Modoc County Proclaims October as Domestic Violence Awareness Month
The Modoc County Board of Supervisors has officially proclaimed October 1–31, 2025, as Domestic Violence Awareness Month, recognizing the ongoing efforts to prevent domestic violence and support survivors throughout the community.
The proclamation emphasizes the importance of raising awareness, breaking the cycle of abuse, and providing resources for survivors. It highlights the role of community organizations, advocates, law enforcement, and service providers who work tirelessly to support victims and hold offenders accountable.
District Attorney Expresses Gratitude
Following the Board’s proclamation, the Modoc County District Attorney’s Office issued a statement of appreciation on social media.

our sincere gratitude to the Modoc County Board of Supervisors for proclaiming October as Domestic Violence Awareness Month. This recognition allows us to shine a light on the ongoing issue of domestic violence in our community and supports our commitment to finding meaningful ways to support survivors. Together, we can raise awareness, foster healing, and work toward a safer Modoc County.”
Community Events Planned
To honor the month, several events and initiatives are scheduled:
• October 1st – Wear
Purple Day: A community photo will be taken at 12 p.m. on the steps of the Historic Modoc County Courthouse.
Residents are encouraged to wear purple to show support.
• October 1st – MCOE
Community Carnival: A booth with giveaways and awareness resources will be
set up at the MHS football field from 5–7 p.m.
• October 12th – Domestic Violence Awareness Walk: A free, family-friendly event will be held at Hadwick Family Farm at 2 p.m. Participants are encouraged to wear purple.
• Clothesline Project Display: Survivor-created t-shirt art will be displayed all month at the Modoc County Courthouse, in partnership with the Modoc Crisis Center and Strong Family Health Center.
• Shine a Light Campaign: Purple light bulbs will be available from Modoc County Victim Services. Community members are invited to display them on their porches throughout October as a visible sign of support for survivors.

By coming together through education, advocacy, and visible support, Modoc

County leaders hope to create a safer environment for families and individuals while encouraging open dialogue around the impacts of domestic violence.

Law Enforcement Raids Eradicate 34,000 Cannabis Plants in Lassen County
A two-day enforcement operation in Lassen County resulted in the eradication of more than 34,000 cannabis plants and the seizure of 12,000 pounds of processed marijuana with an estimated street value exceeding $10 million, authorities said Wednesday.
The Sept. 23–24 raids were coordinated after an investigation by the Modoc County Sheriff’s Office into marijuana cultivation operations spread into Lassen County. Investigators identified a dozen properties tied to illicit grows, which officials said were being operated by undocumented
immigrants.
Search warrants were executed at 11 properties in the Ravendale and Madeline areas and one in the city of Susanville. Three more sites were identified during the operation, prompting additional warrants.
Participating agencies included the Modoc County Sheriff’s Office, Lassen County Sheriff’s Office, Susanville Police Department, Bureau of Land Management, California Department of Justice’s Eradication and Prevention of Illicit Cannabis team, and multiple Lassen County departments.
Authorities reported 14 arrests, the seizure of seven firearms and two vehicles, and the identification of 11 additional individuals.
Officials said the effort reflects an ongoing priority to curb unregulated cannabis operations, citing threats to public safety, environmental harm, and violations of state and local law.
“The collaboration and dedication of all partner agencies were key to the successful execution of this operation,” the Lassen County Sheriff’s Office said in a joint statement with Modoc County.

What Californians Should Know About the 2025 Special Election on Redistricting
On Nov. 4, California voters will face a lone measure on the statewide ballot: Proposition 50. The proposition would alter how California draws its U.S. House districts for three election cycles, temporarily pausing the current nonpartisan citizen redistricting commission in favor of a plan driven by the governor’s office.
What a “Yes” vote means
A “Yes” vote would adopt a new map that is projected to shift the partisan balance in the U.S. House toward Democrats.
Advocates argue that it is a necessary countermeasure to redistricting efforts in other states that favor Republicans.
What a “No” vote means
A “No” vote would keep the current congressional lines as drawn by the California Citizens Redistricting Commission.
Proposed changes and their effects
If Proposition 50 passes, the new map is expected to flip five Republican-held seats and alter five competitive districts, potentially reducing the number of Republicans in California’s 52-seat delegation.
Why the measure is on the ballot
California traditionally uses an independent redistricting commission to draw


congressional districts — a process approved by voters.
But Governor Gavin Newsom has pushed for a new map, arguing that California must “fight fire with fire” as other states redraw their districts to favor Republicans. The governor must obtain voter approval to override the commission process.
Criticism and support
Supporters say Proposition 50 helps protect Democratic representation and counterbalance redistricting strategies elsewhere. Opponents contend it undermines voter-approved checks and balances and risks concentrating power in the governor’s office.
Election timeline and logistics
Ballots begin mailing Oct. 6.
Secure drop boxes open Oct. 7.
Oct. 20 is the last day to register to vote online. After that, voters must use sameday registration in person.
Some counties (30 in total) will offer up to 10 days of early in-person voting. On Nov. 4, the special election will be held.
Voters will receive a mailin ballot automatically. Those who prefer in-person voting may visit vote centers; locations and hours are set by county election offices.

Megan Nelson is from Alturas CA. Her parents are Jodee and Jack Nelson also from Alturas, CA. Megan attended Modoc High School (MHS) and graduated in 2022. In high school she started taking classes through College of the Siskiyous, invited to be in the California Scholarship Federation, and graduated as the 2022 MHS Salutatorian. She currently attends Oregon Institute of Technology (OIT), is a senior, and her major field of study is Dental Hygiene. Her GPA at OIT is 3.89.
Megan has worked continuously through college to fund her own college education. She works for the OIT Campus Activities Board, Running Y Fitness Center,
& the OIT Dental Hygiene Clinic. She was one of 12 students in the US to attend a collegiate conference with the American Red Cross. As a Collegiate Ambassador, she is responsible for holding two blood drives per year on her college campus. Megan is also traveling with other dental students to Jamaica for two weeks in August to provide dental care as part of the OIT Dental Hygiene International Externship Program. This scholarship is important to her education and goals of aiding underserved populations. She plans to work in public health creating access to dental care for those who need it most. Megan received a Rotary Club of Alturas Scholarship for $2500 in 2024, and this year’s scholarship for $2500.

Max Blankenship is from Alturas CA. His parents are Timmarie and Jim Blankenship also from Alturas, CA. Max attended Modoc High School for 9th and
10th grades. He transferred to the Mt. Lassen Charter School for Grades 11 and 12 and took classes from the College of the Siskiyous during this time. He graduated in 2022 and attended Allan Hancock Community College in Santa Maria, CA, earning a multitude of AA degrees - in Computer Science, Mathmatics, Physics and Liberal Arts. In Fall 2025 he will attend Cal Poly San Luis Obispo to obtain a degree in Electrical Engineering. He currently has a 3.94 GPA.
For the last year, Max has worked as a tutor for 30 students taking integral calculus. Not only was it a job, but the experience kept him sharp in his circuit analysis class. It also helped him grow in communication skills. Max also helped with the Astronomy Club (and built a telescope!), and participated on the college soccer team at Allan Hancock College. Max was also able to do an internship with Pacific Coast Oil Company, working with their engineering projects team. Max was a wonderful speaker at a recent Rotary Club of Alturas meeting where he shared his educational and career story.
Max received a Rotary Club of Alturas Scholarship for $3500 in 2023, a scholarship for $2500 in 2024, and this year’s scholarship for $2500.

Margaret Blankenship is from Alturas CA. Her parents are Timmarie and Jim Blankenship also from Alturas, CA. Maggie attended Mt Lassen Charter School and Modoc High School for 4 years, graduating in June 2024 as Salutatorian with a 3.96 GPA. She also took classes from the College of the Siskiyous for college credits. She attended Allan Hancock Community College in Santa Maria, CA for her Spring semester, and will now attend the University of Nevada Reno this Fall. She was awarded the Western Undergrad Exchange Program which offsets out-of-state tuition. Maggie’s community service is wide-ranging. She helped to resurrect the Interact Club at Modoc High School, was
awarded the Girl Scout Gold Award for starting the Cancer Car Show in Alturas, has helped with Rotary projects such as the Holiday Tea and Block M, and works at the Arrowhead Golf Course.

Savannah French-Connors is from Alturas CA. Her parents are Andria and Casey Cockrell also from Alturas, CA. Savannah attended Modoc High School for 4 years, graduating in June 2025 with a GPA of 3.75. She plans to attend Butte Community College in the Fall studying Business Management. She has been active in FFA since 2021, served as ASB President in her senior year, as well as being Rotary Interact President in 2025. She not only plays soccer but is also an AYSO referee.
Savannah has gained valuable work experience at Alturas Ranches and gained proficiency in Quickbooks. She would like to own her own business in the future.
Government Shutdown Threatens Opening Weekend Hunt at Modoc National Wildlife Refuge
Federal funding lapse could force cancellation of seasonal hunting event
As of October 1, 2025, no federal agencies in Modoc County, California, have been specifically ordered to permanently shut down. However, the current federal government shutdown, effective October 1, 2025, has caused many federal offices to close temporarily. A budget impasse in Washington has led to a funding lapse for many federal departments, with impacts felt across California, including in rural areas like Modoc County.
The opening weekend hunt at the Modoc National Wildlife Refuge is at risk of cancellation if the federal government shutdown continues past 9:00 p.m. on Friday, October 3.
According to a notice from the U.S. Fish and Wildlife Service (FWS), the popular event will not proceed if appropriations are not restored before the deadline. The agency also announced that its public communications channels,
including the refuge’s official account, will not be actively updated during the shutdown.
The Modoc refuge, located in northeastern California, is a critical habitat for migratory waterfowl and a seasonal destination for hunters. The opening weekend hunt traditionally draws sportsmen and women from across the region, boosting both conservation engagement and the local economy.
If the shutdown continues, the Modoc closure would mirror broader impacts across the Department of the Interior. Contingency plans have already been activated for several agencies, including:
• Bureau of Indian Affairs (BIA)
• Bureau of Land Management (BLM)
• U.S. Fish and Wildlife Service (FWS)
• National Park Service (NPS)
• U.S. Geological Survey (USGS)
• Bureau of Reclamation (BOR)
These plans outline how
operations are scaled back or suspended in the absence of federal appropriations, with only essential services maintained.
Community members and hunters seeking updates are encouraged to check the Department of the Interior’s contingency plan portal or contact local refuge staff when available.
Local Impact
The potential cancellation has raised concerns in Modoc County, where hunting season is both a cultural tradition and a source of seasonal economic activity. Guides, outfitters, and small businesses tied to the event could face financial setbacks if the hunt is delayed or scrapped altogether.
While the timeline for resolving the shutdown remains uncertain, federal officials emphasized that activities tied to public safety and wildlife protection will continue at a reduced level.

The Senior Citizens Valley 50 Club (SCV50C) Lunch
The Senior Citizens Valley 50 Club (SCV50C) receives lunches every Tuesday and Thursday at the Senior Center in Cedarville. Lunch starts at noon, but conversation starts around 11:30. If you are in your 50’s we ask for a small donation for lunch. 60 and over is free. You can look at the menu TEACH in Alturas posts for the week in the paper for Tuesday and Thursday lunch or stop by and pick up a monthly menu at our center. Menus are also posted on the post office bulletin boards in the valley.
We also have a potluck the 3rd Wednesday of every month. So come on down for some good food, conversation and laughs. Hope to see you there soon.

Modoc Cheer Camp Engages 25 Local Youth
Twenty-five young athletes from kindergarten through eighth grade took part in Modoc High School Cheer’s weeklong youth camp from Sept. 15–18.
The camp, held on the east side of the MHS gymnasium, gave participants the chance to meet and work with MHS cheerleaders, learn 21 cheers, and prepare a halftime dance routine. Campers also took part in group activities and games designed to build teamwork and spirit.

The participants showcased their skills Sept. 26, performing with the MHS cheer squad during the junior varsity football game and presenting their halftime dance before the home crowd.
Organizers said the camp was designed to encourage school spirit and introduce younger students to the fundamentals of cheerleading. Another session is planned during basketball season.

Public surveys on the Modoc National Forest

Visitors are encouraged to participate
Beginning October 1, the public may encounter contract employees conducting public surveys on the Modoc National Forest in developed and dispersed recreation sites and along Forest Service roads. Surveys will be conducted through October 30, 2025.
The National Visitor Use Monitoring survey is a Forest Service program designed to estimate how many people recreate in national forests and grasslands, what activities

they engage in while there and how satisfied people were with their visit. These surveys are conducted in a national forest every five years.
Contract employees will be out in all types of weather conditions, wearing bright orange vests and be near a sign that reads “Traffic Survey Ahead.”
Surveys are voluntary and all responses are confidential; names are not included and interviews last about ten minutes.
Questions asked may include where you recreated in the forest;
how many people traveled with you; how long you were in the forest; what other recreation sites you visited while in the forest and how satisfied you are with the facilities and
services provided. About a third of survey participants will be asked to complete a confidential survey on recreation spending during their trip to measure the economic impact to local communities. Fire Restrictions Lifted on the Modoc National Forest on September 28th
Fall is here, and cooler weather conditions have allowed the Modoc National Forest fire restrictions to be lifted at 12:01 a.m. on Sunday, September 28, 2025.
This means forest visitors on the Modoc National Forest may once again have campfires outside of developed campgrounds and recreation sites, although California campfire permits are still required.
Forest visitors are asked to clear flammable materials from around your campfire, never leave it unattended, and make sure it’s fully extinguished before you leave your campsite. Though fire restrictions are being lifted, forest conditions remain dry, and visitors should continue to be vigilant and pay attention to fire safety. A statewide ban on debris


burning remains in effect, according to CALFIRE officials. Always check with local authorities and land management agencies like

The Modoc Junior Varsity volleyball team has had a packed and exciting couple of weeks, taking the court for seven matches since September 16 and coming away with an impressive 6-1 record. The girls are showing resilience, teamwork, and steady improvement under the leadership of Coach Tacie Wheeler.

Modoc Braves Defeat Fall River Bulldogs 40-28 in
Key SCL Matchup


The Modoc Varsity Braves secured a decisive 40-28 victory over the Fall River Bulldogs in a crucial Shasta Cascade League (SCL) game, avenging their earlier loss in non-league play.
The Braves came out with grit and determination, setting the tone early. Quarterback Tyler Guasp connected with Sutton Cockrell on a 30-plus-yard pass to set up Modoc’s opening touchdown. Cockrell
continued to shine in the second quarter, returning a kickoff for another Braves score. In the closing seconds of the first half, the Bulldogs intercepted a Modoc pass in the end zone, but the Braves quickly responded by forcing and recovering a fumble. With just 11 seconds remaining, Guasp delivered a pinpoint pass to Landon Malcolm for a touchdown, sending Modoc into halftime with a 21-14 lead. The Braves’
offense kept rolling in the second half. Wide receiver Colin Jeffers showcased his athleticism with two touchdown receptions, one in the third quarter and another in the fourth, to help seal the
win. Modoc improves its SCL record and now looks ahead to an important road game against Redding Christian on October 3. The Modoc High School football program extends its gratitude to Mark

State Replacing Old Water Rights Platform

The State Water Resources Control Board is replacing its old “eWRIMS” water rights platform with the new CalWATRS platform. CalWATRS will be the new online platform for all water rights administration and reporting, including the reporting due February 1, 2026.
Most agricultural producers are required to report water rights diversions and water use into these online systems annually. This is also true of stock pond water due to
SB 88, a bill passed in 2015 that made it a requirement to monitor and report stock pond use.
All water right holders and reporters will need to create new CalWATRS accounts and migrate over existing water rights records. This process may be complicated, so a workshop sponsored by the California Cattlemen's Foundation's Rancher Technical Assistance Program (RTAP), UC Cooperative Extension, and the State Water Resources Control Board has been planned for November 5th at the Adin Community Center from
12:00-4:30. The workshop will start with lunch and a brief presentation.
There will be laptops and Water Board IT staff available to help people get accounts created and water rights records linked. If producers have info ready, they can do their reporting on the spot.

Susanville Police Department launches annual
The Susanville Police Department has kicked off its annual “No Shave” campaign, allowing officers and non-sworn staff to put down their razors and relax grooming standards to raise money for local causes.
The campaign runs for three months on a monthto-month basis. In exchange for a monthly charitable donation, male officers may grow facial hair outside the standard grooming policy. Female officers are permitted relaxed hair standards, including ponytails and dyed hair, and may wear certain types of jewelry. Non-sworn staff may also participate by growing facial hair, relaxing hair standards and adjusting
