NOTE : The guidelines given below are subject to revision from time to time .

The objectives of The National Council of Rural Institutes are: i) Promote Rural Higher Education on the lines of Mahatma Gandhi’s revolutionary ideas on education so as to take up challenges of micro planning for transformation of rural areas as envisaged in NPE 1986 (as modified in 1992); and as it was suggested by Radhakrishnan Commission (1948); ii) Consolidate network and develop Rural Institutes and endow them for recognition; iii) To develop Rural Institutes into Regional Development Institutes and Rural Universities which shall function as hubs for knowledge connectivity and emerge into effective agent for rural transformation in backward regions through voluntary initiatives wherever possible;

iv) To regulate the quality of education of rural institutes and educational programmes in the area of rural higher education of all the Universities in India; v) Design a variety of courses at tertiary level around emerging rural occupations; vi) Strengthen teacher training facilities for Gandhian Basic Education; vii) Strengthen the content of all these institutions with emphasis on science, technology and management on one hand and traditional wisdom on the other; viii) Promote vocational training programmes and initiatives for selfreliance; ix) Encourage field-oriented courses of rural institutes; x) Promote action research as a tool for social and rural development;

xi) Promote extension services to the community through micro level planning; and advise Government of India on all such matters pertaining to rural institutes as may be referred to it from time to time

ďƒ¨ Guidelines for submission of project proposals: Eligibility Criteria: The status of bodies / institutions seeking financial assistance from NCRI should be one of the following:

i)

Registered society

ii)

Public trust

iii)

Co-operative

iv)

Non-profit making organisation i.e. the surplus generated by them is to be applied for public purposes as per their respective constitution and not for private gains of an individual or body of individuals.

Further, i. The organisation a.

Should have been in existence for three years or more as on the date of submission of project proposals.

b. Should have a proper constitution or articles of association c. Have a properly constituted managing body with its powers and duties and terms of office, duly defined in the constitution d. Should not discriminate against any person or group of persons on grounds of sex, religion, caste or creed. e. Should be apolitical f. Subscribes to non-violence and promotion of communal harmony as advocated by Gandhiji. ii. Vocational training providers should compulsorily quote their registration number allotted by respective agencies, if any, and attach an attested copy of the certificate of registration. These institutions would be given preference over non-registered bodies. iii. Vocational training providers should have adequate infrastructural facilities and qualified master trainers

Project Proposal Norms:

i)

The project proposals shall be in conformity with the objectives of NCRI as also of the applicant organisation.

ii)

The programmes of the proposed project shall be rural based, domain specific and result-oriented.

iii)

Vocational training programmes should, invariably, conform to the curricula approved by Government technical institutions.

iv)

Programmes which are not supported by other Government agencies and, are innovative in nature, would be given preference.

v)

More than one proposal from the same institution shall not be accepted.

vi)

Advocacy programmes like awareness generation should not be generic in nature. The focus should be on dissemination of specific information about programmes and schemes of various Ministries and, the opportunities / avenues available to the rural people, especially the youth and the women.

vii)

Computer education / training should not be the main programme. However, it can be combined with other rural training programmes.

viii)

Local Government participation should be enlisted, wherever possible.

ix)

The programmes should be targeted towards empowerment of the poor, especially the youth and school drop-outs, destitute women and senior citizens and persons with disability (PWDs).

x)

The project duration shall not exceed one year from the date of release of the cheque. NCRI may choose to relax this clause in exceptional cases.

Budget Norms:

1. The budget should be realistic and should not be inflated. Project proposals with unrealistic budgets shall be summarily rejected.

2. Manpower cost should be minimal.

3. The budget should contain complete details of each of the programme of the proposed project.

4. In case of non-recurring expenditure for training purposes, the budget should state the cost of each equipment and raw material required.

5. NCRI does not approve any grant for any expenditure under the heads buildings, vehicles, work-sheds, etc.

Conditions of grant:

1. The grant receiving institution / agency shall execute a bond as per the prescribed format (appended).

2. The bond and other documents shall be dated later than the date of the sanction order.

3. Programmes under the project should be carried out only after receipt of the first installment of the grant.

4. The grantee shall furnish to NCRI all such reports as may be required from time to time.

5. The grantee shall exercise reasonable economy during implementation of the approved project.

6. The grantee shall follow the financial guidelines under various laws while disbursing the amount for execution of the project.

7. All payments should be made by cheques and reflected in the bank statement.

However, minor programme expenses of up to Rs. 1000/- may be paid by cash.

8. As soon as the first (1st) installment of the grant is received, it should be deposited in a Scheduled Bank (Deposit Account). A copy of the Bank PassBook along with photograph(s) of the authorised signatory(s) should be sent to NCRI immediately after the deposit.

9. The said bank account should be used exclusively for transactions involving NCRI and no entry other than those sanctioned and released by NCRI for implementation of the project should be reflected in statements.

10. As soon as 75% of the first installment of the grant is utilised, all original vouchers in support of the project expenditure, along with a copy of the bank statement certified by the banker and, an audited fund utilisation certificate should be sent to NCRI for release of further installment(s).

11. The utilisation certificate should be certified by a chartered accountant and it should be in the format prescribed by NCRI. No deviation shall be permitted 12. Preference will be given to projects whose cheques shall be signed by the member of NGO. 13. All expenditure should be strictly recorded under the heads of expenditure approved by NCRI and no deviation shall be permitted.

14. Progress report of the project should be sent to NCRI in the prescribed format only and no deviation shall be permitted. However, there is no restriction in providing additional information. Even if the progress is nil, a nil progress report should be compulsorily submitted every month.

15. In case of purchase of equipment, the vouchers should be supported by money receipt containing the TIN of the vendor.

16. As far as possible, the PAN Number of the all the members of the organisation should be furnished.

17. The documents to be attached with the project proposal are: i)

The constitution of the organisation and its bylaws duly certified by a Gazetted Officer and duly attested photographs of all the members of the institution.

ii)

Certificate of registration duly attested by a Gazetted officer.

iii)

Certificates of the master-trainers where vocational training is provided

iv)

Audited statements of accounts for the immediately preceding three years.

v)

Certificate of Recognition, if any, given by any statutory body.

20. Nature of Assistance: a. NCRI will determine in each case, the quantum and conditions of financial assistance to provide by it. In so determining, NCRI will take into account the nature and quantum of contribution to the project by the grant-seeking institution itself. The NGO’s / organisation’s contribution should preferably be towards meeting non-recurring expenditure for the proposed project.

b.

If any institution is already receiving or is expecting to receive grant(s) from some other official source for a project for which application is made to NCRI, then the same has to be stated in the project proposal submitted to NCRI, and this information is taken into consideration by NCRI while determining assistance to the institution. An institution / agency already in receipt of a recurring grant from any other official source(s), central or state, shall not transfer any part of that liability to a grant to be sanctioned by NCRI without the knowledge and prior written approval of NCRI.

21. A book of accounts of the grant approved for the project shall be maintained

properly and separately, and submitted as prescribed in the sanction letter. The same shall also be liable to a test-check by the Comptroller and Auditor General of India at his / her discretion.

22. The institution / agency shall maintain a record of all assets acquired / procured, wholly or substantially, out of the grant, in the prescribed Proforma. Such assets shall not be disposed of, encumbered or utilised for purposes other than those for which the grant was given, without prior sanction of NCRI. Should the agency / institution cease to exist at any time, such properties may be assigned by NCRI to another institution / body having similar objectives as those of the NCRI. 23. If the NCRI has reasons to believe that the sanctioned funds are not being utilised for the approved purpose, then further release of grant may be stopped and earlier grants recovered.

24. The decision of the Chairman, NCRI, on the question of whether there has been a breach or violation of any of the terms and condition mentioned in the sanction letter, shall be final and binding on the grantee.

25. INSPECTION: An institution / agency in receipt of financial assistance from NCRI shall be liable to inspection by a team or an official of NCRI deputed specifically for the purpose.

BOND 1.

WHEREAS on the obligors request the Council has, as per NCRI Letter No. ______________________ Dated ______________________ (hereinafter referred to as the “Letter of Sanction” which forms an integrated part of these presents and a copy whereof is enclosed hereto as annexure-A), agreed to make in favour of the obligors, a grant of Rs._____________ (Rupees_____________________) out of which Rs. ______________________ have already been received by the obligors manner contained hereinafter and which the obligors have agreed to do.

NOW, the conditions of the above written obligation are such that if the obligors duly fulfill and comply with all the conditions mentioned in the letter of sanction, the above written bond of obligation shall be void and of no effect. Otherwise it shall remain in full force and virtue. If a part of the grant is left unspent after the expiry of the period within which it was required to be spent and unless it is agreed to be carried over, the obligors agree to refund the unspent balance along with interest (@ 6% per annum) to NCRI.

The Society / Trust agrees and undertakes to surrender / pay to the Council the monetary value of all such pecuniary or other benefits which it may receive or derive / has received or derived through / upon unauthorised use (such as letting out the premises for adequate or less than adequate consideration or use of the premises for any purpose other than that for which the grant was intended) of the property or building created or acquired or constructed largely out of Council’s grant. The decision of the Chairman of the Council, or the executive head of the Council, as regards the monetary value

aforementioned to be surrendered / paid to the council will be final and binding on the Society / Trust.
