Speaker Johnson: Rethink BQE Rehab as Part Of Sweeping Transit Overhaul By Mary Frost Brooklyn Heights Press

In his first State of the City speech on Tuesday, City Council Speaker Corey Johnson focused on getting rid of the MTA and taking control of the city’s dysfunctional mass transit system. “We’ll have a new system with a new name,” Johnson said. “I’m calling it Big Apple Transit — BAT for short. “Accountability will fall squarely on one person: the mayor of New York City,” he said. As part of Johnson’s vision, he rallied the city to rethink its controversial plan to rebuild the Brooklyn-Queens Expressway (BQE) from Atlantic Avenue to Sands Street, a topic of great concern to Brooklyn Heights residents. NYC DOT has proposed running a temporary six-lane BQE bypass over the Brooklyn Heights Promenade for the duration of the project, which is projected to bring its noise and pollution to the neighborhood for at least six years. “Let’s get people out of private cars. Let’s break the car culture,” Johnson said. “Right now, we’re living in a past created by Robert Moses, the ‘master builder of New York’ who loathed mass transit and worshiped highways from the back of a limousine. “Take the Brooklyn Queens Expressway — one of his biggest legacy projects. Its construction ripped Brooklyn apart and destroyed working-class neighborhoods,” he said. “And now we’re talking about spending $4 billion to rebuild a mileand-a-half of highway. That’s almost two Mars Rovers! No one’s even talking about other options. That is a failure of imagination.” Johnson pointed out that the BQE carries roughly 150,000 vehicles a day, while the Lexington Avenue subway line carries more passengers than that in a morning rush hour. “We need to take a fresh look at the BQE problem. We shouldn’t assume that the best way forward is the old, car-centric way. We can’t change the past, but we can make choices that will lead us to a better future,” he said. Johnson said he is introducing legislation that will require the city to complete and implement a master plan for New York City’s streets every five years. “The city will be required to look at the streets as a whole, not one neighborhood or street at a time, the way we do it now.” Laurie Garrett, a member of transportation advocacy group A Better Way NYC and Pulitzer Prize-winning author on global public health, said it was “very exciting to see the New York conversation about climate change and city planning escalate from the hand-waving we’ve been getting from Mayor De Blasio and Governor Cuomo.” She added, “At the very least, I hope Johnson’s statement will force De Blasio and Cuomo to up their games, getting past liberal rhetoric to genuine solutions that imagine what New York City should be in 2030, not what it [shrug] just has to settle for.” Another Better Way member, Brooklyn resident Linda LaViolette, sent a one-word reaction to this paper: “Fantastic.” For full details of Speaker Johnson’s plan to scrap the MTA and take over mass transit, visit brooklyneagle.com.

Northfield Bank Hosts Ribbon-Cutting Ceremony for Its New Branch in Brooklyn Heights By John Alexander Brooklyn Heights Press

Bay Ridge resident Brian Chin, vice president and branch manager of Northfield Bank, has been spending much more time in Brooklyn Heights these days. With the official grand opening of a new Northfield branch at Court and State streets on Saturday, March 2, Chin, along with Northfield Bank President and CEO Steven Klein, introduced Northfield’s unique personal services to the Heights. Northfield Bank has been a popular fixture in Bay Ridge thanks to Chin, who serves on boards for almost every civic organization in the community. Chin will now also take on the role of vice president and branch manager of the new location at 112 Court St.

It has certainly been a decade of Brooklyn growth for the Jersey-based company. With 10 branches throughout the borough, Northfield continues to bring its own brand of banking expertise to neighborhoods in Brooklyn. Chin was especially pleased with the turnout for the grand opening. “We organized this event with the business community and with not-for-profit groups as a brief introduction about Northfield Bank,” said Chin. Northfield Bank was founded in 1887 with a mission of serving the financial needs of a community. “We are proudly continuing that tradition today by staying true to our reputation of trust, respect and stability,” Chin explained. “We love to say that Northfield Bank was born in 1887 but was built for today.” Continued on back page

What does it mean to be in love? For eight years, in images, writing and life, plain and simple, we have tried to tease out the answer. Love is a cliche, an idea so easy to imagine but impossible to grasp. Like an overripe fruit, it collapses with a bit of pressure into cloying sweetness and the faint sense of something lost. At its most basic, falling in love means cleaving away something of yourself and becoming something else. It’s painful and hard, but also carries the potential for profound transformation. When We Were Strangers is the first part of a lifelong project deconstructing love through the prism of our relationship. This first chapter is a love poem of sorts, one that charts

what happens when two people attempt to become something more and less than that, when we are more unknown stranger to each other than anything else. But love is an ouroboros that eats the past that came before it. Who was I before you? We are interested in the frayed edges, the messy intersections, the elements of ourselves lost and new facets gained in the process, and the limits to all of that. NICHOLAS GALANIN: THE VALUE OF SHARPNESS Nicholas Galanin offers perspective rooted in connection to land and an engagement with contemporary culture. For over a decade, Galanin has been embedding incisive observation into his work, investigating and expanding intersections of culture and concept in form, image and sound. For “The Value of Sharpness: When It Falls,” Galanin has created sixty porcelain hatchets, which are suspended from the gallery ceiling. KNOWING In our modern society, imagery is read instantly and without question. Other Ways of Knowing looks at how we see in order to challenge how we acquire knowledge. By questioning our relationship to images, we can look at the ways we’re fed imagery on a daily basis and teach us how to discern for ourselves what that imagery means to us. Other Ways of Knowing references illusion and misdirection traditionally designed to influence choice and transforms them into a new visual language. This digital iteration of Other Ways of Knowing features new additions to the series never exhibited before. The screens in the Made in NY Media Center will challenge the viewer to interact with a screen – a daily routine part of our lives – within a new context, one where you’re asked to stay for longer. This exhibition explores the narrative of the series in a new and refreshing way, accomplished by the unique collaboration of the space and the artist. By taking up asylum in houses of worship, often for indefinite periods of time, these individuals and their families have found both a refuge and a provisional prison. DECEIVING Mexican artist Frida Kahlo’s unique and immediately recognizable style was an integral part of her identity. Kahlo came to define herself through her ethnicity, disability, and politics, all of which were at the heart of her work. Frida Kahlo: Appearances Can Be Deceiving is the largest U.S. exhibition in ten years devoted to the iconic painter and the first in the United States to display a collection of her clothing and other personal possessions, which were rediscovered and inventoried in 2004 after being locked away since Kahlo’s death, in 1954. They are displayed alongside important paintings, drawings, and photographs from the celebrated Jacques and Natasha Gelman Collection of 20th Century Mexican Art, as well as related historical film and ephemera. Will you miss the Spice Factory when it’s gone? On weekdays, the powerful scent of Morris J. Golombeck Inc.’s herbs and spices fills the air outside 960 Franklin Ave. If you’re strolling by, you may feel a sudden urge to take a gourmet cooking class so your dinners will smell half this great. The spice importer’s Crown Heights South factory is pleasing to the eye as well. The austerely beautiful redbrick complex has magisterial arched windows and a smokestack. Plus, if you’re a beer drinker, 960 Franklin Ave. is sacred ground. It began its existence as an enormous brewery called the Consumers Park Brewing Co.

If you think the Spice Factory should be adaptively reused and a new apartment building should be constructed on adjacent vacant land, this is your moment to share your opinion with city officials. If you support Ian Bruce Eichner’s plan to tear down the Spice Factory and build a 1.37 million-square-foot development with two towers, each 39 stories tall, now is the time to speak up. If you think Eichner’s firm Continuum Co. and development partner Lincoln Equities should build a more modestly sized apartment complex in accord with current zoning, it’s time to say so. At 1 p.m. on March 12, the City Planning Department will hold a public scoping meeting about the proposed development at 960 Franklin Ave. The meeting room is on the concourse level of 120 Broadway in Manhattan.

OTHER DEVELOPMENTS AT THIS INTERSECTION

The intersection of Franklin Avenue and Montgomery Street, where the Spice Factory is located, is quite the development node. On the opposite corner from the Spice Factory, there’s a vast, rubble-strewn site at 40 Crown St., aka 902 Franklin Ave. Last year, Cornell Realty Management sold the site for $41.025 million to an entity led by Dennis Markus, Finance Department records show. He’s the chief financial officer of San Franciscobased Carmel Partners. The site is made up of properties with 135 Montgomery St., 149 Montgomery St. and 40-64 Crown St. as their addresses. The developer got the property rezoned so it can build a 16-story tower. Behind the vacant site, construction is well underway on a 12-story residential building at 109 Montgomery St. Brooklyn Botanic Garden sold this site for $24.5 million in 2015, Finance Department records show. THOMAS, John Alfred -- Born on June 21, 1925 in Brooklyn, the child of Alfred and Alice (Caulfield) Thomas. He died peacefully at home on February 13. John was predeceased by his son, Drew J. Thomas, and his sisters, Elizabeth Riley and Mabel O’Berg. He is survived by his wife of 65

years, Jean Theresa Thomas, his daughters, Laura and son-in-law, Thomas R. Pietro, Allison Leonardo and her fiancé, Kevin Foley, son and daughter-in-law, Glenn and Renata Thomas, grandchildren, Justin and Kristina Pietro, Juliette, Adrianna, Olivia and Robert Leonardo, Taylor and Brittney Thomas, Carolina, Mariana and John Thomas, and great-granddaughter, Addison Pietro. John attended St. Francis Preparatory High School and earned his B.S. degree in Accounting from Pace University. A member of the “Greatest Generation,” John served his nation in World War II, enlisting in the Army in 1943 at the age of 18. He served with the elite 10th Mountain Division’s 87th Mountain Infantry Regiment and attended Ranger School. He fought in the Po Valley campaign in Italy, knocking elite German units out of the northern Apennine Mountains and breaking a long stalemate in the Italian campaign. Jean and John

were married in 1953 and were inseparable their entire lives. John began his career at Wells Fargo and then became a federal employee at the Internal Revenue Service where he remained for his entire career. John and Jean loved traveling and took many wonderful trips all over the world. They relished many years of friendship and travel with their card group friends who became a second family. Jean and John were very active in their parish, serving on many committees over the years, and as Eucharistic Ministers at Holy Name of Jesus Church. In good health, they attended mass nearly daily. John served as an altar server from his youth until his 92nd birthday. A fixture in the Windsor Terrace community, John never met a stranger. All arrangements handled by M.J. Smith Sons Funeral Home. Mass of Christian Burial Holy Name of Jesus Church. Interment St. Charles Cemetery, Farmingdale.

ON MARCH 5, 1917, the Brooklyn Daily Eagle reported, “George Washington, who celebrates his name by getting in trouble annually around February 22, when patriotic but misguided acquaintances treat him to many drinks, will celebrate the next four birthdays of his illustrious namesake in jail. George was convicted of burglary again and Judge Fawcett, in the County Court today, sent him to Sing Sing for five years. ‘For years you have been disgracing that great name which you have taken unto yourself,’ said Judge Fawcett to G.W. ‘You need only one more conviction to be sent away for life. Let your sentence be a warning to men who think they can commit burglaries without being caught.”  ON MARCH 5, 1949, the Eagle reported, “Washington, March 5 (U.P.) — The Justice Department announced early today that FBI agents had arrested a Justice Department employee and a member of the Soviet delegation to the United Nations for conspiring to remove official United States government records. Attorney General Tom Clark identified the department employee as Judith Coplon, 27, and the Russian as Valentine A. Gubitchev, 32, third secretary of the U.S.S.R. Secretariat of the United Nations. Miss Coplon is employed in the Justice Department’s criminal division. Miss Coplon’s brother, Bertram G. Coplon [of New York City] said she had been employed by the Justice Department ever since her graduation from Barnard College five years ago. He declined comment on her arrest but said she came home from Washington every weekend to visit her parents [on Ocean Parkway] … The section in which Miss Coplon is employed has charge of the registration of agents of foreign countries and companies.”

ON MARCH 6, 1954, the Brooklyn Daily Eagle reported, “San Juan, March 6 (UP) – Police besieged Nationalist leader Pedro Albizu Campos in his home today, while authorities elsewhere on the island began a roundup of 37 other ‘dangerous’ members of the fanatic minority party that shot up the U.S. Congress last Monday. A police squad led by Capt. Benigno Soto went to Albizu’s home before dawn to arrest him and was met by a burst of gunfire. No one was hit, but Soto ordered his men back out of the field of fire and settled down to take further action later. Police Chief Salvador T. Roig said the other 37 Nationalists were being rounded up in raids ‘all over’ this U.S. island. It was not certain how many actually had been arrested … Albizu is president of the party that staged an abortive revolt here in October 1950, tried to assassinate President [Harry] Truman early in November of that year, and injured five members of the U.S. House of Representatives in a terrorist attack Monday.”

ON MARCH 7, 1940, the Eagle reported, “The new British superliner Queen Elizabeth, largest ship afloat or ever built, strained at her anchor off Quarantine today, waiting for a rising tide before proceeding to her North River berth later this afternoon. She was expected to dock at 5 p.m., after moving into the harbor past watching crowds on adjacent shores in Brooklyn, Manhattan and New Jersey. The Queen Elizabeth came to an anchorage at Quarantine at 10:50 a.m., after a sensational dash across the Atlantic from the war zones of Europe through a submarine-infested ocean. Ten tugboats were obtained to “break” her into her resting place on the north side of Pier 90, North River, where she is to remain for the duration of the war … The Queen Elizabeth, unfinished and with the interior decorations still to be installed, arrived with a skeleton crew, no passengers and no cargo. She carried only enough lifeboats – 18 – for the crew. On board were few signs of life. The great ship, a fifth of a mile long, with her 12 decks terracing skyward, seemed to be on her own.”

Architects of a proposed residential tower at 200 Montague St. will have to head back to the drawing board and create a bolder design before the city's Landmarks Preservation Commission greenlights their request to demolish a Modern-style Brooklyn Heights bank. Commissioners called the 20-story tower designed by Beyer Blinder Belle timid and self-effacing at the agency's hearing on Tuesday and debated whether the existing building should be demolished. Landmarks Preservation Commission Chairperson Sarah Carroll told architect Richard Metsky to revise his design for 200 Montague St. and make it “more of a statement building” that's “more individual and distinctive.” Landlord Midtown Equities wants to tear down the Borough Hall Skyscraper Historic District building and construct an all-market-rate rental

At Tuesday’s hearing, Metsky said he designed the proposed tower to “fill the gap” on Montague Street that exists because 200 Montague St., which is only four stories tall, stands between a 36-story office tower at 16 Court St. and a 10-story office building at 188 Montague St. Commissioners said Metsky should design something bolder — because buildings in the historic district are brash and attention-getting, not gap-fillers. Architect Philip Birnbaum designed 200 Montague St., which was constructed in 1959 and 1960 for Lafayette National Bank. Three commissioners said on Tuesday that the addition of a curtain wall in 2006 so drastically altered Birnbaum's design that they feel it's okay to demolish the building. One commissioner disagreed.
