The Alturas Fire Department is investigating a fire that damaged a vacant home off of Carlos St and two outbuildings Friday afternoon.
The fire, which was contained to under two acres, was confirmed to have started when a man mowing nearby with a lawnmower inadvertently sparked the blaze. Firefighters responded
quickly and prevented the flames from spreading to nearby properties.
The home that was destroyed has been vacant for many years, and no injuries were reported. Many citizens gravitated to the incident trying to get a better view.
Residents in the area expressed concern over the incident, emphasizing the need to always have an emergency plan in place in unexpected incidents.

California Department of Water Resources and the California Department of Fish and Wildlife have issued an Algal mat alert for Turner Creek ~0.6mi above Pit River near or on the Modoc National Forest.
Please use caution when recreating near this area.
While harmful algal blooms (HABs) are caused by algae or cyanobacteria that grow suspended in the water column (planktonic), some algae grow attached to the bottom (benthic) and can form algal mats. Some species can produce toxins, and if present, can pose a risk to humans and pets. Here are a few actions to keep in mind:
*Heed all instructions on posted advisories if present.
*Avoid algae and scum in the water and on shore.
*Keep an eye on children and pets (dogs).
*If you think an algal
mat is present, do not let pets and other animals go into or drink the water, or eat scum and algal accumulations on the shore.
*If you think an algal mat is present, reduce potential for inhalation of sprays or mists by avoiding areas downwind of the bloom, and activities near the bloom that could kick up spray such as splashing.
*Don’t drink the water or use it for cooking.
*Wash yourself, your family, and your pets with clean water after water play.
*If you catch fish, throw away guts and clean filets with tap water or bottled water before cooking. We want to tell you “Thank You”
On February 27,2024 our dream home burned to the ground. It was such a life changing experience in so many ways. Our home and most of the things we’d collected in 31 years of marriage were lost. They were nothing compared to what we gained…………Kind friends and neighbors. We’ve been blessed with so much kindness from our neighbors and friends. Words cannot explain the joy and mental support they gave us.
After dialing 991, 999 and finally 911 three fire crews, one ambulance and one water tender was dispatched. The Sheriff’s Department showed up there and were very kind. Our neighbor, Tim Jr. S, was the first to help. As soon as he saw the smoke. Because the fire started in the attic, the brave firemen had to go into our burning home.
They had to punch holes in the ceiling to put out the fire. Before they cut open the ceiling, they brought out some of our clothes, shoes and most of the pictures on the walls. Most importantly, they saved two of our dogs hiding under our bed. This community should be rewarded for being the kindest, most caring in all the world.
Just a few examples: Kim from Alturas Tire offered her apartment in town, Brent and Tina D. offered their house on Cedar Pass, Kelly and Crystal P. offered us a room and a place to keep our animals, Aron and John from Big Dog came out the very next morning to hook up our electricity so the animals would have water, Samson and Angelina Offered a place for us and our animals, Tim Sr. and Clare S. offered a room. Our neighbor Pat C. opened her home to us for 10 days. She fed us and kept me sane. The fire chief and his crew came back a week later and burned the remains to make clean- up easier. There are so many others, Robin T, Judy J. Kendal H., Trevor and Colleen F, Emily and Melony W. If I’ve forgotten any apologies. Tim Jr. S. brought a crew from his church to load up two cords of firewood I wanted donated to an elderly man. John T. helped cleanup with Andrew B.’s excavator. So much kindness from all. We are truly blessed to live in Alturas, Ca. “Thank you” doesn’t seem quite enough. Just know we will be forever grateful. May God bless and keep you and yours happy, healthy and safe. The Modoc County Resource Advisory Committee (RAC) is inviting interested parties to attend their meeting on August 21st at 3:00 P.M.
The meeting will be held in the Modoc National Forest conference room at 225 W 8th St. Alturas, CA. This meeting is intended to review and prioritize preliminary project proposals, provide feedback to project proponents for their final proposals, and strategize for future meetings and project awards. Projects by the close of business on Friday, August 14, 2024. Projects must benefit National Forest System lands and ecosystems in Modoc County and must meet established criteria in the following areas: roads and trails, infrastructure maintenance, soil and forest ecosystem health, watershed restoration, maintenance and improvement of wildlife and fish habitat, control of noxious weeds, and reestablishment of native species.
H.R.2389 - Secure Rural Schools and Community Self-Determination Act of 2000 also outlines expected outcomes,
including how the project will meet or exceed desired ecological conditions, maintenance objectives, or stewardship objectives. It should also include an estimation of the amount of any timber, forage, other commodities, and other economic activity, including jobs generated if any, anticipated as part of the project. A detailed monitoring plan, including funding needs and sources that tracks and identifies the positive or negative impacts of the project and provides for validation monitoring. The monitoring plan shall include an assessment of whether the project met or exceeded desired
ecological conditions, created local employment or training opportunities, and whether the project improved the use of, or added value to, any products removed from lands consistent with the purposes of this Act. At least 50 percent of all project funds are dedicated to restoring streams and watersheds, or road maintenance, decommissioning, or removal. Projects may be on private land but must show a direct benefit to National Forest System lands.

Recently there has been some concern amongst Modocers regarding homeowners insurance policies, particularly with Nationwide. According to one community member, “Many people have received notices from Nationwide telling them to fix issues on their homes or lose their homeowners coverage. Some of these issues are more cosmetic than safety or fire hazard issues. I never heard of any insurance company coming onto your property and making a list of repairs for the homeowner” they wrote
in.
According to local insurance sources, due to the area we live and risk of wildfire in California, this is becoming a more common practice by many companies; not limited to Nationwide. Inspectors have been known to visit properties prior to policies being issued, to assess any potential risks the property may pose, and with the increase in fires over the years insurance companies are becoming more aware of any potential risks that could cause damage that they would have to pay for. Bill Madison with Modoc Insurance Services shared that
“insurance companies are conducting more inspections to determine if the buildings they insure meet their underwriting guidelines”. It is also becoming more common that these companies are using drones; which allows for conducting property inspections more remotely, and they use the footage to determine things that may need to be corrected or repaired by an insured. However, there is no knowledge of this happening within Modoc County. While there have been some non-renewal notices sent out in Modoc, it is important to note that

these don’t necessarily mean your policy is terminated immediately. When an insured receives a notice of nonrenewal for “need of paint”, for example, that non-renewal typically gives a “grace period”, usually at least 90 days, to make any necessary repairs. If a homeowner is unwilling, or unable to do so, they risk losing coverage. There are several companies nonrenewing policies they have in high risk wildfire areas, and unfortunately that does include areas of Modoc County. Another concern seems to be the speculation of Nationwide working its way out of California entirely by 2025, and they are not the only
company that has been thought to be doing this. At this time no local sources are aware, or have not been notified of this happening. The hope would be that agencies all over the state would be made aware, in order to give agents time to work with their policyholders to find new coverage. Homeowners insurance has become increasingly difficult to obtain as the years go on, and insurance companies are more in tune to risk to their company. While the concerns of Modocers are understandable, it’s important to recognize that these practices are not exclusive to Nationwide but are now common across the
industry. As insurers face increasing risks, especially in states like California, they are becoming more stringent in their evaluations and requirements. Homeowners are advised to stay proactive in maintaining their properties to meet standards, and to keep in touch with their agent to stay informed about their options.

Modoc High School is set to implement a new phone policy on Aug. 14 to minimize distractions and foster a more focused learning environment for students. The decision comes after careful planning and consideration over the past three years and reflects the school’s commitment to student success and well-being.
In the wake of the COVID-19 pandemic, Modoc High School faced significant challenges with student phone usage in the classroom. Alongside vaping, phone use quickly became one of the most disruptive issues in schools.
Previously, MHS had a policy allowing students to monitor their own phone usage, with the stipulation that phones could not be used during class time. However, this approach proved unsuccessful, leading to daily occurrences, frequent interruptions and impacting the learning experience.
Under the new policy, students will be required to turn off their phones, Apple Watches, and AirPods during class. All cell devices will be placed in a designated box at the start of class and will be returned after the 90-minute class period. The policy ensures that all students can learn in an environment free of electronic distractions.
In the event of an emergency, staff will handle all necessary communications, ensuring that students will not have a need for their phones during class time. MHS is also equipped with Chromebooks and landlines in every classroom to accommodate any legitimate communication needs any student may have.
Modoc High School will continue to adhere to all 504 plans and Individualized Education Programs
(IEPs) regarding phone usage, ensuring that students with specific needs and requests are accommodated.
MHS Principal Kristen Budmark speaks for her faculty saying, “We, with the best of hearts, want the very best for our students. This policy is us doing that.”
The new policy has garnered strong support from parents, many of whom agree that reducing electronic use is crucial for students’ development and focus. Teachers are also looking forward to regaining valuable class time and engaging more deeply with their students.
If a student is found violating the policy, parents will be notified, and the phone will need to be retrieved from the school. Repeated noncompliance may result in Saturday school assignments.

Priority #2 is “All Students have the right to learn in an environment free of distractions,’’ a priority MHS Principal Kristen Budmark knows will be supported by removing cell phones from classrooms. “This has been made very clear and we are walking out this priority,” Budmark emphasizes.
The implementation of this policy reflects MHS’s dedication to making decisions that prioritize student well-being and educational success.
“Modoc High School does what’s best for kids,” MHS Principal Kristen Budmark said. “This policy is not about stripping rights but about allowing children to fully immerse themselves in their education. We believe this is truly what is best for our students.”

Better Sleep Patterns: Without the temptation to use phones during school hours, students might reduce their overall screen time, potentially improving sleep quality.
Less Dependency on Technology: Encourages students to develop problem-solving and
critical-thinking skills without immediately turning to their phones for answers. Budmark also states, “Teachers are really excited to have their class time back again. This change will bring back learning again without the distraction.”

The Modoc National Forest is pleased to welcome Ian Reid as the interim Forest Supervisor for the next 120 days, beginning his detail with the forest on August 5th. Ian has served as a district ranger on the Deschutes National Forest in Sisters, Oregon for the last seven years. Prior to this role, he held the position of district ranger in northeastern Oregon and has had other various temporary leadership assignments. Ian is an advanced level
agency administrator with experience in serving as agency administrator on wildfires and all-risk incidents throughout the Pacific Northwest.
Apart from his involvement in firerelated work, Ian also has experience in range, minerals, timber management, fisheries, wilderness, and recreation. He has earned a BS in biology and fisheries science from Southern Oregon University and Oregon State University, as well as a MS in ecology from SOU. When he’s off
duty, Ian enjoys hunting and fishing, whitewater rafting, trail running, and snowboarding. He lives in Sisters with his wife Annie, who he has been married to for 21 years, their two teenage daughters, and two bird dogs. Ian shared “I am excited to work with the caring and dedicated employees of the Modoc National Forest and to support the local communities and tribal partners who depend on the natural resources found on the Modoc.”

Warner Mountain Weavers has been a part of the beautiful Main Street in Cedarville, CA for over 20 years! In June of this year Adrienne Johnson purchased the property and the business from Bonnie Chase, who originally purchased the building to use as a work studio for herself back in 2002. Quickly, people took notice of what Bonnie was creating and it turned into the business and learning center the community knows today.
Adrienne started out as a customer in Warner Mountain Weavers about 12 years ago. Being a weaver herself, she bought yarn for her own craft and got to know Bonnie well over the years; eventually becoming an apprentice in the shop and even teaching
open knitting classes in 2022. As she spent more time in the shop with Bonnie and became more involved, she fell in love. Bonnie’s hope was to pass the shop along to someone; after dedicating many years to what she loved, she was ready to retire. So Adrienne and her husband decided to purchase and take it over, and continue all of the amazing works the shop has to offer! The building itself is 150 years old, it was once a schoolhouse and the mason hall at one point as well. They are dedicated to upkeeping the building, and doing what needs to be done to keep it up and running.
“Emphasis for the store is keeping everything as local as we can”, Adrienne said, “like locally made garments. All the way down to the fiber used to make the garments, whenever
possible”. The rugs made in the shop use churro yarn, which actually comes from the Newberg family in Alturas, CA. Almost all of the dyes are made from materials grown right on Warner Mountain Weavers property as well, or collected from local farms or ranches in the area. Adrienne’s plan for the building’s second story is turning it into a dedicated learning space for the community. Warner Mountain Weavers has always had educational capability, hosting knitting classes for example, but this space will be dedicated to specific classes - for anyone! She strives to offer sewing classes (everything from quilting to more production methods), knitting, spinning yarn, weaving on the looms, even a dye center outside to teach people how to dye their yarn. “We’re hoping to
be able to teach people how to go from the animal, to the product (rug, blanket, shirt, socks, etc)” Adrienne shared. Offering classes like these not only opens up the possibilities for locals to gain new skills they’ve never had, but also to bring more growth into our community. With Surprise Valley being a place to come and learn a wide range of traditional skills and arts. Classes like these will be offered for anyone who wants to learn! “There’s a common misconception that it’s pricey to learn, or that it’s only for the most skilled of people,” Adrienne said, “but it’s truly open to anyone who wants to come in and learn. There’s a power in learning how to make things with your own hands.”
There will be “beginner” classes offered for those just starting out, and also more “advanced” classes for those
who’ve been practicing these skills for a time; with the potential of teachers coming in from all over to share their knowledge as well. Eventually Adrienne would like to add classes for younger kids in the community. However, this has to be done thoughtfully for what would benefit the kids, and also be a safe space for them with the large equipment and tools. Ultimately, the goal is to continue opening up Warner Mountain Weavers as a community space. “One thing we have here that’s growing by the day is a collection of technical books about weaving, knitting, etc” Adrienne shared, and anyone can stop by to check out the “library” for ideas, or read about a new skill they’ve never tried! An apprenticeship opportunity is also something that she would like to offer in the future, opening this up to
community members or students, to come and not only learn these skills firsthand, but also teach them how to run a business in a rural setting such as this one.
After only being open for limited hours the past few years, the shop is open and running 5 days a week! September 4th through September 8th Warner Mountain Weavers will be hosting their 24th Annual “Wool Gathering”, where they’ll be holding weaving, spinning and dying classes in the shop! You can find more information about this event online. “Learning these skills doesn’t have to be complicated or difficult,” Adrienne says, “and it’s a great way to make connections with others in the community. It truly is a space for everyone”.

Not everyone is aware that Surprise Valley Electric is an Electric Cooperative. That means that it is owned by the members. (Us!) The definition of an electric cooperative is a private, not for profit company whose purpose is to safely deliver electricity to its consumers or members , at the most affordable price possible.
My goal as a director would be to make sure that it is indeed provided to you at the most affordable price possible.
My years of experience running a large successful business gives me the expertise necessary to be able to spot areas where things could be managed efficiently and ways to save and update equipment and supplies.

They married in 1971 and lived their lives in Likely, CA. Carol served as the postmaster in Likely, CA and retired after 22 years. She spent the remainder of her life in Likely, CA on their Ranch. Carol is survived by 2 sons, Rob Jochim and wife Dana. Grandkids Dustin, Matthew and Clara. Son David Randall and Wife Marsia Randall. Grandkids John and

The City of Alturas Pool The City of Alturas has reopened group swim lesson registration. Registration forms can be picked up at City Hall. Private lessons are still ongoing.
Beat this heat this Summer with a Private Pool Party, available for reservation on Friday or Saturday for a 2-hour block, as well as the City of Alturas will now offer the option of Sundays for a 3-hour block. Please contact the City of Alturas to discuss available and desired times. During Private Pool Parties, attendees are permitted to bring a BBQ grill. Additionally, a music speaker will be made available and can be connected to via Bluetooth or auxiliary cord. Attendees are also invited to arrive 15 minutes early prior to their reservation for setup.

Sacred Heart’s Annual Community BBQ
Sacred Heart’s annual community BBQ will be held at the Parish Hall on August 18th, from 12:00 noon until gone. Modoc County Department of Agriculture
Modoc County. On July 17th and 18th, the Modoc County Department of Agriculture in conjunction with Modoc County Farm Bureau and University of California Cooperative Extension (UCCE) hosted an agricultural tour to highlight some of the agricultural issues in Modoc County and how they relate to Sustainable Pest Management (SPM), a new strategic plan
under construction by the California Department of Pesticide Regulation (CDPR).
Attendees included north state county agricultural commissioners, representatives from CDPR, California Department of Food and Agriculture (CDFA), California Agricultural Commissioners and Sealers Association (CACASA), public land agencies, and elected officials. Over two days, attendees visited Surprise
Valley, Goose Lake, Newell and the Tulelake Basin. Producers, UCCE Farm Advisors, Modoc County Supervisors and staff, and the Tule Lake National Wildlife Refuge IPM coordinator spoke of the noxious weed, grasshopper, and water issues Modoc County faces and the tools needed to keep these issues in check.
In Alturas, the group loaded onto the bus and headed for Surprise Valley. County supervisors and staff, and UCCE Farm Advisors described attributes of the county as the bus traveled to the first stop at Marchy Ranch in Cedarville.
Scotch thistle was the main attraction at the Marchy Ranch. Tom Getts, UCCE Farm Advisor, discussed life history and management methods for Scotch thistle. Neighboring parcels harboring acres and acres of noxious weeds are a primary concern for producers in this area. Once established, removing Scotch thistle from the landscape is very difficult.
The group then traveled to the Ingraham and Gardener Ranches in Davis Creek. Ms. Betsy Ingraham shared her experiences with grasshoppers as the ground hopped with each step. Grasshoppers covered her house and
had stripped her garden. Tom Getts spoke to the source of grasshoppers off of public lands and the management options in the area. Laura Snell, UCCE Farm Advisor, spoke to the damage incurred by small scale farmers such as farmers market producers and those raising food for their families. The Gardeners described how the grasshoppers have decimated grass planted in alfalfa.
The day ended at the Modoc County Courthouse where attendees were briefed on the importance of agriculture to Modoc’s economy and they were given a brief history of the Klamath Project, which converted Tule Lake to a wildlife refuge and agricultural land.
On July 18th, the bus headed from Canby across the Devil’s Garden to Newell Migrant Center. Discussion ensued regarding invasive plant species as well as wild horses on the landscape. We learned that families at the Newell Migrant Center return from year to year to work in the agricultural industry in the Tulelake Basin. After a driving tour through Copic Bay and viewing the commodities produced there (alfalfa, potatoes, onions, garlic, horseradish and barley), the group toured Gold Dust Potato
Processors and ended at the UC Intermountain Research and Extension Center (IREC), Ben DuVal, Klamath Water Users Association, Geoff Grisdale, Tule Lake National Wildlife Refuge, and Rob Wilson, IREC, described the integrated management of wildlife and agricultural lands in the Tulelake Basin and how land use practices
benefit both. Juan Hildago, CACASA President commented, “Growers shared the issues they are facing in controlling weeds and grasshoppers in agricultural production areas and the lack of tools available to control these pests and concerns about more tools that may be taken away as the state pushes for SPM
and regulatory measures that can impact the use of available tools. The message from growers across our state is consistent regardless of the commodity being grown in the efforts being made to use IPM (Intergated Pest Management) and being diligent in using the limited pesticide tools available. Current tools must be preserved and cannot be eliminated before effective and efficient alternatives are available.”

Modoc Resource Conservation District is seeking proposals from qualified engineers/ engineering firms to prepare a preliminary engineering report to assess the feasibility and initial requirements for upgrading approximately three miles of dirt and gravel roadway to durable all-weather roadway in the area known as the Modoc Recreational Estates (MRE). The MRE are located just north of the City of Alturas, CA.

• Project Description: Provide a comprehensive preliminary engineering report for the improvement of two existing dirt and gravel roadways to allseason gravel roads.

On August 11, 1946 Mom and Dad were married at Sacred Heart Catholic Church in Alturas. Five children made their family complete.
Mom worked for Bank of America in Alturas and in 1967, when Dad’s employment brought about a move to Fairfax, Virginia, she continued to work for Bank of America retiring in 1992 after 28 years of service.
In 2017, Mom returned to the West Coast to live with daughter Shirley in Oregon. In 2023, she returned to Fairfax to be near son Fred and daughter Linda until her passing on June 25, 2024 at exactly 99 and a half years.
Preceding Mom in death are husband West (1990), eldest daughter Theresa (1965) and eldest son Paul (2016). Parents
Errol and Ivy, brothers Kenneth, Everett, Melvin, sister Wilma and husband Frances Leonard of Bieber and in-laws Bud and Dottie Williams of Likely. Mom is survived by Shirley and husband Joe Holmberg of Lebanon, OR, Fred and wife Judy of Sterling, VA and daughter Linda Harrison and her dog Shasta of Fairfax, VA. She was the grandmother of 11, great-grandmother of 7 and great-greatgrandmother of 2. Mom will be placed alongside Theresa and Dad at the Alturas Cemetery. All are welcome to attend a graveside gathering on Sunday, August 11, 2024 at 11am.
Mom was a special woman of few words. She was a wonderful mother who had an unwavering and unconditional love for her children and family. We love her in return and she is deeply missed.
