New Building for Air Cadets

2110 (North Walsham) Squadron Air Cadets have just moved back into their recently refurbished hut in the grounds of North Walsham Primary School. The hut badly needed modernization, heating, lighting, toilets and kitchen were all showing their age

Improvements to the building have made it more space efficient, more practical and more welcoming The building will be more comfortable all year-round thanks to new thermally efficient double-glazed uPVC windows and thermal insulation in the loft void It’s also brighter inside, thanks to new energy-efficient LED lighting The new lights are operated by movement sensors to ensure lights do not remain switched on in unoccupied rooms With the environment in mind there is also a water meter enabling water usage to be measured The kitchenette and toilets were updated and fitted with low flow rate taps and WC cisterns to reduce water consumption The individually controlled electric heaters in each room allows for heating to be adjusted according to demand and timers enable the staff to set the heating controls to warm up the building only when it is occupied, and then turn off automatically at the end of the evening

Flight Lieutenant Alan Stevens the Squadron OC said: “It’s a vast improvement! It could get bitterly cold here before and now it’s warm, bright, fresh and inviting ” Over twenty cadets parade at the hut twice a week

Ten cadets who recently joined the Squadron were the first to be enrolled in the refurbished hut by the Squadrons new padre, Rev Colin Telfer, at an open evening event on Thursday 16th March The evening also saw one worthy cadet receive a promotion, and half a dozen first aid certificates were handed to cadets who have completed first aid training

Festivities abound as town reawakens

North Walsham ‘Rite of Spring’ festival brings a week of music, performance and pageantry to the town, celebrating ancient heritage, renewal and the start of summer.

Mayday is a traditional festival marking the start of summer It has been celebrated for centuries with feasting, dancing and performing ancient rituals to bless the earth and ensure a good harvest May Queens and Green Men were crowned and a jolly good time was had by all! The festival wishes to re-establish some of those ancient traditions

The Heritage Action Zone project, which over the last year has seen extensive regeneration of the town centre, is now completed and we wish to declare North Walsham town open for business and pleasure!

As part of the festival there will be a Mayday parade, involving as many of the townsfolk and children who wish to join in The parade will begin as the wonderful North Walsham Children’s Day finishes, in the late afternoon May Queens, Green Men and musicians will create a colourful musical spectacle with dancing and street theatre. The evening will bring further music and events

The festival will have live music and theatre throughout the week, at various venues in the town featuring a fabulously funny children’s show with the illustrious standup poet, Murray Lachlan Young; music from Meltones, Brother Pit, Ambassadors of Rock, jazz

and folk events; and an evening with Andrew Brammer with humorous songs and tales – ‘Stumpy Sanderson’s 1970s Acoustic Archive’ Crafting workshops to make May crowns, garlands and Mayday masks for the parade, after school story telling performances to name but a few there’s something for everyone!

It kicks off on the 28th April and will finish, after the Coronation celebrations and town centre Streetfeast and craft fair, with a very special performance in St Nicholas’s church on Monday May 8th featuring the talented pianist and composer Will Fergusson giving a piano recital including a new composition celebrating the heritage of North Walsham full details coming soon

When does a Lasting Power of Attorney take effect?

If you have been asked to act as an attorney for someone you may wonder when it will come into effect, especially if the Lasting Power of Attorney (LPA) was made when your friend or relative was in good health

Lasting Power of Attorney (after October 2007)

Lasting powers of attorney (LPAs) in English law were created under the Mental Capacity Act 2005 and came into effect on 1 October 2007 They replaced the previous system of Enduring Power of Attorney (EPA) which had been in place since 1986

LPAs have the option to allow a donor (the person making the LPA) to register the LPA with immediate effect, whereas an EPA could only be registered by an attorney once the donor started to lose mental capacity

Lasting powers of attorney were introduced to allow people to appoint attorneys in respect of both their financial decisions and their healthcare decisions Separate documents are required to appoint each type of attorney.

LPA – Property and Financial Affairs

When a donor creates a lasting power of attorney for property and financial decisions, they need to decide whether the document could be used while they still have capacity (i.e. as soon as the lasting power of attorney is registered) or only in the event that they lose their mental capacity

If the donor chooses to give power to an attorney with immediate effect, the attorney can only deal with the donor ’s financial affairs when they are instructed to do so, for as long as the donor continues to have mental capacity If the donor prefers to manage their financial affairs until they lose their mental capacity, then the attorney will not be able to act for them until such time

Unlike the enduring power of attorney, most lasting powers of attorney are registered in advance to ensure they are available and ready to use in the event of loss of capacity, as the registration process is rather lengthy. Registration of a lasting power of attorney with The Office of the Public Guardian can take up to 20 weeks

The Office of the Public Guardian is a government body that, within the framework of the Mental Capacity Act 2005, polices the activities of deputies, attorneys and guardians who act to protect the interests of those who lack mental capacity

LPA - Health and Welfare

A lasting power of attorney for health and welfare decisions follows the same registration process as for property and financial affairs However, the key difference is that a healthcare lasting power of attorney may only be used if the donor no longer has mental capacity There

is no option for the donor to delegate their healthcare decision making sooner

Important considerations

If you have been appointed as an attorney for someone, it is important to remember that the LPA is the donor ’s document, not yours

It is the donor who makes the LPA and who determines how it can be used and, in some cases, when it will be effective An attorney cannot override the donor ’s decisions in this regard.

Jonathan Veira at Sheringham Salvation Army

90th Anniversary Celebration for Choral Society

In their Emerald Anniversary Concert, Sheringham and Cromer Choral Society mark 90 years of bringing the joy of choral singing to north Norfolk with acelebration of the changes in choral music since 1933 The concert takes place in Cromer Parish Church on Saturday 29 April 2023 at 7:00 pm

Alongside key twentieth century music the choir will revisit two past Choral Society commissions (Vespers –Songs of the Sea by Richard Allain and Seasons by Thomas Hewitt Jones), perform works written by their very first (Norman Cutting) and present (David Ballard) musical directors and sing a new commission (Hope) especially written for this occasion by local composer Andrew Weeks

Starting again from 8th April until 26th October we plan to operate a free of charge regular service from Blakeney or Morston Harbour into the Blakeney National Nature Reserve

Although trips are free, we welcome donations towards the cost of running/ maintaining the vessel and providing an excellent service to our customers

Walking Challenge to Help Babies Like Mabel

Two dads are walking the width of England to help a hospital baby unit close to their hearts

Friends Martin Church and Matt Dyke aim to walk 190 miles in just five days to raise funds for the Norfolk and Norwich University Hospital’s neo-natal intensive care unit

The pair, who met at school in North Walsham, will be tackling tough terrain where the total climb is twice the height of scaling Mount Everest from base camp to summit But they are driven by having babies who had their own mountains to climb early in life, after popping into the world prematurely

Both of Martin’s children have been helped by the unit His first, Charlie, arrived eight weeks early in 2018, then Mabel was 14 weeks premature in December 2021 weighing just 820 grams or 1 8lb, less than a bag of sugar Matt’s daughter Rosa was five weeks premature in 2014 The two friends, with three others, did an 83-mile Norfolk coastal walk in 2020 as a “thank you” to the baby unit. It raised £5,500 – but they vowed “never again” after the 36-hour marathon left them shattered

But when Mabel was born it sparked the new challenge, which will be even tougher The

duo’s Coast to Coast route, devised by famous writer and walker Alfred Wainwright, will take them through the Lake District, over the Pennines, and across the North York Moors before finishing at Robin Hood’s Bay Martin, 41, an Anglian Water field technician from Horsford said: “The neo-natal unit is brilliant. They cared for Mabel for three months before she was allowed home - monitoring her breathing, heart and jaundice

problems day and night, and also supported the whole family “Mabel was tiny She could fit in my hand, and her nappies were the size of a tea bag. At 15 months she’s now making good progress and weighs 7 6kg ”

Since last April, the two friends have been doing training walks ahead of their challenge, including a 75-miler and a hilly excursion to the Peak District Starting on April 5 they aim to walk more than 15 hours a day, and have a target of £5750, which represents £500 for each of the 11 5 weeks the unit cared for Mabel

Matt, 37, from North Walsham, where he is a

project manager for Wall Engineering, said: “The mileage and the hills, which seem never ending on the training walks, will be a real challenge, but we want to help the ward’s future success stories similar to Mabel’s In the spirit of fundraising, and to maximise the sponsor worthiness, we shall be putting our bodies through absolute torture – and might even do a mile wearing Speedos if people pay us enough!” They will be supported by friends joining them as guests along the route, and with sports therapy help from Sally Ling and Lisa Payne of Up and Running Treatments

North Norfolk Railway Receives The Queen’s Award for Voluntary Service

Volunteers at the North Norfolk Railway, which runs magnificently restored steam and heritage diesel trains between Sheringham and Holt, were this week awarded The Queen’s Award for Voluntary Service This is the highest award a local voluntary group can receive in the UK and is equivalent to an MBE

The railway operates along 5½ miles of restored track from Sheringham to Weybourne and Holt with almost all the tasks necessary to run the trains being carried out by a team of over 500 dedicated volunteers The line is one of the county’s most popular tourist attractions, welcoming around 165,000 passengers per annum with steam trains running on most days from April to October

The Queen’s Award for Voluntary Service recognises outstanding work by local volunteer groups to benefit their communities It was created in 2002 to celebrate The Queen’s Golden Jubilee

The North Norfolk Railway was one of 244 local charities, social enterprises and voluntary groups to receive the prestigious award

The ceremony, which was postponed from last year, with the list announced in June at Her Majesty’s Platinum Jubilee Weekend, due to the passing of Her Majesty Queen Elizabeth II, took place at Sheringham Station on 23rd March and saw Deputy Lieutenant of Norfolk, Adel MacNicol present the crystal award Representatives of the line’s 500 volunteers joined dignitaries at Sheringham for the ceremony, and then travelled aboard a special steam-hauled train to Holt and back

Hugh Harkett, Managing Director, said ‘We are extremely proud to receive this Award, our volunteers really are the life blood of the Railway and we are continually thankful for their dedication and support.

Jasmine, one of the younger cats in care, a lovely grey and white girl, is the only cat that has left us since last time However, as several of the pens were empty due to departures last month, it has taken a little time to arrange for cats needing new homes to come into care Jumba, one of the new boys, will be leaving for his new home providing he passes his health check with the vets which includes a blood test for FIV/FELV

The other cats that have come into care are Kane, Tuppence and Ellie, all handed in as strays The kind person who found Kane did take him to the vets to be checked for a microchip and one was found. The vets then contacted the original owner who advised that she no longer wanted her cat To date, nobody has rung to claim the other two cats We also have two more cats coming into care this week, more on this next time

As you may have already read in the press, there is a new law in the pipeline which will make it compulsory to have your cat chipped The new law should take effect from 10th June 2024 After that date you will have 21 days to get your cat chipped or could face a fine of £500.

However, once chipped, it is important to make sure the chip is registered with the relevant company and to advise them of any changes, such as a change of address or change of ownership A friend who is involved with cat welfare in Blakeney contacted me today as a stray Bengal cat had been brought to her having been found in Stiffkey

I was able to contact the relevant company and advised my friend of the owner ’s details held on their records It transpired that the cat had been rehomed to a relation due to the owner ’s ill health, but the new owner had not contacted the company to advise of the change The cat had been missing for a little while, but the relation had not registered that the cat was missing Fortunately, the cat is now back with its new owner, and we are hoping that they do contact the company to make the necessary changes As the original home was in Kings Lynn and

As the weather is starting to warm up hedgehogs will be emerging from hibernation, please look out for them as they will be very hungry and thirsty over the next couple of weeks I will be contacting finders to come and collect their hogs to release back into the wild, it’s advised that males are released first and a dry nest box in the garden is very handy as it provides shelter from the elements

Many birds in captivity are often fed inappropriate diets (excluding those with very specialised diets, such as lorikeets who must be fed bird nectar), with many of the more commonly kept species fed on seed based diets

Seed based diets are the fatty fast foods of the bird world Of course they love them but that doesn’t necessarily mean they ar diet Such foods often lack the vi and minerals that birds need to k their body and immune system strong and health, leading to subsequent Health issues including secondary fatty liver, metabolic bone disease, egg binding and respiratory issues, a healthy diet will hopefully mean you have a healthy bird

Even seed based diets dusted with minerals don’t solve the problem because the majority of seed eating birds will shell the seeds they receive and selectively feed on their favourites such as sunflowers or millet. This leads to minimal supplementation and discarding of mineral covered shells leaving the healthier pellets and their vital nutrients in them being left behind

Supplementing their water is one way to combat deficiencies but the unhealthy diet

Lime & Coconut Cake

Ingredients

180g self-raising flour

180g softened butter

180g caster sugar

3 large eggs

250g condensed milk

2 heaped tablespoons desiccated coconut zest and juice of 2 limes

icing sugar

Method

Preheat the oven to 180C/160C fan/Gas 4 Grease and line a 2lb loaf tin or 7” deep round cake tin.

Tucking in to a beautiful, vibrant soup full of delicious, fresh vegetables and herbs, maybe accompanied by some steaming hot bread fresh out of the oven; there can be no finer supper than that The great thing about this recipe is that you can ring the changes with the available veg that you have; courgette, butternut squash, celeriac, sweet potatoes, chard, sweetcorn, asparagus, cabbage, cauliflower, all or any of these would blend into this beautifully I have done another version of this soup before, using mint, which is just as delicious, but dill is a herb we seldom use and is often neglected; it goes so well with the potatoes, and is such a lovely fresh change I keep soya cream in my fridge all the time, as you cannot tell the difference between it and regular cream, and it keeps for ages, making it a very handy thing to have. Creamy Vegetable and Dill Soup

1 white onion, finely chopped

1 leek, finely chopped

2 sticks celery, chopped

8 or 10 new potatoes, chopped into small chunks

4 carrots, chopped into small chunks

1 fennel bulb, chopped into small chunks

A mugful of frozen peas, defrosted

A mugful frozen, chopped green beans, defrosted

Tsp bouillon powder, or vegetable stock cube

A generous teaspoon dried dill

Tsp white miso paste, dissolved in a little hot water

½ small carton of soya cream, or dairy cream

Seasoning

Start by gently frying all the vegetables, except the frozen ones, in a little olive oil in a deep saucepan, on a low heat with the lid on, being careful not to let the vegetables catch. Boil the kettle, and after about 10 minutes, pour in enough boiling water to cover the veg, plus about another inch Pop in your bouillon powder or veg stock cube and the dried dill, and stir to combine, and then put the lid back on and allow to simmer until the veg are cooked through Add the frozen defrosted veg and simmer for a further 5 minutes, and then take off the heat and stir in the miso paste. Finally, add the cream and stir well, then garnish with fresh dill if desired and serve

Anita was left without words when colleagues and Prof Nancy Fontaine, Chief Nurse, took her by surprise and handed her the Silver Chief Nursing Officer (CNO) Award

The CNO Awards have been developed to reward the significant and outstanding contribution made by nurses and midwives in England and their exceptional contribution to practice

Anita has worked in Cromer since 1995 and has been a Matron for the past 13 years.

North Norfolk Community Transport Celebrates After Receiving Motability Funding

North Norfolk Community Transport (NNCT) is celebrating after receiving a grant from Motability the Charity to expand its Wheelchair Accessible Car service The new funding, totalling £148,561, will mean NNCT can support even more disabled people and people with reduced mobility to access transport so they can get to medical appointments or visit the people and places they choose

The rural nature of North Norfolk means that affordable, accessible transport is in short supply. NNCT aims to give people choice and control over where they can go, leading to improved health and wellbeing and social connections This door-to-door service is now supported by Motability who have funded the purchase of an extra vehicle, as well as the running costs of the vehicle and a driver for the next three years

Every day, there is always something new to learn Although Age Concern North Norfolk runs a day centre, which provides care for several clients living with dementia and other cognitive issues, we find out more and more about their backgrounds through some of the simple activities we organise

A visit from small animals such as guinea pigs from Cuddly Cavies starts conversations about pets they had when they were young or brings out their caring skills as they cuddle and stroke them Sometimes we make small cakes, a reminder for them that cooking can be fun and eating the outcome also enjoyable Many of our clients do not have the capacity to prepare meals when they get home so we provide a safe environment to utilise long-lost skills

We are now working in partnership with Paston College and offered two Health and Social Care students a placement Each student has to complete 100 hours of work

and generate a portfolio of evidence to meet their competences for the level of the course they have chosen

Our two Senior Support Workers have taken on a mentoring role with each student and we have enrolled them on our online training to cover the more Health and Safety aspects of the requirements of their course Age Concern North Norfolk enjoys the students coming to the centre, as do the older people, as it brings ‘new eyes’ into what we do and reinforces for our own staff what a wonderful learning environment we have

The Building Safety Act 2022 is a significant piece of legislation that was introduced with the aim of improving the safety of buildings in the United Kingdom The act applies to buildings which are at least 11 meters in height or five storeys from the ground and was implemented following the Grenfell Tower tragedy, where 72 people lost their lives due to a fire in a high-rise residential building

The act introduces a number of new measures to ensure that buildings in the UK are designed, constructed, and maintained to a high level of safety These measures include the creation of a new building safety regulator, a new regulatory framework for buildings, and a new system of building safety certificates

Landlords will be considered dutyholders under the new Act and will have a responsibility for ensuring the safety of their buildings This means that landlords will need to take steps to identify and manage any risks related to the safety of their buildings, and to take action to address any concerns.

The Building Safety Act 2022 contains several key provisions that landlords should be aware of:

• Building Safety Regulator: The Act establishes the Building Safety Regulator (‘BSR’), which will oversee the safety of high-rise residential buildings The Regulator will publish guidelines

and regulations that landlords must comply with to ensure the safety of their buildings Landlords should work with the Building Safety Regulator to ensure compliance with the Act and to address any concerns or issues that may arise.

• Building Safety Certificate: Landlords of high-rise residential buildings will be required to obtain a building safety certificate The certificate will indicate that the building meets the necessary safety standards To obtain the certificate, landlords must provide evidence of regular safety inspections and checks Landlords should therefore keep records of all safety inspections and checks, as well as any actions taken to address any concerns

• Enforcement Powers: The Building Safety Regulator will have enforcement powers to take action against landlords who fail to comply with the Act This could include fines, prosecution, or even imprisonment for serious breaches of the Act

• Fire Safety Measures: The Act requires all high-rise residential buildings to be fitted with sprinkler systems and other fire safety measures Landlords should ensure that their buildings comply with the new fire safety measures required by the Act and should conduct a fire risk assessment of their buildings to identify any potential hazards and risks

• Serve Notices: Landlords will be required to serve notices to demonstrate that they qualify for protection under the act

Upcoming important dates

• In April 2023, existing occupied high-rise buildings will be registerable

• By October 2023, all existing occupied high-rise buildings must have been registered and the BSR will become the regulatory authority for all high-rise residential buildings.

• April 2024, the BSR will be able to enforce Building Regulation Certificates.

Overall, the Building Safety Act 2022 is an important piece of legislation that aims to improve the safety of high-rise residential buildings in the UK While there have been concerns about the cost of implementing these measures, the government has argued that the cost of failing to act could be much higher

Horning Primary School Pupils Get STEAM Up!

To mark National Science Week, Horning Primary School (part of the Coastal Together Federation of Schools) not only arranged an entire afternoon of science for its pupils but also sent a team of Year 6 pupils to Gresham's School in Holt to take part in the Dyson STEAM event

The idea behind STEAM (Science, Technology, Engineering, Arts and Mathematics) is that by teaching these subjects side by side, children become aware that the arts and sciences are not mutually exclusive

The science afternoon in Horning saw children of all ages conducting scientific experiments They inflated a balloon using yeast, created a craft to carry three billy goats across a river, grew a cloud in a jar, and used mirrors to bend light

In addition, six children made the journey to Gresham's, and worked in teams to solve

various challenges They had a wonderful time: during their visit, they built, and ultimately fired, rockets, they built boats capable of carrying a 2kg cargo, and

experienced virtual reality headsets

David Hopkins, Deputy Executive Head of Bacton and Horning Primary Schools is very proud of all the children's achievements, saying:

"Our school strives to stimulate a love of the sciences in our pupils, and to give them a good scientific grounding. They spent an exciting afternoon with their four challenges, which encouraged initiative and teamwork

Viking Juniors Impress at Diss

A new team of fourteen went to went to Diss for a Development Gala hosted by the Diss Otters Club For some it was their very first taste of competition Their ages ranged from 7 to 12 when they swam adjacent to three other clubs

Otters created a very friendly, relaxing atmosphere which helped the youngsters relieve their nervousness

Leona Scott, aged 12 years, achieved two second places, both in backstroke

Fortunately, this was picked up just after I was born which subsequently led to me having open heart surgery at 12 months old to have a partial repair

At three-years-old, I again had open heart surgery to have a full repair, with a stent fitted Many people think of the patient in this scenario, but GOSH couldn’t have been more welcoming and supportive for my family

I’ve had a few procedures since, including a new stent fitted and then later enlarged, which is still monitored with the probability of further intervention in the future

I also want to be an example of what can be achieved for current and future patients, that despite having these operations throughout their childhood,
