COMMUNAL REVIVAL

| Community landscape for collective resilience |

The northern part of Sri Lanka is facing power and food crises, with negative impacts on the landscape such as reduced land use and abandoned land, leading to collective suffering. Kilinochchi, which used to be a major agricultural producer, now only contributes 2% of the country’s agro production due to the tragic past. Since the end of the armed conflict, many displaced people have returned to their places of origin, but there are concerns about durable solutions and related issues. Rehabilitating the landscape is necessary to address post-trauma and desperation and improve socio-psychological, economic, and environmental development. Land-use patterns need to be reformed to increase productivity and prevent competitive conflict situations, especially as the population and the demand for land increase. A project that promotes self-sufficient landscape development is needed to achieve resilient reintegration and sustainable development.

Connectivity

The proposed site for the project is the Kilaly jetty and its surroundings, which was previously affected by post-war landmines and destruction of cultivation lands. This area falls under the UDA’s proposal for agro-tourism and water-based recreational development. The primary users of the site are farmers, fishermen, their families, and children, while the secondary users include military personnel, product consumers, and visitors.
