While we know the most precious gifts should be delivered safe and sober, more and more people continue to choose to drive under the influence with drunk driving death rates at an all-time high. With thirty percent of trafficrelated deaths in the U.S. being associated with drunk driving accidents, the highest prevalence can typically be seen during the holiday season.
Last year, local law enforcement launched their first joint awareness campaign by circulating posters around the community and in local bars with the slogan “Friends don’t let friends DUI.” Agencies in participation included the Modoc County Sheriff’s Office, Alturas Police Department, Modoc County District Attorney, California Highway Patrol, and Modoc County Victim Services. Additionally, the nationally recognized organization Crime Victims United founded in 1982 by Harriet Salarno, mother of current Modoc DA Nina Salarno, endorsed the campaign. Due to the growing epidemic of DUIs both nationally and locally, the agencies opted to make this an annual campaign, growing their efforts each year. From Nov. 2020 to Nov. 2024, Modoc County has prosecuted 208 DUI arrests with six of those involving injury and
thirteen of them being repeat offenders. Modoc County’s DUI rate has increased twenty-one percent in the last year alone.
For the 2024 DUI Awareness Campaign, the slogan “Live to Enjoy the Memory” was chosen in hopes of resonating with people during the holiday season and reminding residents how precious life is. Additionally, people are encouraged to “Tie One on For Safety” by wearing a red ribbon to show their support for DUI Prevention Awareness as promoted by the organization Mother’s Against Drunk Driving (MADD) which began their campaign thirty-eight years ago. This year’s campaign will not only include the displaying of posters around the county and in area drinking establishments, but additionally, several local bars including the Brass Rail and the Nile’s Saloon have agreed to utilize DUI Awareness coasters designed and purchased by the District Attorney’s Office and Sheriff’s Office.
All agencies involved are hopeful that the campaign will encourage individuals to find alternative transportation rather than choose to drive impaired. Standard DUI Terms in Modoc County without enhancements require individuals to serve 48 hours in county
On Dec. 7, 1941, the tranquility of a Sunday morning in Hawaii was shattered when Japanese forces launched a surprise attack on the United States naval base at Pearl Harbor. Eighty-three years later, the country pauses to honor the lives lost and the heroism displayed on that fateful day, which thrust the United States into World War II. The attack began at 7:55 a.m., local time, and lasted just under two hours. More than 2,400 Americans were killed, including 68 civilians. The U.S. Pacific Fleet suffered significant losses, with four battleships sunk, four others damaged, and hundreds of aircraft destroyed. Despite the devastation, key installations, including fuel depots and ship repair facilities, remained intact, allowing for a swift recovery effort.

The best way to tackle this looming crises is to understand exactly where we are at with it today.And why this phenomena is occurring.First lets define “Global Warming” as being caused by the use of fossil fuels by humans. Which interacts with earth’s climate. To create the climate we have today.We are deep into the global warming phenomena. We have caused our world to warm two degrees from per-industrial times (early 1800’s). Two degrees warmer is what causes the massive melt off of our glaciers, north and south poles. It is also, responsible for the hurricanes being stronger and more numerous. There are fires throughout the World not just here. Our coral reefs are dying off due to a warmer ocean. The Ocean’s are becoming more acidic.Connect the dots. We must recognize the changes that humans have created Today we are warmer because of our fossil fuel use starting with the industrial revolution. We started using coal on a commercial scale during the 1800’s. This release of carbon from coal started to drive up the carbon in our atmosphere.Most of the increase in carbon has happened within the last 100 years.In the 1800’s the earth had 280 parts of carbon per million, today we have 419 ppm. More carbon in the atmosphere causes the earth to warm as carbon reflects heat back to the earth that normally would be released into space. We are affecting the climate of the earth and setting into motion events that we can no longer control. Earth’s rotational axis has shifted 31.5 inches within the last 20 years. The melting ice has slowed our rotation and changed our axis and inner core. Global warming is caused by mankind using vast amounts of fossil fuels, thus it is up to us to find the solutions. We have the solutions today, but there is so much misinformation (politics and money streams) that we continue to do so little when so much is needed.I am not sure what your comment was regarding water but as far as I know you are right about the amount of water being static. But a warmer atmosphere is able to hold more moisture thus more floods, another warming effect.

68 years ago – 1956 THE GYSIN brothers have purchased the Modoc Cash Grocery from James Maher. . . Perry Skinner’s Texaco Station at 12th and Main was destroyed by fire. . . There are positive indications that a new post office will be built in Alturas next year. . . A. H. “Hippy” Burmister has sold his ranch to Frank Doty of Ventura. . . Pit River Indians have commenced a $30 million lawsuit against the federal government in Washington this week. . . The Modoc Farm Bureau is vigorously protesting the proposed sales and use tax split by the City of Alturas at 90-10. They claim it’s unfair to the rural man.
53 years ago – 1971 THE SKI HILL has gotten off to an early start with a snowpack to 30 inches there. Annual memberships are $11 or $2.50 for non-member daily use. . . Supervisors have stalled the okay of $4,000 recreational lots in California Pines until another two-lane entryway in a remote section of the subdivision is included. . . A helicopter will deliver Santa to Alturas for the annual merchants’ Christmas program Dec. 22. . . The Alturas Elementary School gym will be the Chamber’s amateur talent show next Wednesday.
The Surprise Valley community came together on Sunday, December 1st, to celebrate the annual Tree Lighting at the Surprise Valley Senior Center. The event, a beloved local tradition, was filled with holiday cheer, caroling, and community spirit.
The festivities began at 5 p.m. as families gathered to enjoy the season. The Surprise Valley 4-H Club served a warm community meal at 5:30 p.m., bringing people together over delicious food. At 6 p.m., Pastor Evah Dixon led the tree dedication ceremony, sharing heartfelt words that captured the season’s spirit.
Caroling, a highlight of the evening, was performed by 4-H members, who spread holiday cheer as they sang around Cedarville.
The success of the event was made possible by the collaborative efforts of several local groups. A special thanks goes to Surprise Valley Electric Cooperative (SVEC) for hanging the lights, the Surprise Valley Chamber of Commerce for providing
the meal, and the Surprise Valley Senior Center for supplying power and the tree.
Community members expressed gratitude for the event, which continues to be a cherished way to ring in the holiday season. Pastor Evah Dixon was pictured with 4-H members, and photos of the cheerful carolers
captured the joy of the evening. The Surprise Valley 4-H Club also shared updates during the event, including their gratitude for a successful candy sale and reminders about their upcoming December meeting on Monday, December 9th, at the Cedarville Community Church.
As of Monday morning, there are 23 people in the Modoc County Jail, 8 females and 15 males. Jail capacity is 43.

The District Attorney’s Office hopes everyone had a wonderful holiday and to check out our year in review video on social media.
After 2 years of trying to bring a CDL program to Modoc, we have realized that our best option is to partner again with Shasta College like we successfully did a few years ago. There is more support for the enrollment process this year, and more instructors. The cost for the Behind the Wheel course is only $90. A student may apply for a FAFSA grant to cover that cost. The college also has a partnership with a company, Resilient Careers in Forest, that has agreed to pay all drug testing costs if the student commits to answering a few questions about their employment before and after the course. The first “Behind the Wheel” class will begin on January 14 and end on March 4, on Tuesdays from 8:00-AM to 2:25 PM or on Jan 13 and ending on March 5, Mondays and Wednesdays from 8 AM to 10:50 AM. The Tuesday advantage
would be only needing to go to Redding once a week. Some additional driving time will most likely be required with the instructors to meet the 15 required hours for the license. Shasta College trucks will be used for the DMV test so there is no extra expense to rent a truck. To begin in January, the first step is to sign up for the online CDL Theory course by calling Adult Ed for instructions. Students need to pass the Theory test with an 80% to get their CDL Permit. The online course allows students to retest until they
pass. Anyone interested in getting into the January driving course needs to register immediately for Shasta College. A second section for the driving portion will open on March 17 to May 13. If you want help registering for Shasta College and the online Permit Course, or if you want more details, please call Sarah Merrick at TEACH Adult Ed 530-2335399 and leave a number for a return call. Lassen College is also offering a CDL course, but Shasta was ready to partner with us first.
California Gov. Gavin Newsom and state lawmakers convened a special session Monday to fortify the state’s progressive policies against potential challenges from a second Trump presidency.
Democrat Governor Newsom, a vocal critic of the president-elect, urged lawmakers to approve additional funding for the state attorney general’s office to prepare for legal battles over issues including climate change, civil rights, abortion access, and immigration.

The Alturas Rural Fire Department invites the community to its annual Christmas movie event at the Niles Theater on Saturday, Dec. 7. This year’s featured film is Elliot: The Littlest Reindeer.
Doors will open at 8:30 a.m., with Santa Claus making a special appearance at 9 a.m. The movie is set to begin at 10 a.m. Admission is a non-perishable food item, which will be donated to support local families in need.
During the event, Alturas firefighters will also conduct their annual Boot Drive, collecting donations to support the department’s initiatives.
The 2018 animated film Elliot: The Littlest Reindeer follows the story of a miniature horse with big dreams of joining Santa’s reindeer team. The family-friendly
movie features an all-star voice cast, including Josh Hutcherson, Samantha Bee, Martin Short, and John Cleese.
For those looking to make a full day of holiday festivities, the Alturas Chamber of Commerce is hosting its annual Winterfest, which includes a Pancakes with Santa fundraiser from 8 to 10 a.m. at the Veterans Memorial Hall and the “Parade of Lights” at 5:30 p.m. The parade will start at Veterans Memorial Park and end at Main Street Park, where there will be holiday music, a live nativity scene, and the lighting of the community Christmas tree.
Community members are encouraged to join in the holiday spirit and support these local events.

TEACH Inc. held the 2024 Modoc Turkey Trot on Thanksgiving morning at the Modoc Wildlife Refuge. It was a beautiful morning and a huge success. We had a great turn out for the 3 mile walk/run and raised over $2,000. Funds raised from this annual event are used to purchase Christmas, birthday and graduation gifts for local foster youth. The Modoc CASA Program is operated under TEACH Inc. A Court Appointed Special Advocate is a trained
volunteer who is appointed by a judge to represent the best interests of a child in court. They are everyday citizens like you appointed to advocate for the safety and well-being of children who have been removed from their home . They stand up for children in the foster care system and have the potential to change their lives.

2, 2024 — The Forest Service Pacific Southwest Region is hosting a public listening session for input on proposed legislation to establish the Sáttítla National Monument in northern California. The session is open to anyone interested in providing input on the proposal.
Senator Alex Padilla introduced legislation in September 2024 to establish an approximately 206,000 acre area as a national monument on existing federal lands managed by the Forest Service on the Shasta-Trinity, Klamath and Modoc national forests.
The proposed legislation is intended to conserve, protect and enhance these public lands for present and future generations. The land has scenic, wildlife, recreational, cultural, historical and scientific resources and is culturally significant to the tribal community.
