BBA bias CLE to cover race, class, power and privilege

The Brooklyn Bar Association will kick off the new year with a continuing legal education (CLE) seminar titled “Race, Class, Power & Privilege in Public Service Law,” at the bar association building on Wednesday, Jan. 15.

The one-hour CLE will be hosted by Shannon Cumberbatch, an attorney who is the director of diversity, equity and inclusion at the Bronx Defenders, and the co-director of the Bronx Defenders Holistic Defense Externship Program at Columbia Law School.

Cumberbatch will cover ways in which race, class, nationality, orientation/gender identity and expression, bias, privilege and lack of cultural consciousness come into play in the lives of attorneys, especially in attorney-client relationships. She’ll offer advice on how attorneys can reduce bias in their practice.

The CLE will fulfill the diversity, inclusion and elimination of bias credit that attorneys are required to take each year to fulfill their CLE requirements.

The lecture is sponsored by the Brooklyn Bar Association’s Diversity Committee, chaired by Joy Thompson, president-elect of the Women’s Bar Association for the State of New York; the Membership Committee, chaired by Anthony Vaughn, Jr., the treasurer of the BBA; and the Professional Ethics Committee, chaired by Hon. Barry Kamins, the former administrative judge of the Brooklyn Supreme Court, Criminal Term.

The Brooklyn Bar Association also has two other events on its January schedule. They are a foundation law consumer debt and bankruptcy course, which is free and open to the general public. This will be hosted by attorneys Richard Klass, the BBA’s second vice president, and Fern Finkel, chair of the Foundation Law Committee.

On Wednesday, Jan. 22, the BBA will invite District Attorney Eric Gonzalez to speak about solutions to gun violence.

Panelists for that event have not been announced yet, but it is being sponsored by the Criminal Law Section, chaired by George Farkas; the Government And Public Sector Committee, chaired by Kenneth Fisher; and the Civil Rights Committee, chaired by Dewey M. Golkin and Jonathan Stead.

Attorney Shannon Cumberbatch will be the host for the CLE.

Lawyers for Israel and Brooklyn Brandeis Society to honor late Justice Jules Spodek

Beloved former Justice Jules Spodek, who died at age 91 last October, will be honored by the Brooklyn Brandeis Society and the Jewish National Fund USA’s Lawyers for Israel, during a ceremony at the Brooklyn Bar Association on Wednesday, Jan. 22.

The event will be a part of Lawyers for Israel’s inaugural forum to discuss legal issues facing the community. The keynote speaker will be attorney Deborah Riegel, the New

York board president of the Jewish National Fund.

“I look forward to welcoming friends and colleagues to our first-ever Lawyers for Israel Luncheon,” Riegel said. “We are excited to bring like-minded members of the legal community together to celebrate the incredible work JNFUSA does to support the land and people of Israel and to educate those who are not already familiar with our groundbreaking efforts.”

During the forum, a presentation will be made to honor Justice Spodek, who is the

father of the Brooklyn Brandeis Society’s president, Hon. Ellen Spodek. A tree certificate will be given to Ellen Spodek in recognition of all of the trees planted in Israel in his memory.

“Justice Jules Spodek served as a mentor to many and his passing has left the legal community with a deep sense of loss,” Riegel said.

“Beyond serving as a respected judge, Justice Spodek was a proud member of Brooklyn’s Jewish community and a staunch supporter of Israel. Therefore, it is entirely fitting that we

honor Justice Spodek at our inaugural Lawyers for Israel gathering.”

Among its many philanthropic activities, the Jewish National Fund has used its One Billion Dollar Roadmap for the Next Decade to help provide the country with assistance by buying fire trucks and stations, planting trees, creating jobs, developing infrastructure and providing therapeutic and psychological assistance.

The forum will be held at 123 Remsen St. on Wednesday, Jan. 22 at 12:30 p.m.

Legal Aid groups praise Gov. Cuomo, legislature as criminal justice reforms are implemented

A group of legal aid associations issued a joint statement this week as criminal justice reforms were finally, and officially, implemented on Jan. 1 after being passed by the state legislature and signed into law by Gov. Andrew Cuomo over the summer.

“Today marks a historic moment in New York State as new bail, discovery and speedy trial laws officially take effect. Collectively, these new laws make the criminal legal system more just, fair and equitable for all New Yorkers,” said the statement which was co-

signed by the Legal Aid Society, New York County Defender Services, Brooklyn Defender Services, the Bronx Defenders and the Neighborhood Defender Service of Harlem.

While some law enforcement agencies and prosecutorial groups have sounded alarms in the weeks and months leading up to implementation, District Attorney Eric Gonzalez never spoke out against the reforms.

Meanwhile, a group of Brooklyn judges spoke at the Kings County Criminal Bar Association (KCCBA) last month and while they did admit to some uncertainty as to how the reforms will play out, all three were confi-

dent that the courts would be ready for the changes.

The biggest changes to the law include bail reform, which has largely eliminated cash bail on non-violent offenses, and discovery reform, in which information, including witness names, needs to be turned over within 15 days of an indictment.

“With effective implementation, these laws will ensure that low-income people facing criminal charges will no longer be forced to plead guilty to get out of jail and will be able to fight their case while living with their families, going to school, returning to their jobs and living

their full lives; New Yorkers will no longer have to endure lengthy delays to get their day in court; prosecutors will no longer have the power of information and will instead have to share with the people they charge what the evidence is in their cases so that they can meaningfully defend themselves and make informed decisions,” the Legal Aid statement read.

“We want to also thank Gov. Cuomo and the New York State Assembly and Senate for having the courage and vision to pass these important reforms that bring this measure of fairness, transparency and justice to our legal system.”

After 36 years as a judge, 12 as a prosecutor, Hon. Bill Miller retires

After nearly 50 years as a member of the Brooklyn legal community, Justice William “Bill” Miller retired at the end of December and hopes to be remembered as a collaborator and innovator who worked to ensure fairness in the justice system.

“I had a few ideas in my career, most weren’t mine, but everything was a collaboration in Brooklyn,” Justice Miller said with a chuckle. “I wanted to make the system as fair and humane as possible starting with the days that I was at the DA’s Office. My mind never wavered.

“I wanted people to be treated fairly and humanely. I wanted the system to work. Even if someone is guilty, the system must work a certain way. Due process is more than words. The process is more important than guilt or innocence.”

Justice Miller invited the The Record into his chambers during the final days before his retirement. He had started packing, but it was hardly noticeable. Photos and plaques were all over the place as if he still planned another 10 years as a judge.

Among them, photos of the Criminal Court in the 1980s as well as more recent plaques from when he was honored by the Kings County Criminal Bar Association in 2017 and by the Brooklyn Bar Association in 2018.

“I never left Brooklyn until I went to Boston University for law school. I lived there for three years, and I liked it a lot, but I was ready to return to Brooklyn as soon as I was done.”

Miller, a Brooklyn lifer who attended James Madison High School, was born in 1943. He didn’t serve in the Vietnam War, although he was of the appropriate age. He said that he was waiting to be called by the National Guard when he was hired by the Brooklyn DA’s Office in 1969.

events in my life — I had met this lawyer Joel Winograd, and he explained to me who Eugene Gold was and that he had just been elected as the district attorney and wanted to make the office less political. I hadn’t really thought about becoming a prosecutor, but it sounded like the opportunity to be at the forefront of changing the system.”

Prior to Gold’s election, Miller explained that to become an assistant district attorney in Brooklyn, a person had to be politically connected. Gold changed this system to a more merit-based one. Miller started in January 1970 as a trial attorney in the Rackets Bureau. He moved up to deputy chief in 1973.

Miller continued to rise in the ranks, and in October 1976 he was chief of the Indictment Bureau, In March of 1980, he was named chief assistant district attorney, a title he retained after Elizabeth Holtzman took over as district attorney in 1982.

Miller made a name for himself when he tried police corruption cases, including the longest-ever case involving police corruption, in which nearly 50 cops ended up being suspended and 21 indicted.

“We got a tip that a gambler was paying off the police,” Miller said. “We investigated, and it was revealed that generations of cops were on the pad. If you read the Knapp Commission it was hardly anything you wouldn’t expect, but we ended up indicting 21. 40 or 50 police officers were suspended going back years.”

When Miller took over the job as chief assistant at the DA’s Office, he replaced Robert Keating, and in 1982 it was Keating who talked Miller into leaving that same position.

“The truth is that the day I was going to be sworn in to be a judge, when I was driving over there I really didn’t want to go,” Miller admitted. “I knew that I had to go, though. Bob Keating, who was criminal justice coordinator at the time, was the one who suggested that I think about the opportunity. He explained how good it was, that it was the next step in my career, and that it was an even better opportunity to make a change in the system. I’m glad I listened to him because it turned out great.”

Miller was appointed by Mayor Ed Koch to the Criminal Court in 1983. Due to his close ties with the DA’s Office, he was initially assigned to Staten Island, but he was then brought back to Brooklyn in 1985 when Keating became supervising judge of the Criminal Court and wanted Miller on his trial assignment part.

After merely one year back in Brooklyn, at the age of 42, Miller again replaced Keating, this time as the supervising judge.

“There were other people who thought they should get the job,” Miller said. “But I was very familiar with the system from my days at the DA’s Office, and I had the busiest part in the courthouse.

I was a little nervous because I was the youngest judge at that time to ever hold that position.”

Judge Miller served as supervising judge of the Brooklyn Criminal Court for 28 years.

Eagle photo by Caroline Ourso When he reflected on the job, he said that some of the wrongful convictions to have come out of that era were disturbing, but he’s proud not to have been connected to any of them. He is most proud of some of the innovations that came out of the court at that time.

“There are a lot of programs that are getting popular now, but people don’t realize that a lot of them started in some form in Brooklyn years ago,” Miller said. “We had an AIDS program in the ‘80s where if a person got arrested needed treatment, we ensured they got treatment. We were one of the early courts to give out community service instead of jail time, we had a school in the top floor of the courthouse — a school where kids who had trials in the court could actually take classes and get credit.

“In 2003, we had the state’s first drug screening project, we had the first domestic violence parts. These things seem routine now.

The Red Hook Community Court, that was a big collaborative effort, and now Judge Alex Calabrese has been there for 12 years doing a lot of good work.”

In 2013, Judge Miller’s time at the Criminal Court came to an end as he transitioned to the Supreme Court. He said that it wouldn’t have happened if Hon. Desmond Green, the current administrative judge of the Staten Island Supreme Court, hadn’t been looking out for him.

“Desmond was putting more thought into my career than I was,” Miller said with a big laugh.

“I am not the type for politics, but when he was looking to get elected, he suggested to me that I start coming to the political clubs as well.”

Miller explained that he met Hon. Frank Seddio at one of the events, and that even

though he didn’t know Seddio, the former Surrogate’s Court judge knew Miller from his reputation as the supervising judge and a mentor to young judges in the court including Hon. Margarita Lopez Torres, who served as surrogate judge in Brooklyn in tandem with Seddio.

Miller credits Seddio’s support with helping him to get elected.

“When I moved to the Supreme Court I was concerned that I would get lost in the shuffle,” said Miller, who handled special victims cases “I ended up enjoying it very much and really felt a part of it, I was at the forefront.”

Miller explained that over the years one of the primary motivators was attending college and getting involved in the Civil Rights era. At Boston University, he served on the Civil Rights Council, the Civil Liberties Research Council and the Student Poverty Project. He explained that it was this background that helped him get his first job with the DA’s Office.

Later, Miller said that his wife, Teresa Fabi, who he met in the early ‘80s, became one of the greatest motivators in his career. She is an assistant district attorney herself. Miller said that he has to work to keep up with her involvement in criminal justice and women’s rights organizations.

“Judge Miller is a true giant of our profession,” said Michael Farkas, a former prosecutor and current criminal defense attorney and past president of the Kings County Criminal Bar Association. “Becoming a chief executive prosecutor would have been itself a career achievement, as would being a Criminal Court judge for so many years. He excelled at both and then did his greatest service to the people of Brooklyn as a Supreme Court judge.”

AG James and VLP need volunteers for campaign targeting deed theft

Attorney General Letitia James is collaborating with local elected officials and the Brooklyn Bar Association Volunteer Lawyers Project (VLP) to take part in a door-knocking campaign to raise awareness about deed theft in parts of Brooklyn.

Gov. Andrew Cuomo ordered a state investigation this past October to look into the many instances of deed theft and deed fraud that have been taking place in Brooklyn where communities of color are at high risk.

The attorney general’s plan is to kick off her Protect Our Homes campaign with a doorknocking event on Saturday, Jan. 11 from 10 a.m. to 4 p.m. Volunteers will focus on the neighborhoods most affected — BedfordStuyvesant, East Flatbush and Prospect Lefferts Gardens.

They will canvas those neighborhoods to let homeowners know about warning signs and how to find relief if they have been victimized.

The day of the event, volunteers will meet at 10 a.m., at which time the AG’s Office will give them a brief training as well as provide them with materials to give out. At 11 a.m.

James will hold a press conference, and teams will disperse following that.

The AG’s Office and the VLP are hoping to get attorneys and non-attorneys to volunteer for the event.

The issue of deed theft and deed fraud has been a growing one in Brooklyn, and it has not gone unnoticed by local elected officials.

Borough President Eric Adams and Councilmember Robert Cornegy held a press conference on the topic back in November 2018, and homeowners showed up with lots of complaints about scams. The Department of Housing Preservation and Development’s Third Party Transfer program also came under fire at that event, where Brooklynites claimed to have lost homes over such minor technicalities as a late water bill payment.

Kings County Supreme Court Justice Mark Partnow even blasted the city’s TPT program in a judicial decision, contending it was “overly broad and improper” and caused a “grave injustice” to certain Brooklyn homeowners.

Thousands of people held their breath and ran into the frigid Atlantic off Coney Island to take part in the Polar Bear Plunge, a century-old New York City tradition to ring in the new year.

The air temperature hovered around 38°F. at 1 p.m. last Wednesday, when the brave swimmers took their dip, a significant departure from last year’s 59° day. Many participants summoned screams when running into the tide and came out laughing, as if refreshed by the chilly waters for the year ahead.

This year was the 116th annual plunge and saw 1,822 participants. The event raised more than $80,000 through donations for the Coney Island community, including the New York Aquarium, the Alliance for Coney Island, Coney Island USA, the Coney Island History Project and other local projects.

Polar Bear Club President Dennis Thomas told the Record that, while final numbers were not yet available, the event had “exceed[ed] our $80,000 goal by a bit.”

While participation in the event is free, Thomas added, individual swimmers and teams are sponsored, and “are encouraged to donate and raise money from their family and friends.”

Every year, the plunge is organized by the Coney Island Polar Bear Club, an organization that meets every Sunday from November to April to enjoy Coney’s winter waters.

News From Your Neighborhood GUARDIAN ANGELS PATROL OUTSIDE LUBAVITCH HQ

CROWN HEIGHTS — As Hasidic men and women thronged to Saturday morning services at 770 Eastern Parkway in Crown Heights, the international headquarters of the Lubavitch movement, members of the Guardian Angels hovered outside, as well as NYPD officers. Guardian Angel Benjamin Garcia, who has been with the group since the late 1970s, told the Forward, “We walk around to show everyone that we’re here.” The Angels and the Police Department both announced last week that they would increase their presence in Orthodox Jewish neighborhoods such as Crown Heights, Borough Park and Williamsburg that have seen recent episodes of anti-Semitic violence. On Dec. 29, a man walked into 770 Eastern Parkway and threatened to “shoot up” the building, although he soon vanished. 

JULIANA’S PIZZA NAMED ONE OF TOP 10 IN UNITED STATES

DUMBO — Juliana’s Pizza, one of several pizzerias in the shadow of the Brooklyn Bridge in DUMBO, has averaged a 4.5-star rating from more than 3,070 TripAdvisor reviewers and has won a Certificate of Excellence for three years in a row, according to Yahoo Finance. The website has now rated Juliana’s as the sixth-best pizza place in the U.S. “Neapolitan-style trailblazers Patsy and Carol Grimaldi opened Juliana’s 14 years after they sold their namesake pizzeria in 1998,” Yahoo Finance said. 

MAN DIES WHILE TRYING TO PUT OUT FIRE IN GRAVESEND

GRAVESEND — A man died Saturday as he tried to put out a fire in the bedroom of his apartment of NYCHA’s Marlboro Houses, according to the Daily News. The fire started around 1:45 p.m. in a fifth-floor apartment on West Eighth Street near 86th Street in Gravesend. The 63-year-old victim, who was reportedly living there with his girlfriend and whose name had not been released to the public by press time, went into the bedroom. He soon passed out amid the smoke and flames, the Daily News reported. He suffered burns over 60 percent of his body and was taken to Coney Island Hospital, where he was declared dead. “They were trying to save him,” neighbor Sherri Anthony told the News. “His pants were ripped off, his shoes were burned up. His back looked damaged. He was completely unconscious.” 

Brooklyn, will soon launch its first Feminist and Queer Art Book Fair, according to Hyperallergic, an art-based blog. Participating publishers and book artists will include Belladonna, Dancing Foxes Press, GenderFail, Litmus Press, MOMMY, Pinsapo Press and several others. “The fair aims to offer space for artistic experimentation, prioritize feminist and queer histories and facilitate interpersonal dialogue,” a spokesperson for A.I.R. said. The gallery, which has had several homes, was established in 1972 and is now located at 155 Plymouth St. in DUMBO. It claims to have been one of the first women-led galleries in the U.S. 

DOWNTOWN BROOKLYN — A Texas-based sports bar chain may be opening its first Brooklyn location, according to Patch.

Dave and Busters has applied for a liquor license at 625 Atlantic Ave. across from Barclays Center, according to Patch.

The application is set to be considered by Community Board 2’s Health, Environment and Social Services committee next week. Dave and Buster’s, which is well-known for its arcade area and cheap food, has a location in Times Square and another on Staten Island. The chain didn’t respond to requests for comment before press time. 

BROOKLYN HEIGHTS — A co-op apartment on the top floor of 38 Livingston St., a circa-1914 elevator apartment building in Brooklyn Heights, is selling for $1.25 million, according to Brownstoner. A spacious combined living and dining room has decorative wainscoting on the walls, a walk-in closet and double windows with a view of Downtown Brooklyn. The renovated kitchen has white Shaker-style cabinets and stainless-steel counters. The two bedrooms both have double windows. One features a full wall of closets, and the other has a built-in bookcase covering one wall. The bathroom has many original details, including what Brownstoner calls “subway tile walls” and a white mosaic tile floor. 

The Neighborhood Grants Program offers up to $3,000 for community improvement projects originated by volunteer groups such as PTAs, block associations, groups working with your or seniors, cultural organizations and more. Firefighters arrived at the Pink Houses, 1167 Stanley Ave., around 12:30 p.m. to find the man on the rooftop, pacing back and forth. Cops reported that their attempts to talk to the man, said to be in his 30s, were met with “gibberish,” and officers decided to wait him out. After about an hour, the man told police he was ready to come down and surrendered. The man was taken to Brookdale University Medical Center for psychiatric evaluation, amNewYork reported. 

EAST WILLIAMSBURG — Assemblymember Bill Colton (D-Gravesend-Bensonhurst-Dyker Heights) said he is proud of having had the opportunity to participate in Brooklyn’s Three Kings Parade on Graham Avenue in East Williamsburg. “The great Hispanic tradition depicts a traditional struggle between an evil King Herod who was acting out of selfishness and the three good kings who were seeking to learn the truth and to honor the child born to be a great king,” Colton said. “Its preservation in Brooklyn has been the important work of the Three Kings Parade Committee for decades.” 

MEXICAN RESTAURANT OPENS IN BEDFORD-STUYVESANT

BEDFORD-STUYVESANT — When Natalie Hernandez, a former fashion design student who grew up in Texas and spent summers in Mexico, came to New York a decade ago, she was dissatisfied by the quality of Mexican food she found here, according to The New York Times. “It was like going to a fast-food place,” she told the Times. “Sure, it was kind of grubby, good food, but it just wasn’t fresh.” Last month, she opened her own Mexican restaurant — Boca Santa, at 480 Madison St. in Bedford-Stuyvesant. Although it is not a vegetarian restaurant, most of the dishes are meat-free, such as mole tacos with roasted potatoes and caramelized onions; black bean quesedillas with avocados and cilantro; butternut squash tacos and more. For meat lovers, Boca Santa serves chicarron, deepfried pork belly and pork skin in a tortilla with salsa verde, cilantro and white onions.



LUXURY DEVELOPER BUYS VINEGAR HILL PARKING LOT

VINEGAR HILL — Luxury developer CW Realty recently paid $20 million for a site in Vinegar Hill currently occupied by a parking lot and plans to build a luxury development there.

CW, led by Cheskie Weisz, plan to construct a five-story, 59unit high-end rental complex at 251 Front St., according to The Real Deal. The seller, Tocci Brothers, tore down the historic St. Ann’s Church on the property in 1992, but was unable to build luxury housing because of zoning problems and community resistance. CW’s plans are for a smaller building than the Tocci Brothers’, and CW is confident it can finish the project, The Real Deal said. 

WELL-KNOWN DYKER HEIGHTS HARDWARE STORE TO CLOSE

DYKER HEIGHTS — A popular hardware store where Dyker Heights residents go to buy hammers, nails, nuts and bolts is closing, according to the Home Reporter. Costello’s Home Center at 7609 13th Ave. will be shutting its doors at the end of February. The store is one of several in a chain of shops founded by Vincent Costello in the 1970s. The company currently has 30 locations in Brooklyn, Long Island, New Jersey and Maryland. Costello’s Dyker Heights store is located at the site that was occupied by another hardware store, Polstein’s Home Center, for decades. 

KINGSBROOK HOSPITAL CAMPUS TO BE REPLACED BY HOUSING

EAST FLATBUSH — Kingsbrook Jewish Medical Center’s North Campus in East Flatbush will soon be replaced by a twobuilding affordable housing complex, according to New York YIMBY. Known as Kingsbrook Estates, the new development will comprise 26 units and several community facilities with a focus on health and wellness. Kingsbrook Estates, designed

by Dattner Architects, is part of Gov. Andrew Cuomo’s Vital Brooklyn initiative, which promised to create 4,000 units of affordable housing in Central Brooklyn. Amenities will include a community garden, exercise equipment, children’s play areas, laundry rooms, bike storage, resident lounges, a nurse’s station and onsite counseling space. 

B’KLYN MEGACHURCH SUES DALLAS BARBECUE

DOWNTOWN BROOKLYN — The Brooklyn Tabernacle in Downtown Brooklyn is suing Dallas BBQ and Thor Equities, which owns the building that houses both entities, for what it calls “catastrophic damage” caused by liquids coming from the restaurant, according to The Real Deal. The church had planned to construct a chapel, a computer lab and space for classes in more than 56,000 square feet of undeveloped below-ground space at Thor’s 180 Livingston St. The complaint alleges that the leaks contained a mixture of “putrid water, sludge and rotting food debris.” When Thor hired a plumber, the lawsuit alleges, the leaks only subsided for a few hours. A spokesperson for Thor declined to comment, The Real Deal said.

Take a wintry walk through Shirley Chisholm State Park in East New York East New York’s Shirley Chisholm State Park is a splendid place for a winter stroll.

Have you seen East New York’s new park, which was named to honor the inspirational Shirley Chisholm, the first African-American major party candidate to run for president?

It’s stunning in the wintertime.

Bundle up — and bring lunch because you’ll wind up spending a long time at Shirley Chisholm State Park. It’s 407 acres in size, which is a lot of ground to cover. And there are picnic tables in spots with jaw-dropping views.

The recreation area on the shoreline of Jamaica Bay, which opened last summer, has high hills where gravel paths for hiking and cycling snake through golden-hued grasses. Pathways also run along the water’s edge. There are piers where you can sit and take in the scenery.

The terrain was created over a period of several years by the city Department of Environmental Protection on side-byside Pennsylvania Avenue Landfill and Fountain Avenue Landfill. I’ll tell you more about these former garbage dumps in a minute.

DANIELLE MASTRION’S MURALS The park’s vehicular entrance is at the end of Pennsylvania Avenue, just past the Belt Parkway, beside a building decorated with a giant portrait of Brooklyn-born Chisholm, who was also the first African-American woman elected to the U.S. Congress.

The portrait is the work of Brooklyn painter and muralist Danielle Mastrion. You’ve seen her work on the Coney Island Boardwalk. Mastrion’s Instagram-worthy painting of a multicolored fish is included in the Ocean Plastic Awareness Mural Project which is on the facade of the New York Aquarium.

Before I show you around Shirley Chisholm State Park, I should explain how to get there if you don’t live within walking distance of it.

Take the 3 train to its Pennsylvania Avenue station. Then ride the B83 bus to its stop at the corner of Pennsylvania and Seaview avenues. The park’s Pennsylvania Avenue entrance is nearby.

When I typed the park’s address, 1750 Pennsylvania Ave., into the MTA Trip Planner to prepare for a recent visit, it recommended I ride the bus to a stop that’s a mile away from the park.

The request for directions works better if you input the address 1530 Pennsylvania Ave. as your destination. That’s a building at Spring Creek Towers, a 46-building complex also known as Starrett City which is right near Shirley Chisholm State Park.

HENDRIX CREEK ROAD

There are various paths you can take on this side of Shirley Chisholm State Park, which was formerly the 110-acre Pennsylvania Avenue Landfill.

After looking at Mastrion’s vibrant murals, I decided to head in the direction of Hendrix Creek Road.

When you step inside the park, you’ll immediately get an eyeful of Chisholm’s vibrant portrait.

Mastrion has decorated the other three walls of the building that’s graced by Chisholm’s smiling face with murals showing some of the plants, birds and animals that thrive in the park.

A saying of Chisholm’s — “Service is the rent we pay for the privilege of living on this earth” — is incorporated into the murals’ design.

FRESH CREEK’S LOVELY SHORELINE When I got to the spot on Fresh Creek where the kayak launch is located, I stayed up on Penn Ring Drive and looked at the sandy shoreline and the sunlight glittering on the water.

The beach was lovely. But I didn’t see a footpath down to it so I didn’t walk down there.

Instead, I did an about-face and headed up the hill on Red Tail Trail.

As I ascended, I could see a pathway called Peregrine Trail winding through the prairie grass and down to Penn Pier.

There’s more stuff to tell you about the history of Shirley Chisholm State Park.

For starters, here’s a footnote for folks who are fascinated by autocratic city planner Robert Moses — or the Power Broker, as he’s known thanks to Robert Caro’s biography about him.

In the late 1940s, Moses was behind a city Parks Department plan to create an 885-acre park and nature preserve on a tract of land that included the current Shirley Chisholm State Park site, Nathan Kensinger wrote in a 2019 Curbed New York story.

Instead, 153 acres of the swampy property was later filled in and used as a site to construct government-subsidized Starrett City, Kensinger wrote. (By the way, Kensinger’s story has wonderful photos of Shirley Chisholm State Park’s lush green summertime landscapes.)

THE BIKE LIBRARY One of the cool things located on Hendrix Creek Road is a shipping container that serves as a base of operations for the park’s Bike Library.

Yes, that’s what this free service is called. Instead of checking out books, you can borrow a recycled bicycle to ride in the park (and you get a helmet, too).

The organization providing this service is Bike New York, a nonprofit that teaches people how to ride bicycles and runs the Five Boro Bike Tour.

The Bike Library is closed for the winter, but I wanted to mention it anyway.

As you walk along Hendrix Creek Road, you’ll hear tall grasses whisper in the breeze and see squadrons of geese fly in tidy formations. The body of water at your left hand is Hendrix Creek.

PENN PIER Also, speaking of winter, I need to mention that Shirley Chisholm State Park closes early this time of year. Its website says closing time is at dusk. Chalkboard signs on the premises spell out more specific rules.

In the wintertime, you can’t enter the Pennsylvania Avenue side of the park after 3:30 p.m. Closing time in this section of the park is 4:30 p.m.

On the Fountain Avenue side of the park, the last entry time is 3 p.m. and closing time is 4 p.m.

So although the row of fresh, new picnic tables along Hendrix Creek is an inviting place to sit and contemplate nature, keep walking or you’ll surely run out of time to see Shirley Chisholm State Park’s most awesome spots.

For instance, Penn Pier is at the end of Hendrix Creek Road. A photogenic metal walkway juts out from the pier into the waters of Jamaica Bay’s North Channel. Across the water, you can see Fountain Pier, which is covered with a white roof.

There are white-painted picnic tables beside Penn Pier.

But once again, I recommend you keep walking.

Fountain Pier looks a bit like an abstract painting.

DANGEROUS SEAGULLS I headed up the hill along Penn Ring Drive — and was rewarded with the sight of the sun suddenly coming out. It lit up the golden-grassed landscape like a movie set while storm clouds over Jamaica Bay remained a dark shade of purple.

Off in the distance, the control tower at John F. Kennedy International Airport turned a bright white hue, as though there were floodlights on it.

While I continue walking up Penn Ring Drive and over to the Penn Kayak Launch on the shoreline of Fresh Creek, let me fill you in on some details about the two former landfills that comprise Shirley Chisholm State Park.

They were city dumps for around a quarter of a century.

Published accounts give differing dates for their openings and closings.

The hill of garbage at the 297-acre Fountain Avenue Landfill had grown to a height of 140 feet by the time its closing was announced in late 1985.

This mountainous landfill is now capped with impermeable plastic and a below-ground barrier topped by clean soil that’s populated with prairie grass and native plants. You can see it when you’re strolling around the Pennsylvania Avenue side of Shirley Chisholm State Park.

So many seagulls swarmed the Fountain Avenue dump that the Federal Aviation Administration declared them a hazard to JFK Airport’s arriving and departing planes, Elizabeth Kolbert reported in a Dec. 26, 1985 New York Times story about the landfill’s closing.

Kolbert’s story is filled with facts that are distressing to my environmentally conscious sensibilities. For instance: At the time of the Fountain Avenue Landfill’s closure, toxic substances were seeping from it into Jamaica Bay. In the 1970s, toxic waste oil was illegally disposed of in the Fountain Avenue Landfill. The cleanup cost the city $100 million.

New York City was legally entitled to dump garbage into the ocean until 1934.

Also, for many years mobsters used the Fountain Avenue Landfill as a burial ground for murder victims, a 2006 New York Times story by Steven Kurutz says.

You get a bird’s eye view of Starrett City from the top of the hill that Red Tail Trail traverses. In a space between the apartment complex’s buildings, you glimpse the Empire State Building.

There are picnic tables up here — this is where you should stop to eat lunch if you remembered to bring it, and savor the views. A bit further along on the top of this hill, you can see the Verrazzano-Narrows Bridge and a skyline full of skyscrapers including the World Trade Center.

When I was ready to resume my stroll after taking in the views, I continued walking on Red Tail Trail, which led down to the park’s Pennsylvania Avenue entrance where Chisholm’s mural can be found.

By the way, Chisholm — whose slogan was “Unbought and Unbossed” — lived in Crown Heights during her 1972 run for President.

The two former landfills that comprise Shirley Chisholm State Park are separated by Hendrix Creek.

To get from the old Pennsylvania Avenue Landfill to the old Fountain Avenue Landfill, you walk on a shared bike and pedestrian pathway on an overpass above Hendrix Creek. This is a good vantage point for taking photos of the creek. Just aim your camera carefully through a protective chain-link fence.

When I arrived at the Fountain Avenue gate, it was a few minutes after 3 p.m. Park workers stationed there did not let me inside. They’re serious about preventing people from accidentally getting locked in the park at closing time, and rightfully so.

ONE HUNDRED THOUSAND DUMP TRUCKS The following day, I returned to the Fountain Avenue side of Shirley Chisholm State Park.

The Department of Environmental Protection spent $200 million on the ecological restoration of it and the Pennsylvania Avenue Landfill. The work began in March 2002 and took seven years, online DEP materials about the project indicate.

There’s now enough clean soil atop the two sides of the park to fill almost 100,000 dump trucks, Shirley Chisholm State Park’s website says.

During my stroll around the Fountain Avenue side of the park, I encountered wintry beauty at every turn.

I decided to walk on Fountain Ring Drive, which runs along the shoreline of Hendrix Creek. That way, I got a long-distance look at the part of the park where I’d been the previous day.

FOUNTAIN PIER Fountain Ring Drive led me to Fountain Pier, which I mentioned earlier. I took lots of photos of the underside of the pier’s roof, whose geometric patterns drew my eye.

The aquatic and shoreline views from Fountain Pier were superb.

Also, the hilltop trails on this side of the park are terrific.

Gov. Andrew Cuomo announced the state’s intention to open the park in his January 2018 State of the State Address.

In April 2019, he included $20 million in the state’s 2020 Enacted Budget to pay for the construction of hiking and biking trails, a kayak launch, a shaded pier, picnic areas, restrooms, signage and a park office.

Shirley Chisholm State Park is Brooklyn’s third largest public recreation area. Marine Park and Prospect Park are bigger.

Brooklyn celebrates 23rd anniversary of Three Kings Day Parade

Children dressed as shepherds, angels and monks from schools in District 14 and 32 in Williamsburg and Bushwick proudly marched in New York’s largest traditional celebration of the Christian holiday of the Epiphany. This was the 23rd anniversary of the Brooklyn Three Kings Day Parade, which took place on Sun., Jan. 5 from 1 to 4 p.m. following a pre-parade mass at All Saints Catholic Church at 11 a.m.

The Feast of the Epiphany, Three Kings Day, commemorates the Biblical story of the three wise men from the East who followed the star of Bethlehem to bring gifts — frankincense, gold and myrrh — to the infant Christ.

As tradition goes, on the Epiphany, which is celebrated 12 days after Christmas, before going to sleep, children leave grass or hay under their beds for the camels that carry the Three Kings on their travels to deliver gifts to children around the world. The next day, friends and families gather to celebrate the arrival of the Three Kings.

Democratic District Leader Tommy Torres noted the cultural significance of the event he oversees every year. “It’s a beautiful day here and we have all the kids from the community coming out for our 23rd annual Brooklyn Three Kings Day Parade,” Torres told this paper.

“For me as an assistant principal, to spread that knowledge about the parade and our culture to our kids is so important.”

This year’s Three Kings Day parade godmother was P.S. 257 Assistant Principal Idalys Tolentino and the godfather was Tomas Hernandez, a board member of the parade committee for 23 years.

Also attending was Msgr. Jamie Gigantiello, pastor of Our Lady of Mount Carmel and administrator of Annunciation of the Virgin Mary, as well as vicar for development and director of parish giving programs for the Roman Catholic Diocese of Brooklyn and Queens.

Among the elected officials marching in the parade — which began at the intersections of Meeker Avenue and Avenue of Puerto Rico (Graham Avenue) in Williamsburg — were Brooklyn District Attorney Eric Gonzalez, City Council Speaker Corey Johnson, City Councilmember Robert Cornegy, Assemblymembers William Colton, Joe Lentol and Felix Ortiz and Bronx Borough President Ruben Diaz.

“I’m here to celebrate a very rich Hispanic tradition,” Colton told this paper.

“In my area of South Brooklyn, we have a large Hispanic community. In fact, it really is an immigrant community where we also have a Chinese community, a Russian community, a Muslim community, an Italian community, an Irish community, and you can go on and on.”

Colton, whose district includes Bath Beach, Bensonhurst, Gravesend, Dyker Heights and Midwood, explained the importance of trying to honor and celebrate all the cultural traditions of people in the district. “When you do that, people begin to respect each other’s traditions, each other’s food, each other’s values, and begin to work together, realizing they all have some-

thing in common,” said Colton.

“Their needs and their concerns are all in common. It’s events like this parade that are so important to celebrate because that’s what our city is all about,” he added.

CORE leaders assumed that the activists would confront hostility, but they had no idea what would follow. The first bus was burned in Anniston, Ala. Occupants of the second forged on with no knowledge of what their compatriots had just encountered. The riders possessed a fearlessness that leads you to imagine that even if cellphone technology had existed and had allowed them to be warned, little about their plans would have changed.

Dr. Jean E Hillstrom, 55, of Rockaway Park, NY lost her courageous battle with metastatic breast cancer at North Shore University Hospital of Manhasset, NY on Sunday, December 29.

Jean is survived by her devoted husband of 20 years, Robert Hillstrom. She was a wonderful mother and guide to son, Franklin (Alisa) D. Moore III and doting grandmother to Dalia and Malayna Moore. Other survivors include Uncles Jack and Bill (Betty) Shuster, her brothers Joe, James and John Kubeck, her sister Mary (Michael) Kerpics, and many nieces and nephews.

Jean received two (2) Bachelor of Science degrees from Ashland University, graduating Summa Cum Laude in both Biology and Psychology. She received her M.A. and Ph.D. in Psychology from The University of Akron. She was Assistant Professor of Psychology at The New York City College of Technology (CUNY), serving two (2) terms as Department Chair of the Social Sciences.

Jean was a passionate educator and curious explorer. She loved to hike in the wilderness of Colorado and especially enjoyed scuba diving with her husband in the Caribbean and Mexico. She will be missed by so many, including her students, fellow faculty and her dog, Odin.

A memorial service will be held January 30, 2020 at 1:00 in the afternoon on the New York City College of Technology campus. Jean will eternally rest at Rose Hill Burial Park in Akron, Ohio with other family.

Rich from Marine Park asks: “What is the oldest bar in Brooklyn?”

That’s easily answered, Rich, but there are a few caveats that enter into my answer: Do you mean existing bar?

Are distilleries included? What do you mean by “bar?”

The oldest still-functioning bar is the Brooklyn Inn, formerly known as the Boerum Hill Café, located at Hoyt and Bergen streets, which opened in 1851. It’s a beautiful watering hole and just that. They do not serve food (you can bring take-outs), but a room for games is in the back.

The second oldest is Peter Luger’s, which opened in Williamsburg as Charles Luger’s Café, Billiards and Bowling Alley in 1876. His brother, Peter, took it over in 1877. A decade later, Teddy’s Bar and Grill, serving Peter Doelger’s beer, opened at 99 Berry St. Doelger’s brewery, The Brooklyn Inn is the borough’s oldest still-functionstarted on the Lower East ing bar.

The mid-19th century influx of Germans to the Eastern District of Brooklyn —Williamsburg, Bushwick and Greenpoint — altered Brooklyn’s beer history. By the end of the Civil War, over 45 breweries had opened in Brooklyn. Each of them had its own bar and many featured a beer garden. The names remain legendary: Budweiser (1849), no relation to today’s brewery; Federal (1854); Congress (1855); Liebmann’s Sons/Rheingold (1855); Otto Huber (1861); Peter Doelger (1863); Edelbrau (1868); Piel Brothers (1883); and Trommers (1896).
