As Modoc County continues experiencing frequent, unexpected power outages; Public Health shares some valuable resources for those in the community who depend on electricity for medical necessities.
“If you or a family member depend on electricity for medical needs,” they shared, “please consider applying for Pacific Power’s Medical Certificate and Medical Baseline Programs!”
The Medical Certificate and Medical Baseline Programs are for those citizens who’s medical condition could be aggravated by power loss for any period of time, and need electricity for medical equipment they may rely on. It’s available to assist the vulnerable with acquiring generators, portable batteries, backup supplies and “extra notification whenever possible” for greater chance of preparation.
“Power outages are especially dangerous to those who rely on medical equipment” MCPH shared on Tuesday. This is an invaluable resource, more information and application instructions can be found on Pacific Power’s website.

Richard Elsea has found himself in legal trouble once again, following his second arrest on August 11, 2024. This time, he faces serious charges including felony criminal threats, misdemeanor resisting arrest, and misdemeanor disobeying a court order. Mr. Elsea,
who was released on bail after this latest incident, is scheduled to appear for arraignment on August 15, 2024.
This is not the first time Mr. Elsea has had a physical altercation with law enforcement. In a striking coincidence, almost exactly six years ago, Mr. Elsea was arrested on charges of
child endangerment, driving under the influence of drugs or alcohol, and vandalism that resulted in damages exceeding $400. His history with the law adds a complex layer to his current legal challenges, raising concerns about repeated criminal behavior and its potential consequences during the upcoming court proceedings.
The court’s approach to Mr. Elsea’s repeated offenses will be closely watched, as it may set a precedent for how similar cases are handled in the future. Further developments are anticipated as Mr. Elsea faces the legal system once more.
Modoc Soccer opened up their 2024 season in the Twilight Classic, the first ever soccer game played at night and on the football field in Modoc High School history. The Braves faced off against bitter rivals the Fall River Bulldogs. Modoc was down 2-0 at halftime and gave up another goal early in the second half. The Braves took control of the game the rest of the second half and added two goals to inch closer at 3-2. Both goals were scored by senior Caiden Imhoff with an assist by
freshman Irvin Salazar. Modoc controlled most of the second half and had multiple opportunities to tie the game up and send it to overtime. Ultimately the Braves fell short.
Coach Sevilla also credits seniors Randi Urban and Elliot Fuentes who put out strong defensive performances and played the entire game. Next up Modoc is at the Quincy Fall Fest Tournament in Quincy, CA where they will play Core Butte at 10 am and Tulelake at 4pm this Friday.

AN ENTIRE section of Alturas burned to the ground from a fire that originated in the Jas. Partin Saddle Shop. Bucket brigades stemmed the fire at the Alturas Plaindealer office, but only after an entire block of wooden structures were burned to the ground. The fire in Alturas has given impetus to the need for the soon to be organized Alturas Fire Department with modern equipment suitable for fighting such conflagrations... The NCO has now brought trains all the way to Davis Creek and will continue to run there providing they reach Alturas in time to make the extra trip.
83 Years Ago – 1941 HARRY PAYNE, employment officer here, says that Modoc men are being recruited for jobs in aircraft plants in Southern California... More than 30 businessmen attended a session with supervisor Joe Elliot and Ralph L. Smith proposing the establishment of a 100man remanufacturing plant in Alturas. Smith says he plans to build a sawmill and box factory here. Forest Supervisor says Joe Elliot says he will sponsor a horseback ride into the Warner Mountains to look over certain projects there.

Press Release Provided by District Attorneys Office Alturas resident Richard Lynn Elsea was arrested on Wednesday, August 7, 2024 after a report of debris in the road led to a stand-off situation between a manic Elsea and Alturas Police Department Officers in the presence of his minor child. After continually
resisting and threatening to run over the officers with his vehicle forcing them to draw their weapons for safety, Elsea was ultimately taken into custody on two Felony counts of Resisting an Executive Officer, two Felony counts of Assault by Means Likely to Produce GBI, one Felony count of Receiving Stolen Property and two
Misdemeanor counts of Resisting, Obstructing or Delaying of Peace Officer. During his booking process, Elsea stated “I didn’t threaten anyone! I’ll earn it this time. I’ll kill someone this time.” At Mr. Elsea’s arraignment on Thursday, August 8, Modoc County Superior Court Judge Wendy Dier made the ruling (against strenuous District Attorney and Law Enforcement objection) that Mr. Elsea, who has a lengthy criminal history which includes a strikeable offense, was not a threat to the community and released him under the supervision of the Modoc County Probation Department just moments after removing him from the court room due to his volatile behavior. Potential additional Felony charges are to be filed pending receipt and review of supplemental reports.

Those interested in safe harvesting, processing, preserving, and learning about California native elderberries are invited to attend 2 workshops held at the Cedar Pass Snow Park. The workshops are scheduled for Tuesday, August 27 from 5:30 until 8pm, and on Wednesday, August 28 from 10:00 until 1pm. The material in each workshop is different, and folks are welcome to attend one or both. The workshops are affordable at a cost of $5 each or $10 for both, and participants will sample and take home various elderberry products.
The University of California Sustainable Research and Education Program (SAREP), the UC
Master Food Preserver Program, and the Modoc County Cooperative Extension will team up to present the the two hands-on workshops, which include harvesting, destemming, drying, and storage on Tuesday evening followed by preserve making, juicing, and using elderberries, as well as information about California Cottage Food laws and cultural or other uses for elderberries on Wednesday morning. There will be an emphasis on safe food handling throughout. The workshops are geared towards producers and those interested in creating valueadded products using elderberries, but any interested adults are welcome,
and everyone is sure to take home new and useful information. Children 9 and up are also welcome when accompanied by a responsible adult.
“Western Blue Elderberry grows naturally in California, and farmers and land stewards are including it in hedgerow plantings as a way of increasing biodiversity on agricultural landscapes,” said Alicia Baddorf, one of the SAREP instructors for the workshops. Adds her colleague Gwenael Engelskirchen, also of SAREP: “in addition to ecological benefits, growers can process or preserve elderberries to make value-added products, such as jams, syrups, and cordials.” Other instructors include
Sue Mosbacher, head of the statewide Master Food Preserver program, Laura Snell, and local experts.
Those driving a long way to the Snow Park and wanting to take both workshops are encouraged to stay overnight at one of the Cedar Pass campgrounds or one of the many lodgings available in Cedarville or Alturas. Because of the many hands-on activities, workshop space is limited, but there is still room in the class to sign up at https://ucanr.edu/ modoc-elderberry. Members of the Cal Vada History Foundation spent a few hours on Monday morning preparing and tidying up the historic Louieville buildings at the Modoc County Fairgrounds! Every year, these buildings are opened up to the public for viewing during the County Fair; a tradition that’s been happening for years now.
Louieville was originally started by Cal Vada member Candy Maiden’s uncle, Louie Vermillion. He was a rotary member in Surprise Valley, delivered propane all over and happened to also be extremely fascinated by the history of the valley! He was fond of the old buildings he would come across on deliveries, and would coordinate with the owners and Fair Board to have them transferred to what we know as the Louieville site as sort of a “historic collection” for the community. Some of the buildings on the site are over 100 years old, the newest being the church which includes all of the original pews.
The Saloon building was the Owl Creek School, the Slaughterhouse
building was the actual slaughterhouse from Fort Bidwell and some were cabins.
For the past 3 years
the Cal Vada group has worked hard to maintain the sites and vintage wagons to keep them open for the community’s enjoyment! The Cal Vada Historic Foundation is a newer group to Surprise Valley dedicated to maintaining the history of the valley and also Northern Nevada. They are able to do so through local time and financial donations wherever possible, as well as grants.
“We love this history and we want to keep it alive and share the wonderful past with everyone” said Candy Maidens, “people can stop by the museum as well, we’re open until September & close for the winter. Any research we can help with or knowledge needed we would love to help”.
As the Modoc County Fair begins next week, the dedication of the Cal Vada History Foundation shines through in their meticulous care of Louieville, as these historic buildings offer a real connection to the rich past of Surprise Valley and beyond.

Last Saturday a diverse group of people met at the Warner Mountain Weavers in Cedarville. Some had been friends for years, some were meeting new friends that afternoon. They all learned they had something in common, they were all alumni of Cal Poly SLO.
Almost everyone’s been to Disneyland, but
few knew that one of the group had owned a sawmill and had cut and milled the lumber to build the famous park.
“I was taught that you learn by doing, so I did it,” laughed Loy Linker of Surprise Valley.
Then she added that because of her successful Disney contract, she also got the contract to cut and mill the timbers for building the Disney connected Running Y
Resort near Klamath Falls, Oregon.
Another member of the group had been involved in curtailing a potential riot to be instigated by the U.C. Berkeley based Students for a Democratic Society, a political group affiliated with the nationally known Weather Underground, a far left Marxist military organization whose goal was to overthrow the U.S. government. The group was coming to the college campus, the police and CHP were alerted and planned to attend and calm any political unrest instilled by the SDS. Keith Gorzell and some fellow student body friends were able to convince authorities they could handle the volatile situation that the group had instigated on other college campuses.
“Because of what my classmates and I had learned, we knew how to peacefully stop any trouble the SDS would agitate. When they realized the techniques being used on them, they cut their visit short and left. We practiced what we’d learned and it worked,” said Gorzell.
Gorzell explained more about the meeting and related the connection to the KGB and other
information that is destined to never make the history books.
Also sharing memories were a county supervisor, a former county ag commissioner, college, high school and elementary teachers, a professional pilot, an artist and a writer. Each were gifted with other talents and all shared the same background; they were all Cal Poly SLO alumni.
Cal Poly SLO (San Luis Obispo)’s motto is Learn by Doing. Each student is required to complete a senior project, usually a year long, in order to graduate. Although somewhat dreaded, the hands on project reflects the student’s major. It is the student’s gift to the ‘real’ world, a way to utilize the practicality of what has been learned, and to enrich the student’s chosen field of endeavor.
Cal Poly SLO is considered by U.S. News and World Report to be the best public educational institution in the western U.S. Although the group represented alumni from the 1960s-1970s, several younger alumni called and expressed regrets for being unable to attend and promised to come to the gathering next year.

The Blue Lake Summer camp has been a long standing tradition for kids in Modoc and surrounding Counties, and just closed out its 69th year! It’s an amazing experience for all of those who attend; playing camp games, learning new skills and forming friendships with those around them. This year’s camp schedule came upon a close snag due to the North Fire closing Jess Valley Road, but luckily authorities got control of it in time for camp to go on as planned.
The camp was originally started in 1955 by Karl Olson, and has been coordinated by locals ever since. Karl was the minister of the Federated Church at the time and on a visit out to Blue Lake he thought it would be a beautiful place
for a camp and coordinated with local organizations, like the Forest Service, to make it happen! Blue Lake camp is still run by the Federated Community Church, with a special use permit from the U.S. Forest Service every year. Kris Anderson has been spearheading the event for the last 30 years, she handles everything from scheduling camp, cooking, registration, volunteer coordination and more! She shared “What I love about it is that the community has always supported it. It’s always been a special place that Modocers, and many others have attended; some from all over the country. We have children, grandchildren and great-grandchildren of past campers coming every year. It was emotional when we lost one cabin in the Blue fire in 2001,
because we lost all of the history from those past campers’ sign-ins”.
The camp is open to children from 4th to 8th grade, and each camp lasts a week (Monday through Friday) every summer! The entire event is run by volunteers from the Federated Church and the community, anywhere from young teens to adults donating their time to make it the experience that it is. Volunteers help with everything from the yard work and repairs that are done before camp opens, to the cooking, teaching activities, registration and more! Every July the local kids and volunteer staff gear up, bring their sleeping bags and spend a week outdoors together and under the stars.
However, over time there has been wear to the Dining/Kitchen hall that’s progressively gotten worse. While the building itself has remained in great shape for being 60 years old, the footings and piers have started to sink and shift towards the lake. Fortunately, volunteer staff were able to make repairs enough for the camp to run this summer; but more permanent work will need to be done to bring it back to its original condition. They’re working on obtaining bids for the proper repairs, but the estimated cost to make this happen is upwards of $20,000 at the moment. Being that it’s run by volunteers, the camp truly relies on the community’s help to keep it running.
Kris mentioned “Donations to help restore the dining hall would be greatly appreciated. While most of the construction, repairs and other needs are done by our very small crew of dedicated volunteers, this job is above our level of expertise and requires the skills of a contractor”.
The camp has evolved over the years, but has always held the same values and offered an experience that kids will remember for the rest of their lives! With the help from the community, the dream is to keep this summer camp open and running for as many years as possible. Notice of Pacific Power’s Request to Increase Your Rates for the Energy Cost Adjustment Clause and Greenhouse Gas Allowance Costs and Revenues for 2025 Application (A.24-08-002)
WHY AM I RECEIVING THIS NOTICE?
On August 1, 2024, Pacific Power filed an application with the California Public Utilities Commission (CPUC) requesting an overall increase to electric rates. This application addressed the Energy Cost Adjustment Clause (ECAC), greenhouse gas (GHG) allowance costs, and the California Climate Credit. If this application is approved, this would result in a rate increase of $8.7 million or 6.0%, effective January 1, 2025. This will impact your monthly bill.
WHY IS PACIFIC POWER REQUESTING THIS RATE INCREASE?
• Annually, Pacific Power compares actual and forecast costs of providing electricity to customers (ECAC rate) and the costs of purchasing GHG allowances to comply with the California Cap and Trade program.
The ECAC rate allows Pacific Power to recover costs related to producing electricity such as fuel expenses, power purchased from third parties, and energy transmission expenses. This application requests an ECAC rate increase of $7.0 million due to power costs being more than the amount of revenue collected in current rates to cover those costs.
The GHG rate allows Pacific Power the opportunity to recover costs related to purchasing allowances to comply with the state’s Cap and Trade program. This application requests a GHG rate increase of $1.7 million due to actual allowance costs being higher than previously forecasted.
• This application also requests approval for Pacific Power customers to receive the California Climate Credit on their bills, resulting from the sale of greenhouse gas allowances. If approved, residential and small business customers will receive a credit of $259.36, in April and October 2025.
This application will be reviewed by the CPUC to determine if the costs are reasonable and eligible for recovery from customers before any rate increase is potentially approved.
HOW COULD THIS AFFECT MY MONTHLY ELECTRIC RATES?
If Pacific Power’s rate request is approved by the CPUC, the average residential monthly bill using 850 kWh per month would increase by approximately $10.01 or 5.6% per month in 2025. A summary of the estimated rate impact is provided below. This table does not include the Climate Credit which will be provided to customers.
HOW DOES THE REST OF THIS PROCESS WORK?
This application will be assigned to a CPUC Administrative Law Judge who will consider proposals and evidence presented during the formal hearing process. The Administrative Law Judge will issue a proposed decision that may adopt Pacific Power’s application, modify it, or deny it. Any CPUC Commissioner may sponsor an alternate decision with a different outcome. The proposed decision, and any alternate decisions, will be discussed and voted upon by the CPUC Commissioners at a public CPUC Voting Meeting.
Parties to the proceeding may review Pacific Power’s application, including the Public Advocates Office. The Public Advocates Office is an independent consumer advocate within the CPUC that represents customers to obtain the lowest possible rate for service consistent with reliable and safe service levels. My wife Julie and I own the Kelley Hot Spring fish farm in Canby. It’s a family run farm, that includes our son Jacob, his wife Jessica (mom of our 3 grandsons), Jessica’s father Cole and her brother Joe Breakfield.
Not everyone is aware that Surprise Valley Electric is an Electric Cooperative. That means that it is owned by the members. (Us!) The definition of an electric cooperative is a private, not for profit company whose purpose is to safely deliver electricity to its consumers or members , at the most affordable price possible.
My goal as a director would be to make sure that it is indeed provided to you at the most affordable price possible.
My years of experience running a large successful business gives me the expertise necessary to be able to spot areas where things could be managed efficiently and ways to save and update equipment and supplies.

work on the Schaffer Mt. Chip Project on State Route 299 in Modoc County. The $1.14 million project will provide an asphalt rubber chip seal on SR 299 near Canby, from just east of County Road 85 to 1.7 miles west of the junction with State Route 139. The project will also provide areas of asphalt concrete dig outs with grinding and the removal and replacement of thermoplastic markings and striping. No work will be conducted on bridge decks in the project area.
Construction activities are currently planned to start on Monday, August 5th. Motorists will encounter one-way traffic control with up to 15-minute delays, Monday through Friday during daytime hours. Motorists are urged to slow down and drive carefully in and around construction areas, follow speed limit reductions in place, and allot extra time for delays. Please note the potential for loose gravel during chip placement operations. The project is currently anticipated to be completed by early September.

Duane Paul Wilson, passed away on August 6, 2024, at Cheyenne Regional Medical Center in Cheyenne, WY. He was born on November 29, 1951, in McCloud, CA to the late Elmer and Gertrude Wilson. Graduating from Big Valley H.S. in Bieber, CA, in 1970, Duane spent close to 30 years as an equipment operator and truck driver in the California logging and lumber industry. His expertise eventually led him to his true passion as a ranch foreman in rural northern Nevada, where he spent the final years of his career immersed in the
cowboy life he so dearly cherished. In his earlier years, Duane enjoyed creating memories while hunting, fishing, and supporting his three boys in their endeavors in Lassen County, CA. Later in life, he embraced the ranching lifestyle of the Great Basin, never losing his passion for socializing, hosting visitors with bottomless cocktails, and spending hours riding around finding new country and discovering his next “hunting hole.” He was a friend to all, always willing to lend a helping hand without expecting anything in return. Duane Paul Wilson is survived by his partner, Dawn Davis, his sons Ryan, Gordon (with wife Kari), and Derek Wilson, and his four grandchildren Tanner, Trevor, Maliah and Jake Wilson. He took immense pride in his son’s accomplishments and would eagerly share updates with anyone willing to listen.
Duane’s unexpected
passing due to complications following a routine heart procedure has left a void in the hearts of all who knew him. He will be dearly missed but fondly remembered for his hardworking nature, unwavering kindness, and genuine camaraderie with all whom he encountered. On Sunday, August 4, 2024, Daniel Capik returned peacefully to his true home.
Danny was born on October 3, 1960, the youngest of eight children of Marcel & Evelyn Capik of Davis Creek, Ca. The Capik family has operated in Modoc County as ranchers & farmers since the 1930’s. Danny was a man of many talents, & from early on in his life, he was the true cattleman & horseman of the family. All of his siblings recall him parading around in leather chaps dragging on the ground, & a cowboy hat covering his eyes. At 9 years old, he won a blue ribbon showing his first horse, “Snuffy,” given to him by a family friend, Chet Burrell. At 10, he became very adept at braiding reins, taught to him by Buster Dollarhide. Danny attended
grammar school & high school in Alturas. Upon graduating, he decided ranching & farming was his true calling. Among his other talents, he was a certified Ag Appraiser for equipment & livestock. Danny was the creator & owner of one the very first laser patented technologies used to align hooking up vehicles to trailers. Danny enjoyed cooking, was a prankster who loved to tease, & an avid fisherman & Hunter. His true love & passion was training, breeding, & promoting cow & ranch horses. It is what brought him and his wife Christie (Sutfin) together in 2004 when they met. They spent the next 20 years working to develop horses with those bloodlines & talent on their ranch in Orland, Ca. One of Danny’s most rewarding successes was to raise

He is survived by his wife, Christie; six siblings, Mike (Kam), Mark (Nancy), Wanda, Marcella, Mary (Tony), & John; many nieces &
nephews, as well as great nieces & nephews. Danny was preceded in death by his loving parents & much-loved brother, David. A service is scheduled for August 17th at 11 a.m. at the Sacred Heart Catholic Church in Alturas, Ca with a celebration of life immediately following behind the church in the hall. Burial will be private at the Davis Creek Cemetery. In lieu of flowers, per Danny’s request, kindly make any donations to the Modoc County Junior Livestock Show (PO Box 782, Alturas, CA 96101-note Dan Capik in memo) to go towards supporting the youth Cow/Ranch Horse program.
Mark Dana Stonecypher was born on January 22, 1962 at 2796 USAF Hospital on Norton Air Force Base in San Bernardino, California to William R. and Aurelia D. Stonecypher. He was the youngest of 4 children. His family moved to Tulelake in 1968 where Mark started 1 st grade. He graduated from Tulelake High School in 1980. He worked in many interesting jobs including farming and construction. Mark always felt hobbies were very important. He loved to read, hike, and ride his electric bike. He also enjoyed axe throwing. Mark had a huge heart and a wonderful laugh. He passed away on February 16, 2024 in Days Creek, Oregon at the age of 62.
Mark was preceded in death by his Father and Mother, William R. and Aurelia D. Stonecypher and niece Melissa S. Wiley. He is survived by his sister and brother-inlaw, Mitzi and James Van Acker, brothers Rock Stonecypher and Scott Stonecypher, his nieces Jenifer and Heather, his nephews James II, Justin and Skyler, his great nieces Addison, Breana, Alyssa, Madilynn, his great nephews Scott, Ismael, Collin, Emilio, Braeden, Jonathan, Brocc, James III, Atreyu, Daniel, William, and great great niece Iris. Mark was interred at Klamath Memorial Park in Klamath Falls, Oregon.

Modoc National Forest Cold Creek IRTC Reoffer The Modoc National Forest is advertising the Cold Creek Integrated Resource Timber Contract (IRTC) Reoffer. The Cold Creek IRTC Reoffer Project is located in T46N, R14E, sections 13, 24, 25 & 36; T46N, R15E, sections 30, 31 & 32; and T45N, R15E, Sections 5, 8, 16 & 17, Mount Diablo Meridian. Sealed – “Best Value” offers will be received at the Modoc National Forest Supervisor’s Office by September 6, 2024, at 10:00 AM local time, for an estimated volume of 50,492 TONS of sawtimber, marked or otherwise designated for cutting on approximately 665 acres. There is one Mandatory Stewardship Project, Project Number 001: Non-sawtimber (Biomass) Thinning, Skidding, and Decking on 334 acres and three Optional Stewardship Projects, Project Numbers 002, 003 and 004. The Forest Service will evaluate competitive offers submitted by offerors who present a price offer and technical proposal according to the information found under the section in the offer titled “Instructions to Offerors”. Evaluation factors for this project are organizational experience, organizational past performance, local community economic enhancement, understanding the Government’s requirements, and price. One award will be made to the offeror whose proposal is technically acceptable and whose technical/ price relationship is the “best value” to the Government. The Forest Service reserves the right to reject any and all offers. The Lassen Library District invites bids from qualified contractors for a building remodel at the Districts facility located at 1618 Main Street, Susanville. On August 13th, the local elementary school unveiled a newly renovated playground, marking the completion of a $640,000 project aimed at enhancing
and play experiences for students. The previous playground, which had been in use for approximately 30 years, had begun to show significant wear and tear. A recent inspection by the school’s insurance company highlighted the need for an update to ensure the continued
safety of the children.
In a move to involve the students in the redesign process, school officials brought in catalogs showcasing various playground options and actively sought input from the students on the new design. Their feedback played a key role in shaping the final layout.
The renovation included a full remodel of the entire playground area. Notably, the project also introduced a separate playground specifically
for kindergarteners, providing them with a designated space tailored to their needs. This separation allows for a safer and more age-appropriate play environment for the youngest students.
The upgraded playground is now ready to welcome students, offering them a modern and safe place to play and engage during their school day.
