UCCE offers water measurement training Dec. 1 in Davis
Alturas Elementary Students Boost Fire Safety Skills with CAL FIRE
California water-rights holders are required by state law to measure and report the water they divert from surface streams. For people who wish to take the water measurements themselves, the University of California Cooperative Extension is offering in-person training to receive certification on Dec. 1 in Davis.
At the workshop, participants can expect to clarify reporting requirements for ranches. understand what meters are appropriate for different situations. learn how to determine measurement equipment accuracy. develop an understanding of measurement weirs. learn how to calculate and report volume from flow data.

G. G. Arthur, who lives near the lake, reports that the north wind evidently covered the birds with spray and they were unable to fly. . . Veterans Day in Alturas: Honoring Service, Sharing Stories

Each year on November 11, the Nation pauses to honor the people behind the uniforms— neighbors, classmates, parents, and grandparents who served in the U.S. Armed Forces. Veterans Day is not about a single battle or branch; it’s about living veterans from every era, and the community that welcomes them home.
In Alturas, that welcome is personal. Local posts—the Veterans of Foreign Wars and the American Legion—anchor year-round support, from colorguard details, military funeral services and ceremonies to quiet acts of service for families in need. VFW Post 3327 meets downtown at the historical Veterans of Foreign Wars building located adjacent to the community park, typically the second Saturday of each month, the VFW Auxiliary meets on the first Sunday of each month, and the American Legion Post 163 gathers at the same address for meetings and community programs.
Veterans Day is always held on November 11 in both Europe (Armistice Day) and in the United States. It refers to the Armistice of 1918 that was

At the Monday, November 17, 2025, we will be discussing the Big Valley Groundwater Basin (Basin) Groundwater Sustainability Plan (GSP) implementation, including the surface storage enhancement and Adin community water system feasibility studies, and the domestic well mitigation program.
What is the Big Valley Groundwater Basin Advisory Committee (BVAC)?
The BVAC is the committee formed to advise the Lassen and Modoc Groundwater Sustainability Agencies (GSAs) during development and implementation of the Groundwater Sustainability Plan (GSP).
What is a Groundwater Sustainability Plan)?
A GSP is a detailed planning document, required by the Sustainable Groundwater Management Act (SGMA), that establishes a groundwater budget, minimum thresholds, and management actions to achieve long-term sustainability.
What has happened since the adoption of the revised of the GSP in April 2024?
On April 2, 2024, the GSAs obtained grant funding to implement the recommendations from the GSP and DWR approved the revised GSP in February 2025. During this meeting, we will be providing an update on the GSP implementation actions, specifically the surface storage enhancement and Adin community water system feasibility studies, and the domestic well mitigation program.

Great Turnout for the 95th Annual Modoc County Farm Bureau Dinner/Auction
Modoc County Farm Bureau held their Annual Dinner Saturday November 1, serving around 80 people. The evening began with a social hour at 5:30 p.m., hosted by MCFB, and a wonderful dinner of tritip and pork ribs starting around 6:30 p.m., catered by Brian Ingraham’s and crew.
Keynote speaker this year was Ron Peterson. Ron was elected 2nd vice president of the California Farm Bureau in December 2023. He’s no stranger to leadership, having served on the Farm Bureau Board of Directors and even spending three years steering the finance committee. A proud graduate of the Leadership Farm Bureau program in 2004, Peterson also led the Stanislaus County Farm Bureau as president from 2012 to 2014.
Ron hit on many of the concerns ranchers and farmers in Northern California are facing. Thank you Ron, for attending the dinner and sharing your knowledge and understanding with us.
David Lile did a

presentation on Virtual Fencing its future role in the management of federal grazing on both the Forest Service and the BLM.
The Lifetime Achievement Award went to Betsy Ingraham! Betsy exemplifies all that is good about Modoc County: family, community and agriculture. A lifelong rancher and “Apple Lady”, Betsy has spent decades supporting local youth through 4-H, Ag in the Classroom, and her beloved petting zoo. She served 40 Years on the Farm Bureau board, raised funds through her famous pies,
and continues to serve her community as Davis Creek’s mayor and a member of the Ingraham Fire Department.
Thank you, Betsy, for your lifetime of service to Modoc County.
The Distinguished Service Award went to David Lile. David may have started his career in Modoc County and moved on, but his impact here has never stopped. David has spent decades championing agriculture, water and land stewardship across our region.

Gary Allen Mensurati on August 12, 2025, passed away unexpectedly to be with The Lord. Gary was born in Sharron, Pennsylvania on August 1, 1955 to Lou & Mary Mensurati. As a young boy, Gary moved to California with his sister Karen & brother Joe. Gary attended Surprise Valley Elementary & High School. After high school, he married Jane Dorton of Alturas. During their marriage they had 2 sons, Jeff and Chris. They eventually moved to Redding Ca. where Gary worked for Orkin & Terminix Pest company’s. Throughout his career he moved to
Oregon & Washington State. Gary enjoyed nature as in camping and traveling to the Oregon coast. He is survived by son’s, Jeff of St. Petersburg Florida, and Chris of Redding, California. He also is survived by his sister Karen and brother Gene along with Grandkids and Great grandchildren and many other family members. He was preceded in death by his mother and father along with his brother Joe. Gary will be remembered for his big heart, his compassion and laughter in life along with the deep love he had for his family and friends.

Red Ribbon Week Awareness
On October 29, 2025, a leadership team in the Friday Night Live – West Chapter hosted a community event at the Niles Theater to educate about concerns of underage drinking. The Modoc Middle School youth initiated a campaign to highlight community stakeholder partnerships in preventing underage access to alcohol.
The FNL (Friday Night Live) activity was set on a minimum school day for a 2:00 to 4:30 p.m. schedule. Advisor Leah Mudron welcomed all ages with an explanation of Red Ribbon Week that took place in the schools. FNL teams conducted education tables at each school. Over 90% of Modoc Middle Schoolers signed a pledge to be drugfree. Mudron introduced the FNL team of Cali Blair, Dylan Mudron, Sophia Blair, Holland Lauppe, Harlyn Hinton, Maddison Palmer and Rocklyn Turner and gave a reminder for all ages to make drug-free choices to “honor yourself for your best future”.
This year’s FNL-West service focuses on a community engagement project to prevent illegal access to alcohol. FNL-East, in Surprise Valley, will focus on social norms to promote healthy, positive alternative choices and activities to underage drinking.
Rocklyn Turner announced to the youthful audience, “Here’s a proven fact, underage drinking interferes with brain development and mental health. It lowers good decision-making that increase risk-taking and addiction. Think about

Details about a new public service announcement were given by Harlyn Hinton, saying “We are promoting thinking before drinking with a movie star, Justin Johnson Cortez who plays Kai Flores in Netflix’s hit-series Ransom Canyon. He was in Walker: Independence, Bonnie and Clyde – Justified, and the film Gift of Fear.”
Funding for the FNL-West
project with a free holiday movie, popcorn and drink was provided by a mini-grant from the California Office of Traffic Safety, through the National Highway Traffic Safety Administration. The chapter is open to all students in grades 6-12 and meetings are posted in the schools, as well as available through RISE at (530) 2332226.

Annual Turkey Trot
The Modoc Turkey Trot will be held on Thanksgiving morning, November 27th, at the Modoc National Wildlife Refuge. This three-mile walk/run starts at the refuge headquarters at 9:00 AM.
For over 15 years, this annual event has successfully raised funds to provide gifts and other needs for local children in foster care. Due to this success, the event is shifting its focus this year to support another vulnerable population in Modoc County: our seniors.
All funds raised will benefit the TEACH Senior Services Program, which works diligently with limited resources to provide essential assistance to our
vulnerable senior citizens. Your contribution will make a significant difference in their lives.
To participate in the Modoc Turkey Trot, the registration fee is $25 per person. You can pre-register at the TEACH Inc. office, located at 112 East 2nd Street in Alturas. If you register by November 17th, you will receive an event t-shirt and a goodie bag. Registration will also be available right up to the start of the event.
Awards will be given in several categories, including fastest overall male and female, fastest 40–59-yearold, fastest over 60, fastest teen, fastest 9–12-year-old, and fastest under 9-year-old.

‘Betting On Our Future’ with Modoc Youth
In the Fall of 2024, nearly sixteen-hundred BOOF (Betting On Our Future) youth surveys were collected from forty-two counties, with 86 from Modoc County. Resulting signs of problem gambling among youth were that over one-third began gambling at age 10 or younger, 30% stated betting more than they had planned to and nearly a quarter reported having lied about betting. Research has shown that youth who gamble at a younger age are at increased risk of substance use and family/social problems, and poor mental health (Wong et al., 2013).
Modoc Middle School students who are members of the Friday Night Live (FNL) West Chapter began prevention of underage gambling in August. They conducted a workshop at the 44th California Conference on American Indian Education.
FNL-West Chapter youth then initiated an awareness campaign on the rising issue of underage gambling, as well as risks and problems associated with gambling addictions in all ages. During Red Ribbon Week in October, a leadership team hosted a
community activity at the Niles Theater to educate about concerns and harm of underage gambling.
The FNL team welcomed all ages to a 30-minute start to their community engagement project. Questions were posed by the team of Cali Blair, Dylan Mudron, Sophia Blair, Holland Lauppe, Harlyn Hinton, Maddison Palmer and Rocklyn Turner to gauge how the audience viewed gambling. Few participants recognized gambling behaviors, however by the end of the workshop participants had a better understanding of the differences between gambling and risk taking.
Palmer referenced the awareness message they presented at school, stating the Red Ribbon theme that, “Life is a puzzle best solved living health and drugfree and over 90% of Modoc Middle Schoolers pledged to be drug-free!”
Learning the difference between risk-taking and gambling was achieved through audience games and discussion. Public service announcements (PSA) developed by RISE about risks with underage gambling were presented.

With California having the largest Indian gaming casinos in the nation it is important to be aware of problem gambling. A National Indian Health study has found that many of our children reportedly gambled at least once as young as 8 years old. Adolescent gambling is on the rise. Children who

are raised by a problem gambler are more likely to become problem gamblers themselves. Of all the various forms of addiction, gambling addiction has the highest rates of suicide.
BOOF is not anti-gambling. It is a program with a goal to prevent underage gambling, which is illegal, but also
encourages adults to gamble responsibly. Gambling should be fun, responsible and legal. Betting On Our Future is a project of the California Friday Night Life Partnership. For additional information contact RISE at (530) 233-2226.

Veterans Share Their Stories at Modoc’s Veterans Day Ceremony

Tuesday, November 11, 2025, after the traditional pancake breakfast that takes place every month, the Modoc Veterans of Foreign Wars (VFW) hosted a moving ceremony honoring the service and sacrifices of local veterans. The event opened with Commander Edwin Allert welcoming guests and fellow service members, followed by Chaplain Arlie Brown, who offered a heartfelt prayer for those who have served and for those still serving across the world.
Commander Sean Provart then took the podium, speaking about the challenges veterans face both in action and upon returning home. He reminded the audience that service extends beyond the battlefield—that the bonds formed in uniform often continue through a lifetime of support and understanding.
The ceremony featured speaker, A.J. Harris who delivered a powerful message that resonated throughout the hall. “Veterans,” he said,
“our service has no expiration date. We continue our service through our families and our communities.” His words underscored the enduring commitment veterans carry long after their active duty ends.
After the formal program, the VFW invited veterans in attendance to share their personal stories. What followed was an unforgettable exchange of memories, reflections, and wisdom.
Purple Heart recipient and Modoc resident Roy Bell rolled up to the front in his wheelchair. He has lost the capacity to speak, but everyone acknowledged his service with reverence and welcomed him to the stage. He listened intently as others shared their stories.
Provart spoke first about his unit’s dedication to supporting troops in the field—especially the Marines—and how those early acts of camaraderie still shape his outlook today. He also reflected on the strain deployments can place on marriages, acknowledging


both those that suffered and those that survived through faith and resilience.
Harry Hitchings, began his service in the Marines, and has continued to serve

veterans by helping them through Veterans Services for the last 17 years, shared his pride in helping local veterans navigate life after service. Allert, with 25
years of military experience, recalled his deployments to Cuba, Qatar, and Israel, and how much of his life—both literally and figuratively—

was built from his 25 years of service. “They teach us how to survive in war,” he said quietly. “They don’t teach us how to come back.”
The stories culminated with Harris, who enlisted at 17 and served ten years in the Army before dedicating his post-military life to supporting disabled veterans, reminding everyone that service takes many forms, and that helping others transition back to civilian life is one of the most meaningful ways to continue giving back.
The ceremony closed with a shared invitation for audience members, veterans, families, and supporters alike—to continue telling their stories.
A retired teacher stood and shared his stories of students who served, and one who never came home.

An auxiliary member shared her experiences from her grandfather. All stories carried the emotion of the sacrifices made, not just by the service men and women, but also by the families who supported them. As one attendee put it, “Every story
told helps another veteran feel seen.”
The ceremony was followed by a spaghetti luncheon provided by the Elks Lodge.
