Citizens Encouraged to Volunteer for Grand Jury

As citizens of Modoc County, we have a unique opportunity to play an active role in ensuring justice and accountability in our community.
The Grand Jury is an essential component of our local legal system, and is seeking volunteers who are passionate about upholding the principles of fairness and transparency. Sadly, numbers of applicants for the Grand Jury have steadily declined every year since COVID began. It is critical that more people express interest in serving in future years and support our local government. This year, 500 letters were sent out in search of more members for the Grand Jury and only 50 responses of those came back. There are many questions as to why the number of applicants has gone down, and a big part of that is due to confusion on what the Grand Jury does.
The Grand Jury is an investigative body of citizens from our county who are tasked with examining the operations of various government agencies and officials. Unlike a trial jury, which decides the guilt or innocence of a defendant, the Grand Jury conducts investigations, reviews evidence, and makes recommendations to improve government efficiency and effectiveness. The Grand Jury serves as a watchdog, ensuring that public funds are used appropriately and that officials are performing their duties ethically.
Scott Swaysey, who served his first year on the Grand Jury, shares that he thinks everyone should do it, “It’s a challenge and a whole new experience on how the government works.” Each Grand Jury member determines the type, titles, and functions of grand jury committees that are formed. Rather than mandatory,
committees are formed to better manage and organize the workload. Some typical committees normally formed by the Modoc Grand Jury are Audit and Finance, City and County Government, Criminal Justice, and Public Safety, Education, Healthcare, Planning and environment, social services and social districts.
There are so many benefits and perspectives to gain from serving on the Grand Jury, and it is a meaningful way to fulfill your civic responsibilities. It offers a chance to contribute to the betterment of our community and to ensure that our government is working for the people.
Modoc County District Attorney Nina Salarno advocated her thoughts about getting citizens to join the Grand Jury by saying, “this is an opportunity to preserve the integrity of the community.”
As far as commitment and time you will give to being a member of the Grand Jury it really is whatever you want to make of it and the current caseload. With an average workload a juror will spend 4-5 hours a month during the year tending to Grand Jury members. At least 2 hours out of the month will be for the Grand Jury meetings that are conducted. Past Grand Jurors agree that this opportunity is whatever you make of it and if you want to be more involved then there are many opportunities to do so and leap into this role.
If you have ever felt the need to make a change within our county, your participation can lead to significant changes in how local institutions operate. Grand Jury recommendations can result in improved policies, practices, and services that benefit all residents of Modoc County. One of the most common takeaways from

serving on the Grand Jury is it is providing a unique educational experience. You will gain insights into the workings of our local government, develop analytical skills and learn how to collaborate with others to reach informed decisions.
The current Grand Jury has taken significant steps to enhance the experience for its members, incorporating feedback from previous Grand Jury participants.
Listening to input from past members, the Grand Jury has made several key improvements. One of the most notable changes is the relocation to a more discreet meeting area, ensuring greater privacy and confidentiality for discussions.
In addition to finding a better meeting space, necessary fixes and enhancements have been implemented to create a more comfortable and efficient environment for the Grand Jury’s operations.
A highlight of the Grand Jury experience, as noted by former members, is the top-tier training they receive. This training provides participants with encouragement and excitement, equipping them with the skills and confidence needed for their roles. Maintaining this positive momentum post-training is a priority for future Grand Jurors.

Pencil Fire Burns Near Goose Lake
A new fire broke out in Modoc this week, which fortunately was seen from a look out and crews were dispatched quickly. The Pencil Fire was reported at around 2:11 p.m. on Monday the 22nd near McGinty Reservoir, and burned from 10 acres to an estimated 500 acres in just a few hours. The U.S. Forest Service - Modoc, with the help of many out of area resources, responded swiftly yesterday allowing them to gain quick control despite the heat and winds. There has been assistance from air tankers, helicopters and engines and those crews spent all night Monday working toward securing the perimeter using dozers and retardant. As of 2:15
p.m. Tuesday afternoon, more accurate mapping showed the actual acreage at 396 acres burned, with the perimeter 90 percent secured and a reported containment of 15 percent. Some portions of the fire are currently in mop up operations.
“The crews have a good handle on the fire,” said U.S. Forest Service Modoc’s Public Affairs Specialist Suzi Johnson, “they’ve done really great work getting the fire contained and keeping it low.”
It is believed that dry lightning was the source of ignition for the Pencil Fire, but that has not been confirmed and the official cause is still under investigation.

This action has been characterized as the end of Alturas as a rail hub for the SP... A man who fell down after leaving the Niles Lounge has claimed a $20,000 damage suit against the bar owner, Mitch Jurasevich.

Pro Stock and Hobby Stock Racers hit
Cedarville Raceway
The Modoc Heritage Foundation, Modoc County Fair Board and racer Donnie Richardson put together an amazing event last weekend, bringing the races back to Cedarville! According to Donnie, the event had been a collaborative effort since about January; between choosing the dates and bringing in the racers, down to actual ticket sales and finding the staff to run the event (announcer, score keeper, driver coordination, and more). The Heritage Foundation hosted the event at the Raceway and took care of things such as; ticket sales, advertising, ensuring the grandstand concessions were ready
to go, and that there’s someone running the ticket booth. While Donnie coordinated bringing the racers to town, they came from all over California, Oregon and Nevada to compete.
The Tri-State Pro Stocks allowed the Extreme Summer Race in Cedarville to be included in their series, meaning points from the race were counted for each racer’s overall season scores. There were 14 Pro Stocks and 10 Hobby Stocks present, with the furthest racer (Justin Crockett) traveling from Arroyo Grande, CA, which is about a 9.5-hour drive. Despite there being other local events happening,
there was still a turnout of around 500 people! The winners of the Trophy Dashes were Chris Smith from Coalinga, CA (Pro Stock) and Greg McCully from Lakeview, OR (Hobby Stock). The Main Event memorial trophy winners were Antonio Aragon from Reno, NV (Pro Stock) and Greg McCully from Lakeview, OR (Hobby Stock). The making of both the beautiful main event trophies were coordinated by Phil Delrosa, from Desert Rose Casino/A.I.R. Fuels.

70’s and 80’s, according to Donnie. While the Hobby Stock main event trophy was in memory of Roland Baldwin, who raced in Cedarville and surrounding areas in the early 2000’s. Roland’s daughter, Chelsea Baldwin, helped sponsor the trophy in memory of her dad. Both trophies were incredible contributions, and huge sentiments to the community and family members of both Paul and Roland.
Rusty Stanford and his crew donated a huge amount of time and equipment to help the races happen, and according to Lisa Benner with the Modoc Heritage Foundation, “without Rusty, we wouldn’t be able to do it.” He donated the water truck, grader and hours of time preparing the track over the weeks prior, and during the race, making sure it was ready to go. Pacific Crest
Credit Union donated time managing the ticket booth for the night. The Grandstand Concessions were run by the Lake City Volunteer Fire Department, which was actually a fundraiser for them and all purchases made from concessions went to the department!
On top of all of this, there were numerous donation checks (some reportedly still coming in the day of the event) from business and community members from Modoc County, and from hours away. Physical and financial donations are what help allow big events like this to happen, and they’re also a part of what makes this community so special!
Saturday night was filled with fast cars and loud cheers, a great summer night and family event to enjoy in Modoc County.
According to Lisa with the Heritage Foundation, they are working on
bringing the races to town more frequently in the future. There is possibility for fair races again this year, and according to Donnie they are going to be working on bringing another one to two series races to the track next year. It is maintained and beautiful, the logistics (like insurance) are and can be worked out, all that’s left is finding racers and crews to come to town.
The Fair Board and Heritage Foundation are always looking for volunteers to help with these large events, and also community members with interest in being a part of the Foundation or the Fair Board to help plan and make decisions. Lucille “Lucy” Vieira February 13, 1945-June 28th, 2024
Lucille “Lucy” Vieira, affectionately known as Teacher Lucy, age 79, of Alturas, California, passed away peacefully on June 28, 2024, in her home in California Pines, surrounded by her loving family after a courageous battle with dementia.
Lucy was born on February 13, 1945, in Mission, Texas, to Felicitas (née Cortez) and Matilda San Miguel. She spent her formative years in Mission before the family moved to Redwood City, California, sometime in the 1950s, where she attended Sequoia High School. Lucy briefly moved to Portland, Oregon, before returning to Redwood City, where she was employed at Broadway Cleaners from 1966 to 1990. In 1990, she moved to Alturas, California, to pursue her passion for early childhood education and to open her own ceramics shop. Lucy studied Child Development at Lassen Community College and dedicated many years as a preschool teacher at Modoc Child Care Council. Lucy is survived by her devoted
husband, Jose “Joe” Vieira; her children, Sue San Miguel, Debi Lange, and Jose “Joey” Vieira Jr.; and her siblings, Gilberto San Miguel, Felicitas Chamorro, Berta Bettencourt, Yolanda Rugg, Rosalee Thompson, and Raymond San Miguel. She was predeceased by her siblings Patricia San Miguel and Francisco San Miguel, and her mother, Felicitas San Miguel, who passed on the same day as Lucy. Lucy also leaves behind her beloved cat, Casper.
Beyond her professional life, Lucy had a deep love for ceramics, reading, and nurturing young minds. She and her husband owned a ceramics and hobby shop in Alturas for over a decade, where she shared her talent and passion for ceramics painting. The shop was a beacon of creativity and joy, especially for children.
Friends and family remember Lucy for her radiant smile, infectious sense of humor, and compassionate heart. She touched the lives of many, and her legacy of
kindness and dedication will continue to inspire. In accordance with her wishes, there will be no formal service. The family plans to hold a celebration of life at a later date to honor her memory. The family extends heartfelt gratitude to Lucy’s neighbors for their unwavering support during this difficult time. Forever in our hearts, she will be deeply missed.
Lila Earl Snowden Knox
Lila Earl Snowden Knox, 84, of Alturas, California was born on April 3, 1937 and passed away on January 27, 2022. She is survived by her husband of 67 years, Douglas R. Knox; daughters, Robin Crews (Dan) of Clinton, Tennessee, Karen Bains (Raj) of Friendsville, Tennessee, Cindy Griggs of Alturas, California; Nine Grandchildren, Sixteen Great Grandchildren; and sisters, Pauline Mabry and Betty Overby.
She was preceded in death by her parents, William C. and Myrtice M. Snowden. son, Charles D. (Chuck) Knox; brothers, Chester E. (Dick) Snowden, Tommy O. Snowden, William B. Hans Jacob Mohr passed away June 18 in Reno, Nevada after a brief illness.
Hans was born in Alturas, California on February 8, 1933 to Klaus and Catherine Mohr. His birth was notable in the Klamath Falls Newspaper because he was born with two teeth. He attended grades 1-3 at the old Canby school, and then caught the bus to Adin at the Canby bridge for grades 4-6. He finished grades 7 and 8 back at Canby and then attended high school in Alturas. He competed in football, basketball and track & field, and participated in Future Farmers of America, Annual Staff, Boys State, Block M, and served as a Class Officer. He graduated from Modoc

High School in 1952 as Valedictorian.
Hans attended the University of Nevada, Reno, where he majored in electrical engineering. He belonged to Theta Chi Fraternity, for which he served one year as President. He participated in InterFaith council as president, was listed in the National Who’s Who in American Universities and Colleges, and was a member of the American Institute of Electrical Engineers, Coffin and Keys, and Tumbling. He received his bachelor of sciences degree in 1955, and was recognized as a member of Phi Kappa Phi National Honor Society. He went to work for General Electric in Schenectady, New York, and for the next three
years worked in a training program with GE before choosing a position in Palo Alto, California designing traveling wave tubes. While working for General Electric, the firm sponsored and supported him as he received his masters degree from Stanford University. For the next 40 years he pursued his career as an electrical engineer, never searching for a new job, but ultimately working for five different companies as his division was sold and resold several times. He was named as the inventor on two patents that his employers filed for his work. Hans was an accomplished engineer and he loved his work.
In 1956, he married Annette Dickson and they had three children, Karl, Jack and Gail. Hans supported his children in their various pursuits, including as a soccer, baseball, and softball coach. He attended many volleyball and football games and cheered on the track team at high school and university levels.
Upon his retirement in 2000, Hans and Annette built a house near Canby where he loved to walk the hills in his beloved Modoc air. Once a Modocer, always a Modocer. Hans was preceded in death by his parents, Klaus and Catherine Mohr, his brother Walter Mohr, his sister Rose Marie Osborne, and his son John (Jack) Mohr. He is survived by his wife Annette Mohr, son Karl Mohr and wife Brenda, daughter-in-law Marianne Mohr, daughter Gail Rouse and husband Howard, ten grandchildren and three great-grandchildren (with a fourth on the way).

The Modoc National Forest is introducing a new annual recreation pass for the Medicine Lake Day Use and boat launch area in the Doublehead Ranger District. The area has become increasingly popular for visitors to swim, picnic, and use the boat launch facilities.
Visitors can still pay the daily fee of $5.00, or they can purchase an annual pass for $20.00, which pays for itself after four uses. Currently, you can get the passes at the Modoc National Forest
Supervisor’s Office, which is located at 225 West 8th Street, Alturas, CA. The office is open Monday to Friday from 8:00 AM to 4:30 PM. The passes may also become available at other Modoc National Forest locations in the future.
The annual pass can be used for two vehicles but only one at a time, and license plates must be written on the pass using a permanent marker.
The pass is only valid for the calendar year. For example, if you buy one
today, it’ll be valid until December 31st, 2024 (or whenever the sites are inaccessible, typically late November or early December). It’s important to note that the pass is not valid for the campgrounds in the Medicine Lake Recreation Area. Henry David Thoreau once wrote, “We can never have enough of nature,” in his book Walden. The book was his thoughts on nature and why he thought it was important for people to engage with it.


On June 27, 2024, two high school youth in the RISE program delivered a 90-minute session to the National Tribal Tobacco Conference at the McNamara Alumni Center at the University of Minnesota. Modoc freshman Thomas Anguiano and Surprise Valley junior Berthea Townsend flew to Minneapolis, Minnesota with Culture Advisor Lisa Craig in response to a symposium invitation to share a new vaping intervention curriculum.
The curriculum, Vaping Endgame, was developed by RISE in partnership with the University of Southern California and Modoc High School during a two-year research period. In November 2023, the five lessons were piloted with 32 students.
The curriculum is scheduled to be presented to the Modoc Joint Unified School Board on August 13, 2024. A RISE youth
advocate team will present data outcome and propose implementation to reduce increased youth vaping.
A disparately high prevalence of nicotine product use among Native/American Indian and Alaska Native communities is directly reflected in disproportionate rates of chronic diseases in the populations. Youth vaping has become an epidemic. The tobacco conference emphasized the importance of creating health equity and provided an opportunity for researchers in tobacco and healthcare to network and collaborate. Townsend and Anguiano engaged and uplifted the audience with the first culturally adapted, youth vaping intervention curriculum.
Katelyn Williford, California Friday Night Live Partnership Grant Coordinator, attended the RISE team session and exclaimed, “I just had the
pleasure of taking part in the RISE workshop. Wow! What an incredible and interactive session. It was great to see Lisa, Thomas, and Thea in person and on stage. They did such a phenomenal job. We can’t wait to continue to learn more about the new curriculum. Please keep us updated as it gets published.”
There is an urgent need to bring effective prevention and intervention strategies to all youth regarding pros and cons of electronic cigarettes, or vaping. The Centers for Disease Control and Prevention has revealed that vape use by youth has been associated with mental health symptoms such as depression.

TEACH ADULT EDUCATION offers CDL CLASS A Training TEACH Adult Education, in partnership with Garrett Ingram Trucking Company, is offering a training program here in Alturas for the CLASS A CDL License. The Permit part of the program will be selfpaced. New regulations require all potential drivers to take a Theory course taught by an ELD program , entry-level-training -provider. We can guide you to a good one. The BTW, Behind the Wheel, portion of the training will depend on matching your schedule with the instructor’s schedule. Successful student driving for 10 hours of highway and 5 hours driving on a non-public ranges are required. The program has an estimated cost of $3,000. Modoc Joint Unified School District Offers Free Breakfast and Lunch M-F
MJUSD is once again offering free breakfast and lunch Monday through Friday starting June 12th. There are some non-serve days, June 19th, July 4th and 5th. We will run through August 2. These meals are free for ANY child ages TK-18. They do not need to be enrolled in our district to participate. We do a lot of scratch cooking in the summer and we look forward to feeding your children!! We may be offering some remote service with our new food truck and I will make that information available when we decide.

The City of Alturas Pool
The City of Alturas has reopened group swim lesson registration. Registration forms can be picked up at City Hall. Private lessons are still ongoing.
Beat this heat this Summer with a Private Pool Party, available for reservation on Friday or Saturday for a 2-hour block, as well as the City of Alturas will now offer the option of Sundays for a 3-hour block. Please contact the City of Alturas to discuss available and desired times. During Private Pool Parties, attendees are permitted to bring a BBQ grill. Additionally, a music speaker will be made available and can be connected to via Bluetooth or auxiliary cord. Attendees are also invited to arrive 15 minutes early prior to their reservation for setup.

UC Intermountain Master Food Preservers Graduate Six, Host Several Upcoming Community Events

The University of California (UC) Intermountain Master Food Preservers graduated six students from Siskiyou, Modoc, Lassen, and Plumas Counties this past month. Students attended weekly online classes starting in January and three hands-on training classes covering food preservation techniques such as dehydration, freezing, boiling water and pressure canning. In order to graduate, students must score at least a 85% on the final exam and class homework and final project. The UC Master Food Preserver Program
extends UC researchbased information about home food safety and preservation to the public. The program is a public service and outreach program under the University of California Division of Agriculture and Natural Resources (UC ANR) administered locally by participating UC Cooperative Extension county offices. These graduates join 24 Master Food Preservers locally and 447 state-wide to volunteer to teach food preservation techniques to the public in their communities. Stay tuned for hands-on workshops, information booths at local farmer’s markets and county fairs, and more. Become an Intermountain

40th Annual Masten Ramsey Stock Horse Jubilee
The 40th Annual Masten Ramsey Stock Horse Jubilee took place last weekend, attracting numerous participants from the local community.
Saturday’s schedule included various single horse events and a Calcutta for the junior team events. On Sunday, the festivities continued with Sorting, Mugging, the Four-Man Team event, and limited Branding.
The Calcutta for Sorting and Mugging commenced at 7 a.m., followed by the Calcutta for the Four-Man Team event and limited Branding.
The Elks Lodge provided food and drinks throughout the day, contributing to the event’s success and ensuring attendees remained refreshed. The Jubilee once again highlighted
the community’s strong involvement and passion for stock horse events. Congratulations to all the winners for their category.

Bicyclist Killed in Collision on SR-299 Cedar Pas
A 20-year-old woman driving a 2013 Chevrolet Silverado struck and killed a bicyclist on State Route 299 Cedar Pass on Monday evening, the California Highway Patrol said.
The collision occurred at approximately 7 p.m., east of Milepost Marker 53.85.
According to the CHP, both the Silverado and the bicyclist, who was riding a Giant Speeder, were traveling westbound when the front of the truck hit the rear of the bicycle.
The bicyclist sustained fatal injuries as a result of the collision. The driver of the Silverado was not


injured. Authorities have not yet released the identity of the bicyclist. The CHP stated that neither drugs nor alcohol are believed to have been factors in the crash. The incident remains under investigation and will provide more information once the investigation has concluded.
