bidwell Park, East of Chico last week, which exploded very quickly and has blanketed Modoc County in thick smoke ever since. As fires like this one rage, they produce vast amounts of smoke that are capable of traveling hundreds of miles, significantly deteriorating air quality. According to the Air Quality Index (AQI), shared in a press release issued by Modoc County Public Health, Alturas and Cedarville were both in the “unhealthy” to “very unhealthy” range due to the smoky conditions on July 25th.

Local air quality is measured in three separate locations: Alturas, Cedarville and Newell, to ensure the most accurate information possible. Air quality does fluctuate day to day, depending on wind patterns, however, smoke from the Park Fire has been consistently blown

in Modoc’s direction.

As of 7 o’clock Tuesday morning, Alturas was in the “moderate” range, meaning if you’re unusually sensitive to air pollutants you should consider reducing your activity level, or shorten the amount of time you’re active outdoors. Poor air quality due to wildfire smoke can cause a range of health risks or cause chronic issues to worsen.

“Smoke is made up of a complex mixture of gasses and fine particles produced when wood and other organic materials burn. The biggest health threat from smoke is from fine particles” according to AirNow.gov’s article on Fire and Your Health.

“These microscopic particles can get into your eyes and respiratory system, where they can cause health problems such as burning eyes, runny nose, and illnesses such as bronchitis.”

Understanding what you can do, and things to avoid to protect yourself is crucial for minimizing

health impacts.

First, and most simply, avoid spending time outdoors if it’s not absolutely necessary. Stay indoors and avoid any strenuous activities, especially exercise, that may increase your breathing rate. Keep windows and doors closed, and if possible use air purifiers with HEPA filters to clean the indoor air. If you must go outside, wear an N-95 mask to help filter out any particulate matter. Also, avoid using your gas stove, wood stove, burning candles or even vacuuming to keep from adding to, or stirring up, the particles from the smoke.

Wildfires have become increasingly common in recent years, and as the Park Fire continues to impact air quality here in Modoc County, it is essential for individuals to take proactive steps to protect their health. By staying informed, minimizing exposure to smoke, and taking

On June 26, 2024 a special, all around cowgirl, Dawn Marie Hill went for her last ride.

Dawn was born July 30, 1963 to Don and Karen Hill in Cedarville CA. Dawn attended school at Cedarville Elementary and graduated from Surprise Valley High School in 1981. She was Valedictorian of her graduating class in 1981. During her years at high school she maintained a standard of high grades and earned a lifetime membership in the Honor Society. Dawn was a member of FFA and 4H receiving honors in both clubs, for which she was invited to participate in statewide competitions. As the winner of the sewing and modeling competition at the Modoc County 4 H Dress Revue, she went on to compete in the CA State Championship.

After high school Dawn competed in the 1981 Modoc District Fair Queen contest and was crowned First Runner Up Princess. As Fair Princess she represented Modoc County at other County Fairs in Northern CA and Oregon. Dawn loved animals,

the ranching life, and especially loved horses. She had grown up helping out at her grandparents’ ranch and other local ranches, so it became natural to her to want that type of life. Dawn always had a horse since she was a little girl, she rode western, English, showed in cutting, trail, western pleasure, fence work, dressage, gymkhana, driving a cart. Dawn was a woman of many talents and hobbies: sewing, crochet, knitting, Jewelry making, tatting, etc. Dawn was always known to ride horses in the Modoc County Fair Parade with her mother Karen Hill, wearing beautiful outfits they made by hand. Dawn began her meat cutting career in the early 80’s at the Cedarville Meat Market, working for Les and Karen Seaborn. When the Meat Market closed sometime later Dawn moved over to the Pages Market in Cedarville. Starting in ’95 Dawn worked a few summers at the US Forest Service in the archeology department. She then worked for many years

behind the meat counter at Pages Market where she was revered by many of her customers. Most recently she had worked at the Grocery Outlet in Alturas CA.

Dawn met and fell in love with Hershel Shultz in 1986 who shared many passions including animals. They became life partners and created their own ranching life with a herd of cattle, horses, Scottie dogs, and mini horses. Dawn loved to go on short little getaways with Hershel to Arizona, New Mexico or Nevada. Even just a day trip on the trike was fine for her.

Dawn will be greatly missed by all who knew

her. She is survived by her mother Karen Hill, sister Kandy Hill & Kurt Stodtmeister, brother Blane Hill. Life partner Hershel Shultz, Lavina & Calvin Albright & family, Anthony & Jamie Shultz & family, as well as many cousins, aunts, and close friends!

Daniel William Silveria, age 76, of Lake City, CA, passed away on July 5th, 2024.

Born on April 24, 1948, in Merced, CA, to Toby and Evelyn “Pat” Silveria, Dan grew up in the town of Atwater, CA, where he developed his love for cars, hunting, and fishing. From an early age Dan learned the value of hard work and saving his money and started work as a young boy delivering newspapers.

After high school, Dan attended Lassen College in Susanville where he earned his associate’s degree in Business Administration before transferring to CSU, Stanislaus. In 1969, Dan was drafted into the United States Army. Dan spent two years in the Army where he attained the rank of Sergeant as a Communications Center Specialist.

After being honorably discharged and recognized for outstanding service, Dan moved to Alturas in 1971 where he took

a job selling propane. In 1975, Dan bought the Montogomery Ward store in Alturas where he converted it to a Sears Catalog store that he owned and operated with his one and only employee, Mary Nield. In 1976, Dan joined Surprise Valley Electric as a Purchasing Agent. He went on to become the Cooperative’s general manager in 1985, which is the position he held until his retirement in the summer of 2012 after a 36-year career with the company. During Dan’s tenure, the Cooperative enjoyed the lowest electric rates in California and among the lowest in the northwest. His leadership and commitment to excellence made a lasting impact on the company and the community it served.

Dan was an avid outdoorsman, with a profound love for hunting and fishing. This was a way of life that he joyously shared with

family and friends. Many of his happiest moments were spent in the great outdoors, appreciating the beauty of nature and the thrill of the hunt or the catch. He also enjoyed working on many different projects, from rebuilding cars to woodworking and metalworking. He always had at least one project going at all times.

Dan was a member of a number of organizations that supported the community and the interests he had. He was an active member of the Rotary Club, where he dedicated countless hours over the years to community service. He was a member of the Rocky Mountain Elk Foundation for 22 years, joining in 2002. Dan also served as a member of the Modoc District Fair Board of Directors from 1992 through 2000.

In 2016, Dan moved from Alturas to the house that he built together with his wife, Carol, in Lake City, CA. He spent his retirement working on numerous house projects,

tinkering with his 1930 Model A, playing cards with friends and family, or planning his next outdoor excursion.

Dan was preceded in death by his parents, Toby and Pat Silveria. Dan is survived by his beloved wife, Carol, who was his partner and support in all his endeavors; his sisters, Pam (Mike) and Debbie (Jim); his daughters, Heather (Sean), Annette, and Analisa (Mark); son, Eric (Amie); and six grandchildren, Meg, Ryan, Andrew, Katelyn, Eli, Kade; and many nieces and nephews. Dan will be remembered for his sense of humor, generosity, and unwavering dedication to his family, friends, and community. A celebration of Dan’s life will be held at the Modoc District Fairgrounds in Cedarville, CA, on September 28th at 1:00 PM.

In lieu of flowers donations may be made to the Lake City Volunteer Fire and/or the Cedarville Volunteer Fire Department.

ABC Encourages the Public to Celebrate Memorial Day Safely

The Department of Alcoholic Beverage Control (ABC) is encouraging the public to designate a sober driver or utilize a rideshare/taxi service before participating in any celebrations where alcohol is involved this Memorial Day weekend. The department is also asking ABC licensed establishments to carefully monitor alcohol service to the public.

“Improving safety is always our No.1 goal,” said ABC Director Joseph McCullough. “In addition to the work ABC agents will be doing over the holiday weekend, we can all do our part in keeping everyone safe by planning to take alternative transportation or designate a sober driver to get home safely following celebrations involving alcohol.”

ABC agents will be out working in communities to help increase public safety. ABC licensees can also help keep communities safe by checking IDs and ensuring customers are not over-served.

Memorial Day is when we honor all the military service members who made the ultimate sacrifice defending our country. The weekend is also a time when many people graduate from high school and college, and it marks the unofficial start to the summer vacation season. Memorial Day enforcement efforts are funded by a grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration. Remember to report drunk drivers by calling 911.

Tie-dye is an ancient technique for creating patterns and imagery on fabric. As the name implies, it involves tying the fabric and then dying it, while tied, to create spectacular arrays of radiant color. Tie-dye dates back over one thousand years to the bandhani technique used in India, examples of which are represented in the paintings of the life of the Buddha in the Ajanta caves, c. 6 th century AD. The term bhandani derives from the Sanskrit verbal root bandh which means “to bind” or “to tie.”

From India, tie-dye spread throughout Southeast Asia, developing especially in the Indonesian archipelago in the forms called jumputan and tritik. Another ancient, yet still-practiced form of tie-dye is kokechi shibori, which originated in Japan in the 7 th century AD and became especially popular in the Edo Period (17th19th century).

Although its origins in the United States are unclear, there is speculation that its popularity arose from the encounters of Peace Corps volunteers in West Africa with the extraordinary indigo tie-dyed textiles, known as adire, from the Kofar Mata tiedye workshop in Kano, Nigeria.

In the late-1960s tie-dye was further popularized by musicians such as Jerry Garcia, Janis Joplin, and John Sebastian (who did his own tie-dying). Tiedye became synonymous with psychedelia and the utopian ideals of the hippie movement.

For this exhibition, Karrasch will focus on tapestries and tie-dyes incorporating antique frames. Her large-scale works exploit the optically vibrant character

of tie-dye to create astonishingly animated and vivid abstractions.

For the smaller, framed works, Karrasch creates a compelling tension between the decorative boundaries of the found frames and the expansive, limitless feeling of the tie-dyes themselves. This works in this exhibition, all made within the past year, capture the artist’s mood of optimism and joy.

Andrés Tobar Restrepo’s exhibition consists of a single painting, a work he created recently at his small farm in the mountains of northern Colombia. Restrepo’s art celebrates country life, expressing a feeling of wonder at the beauty and mystery of nature.

The fractal, mandala-like forms of his paintings also convey a deeply spiritual sensibility.

The painting on view in this exhibition is titled, “Corn Harvest Made from Birdsongs.” About this work, Restrepo wrote, “Sounds that become clouds, fog that weaves between the mountains accompanying the work of the corn harvest. The joy of growing one’s own food becomes a ceremony amidst the song of birds.”

Although Restrepo lives thousands of miles away in Latin America, his observations about the corn harvest will be familiar to ranchers in Modoc County who bring in the hay beneath the guttural cries of the migrating Sandhill cranes.

This is Restrepo’s first exhibition in the United States.

AmeriCorps members in Modoc County have been busy hosting events for local families and care providers since last fall. The director of First 5 Modoc, Nicole Hinton, expressed gratitude towards members Elizabeth Conner and Elizabeth Kiser at the Modoc County Children and Families Commission in June. Hinton stated, “Both members have been an asset to our First 5 team, hosting library pop-up events, arranging concrete supports for families, and being a huge help to preschool sites, including Budding Tree and Alturas Head Start.”

Both members gained extensive knowledge in child health, education, and family engagement by working in the early childhood field. Hinton expressed her appreciation, saying, “I am encouraged by my team and can’t thank them enough for their efforts over this last year.” On August 8th, the AmeriCorps team will host a recruitment event at the Modoc College

Jim Wills Memorial Golf Tournament: A Community Celebration

The Arrowhead Golf Course in Alturas hosted the annual Jim Wills Memorial Golf Tournament last Saturday, bringing together community members for a day of remembrance, competition, and camaraderie. This event, held in honor of longtime Alturas Rotary member and former CHP commander Jim Wills, continues to be a highlight for the local community. Participants paid $75 each, covering the cost of golf, lunch, and a cart. Non-golfers could also join the festivities by purchasing lunch for $10. The tournament began with a tee-off at 9 AM, setting the stage for a day of spirited play and community bonding.

One of the tournament’s most exciting features was the chance to win $10,000 for a hole-inone, sponsored by Dolby Insurance. In addition to this thrilling opportunity, cash prizes were awarded to the top three finishers. Despite smoke drifting in from the Park Fire, participants maintained high spirits throughout the event. Monica Widby, owner of Arrowhead Golf Course, expressed

her satisfaction with the turnout. “It went great. We had a lot of community support which makes for a really great time. We even had a Rotarian from Portland, Oregon, who came all the way down to participate in this event,” she said.

Mike Mason, a current member of the Rotary Club of Alturas, remarked on the tournament’s exceptional support and the positive atmosphere.

“It was definitely the most supportive golf tournament that we have ever had. Everyone seemed to be so happy and in the best spirits. It never gets competitive because that is just not how scramble is set up,” he explained. Mason also emphasized the importance of the event in honoring Jim Wills’ memory, saying, “The feedback that we got was everyone was very thankful that we continue to put this on every year. Everyone also remembers that this is a memorial for Jim Wills, honoring him and something he loved to do.”

Jim Wills was a distinguished figure in the Alturas community, serving as a CHP commander and past president of the Rotary Club of Alturas. He was

instrumental in the “Save the hospital Group,” a key initiative that ensured the local hospital’s continued operation and success. The tournament raises funds annually for various community services in Wills’ memory. Last year’s proceeds supported the Senior Center, highlighting the ongoing impact of Wills’ legacy on the community he cherished. Congratulations to the winners of the Scramble Arrowhead GC and Gold Hills men’s club, Allhiser, David & Price, Eddy & Weber, Alan & Morgan and Drew on scoring 1st

place. Jacques, Billy & Bocchi, Daniel & Ferreira, Allen & Vanderhoff, and Scott took 2nd Place. Arrowhead GC Mason, Mike & Wheeler, Jerry & Parker, Danny & Duncan and Dave received third place.

The Jim Wills Memorial Golf Tournament stands as a testament to the strong community spirit of Alturas, bringing people together to celebrate the life and contributions of a beloved local hero.
