Six more weeks of Winter according to Phil

Severe Weather Causes Flooding, Road Closures, and Power Outages in Modoc County

Severe weather conditions have caused flooding, road closures, and power outages across Modoc County, prompting emergency response efforts from local agencies. Officials warn that more rain is expected, and residents are urged to remain cautious.

Modoc County Sheriff’s deputies and the Modoc County Road Department have been working throughout the day to assess conditions, clear culverts of debris, and maintain roadways.

Rising water levels have forced multiple road closures, including:

• County Roads 198 and 198A (Rush Creek) –Closed to through traffic as crews work in the area.

• Jones Lane (off County Road 60 and U.S. Highway 395) – Closed due to flooding as of 12:45 p.m. Monday.

• Fandango Pass –Closed on the Cedarville side at County Road 1 and on the Davis Creek/ New Pine Creek side at the Buck Creek Fire Station.

Authorities urge drivers to avoid these areas and to use extreme caution on wet or flooded roadways.

Pacific Power and Surprise Valley Electric have been working to restore electricity to affected areas.

• Power was restored Monday evening to

Cedarville, Steamboat and Eagleville.

• Fort Bidwell and Lake City remain without power, though Surprise Valley Electric estimated restoration by 9:30 p.m.

Residents can check Surprise Valley Electric’s outage page or its Facebook page for the latest updates.

The City of Alturas Public Works Department has issued a public service announcement, advising residents to limit water usage for the next several days. Officials say flooding is affecting the city’s wastewater system, leading to backups in some areas.

“With more rain expected, we ask residents to be cautious with the amount of water they are using,” the department said in a statement. Authorities urge residents to report power outages and hazardous conditions and to avoid unnecessary travel in flood-prone areas.

• For downed power lines – Stay at least 30 feet away and call 530233-3511.

• For emergencies –Dial 911 immediately.

Local officials continue to monitor the storm and will provide further updates as conditions develop.

Historic Barn South of Lakeview Collapses in Snowstorm

A well-known and longstanding barn south of Lakeview collapsed over the weekend under the weight of heavy snowfall from the recent winter storm. The barn, which had stood for approximately 70 years, was a familiar sight for residents of Northern California and Southern Oregon.

Many locals had speculated for years when the aging structure would finally succumb to the elements.

“A sad reminder of the past few days of the big

snowstorm of 2025,” said resident Margie Gray in one Facebook group. “Like losing an old friend. It was one of the first things I remember when we moved here in 1980. It showed its strength and endurance to so many over the years. It fought a good fight.”

Many commenters on the post suggested repurposing the barn’s wood for sentimental reasons, noting that people might be willing to pay a significant amount for a piece of the historic structure as a keepsake. However, the

owners have not stated whether they plan to sell or reuse the wood, nor is it clear if the material is in a condition suitable for repurposing, even for something as small as a picture frame. The barn had been a recognizable landmark for decades, serving as a nostalgic piece of the region’s rural history. The loss serves as a reminder of the storm’s impact, which brought snowfall, flooding and difficult conditions to the area.

Dear Editor,

I suppose that my beloved wife Jill and I likely qualify as “old folks” now since she’s 74 and I’m 75, but we still do not think of ourselves as old folks because we are not physically challenged and we still think young. However, not everyone in our age group and older still possess the requisite discriminating and discerning faculties to understand a scam aimed to swindle old folks when confronted with one.

I laud the Record for publishing an article regarding a specific scam that one of your readers brought to your attention. But the number of such scams are many and they involve all manners of issues.

My dear beloved late dad died in 2020 at age 95. He was a mechanical genius. I possess 28 patents and my dad never filed for a patent, but he was no less as inventive than I am, and probably even smarter than me in the realm of mechanical engineering. Though his body finally quit on him his mind remained razor sharp to the very end, however my dad had this naivete about him when it came to politics and socio-economic matters. You’d think that a man born-and-raised on a Native American reservation in the 1920s and who became a stand-out statewide high school football star, WWII decorated hero, and successful businessman would have retained a certain skepticism his entire 95 years regarding scams, but in the last several years of his amazing life I had to constantly tell him to stop believing the scams he was always receiving in phone calls and in the mail. Thank goodness that my dad always deferred to my advice in the last few years of his life.

Sadly not all old folks have someone right there to protect them from these egregious scammers.

Modoc Harvest invites applications from passionate and dedicated individuals interested in joining our Board of Directors. As a nonprofit organization focused on local food access and education, we seek candidates who can contribute to our mission with particular strengths in one or more of the following areas:

● Marketing, particularly in the context of sustainable agriculture and food systems

While Modoc Harvest is an established organization, we continue to grow our impact on local food systems and community health. We are looking for board members who will

help us further our reach and effectiveness in supporting local producers and increasing access to nutritious food.

Lassen County Fair Dates Announced Mark your calendars.

Celebrating 135 years of music and adventure in historic Susanville, the dates for the Lassen County Fair are set.

Slated for July 16 through the 20th, attendees can expect live music, the CCPRA sanctioned rodeo, the Demolition Derby on that Sunday, the carnival, horse shows, pageants, a parade, exhibits and contests, sideshows and games, and food and shopping, and all things fair over the four days.

Details on ticket sales, schedule, including performing artists and booths are coming soon, according to the Lassen County Fair website. This year’s theme is “Red White and Blue with a Mountain View.”

FAIR HISTORY

In 1878, a group of local men got together and created the Plumas, Lassen and Modoc District Fair Association, according to the Lassen County Fair website, courtesy of Susanvillestuff.com, written by Susan Couso. With money secured through investments, the first Lassen County Fair was held around 1890, an agricultural fair held under the guidelines oof the 24th Agricultural District. At the time, William Brockman was

the president of the organization.

The first fairgrounds were located where Hall Street and Ash Street is today, stretching from Main Street to 5th Street, and included a racetrack, stalls for the horses, exhibit buildings and a grandstand. Horse racing was a huge event in Lassen County. By 1923, the old fairgrounds had been abandoned and the area subdivided by Wright Patrick Hall. New homes filled the area, but a local fair brought much needed income to the area, a oncea-year event to bring the county together. Because of this need, another group of local men acted to secure the fair once again. They formed a nonprofit organization, The Lassen County Fair Association and purchased land, which is the current site of the fair. But the fair fell on hard times. Buildings were in disrepair and money was not available for repair. In 1933, House Bill 1267 provided for the licensing and regulation of horse racing to provide revenue for agriculture. Ideas resurfaced to reform and emerge as a livestock show, using horse racing to provide the much-needed money.

The Lassen County Fair Association was dissolved, and the property was deeded to Lassen County, the website continued.

In 1936, the first livestock show was held and well received. The organization built several new buildings and made plans for future shows. Two years later, the first horse show was added, and the Lassen County Fair began to thrive. New attractions and exhibits continued to form.

During World War II, the fair was put on hold from 1942 through 1945 but resurfaced after. Every aspect of Lassen County life was showcased. Today, Lassen County Fair has been shaped by past successes and failures, and the desires of the current Lassen County citizens who gather every year.

Roxana Francisca Flynn

In loving memory of a very special wife, mother, grandmother and great grandmother. Roxana Flynn born September 9, 1948 in Alturas, CA went home to her Lord January 31st, 2025. She was 76 years old. Roxana’s wishes were to be in the comfort of her Redding, CA home, as she passed peacefully away in her sleep.

Pastor Clarence McCarty will deliver her graveside service.

February 15 at 11:00 am at the Davis Creek Cemetery. A reception will follow at Christian Life Assembly, 225 West B St. Alturas, CA at 12:30 pm.

It was an honor and a privilege for her daughter, Laura Coallegos and husband Melvin Flynn to be with Roxana through the final days of her life.

Roxana was married to Melvin Flynn for 50 years, both graduating Modoc High School in 1966. They lived in Canby, Ca before

relocating to Redding, Ca for the last five years to be closer to their family.

Roxana’s faith and family gave her great joy. She enjoyed rides in the woods and had great compassion for her menagerie of critters that she collected at her Canby, CA home. She loved sewing, crocheting,embroidery, and judging 4-H. Roxana was involved in her community. She will be missed.

She was survived by three daughters and their families: daughter Laura Gallegos; Rhonda Nelson and husband John Nelson and Desiree Flynn; her grandchildren Cortney and Travis Gallegos, Lavena and Joseph; great grandchildren Wakizashi Dasy Harris, and Boss Harris, Sister Rhonda Sweet and husband Michael Watson, Adin, CA.

With heavy hearts, the family of William (Bill) Tierney announced his passing on November 18, 2024. Bill spent his final days in his home of 47 years, peacefully surrounded by the love, comfort, and support of family. Bill was born in Alturas on June 20, 1950, to Billie (Bill) Tierney and Dora Janet “Jean” (Benner) Tierney, the youngest of two sons. Bill grew up on Modoc Manor in Alturas, graduating from Modoc High School with the class of ‘68. Continuing his education, Bill earned a Bachelor of Science from UC Davis in 1974. He returned to Modoc to resume his employment with the US Forest Service for the next 32 years, and to marry his high school sweetheart, Cheryl (Ohm),

making Cedarville his and his family’s home for the remainder of his life. Bill was always community oriented. He was active in performing arts, Fandango Days, Rotary, the school system, volunteering as an EMT and was forever willing to do whatever was needed to support the place and people he loved. He will be remembered eternally for his authentic ability to talk to anyone, his big smile, hearty laugh, entertaining stories, sweet dance moves, beautiful singing and, most of all, his everlasting love for his family. Bill was a “one of a kind” kind of guy, and he was loved deeply.

Bill was preceded in death by his parents, Bill and Jean Tierney, mother-in-law Pat Ash (Ray Rankin), father-in-

law Gordon Ash, fatherin-law Edward Ohm, brother-in-law, David Ash and numerous other cherished and beloved extended family.

Bill is survived by Cheryl, his wife of 50 years, and their three children: Shelby Tierney (Chris) Uchida, San Diego, Andy Tierney (Sarah), Dufur, OR, and Alyssa Tierney (Sadie LaBriere), Cedarville; four grandchildren, Elise and Will, San Diego and Bryce and Maddelynn, Dufur, OR; brother, Jimmy Tierney (Lyn) Knoxville, Tennessee; niece, Stephanie Tierney, Las Vegas; sister-in-law, Peggy Ash, Cedarville;

and nephew Random Ash, Cedarville.

Please join the family for a Celebration of Life at 11:00 am on Saturday, March 15, in the Four Seasons’ Room, Modoc Fair Grounds, Cedarville. Lunch will be served. Police Dept. News:

Over the last month, APO has generated 42 new cases and 22 arrests. Of the arrests, 7 were felonies and 15 were misdemeanors.

Out of the new cases pulled, several were drug related. There was also a search warrant conducted which produced drug paraphernalia, illegal firearms, and other various charges.

General Gov’t News:

Annual business license renewals have been sent to active businesses within the community. Renewal fees are due February 1, 2025.

City Hall has a new Modoc High School intern on board learning the ropes of the Finance Department and duties of different positions within City Hall.

Fire Dept:

Burn Permits are available for purchase! During 2024, there were a total of 42 fire calls and 301 medical calls.

Public Works:

Crews are working on pothole patching as weather allows. Public works admin is working on a rental inspection program. More to come following the next City Council meeting regarding the program.

This growing educational facility serves Native American families in Shasta County, providing comprehensive, developmentally appropriate services for children while celebrating the cultural traditions of the community.

Introducing a new infant and toddler

classroom, along with a new office front, the expansion was made possible through the strategic use of COVID-19 funding from the Child Care Development Fund, underscoring the program’s dedication to advancing early childhood education for Native American Families.

Redding Rancheria held a ribbon cutting for the expansion on Wednesday,

The new classroom will accommodate 10 additional students aged 12 months to 36 months, enhancing the capacity of the Redding Rancheria Head Start to now serve 61 Native American students across four vibrant classes. This expansion represents a significant

step in supporting the development and cultural needs of young children in the community.

Talking to your teens about relationships can help them recognize warning signs and stay in healthy relationships. There is no easy solution, but open dialogue can encourage them to seek support (from you or someone else) if they are in an unhealthy or abusive relationship.

Teens may be experiencing a variety of physical and emotional changes during this time of their life and they may not readily share with you all of the changes they are experiencing. Be on the lookout for any of these potential signs:

Spending less time with family and friends?

Excessively text messaging, phone calling, emailing or visiting with their partner?

Giving up things that used to be important to them?

Having declining grades or missing school?

Being pressured by a partner about what to do, where to go, or what to wear?

Being worried about upsetting their boyfriend/girlfriend?

Apologizing or making excuses for their boyfriend’s/girlfriend’s behavior?

Has injuries that he/she tries to cover up or can’t explain?

Has a partner who is extremely jealous or possessive?

Being depressed or anxious?

Has a partner that abuses other people or animals?

*Note: These are warning signs. Paying attention to them is important, but noticing one does not necessarily mean your child is in an abusive relationship. Many can be natural changes that happen over the course of teenage years.

Tulelake High Wins Modoc County Academic Decathlon; Modoc High Takes Super Quiz Title

Students from three local high schools competed in the Modoc County Academic Decathlon on Feb. 1, hosted by the Modoc County Office of Education. Participants from Modoc High School, Surprise Valley High School, and Tulelake High School showcased their academic skills in the annual competition.

Tulelake High School emerged as the overall winning team, while

Modoc High School claimed victory in the Super Quiz portion of the event.

Top-scoring students from each school were recognized for their individual performances. Kaitlin Nield of Modoc High led all competitors with 6,019 points. Ashlyn Halousek of Tulelake High earned 4,697 points, and Arthur Delgado of Surprise Valley High scored 4,629 points.

Team coaches for the event were Jack Eddy for Modoc High, Heather Bordwell for Surprise Valley High, and Samantha Slack for Tulelake High.

The Modoc County Office of Education expressed appreciation for the judges, coaches, and participants for their contributions to another successful Academic Decathlon.

Alturas Garden Club February Meeting

Focuses on starting plants from seeds and cuttings. We will start planting for our spring plant sale. The Senior Citizens Valley 50 Club (SCV50C) Lunch

The Senior Citizens Valley 50 Club (SCV50C) receives lunches every Tuesday and Thursday at the Senior Center in Cedarville. Lunch starts at noon,

but conversation starts around 11:30. If you are in your 50’s we ask for a small donation for lunch. 60 and over is free. You can look at the menu TEACH in Alturas posts for the week in the paper for Tuesday and Thursday lunch or stop by and pick up a monthly menu at our center. Menus are also posted on the post office bulletin boards in the valley.

We also have a potluck the 3rd Wednesday of every month. So come on down for some good food, conversation and laughs. Hope to see you there soon.

The California Rifle and pistol Association, Modoc Chapter, will be holding a meeting starting at 10:00 AM Saturday, February 15th.

DETAILED SUMMARY OF THE MATTER THAT PLAINTIFF SEEKS TO VALIDATE:

The California Department of Water Resources (Department) operates facilities which conserve, store, transport and deliver water to urban and agricultural water agencies throughout the State. Since 1960, the Department has approved, planned and constructed a system of water storage and transportation and power generation facilities (the State Water Project). Currently, State Water Project water is conveyed across the Sacramento-San Joaquin Delta through the natural channels of the Delta formed by the confluence of the Sacramento and San Joaquin Rivers, as those channels have been modified over the past 150 years.

The Department has undertaken to develop a comprehensive plan for the effective delivery of State Water Project water across the Delta. The Department is currently undertaking planning and design activities regarding potential new Delta conveyance facilities. The facilities under review would transport water from new intake points on the Sacramento River at the northern edge of the Delta through an underground tunnel running below the natural waterways of the Delta to State Water Project export facilities at or below the southern edge of the Delta. These facilities would be a further modification of the Feather River Project authorized pursuant to the Central Valley Project Act, Water Code sections 11100 et seq.

The Department has established a proposed revenue bond financing to finance the cost of the environmental review, planning, engineering and design, and if and when appropriate, the acquisition and construction of Delta conveyance facilities. On January 6, 2025, the Department adopted a bond resolution authorizing the issuance of revenue bonds for those purposes. Under the bond resolution, bonds for construction cannot be issued unless specific conditions precedent are satisfied, which include regulatory and statutory requirements regarding the physical and environmental aspects of approving, constructing, and operating Delta conveyance facilities.

On January 7, 2025, the Department filed a validation action to confirm the legal validity of the Department’s proposed bond financing. A validation action is a judicial proceeding in which a governmental agency, like the Department, can confirm the validity of a proposed financial transaction before it commits to or undertakes the transaction. The Department’s validation complaint, the bond resolution, and a copy of this Summons are available on the Department’s internet website at: https://water.ca.gov/Programs/ State-Water-Project/Delta-Conveyance/Public-Information.

Blind Date Books this Valentines Day Season

Are you ready for a special Valentine’s Day date? If you are looking for something special for Valentine’s Day, the Modoc County Library is once again offering their blind date with a book program from February 10 through the end of the month. We have a great selection of new adult and young adult books that have all been prepared for a special date with you! Each book is in its own bag along with a few extra surprises. The bags are marked with a very brief description of the book so you can check out a “date” that suits your tastes. There will be blind date bags available at

all of our Modoc County Library locations, but supplies are limited and are only available on a first-come-first served basis. If you return your date quickly enough, it will be repackaged for another lucky reader to choose. All of the blind date books will become regularly circulating items at the program’s end. For those of you who would rather keep your date, the Friends of the Library Bookworm has several FREE blind dates ready for you! Come on by your library in Alturas, Adin, Cedarville, Lookout or the Bookworm to check out your date!
