A convicted felon was arrested Aug. 4 after Alturas police officers found an arsenal of firearms, ammunition, drugs and
paraphernalia during a search of his home, authorities said.
The Alturas Police Department said it began investigating after receiving information on Aug. 3 that Gene Frankenfield, 58, of Alturas, was unlawfully in possession of stolen firearms. Following the tip, police conducted a thorough investigation and obtained a search warrant signed by Honorable Judge Randall Harr.
The next day, officers executed the warrant at a residence in the 600 block of Josephine Street. Inside, police said they discovered 12 firearms of various types, ammunition, suspected methamphetamine and
several items of drug paraphernalia. Investigators determined that some of the recovered firearms had been reported stolen.
Frankenfield was arrested and transported to the Modoc County Jail. He was booked on suspicion of being a felon in possession of a firearm, being a felon in possession of ammunition, possession of stolen property, possession of a controlled substance and possession of drug paraphernalia.
In a statement, Alturas Police Chief Marc Muller said the department is committed to ensuring public safety by “actively pursuing individuals engaged in illegal activity.”
The Modoc Certified Farmers Markets, organized by Modoc Harvest, are now in full swing across Modoc County, offering residents fresh, locally produced food and a lively community hub. That’s what happens to unneutered feral cats. A moma cat has 4–6 kittens. They grow up and each female has 4–6 kittens. That’s 16 feral cats. Cat gestation is about 2 ½ months! They can have several litters a year. The 16 feral cats have an average of 4 babies. That equals 64. That 64 × 4 = 250 cats!! 250 × 4…
The feral cats don’t get rabies or FVRCP vaccines and can spread disease, possibly to our pet cats.
That’s why Modoc Feline Humane Society was started. We humanely trap feral (community) cats and pay our local vet to spay or neuter them, give shots and deworm them. The recovered cats go back to their home neighborhood. MFHS raises money to pay for these community cats’ shots and surgery.

Jerry Wendland was born on July 19, 1935, in Roy, New Mexico, and passed away at the age of 90 on July 22, 2025, surrounded by family. During his childhood, he cherished time spent on his grandmother’s ranch in New Mexico, where he developed
a lifelong passion for cowboy life—one of his greatest loves. The day after the attack on Pearl Harbor, Jerry’s father moved the family to a military base in Los Angeles. As a construction contractor, his father’s role was to build
houses atop the base to camouflage it from potential Japanese strikes in California. During this period, Jerry acquired many valuable skills from his father.
Jerry graduated from Benjamin Franklin High School in Highland Park, Los Angeles. He continued his education at Cal Poly, Pomona, earning a degree in Animal Husbandry and a Bachelor of Science in Agriculture. His next adventure took him to Modoc County, where he lived for more than 65 years and found a true home.
A dedicated cowboy and outdoorsman, Jerry managed several ranches throughout the county. He later became the Assistant Director of Public Works for the City of Alturas, eventually retiring—though he soon returned to serve as Water Master for the South Fork Water District. He retired for good at age 80.
Jerry’s love for the outdoors never waned. He was a leader in the Sierra Club, guiding and packing groups
through the Sierra Mountains. His hunting pursuits took him as far as Idaho and Colorado for elk hunts, and in 2005, he traveled to Africa with his wife, sons, and a friend, returning with lasting memories and trophies.
A steadfast supporter of his community, Jerry was a member of the Alturas Elks Lodge for 48 years and served as a Past Exalted Ruler. He was also past president of the Tribe Ride, past captain of the Sheriff’s Posse, and a volunteer at the Warner Mountain Roundup in Cedarville.
Jerry’s other great love was his wife, Sue Roden Wendland. They met

He is survived by his wife Sue; son, Michael; (Quinn); daughter, Linda Lafferty (Steve), stepson Rick Welling; sister Joann Strong; eight grandchildren; nineteen greatgrandchildren; a niece and a nephew.
Jerry was preceded in death by his parents, grandmother, and a son, Allen Wendland. A service will be held on September 6, 2025, at 11:00 a.m. at the Alturas Elks Lodge, followed by a potluck gathering. Donations in Jerry’s honor may be made to the Alturas Elks Lodge.

California’s unemployment rate has climbed again, placing the state at or near the top of the nation, and in Modoc County the jobless rate remains significantly higher than the statewide average. In June 2025, California’s unemployment rate stood at 5.4 percent, tying with Nevada for the highest rate among all U.S. states. By comparison, the national unemployment rate was about 4.1 percent.
Modoc County, located in northeastern California, recorded a jobless rate of 9.1 percent in January 2025, well above both state and national levels. The county’s civilian labor force numbered 3,070, with 280 people unemployed at the time.
State officials say California’s unemployment rate reflects slowing job growth and increased economic pressure. Employers are often holding off on hiring amid uncertainty over tariffs, immigration, automation, and rising costs.. While some job gains occurred in health services and private
education, sectors like trade, transportation and utilities posted losses, driven by declines in warehousing and wholesale trade.
For Modoc County, a rural region with fewer than 9,000 residents and limited industry diversity, the high jobless rate reflects broader structural challenges.
The county relies heavily on federal employment tied to public lands and services, which means it has fewer non-government job opportunities compared to urban areas. Modoc’s median household income is among
the lowest in California, and nearly a quarter of its population lives below the poverty line.
As of the latest EDD release for June 2025, California’s job market shows signs of stagnation. The state has added few jobs in sectors outside health care and government, and the overall unemployment level remains elevated.
In a county where job options are already limited, residents of Modoc County face some of the state’s sharpest employment challenges.

The Modoc Joint Unified School District (MJUSD) will once again participate in California’s Universal Free Meals program for the 2025–2026 school year. This initiative ensures that all students at every MJUSD site will receive both breakfast and lunch at no cost, regardless of family income.

Saturday is stacked from sunrise rabbit shows to the Hot Summer Car Show behind the Four Seasons Building at 10 a.m., free kid events such as the First 5 Modoc Diaper Derby at 2:45 p.m., and the return of Cedarville Raceway stockcar action at 6 p.m. on the main track. The evening closes with the Joey Carmon Band’s street dance while the midway lights stay on until 11 p.m.
Sunday morning starts with pancakes at the Surprise Valley Community Church, then rolls into the Main Street parade at 10:30 a.m. and the Devil’s Garden Colt Challenge & Mustang Competition in the arena at 11 a.m. Exhibits and carnival rides run until the fair wraps at 5 p.m.
Throughout the week, visitors can browse quilt and photography shows, sample demonstrations by UC Master Food Preservers, and cheer on youth showmanship across beef, sheep, swine, goat and rabbit divisions. The fair office is open for entry forms and presale tickets Aug. 7–8 and again

Modoc National Forest, along with off-forest resources assigned to the area, has responded to a total of 38 lightning-caused fires since July 24. These fires were ignited by daily thunderstorms that brought significant lightning to the region. Thanks to the swift and efficient work of firefighters, all these fires have remained small and are either contained, controlled, or fully extinguished.
The largest of the 38 fires were the Mammoth Fire and the Howards Fire, while the others remained under 10 acres in size.
The Mammoth Fire was reported on July 25, west of the Dry Lake fire station off Highway 139. It burned through grass, sage, and junipers and was fully contained by July 31, burning a total of 2,533 acres. The Howards Fire was reported in the late afternoon of July 31, above Howards
Gulch on the north side of the highway, affecting grass, brush, and juniper. This fire was contained at 100 acres by August 3.
Despite the significant rainfall from the storms, there is still a risk of new fires starting in the coming days as temperatures rise and conditions become drier. Modoc National Forest fire resources are prepared to respond to any new incidents. If you see smoke, please call 911 immediately. Provide your location and any nearby landmarks to help responders locate the source of the smoke. For your safety, and for the safety of firefighters, please avoid entering any fire-affected areas.
To help reduce the firefighters’ workload, be cautious with any activities that could start a wildfire and follow the fire restrictions currently in effect for Modoc National Forest. Campfires

The Modoc High School Cheerleaders launched their season in high spirits last week as they welcomed professional instructors from the Universal Cheerleading Association (UCA) for an on-site training camp. The three-day event brought expert instruction, spirited teamwork, and advanced cheer techniques — all made possible by the squad’s incredible dedication to fundraising.
This year, eight girls from the cheer team participated in the camp. The total cost — approximately $2,500 — was fully covered through a summer-long effort of student-led fundraisers and generous community
donations. From bake sales and car washes to outreach across town, the cheerleaders worked together with one goal in mind: to invest in their growth as athletes, performers, and leaders.
“It means so much. These girls have worked so hard before camp during the summer to fundraise to be able to raise this money for camp, and now that it’s actually happening, you can tell how much pride they take into having this opportunity,” said Coach Denise King.
With UCA instructors on-site, the girls received intensive training in stunt safety, crowd engagement, sideline cheers, and performance routines.
The camp also included motivational sessions focused on teamwork, discipline, and leadership — tools that will carry the squad through the season and beyond.

Firefighters are contending with three active wildfires across Modoc County: the Clear Fire, the Mammoth Fire, and the Howards Fire. Each blaze ignited in late July amid dry conditions and thunderstorms, prompting a swift interagency response. Below are the latest details on when each fire was discovered, their size, containment status, any evacuations, the agencies involved, the challenges faced, and the most recent updates.
Clear Fire
The Clear Fire was first reported at approximately 4:37 p.m. on July 30, 2025 in a remote part of Modoc County. It ignited on federal land west of Deer Hill near Dry Valley Reservoir and is being managed by the U.S. Forest Service (Modoc National Forest). As of the latest information, the Clear Fire has burned roughly 11.3 acres in total. The cause of the fire remains under investigation, and Cal Fire has classified it as a federal incident (not a Cal Fire–managed fire).
Containment of the Clear Fire is reported as 100% in the sense that
forward progress has been stopped, though official containment percentage was not immediately provided in public updates. No evacuation orders or warnings were issued for this fire, given its small size and remote location, and no structures were threatened. Fire crews from the Modoc National Forest responded quickly, preventing significant spread. The most recent update, as of August 3, 2025, indicated that the fire’s acreage held at just over 11 acres and it was largely under control.
Mammoth Fire
The Mammoth Fire broke out on July 25, 2025 at 4:23 p.m. in the afternoon, in the Dry Lake area off Highway 139, about three miles north of Tionesta. The fire is on Modoc National Forest land and the U.S. Forest Service is the lead agency managing the incident. In its initial hours, the Mammoth Fire spread rapidly – reaching an estimated 150 acres within about two hours of ignition, driven by dry fuels and wind. Over the following days the blaze grew to approximately 2,533 acres in size. Fire behavior was influenced
by strong, gusty winds and erratic gusts from passing thunderstorms, which posed challenges to containment efforts. Crews also had to contend with difficult terrain; lava rock “reefs” in the area hampered the construction of containment lines around the fire. The cause of the Mammoth Fire is under investigation. By mid-week, firefighters had made significant progress. As of an update on July 30, 2025, containment had reached about 80%, and by August 1, 2025, the Mammoth Fire was fully contained (100%) at 2,533 acres burned. During the incident, evacuation warnings were issued as a precaution for rural residents in the vicinity. Specifically, authorities warned people in Zones MCU-001 and MCU002 near Tionesta (areas west of County Roads 120 and 121) to be ready to evacuate if conditions worsened. No mandatory evacuation orders were ultimately required, and there were no reports of structures lost. The Mammoth Fire’s full containment was confirmed by August 1, and fire crews continue to patrol and mop
up hot spots in the fire area to ensure it remains cold.
Howards Fire
The Howards Fire was discovered on the afternoon of July 31, 2025 near Howards Gulch, on the north side of Highway 139 by the community of Canby in Modoc County. Initial reports estimated the fire had spread to roughly 100 acres in size within a few hours, as it was being driven by strong winds from nearby thunderstorms that day. However, once firefighters conducted more accurate mapping of the burn area, the fire’s size was revised to about 30 acres on the evening of July 31. The Howards Fire is burning in Modoc National Forest jurisdiction and is being managed by the U.S. Forest Service, with no Cal Fire team assigned. The cause of the fire is undetermined and under investigation, though thunderstorms in the area suggest a possible lightning start.
As of the latest update, the Howards Fire has burned approximately 100 acres in total and is around 45% contained. Firefighters from the Modoc National Forest have been strengthening
containment lines and mopping up, working through the weekend amid lingering stormy weather. No evacuations have been ordered for this fire – a reflection of its remote location and the fact that it has not threatened populated areas. Terrain in the Howards Gulch area is rugged, but crews have kept the fire’s spread limited despite the initial wind push. The most recent status report on the Howards Fire (as of August 3, 2025, 1:25 PM) noted the containment at 45%, and fire managers expect containment to continue increasing in the coming days as cooler weather moves in.
Wider Fire Activity
In addition to these larger incidents, 35 other lightningcaused fires have been reported in Modoc National Forest since July 24, each burning fewer than 10 acres. All are either contained, controlled, or extinguished.
As students prepare to head back to school, eye doctors are urging families not to overlook one of the most important school supplies: a pair of glasses.
Research shows that children who go without needed vision correction may struggle academically, socially, and emotionally. Uncorrected vision problems can delay reading skills, reduce attention in the classroom, and in some cases, cause permanent vision loss if not treated early.
Vision is a key part
of learning, especially for young students who rely on seeing the board, reading, and tracking movement. Missing that early correction window can make a difference that lasts for years.
Amblyopia, also known as lazy eye, becomes much harder to treat after age 7.
While some mild cases of farsightedness can wait a few months for glasses, eye experts agree that early screenings and regular exams are essential— especially before the school year begins.

The Modoc County Sheriff’s Office has issued a new public statement clarifying the purpose and limitations of the county’s Automated License Plate Reader (ALPR) program, which uses Flock Safety cameras to support law enforcement investigations. The update comes more
than a year after the Modoc County Record first reported on the initiative in April 2024.
According to Sheriff William “Tex” Dowdy, the Flock camera system, now active in six locations across the county, is designed solely for investigative purposes. The program
is not used to enforce minor traffic infractions, such as speeding, expired registrations or mechanical violations.
“Our top priority is — and always will be — to protect the citizens of Modoc County,” Dowdy said in the August 2025 release.
“Flock cameras are simply another tool that helps us do that more effectively and efficiently.”
Crime-Focused Use Only
The technology is intended to aid law enforcement in identifying vehicles connected to active investigations, including those involving stolen vehicles, Amber Alerts, missing persons and other criminal activity. The system captures license plate data and vehicle characteristics such as make, model and color, along with time and location data.
The Sheriff’s Office emphasized that the cameras do not issue citations or monitor traffic behavior. Instead, they provide actionable leads for law enforcement in cases of:
• Human trafficking
• Missing persons
• Stolen vehicles and property
• Drug and weapons trafficking
• Amber Alerts and known threats
All data collected is stored securely and made accessible only to authorized law enforcement personnel,
the release said.
The use of ALPR technology by Modoc County is in compliance with state and federal laws, including the Fourth Amendment, which protects against unlawful searches and seizures. The Sheriff’s Office confirmed that legal counsel and partner agencies have reviewed the program to ensure its constitutionality.
As reported in April 2024, the system was funded through a Department of Homeland Security grant and originally included seven camera units. That report also noted that the Modoc County Board of Supervisors approved strict operating procedures, which include annual reporting requirements. The Sheriff’s Office has committed to providing an annual public report detailing ALPR system usage, reinforcing its pledge to transparency
and accountability.
In its latest statement, the Sheriff’s Office described the program as a natural extension of existing community safety efforts, not as an overreach into surveillance.
“This is not a step toward unnecessary surveillance,” the release said. “It is one of many tools that assist deputies in solving crimes, rescuing vulnerable individuals and keeping Modoc County safe.”
Flock Safety technology has already been adopted in cities and rural counties across California, where it has contributed to resolving cases that might have otherwise gone unsolved. The Sheriff’s Office hopes the same will hold true for Modoc County.

Some lakes in Plumas County can cause a skin rash called cercarial dermatitis, also known as swimmer’s itch. This happens when tiny parasites in the water get into your skin. These parasites usually live in
birds and some mammals that spend time in lakes. When people swim in the water, the parasites can dig into the skin and cause an allergic reaction. A swimmer’s itch is not passed from person to person.
Symptoms of Swimmer’s Itch:
Tingling, burning, or itching skin
Small red bumps or pimples
Small blisters
These symptoms can show up within minutes or up to a few days after swimming.
How to Treat It:
You can use the following treatments to help relieve itching:
Anti-itch ointment or cream (like hydrocortisone)
Cool, wet cloths on the
rash
Oatmeal baths
Try not to scratch the rash—scratching may cause an infection. Call your doctor if the rash doesn’t go away.
How to Prevent Swimmer’s Itch:
Don’t swim in shallow water with a lot of weeds or snails, or where many ducks or geese are nearby.
Swim in deeper water if you know how to swim well.
Dry off with a towel right after swimming or wading.
Take a shower as soon as you can.
Don’t feed birds near swimming areas—it can attract more of them. By taking these steps, you can lower your risk of getting swimmer’s itch and enjoy a safer swim in Plumas County lakes. It contains a discussion of regional transportation issues or concerns and possible solutions; goals, objectives, and policies for each transportation mode and area of concern; actions to be taken to implement plan goals, objectives, and policies and funding estimated to be available. There is a direct correlation between this plan and regional federally funded transportation projects. Regional transportation projects identified within this plan can be considered for funding by the California Transportation Commission through state and federal programs. This plan outlines regional transportation needs for specific funding programs through lists of projects, needs, policies and actions.

Aspiring young artists in Modoc County have a golden opportunity this fall, as The Art Center in Alturas announces a series of free art classes for students aged 13 to 24. Registration forms and occupancy tax submission forms can be located on our website. In addition to occupancy tax, you must have a valid business license with the City as well.
