Third Avenue Merchants raise concerns over DOT bike lane plan

A plan by the Department of Transportation to install a network of bike lanes on Bay Ridge streets will cause major headaches for store owners on Third Avenue, the leader of a business group predicted.

Robert Howe, president of the Merchants of Third Avenue, said putting a bike lane on the avenue would likely interfere with deliveries to stores on the busy commercial corridor and could lead to mass confusion for merchants, delivery workers, bike riders

and pedestrians alike.

It could also increase the potential for accidents, Howe said.

“There is always a lot of activity on Third Avenue. Our main concern is deliveries to our stores as well as the already existing double parking situation on the avenue.

And now you’re adding a bike lane. If you squeeze too much activity onto a narrow avenue, it could be a problem,” he told the Home Reporter.

Howe wrote a letter to Community Board 10 District Manager Josephine Beckmann outlining his concerns.

A forum scheduled by Board 10 to give local residents a chance to weigh in on DOT’s plan took place on Thursday, June 6 as this newspaper went to press. Third Avenue is just one of many thoroughfares DOT is eyeing for bike lanes.

“The installation of bike lanes on Third would require a delivery truck to park in the traffic lane in order to respect the bike lane space. The confusion this might cause to merchants, cars, delivery people, cyclists and pedestrians could lead to frustration, stress and maybe accidents,” Howe,

a lawyer, wrote in his letter.

Under the DOT plan, which the agency unveiled on May 9, a bike lane would be created along Third Avenue from 68th Street to 79th Street (northbound) and from 79th Street to Shore Road (northbound and southbound).

Most of the stores on Third Avenue are fronted on the avenue and do not have entrances on side streets where deliveries could be made, according to Howe. As a result, shopkeepers “can only receive deliveries through the front of the stores,” he said, adding that the majority of deliveries are made by Fed Ex, UPS and large food and beverage trucks.

“We know that bike lanes are valuable and that the city should provide safe streets for bike riders. But we have some concerns about the effect on our store owners,” Howe said.

Beckmann said there are possible solutions DOT could consider to help alleviate any potential problems on Third Avenue, including installing additional loading zones for delivery trucks and altering parking meter rules to foster a quicker turnover of parked cars.

“There are a lot of tools in the tool box,” she told the Home Reporter.

It’s not just the store owners who receive deliveries, Beckmann said. “There are apartments above the stores on our commercial avenues. With the rise in e-commerce, more people are ordering merchandise online and getting it delivered,” she said.

Joe Cutrufo, a spokesperson for Transportation Alternatives, an organization that favors bike lanes, agreed that there are solutions.

“A curb lined with parked cars is a policy choice, not a fact of life,” he told the Home Reporter in an email. “If we convert some parking spaces to loading zones, then we can have easy deliveries and a safe right-of-way for people on bikes.”

Cutrufo also said that bike riders and delivery truck drivers should not be pitted against each other when it comes to navigating the streets of New York City.

The other streets in Board 10 where DOT is planning to put bike lanes are 64th Street from Seventh to 14th Avenue; 66th Street from Seventh to 14th Avenue; Bay Ridge Parkway from Shore Road to Seventh Avenue; Ovington Avenue across from Seventh

Avenue to connect to the recently reviewed Seventh Avenue protected bike lane; 84th Street from Colonial Road to 14th Avenue (westbound); and 85th Street from Narrows Avenue to 14th Avenue (eastbound).

The network of bike lanes would also include 11th Avenue southbound from 64th Street to 85th Street; 10th Avenue (northbound) from 64th Street to 85th Street; and Ridge Boulevard from 66th Street to Marine Avenue The installation of bike lanes is part of Mayor Bill de Blasio’s Vision Zero initiative, an effort by the city to reduce the number of traffic accidents on city streets and to make streets safe for bike riders and pedestrians.

“This is incredible news. We are one community, with family and friends, jobs and appointments on both sides of the Verrazzano. This is a huge step towards providing much needed relief to so many Brooklynites,” Rose wrote on Twitter.

neighborhoods, held a press conference in April in John Paul Jones Park at the foot of the bridge with Frontus, State Sen. Diane Savino and Councilmember Justin Brannan to call for passage of the bill.

“We’re talking about fairness and equity,” said Frontus, a Democrat whose district includes parts of Bay Ridge,

Dyker Heights and Coney Island.

Here’s how the discount plan would work for Brooklyn residents: Drivers would first have to register for the program. The discount would kick in after the driver’s 10th trip over the bridge within a month.

Senate approves Gounardes’Verrazzano toll discount bill

State Sen. Andrew Gounardes’ proposal to give Brooklyn motorists a big break on the Verrazzano-Narrows Bridge tolls is one step closer to becoming reality. On Thursday, May 30, the State Senate overwhelmingly approved a bill Gounardes

sponsored by a vote of 55-2.

“It’s really fantastic,” Gounardes told this newspaper a few hours after the vote took place. “Now we have to make sure it passes in the Assembly so we can put pressure on the MTA to put money in the budget for it.”

Assemblymember Mathylde Frontus is sponsoring the bill in

the State Assembly.

Under the GounardesFrontus bill, Brooklyn residents who drive over the VerrazzanoNarrows Bridge 10 times or more a month will pay $5.50 per trip with E-ZPass, the same rate Staten Islanders pay. NonStaten Islanders currently pay $12.24 a trip with E-ZPass.

The bridge toll is $19 for drivers who don’t have EZPass. The bridge operates via a one-way toll system. Drivers pay traveling to Staten Island.

“The toll recently went up to $19, making the Verrazzano the highest toll bridge in the country. It’s highway robbery,” Gounardes said.

It’s important to give a break to drivers on the Brooklyn side of the span, according to Gounardes, who said there are large numbers of the borough’s residents working or going to school on Staten Island and many others who have relatives who live on Staten Island.

Brooklyn residents who use the Verrazzano to get to work each day spend at least $4,250 a year on tolls, according to Gounardes.

U.S. Rep. Max Rose, a Democrat whose district includes parts of Brooklyn and all of Staten Island, was among those cheering the passage of the bill.

It was a glorious day for the Fifth Ave. Festival in Bay Ridge

It was the perfect time to stroll along the boulevard.

On Sunday, June 2, Bay Ridge’s Fifth Avenue Festival brought out the neighborhood, as friends and families enjoyed a glorious day under sunny blue skies and perfect temperatures.

Sponsored by the Bay Ridge Fifth Avenue Business Improvement District, the

festival stretched from Bay Ridge Avenue to 85th Street like a giant block party with food, games, entertainment and special events taking place between 10 a.m. and 6 p.m.

There was ethnic food of every kind as vendors happily served everything from pizza, falafel and sausage sandwiches to a wide array of desserts including ice cream, cotton candy, cookies and fresh squeezed lemonade.

The smell of gyros, grilled corn on the cob and deep fried Oreos permeated the air.

There were local artists selling paintings and drawings; Bay Ridge Rocks had a booth at 80th Street where kids could create their own unique rock designs and Boy Scout Troop 13 was on the same block collecting cell phones for soldiers.

And there was even an Elvis sighting, proving once and for all that the king is alive and well in Bay Ridge.

There were rides for the youngsters.

Gone too soon: Bay Ridge Some financial relief promised to pre-K mourns community providers; CBOs still leader Kevin Peter Carroll look for parity with

Bay Ridge has lost a shining light within the community with the passing of former Democratic District Leader Kevin Peter Carroll, who died on Monday, June 3 at the age of 33.

Carroll served as Democratic district leader in the 64th Assembly District, which takes in parts of Bay Ridge and Staten Island, from 2010 to 2018.

In 2017, Carroll was one of

the candidates in a crowded Democratic primary field looking to succeed term-limited Councilmember Vincent Gentile in the 43rd City Council District. Carroll lost the primary to Justin Brannan who ultimately won the general election. It was during the primary race that Carroll was devastated by the death of his beloved mother Dorothy Carroll on Sept. 8, just days before the hotly contested primary on Sept. 12.

In 2018, Carroll announced

that he would not run for reelection as district leader for what he said were personal reasons. At the time, he said that his life had been shaken by the loss of his mother and that he needed some time to focus on himself.

“Kevin was a dear friend and a great community partner through the years,” Ilene Sacco told this paper. Sacco was formerly president of both the Bay Ridge Community Council and the 68th Precinct Community Council, which she also served on with Carroll.

“Although he was just a young man, he was an old soul deep inside,” Sacco went on. “I hope his passing will remind others how precious life is, how important friends and family are, and how quickly things can change.”

Several weeks after local community-based providers of pre-K complained publicly about inequitable funding, with public schools being far more generously funded per pupil than their community-based counterparts, the administration has moved to level the playing field somewhat.

On Friday, May 31, Mayor Bill de Blasio, City Council Speaker Corey Johnson and Schools Chancellor Richard Carranza announced that the Department of Education had revised the RFPs (Requests for Proposal) that it issues with

Sunset Park’s Puerto Rican Parade & Festival returns for fifth straight year

Education and unity are the dual themes of Sunset Park’s fifth annual Puerto Rican Day Parade and Festival, taking place on June 9.

Hosted by organization El Grito de Sunset Park, under the direction of the group’s founder, Dennis Flores, this year’s iteration — which will kick off from Fifth Avenue and 59th Street at 5 p.m. — will feature musical acts such as Los Pleneros de la 21 and the Toca All-Stars Salsa Orchestra.

According to Musical Director Indy Cordova-Ortiz, having a parade celebrating Puerto Rican pride in the neighborhood for locals, “Unifies us for a moment and sets a peaceful and a happy tone for everybody,” even in a period of discord.

“I’m a person that thinks that culture and traditions make a big impact in the community,” she said.

The parade will continue to feature traditional Boricua carnival processions, local artists, businesses and collaborative organizations. It will be followed by a full-stage concert of salsa, bomba y plena, hip hop and spoken word at the main entrance of Sunset Park, 43rd Street and Fifth Avenue, beginning at 6:30 p.m.

“When we first started this parade, there weren’t as many people on the street supporting it,” Cordova-Ortiz said.

“Over the years, I see more people asking, wanting to be involved, especially last year when Dennis did the Hurricane Maria relief. The amount of people that actually showed up to support and help was amazing.”

respect to early childhood education providers — which are a key part of the administration’s initiative to provide pre-kindergarten to all four-year-olds, as well as the newer 3-K-for-All — to raise the funding floor for providers, and support indirect costs and cost increases over the contract term.

For some time now, community-based organizations providing early childhood education have felt shortchanged by the DOE, contending that the funding disparity had resulted in “excellence without equity.”

Specifically, they alleged that the city shorts the programs run

by CBOs — especially compared with the generosity it shows toward similar programs run inside public schools.

Indeed, in early April, representatives of several CBOs gathered in Bay Ridge at the pre-K run out of Our Saviour’s Lutheran Church, 414 80th St., to make a public plea for adequate funding. They were joined by Assemblymember Nicole Malliotakis, a Republican who represents portions of Bay Ridge and Staten Island, who asserted, at the time, that the average cost per child in a community-based preK is $11,000. In a DOE-run school, it is over $30,000.

Among other things, this differential translates into lower pay for teachers at the CBOs, compared with their peers at city-run schools — an issue that remains unaddressed.

According to the city, the specific changes to the RFPs include making it easier for providers to meet their program needs, and help fill seats.

The DOE has increased the up-front payments providers receive January of each school year to three-quarters of their contract value, a 10 percent increase over the original RFP. Providers that have enrollment greater than 75 percent will receive an enhanced payment, and those with at least 93 percent enrollment will receive their full contract value.

Cops seek crook who tried cloned credit cards in Sunset clothing store

Police are looking for a man they say attempted to make fraudulent charges using victims’ credit card information inside a store in Sunset Park.

According to authorities, on April 27 at around 2:45 p.m., the suspect went inside Saks off 5th near 30th Street and Second Avenue and attempted to use two cloned credit cards to purchase some merchandise. When the cards were declined, the man fled the store.

as a 20- to 30-year old black man. He was last seen wearing a blue hoodie and light pants.

Surveillance photos were taken from inside the location during the incident.

Suspect wanted in string of robberies on wheels, including in Bensonhurst

Cops are looking for the man, they say, has been stealing women’s bags while riding a motorcycle. One incident took place in Bensonhurst.

According to authorities, early in the morning on May 2, a 31-year-old woman was walking on 67th Street between 18th and 19th Avenues when the alleged crook drove up to the sidewalk behind her and tried to steal

MISSING BAG: An unknown crook made off with a backpack containing a cellphone, credit cards and sunglasses that was left behind at Seventh Avenue and 66th Street on May 30. Cops say that at around 4:20 p.m., the victim, a 48-year-old man, placed the backpack on the bench next to him while he put his child into a stroller. He walked off then realized he had left the bag behind.

He rushed back but the bag was gone. No charges were made on the credit cards. No arrests have been made.

DRIVE-BY VEHICLE: Two unknown assailants attacked and robbed a 19-year-old man inside his car at Ovington

her bag by pushing her to the ground. The perp, who wasn’t able to grab the bag, fled westbound on 67th Street.

The victim was taken to a local hospital and was treated for minor injuries.

In addition, on April 29 at 4:30 p.m., a 46-year-old woman was driving southbound on Ditmas Avenue when she stopped at a traffic light at East Seventh Street.

It was at that time that, cops say, the suspect — again on bike — reached into the passenger-side window and stole her bag, containing a laptop

and a wallet with credit cards inside.

Then, on May 1 at around 8:52 p.m., a 66-year-old woman was walking near Kings Highway and East 21st Street when the same perp snatched her purse from her hand and fled southbound on Kings Highway.

Finally on May 3, at around 6:40 p.m. the suspect drove up to a 40-year-old woman at the corner of Ocean Parkway and Shore Parkway, grabbed her bag and fled southbound on Ocean Avenue.

Police say the suspect was

last seen riding a Suzuki motorcycle, a black and red helmet, a black waist-length jacket, gray sweatpants, black sneakers and black gloves.

Cops say the victim was driving southbound on Seventh Avenue when a white van being driven by the perps almost hit his car.

The victim honked his horn when he stopped at the light.

One of the perps asked him why he had honked then got out of the van, approached the driver’s side window of the victim’s car, reached inside and punched him.

He then opened the door and pulled the victim out of the vehicle, and both suspects punched him in the face. One of the perps took $20 from the man’s pocket and a phone charger before the pair fled eastbound on Ovington Avenue, making a left northbound onto Seventh Avenue.

The victim was taken to NYU Langone Hospital - Brooklyn.

No arrests have been made.

May 29 at around 4:30 a.m. by a burglar who stole nearly $6,600 in cash that was kept inside the dresser. The victim, a 23-year-old woman, says the crook replaced some of the cash with fake money. No arrests have been made.

IT TAKES TWO: A 26year-old man was robbed at gunpoint by a man and woman on 63rd Street between 17th and 18th Avenues on May 30 at around 5 p.m. Cops say the crooks, described to be in their mid-30s, approached the victim as he was walking home. The man took out a gun and pointed it at him. Then, in Italian, the woman said, “Give me your hand.” They stole the victim’s jewelry then got into a white SUV and took off westbound on 63rd Street towards 18th

TWO CROOKS THREATEN, ROB TEEN: Two older teens ripped off a 15-year-old boy, threatening him and stealing his cellphone at 17th Avenue and 76th Street on May 29 at around 4:45 p.m. Cops say the perps, who are believed to be around 18, demanded the victim’s phone, telling him they would beat him if he didn’t fork it over.

One of the suspects told the teen that he had a knife but didn’t show it. The victim gave the phone to the perps and they ran off on 76th Street towards 17th Avenue. No arrests have been made.

THREAT ASSESSMENT: A bodega employee was robbed by an unknown man who entered the grocery store where she worked at 18th Avenue and 80th Street on May 28 at around

8:20 a.m. Cops say the unknown thief threatened to hurt the woman’s child if she didn’t give him the money. According to reports, the perp, said to be around 30 years old, asked the woman for change of $100 three times before trying to open the cash register himself. When he couldn’t get it open, he took the woman’s purse, stole $900 that was inside and fled on foot westbound down 80th Street.

No arrests have been made.

ROCK ATTACK: A 25year-old man was arrested for allegedly assaulting his 28-yearold brother with a rock inside the brother’s apartment on 78th Street between 20th and 21st Avenues on May 30 at around 6:45 a.m. Later in the day, while the victim was at work, cops say his brother returned to the apartment, and was let in by his brother’s roommate. The suspect then allegedly caused around $250 worth of damage and stole $400.

The artwork connects how these various elements of the dark side of modern adolescence relate to an ongoing roiling cycle of self-harm, addiction, and ultimately, premature self-destruction among marginalized young people today.

BROWN BUTTER SHRIMP WITH SPICY BROCCOLI RABE INGREDIENTS • 1 lb. shrimp (peeled & deveined) • 1 lb. broccoli rabe (trimmed) • 4 tbs. unsalted butter • 3 garlic cloves (minced, divided) • ¼ cup chopped parsely • extra-virgin olive oil • crushed red pepper flakes • salt & pepper

DIRECTIONS 1 Boil 8 quarts of water and season with salt. Add broccoli rabe and allow to cook for 4 minutes. Drain broccoli rabe and rinse under cold water and set aside.

2 Season shrimp with salt and pepper in a bowl and set aside.

3 Add butter to a large pan and heat over medium-low heat. Allow butter to brown, approx. 2-3 minutes. Add 2 cloves of minced garlic and stir until butter is golden. Turn up the heat to medium-high and add half of the shrimp.

4 Remove cooked shrimp to a clean bowl and add remaining shrimp. Add 2 tbs. olive oil, rest of minced garlic and chili flakes to pan and stir for one minute.

5 Add the cooked broccoli rabe until heated through.

6 Serve all the shrimp on the broccoli rabe. Add parsley and red pepper flakes, to taste.

Did you know Time Out Market just opened a rooftop bar at landmarked Empire Stores, which overlooks Brooklyn Bridge Park?

The bar is at the top of a complex of seven post-Civil War warehouses where John and Charles Arbuckle stored unroasted coffee beans long ago. The Cayre family’s company, Midtown Equities, and its joint-venture partners have turned Empire Stores into an office, retail and cultural venue.

The complex opened a couple years ago. There was already public space at the top of 55 Water St., which is Empire Stores’ address. But the rooftop bar is a brand-new thing. A server there told me it’s going to be open seven days a week.

Colleagues. Please. It looks fun. And it’s just a few blocks from the Brooklyn Eagle’s new DUMBO office, where a bunch of us just moved. The office is an expansion from the Eagle’s Brooklyn Heights home base.

There’s a new rooftop bar at Empire Stores, plus other DUMBO stuff you should see — Continued from page 10INB — • Almondine Bakery at neighboring 85 Water St. serves lunch too. The shop, which belongs to French baker Herve Poussot, is known for its baguettes. The desserts are stellar.

Almondine deserves special appreciation from customers because it made a comeback after being wrecked by Superstorm Sandy. Poussot’s oven and other pieces of kitchen equipment were located in the basement, which was flooded. Almondine’s insurer refused to cover rebuilding costs.

A GoFundMe campaign and an upscale bake sale organized

by French pastry chefs helped raise enough money to reopen Almondine.

ICONIC SCENERY ON WASHINGTON AND WATER STREETS

• Night and day, DUMBO’s streets are filled with tourists. The intersection of Washington and Water streets is a prime visitor magnet. But do not shun this spot because of the crowds.

The view is iconic. You’ve seen it in Instagram photos galore.

A corridor of century-old red-brick buildings frames the Manhattan Bridge’s blue-green metal supports. If the sky is clear, you can see the Empire State Building in the void between those supports.

SURFIN’ USA AND STELLAR SHOES

• If anybody decides to go surfing in the Rockaways this summer, DUMBO has a surf shop called Aegir Boardworks that’s appropriately located on Water Street. It sells big, beautiful surfboards.

If you want to be adventurous on dry land, Aegir also sells skateboards. By the way, in Norse mythology, Aegir is the Lord of the Ocean.

• A high-fashion footwear designer who got his start in Vancouver in the 1970s has a shop at 37 Main St. It’s called John Fluevog Shoes.

NIFTY NOVELS, PIZZA, GROOVY GRAFFITI AND GROCERIES

• If you haven’t been to bookstore Powerhouse Arena in a while, it moved out of the location you remember. It used to be at 37 Main St. where John Fluevog Shoes is now located.

Powerhouse Arena can now be found at 28 Adams St. • A note to our boss: The pizza you ordered for us the other day was excellent. But next time, could we maybe try Love & Dough? The restaurant at 57 Pearl St. makes Neapolitan pizza.

• A good place to buy groceries is DUMBO Market, which just opened at 66 Front St. • Foragers at 56 Adams St. sells gourmet prepared foods and organic produce.

• Keep an eye out for random street art. It’s in odd spots on various DUMBO buildings.

The intersection of Washington and Water streets is such a scene. I love the energy.

In 1870 he developed a machine that made corrugated paper, and in 1879 he patented a machine that made folded boxes, the city Landmarks Preservation Commission’s designation report about the DUMBO Historic District says.

Architect William Higginson designed Industrial Neo-Classical-style 45 Main St., which Gair commissioned and Turner Construction Company built in 1919, the designation report notes. The building is made of reinforced concrete and is 10 stories tall.

WHERE TO TAKE A BREATHER FROM THE OFFICE

• If you need a momentary breather from the office, it’s calming to watch Brooklyn Bridge Park’s merry-go-round spin and spin and spin.

WHO WAS ROBERT GAIR?

• At 45 Main St. an inscription over the doors says, “Gair Building No. 6.”

The neighborhood now known as DUMBO was called Gairville because so many buildings belonged to industrialist and real estate developer Robert Gair.

The Scottish-born Civil War veteran made his fortune by bringing revolutionary innovation to the packaged food industry.

Here’s a bird’s eye view of Jane’s Carousel from Empire Stores’ roof.

Of course you’re all familiar with Jane’s Carousel. But did you know Pritzker-Prize-winning architect Jean Nouvel designed the jewel-box-like building that protects the nearly century-old painted ponies from harsh weather? The transparent building is made of acrylic panels and steel.

• Brooklyn Bridge Park’s Pebble Beach is a fine place to sit and be tranquil for a few moments.

That said, I was surprised there the other day by the very untranquil sight of people swimming in its chilly waters.

• When you need a brief break from the entire DUMBO neighborhood, the Brooklyn Bridge offers a quick escape. Its pedestrian entrance is on Cadman Plaza East near the corner of Prospect Street.

As long as you don’t walk in the bike lane — a stupid and dangerous thing that some tourists do — you’ll have a great time soaking up the scenery. You can see Brooklyn Heights, DUMBO, the World Trade Center and the Manhattan skyline.

State testing refusals vary wildly across Brooklyn

Brooklyn school district saw more students opt out of state exams for the 2017-18 school year than any other district in the city, Department of Education data shows.

New York State is required by federal law to administer math and English Language Arts tests to every third- to eighth-grade public school student.

Parents, however, have the right of refusal on the student’s behalf, allowing them to opt out of the tests.

The numbers, obtained by Chalkbeat and shared with this newspaper, illustrate profoundly different attitudes toward the tests from district to district — and even school to school.

School District 15, which runs from Carroll Gardens to Sunset Park, and includes Park Slope, Windsor Terrace and sections of Boerum Hill and Fort Greene, had the highest opt-out rate in the entire city last year, and more than double the opt-out rate of any other school in the borough.

The district saw 14.3 percent of students opt out for the statewide ELA exam and 14 percent for the statewide math exam.

Brooklyn’s District 23 came in second boroughwide, with an average of 6.3 percent of students opting out of the ELA exam and an average of 6.4 percent opting out of math.

District 23 encompasses Brownsville, Ocean Hill and portions of East New York.

Altogether, the parents of Brooklyn students opt their children out of the exams at a higher rate than the citywide average, though Manhattan has the highest opt-out rate of all the boroughs.

Brooklyn-wide, 4.6 percent opt out of the statewide English exams, and 4.9 percent opt out of math.

It doesn’t appear geography plays a role in testing patterns.

District 15’s neighboring district, District 20, comprised of Bay Ridge, Dyker Heights, Borough Park and a small pocket of Sunset Park, had the lowest average rate of student opt-outs in the borough. Just 1.6 percent of District 20 students opted out of the English exam, while 1.7 percent chose not to take the math exam.

In fact, the school with the highest opt-out rate in the city, District 15’s Brooklyn New School, is less than half a mile away from the school with the lowest opt-out rate, Red Hook Neighborhood School.

It appears parents’ decision to opt out can be informed by the individual school’s culture.

Brooklyn New School was founded by parents and teachers in 1987 as a progressive alternative to traditional education. They are forgoing the exams at exceptionally high levels, according to the stats. A whopping 96.4 percent of its students chose not to take either of the exams.

District 15’s Red Hook Neighborhood School had not a single opt-out for either exam.

parent said that District 20’s low opt-out rates are driven by an emphasis on testing by district leadership.

“Teachers are telling students that if they don’t pass these exams, they have no future,” Paullette Ha-Healy, Parent Teacher Association president of P.S. 264, told this paper. “The narrative that’s been coming out of District 20 is that we’re all about state testing. That’s not a reflection of our district as a whole, but that’s what’s getting the attention.”

That narrative might be overblown — but isn’t entirely without merit, according to one Brooklyn high school teacher who says such testing helps guide the admissions process.

“If an institution received two applications, one with no test score and another with a test score of 85-plus, chances are they’re going to accept the latter student,” said the English teacher, who wished to remain anonymous.

But, “There’s a flip side,” she said, pointing to students’ anxiety over test-taking, which could negatively impact their scores.

According to the Anxiety Disorders Association of America, one in eight children suffers from an anxiety disorder.

Ha-Healy’s child attends one of just three schools in District 20 with a higher than 5 percent opt-out rate, and said the tests have a definite effect on her daughter’s mental health.

“I am very confident that I made the right decision when it comes to opting my daughter out of state testing,” she told this paper. Ha-Healy said her daughter, now in the fourth grade, was exhibiting “major behavioral problems” she’s since attributed to the high-stakes testing. “I opted her out of all testing and all test prep, and her behavior pretty much changed overnight.”

Another District 20 parent, Tamara Stern, finds testing provides important insights into the education of her three children. “[Children are] going to be tested regardless, in one way or another, from elementary school to middle school to high school to college,” she said. “[State exams] are a way for us to see what kids are learning and where they’re at comparatively. It’s also a way for them to get the hang of it.”

Her three children are all different types of test-takers, Stern said. “It’s good for me to see what each one of them needs to focus on.”

Stern opted one of her children out of exams because she didn’t believe the teacher was adequately preparing her for success.

She said she appreciates that parents have the choice.

Attitudes toward the tests vary widely from district to district — and even school to school.

A FESTIVE DAY

he Fifth Avenue Festival has had an offand-on record with weather. This past Sunday, I am happy to say, everything fell into place.

Despite dire warnings of afternoon thunderstorms which have become the precursor to tornado warnings this season, the sun was out and the weather was warm but not really hot. Of course, rain and thunder did close the late afternoon but without affecting the event.

If you dropped by the festival that ran about 14 blocks, you encountered a large crowd moving comfortably from block to block enjoying a number of bands; many, many food choices including the usual vendors selling Mexican, Greek, Arabic and Italian food among others; and of

course some great restaurants and bars operating outside. If you wanted a tee shirt or inexpensive trinket, this was the place to be.

The stages had big crowds with a number of bands or DJs. Assemblymember Nicole Malliotakis sponsored a stage at 77thStreet. She sang a couple of tunes with the Rolling Stones cover band that played at that location.

Considering that the night before, Nicole sang on stage at Staten Island’s St George Theater with a Beatles cover band playing for charity, I suspect she sees herself as more than a great legislator.

Once again a big shout out to Chip Cafiero and his festival marshals. There are so many community events that simply could not happen without the efforts put in by Chip.

*** I want to give my friends Jerry and Diane Fishman a plug. To my surprise, I found them running the former Petland store on Fifth Avenue between 84th Street and 85th Street. Diane and Jerry are big animal lovers who currently own several pets and have enjoyed pet ownership their entire lives.

From what I understand, an opportunity befell them when the Petland company filed for bankruptcy, closing all their stores a few months back. The couple, smart business people, moved right in, setting up shop with the existing merchandise, and have now established their suppliers and intend to make a go of it.

alas and fundraiser dinners are not what I choose to focus on with this column, as issues and people will always be more important than social functions in the political sphere. However, this week’s piece will center on last week’s Bay Ridge Democrats gala.

But rather than talk about where I sat and whom I talked to, the following highlights the event’s honorees, all of whom have been, and are continuing to make an impact on every level of our politics, from the local level on up to the halls of Congress.

Ellen Driesen, District 20 representative for the United Federation of Teachers, was the first honoree. The success of campaigns supported by the Bay Ridge Democrats could not have been possible without the support of organized labor, and union sisters and brothers were

in attendance to show that support again.

Jason Reischel was recognized for his contributions to Bay Ridge campaigns in 2017 and 2018. Though he played pivotal roles in those winning efforts, as a Park Sloper he is representative of many residents from bluer portions of Brooklyn who have been invaluable in recent years to Democratic campaigns in Southern Brooklyn.

Scott Klein, who helped found the club in 2010, was honored as Club Member of Distinction. Having spent decades leading on social and political issues, over this past decade he has been instrumental in the Bay Ridge Democrats transforming from a few people with an idea meeting in his home to an organization helping to elect representatives whose politics more closely reflect Southwest Brooklyn.

and Rita Pasarell were on hand to represent the Sexual Harassment Working Group, recognized for the change it is effecting in Albany. Earlier this year, members testified at the first joint legislative public hearing on sexual harassment in over 27 years and they continue to advocate to improve worker protections.

Rep. Jerry Nadler echoed those sentiments in his acceptance speech, reminding those gathered that it requires, “The participation and fighting of everybody” to ensure, “that our institutions are resilient enough to snap back… to reestablish democratic principles.”

Bay Ridge native Abdul Elenani was honored as a business leader making a positive impact on his community. Days earlier, his

Verrazzano Bridge in the past three weeks. Considering the height of the roadway from the water, it is a certainty that if you jump, you will die.

Last year, there were many jumpers and the same for each of the past seven or eight years. I do not understand why a bridge from which jumping was rare for most of its existence has become a magnet for this deadly behavior.

The jumpers all use the lower level inasmuch as the roadway on the upper level makes such an act difficult to accomplish.

That being the case, it is about time the MTA use some of the enormous toll

revenue we provide to secure the lower level better.

The local overpasses for years have had fencing to prevent people from throwing items onto the highway below. Taking a few million dollars to ring in the lower level of the bridge better would be a smart move.

Some would say an individual bent on taking his or her life will find another way. That may be true, but I for one want to make doing it from the Verrazzano Bridge as difficult as possible.

Whatever the special attraction is that has developed for such acts at this location, we must make every effort to stop it.

Along with Bay Ridge For Social Justice, Fight Back Bay Ridge and South Brookly n Progressive Resistance, to name just a few, community-based groups have all advanced the progressive cause in their own distinct ways.

From grassroots activism to successful campaigns to flip seats blue, each plays a part in the recent shift left.

The honorees of last week’s event highlight that individual citizens, groups and politicians are only as strong as their ability to work together to make progress.

Clueless NYC transit czars want needless maze of new Ridge bike lanes Howe: Proposed lanes will endanger businesses, pedestrians on Third

Almost seven years ago, the city’s bicycleobsessed bureaucrats, enabled by a progressive-leaning Mayor Mike Bloomberg, started a crusade led by Commissioner Janette Sadik-Khan to install bike lanes on just about every travelable thoroughfare throughout the five boroughs.

While Williamsburg millennials cheered every coat of white paint representing new, confusing and potentially accident-inducing bike lanes, the reaction in Greater Bay Ridge — a stable, middle-class community — was somewhat different. Sadik-Khan’s initiative was viewed here as a hodgepodge invasion of already congested avenues.

The 2012 bike lane proposal, which would have done serious financial harm along Bay Ridge’s main thoroughfares — Third and Fifth avenues — was met by a solid, intelligent response by Community Board 10 members.

Fortunately, since we are blessed with genuine local newspapers, the reaction of Community Board 10 members was accurately and faithfully recorded by writer Paula Katinas in the Sept. 26, 2012 edition of the Brooklyn Eagle and is to this day just a few clicks away.

She wrote, “‘May we make a suggestion?’ That’s what Community Board 10 members are asking the city’s Department of Transportation (DOT) about the hundreds of miles of bicycle lanes the agency will be installing in Bay Ridge and other Brooklyn neighborhoods over the next few years.

board said they don’t like the routes mapped out by the DOT’s experts. So they decided to come up with routes of their own.

“Brian Kieran, chairman of the Traffic and Transportation Committee, introduced the list of alternative bike lanes at the board’s Sept. 24 meeting. The committee came up with the list at a previous meeting. Kieran presented the suggestions to the full board at the Sept. 24 session.

“Kieran and other board members charged that the routes chosen by the DOT — including sections of Bay Ridge Parkway, Third Avenue, Fort Hamilton Parkway and 92nd Street — are concentrated on heavily trafficked roadways and present potential dangers to bike riders, drivers, and pedestrians as everyone will be forced to share the roadways. “‘Ninety-Second Street is the worst possible place for a bike lane,’ Larry Stelter said.

The street accommodates traffic exiting the Verrazano Narrows Bridge, board members said. “‘It is better for us to contemplate less used streets,’ Kieran said.

“The committee’s suggested bike lane routes included sections of Sixth Avenue, 68th Street, 72nd Street, Marine Avenue and 11th Avenue.

“Doris Cruz said bike lanes are not in constant use. ‘These are not lanes that are constantly trafficked. They are used intermittently,’ she said.

Bike problem was largely solved, but now it’s back!

As we learned from the agenda of a special meeting of Board 10’s Traffic and Transportation Committee that was set for June 6, the bike lanes are back. And this time, thanks to an early alert by Board 10 District Manager Josephine Beckmann, we learned that, contrary to local wisdom, the de Blasio administration wants to inflict bike lanes on Third and Fifth avenues, further endangering the scores of local businesses currently struggling to survive during the age of Amazon and increasing the likeli-

hood of many injuries involving pedestrians and bikers as well.

This column went to press prior to the June 6 gathering at St. Anselm’s Meletia Hall, but, fortunately, an early response by Merchants of Third Avenue President Bob Howe advises against any gratuitous bike laning along this strip, where heavily taxed shop owners are battling largely subsidized behemoths like Amazon and other mega deliverers.

Here’s what Howe wrote: “Dear Ms. Beckmann: I received your office’s notice of proposed bike lanes on Third Avenue. As your Traffic and Transportation Committee reviews this proposal, I wanted to share some concerns that a bike lane on Third Avenue might pose. As you know, we are a linear commercial strip and as such can only receive deliveries thru the front of the stores.

“Alternate side runs for only 8 a.m. to 9 a.m. and meter parking takes over. Many of our stores open at 10 a.m. or later. Deliveries take the form of Fed Ex, UPS and large food and beverage trucks. Bay Ridge is already renowned for double parking and commercial delivery trucks only compound the problem.

“The installation of bike lanes on Third would require a delivery truck to park in the traffic lane in order to respect the bike lane space. The confusion this might cause to merchants, cars, delivery people, cyclists and pedestrians could lead to frustration, stress and maybe accidents.

“While bike lanes provide a vital safety zone for cyclists, the installation of lanes on a narrow avenue with a multitude of existing challenges might negate the safety cyclists are seeking.

“Best wishes and your committee has a difficult recommendation to make.”  What happened at the special Board 10 meeting? We’re hoping Ms. Katinas can report in the next edition — as she did back in 2012 — that board members spoke out loud and well against this hazardous and illthought-out agenda. Stay tuned.

KEEGAN, James R. on May 13, 2019. Veteran, United States Army. Predeceased by his beloved wife, Eileen; his loving daughter, Colleen; his brother Joe (sister-inlaw Elaine) and his sister Charlotte (brother-in-law Eddie). Loving father of Jim (Noreen), Beth Adamson (Nick), John, Eileen Camma (Frank), Michael (Michelle) and Gerard (Jen). Proud grandfather of Colleen, Jim, Niamh, Morgan and Jack. Brother-in-law of Alice Cleary, Jean Sullivan and Rosalie Sullivan. Also survived by many nieces, nephews, grandnieces and grandnephews. A lifelong parishioner of his beloved Our Lady of Perpetual Help

where Jim served as an usher up until recent years, he was past president of its parish council. He was a member of the Holy Name Society, Catholic War Veterans and the Knights of Columbus. Jim was very active for decades in the Right-to-Life and ProLife movement, organizing buses for the annual March for Life every January. Jim retired after many decades as an engineer with the Port Authority of New York and New Jersey. After retiring from the Port Authority, Jim worked for the law firm Lawlor and Caufield from which he retired in 2000. All services arranged by Clavin Funeral Home.

BUCKLEY, Helen V. Fennelly Reilly — Departed life after 98 years on May 29. She is survived by her children Kevin (Mary Fallon) and Kevin’s children Kevin and Alanna; Kathleen and Kathleen’s daughter Megan (Everado Huesca) and Megan’s children Lucas and Shea; Sean (Elizabeth McGill) and Sean’s children Emma and Aidan; and Daniel. Helen was married to James Edwin Reilly, who

died in 1978, for 26 years, and later renewed her college romance with James Buckley, to whom she was married for 24 years. Helen, who always treasured her relationship with St. Joseph’s College, was a high school English teacher and guidance counselor for more than three decades.

Until her marriage to Jim Buckley, when she moved to Fair Haven, New Jersey, she was a lifelong and active parishioner of St. Anselm R.C. Church in Bay Ridge and of Irving Walk in Breezy Point, whose shore and ocean were always her lodestar. A Mass of Christian Burial was held on Monday, June 3 at St. Anselm R.C. Church.
