Modoc Family Pharmacy to Replace Rite Aid

The long-standing Rite Aid at 432 North Main Street in Alturas, CA, will soon transition to new ownership and a fresh identity. Although the location will remain open, it will no longer operate under the Rite Aid name. Instead, it will be reborn as Modoc Family Pharmacy (MFP) — a locally inspired pharmacy initiative.

The new pharmacy will be operated by Cascadia Pharmacy Group, an independent pharmacy organization with a growing regional presence. This change comes as part of a vision led by Tyler Dearing, brother of Modoc Optometrist Dr. Kyle Dearing. Tyler, who owns two pharmacies in Roseburg, partnered with Jeff Harrell, a pharmacy leader who operates 34 locations across the Pacific Northwest.

Recognizing the critical need for accessible pharmacy services in rural communities, Dearing and Harrell are committed to creating a health-focused, community-driven space.

“Every town should have more than one pharmacy option,” says Dearing. Their team’s goal is to shape Modoc Family Pharmacy into a trusted health hub, designed with direct input from Modoc County residents — a Modoc Footprint that reflects local values and healthcare needs.

Tyler Dearing, a community advocate and part of the local leadership behind MFP, emphasized the mission of the pharmacy: “There is no better pharmacy than an independent pharmacy. We make our own decisions and can customize our pharmacy

to be the footprint of Modoc County. This is more to me than just owning a pharmacy — this is not a financial decision. This is me trying to provide a business to my family’s community and provide jobs.”

He added, “In Alturas, it doesn’t work to go and pick up a prescription — some people need it sent to their door.” Dearing also addressed broader healthcare issues, stating, “Insurance companies are monopolies.”

He continued, “I have nothing but sincere gratitude to Modoc Medical Center who has been so welcoming. We are both here to work with all medical organizations. If someone can’t find a medication, I want to help find it for them. We are here together — built on local businesses in the community.” Regarding the transition, Dearing reassured the public: “Buying a store is a process; buying a pharmacy is a much larger process. Rite Aid has been confidently working with us through this whole process.” He affirmed, “There will be a Rite Aid, until there is a Modoc Family Pharmacy.”

The owners promise the transition from Rite Aid to Modoc Family Pharmacy will be “seamless.” There is no need for customers to switch pharmacies or transfer prescriptions — all existing records and medications will remain in place. “No worries should be had by anyone who seeks prescriptions at the Rite Aid Pharmacy,” Dearing said. To ensure uninterrupted care

and ease of transition, Modoc Family Pharmacy will continue using the same pharmacy benefit manager for insurance billing and claims. This will allow for a smooth and automatic switchover, with no extra steps required for patients or providers.

In especially meaningful news for the community, Philip Harvey — beloved pharmacist in Modoc County for over five years — will not only remain at the pharmacy but will also be a partner in Modoc Family Pharmacy. Harvey was initially shocked when offered the opportunity: “I was completely surprised — but incredibly honored,” he shared. This offer and opportunity came without hesitation from either side. According to Dearing, “We always knew we wanted Philip as our partner. It was never a question. The way the community talks about him, the respect they have for his work — we were proud to offer him that role.”

Harvey had long dreamed of running an independent pharmacy in a rural community. He had pitched the idea before when Rite Aids began their closures, but said, “No one had ever taken it seriously enough to move forward.”

His deep devotion to small-town pharmacy care comes from his roots. Harvey attributes his passion for serving rural communities and helping patients to the way he was raised. From a young age, he watched his father — a pharmacist who owned Family Drug in Tonopah, Nevada, for over 20 years — build trust and care within a tight-knit community.

“I remember playing

with packaging peanuts in my dad’s pharmacy,” Harvey recalled.

After completing his undergraduate studies at University of Nevada, Reno (UNR) and finishing his Doctorate of Pharmacy and MBA, Harvey knew exactly what he wanted: “Serving a small, rural community was always my goal.”

With some friends already living in Susanville, CA, he began exploring the region — and the moment he visited Alturas, he said he just “fell in love with the town.”

Harvey is also continuing to expand his clinical capabilities. He is currently completing certification for an Advanced Practice Pharmacist license, which will allow him to collaborate directly with doctors on patient care, including the ability to adjust dosing when needed. This added level of care will further integrate pharmacy services with the broader healthcare system in Modoc County.

The team also has every intention to retain the entire current pharmacy staff and strengthen local relationships. “We hope to be more tied to the community than ever before,” Harvey said.

“More opportunities for the community to make them healthier than ever.”

Harvey’s heart clearly shines through in how he talks about his customers.

“I know them. I know their families. I see that they are in fear,” he said. “I’m a very personal person. I know that choosing your pharmacy is a very personal decision. I, of course, hope that they choose me. If anyone has any fear or worry about the future of their prescriptions, please do not hesitate to call me. I am more than happy to answer any questions anyone may have.”

He added: “We want to help them on their journey. We want to help put them at ease and assure them everything is going to be okay.”

Leadership has also shared that there are big, big plans to come. They say Modoc Family Pharmacy will be able to provide far more than Rite Aid corporate ever could, thanks to local control, flexibility, and a deep commitment to serving the unique needs of Modoc County residents.

As part of those plans, leadership intends to shape the store front

into what the community truly needs. While a wide range of overthe-counter (OTC) medications will still be available, everything else in the retail space is open for discussion. The team plans to actively seek input from the community about what goods, services, and features are most needed, ensuring the space reflects Modoc’s values, lifestyles, and everyday needs.

The change also responds to growing concerns about corporate consolidation in healthcare. For example, CVS Health owns its pharmacies outright, along with CVS Caremark (a pharmacy benefit manager) and Aetna (a major insurer). This vertical integration model has drawn scrutiny for reducing competition and patient choice — challenges MFP aims to counter through transparency, personalized service, and a community-first approach.

“This pharmacy will be built for the community,” says Philip Harvey.

Modoc County’s Kids Fish Derby Reels in Another Year

The Rotary Club of Alturas brought families to Pine Creek Reservoir this past weekend for the beloved annual Kids Fish Derby, a Modoc County tradition that has endured for generations.

Dozens of children arrived early Saturday morning, fishing poles in hand, eager to land one of the freshly stocked trout. The contest began at 7:30 a.m., and while the fish were elusive, spirits were high as families gathered around the reservoir’s edge. Laughter echoed across the water as kids compared tackle boxes, shared bait, and waited for the tug of a line.

Holiday Market provided free hot dogs, chips, and bottled water, keeping participants energized and cool under the late spring sun. Local merchants donated prizes, which were awarded to all kids, whether they caught a fish or not. Every child left with something to smile about.

Among the standout moments of the day: Paige Mason reeled in the biggest fish of the derby, a 1.6-pound trout. Raiden took top honors in the boys’ division for his catch. Daxton Morris-Wright was one of six lucky anglers to win a new bike, thanks to prize donations from local sponsors. The reservoir was stocked in advance with catchable-sized trout. Historical records show the event has been a local fixture for decades. Even back then, concerns were raised about adults fishing before the derby and possibly reducing the number of trout available to children. But despite state restrictions, the Rotary Club and the community continue to work hard to make the event rewarding for kids. Amber Ander, a former participant who now brings her own children, reflected on how the derby has changed. “The biggest difference is that everyone wins. When I was a kid, only a handful of kids got bikes, and a few more got poles. The Rotary group goes above and beyond to make sure every kid gets some kind of prize. For

my two kiddos who didn’t catch anything this year, that made it special,” she said. “Also, when I was a kid, no one was really allowed to help us. But now, I love looking around and seeing everyone so involved with their own children.”

Though only a few fish were caught this year, the memories made along the muddy shoreline will last longer than any fish story. Kids proudly showed off gear nearly as big as they were, and families enjoyed a rare morning away from screens and schedules.

The Rotary Club expressed gratitude to all sponsors, volunteers, and community members who helped make the event a success. Plans are already underway for next summer’s derby. Organizers hope for more fish, more prizes, and more memories in the making.

Landscape Restoration Project Scoping Notice

The Modoc National Forest invites public participation in developing the Shapa’sh Landscape Restoration Project. The project, a partnership between the Modoc National Forest and the Modoc Nation, aims to restore wildlife habitat by restoring native sagesteppe vegetation.

The 38,967-acre project area includes the Mt. Dome Management Area. This portion of the Modoc National Forest lies west of Lava Beds National Monument and TuleLake National Wildlife Refuge, south of Lower Klamath National Wildlife Refuge, and northeast of the Goosenest Ranger District of the Klamath National Forest.

To restore wildlife habitat the project proposes the following actions:

TEACH Adult Education Holds Graduation for Twelve Graduates

This was a week of honoring success for twelve Modoc adults who missed out on earning their high school diploma the traditional way. Students came from Alturas, Ft. Bidwell, Cedarville, and Red Bluff to collect their diplomas at a ceremony held Thursday, May 29, at the Veterans of Foreign Wars Hall in Alturas. Balloons and banners decorated the hall as the beaming graduates walked onto the stage in front of about 100 family and friends.

Members and residents of the Northern Paiute Numa Gidutikad Band of Indians Albert “A.J.” Townsend, 18, Alden Contreras, 38, and Shawn “Wyatt” Mack, 28, were accompanied by Maxwell Linton, who accepted a posthumous diploma in honor of his mother Paula Sam, 75, who died May 5, 2024, while on vacation in New Orleans. “It was a personal goal for my mom,” Linton stated.

Also earning their diplomas were Killian Jenkins, 22, of Cedarville;

Nale Rodrigue, 23, of Red Bluff; Destiny Tinoco, 18, Isaac Mills, 25, Luis Lopez, 40, Luke Murdock, 26, Jose Orozco, 20, and Thomas Works, 36, all from Alturas.

The ceremony was filled with pride, laughter, cheers, and heartfelt emotion as family members, friends, and instructors cheered each graduate’s walk across the stage. TEACH Adult Education directors, instructors and staff praised the students for their determination, resilience, and courage to return to school—many while working full-time jobs or raising families.

Program Director Sarah Merrick encouraged the graduates to continue setting goals and pursuing their dreams: “This diploma is more than a piece of paper—it’s proof that you never gave up on yourself.”

For many of these adults, the graduation ceremony marked more than the completion of coursework; it was a deeply personal triumph and a fresh start. The evening ended with hugs, photos, and refreshments shared among graduates, guests, and staff.

“This was a real graduation, it was impressive,” one proud grandparent beamed. As graduate Luke Murdock, put it, “This isn’t the end— it’s just the beginning.”

124 Years Ago – 1901 Lookout hanging shocked the county. Taking the law into their own hands, a midnight lynching sent shockwaves across the state. May 31, 1901, two white men, and two native Americans were hanged on suspicion of pillaging area ranches and homes. Apparently fearing the group would go free and exact revenge on those who turned them in, a group of masked men, took the prisoners from the guards and hanged them from the railing of the Pit River bridge. A grand jury convened to and indicted those party to the hanging to trial, but they were later acquitted. They were R.E. Leventon, Isom Eades and James Brown.

113 Years Ago – 1912

Fort Bidwell was the banking capital of Surprise Valley in 1912. Constructed in 1911 the bank building was built to facilitate the wealth from the High-Grade gold mining district in the north Warners, but the “boom” lasted only until 1915, and the investors never did achieve the margin of profit anticipated. It succumbed to the depression of the 1940’s.

98 Years Ago – 1927

53 Years Ago – 1972 May 11, 1972, water was slopping over the causeway east of Cedarville. Lawrence Fee, weather observer in the valley noted that 10.15 inches of rain had fallen in 1905 and that was the highest-level on record. The roads in 1972 were to have generated $190,000 repair order from the state highway department that would also raise the road level.

73 Years Ago – 1952 FAMED BASEBALL player drowned in ‘Lost Lake” during fair time in 1952. Arkie Vaughn and William Wimer drown in Lost Lake when the boat capsized. Arkie Vaughn just happened to be one of the biggest names in baseball over a career that spanned from 1932 to 1948, then retired to Modoc County buying a ranch near Eagleville.

64 Years Ago – 1961 GARY SPICER attended a San Francisco Giants baseball game with other members of his Henderson Giants Little League team and asked for and received an autographed baseball from the great Willy Mays. Quite an exciting event for a nine-year-old fan.

Eagleville Resident Rallies for Eagleville Fire Department

Eagleville’s volunteer fire department is fighting a financial fire of its own, and the clock is ticking. Local resident Sara Sutton, who plans to open the Eagleville Saloon in the near future launched a GoFundMe that has gathered $4,125 and Sara says that leaves about a $3,000 gap. Sutton warned on Facebook that if donations stay flat GoFundMe will close the campaign, and the station could lose the coverage it needs to keep its engine in service.

The department is run by a small nonprofit that also maintains two fire

stations, the community hall and the town church. Its normal income comes from donations and an end-of-summer barbecue, but rising costs have left an annual shortfall of about $10,000. The most costly component is ensuring every volunteer is covered by the State Compensation program. If that money does not arrive, fire calls would have to wait for the nearest mutual-aid crew in Cedarville, roughly twenty miles north and that’s the sort of thing that that could push up homeowners’ insurance across Surprise Valley. The squeeze is part of

a wider crisis for rural volunteer departments in Northern California. Tiny tax bases (Eagleville counts only about forty-five residents according to the 2020 Census) leave essential services dependent on annual barbecues even as wildfire risk and insurance rates climb. Sutton notes that every gift is tax-deductible through the department’s 501(c)(3). Readers can pitch in by searching “Eagleville Volunteer Fire Department” on GoFundMe or dropping a check at the Eagleville Post Office.

Our Sunday starts with Sunday school for adults at 10 AM and the lesson is on Confessing Christ Before Men. At 11 AM, our regular Sunday service starts with a sermon titled, “The ‘Fruit’ of Gentleness.” At 5 PM is our Sunday night service, and we will be continuing our study of the book of Revelation, this time on the very controversial chapter 12. The Senior Citizens Valley 50 Club (SCV50C) Lunch

The Senior Citizens Valley 50 Club (SCV50C) receives lunches every Tuesday and Thursday at the Senior Center in Cedarville. Lunch starts at noon, but conversation starts around 11:30. If you are in your 50’s we ask for a small donation for lunch. 60 and over is free. You can look at the menu TEACH in Alturas posts for the week in the paper for Tuesday and Thursday lunch or stop by and pick up a monthly menu at our center. Menus are also posted on the post office bulletin boards in the valley.

Obituaries

On Thursday, May 29th, 2025, Gerald “Gerry” Reed Gates, loving husband, father, and grandfather passed away at Modoc Medical Center from a brief battle with cancer at the age of 74.

Gerry was born on December 18th, 1950 in Van Nuys, California to Gerald Amos Gates and Jane Margaret Gates, three years after his sister Jeanne Gates. The family made their home in the San Fernando Valley, where Gerry was active in the chess club and once owned a pet iguana named Iggy. In sixth grade he read a book about archaeological sites left behind by Spanish explorers in the southeastern United States and found his passion.

After graduating from Reseda High School, he received his bachelor’s and master’s degrees in anthropology, with an emphasis in archaeology, at California State University, Northridge in 1973 and 1978. While pursuing his master’s degree, he met his future wife, Nancy NorthGates, at a poker game held by students in the archaeology department. The couple married on November 22nd, 1975.

After working several summers in Arizona, Gerry was hired in 1976 as a seasonal archaeologist for the Big Valley Ranger District on the Modoc National Forest. During this time, he and Nancy lived in a cabin near Adin. The following summer they moved to Alturas when Gerry accepted the position of Forest Archaeologist for the Modoc National Forest, which he held until retiring in October of 2015. The couple were charter members of the Modoc County Historical Society, where Gerry served on the Board of Directors for many years, including as president in 1980 and 1981.

They welcomed their first child, Katherine “Katie” Elizabeth Gates on December 1st, 1981. Sadly, Katie passed away just a few months later from a congenital heart defect. In the wake of her death, the couple founded the Alturas chapter of the grief support group Compassionate Friends. After fostering several children, the couple welcomed their second child, Joseph Michael Gates on February 22nd, 1985. A year later they welcomed another daughter, Marya

“Jake” Jerry Dean Coffey

“Jake” Jerry Dean Coffey of Alturas California passed away on May 15, 2025. Services for Jake will be held at the Alturas Cemetery on Saturday, June 7, 2025 at 11:00am. Fellowship to follow at the Brass Rail.

During his tenure at the Forest Service, Gerry authored and coauthored many scientific papers and served as an advisor for several Ph.D. dissertations. He was particularly proud of his work with Passport In Time, a volunteer program that allowed the public to contribute to heritage research and preservation on national forests. For many years he hosted an open house during California Archaeology Month and manned a popular booth at the Alturas Children’s Fair where attendees learned about indigenous basket art and were given their own clay pots to decorate. He was also an active member of the Society for California Archaeology for nearly fifty years.

Along with archaeology, Gerry had a passion for performing arts and was active as a performer and director for Modoc Performing Arts Theater. For several years he offered DJ services under the Aging Hippie moniker.

After his retirement in 2015, he opened Gates Gallery and Trading Post on Main Street in Alturas, where he sold antiques, craft supplies, and works from local artisans. He also briefly operated a pet portrait business in his distinctive stippling pen and ink style. A massive animal lover, over the years he was the owner of many cats, several dogs, and even a couple of frogs.

Until its closure, he was a member of the bowling league, and in his final years, Gerry could often be found sitting in front of his shop on Main Street or at the Desert Rose Casino, where he loved to play video slots. He will be remembered for his sly wit and his big heart.

He was preceded in death by his parents Gerald Amos Gates and Jane Margaret Gates and his daughter Katherine “Katie” Elizabeth Gates. He is survived by his wife Nancy North-Gates, his sister Jeanne Gates, his great aunt Zay SperlingBishop, his children Joseph Michael Gates and Marya Elizabeth Gates, and his grandson Liam Tiberius Gates. A memorial service will be held on June 14th, 2025 at St. Michael’ s Episcopal Church at 10am, followed by a graveside burial, and then a reception back at the church. Flowers may be sent to 310 W North St Alturas, CA 96101.

Pauline Westman, 79, longtime resident of Alturas, CA, passed away in her home on May 21st, 2025. She is survived by her husband Richard Westman, brother Dean Bardsley of Salem, UT, sister Elaine Twitchell of Orem, UT, brother-inlaw Ronald Westman, sister-in-law Betty Ady of Saint George UT, son John Westman of Reno, NV, daughter Susan Biggerstaff of Lakeview, OR, 7 grandchildren, and 13 great-grandchildren.

Pauline was born to Dean and Chris Bardsley in 1946 and raised with brothers Otto and Dean and big sister Elaine in Springville, Utah, where she met and married her loving husband Richard. Although the first year was spent apart due to Richard’s service in Vietnam, once he returned home he found happy employment working for the BLM which led to several transfers, the first of which brought the young couple to Lakeview, Oregon. This is where their family grew with the arrival of their son John and 4 years later their daughter, Susan. Shortly after, Richard was transferred to Cedar City, Utah and then finally to Alturas, where they’ve resided for the last 47 years.

Pauline enjoyed being a homemaker but once her children had grown began employment at Village Video, then at the deli, following which she spent some years preparing meals at the Senior Citizens Center here in Alturas until she retired. Her bright, cheerful smile, positive outlook and genuinely contagious laugh brought many returning customers as she truly was a joy to be around.

Pauline enjoyed bowling on the ladies league (when we had the bowling alley) for several years but her most recent favorite pastime was “Card Night with the Girls,” a weekly event of food and fun that was very rarely missed. She was a friend to all she met, an extempore mother and a loyal loving wife for 60 years. A joyous, loving wife for 60 years, she will

greatly missed by all who knew her.

Memorial services will be held for Pauline at the Sacred Heart Catholic Church on 4th St. here in Alturas on June 12, 10 a.m. A luncheon (potluck) will take place immediately following services at the Catholic Church Social Hall located behind the church on 4th St. Everyone is invited to pay their last respects and join the potluck luncheon with family and friends. Sandra Diane Coble

Sandra Diane Coble passed away on May 28, 2025, in Folsom, CA. She was born Sandra Diane Rickel on June 5, 1949, in Harrison Arkansas to Waneta Sanders Rickel and Lloyd Rickel.

Sandra graduated from Mtn. View High School in Mtn. View, CA. She married Lonnie Coble and lived in Alturas for 30 plus years, working at the Modoc County Record, Modoc Medical Center Hospital, Kerr Mortuary and at Curves for a bit. Sandra is survived by her brother, Gary Rickel, Alturas, sister Sherry Johnston, Red Bluff, son Rick Luna, Newark, CA and son Chiddo Luna, Reno, NV. Her husband, Lonnie Coble preceded her in death, as well as her parents, Waneta and Lloyd Rickel, and her brother Stanley Rickel. Services will be announced at a later date.

Dorothy Ruth Picotte

May 28, 1921 - May 25, 2025

Dorothy Ruth “Dot” Picotte, affectionately known to many as “NanaDot,” passed away peacefully on May 25, 2025, just days before her 104th birthday, at the Redding Veterans Home in Redding, California. Born in Los Angeles on May 28, 1921. Dorothy lived a long and luminous life marked by kindness. generosity, faith, and an indomitable spirit.

Dorothy was raised in El Sereno, California, surrounded by the warmth of a loving family: her mother Anna, father Arthur, brothers Art and Carl, and sisters Shirley. Mickey, and, much later, Bonnie. She cherished growing up near her grandmother, often visiting her after school, a memory she spoke of fondly. After graduating from Abraham Lincoln High School in Los Angeles, Dorothy enrolled in business college-though her life would soon take a courageous turn.

Motivated by a sense of duty and inspired by her father’s World War I service. Dorothy volunteered for the Navy WAVES (Women Accepted for Volunteer Emergency Service), becoming part of a historic wave of more than 100.000 women who served during World War II. She enlisted at the rank of Able Seaman and began her basic training at Hunter College in the Bronx, New York, in 1944. One of her proudest memories was serving as platoon leader during a parade down Fifth Avenue, calling cadence in the presence of President Franklin D. Roosevelt.

Dorothy went on to attend Navy A School in Stillwater, Oklahoma, where she trained as a Yeoman at Oklahoma Agricultural & Mechanical College (OAMC). As a Yeoman Second Class, she supported critical operations at both the Naval Advance Base Personnel Depot in San Bruno and later at the bustling Naval Station on Treasure Island. There, she helped coordinate ight control and pilot schedules-work she recounted with pride and precision.

Dorothy was honorably discharged from the WAVES on May 3. 1946. She was awarded the Honorable Service Lapel Pin (affectionately known as the “Ruptured Duck”), the Navy Honorable Discharge Emblem, and the Discharge Pin-symbols of her brave and trailblazing contribution to the war effort. Soon after the war, while attending a big-band dance at the iconic Avalon Casino on Catalina Island. Dorothy met her future husband, James Picotte, a U.S. Marine who had served at Guadalcanal. They married in 1946 and built a beautiful life together, raising four children: Jane Picotte, Dede Barnes,

To know Dorothy was to love her. She walked through life with grace, strength, and a radiant optimism that lifted everyone around her. A woman of deep and enduring faith, Dorothy was active in church communities across Southern California, Cedarville, and Lake California. She embodied Christian values not in words alone, but in the way she lived-welcoming all with warmth, extending compassion

She was quick to laugh, known for her sharp wit and well-timed jokes, and always ready with a warm hug or a home-cooked meal for anyone in need. Her presence was a comfort and her spirit, a light. Dorothy’s legacy is rooted in love. Her children, grandchildren, great-grandchildren, friends, and the devoted caregivers at the Redding Veterans Home all count themselves lucky to have known her. As we grieve her passing, we also celebrate her extraordinary life. May we each honor Dorothy by loving more openly, offering kindness without reservation, and smiling just a bit more often-just as

Fire Suspension

The City of Alturas Fire Department is issuing an urgent announcement regarding a temporary suspension of all burning activities within city limits, effective June 5, 2025, at 6:00 a.m.

This essential measure addresses the alarming rise in fire danger currently facing our region, which is related to properties that have not mitigated potential fire hazards. These hazards primarily include excessive overgrowth of vegetation and the accumulation of highly flammable materials.

Starting on June 5, 2025, at 6:00 a.m., all forms of burning will be strictly prohibited within the City of Alturas. This ban applies to a wide range of activities, including but not limited to the burning of yard waste, agricultural burning practices, recreational fires such as campfires and bonfires, and any other forms of open flame used for disposal or enjoyment.

This suspension will remain in place until the identified risks to properties are adequately addressed and the overall fire danger in the region has decreased. In the interest of community safety, the Alturas Fire Department will conduct thorough inspections of all properties within the city. These inspections will ensure compliance with current fire hazard abatement regulations.

Property owners who fail to comply with these regulations regarding the management of vegetation and other fire

hazards may face fines and additional penalties.

We urge all property owners to take immediate action to reduce fire risks on their properties. This includes removing weeds, dry vegetation, and dead tree limbs, as well as clearing away any accumulated flammable materials. Taking the time to manage these concerns properly can significantly enhance the safety of our community and help prevent devastating fires.

Notifications regarding the lifting of this burn suspension will be communicated through various official channels, including the City of Alturas website, local newspapers, the city’s official Facebook page, and the public message board located in front of the Fire Department.

Fire prevention is a collective responsibility, and your attentive adherence to this burn suspension is crucial for the safety and wellbeing of everyone in our

community. Residents are also encouraged to maintain vigilance regarding general fire safety practices, such as the careful use of sparkproducing tools and the safe disposal of smoking materials.

Please be advised that failure to comply with this burn suspension may result in significant fines and other legal consequences.

A GSP is a detailed planning document, required by the Sustainable Groundwater Management Act (SGMA), that establishes a groundwater budget, minimum thresholds, and management actions to achieve long-term sustainability.

What has happened since the adoption of the revised of the GSP in April 2024?

On April 2, 2024, the GSAs obtained grant funding to implement the recommendations from the GSP and DWR approved the revised GSP in February 2025. During this meeting, we will be providing an update on the GSP implementation actions and their status.

The parcels listed herein meet one or more of the criteria listed above and thus, will become subject to the tax collector’s power to sell on July 1, 2025 at 12:01 a.m., by operation of law. The tax collector’s power to sell will arise unless the property is either redeemed or made subject to an installment plan of redemption initiated as provided by law prior to 5:00 p.m. on June 30, 2025. The right to an installment plan terminates at 5:00 p.m. on June 30, 2025, and after that date, the entire balance due must be paid in full to prevent sale at public auction.

The right of redemption survives the property becoming subject to the power to sell, but it terminates at 5:00 p.m. on the last business day prior to the date of the sale by the tax collector.

Summer Meals Move to Alturas Elementary

The Modoc Joint Unified School District will operate its summer meal program out of Alturas Elementary School this year, due to ongoing construction at Modoc Middle School. Free breakfast and lunch will be available to all children ages pre-kindergarten through 18, beginning June 10 and continuing through August 8. Breakfast will be served from 7:30 to 8:15 a.m., and lunch from noon to 12:30 p.m. Children do not need to be enrolled in summer school or attend a school in the district to participate. No adult meals will be provided, and adults are not permitted on campus during summer school hours unless they have a visitor pass.

Food Services Director Jessica Boal said the program continues to be an important service for the community. She

emphasized that the food service department provides summer meals as an optional offering and expects students to demonstrate appropriate behavior during meal times, consistent with school-year expectations. Students who fail to follow behavioral guidelines may be asked not to return.

This year, meals will be prepared and served using the district’s new food truck. Boal said the mobile kitchen will allow for more flexibility and better quality, with a focus on providing home-cooked meals and fresh local produce. The district has also arranged for a supply of seasonal fruit from growers in California’s Central Valley, which will be featured in summer menus.

Food insecurity continues to be a concern in Modoc County and other rural areas of California.

Programs like the summer food service aim to reduce that gap while school is out of session. The Summer Electronic Benefit Transfer program, commonly called “Sunbucks,” also begins this month but has new eligibility requirements for 2025. Boal encouraged families to return a Universal Benefit Application (UBA) to their school district in order to receive benefits. The application period ran through September 30, and benefits apply from June 1. Those already enrolled in CalFresh or other social services programs will receive their benefits automatically and did not need to apply. Each eligible child may

receive $40 per month in benefits, which are distributed through county social services, not the school district. Boal said the district remains committed to feeding all students and will continue to offer free, nutritious meals through the summer, regardless of federal policy changes. Families are also reminded to check the lost and found before the last day of school, as unclaimed items will be donated or discarded.

Hours: 8 hours per day.
