The Future of Tradition is an outline of cultural consultation work that aims to develop public culture through long-term social and economic innovation. From 2015 onwards, Base 15 Studio’s research and design action project with Icheon, South Korea (UNESCO Creative City) sought out to generate strategies for small heritage cities to establish international relevance. This document provides the key methods of the process and the actionable steps for potential governing and institutional partners.

Chapter II : UNESCO Creative City Icheon 제 2장 : 유네스코 창의도시 경기도 이천시

우리 문화의 위치 2015년 여름 맛있는 쌀밥 한 공기를 먹고 싶다는 느낌으로 이천시를 처음 방문하게 되 었다. 서울에서 가까운 곳에 농경문화에 기반을 둬 다양한 전통문화를 키워온 도시가 있음에 매우 놀랐다. 토지에서 나오는 쌀, 도자기, 농경지와 이 문화로 가득한 이천은 해외 생활이 오래된 나의 마음속에서 갈구하는 한국인의 정체성을 채워주는 도시임에 틀림없었다. 하지만 이 풍부한 경험에 대한 공유는 “이천까지 뭐 하러...?” 라는 질문으 로 돌아왔다. 소도시와 우리 전통문화에 관한 젊은 세대의 무관심과 퉁명스러움은 우리 전통문화 시스템을 다시 생각해보는 문제의식을 가지게 했다. 한국의 소도시들은 우리의 전통적 가치에 기반에 유기적으로 발전해 왔다. 하지만 현대 사회 속 서구화된 라이프스타일을 더 높은 삶의 질이라고 간주하는 사고방식이 일반화 되며 한국 도시만의 고유의 철학, 정체성에 관한 대화는 세대가 지날수록 대중 속에서 점점 희미해져 가고 있는듯하다. 물리적인 공간에 관한 가치는 세계화 되며 한국의 관 료 중심 도시 개발은 다른 나라의 성공적 도시의 면모를 모방하는 습관을 이어왔다. 특 히나 서울 근교 소도시들은 더욱 빠른 발전, 도시 인구 증가 목표를 위해 대도시 중심의 라이프스타일을 제공하는 프로그램들을 들여오며 이 과정 속 우리의 전통문화 자원은 지엽적인 어젠다로로 여겨지고 있다. 대한민국은 이제 국제사회에서 가장 우수한 인프라와 테크놀로지를 갖추게 되었지만 우리 문화는 점차 등한시 되거나 사라져 가고있는 실정이다. 대한민국이 성장하는 지 난 시간동안 우리는 우리의 문화를 돌볼 수 있는 기회가 많지 않았다. 그래서 우리의 책 임감은 더욱 무거울 수밖에 없다. 우리 세대는 현대 사회에서 조명 받지 못하는 우리의 전통문화를 재발견하고 이를 구축된 인프라를 통해 사용하는 방법을 만들어나가야 하 는 큰 숙제를 해결해 나가야한다. 전통의 미래는 무엇인가? 전통 문화가 우리 삶에서 더 이상 경제성을 만들 수 있는가? 얼만큼 보수해야 하는가? 재발견된 전통은 미래에서도 전통인가? 정답은 아직 없다. 하지만 대화는 이미 시작되었으며 이것은 대한민국 정체성을 가진 모두의 문제의식과 의무가 되어야한다.

How do we reinvent the cultural significance of heritage cities?

도시의 미래와 전통문화, 어떻게 지속할 것인가?

Obstacles of Heritage Planning Small historic cities worldwide face a single major obstacle: to establish cultural relevance in opposition to mass urban migration. Without the advantages of population and support that larger cities implicitly produce, heritage towns and sites struggle to effectively maintain committed audiences, compelling innovation, and valuable programs of engagement and exchange. The competition in this contemporary creative climate is disadvantageous without established diverse industries and a fortifying general public.

The responsibility of this endeavor is typically delegated to large institutions and governments as a matter of infrastructural development. Steps towards cultural relevance seems straightforward when emulating “successful” western models – museums, galleries, artist complexes, visitor centers, festivals/biennales/fairs/ other events: physical productions managed by a bureaucratic system.

문화 도시 계획의 장벽 세계적으로 소도시들은 현재 어려운 테스크를 안고 있다. 젊은 이들 사이의 대도시 삶 선호도와 직업에 의한 이동 속, “문화유산”은 일정 지역으로의 이동 혹은 정착 동 기로써 메리트가 약해지고 있는 실정이다. 문화 매니지먼트는 혁신적이거나 창의적 관리 보다 관광 중심의 정부 관리 분야로 간주되어 왔다. 주로 관료 시스템속에서 만들어지는 문화자원 보존/관리 전략은 뮤 지엄, 아티스트 레지던스, 페스티벌 등의 서구의 문화 관리 형태를 빌려온 성격을 보인다. 이러한 시스템은 지속보단 방문과 관광에 초점을 둔 단기성 성격을 띈 프 로그램으로써, 우리의 전통문화는 한 번쯤 체험해 볼만한 요소로 도시 한켠에 마 련되어, 젊은 세대가 추구하는 “창의적,” “혁신적” 부분에서는 점점 멀어지고 있는 실정이다.

This approach has three significant deficiencies.

Deficincies in Heritage and Cultural Planning 1.

The lack of a committed creative department at the highest levels of government preclude ongoing innovation and newly introduced tactics of relevance production.

Infrastructural development is unsustainable when there is an absence of a committed and regular user base.

A sole entity or even a network of similar higher establishments is unlikely to be able to access the social,

Because of these deficits, cultural development is still a formulaic approach without the support of diverse implementations and proper metrics.

The traditional bureacratic cultural process is top-down: large-scale proven ideas delegated from government institutions to connected infrastructural establishments.

The inherent linearity of the production process results in a reducing consumer and engagement degree. 반복적 형태의 문화 관리 프로그램은 “전통문화”는 진부하고 오래된것으로 여겨지는 현상이 발생하 게 되고 창의적 젊은 층의 참여 동기를 일으키기 어렵게 된다. 이는 전통 문화 프로그램을 기성세대 관점 혹은 관료에서만 다루게 되는 순환을 반복한다.

If you build it, will they come? 지어 놓으면, 올것인가?

Traditional approaches all too often result in singular, effort inefficient, and unimpactful strategies- essentially a gamble in an “if we build it, they will come” mentality. This has already proven financially and socially fatal for many smaller cities across the globe. 한국에서의 도시 개발 방식은 일방적이거나 관료 중심적인 경우가 많다. “건설해 놓으면 올 것이다 (if build, they will come).” 이런 사고에 기반해 만들어진 곳은 건설 뒤 프로그램 을 채워나기 급급한 모습을 보이는 경우가 대부분이다.

These are examples of irrelevant programs and shops which attempt to bridge contemporary economy with some semblance of local history and identity.

We propose and offer an approach that replaces a sole focus on physical development and instead strives to establish a sociocultural context that allows infrastructure to flourish in an engaging, natural, diverse, and relevant way.

Program and Strategy Develpment Case Study City: Icheon, South Korea 케이스 스터디: 경기도 이천시 Base 15 Studio 15 Studio has been involved in Icheon’s development and programming since August 2015. As a UNESCO Creative City since 2011, Icheon’s mission has been to mobilize the world renowned ceramics community in order to attract tourism and garner cultural respect. The initial years of development entailed in-house marketing and massive infrastructural investment (we should quantify how much) including into the ceramics biennial , and the ceramics museum Cerapia.

From our office’s initial surveys of City Hall and the recent development, we deduced a list of programmatic and infrastructural deficiencies t hat p revent productive engagement and outreach. The following is a list of a few significant obstacles:

베이스 피프틴 스튜디오는 경기도 이천시 정부와 2015년 8월 첫 만남 으로 첫 학술 적 연결고리를 만들었다. 이천시는 2011년 도자기 문화로 유네스코 공예 예술 관련 창의도시로 지정되어 도자기 뿐만 아닌 다양한 전통 예술의 도시로 성장해 여 러 문화 인프라와 세계적인 단위의 축제 바탕으로 도시를 키워왔다.

현장 답사, 지자체와의 토의, 프로그램 체험, 건설된 인프라 방문을 통해 이천 전 통문화, 도시 계획에 대한 내용을 네가지로 정리해 보았다:

1. 인프라의 연결성 2. 도시정보 전달력 3. 프로그램의 수렴점 4. 총제적 비젼

1. Infrastructural cohesion Despite the successful execution of diverse establishments, the city of Icheon does not maintain effective communication and transportation between them. This discourages repeated engagement and confines the city as mostly taxi-centric. An absence of English or other foreign language indicators.

2. Ongoing engagement conduits Besides the hourly schedule of existing institutions, there are no accessible programs to experience multiple locations. There are yet no reliable sources of information at any of the transport hubs and no visitor center with personnel dedicated to tourism.

1. 인프라의 연결성 이천시는 뮤지엄, 갤러리, 마을단지 등의 다양한 문화 인프라를 성공적으로 지어 왔으며 도시의 전통과 이를 보존하려는 현대적 시설들이 갖추어져 있다. 하지만 이 를 연결짓는 시설과 도로/교통 시스템, (자전거 길, 마을버스 등)을 찾기 힘들다. 자가용 의존 형태의 개발은 전반적 다양한 면모의 도시를 연속적 체험 보다 상대적 으로 제한된 경험을 제공하게 된다.

2. 도시 정보 전달력 정보의 전달력은 소통을 의미한다. 도시 주민들만이 아닌 방문객에게 정보를 전달 하는 매개체. “Arrival Experience, 도시가 주는 첫 이미지” 는 특히나 더욱 중요한 점으로 작용한다. 지리적으로 다른도시로 부터 연결을 제공하는 부분 (터미널, 驛) 등에 도시의 성격과 정보를 제공하는 장소, 혹은 사인을 통해 도시는 이방인과 대 화할 수있어야 한다. 또 이를 광고성을 넘어서 더욱 창의적으로 제공하는 발상이 필요하다.

3. Programmatic convergence Within the small city of Icheon there is a list of internationally renowned service companies and product manufacturers. To list a few- SK Hynix, Hyundai Elevator, Jinro Soju, OB Lager, etc. However, there are no singular or ongoing events that forge more productive social relationships between these companies. Most significantly, Icheon has not yet capitalized on combining the esteemed ceramics industry with the vibrant local agriculture and culinary fields.

4. Final vision.

Due to the linear and bureaucratic structure of Icheon’s cultural departments (architecture, product industry, marketing and tourism, and UNESCO), development has been done step by step but without a clear direction.

City Hall has not had the time, resources, or capacity to formulate some semblance of cultural plan- a guide with projections on tourism, program offerings, city accessibility, and so on. As of yet, there no established goals for the future of this cultural city besides vague aspirations of popularity and economic growth.

3. 프로그램의 수렴점 수도권의 소도시들 내에는 큰 규모의 국내 기업의 입지를 확인할 수 있다. 이천에 상 주하고 있는 몇몇의 기업들의 사회적 기여도는 기부 이벤트등으로 피상적인데 그치 며 이 기업과 기업에 종사하는 인구의 이천 도시문화 참여성은 확인하기 힘들었다. 도시가 독보적으로, 유기적으로 성장하기 위해서는 도시의 각 조직들의 공공 프로 그램 기여의 목적이 한곳에 수렴해야 한다.

4. 총체적 비젼 한국의 소도시들은 개발 단위의 비전을 제시합니다. 마케팅, 국제적인 축제 등의 활 동을 통해 국제사회를 향한 발판이 마련되었지만 세월이 지나도 도시의 뿌리와 정 체성을 굳게 하는 우리 것, 우리의 문화유산과 역사에 의미를 가질것인지 시민들에 의해 지속적으로 평가되어야 한다. 단기성, 인기몰이, 서구형 유행성 프로젝트 또한 장기적, 공통적인 비전하에 미래 사 회와 변화를 염두에 둔 도시 내의 개발, 건축, 환경, 문화, 관광 프로젝트 진행은 총 체적 비전하에 이루어져야 한다.

From these surveys, Base 15 Studio’s consultation and development work is currently focused on cohesive programs that link the existing resources and endeavors into diverse initiatives. Icheon is a showcase of a heritage city that does not require more physical or resource development. Instead, the need is holistic asset creation- programs and venues that help citizens grow from the ground up and contribute to the broader success of the cultural city.

지난 수년동안 우리나라의 소도시들은 성장을 위한 인프라를 구축해왔다. 이 제 우리의 문화를 이 인프라들을 통해 어떻게 재발견 하고 이것을 우리 사회 다양한 분야에 통합시킬 수 있는가는 우리 세대의 숙제가 되었다. 인프라를 통해 문화와 사회적 프로그램을 다양하게 갖춘 도시는 정신과 모든 장기가 건강한 몸과 같다. 프로그램과 콘텐츠 창작과 구축은 시민 단체, 정부, 기업의 도시를 위한 공통된 미션을 통해 문화의 정체성을 짙게하는 방향으로 나아가야한다.

Ongoing and Future Development The following stages of development are more elaborate outlines of Base 15 Studio’s work when in partnership with governments and institutions.

A unique combination of stages is generated depending on specific circumstances of history, experience, ambition, and capacity.

Resource Mapping The main objective of resource mapping is to determine all the existing and potential resources available for and that can contribute to development. These include physical resources, informational supplies, and social practices, all of which can be transformed into idiosyncratic components of a city’s identity and productivity.

Mapping also includes extensive precedent research and application, determining what projects have existed worldwide and can be factored into a prospective program. This will serve as the informational and innovative foundation during and even after the scope of our partnership with a site.

리소스 맵핑 (도시 자원 네트워크 지도화) 자원 지도화는 현재 문화 프로그램을 제공하는 장소와 앞으로 문화 프로그램 장소로 발전 잠재성이 있는 곳을 대상으로 지도를 만드는 도시 연구 테크닉 이 다. 도시에서 제공되는 유형적 장소뿐만이 아닌 소프트 웨어적인 부분 (무형문 화재 자산, 토산품의 재배 위치) 등 까지 지리화 하게 된다. 이 과정은 전반적 도시 문화의 지리적 연결성을 시각화 하게되고 이 연결성을 분석해 도시의 방 문자의 연령, 도시 방문의 시간대, 계절에 따른 프로그램의 개발, 전략화 가 능케 하는 방식이다.

지도화를 제안되는 새로운 프로그램은 지자체와 민간에서 진행해온 프로그램 을 바탕으로 응용하는 과정을 거치가 된다. 응용 과정 속 다양한 창의/예술 분 야를 직업으로한 스튜디오 구성원을 통해 혁신적이지만 독창적인 다양한 세대 를 어우르게 되는 도시의 고유 문화 프로그램을 구성한다.

Asset Development Once goals and ambitions are established between Base 15 Studio and partner institutions, our larger phase of asset development is main purpose of our specialized work. Through creative and infrastructural development, we help establish and execute programming and implementation that supports wider city growth, civic engagement, and international relationships that are both economically and socially beneficial. These mainstays will provide the cultural support to implement long-term development that is respected by citizens and international interests alike.
