There’s an air of excitement at the RYA, with 2012 promising to be a special year. But it’s not just the Olympic Games we’re celebrating.

With only a few weeks to go, we’re busy with final preparations for the RYA Volvo Dinghy Show, celebrating all that’s good about dinghy sailing.

From grass root club sailing to Olympic sailors, this year’s show has something for everyone. The show takes place on 3-4 March.

We have great plans to celebrate the Queen’s Diamond Jubilee and we’re inviting you to join us.

Our Passage to Portland will be a great weekend of celebrations, with a special dinner at Portland Castle following on from our screening of the jubilee celebrations.

We have lots of other events organised throughout the year as part of our Sail for Gold programme. Whether you’re a dinghy sailor or windsurfer, sail or motor sailor, racer or cruiser, there’ll be plenty of opportunities and events for you and your club to get involved and take part in.

The ‘Our Sporting Life – Sail for Gold’ heritage exhibition, previewed at the London Boat Show, has now started its tour around the country and will be in Scotland next weekend (24-26 February). The exhibition celebrates our British Olympic and Paralympic sailing heritage, and includes photos and memorabilia, from pre-World War I through to the present-day champions.

You’ll find details of dates and venues of all these events inside this issue and on our website.

So get your Union flag ready and join us in the celebrations – we look forward to seeing you.

Belle époque is over The current lighthouse at Beachy Head is very definitely not Belle Tout (RYA Magazine, winter 2011, page 22), which was decommissioned in 1902!

Before it became a hotel, it was famous for being jacked up, put on rails and moved back from the cliff edge, which had become dangerously close.

Coast old guard

With respect to Jeremy Greenaway’s letter on the French coastguard system (RYA Magazine, winter 2011), I am amazed he is in favour of a system obviously designed in Napoleonic times, hence the Beachy Head lighthouse

Please tell us what you think name of the stations as ‘semaphores’, which, as a minimum, employs six admirals and 4,000 full-time naval personnel. The words ‘cost’ and ‘benefit’ spring to mind.

In the 21st century, I would have thought the careful application of radio and telecommunications networking would be more effective. As a taxpayer, I would much prefer one maritime operations centre and eight coastguard centres, operating 24 hours a day, properly integrated with

telecomms, which I understand is the Government’s decision in these times of austerity.

Having sailed inshore and offshore for 20 years in English and Irish waters, I have never needed a local watch station to tell me the sea state and weather conditions outside the marina!

I just listen to BBC Radio 4 long wave or VHF Channel 6, or consult my NAVTEX receiver.

Keeping a lookout

I was interested to read the letter from Jeremy Greenaway. He states that ‘you in the UK soon won’t have a local watch station to tell you what the sea state and weather conditions are like outside the marina’.

Mr Greenaway clearly hasn’t heard of the National Coastwatch Institution (NCI).

It operates 46 lookout stations in England and Wales. A number of them have their own weather stations, which can be accessed through the internet and are to supply enquiring mariners with local sea state, weather conditions and other useful information.

Unlike the French stations, however, all NCI lookouts rely entirely upon voluntary contribution and are operated by volunteer watchkeepers at no cost to the public purse. For more, visit www.nci.org.uk Richard Hews, NCI by email

Not-so-perfect harmony...

Simon Bornhoff’s enthusiasm for combining cruising and windsurfing (RYA Magazine, winter 2011, page 60) does not accord with my experience.

I married a windsurfer, so we strapped two boards to my 60ft cutter and cruised around Brittany, as far as the Morbihan. We only windsurfed once and have never tried the combination again.

My boat has a large foredeck, which is good for rigging up.

However, getting from board to boat and vice versa is not easy.

Windsurfing out of marinas is difficult and sometimes dangerous. So the only occasion we got out the windsurfing gear was when anchored in a quiet bay with little wind.

New Board of Directors approved New RYA Chairman

Stacey Clark was elected RYA Chairman in November, after four years on Council.

Stacey started sailing at the age of eight, on Oulton Broad, and has enjoyed success in all forms of racing, from Mirror Junior champion through university team racing and various dinghy classes to offshore racing and skippering a TP52. He has also completed a circumnavigation of the UK with his wife, Suzanne.

Stacey is a partner in a marketing consultancy and a director of an organisation that teaches people how to stay safe when skiing off-piste.

Owain Franks was elected as Deputy Chairman.

Board will operate alongside Council to supervise management of the Association’s business After approval of the revised company Articles at the AGM in November, the new Board of Directors has taken over its responsibilities for the Association.

The Board operates alongside the Council in the governance of the Association. Its role is to supervise the management of the Association’s business and to discharge the responsibilities of the directors under the Companies Act. Its main duties are to: develop long-term Strategic Plans (in consultation with the Council); approve the Annual Operating Plan; approve and monitor operating budgets;

and supervise risk management and safety matters for the Association.

Its workings will be reported to Council and to the members of the Association through the Directors’ Report in the annual report and accounts, and at the AGM. The Chairman, Deputy Chairman and the Chief Executive sit on the Board ex officio. A further five, non-executive directors are appointed on the basis of personal competencies from among members of Council and its main committees. The Head of Finance has also been appointed as a director by Council. The board, which will

meet six times a year in Hamble or London, met for the first time in January to consider the budget for 2012-13.

Patience and Bithell earn London 2012 call-up Luke Patience and Stuart Bithell, who compete in the men’s 470 class, have been chosen for Team GB. They join 11 other sailors already officially selected for London 2012.

Their inclusion in the team was announced at the 200-day countdown to the opening ceremony of the Olympic Games.

Luke, from Helensburgh, Scotland, and Stuart, from

Rochdale, made their debut in the 470 World Championships in 2009, after competing together for just two weeks, and won a silver medal.

Since then, the 25-year-olds have enjoyed a steady rise in the International Sailing Federation (ISAF) world rankings. The duo finished the 2010 season ranked fourth in the world and clinched their place on Team GB by winning the silver medal at the 2011 ISAF World Championships, in Perth, Australia.

RYA Olympic Manager Stephen Park said: ‘Luke and Stuart are a classic example of how getting the right complement of skillsets for helm and crew in the boat can really launch sailors’ careers.’

World championship-winning duo are named young sailors of 2011 YJA Pantaenius Young Sailor of the Year Award

Annabel Vose and Megan Brickwood, from Southampton, were presented with the YJA Pantaenius Young Sailor of the Year Award for 2011 at the London Boat Show in January.

Annabel, 17, and Megan, 16, got 2011 off to a good start by winning the 420 Annabel and Megan were World Championship title in Buenos overjoyed to win the award Aires, Argentina. They then went on to win silver – and were the first female crew to finish – at the Flanders Youth Regatta and claimed bronze at the 2011 Open 420 Junior European Championships.

The teenagers were among 13 RYA Regional Young Sailor of the Year winners nominated by RYA-affiliated sailing clubs. All have made a significant impact on youth sailing, ranging from gold medal-winning achievements and overcoming adversity to huge amounts of hard work and effort on behalf of their clubs.

Child protection New Bill’s CRB proposals are ‘helpful, but flawed’, says RYA The proposed Vetting & Barring Scheme, which has been put on hold, is being reviewed by the Government ‘to ensure that the scheme strikes the right balance between protecting children and vulnerable adults, whilst maintaining a sensible and proportionate approach to vetting’.

Proposals to change the system of criminal records checks in England and Wales are contained in the Protection of Freedoms Bill, which is making its way through Parliament and is expected to receive Royal Assent in March 2012. It is unlikely any changes will be implemented until 2013, so the existing system of CRB checks will continue for another year.

The Bill contains some helpful proposals, in particular introducing ‘portability’ of checks between different employers or voluntary organisations. However, there are two areas that have raised concerns among sports governing bodies: the proposal that the CRB Disclosure certificate will only be sent to the individual applicant, with no copy going to the Registered Body (ie the RYA). This would mean a club or training centre having to chase individuals for their certificates, rather than the applicant receiving confirmation from the RYA, which would be able to keep better records; the proposal that Enhanced Disclosures would not be available for individuals working under the ‘day-to-day supervision’ of another person who is undertaking regulated activity – so, potentially, an RYA training centre could be entitled to check the senior instructor, but not the instructors working under his or her supervision.

Finalists shortlisted for the RYA Club of the Year Award 2012 The winner of this year’s RYA Club of the Year Award will be unveiled at the RYA Volvo Dinghy Show, at Alexandra Palace, in March.

The award recognises and promotes the outstanding achievements of people who work together to create vibrant and successful clubs in the UK.

The shortlisted clubs were selected by the awards panel, which judged them on how well they promote the sport, encourage people onto the water and make their activities varied and available to their community.

News RYA Active Marina Programme, Volunteer Awards

Sovereign Harbour, a Premier Marina in Eastbourne, celebrated its launch of the Active Marina Programme with a day of workshops covering basic manoeuvring and berthing, plus electronic navigation sessions for yacht sailors, motor cruisers and powerboats. After the success of the launch, the marina and local RYA-recognised training centre ran two more workshop days on locking techniques, focusing on locking in and out of the marina, especially if queuing and rafting are required.

Marina Manager Janet Taylor says: ‘We are very pleased to work with the RYA by becoming an Active Marina. It is a fantastic opportunity to tailor activities to give our customers what they need to become more confident and to enjoy using their boats.’

The programme also allows you to get to know and cruise with other berth holders and boat owners, and to attend social events.

Francis Elkin Award Presented to an individual who has made a significant contribution of time, effort and personal endeavour to enable people with disabilities to become involved in sailing.

RYA Community Award Awarded to individuals for service and commitment to club or grass roots boating, in one of the following categories: Lifetime Commitment – someone who has shown exceptional commitment and dedication to their organisation or club for at least 15 years.

Outstanding Contribution – someone who has volunteered for less than 15 years, but who has made a significant contribution, possibly a single or ‘one-off’ contribution.

Youth – someone under 25 on 1 October 2012 who has shown a regular commitment and/or inspirational contribution over and above their own participation or achievement within sport.

Written nominations should reach the RYA by 8 May 2012. Individuals must be nominated by their club, centre, organisation or region.

Winners and their guests will be invited to a presentation ceremony and luncheon in London in November.

New Council members

Five new representatives for personal and life members were appointed to the RYA Council at the AGM in November Liz Barron OBE

Liz is a member of the Cruising and Government Affairs, and the Planning and Environment committees.

Her main interest is yacht cruising. Liz planned and completed a two-handed UK circumnavigation in 2005 and she and her husband have sailed year-round to ports in France, Scilly and the Channel Islands. She enjoys an active part in maintaining and running her boat.

Liz has served as a non-executive director in several organisations and chaired major County Council committees.

Hugh Dalzell

Hugh’s main interest is also yacht cruising.

A devoted sailor, with a shipping law background, he was a partner in an international law firm for more than 20 years before retiring.

Hugh started sailing aged ten and raced dinghies before graduating to larger boats.

He and his wife sailed their 35ft sloop, twohanded, to the Caribbean. Since May 2010, he has sailed more than 2,500 miles. Hugh is a Royal Cornwall Yacht Club member.

Geoff Holt MBE

Geoff is a member of the Paralympic Steering Group and is the British Paralympic Association’s GB sailing representative.

He is also a past Chairman of RYA Sailability.

Geoff’s main interests are: yacht racing and cruising; dinghy racing and cruising; motorboating; sportsboats and ribs.

Geoff has previously served on the Council, representing disabled sailing, 22 Spring 2012 rya.org.uk

for periodic terms dating back to 1992. He continues to be directly involved in disabled sailing in the UK and overseas.

Through his personal endeavours he aims to raise the profile of disabled sailing in the UK and to demonstrate the opportunities our sport has to offer.

Kirsten Hunter

Kirsten was the Sailing Secretary for HSBC Sailing Club 2004–2008 and is a commercially endorsed Yachtmaster cruising instructor. Her main interests are yacht racing and cruising. Kirsten has sailed more than 7,000 miles in a range of cruising and racing boats up to 46ft.

Kirsten has a range of business skills, developed over a 29-year career in the corporate world. She now works full-time as a commercial yachtmaster and cruising instructor, undertaking all aspects of professional sailing.

Peter Melson CVO CBE

Peter is a Trinity House Board member with responsibility for professional yachtsmen and sail training. His main interest is yacht cruising.

Having sailed since owning his first boat at the age of ten, Peter raced dinghies at national level and served in the Merchant Navy for eight years and the Royal Navy for 30 years.

He became Trinity House’s Director of Operations as an Elder Brother in 2000 and is currently the Commodore of Hornet Sailing Club in Gosport. He also served as Rear Commodore of the Royal Hong Kong Yacht Club. He has represented professional yachtsmen and sail training in Trinity House, and is a member of the Conference of Yacht Cruising Clubs.

News RYA Volunteer Awards, Olympic marina berthing

Recognition

RYA volunteers were recognised for their outstanding dedication and achievements in boating in November when they were presented with RYA Volunteer Awards by HRH The Princess Royal The RYA Volunteer Awards are divided into three categories: the RYA Awards, RYA Community Awards and the Francis Elkin Award, and acknowledge volunteers’ work in enabling others to enjoy sailing and boating.

From training and boat maintenance to establishing and developing clubs.

RYA Awards were presented to Chris Basten, Phillip Chorley, David Darling, Chris Edwards and joint winners Nina and George Sawyer, recognising their individual commitment and service to boating and the RYA. The community awards, consisting of Lifetime Commitment, Outstanding Contribution and Youth, were presented to winners nominated by their sailing clubs and selected by the RYA Awards panel. HRH The Princess Royal presented a total of 29 Lifetime Commitment, ten Outstanding Contribution awards and three Youth awards.

In the Youth category, recognising the voluntary work carried out by young people, Robin Jones, from the Lincoln and District Sailing Association, was presented with an award for his work to support his club in delivering sailing sessions to children from local schools.

He gives up his spare time to take youngsters sailing, helping out with regattas and acting as safety crew all at a moment’s notice. ‘I never expected to be given an award. I really like volunteering so it’s a really nice thing to happen. There are so many different skills you learn, you meet loads of lovely people and teaching people to sail is an extremely satisfying thing to do.’

HRH The Princess Royal also presented the Francis Elkin Award to Hugh de Las Casas, whose work and dedication to the Woolverstone Project provides sailing opportunities and tuition for those with disabilities.

Sarah Treseder, RYA Chief Executive, said, ‘The RYA is delighted to present these RYA Volunteer Awards in recognition of the enthusiasm, promotion of our sport and many years of dedication that all winners have provided. They are an inspiration to us all and it is my pleasure to recognise and celebrate their sheer hard work and commitment through these awards.’

All the winners enjoyed a celebratory lunch in London and were presented with a commemorative medallion and certificate by HRH The Princess Royal.

Foreign cruising PORTUGAL VAT: T2L document

In the autumn 2011 issue (RYA Magazine, page 28), we highlighted the fact that Portuguese authorities may ask visiting yachtsmen to provide a T2L document in support of the VAT status of the vessel.

Although we do not believe this is being routinely requested, we are aware of a further instance in which the T2L was requested. This is of concern because we understand from HMRC that this document is not routinely available to UK boat owners. We are looking into this matter with HMRC and would like to hear from anyone who has been asked to produce a T2L document in Portugal or anywhere else.

Croatia Temporary importation

Marina Kaštela has recently advised its berth holders that temporary importation is limited to 18 months. After this time, the vessel must either be exported from Croatia or customs duties and taxes paid. The 2012 edition of Sailing in Croatia notes that, as Croatia is due to join the EU on 1 July 2013 (although previous planned join dates have not been met), significant changes to the

rules governing the entry of foreign leisure vessels and yachts to Croatian territorial waters are expected. We would be interested to hear if you notice any changes during the 2012 sailing season.

Italy Boat tax

A new boat tax for vessels over 10m announced at the end of 2011 is due to come into force in Italy by May 2012. After making enquiries, we were advised by the Italian Marinas Association that marina operators and politicians have concerns that the tax will have an impact on the Italian tourism economy. A modification to the law, particularly in relation to foreign boats, is anticipated.

Turkey Blue Card

The Blue Card is now starting to come into operation. It will be used to monitor the volume of black and grey water a vessel has pumped out. At the time of writing, details remain sketchy, especially in relation to boats that do not have a grey-water tank.

Inshore weather forecasts

As a result of our reminder about obtaining several weather forecasts before going to sea (RYA Magazine, winter 2011, page 29), we were contacted by a member who was keen to see the inshore forecast added to the mobile version of the UK Met Office website.

The Met Office has advised us it is reviewing content across all of its platforms, including the mobile site, in the next financial year. It plans to increase the content on the mobile site, including services such as the inshore waters forecast.

Regional news from the Offshore and Coastal Consultative Panel Scotland Pentland Firth and Orkney waters

RYA Scotland has been heavily involved in a study of shipping activity in the Pentland Firth and Orkney. The project, initiated

by Marine Scotland, aims to ensure water users have a good knowledge of the area so future developments – including significant plans for tidal devices – do not adversely affect important existing activities.

Part of the study focused on recreational craft and an online questionnaire is being compiled to supplement the information supplied from the RYA Coastal Atlas and the local RYAS Coastwatchers. View the survey at www.anatec.com/ pentlandorkneysurvey

Special Areas of Conservation RYA Scotland, along with 30 Spring 2012 rya.org.uk

Scottish Natural Heritage, is involved in a pilot study on Marine Protected Areas, to identify the location of anchorages within Special Areas of Conservation.

Although there are places where anchoring could damage sensitive and rare species, anchorages are often spatially separate from the rare species. In Loch Creran, for example, local agreement has been reached to ensure anchoring takes place away from protected features.

In this work, there is an acceptance of the concept of multiple use, and restrictions will only be put in place if there is evidence that a designated feature would be at risk. It is intended to extend the study to a wider range of anchorages.

It is important to recognise this is not a threat to sailing, but a useful collaboration with the

body responsible for protection of our marine heritage, which will ensure unnecessary restrictions are avoided.

North East New life for Seaham Harbour

Seaham Harbour is five miles south of Sunderland, on the North East coast. Originally a coal port, the south dock later developed as a shipping port, with the north dock becoming a fishing port. But, with the demise of fishing, the north dock fell into decay. However, a new 78-pontoon-berth marina has given the harbour a new lease of life, while retaining some of the docks’ historic features.

As well as security and shoreside facilities, the new marina boasts an automatic dock-gate system that retains water at low tide. There will be provision for visiting

vessels with an upper limit of 11m; however, the depth at low water will only be 1.4m.

Work will be completed by early spring, when berth holders and visitors will be welcome.

Newcastle Quayside

Newcastle Quayside pontoons are now in use and allow berthing for vessels up to 40ft for short stays, although booking is recommended.

The pontoons are upstream of the Millennium Bridge, which has an air draught of 4.5m when closed and 25m when open. They are at the centre of Newcastle’s historic quayside, with restaurants, bars and cultural venues within walking distance. Water and electricity are available and a Newcastle City Street Ranger will greet you as you arrive. You will need

damage caused to the quay by severe flooding in 2008. Funding has now been secured for repairs and refurbishment to prevent the damaged quay falling into the navigable channel leading to the marina, boat yard and yacht clubs. This will ensure Amble continues to be a popular stop for boats cruising the Northumberland coast.

NE cruises

After the success of last year’s RYA NE cruises, a programme has been put together for 2012 that will include Sunderland Air Show (21-22 July), a popular highlight of last year’s cruises.

Holy Island

Six J-Class yachts will race together for the first time in Falmouth Bay this year

to provide proof of third-party insurance (the website has details of the level of insurance required). To book an opening, call 07435 788426 or visit www.newcastlecitymarina.co.uk.

If an opening is already booked, other vessels will be able to make use of this.

The Royal Quays Marina at North Shields, at the mouth of the Tyne, is a convenient stopping point for vessels arriving from sea and awaiting a fair tide to travel upstream.

The marina will give advice, including opening information for the Millennium Bridge.

Downstream of the bridge, St Peter’s Marina is available for longer stays.

Warkworth Harbour, Amble

Anyone visiting Warkworth Harbour in Amble over the past few years will have seen the

The Holy Island Development Trust encourages waterborne visitors and hopes funding will become available to clear the debris from the anchorage.

In the meantime, you are advised to use a tripping line on your anchor.

Also be aware that the anchorage is within a National Nature Reserve with by-laws that prohibit landing except in designated places. Details can be found in the relevant pilot books.

Eastern East coast

The East coast is fortunate in having several up-to-date websites covering the coast: www.eastcoastrivers.com publishes surveys of the harbours with shifting entrances, while www.eastcoastpilot.com publishes corrections and updates to the East Coast Pilot book, obtained from its network of honorary port pilots, who are contactable by telephone.

There is now an additional site in the portfolio: www.eastcoastsailing.co.uk, a monthly web-based magazine.

Its news section has proved quick off the mark, even with

national news, and has featured ways to cross the Thames Estuary and changes to the buoyage into the River Crouch. This online magazine produces a timely reminder when navigating outside the buoyed channels.

The chart you buy may well be the most up-to-date available, but it is rare for surveys to be conducted outside the channels and the professionals have no requirement to cross sandbanks.

The northern Thames Estuary chart shows that the contours and depth information outside the channels came from the Port of London Authority in 2003 to 2006. A 3.7m depth on the chart proved to be 15cm at low water, yet the grounding took place less than a quarter of a mile from deep water.

Bradwell power station walls

Work has started to remove the Bradwell power station baffle walls. Scheduled to last three months, the project is being undertaken during the winter to minimise inconvenience to leisure-boat users. The piles are being cut off 1m below the seabed and the trenches will be infilled on completion. The central concrete platform is scheduled for removal in 2014.

Foulger’s Gat

The temporary closure of Foulger’s Gat and Fisherman’s Gat during the past year has proved to be an obstruction to the free movement from north to south across the Estuary.

It is hoped access will be restored for 2012. The closures were necessary during the construction of a wind farm substation and cabling.

Yorkshire & Humberside Pontoons for Bridlington Harbour Bridlington Harbour Commissioners are to install pontoon berthing for approximately 68 vessels in the tidal harbour, at the west end of the harbour. Vessels using the berths will take the ground, which is soft silt. Each berth will have water and electricity.

East Midlands Nene Marine

Lincolnshire County Council and Fenland District Council will provide up to 70 new pontoon moorings on the River Nene at Sutton Bridge. Work is due to take place from early this year to July. The moorings will be on the east side of the river and connected by a bridge to the shore, where a marine office and car park will be built.

Marine plans

The East of England coastline is to be the first area to have a marine plan. The plan will include the East Inshore Offshore areas, which cover the coast from Flamborough Head to Felixstowe. Consultation on the draft plan is scheduled for autumn this year, with the final plan to be completed in 2013 – for more details, visit www.marinemanagement. org.uk/marineplanning

Thames Valley & London Olympic restrictions

Owners of recreational craft navigating on the tideway during the Olympic Games will need a pass to demonstrate they have a passage plan and that mooring has been booked or a passage through the area authorised. Port of London Authority patrol boats will be stationed at Gravesend and Brentford to police the system.

Mooring will be prohibited between Boveney and Bray locks on the non-tidal river adjacent to the Eton Rowing and Canoeing courses. A buoyed channel will allow canoeists to train during the rowing events.

A temporary pedestrian bridge is being built between Windsor Racecourse and the Olympic venue. The Headway will be higher than Eton Bridge.

Non-tidal River Thames

Construction started in January on a replacement, single-span bridge at Walton-on-Thames.

Work is due to be completed in 2013, when the two existing bridges will be removed. There rya.org.uk Spring 2012 31

Cruising Your regional news should be no major restrictions to navigation. Further up the river, work to refurbish the chamber of Chertsey lock is due to be completed by mid-March, when the river in the area will reopen to navigation after a four-month closure.

South East Shoreham Footbridge

The dilapidated wooden footbridge at Shoreham by Sea, West Sussex, across the River Adur, is to be replaced. The new bridge will have an opening centre span to allow vessels to proceed up river.

The project will take about 15 months to complete, with the major works taking place between March and October this year. The existing bridge will not be demolished until the new one is opened in March 2013.

Rampion Wind Farm

A meteorological mast is to be installed in the north-west corner of the projected Rampion Wind Farm, in the position of 50º 41’ 16.702” N 000º 20’ 35.850” W during this spring. The mast is being installed to gather wind and wave data for the site.

The structure will consist of a 2.5m-diameter monopile and a working platform upon which the mast will be placed. It is not clear whether the mast will be fitted with an AIS transponder, but it will be fitted with the usual aids to navigation for a structure of this type.

The structure will be painted yellow above HAT and recreational vessels travelling between the Solent and Beachy Head, and vice versa, should take care because it lies in their path.

Cargo vessels from Newhaven to the Solent should also take care.

Southern Nab Tower Lighthouse

Notice to Mariners No.50/11 D12 details refurbishment work due to take place on the Nab Tower Lighthouse, 50° 40’.075N, 000° 57’ 155W, that marks the beginning of the deep-water channel into the ports of 32 Spring 2012 rya.org.uk

Portsmouth and Southampton.

Work is due to start in early March, when aids to navigation exhibited from the lighthouse will be temporarily suspended.

However, two lit cardinal buoys will mark the tower.

Holy Island anchorage is a popular cruising venue in certain conditions

South West J-Class Regatta Falmouth 26-30 June

The J-Class Association is planning a series of spectacular regattas in the UK this year, the first time more than four of these imposing yachts will have raced together in a fleet.

The first regatta will be based in Falmouth, Cornwall, hosted by the Royal Cornwall Yacht Club.

Races will be held in the bay and along the coastline.

David Pitman, secretary of the J-Class Association, said: ‘The J-Class Association chose Falmouth as a UK base for its first 2012 regatta because of the great deep-water bay, onshore support services and support from an experienced local club – the Royal Cornwall Yacht Club. The waters around the bay offer the opportunity for great courses, for the competitors and the spectators, who can view from the many headlands.’

It is expected that six of the 140ft yachts – each weighing around 200 tons and with a crew of up to 30 – will compete. The event will attract enthusiasts from around the world and will be beamed live globally. Racing takes place from 26 to 30 June (28 is a lay day), with each start at 1000.

Hayle Harbour regeneration starts

The first in a series of fourmetre-high flood-protection walls, which will help protect Hayle from rising sea levels, was slotted into place recently.

The construction on North Quay is a major milestone in the multimillion-pound redevelopment of the town’s harbour and is believed to be the first flood-protection scheme in Cornwall specifically designed to combat higher seas.

John Coombe, Cornwall councillor for Hayle South, said it was great to see such

progress. ‘This is a major and exciting event in our town, which will create jobs in the business hub and new hope for Hayle’s residents, for now and future generations.’

John Pollard, the Cornwall councillor for Hayle North, added: ‘The construction of the flood wall clearly shows the enormity of the works that are being undertaken. This uplift is essential before any of Hayle’s quays can be developed.’

Falmouth wave energy test site

Falmouth Harbour Commissioners and The Crown Estate have signed a lease to create FabTest, a new wave energy ‘nursery’ test site in Falmouth Bay. The site has been

issued with a marine license by the Marine Management Organisation (MMO), which allows the mooring of marine energy-converter devices.

The announcement, made at the Regen SW Renewable Futures conference in Bath, is the latest step in the creation of a marine energy park in South West England. The park aims to pull together commercial and academic organisations, and marine energy assets, to create a vibrant and dynamic centre of marine energy in the region.

FabTest, which is not gridconnected, will enable waveenergy generation developers to conduct sea trials of their devices in moderate seas, close to port facilities. It is a stepping stone to the deployment of an array of

Falmouth Bay has been licensed to host a new wave energy ‘nursery’ test site

devices at Wave Hub, the world’s largest grid-connected waveenergy demonstration facility, installed 10nm off the north coast of Cornwall last year.

The future of the £42m Wave Hub has been secured by the government. The project will be taken on by the Department for Business Innovation and Skills (BIS) as part of its ‘transition to a green economy’. It will take over ownership from the South West Regional Development Agency (RDA). To manage the day-to-day operation of the testing facility on its behalf, BIS has set up a standalone operating company, Wave Hub Limited, which will be based in Hayle, Cornwall.

Business minister Mark Prisk said: ‘Development of the Wave Hub in Cornwall will bring environmental and economic benefits to the UK and I am pleased we are able to take this positive step.’

North West Cruising Conference

The RYA North West Region’s Cruising Conference will be on 10 March, at the Conference Centre, Birchwood Park, Warrington.

North and the southern tip of Island Taggart to Kate’s Pladdy in the South. Fortunately, in most circumstances, yachts would not choose to anchor in these depths, and key anchorages, such as Ringhaddy Sound, are excluded.

There are also concerns about race markers, as this is the prime area of the Lough for championship events. Recent informal discussions with the Department and the Northern Ireland Environment Agency, however, have indicated that licensing of racing marks should not be a problem. Formal consultation is expected in the early spring.

Northern Ireland Strangford Lough

Donaghadee Sound

RYANI has written to the Minister for the Environment NI about proposals to restrict anchoring in certain areas of Strangford Lough.

The Lough is a Special Area of Conservation and protected under the European Habitats Directive, at least partly because of the biogenic reefs of the horse mussel Modiolus modiolus.

There is a proposal to introduce a by-law restricting anchoring below the 10m contour line between Castle Island to Gransha Point in the

Irish Lights has laid a new starboard hand buoy in Donaghadee Sound. The Carn buoy is located at 54°39’ 845N and 05°32’240W. Lying to the south of Belfast Lough, the Sound is a well-used passage between the County Down coast and the Copeland Islands. The new buoy Fl(2) G 6s has its light synchronised with the Foreland Buoy, which has been altered to Fl(2) R 6s.

The Deputy Buoy light character has been altered to Fl G 3s and its light synchronised with the Governor buoy Fl R 3s.

Look out for overhead electricity lines Electricity poles and pylons are usually fitted with these ‘Danger of Death’ notices (right).

If you are at a recognised boating venue, there should be warning signs, barriers or ‘goal posts’, adjacent to any lines that may cross areas where rigging or moving boats is anticipated. Before rigging or moving a boat, you should always look up and around you.

If there are any lines in the vicinity or on the route you are intending to use, stay well away from the lines. It is very difficult to judge the height of lines, so do not attempt to do so.

Current affairs round-up Thanet wind farm Thanet Offshore Wind Farm, off the north-east Kent coast, has given notice of its application for an operational safety zone scheme. The RYA will respond to the Secretary of State for the Department of Energy and Climate Change regarding the application.

e-Borders plan to go ahead unchanged Proposed programme is ‘inherently flawed’ says the RYA’s Head of Government Affairs, Gus Lewis The RYA is disappointed to learn that the Government has made no modifications to its e-Border programme for the recreational sector. After a meeting in December with the UK Border Agency (UKBA), Gus Lewis, Head of Government Affairs, said: ‘The proposed programme is inherently flawed and we have been pointing this out to Government regularly over the last three years. We had understood that the UKBA was looking again at its original plans and their viability.

However, it is now clear that it still intends to progress with the original plans, which it aims to put in place in the recreational boating sector in 2014.’

Self-reporting

The e-Borders reporting methodology is simply not designed to accommodate the unscheduled activities of the recreational boating sector. In the absence of a carrier ticketing system, a passport ‘control line’ and attendant law-enforcement assets, a system that relies on self-reporting by the law-abiding majority is unlikely to present any meaningful challenge to those intent on avoiding detection at the border. The rationale for applying e-Borders controls across the geographic sea border is thus flawed.

The UKBA has yet to publish a comprehensive explanation of how it plans to implement the e-Borders scheme in the recreational boating sector. So, at present, it is impossible to challenge the specific mechanics of the UKBA’s proposed plan. But it appears it will still be based on a system of self-reporting voyages to and from the UK via a website, up to 24 hours before departure.

The RYA maintains that implementing the e-Borders programme in the recreational boating sector would be an inappropriate, ineffective and inefficient mechanism for securing the sea border, and the burden on recreational boaters would be disproportionate. In addition, the extension of the programme, as we understand it, to the recreational boating sector would, at significant cost to the taxpayer, fail to enhance detection at the border as intended and would not deliver value for money.

‘We believe that, if the e-Borders programme is to be implemented in the recreational boating sector, then the most appropriate, proportionate and cost-effective solution would be for only those persons who are not UK or EU citizens, and who are on voyages outside the common travel area, to be subject to a requirement to provide their details to the UKBA,’ concluded Gus Lewis.

Red diesel Proceedings against UK Government The RYA met with Her Majesty’s Revenue & Customs (HMRC) in December to consider how it can support Government to challenge the Commissions proceedings against the UK Government over the UK’s continued use of marked red diesel. Because the proceedings are confidential between Government and the EC, HMRC was not able to discuss specific details of the proceedings.

Belgium fines The RYA also discussed with HMRC what actions can be taken to dissuade the Belgian authorities from penalising UK boaters carrying marked diesel when they visit Belgium. HMRC is the lead Government agency in matters such as this in Europe and with the Belgian Government.

Government’s £1 billion financial commitment to The Canal & River Trust Environment Minister Richard Benyon announced on 31 January that £1 billion of Government help will be given to The Canal & River Trust, the new charity that will be responsible for looking after England and Wales’ network of 200-year-old canals and rivers.

Commenting on the announcement, Gus Lewis, Head of Government Affairs, said: ‘This is great news for the new trust and waterways users alike. The settlement is considerably greater than had been originally proposed by the Government and we hope that it will provide the firm financial foundations that the trust needs. The RYA would also congratulate the transitional Trustees on their work to ensure that The Canal & River Trust starts its life in as strong a financial position as possible.’

The RYA has worked hard to minimise proposed restrictions

As impact assessments are being completed for proposed Marine Conservation Zones, the RYA continues to contribute to the debate Marine Conservation Zones (MCZs) were recommended by four regional projects – Balanced Seas, Finding Sanctuary, Irish Seas Conservation Zones and Net Gain – and will now be considered by the Government’s statutory nature conservation advisors, Natural England and the Joint Nature Conservation Committee (JNCC). Throughout discussions with these organisations, the RYA has emphasised the importance of safe anchorages and the Public Right of Navigation. We have been able to respond to early drafts of the impact assessments from the four projects to ensure any foreseen impacts on recreational boating are accurately recorded.

In July 2012, Natural England and the JNCC will provide their formal advice to the Department for Environment, Food and Rural Affairs (Defra), along with a combined impact assessment from the four projects. Defra plans to run a formal consultation in December 2012, when the 40 Spring 2012 rya.org.uk

public will be able to have their say on the proposed MCZs. Defra will analyse the responses and make revisions to the impact assessment before the Government makes a final decision on designating individual MCZ sites. The Government intends to designate MCZs in phases, with phase one planned for 2013. At this stage, there is no indication of which sites may be designated in phase one.

‘Management scenarios’ are being used in the impact assessments for the cost/benefit analysis, but actual management measures will be decided by the relevant authorities, including the Marine Management Organisation, after MCZs are designated.

by MCZs. In a few cases, anchoring and mooring could be affected, particularly in Reference Areas (a highly protected type of MCZ), but anchoring in an emergency will always remain lawful. The RYA has worked hard to minimise proposed restrictions and have suggested mitigation where possible.

We will continue to lobby the Government that stakeholders should be involved in these management discussions before the final decisions are made.

There has also been a consultation on the proposed Studland to Portland Special Area of Conservation (SAC). The area is proposed for the protection of its rocky reef habitat and, although management measures have not yet been decided, the RYA has raised issues around possible anchoring restrictions in the area.

Elsewhere in the UK Northern Ireland

There are plans to introduce a Northern Ireland Marine Bill with provisions for marine planning and nature conservation within UK territorial waters adjacent to Northern Ireland (within the 12 nautical mile limit), and, subject to discussions with other Government Departments, possible further streamlining of licensing for devolved functions.

As in England, there are many types of marine protected area designations.

Strangford Lough is both a Special Area of Conservation and a Marine Nature Reserve.

The Department of the Environment (DOE) and Department of Agriculture and Rural Development (DARD) aim to restore the horse mussel reefs in the Lough as they are deemed to be in a damaged state. As a result, in July 2011, the intention to ban anchoring and mark lying in some areas of the Lough was announced. The RYA and RYA Northern Ireland have challenged the proposed restrictions. Read more about this on page 33.

ensure recreational boating interests are taken into account during this process.

Further workshops are planned, with a target of announcing the provisional MPA network by the end of this year. Management measures have not yet been explicitly discussed; however, there is a commitment to the continuation of sustainable activities, with restrictions only to be put in place where they are necessary to protect the designated features. Marine Conservation Orders will only be considered for activities not covered by an existing management regime and where voluntary orders are not considered appropriate.

RYAS is involved in a marine protected areas pilot study with Scottish Natural Heritage to identify the location of anchorages within SACs. For more on this see page 30.

Wales

Wales has a large number of marine protected areas, with 36% of its territorial waters and more than 70% of its coast already protected.

The designation of Marine Conservation Zones (MCZs) in Wales is following a broadly parallel approach to that in England and also comes under the Marine and Coastal Access Act 2009.

The Welsh Yachting Association (WYA) is a member of the Wales Coastal and Maritime

Partnership (WCMP), a stakeholder group that advises the Welsh Government on the sustainable development in Welsh seas and coastal areas.

In recognition of the significant proportion of Welsh seas already designated, MCZs are being developed using a Highly Protected Marine Reserves model following guidance issued by the Welsh Government in March 2011.

However, unlike in England – where stakeholders negotiated the location of sites – the Welsh Government has a Technical Advice Group that has identified more than 20 ‘focus sites’.

Two rounds of public consultation on ‘potential’ MCZs are planned, starting in the first quarter of this year. After this, sites will be identified for recommendation to the Minister in the Welsh Government in mid2013. There will be a further statutory 12-week consultation at this stage.

The RYA is working with the WYA to ensure the views of recreational boaters are represented. Scotland

Marine Protected Areas (MPAs) are the newest type of marine conservation designation in Scotland and came into existence under The Marine (Scotland) Act 2010. The MPA project covers the UK territorial waters and the contiguous offshore parts of the UK’s seas adjacent to Scotland. Statutory partners in the process are Scottish Natural Heritage (SNH), the Joint Nature Conservation Committee (JNCC) and Marine Scotland.

MPAs are one of Scotland’s three pillars for marine nature conservation: site protection (including MPAs); species protection; and wider policies and measures that deliver effective marine nature conservation, such as marine spatial planning.

Three MPA stakeholder workshops have been held, with the RYA represented at all three. In addition to existing marine designations, new search locations have initially been identified based on mapping the least-damaged, more natural sites in Scotland.

There’s more to a man overboard drill than a fender and bucket, explains Richard Falk, RYA Training Manager − a wise skipper practises in all conditions Anyone who has undertaken an RYA course will have experienced some form of man overboard (MOB) recovery exercise. More and more cruising sailors, and many racers, have also started carrying out MOB exercises in an effort to prepare for the experience we all hope we will never encounter.

In most cases, a MOB drill will involve throwing a fender overboard with a bucket or mooring warp attached in broad daylight, while sailing upwind in 12-15kts of wind. The instructor or skipper will helm the boat, issuing instructions to the crew so that each learns the part they will play in getting the boat back to the ‘man’ in the water and recovering them 42 Spring 2012 rya.org.uk

on board. The recovery will usually involve a boathook being slipped under the line and lifting the fender on board – fender and warp that will probably weigh no more than 15kg.

It is equally important that the MOB drill doesn’t end when the boat is back beside the MOB dummy. The challenge of recovering a crew member – who is possibly unconscious, soaked to the skin and maybe weighing 150kg or more – should not be underestimated.

It is worthwhile thinking about how you might recover an unconscious crew member onto your boat before it actually happens.

Speed is of the essence. There is no right or wrong way to deal with a MOB. However, the general principle is to recover the casualty back onboard as quickly as possible, while minimising risk to the rest of the crew. I would encourage you to practise MOB on your own boat with your own crew and to think outside the box when developing techniques that work best for you in any given circumstances. Where MOB is concerned, prevention is always better than cure!

Help fight marine crime with Project Kraken The general threat of terrorism and marine crime has had a limited impact on yachtsmen, apart from pilfering from moored boats. But with the Olympics almost upon us, police marine crime units are reviewing their security arrangements. We look at how this might affect us and what we can do to help the police keep us safe.

Historically, Hampshire has taken the lead in the fight against marine crime in the UK and also has a major antiterrorist role. With the Solent and adjacent waters within the jurisdiction of its Marine Unit, this is not surprising.

Five years ago, it launched the award-winning Project Kraken.

Boat users are a vital source of intelligence for the coastal police

It was immediately successful, recovering thousands of pounds worth of stolen boats and equipment, seizing substantial quantities of drugs and gathering important security intelligence. Project Kraken has now been rolled out to 80% of coastal police forces around the country. It has also been praised

by US Coastguards and the European Association of Airport and Seaport Police.

At the heart of Project Kraken is a presumption of cooperation between police and the boating public to create a ‘hostile environment’ for marine crime and terrorism. Boaters, whether offshore, coastal or inland, are asked to become members of

Project Kraken and feed in information about unusual waterborne activities. It is free to join and nothing is required of you except that you keep your eyes and ears open. You will receive an information pack and a quarterly newsletter.

Hampshire’s Assistant Chief Constable, David Pryde, says to look out for: small craft leaving quiet bays at strange hours; inexpert boat handling; boats that are over-crewed for their size and type; crew taking photographs or notes near sensitive military establishments; generally ‘suspicious’ activity.

Project Kraken’s advice to the public is BUOY: Be alert; Understand your environment; Observe what’s going on around you; You see it, please report it.

Police advise against taking direct action if you see something suspicious.

Instead, record as many details as possible without arousing suspicion and tell the police as soon as possible. When reporting

suspicious activity you will be asked: who you observed; what specifically you saw; where exactly you saw it; and why it was suspicious.

Among other things the police ask boaters to look out for are: people putting strange objects into waterways, particularly near bridges, pipes or critical infrastructure; fishermen in unusual locations; charters making unusual requests for routes or destinations; inappropriately large cash payments.

With massive changes in the management and operation of British With massive changes in the management and operation of the British Waterways canals and rivers only a short time away, the way in which the RYA engages with those responsible for managing these waterways has changed. The RYA’s cruising and Government Affairs committee, comprised of RYA members, has overhauled the Terms of Reference and composition of its specialist advisory panel on the inland waterways. The Inland Navigation Panel’s role is to: Supply expertise, advice and information on inland cruising policy (or issues of common interest) to the RYA, its clubs and members; Promote the interests of inland boaters to navigation authorities and other organisations and groups whose activities impact on inland navigation; Encourage the involvement in RYA affairs of members and affiliated clubs connected with inland waterways by providing a two-way communication channel between members and clubs and the RYA; Comment or disseminate information on matters within its remit; Liaise with other inland user groups and inland navigation authorities.

Activities

To achieve these objectives, the panel undertakes a range of activities.

It attends waterways committees and groups to represent the RYA’s views and collect the information our members need. These bodies include ones as diverse as the All Party Parliamentary Waterways Group and the British Waterways Advisory Forum. This allows us to meet local and national policymakers, and representatives of canal user groups. A recent example of this is the discussion we had with the Broads Authority to discuss issues raised by local boat users.

One of our priorities will be to work with the RYA to improve communications with our inland cruising members. It is therefore important that our membership lists reflect accurately the interests of members, particularly those who may have recently decided to ‘go inland’. We will be working with members to identify their priorities and listen to their views on issues of concern and ensure we identify and publicise early those issues that are likely to affect them. Formation of policy requires input not only from panel members, but also from the wider inland membership.

Even with the activities outlined above, our focus over the next year or We will be working with so is likely to remain on the Canal & members to identify their River Trust (C&RT) charity, which is currently being formed and will take priorities and listen to their over the responsibilities of British views on issues of concern Waterways in the short term and is expected to include the navigation responsibilities of other authorities (including the Environment Agency) in the longer term. Originally scheduled to start work on 1 April this year, the C&RT is unlikely to begin its work until the summer.

This delay has been caused by protracted negotiations between the Transitional Trustees and the Government over finance and a very ambitious legislative timetable.

C&RT is in the process of electing some of its Council members and members of local waterways partnerships. Of particular interest to us are the advisory groups covering Environment and Navigation. The RYA intends to nominate members for these groups.

Finally, we will use all of our activities to ensure the profile of the Association is kept at a high level on the inland waterways. We need to make it clear to everyone on the waterways what it is the RYA does for its members and why it’s worth being a member. The more members we have who cruise on the canals and rivers, the stronger the Association (and its voice) will be.

Panel membership

To expand the membership − and, consequently, the visibility − of the INP, the number of groups represented on it is being increased.

RYA Scotland will continue to have its own representative on the panel, along with the: Association of Nene River Clubs Association of Thames Yacht Clubs Association of Waterways Cruising Clubs Great Ouse Boating Association Norfolk & Suffolk Boating Association.

It is hoped that this broad cross-section of clubs from around the inland system will ensure the widest range of views are considered when establishing RYA policy.

In addition, collecting clubs under the banner of the RYA at larger representative bodies will mean the smaller groupings have a louder voice at national level.

As well as the representatives of affiliated clubs, the panel’s Chair can appoint an additional two permanent representatives from the general membership if they have particular skills of value to the panel.

This is an exciting and challenging time for the inland waterways. The RYA will be at the forefront of the waterways organisations, working with C&RT, to ensure the gains made for canals and rivers over the past few years are built on, to preserve the system for years to come.

Britain’s bright spark

As the pressure mounts on the British sailing team in the run-up to the London Olympics, team manager Stephen Park talks to us about his job and what the Games will mean for British sailing

ritish sailing teams have performed consistently well at the Olympics, placing top of the medal table at the last three Games. Not surprisingly, hopes are running high this time too, especially given the home setting. Just to add to the pressure, there is a lot riding on the outcome – national pride and individual achievement, of course, but also funding for the sport is partly governed by how the team performs. Fortunately, there is a very experienced pair of hands at the helm, in the person of RYA Olympic Manager Stephen Park.

Stephen, generally known as ‘Sparky’, was appointed to the post in 2001, having earned his stripes both as a competitor and coach.

Born in Glasgow in 1968, he started sailing at the age of 11, when a friend invited him out for the weekend. After a day learning the ropes, on the Sunday, he found himself racing a Mirror dinghy in a club race.

‘It all went from there,’ he recalls. He went on to take a degree in sports science and coaching at Strathclyde, followed by a Masters in recreation management, and then worked for the Welsh Yachting Association for several years. Sparky continued sailing at the same

time, reaching the GBR Youth Squad in the 420 class and taking part in Olympic selection campaigns in 1992 and 1996 in the 470 and Tornado classes respectively.

Then, in 1997, he joined the Olympic programme on the staff side, coaching the crews of Tornados and 49ers. Among his charges were Ian Barker and Simon Hiscocks, who went on to win silver in the 49er class in the 2000 Games. The following year Sparky applied for the team manager job and has been there ever since.

It sounds a daunting task. Broadly, the RYA Olympic Manager has overall responsibility for training for and sailing at the Olympics and Paralympics. This ranges from employing coaches and support staff (including nutritionists, meteorologists, psychologists and physiotherapists) and helping draw up sailors’ personal programmes to sitting on selection committees and liaising with international bodies such as the ISAF and Olympic committees. He is also responsible for sponsorship and branding, and managing the money to ensure the team gets ‘the biggest 50 Spring 2012 rya.org.uk

bang for the buck’, as Sparky puts it. Last, but not least, he and the team also have an ambassadorial role, both as representatives of the RYA and of Britain.

‘The team is the very public window of British sailing, particularly dinghy sailing,’ he says. What with liaison meetings and accompanying the team to numerous regattas around the world, he can spend around 200 days a year overseas.

The job is demanding in other ways too.

coaching techniques and cultural aspects, refining what has gone before. ‘It is continual… you have to keep running,’ he states.

Emotional roller coaster

His immediate priority, however, is to ensure Britain fields the strongest possible contenders across all 13 Olympic and Paralympic events. On this score, he is quietly confident. This is the most competitive team Britain has ever had across the squad, he believes. With so many sailors at the top of their game, getting selected is ‘incredibly tough’. To give just one example, in qualifying for the Finn class, Ben Ainslie has denied Giles Scott, the current Finn World Champion, his chance at taking part.

‘It is an emotional roller coaster,’ Sparky admits. One minute he is telling someone they have been selected, the next calling someone else to say ‘not this time round’. That is the worst part of the job, he says. ‘You know you are shattering their dreams.’ They will have devoted ten to fifteen years of their life to get to that point, so it is a very big deal. On the

Which leads on to the big question of how many medals Team GB sailors are likely to win. With so much riding on the Games, Sparky is understandably keen to manage expectations. While Britain surpassed expectation by scooping six medals at Beijing, five at Athens and five at Sydney, this time he is targeting four Olympic medals and one at the Paralympics. As international sailing becomes increasingly competitive, ‘it is harder than ever to predict medals and almost impossible to predict the colour of medals,’ he warns.

other hand, informing someone they are in the team is a real highlight, especially seeing the excitement of first-time Olympians.

The psychological side of the job is obviously important, helping team members cope with the pressure and focus on their sailing.

‘The Olympics is the biggest peacetime gathering of humans on the planet,’ Sparky asserts, and the biggest single media event.

Each team member is clearly in the spotlight, representing their country, and wanting to justify their place on the squad. In theory, it should be easier to win at the Games because, with only one representative in each class per country, there are fewer top sailors than at other events. However, ‘you see more favourites fail to deliver at the Olympics than at any other competition,’ he notes.

Part of his role is to help prepare promising young sailors – those likely to compete in future Games – get a taste of the pressurecooker world of the Olympics. Among other things, this might include the opportunity to watch the racing at close quarters and to see how competitors work in the heat of battle,

how they perform, or fail to do so. Equally important is the chance to experience life inside the Olympic village, where the dining hall in particular is often likened to a freak show, Sparky reveals. Petite gymnasts sit alongside towering basketball players and muscular wrestlers, and many of the world’s sporting heroes can be seen. It can all be decidedly daunting to the first-timer.

Home ground

At least this time the British team is on its home ground, with none of the cultural challenges of, say, Beijing or Rio. By and large, however, Sparky does not believe it will give them much of an advantage, mainly because it is relatively easy to sail in British waters, particularly for other European teams.

Nevertheless, he believes he does have a number of programmes in place to ensure the team has a better grasp of wind, weather and tides than any of its competitors.

‘I will be very disappointed if we are not ahead in this area,’ he states, though recognises it is still a challenge.

One thing is certain: the London Olympics will provide a great opportunity for British people to see competition sailing up close.

Sparky hopes it will encourage at least some to investigate their local sailing club and get involved – or to get back on the water again. Sailing certainly enjoyed a boost after Britain’s exceptional performance at the Beijing Olympics, he notes. Anecdotal evidence suggests that more people went on sailing holidays and took part at club level after the Games.

He hopes the Games will also make people realise that sailing does not have to be an expensive sport. The team is made up of people from all sorts of backgrounds and from all across the country, he points out.

Importantly, they also provide role models for younger sailors. This in turn feeds into the very strong junior and youth programme of the RYA, ‘which produces a small number of highly talented sailors on a fairly consistent basis,’ Sparky says, thus nurturing future Olympic contenders.

But that’s all for the future. In the meantime, Sparky says he hopes to have a ‘small celebration’ and a few days off once the Games are over. Then it will be back to work, reviewing the programme for 2016 and, he says, putting together an even stronger team to win even more medals.

‘You have to be passionate about Olympic sport or you will burn out,’ he concedes. While readily admitting that his passion is winning, for Sparky the best thing about his job is ‘helping people who have the dream to keep Britain ruling the waves’. rya.org.uk Spring 2012 51

Brewin Dolphin Commodores’ Cup 2012

The Notice of Selection for teams to represent RYA Team GBR at the Brewin Dolphin Commodores’ Cup 2012 is now on the RYA website.

The event –in Cowes, Isle of Wight, from 21 to 28 July – is organised by the Royal Ocean Racing Club (RORC) and is one of the most prestigious on the international yachting calendar. It culminates in a tough mix of inshore and offshore racing during a tense seven-day racing programme on the testing waters of the Solent.

The RORC has introduced a change to the IRC rating band to encourage more entries. The RYA is urging anyone interested in representing RYA Team GBR to register their interest as soon as possible.

There will be up to four British teams entered. Three will be chosen by a Selection Committee and one by RYA Scotland.

Held at Pwllheli Sailing Club, North Wales, from 31 March to 6 April, the event will attract the top youth sailors from around the country, all vying for toplevel competition and hoping to earn selection to the RYA Volvo National Youth Squads.

Racing will be highly charged as selection for RYA Volvo Team GBR – the team that will represent Great Britain at the ISAF Youth Sailing World Championship in Dublin in 2012 – will also be up for grabs, along with the opportunity to stake a claim as Britain’s

top young sailor and win a host of international travel grants.

Britain’s youth sailors have had a fantastic year, winning 60 medals at World and European Championships and major international regattas.

Dedication and enthusiasm rewarded at RYA Awards Some of RYA Sailability’s committed and inspirational volunteers were recognised at the 2011 RYA Volunteer Awards in November.

Hugh de Las Casas was presented with the Francis Elkin Award for his dedication to encouraging young people and those with disabilities to get on the water and improve their skills.

Hugh first became involved with the Woolverstone Project in 1999 and, since then, has brought his skills and enthusiasm to the sail-training programme, and become the project’s primary fundraiser.

Richard Gaskell and Martin Lindsay-Hill each received an RYA Community Award for Outstanding Contribution.

Richard is a volunteer at Westbere Sailing Opportunities (WSO), a charity and RYA Sailability centre that offers the experience of sailing to people of all ages and disabilities. He plays a huge part in every aspect of running WSO and, as well as dedicating his own time to the organisation, he inspires others to volunteer and offers encouragement to those who already do.

Martin has been a volunteer with Sussex Sailability for ten years and is also

Chairman. In that time, he has helped build a small group into one that now has around 80 people sailing regularly.

Martin has taken on the role of fundraiser for the club, helping it to achieve various grants that have purchased new boats and equipment, thereby allowing sailors to compete in races. He has also enabled sailors from the Sailability group to race alongside members of the Sussex Yacht Club, promoting feelings of inclusion and friendly competition between all, regardless of disability.

RYA coach wins top UK coaching award RYA windsurfing coach’s royal appointment after being recognised for his dedication and commitment to the junior and youth programme At the 2011 UK Coaching Awards in November, Oli Woodcock, Coach of both the RYA junior and youth windsurfing programme and the Skandia Team GBR RS:X Development Squad, was named Performance Development Coach of the Year.

The awards honour coaches and coaching organisations that have demonstrated outstanding success over the previous 12 months, and are among the most prestigious in the industry. They raise the profile of coaches and the role they play in encouraging participation, performance and excellence.

Oli, 29, from Worcestershire, has been a high-performance coach for the RYA for more than eight years and, over the past year, has led his charges to success at the highest level, including 21 medals in the RYA Volvo youth and junior programmes.

Success has also been achieved at the Junior Worlds, Youth Worlds and Europeans, plus the International Sailing Federation Youth Worlds. At these events, too, Oli coached the athletes to an impressive medal tally, but also ensured they had inspiring, positive and insightful experiences.

We caught up with him after he had received his award.

Congratulations. How does it feel to receive the award?

It’s absolutely amazing to win the award and a great achievement for me as a coach. It’s incredible to get this sort of recognition for windsurfing within the wider sporting world. This is most definitely a career highlight.

When did you start windsurfing?

My dad was a keen windsurfer and I started aged 11, on holiday in France. I got my first board for my 12th birthday. I started sailing at my local lake, Croft Farm Water Park, and went on to qualify for the regional team.

Were you involved in the RYA Youth racing programme?

Yes, I came up through the programme. It was a great time and is one of the reasons why I’m doing what I’m doing today!

Did you want to compete at Olympic level?

I trained alongside the Olympic and Development squads. I also competed on the world tour for two years. I then decided to concentrate on university and planned to return to windsurfing after the Athens Games in 2004. But I decided to complete my degree and focus on coaching. The highest level I competed at was Development Squad – the same sort of level as the Skandia Team GBR sailors I coach. But I never really got the funding. I competed in the Nationals and finished third, after Nick Dempsey and Dom Tidey!

How did you get involved with the RYA? I started coaching during my first two years at university – I went to Bournemouth to study Sports Coaching and Development Sciences. The course involved a placement year, which is when I got involved with the RYA. I was involved in everything, including Team15 and the RYA junior squad. After returning to uni to finish my degree, I was employed by the RYA the following year.

Best bits about coaching windsurfing?

Seeing the kids develop as windsurfers and as individuals. It’s good to see them do well in their academic studies, as well as windsurfing, in which the programme plays a key role. It’s great to see them achieve in all walks of life.

What are the highs and lows of being a windsurfing coach?

The 2008/2009 Junior Worlds in Weymouth was a major highlight. It felt as if everything had come together for me as a coach, as well as for the team of windsurfers I was coaching. I understood the athletes and

all the preparation went extremely well, considering the pressure we had competing at a home World Championships. Another highlight has been seeing the windsurfers I have coached since the ages of 12-13 perform to their best and win medals.

The downside is seeing unbelievable talent out on the water and being unable to utilise it because of a lack of funding; that’s hard. It’s frustrating that athletes drop out or give up on the sport because they can’t take their windsurfing to the next level. We do all we can to help them progress, but a lot is out of our control.

What’s your approach to coaching?

I like to think I make things fun. It would be impossible to motivate the youngsters if they didn’t enjoy what they were doing.

I try to strike the right balance between fun and the hard work needed to achieve results at events. We always work hard and play hard; if they work, commit and have an open mind, we always get to where we want to be.

What’s the difference between coaching the youth and junior squads and the STGBR Development squad?

You have to be more creative. I’ve coached Ali Masters, Sam Sills and Connor Bainbridge for ages, so if I use the same exercise again and again they’re going to get pretty bored.

I would struggle to motivate them to go out when it’s cold, wet and horrible conditions – even snowing sometimes – so it’s important to mix things up and keep the routines and exercises fresh.

I’m lucky the guys I coach are motivated enough to train hard without me. One of my aims is to make them their own coach and for them to analyse their own performance.

The younger junior squad sailors aren’t, obviously, at that level and that’s what I’m trying to create with them.

What’s your advice to anyone thinking of taking up windsurfing?

Get down to your local RYA-recognised centre and give it a go! Sign up to one of the taster lessons available at many RYA centres. It’s not expensive to start; however, if you get hooked, like most people do, it can become quite costly when you start buying all the kit. It’s important you buy decent kit and equipment to help you progress. If you haven’t got the right kit you’ll struggle, get fed up and your kit will most probably spend the rest of its life sitting in the garden!

What’s your advice to club sailors wanting to progress to the next level?

For inspiration, visit the National Windsurfing Festival. It offers free clinics that give excellent advice and you can check out the latest kit and question industry experts. You also get to see all the action on the beach.

If you want to start racing and you’re junior age, joining T15 is a must. It’s a great RYA grass roots scheme to develop windsurfers who have a passion for racing and they’ll offer you all the help and guidance you need.

For the first time, the RYA’s Coaching Development Team has recruited two coaches from outside of sailing to join its flagship coaching programme. Darren Tudor and Stuart McNarry will join the Podium Coach Programme from cycling and swimming, and will work alongside the programme’s six sailing coaches, a first in elite-coach development.

Dave Mellor, Coaching Development Manager, said: ‘When we developed the programme, we set ourselves a target of attracting two coaches from outside of the sport to give it a distinctly different feel to other coaching programmes we offer. We have been very pleased with the amount of interest this programme has received from other sports and to have found two excellent coaches to work alongside our sailing coaches over the next 18 months.’

This type of partnership in elite-coach development is attracting huge interest from other sports and UK Sport, who are co-funding the programme.

RYA launch Athlete to Coach Programme

In another first for sport in the UK, the RYA’s Coaching Development Team has launched a programme called Athlete to Coach (A2C), aimed at supporting elite athletes in the transition from competing to coaching. The programme has already created a great deal of interest from other sports, potential partners and athletes, with all spaces filled in the first group.

The athletes will work through a series of mandatory coaching qualifications and development programmes, while completing some coaching supported by a skilled mentor. By the end of the two-year programme, they will be highly qualified and suitably experienced to start coaching at an elite level in the various RYA programmes.

0 to success in 6 years RYA OnBoard inspires a new generation of medal winners In an era when children’s activities can often be sedentary, indoor and computer-related, the introduction, in 2005, of the RYA’s OnBoard scheme – hailed as ‘the future of the sport of sailing’ – could have seemed an unwinnable challenge and an unlikely success.

But, six years on, youngsters who may never have had the opportunity to try sailing are now excelling at RYA Zone Squad level and are well on their way to national sailing success.

Cat Ferguson, OnBoard Operations Officer said, ‘Just over halfway through the planned life of the scheme, OnBoard has succeeded beyond our hopes – we are seeing the beginning of a whole new sailing generation and the future of sailing is becoming a reality.’

Freddie Cranfield was 11 when she started an OnBoard course, through her school, at Hollowell Sailing Club in Northampton. It was her first experience of sailing and she completed the course in June 2010, the same month as her 12th birthday.

Sailing success

Freddie loved dinghy sailing from the start.

After completing her dinghy level 1 course, she attended a junior sailing week to complete level 2 and continued to practise. Within four months, she had moved on to the RYA Volvo National Youth Squad and went on to represent her club at local events.

Last September, Freddie was one of more than 50 sailors competing in the RYA Volvo North Zone Championships at Derwent Water, in Northumbria. Soon afterwards, she was selected for the 2011/2012 RYA North Zone Topper Squad. She is working hard at

weekends, with either coaching or practice, and is looking forward to series racing during the summer and her first national series events, when she will compete against 200 other sailors. Freddie’s siblings have learned to sail with OnBoard, too.

Ollie Mulhall

Determined windsurfer

Ollie Mulhall was eight when he started windsurfing through OnBoard, and then Team15, at Lakes Leisure in Windermere. To start with, he kept drifting downwind, but showed dogged determination, paddling back upwind to try again.

In his first Team15 event, on a Fanatic Viper 90 with a two-metre sail, he didn’t even finish a race. But his father is a watersports instructor, so they went out on the lake for a few technique sessions and Ollie quickly improved. By last summer, he was finishing in the top three in all his Team15 events and, recently, was selected for the RYA North West Zone Squad – and he’s still only ten.

Ollie hopes to gain a place in the RYA Volvo National Youth Squad and his ultimate goal is to represent Team GB in the Olympic Games.

Racing to the top

Thirteen-year-old Joseph Mullan first tried dinghy sailing when he was eight, during an OnBoard session at Priory Sailing Club in Bedford. He also attended a week’s sailing course organised by Brian Stanbridge, the club’s RYA OnBoard coordinator. Joseph repeated the course the following year and also attended the club’s summer camp, where he completed the Start Racing course.

Joseph was given a second-hand Topper by his grandfather and started going to local Travellers at Great Moor and Broxbourne. He also raced and trained at Stewartby.

At the 2009 Topper Nationals in Pwllheli, he finished second in the regatta fleet and was chosen for the new 4.2 National Squad, as well as the Eastern Zone Squad. Now, aged 13, he has been selected for the 2011/2012 RYA Topper National Junior Squad.

His mother, Jenny, is clear about the role OnBoard has played in her son’s success: ‘If Priory hadn’t been so reasonably priced, or had such well-qualified volunteers, we wouldn’t have been able to send him sailing as often. So OnBoard is totally responsible for starting his obsession. We are responsible for indulging it further!’

Contest is a great way to learn boat-handling and safety skills The Honda RYA Youth RIB Championship enjoyed another fantastic year in 2011, with the two Honda-powered Ribcrafts covering several thousands of miles visiting 14 regions across England, Ireland, Wales and Scotland.

Five thousand youngsters took to the water in local, regional and national heats.

Harrison Faull, 12, and Ben Edwards, 16, from Parkstone Yacht Club, blasted their way to the Championship at the grand final in September.

The future of clubs

Andrew Norton, the event director, is hoping that, this year, even more youngsters and clubs will get involved in the competition, which promotes safe boat handling for young RIB drivers.

‘The championship is not just about kids going as fast as they can, it’s about training them to be safe, proficient drivers and excellent boat handlers,’ he said. ‘It also brings huge value to clubs, providing them with a stream of highly

skilled safety boat drivers and support crew.

‘Some of our drivers do go into powerboat racing, while many more use their skills to benefit

The Honda RYA Youth RIB Championship starts in May, with regional heats taking place up until August. The national final will again be held at the Southampton Boat Show in September.

This year’s prizes are a Honwave T40 RIB with a Honda engine for the 8-12 age group and a 4.8m Ribcraft RIB with a Honda BF60 engine for 13-16 age group.

Bringing windsurfers together

A new RYA initiative is aiming to provide a unique network for clubs and sailors.

Project Windsurf-UK, which was launched in September, is a platform by which windsurfers across the country can unite.

It aims to link individuals with clubs and groups, and to encourage people to get out on the water and windsurf more often.

A new charity offering those who wouldn’t normally get the chance to experience powerboating was launched in January.

The Disabled Powerboating Trust aims to get more people with disabilities on the water and was inspired by Geoff Holt MBE, a former professional yachtsman and wheelchair user,

their clubs for the long term, helping at events or becoming instructors. This is why we want to involve as many youngsters and clubs as possible.’
