California Legislature Fails to Pass

“We all want to protect our families, whether that’s our grandparents or our grandchildren,” said Ad Council Chief Campaign Development Officer Michelle Hillman. “This latest creative work is grounded in the importance of family and reminds us that preparation can make sure that our loved ones endure whatever disasters life sends our way.” This round of creative work for the Ready Campaign builds upon the annual month-long campaign activities to engage communities and promote the steps to prepare for disasters. Last year’s theme was “Prepare to Protect” and was designed to resonate with Latino communities. As a direct result of that campaign, the Listo.gov—the Spanish version of Ready.gov— had a 500% increase in visits to the “Make a Plan” page and a 400% increase in visits to the “Build a Kit” page.

Concealed Firearm Law on a Technicality

On the last night of this year’s legislative session last week, the State Assembly rejected Senate Bill (SB) 918, authored by state Sen. Anthony Portantino (D-La Cañada Flintridge). The bill -written to strengthen restrictions on concealed firearm permits – was one of several bills the Legislature did not approve during the tensionfilled finale to a session marked by pointed debate among members of the Assembly’s Democratic majority. Before the final vote, supporters of the legislation added an Urgency amendment so it could go into effect immediately -- instead of Jan. 1, 2023, when bills passed during the current legislative session take effect. As an Urgency Measure, SB 918 required 54 votes in the Assembly to pass, rather than the usual 41. The bill received 53 votes which is more than enough votes needed to reach the Governor’s desk had the urgency amendment not been added.Last June, the Supreme Court of the United States ruled in New York State Rifle & Pistol Association v. The COVID-19 virus was discovered in December 2019 in Wuhan, China. To date, over 90 million cases have been recorded and more than 1 million Americans have died from the disease. After more than two years, COVID-19 doesn’t look like it’s going away. President Joe Biden’s positive test last month for the disease illustrates that COVID-19's transmissibility is an ongoing and persistent problem. Biden, who was treated with the antiviral drug Paxlovid, isolated himself for 5 days and returned to work after testing negative. Then, a few days later, he tested positive again and went back into isolation until he tested negative about a week ago. Because the President is vaccinated, he suffered mild symptoms. However, the rebound positivity he’s experienced shows more needs to be done to eliminate coronavirus. While vaccines and past infections have enabled the U.S. population to develop what is described as substantial COVID-19 immunity and those who get sick have a number of effective treatments options, cases of people being infected with new mutations of COVID-19 continue to be reported. Dr. Ben Neuman, professor of Biology and chief virologist of the Global Health Research Complex, Texas A&M University, has studied the coronavirus and found that it’s constantly changing. That is a major reason people continue to be infected with the disease, he says. During a recent Ethnic Media Services COVID-19 panel discussion with other medical scientists and researchers, Neuman said that people vaccinated against previous variations of the virus are not fully protected against the

FEMA will also visit Howard University for series of events to kick off National Preparedness Month and announce the new campaignWASHINGTON, D.C. – As National Preparedness Month begins this September, FEMA and the Ad Council have released new Ready Campaign Public Service Announcements (PSAs), developed specifically to target Black and African American communities as part of FEMA’s ongoing approach to advance accessibility and cultural competency in boosting the nation’s preparedness. FEMA Administrator Deanne Criswell and Deputy Administrator Erik A. Hooks will also visit Howard University, a founding member of the HBCU Emergency Management Workforce Consortium, for a series of events kicking off National Preparedness Month and announcing the new ReadyBlackCampaign.communities are on the frontlines of climate change and related extreme weather events. A report from the Environmental Protection Agency shows that socially vulnerable populations, including Black and African American communities, may be more exposed to the highest impacts of climate change. Specifically, with global warming, Black and African American individuals have a 10% higher risk of living in areas with the highest projected inland flooding damages compared to reference populations.“Blackand African American communities often suffer disproportionate impacts from disasters. This is something that we must work to change and that starts with how we prepare,” said Administrator Criswell. “Our 2022 Ready campaign speaks directly to the communities who need our help the most and who deserve equitable access to preparedness resources that protect people and property. The bottom line is that millions of students – and their families –can breathe easier now because student loan relief went from a “fringe” idea to a reality. This is a lesson for all of us not to lose faith in the ideas that make this country stronger, even if they take time to be understood and implemented.

Cypress Elementary Starts New School Year With Brand New Library

For 20 years, Cypress Elementary School has been missing something on its campus that most other schools take for granted—a school library. All that changes this year, as Cypress is set to open its own on-campus library. Cypress has dedicated an otherwise empty classroom to its new library, which will feature a media center for student research; a STEM (Science, Technology, Engineering, Math) center; comfortable, student-friendly furniture; and thousands of books donated by Access Books and Santa Monica Books for Kids. “Our students love to read,” said Cypress Principal Ernesto M. Calles. “And for several years, we’ve had access to an amazing library not far from our school.” Calles is referring to the Highland Sam J. Racadio Library & Environmental Learning Center, which is part of the San Bernardino County Library system and serves the City of Highland. Every Cypress student had free access to the Center’s library books, and teachers could take their students off campus to use the library. However, Calles said that it was challenging trying to take advantage of the offer due to the logistics involved. “While we are grateful to the Center, we know our students and staff will benefit greatly from having their own, student-focused library on campus and available to them during all school hours,” Calles said. “And that wouldn’t be possible without the amazing generosity of Access Books and Books for Kids.” Access Books is a nonprofit dedicated to providing books to public schools and community libraries where the majority of students live at or below the poverty line. Access Books also partners with schools to revitalize their libraries with colorful murals and decorations that make elementary school libraries a place children want to be. Access Books and Santa Monica Books for Kids donated thousands of books to Cypress Elementary over the course of several separate donations. Books for Kids built classroom libraries for students

Nelson Mandela once said, “Education is the most powerful weapon you can use to change the world.” I love that sentiment. I also know that when student loan debt is tying you down, changing the world can feel out of reach. That’s why the White House’s new plan for student loan debt relief is good news, especially for Black and brown students who make up a large percentage of borrowers. Here are the basics: the government will cancel up to $20,000 in debt for students who went to school on Pell Grants, and up to $10,000 for other federal loan recipients. You can get the benefit if your personal income is under $125,000. To find out how to sign up, you can go to studentaid.gov/debt relief. Up to 43 million borrowers will benefit. Black students, in particular, will benefit because we are more likely to borrow for school, more likely to take out bigger loans, and twice as likely to get Pell Grants. You can qualify for the relief if you went to a vocational school, not just an academic institution –and whether or not you finished your degree. And in addition to past borrowers, current and future students will benefit, too. The new plan will put a cap on monthly payments for student loans, lowering payments by more than $1,000 a year. This will allow more people to consider going on to higher education in the first place. Civil rights advocates have been calling for and organizing for this kind of relief for years. Which is not to say it’s perfect; it isn’t. Many civil rights leaders, along with Senate allies, Elizabeth Warren and Majority Leader Chuck Schumer, wanted debts wiped out up to $50,000. And there are questions about whether the Ben Jealous $125,000 income cap is racially equitable. Brookings Institution analyst Andre Perry told The Grio that a $125,000 income is not the same for Black graduates as it is for White grads. He points out that because systemic inequities allowed White families to build more wealth, Black graduates have fewer resources for paying back loans even if they make the same salaries as their White counterparts today. I agree that we have a long way to go to repair wealth inequity in our country. We need to keep pushing for systemic solutions that go far beyond the scope of this relief program. At the same time, it’s a good thing that 90 percent of debt reduction under the program will go to borrowers who earn under $75,000. And most Americans agree. Polls show that this is a highly popular program, with the majority of people polled supporting debt relief. Americans understand that most students enter higher education in a good faith effort to reach a firmer footing in the middle class and a chance at the American dream.

A used 2020 Honda Civic (Kelly Blue Book Best Small Car of 2020) in good condition is listed for $20,000; the top selling 2020 EV, the Tesla 3, resales for around $40,000. Many electric vehicles are aimed at upper and middleclass buyers. New, these cars can start at about $50,000 for the basic package and may also require other expensive add-ons like chargers, power adapters and cables. Assembly Bill (AB) 2127 Electric Vehicle Charging Infrastructure Assessment (2018) requires the California Energy Commission to biennially assess the electric vehicle charging infrastructure needed to support the state’s target for Zero Emission Vehicles (ZEVs).Theassessment determined that electric power-hungry vehicles could increase demands by 20— 25%. It also found the number of charging stations in the state is low. The state would need 1.2 million charging stations, as well as another 157,00 stations for passenger busses and trucks.

As soon as DJ Khaled dropped his latest album with that transformational featured production entitled, “God Did,” I knew that as an elder OG supporter of the culture I needed to publicly respond.DJKhaled, Rick Ross, Lil Wayne, Jay-Z , John Legend and Fridayy were all masterful in their contributory segments. At a time when world communities are experiencing increasing devastations from climate change, poverty, and human oppression, what are the enduring lessons that are being articulated and portrayed in our music, poetry, and art forms? First, I was pleased and inspired by the lyrical summons from “God Did” that called all of us out of the graveyards of despair and hopelessness to stand erect and upright before the divine God of all creation and liberation. Those of us who love and respect hip-hop know what time it is. What emerged out of the South Bronx, NY with youthful creative power, authenticity, raw vibes, and artistic genius over 50 years ago is today an unstoppable global cultural phenomenon that is contributing to a positive and irrevocable transformation of the world’s consciousness and demands for freedom, justice, equality and equity. HandwashingCLEAN for Food Safety Wash hands and surfaces often Wash your hands with warm water and soap for at least 20 seconds before and after handling food and after using the bathroom, changing diapers, and handling pets.Wash your cutting boards, dishes, utensils, and counter tops with hot soapy water after preparing each food item. Consider using paper towels to clean up kitchen surfaces. If you use cloth towels, launder them often in the hot cycle. Rinse fresh fruits and vegetables under running tap water, including those with skins and rinds that are not eaten. Scrub firm produce with a clean produce brush. With canned goods, remember to clean lids before opening.

Color and texture are unreliable indicators of safety. Using a food thermometer is the only way to ensure the safety of meat, poultry, seafood, and egg products for all cooking methods. These foods must be cooked to a safe minimum internal temperature to destroy any harmful bacteria. Cook eggs until the yolk and white are firm. Only use recipes in which eggs are cooked or heated thoroughly.Whencooking in a microwave oven, cover food, stir, and rotate for even cooking. If there is no turntable, rotate the dish by hand once or twice during cooking. Always allow standing time, which completes the cooking, before checking the internal temperature with a food thermometer. Bring sauces, soups and gravy to a boil when reheating. That’s why “quiet quitting” is trending in business news, as employees reinforce their personal boundaries around work: “I will work on my responsibilities within the limits of time and pay set for this job.” They’re not quitting work. They’re quitting the work culture of “above and beyond.” Quiet quitting echoes the desire for justice heard across historical movements for workplace fairness: movements that urged fair wages, reasonable shifts, protections from exploitation, equal pay across genders and races, paid sick days; movements that achieved measurable rights for the sake of an immeasurable belief that people should not be defined by their economic benefit to others. People should not be defined by their economic benefit to others. Not in the for-profit world. Not in the nonprofit world. Not in the church world. Not at all. Somewhere in a workplace today, an employee is known as a person, not a job title; supported as a person, not a buffer against the bottom line; respected as a person, not a means to an end; engaged as a person, not an asset or liability. May it be so in every place of employment.

On June 6th, the Alameda County Grand Jury released a report regarding deficiencies of probate Court including recommendations to correct deficiencies. Probate advocates are expressing disappointment that the report did not address the rampant abuse perpetrated by some court appointed guardians and officials, a well-documented occurrence not just locally, but nationally. Spectrum Institute Attorney Tom Coleman says the reason is, “Attorneys are reluctant to investigate their own.” Spectrum Institute has been elevating evidence of probate court mismanagement and fraud over the last five years. The issues highlighted in the Grand Jury Report mirror Los Angeles Times’s investigative reports in 1987 and 2006 that reported those who exploit court dysfunction have only mastered their nefarious intent over the last 35 years. Each time issues are elevated, and nothing is done to correct them, the criminally intent are emboldened, and probate has been perverted to serve the predatory legal community at the expense of the public, often a completely misinformed and unsuspecting public.Rick Black of CEAR, and producer of the expose documentary “The Guardians” says, “Conservatorship is always an expensive and risky proposition. It should be avoided at all costs. CEAR recognizes anyone can be targeted and exploited by it. Black or white, famous, or unknown, rich or penniless, intellectual or not, anyone can be exploited by this system. Victims of fraudulent adult conservatorships are left voiceless. Their loved ones and heirs are also victimized as the courts dismiss their pleas and material evidence.” CEAR has counseled or investigated over 5,000 cases of suspected fraudulent conservatorship.ProbateAdvocates and the Post “Perils of Probate” stories have for years recognized that the minority population is disproportionately targeted by court insiders. The Black female senior community presents a recognized vulnerability. Black families have a history of maintaining homesteads via generational transfers.

Dr. Peter Chin-Hong, a professor of medicine at the University of California San Francisco, who specializes in treating infectious diseases, stressed the importance of continuing to follow preventative measures when he spoke during the panel discussion. Chin-Hong pointed out that one problem with implementing a mask mandate is political will. He cited the example of Los Angeles County, which recently considered reintroducing a mask mandate because of rising infection numbers, but cancelled implementation when cases declined. Had the mandate been imposed, the County sheriff said they would not enforce it which would have been problematic. Unfortunately, the mask issue has become a political problem and few politicians want to take it on and risk the wrath of voters. Dr. William Schaffner, a professor of Medicine in the Division of Infectious Diseases at the Vanderbilt University School of Medicine in Nashville discussed how prevalent the disease is and how strict adherence to preventative measures does not assure protection against mutations of the coronavirus. Schaffner and his wife tested positive despite being fully vaccinated and were treated with Paxlovid and, unlike Biden, they did not experience a rebound occurrence of the virus. Chin-Hong said the pandemic will eventually end. But that will only happen when we create the conditions where there are no new host bodies to develop variations of the coronavirus. Currently, about 400 people are dying every day from COVID-19. That averages out to more than 100,000 deaths every year. “Right now, we have too many deaths,” he said. “We shouldn’t accept that.” Chin-Hong also predicted that in the future we might see an annual COVID-19 shot to ward off the disease. Schaffner agreed and said that we should learn to manage the disease with vaccinations, medications and preventive measures. “COVID will be with us for the foreseeable future,” he said.

Black Voice News At some point in American history its educational system bought into a process of student discipline not to dissimilar to the country’s egregious approach to criminal justice overall. As a result, it naturally followed that Black children would bear the brunt of this destructive racist folly the same as Black adults. The disparities related to student discipline are well documented. For example in 2015-16, when students lost 11 million days of instruction from suspensions, Black students lost nearly five times the number of days as white students.Justlike the nation continues its struggle to fully address the inadequacies and failures of a prison industrial complex, so too do school districts continue to fail in its equitable application of discipline and as a result, far too many Black students continue to bend and/or be broken under disparities in the application of school discipline including out of school suspensions, expulsions, etc.One of the most egregious examples of this came to light in San Bernardino County recently when an August 16 report released by the United States Department of Education Office for Civil Rights (OCR) provided the details of its compliance review of student discipline in Victor Valley Union High School District. The review, initially launched in August 2014, “examined whether the District discriminated against African-American students by disciplining them more frequently and more harshly than similarly situated white students, in violation of the District’s obligation to comply with Title VI of the Civil Rights Act of 1964”. In its review process, the OCR examined school discipline data through 2019 and subsequently conducted a series of interviews involving District employees and students. The interviews began in 2020 and continued through this year.The OCR concluded the district violated Title VI of the 1964 Civil Rights Act by discriminating against African American students based on race with regard to the administration of discipline. So, 22 years into a new century despite the mandates of the 1964 Civil Rights Act or actions taken at the state level to alleviate discrimination in suspensions; and study after study has shown the detrimental affects of unwarranted discipline on students, it is unconscionable that school leaders who themselves chose careers to positively shape young minds and groom young lives, would intentionally perpetuate harm against Black children and youth. But, that is exactly what was done in the Victor Valley High School District.Inresponse, a corrective action plan has been detailed and accepted by the OCR and agreed to by the school district. But, what about the young Black lives damaged as a result of such discriminatory action? What types of counseling will they receive to repair the damage done to their young psyches? What about the teachers and administrators who knowingly perpetuated the discrimination? How many of them will be disciplined for violating the law and/or suspended and lose pay?
