R

ecent successful RBCC events have emphasised that, despite the present awkward political situation between the UK and Russia, business people in both countries are determined to keep trade and investment going .

The RBCC's Annual Gala Dinner and Business Forum took place in London at the beginning of June, and was a resounding success. Both events were full, the atmosphere was positive and constructive, and all present took the opportunity to develop useful contacts. Our guest speaker at the Dinner was Angela Brav, CEO Europe of InterContinental Hotels Group (IHG), a leading member of the Chamber. IHG have ambitious plans to develop their presence across Russia, and it was fascinating for attendees to learn how the Group (which includes the Holiday Inn and Holiday Inn Express brands) is dealing with the challenges it faces. The next day, we were delighted to welcome Sir Martin Sorrell, Chief Executive of WPP, as a keynote speaker at our Business Forum. Sir Martin is known for his business acumen, experience and candour, and he delivered a vigorous, insightful speech.

The rest of the Forum reflected the variety and volume of business between Russia and the UK, not only in the traditional sectors of oil, gas and minerals, but increasingly in hi-tech sectors such as e-commerce, software development and sales.

The Chamber's Annual General Meeting also took place recently. For the first time, this was followed by a Luncheon for members who attended the meeting so, after business was complete, members relaxed and had the opportunity to talk with others, including the Board.

Staff in all our offices are busy developing a comprehensive programme of events for the rest of the year. The next key occasion will be the annual "RussiaTALK" Forum, to be held in Moscow on Wednesday 22 October. I would encourage all who can to attend. Russia has never been more accessible, with more and more airlines setting up routes, including to and from St Petersburg. UK companies can now easily combine visits to Moscow and St Petersburg in one trip, and business people from all parts of Russia can conveniently visit the UK. Everyone knows how important face to face meetings are, so we place substantial emphasis on bringing people together via events, visits and missions.

In challenging times for the UK-Russia relationship, and for the RBCC, we are reassured by the continuing interest and engagement from the business community. Now is the time to keep the momentum going, both for the good of companies who will benefit from new business opportunities, and also to prove to others that business contributes significantly to maintaining a positive dialogue. Hope you agree!

ероприятия, проведенные РБТП в последнее время, продемонстрировали, что, не смотря на политическую напряженность между Россией и Великобританией, деловые круги в обеих странах намерены поддерживать и развивать торговые и инвестиционные связи. В начале июня в Лондоне с большим успехом прошли ежегодные Гала Ужин и Бизнес Форум РБТП. Оба мероприятия, в которых приняло участие максимально возможное количество делегатов, отличались конструктивной атмосферой и предоставили участникам возможность наладить полезные контакты среди членов Палаты и с выступающими. В качестве приглашенного докладчика на Ужине выступила Анжела Брав, Исполнительный директор по Европе Группы InterContinental Hotels (IHG), компаниичлена РБТП. У IHG амбициозные планы развития своего бизнеса в России, и гостям Ужина было интересно узнать как компания (через свои бренды Holiday Inn и Holiday Inn Express) их реализует. На следующий день, на Форуме основным докладчиком выступил Сэр Мартин Соррелл, Управляющий директор Группы WPP. Сэр Мартин, обладает уникальной деловой хваткой и огромным опытом развития бизнеса, и его выступление было очень интересным и содержательным. Весь Форум в целом продемонстрировал объем и разнообразие деловых связей между Россией и Британией не только в нефтегазовом секторе, но и в области информационных технологий, таких как электронная

коммерция, разработка и продажа программного обеспечения. Также недавно прошло ежегодное Общее Собрание РБТП. Впервые за последнее время после окончания деловой части Собрания участникам был предложен обед, во время которого они смогли пообщаться в неформальной обстановке, в том числе и с членами Совета Директоров. Все сотрудники наших трех офисов разрабатывают программу новых мероприятий. Следующим крупным событием станет наш ежегодный Форум "RussiaTALK", который пройдет в Москве 22 октября. Я призываю всех принять участие в этом мероприятии. В Россию сейчас очень просто попасть - все больше авиакомпаний открывают маршруты, в том числе и в Санкт-Петербург. Британские компании сейчас легко могут посетить Москву и Петербург в рамках одной поездки в Россию, а деловые люди со всей России без труда могут добраться до Великобритании. Трудно переоценить важность личных встреч, поэтому мы уделяем большое внимание деловому общению на наших мероприятиях, в поездках в регионы и миссиях. В эти непростые для российско-британских отношений и для РБТП времена в нас вселяет надежду неослабевающий интерес со стороны деловых кругов. Именно сейчас очень важно продолжать развивать деловые отношения, что будет полезно не только для компаний, но и для поддержания позитивного диалога. Я надеюсь, что вы со мной согласитесь!

Russia’s Economic Performance in the First Half of 2014 Richard Connolly, University of Birmingham, July 2014 The first half of 2014 has been a turbulent period for the Russian economy, with the geopolitical tensions surrounding the crisis in Ukraine exacerbating an already uncertain economic climate. Although it is tempting to ascribe the slowdown in the Russian economy to the Ukraine crisis, it should be noted that economic growth in Russia was slowing down a long time before the outbreak of the crisis. Annual gross domestic product (GDP) growth slowed to just 1.3 per cent in 2013, down from around 4 per cent in in 2012, and considerably lower than the 1999-2007 average of over 7 per cent Total investment fell slightly in 2013 as major investment projects associated with the Sochi Olympics, as well as some major energy infrastructure projects, were completed. Private investment, which has been a perennial problem in Russia, remained low. Capital outflows intensified in early 2014, reaching a total of over $50bn in the first quarter. By the end of the second quarter, this figure was nearing $80bn. This was accompanied by the steady depreciation of the rouble that began in the summer of 2013 as the Central Bank adopted a more relaxed attitude to exchange rate fluctuations.

The Russian consumer also stopped spending. Household consumption growth, one of the main drivers of growth since 2010, dropped by almost 8 per cent in 2012 to below 5 per cent in 2013. This was driven by a reduction in the expansion of consumer credit.

Overall, the observed deceleration in the first half of 2014 has been mainly driven by weakening investor and consumer confidence, as well as growing household indebtedness and the difficult external environment, which saw the US and its allies impose economic sanctions on Russia for the first time since the Cold War. On the positive side, oil prices remained high, and helped maintain strong export growth. With imports slowing down due to the lower rate of consumption and investment growth, net exports have acted as the main driver of growth in Russia in the first half of 2014, although this may not have been enough for Russia to avoid a technical recession (i.e., two consecutive quarters of negative growth). Public and private sector forecasts for 2014 have been universally revised down, with estimates ranging between -1 to 1 per cent. Whatever the outcome, it is likely that Russia's economic performance in 2014 will be the worst since the savage recession of 2008-9.

It is likely that the Ukraine crisis and the associated sanctions exacerbated this downward trend. In March and April, the depreciation of the rouble that was already well underway accelerated sharply as capital outflows continued.

But by May there were signs that normality was being restored.

Capital outflows slowed and the rouble returned to precrisis levels. The two main Russian stock exchanges, the RTS and MICEX, both recovered most of their losses. The federal budget even benefitted from the depreciation of the rouble as its largely dollar-denominated income (from energy exports) increased relative to its ruble-denominated expenditure. As a result, a small federal budget surplus is forecast for 2014.

Thus, the economic effects of the Ukraine crisis, to the extent that they are clearly identifiable, have been limited.

Indeed, it is likely that the macroeconomic consequences of sanctions will remain negligible even in the event of an enhanced package of sanctions being applied to target key sectors of the Russian economy. However, the fact that the economic slowdown started well before tensions increased in Ukraine suggests that structural economic reform to improve the functioning of the Russian economy should be a priority for policy makers. In particular, policy makers need to identify a way to boost investment. There are, though, several obvious constraints on any increase in investment in the near future.

First, net capital outflows increased, driven at least partially by lower external borrowing. In the first half of 2014, private sector capital outflows reached over US$75 billion, exceeding the annual amount for 2013 or 2012. Unlike the previous years, capital outflows were driven primarily by lower borrowing rather than higher levels of investment abroad. Consequently, the corporate sector borrowed only US$ 9 billion in the first quarter 2014 compared to US$ 36 billion in the first quarter of 2013, due to such factors as weaker investment activity and more constrained access to external financing. This reduces the scope for a credit-driven expansion of investment.

Second, the room for fiscal stimulus is extremely limited.

Even though the central budget is expected to receive an additional 1 per cent of GDP due to the substantially weaker rouble and slightly higher than projected oil prices, there is little capacity to increase spending. Moreover, government bond yields are some 200 basis points above their 2013 levels, and foreign holdings of sovereign rouble debt went down from 24 to 22 per cent, as associated demand dwindled.

Overall, the economic outlook for Russia looks uncertain.

GDP is expected to stagnate in 2014, with most forecasts – including from the official Russian sources and the IMF projecting only a modest acceleration of growth in 2015.

Furthermore, current projections are based on the assumption that geopolitical tensions do not escalate. In the aftermath of the Malaysian Airlines disaster in Ukraine, the probability of wider sanctions, extending perhaps even to trade sanctions, has risen.

The persistence of geopolitical uncertainty is likely to lead to significantly weaker investor sentiment, contributing to accelerating capital inflows, continued weakness of investment growth, and subdued consumer activity. Elevated energy prices in this scenario would only provide a temporary respite as demand for Russian oil and gas may also decline in the long run as European countries accelerate the search for alternative suppliers. If the Russian economy is to return to anything like the growth rates of 2010-12, then a significant reduction in tensions surrounding Ukraine will be required, alongside more vigorous efforts at implementing much needed structural reforms.

Но, тем не менее, не стоит списывать экономический спад только на украинский кризис; важно отметить, что экономический рост начал замедляться задолго до начала конфликта. Рост годового валового внутреннего продукта (ВВП) в 2013г. снизился до 1.3 процента по сравнению с 4 процентами в 2012г., и был значительно ниже среднего показателя 7 процентов за 1999-2007гг. Общий объем инвестиций за 2013г. немного снизился, так как крупные инвестиционные проекты, связанные с Олимпиадой в Сочи, и другие инфраструктурные объекты в энергетическом секторе были завершены. Частные инвестиции, которые всегда были проблемной сферой России, остались на низком уровне. Отток капитала в начале 2014г. усилился, и за первый квартал составил 50 миллиардов долларов. К концу второго квартала эта цифра достигла 80 миллиардов. Все это сопровождалось постепенным падением курса рубля, которое началось летом 2013 г., когда Центральный Банк занял более мягкую позицию по отношению к обменному курсу. В целом наблюдаемое замедление в первой половине 2014г. в основном обусловлено ослабевающей уверенностью инвесторов и потребительского доверия, а также растущей задолженностью населения и напряженной политической ситуацией, из-за экономических санкций США в отношении России, введенных впервые со времени окончания "холодной войны". Однако цены на нефть продолжают оставаться высокими, и это помогает сохранять рост экспорта. При сокращении импорта в результате снижения уровня потребления и инвестиций, чистый экспорт стал главным двигателем экономического роста в России в первой половине 2014г. Однако этого роста может быть недостаточно, для того чтобы избежать технической рецессии (то есть два последовательных квартала негативного роста). Прогнозы для государственного и частного секторов экономики на 2014г. были пересмотрены, и колеблются между снижением на 1 процент и ростом на 1 процент. В любом случае, скорее всего, экономические показатели России за 2014г. будут худшими со времен экономического кризиса 2008-2009гг. Возможно, что украинский кризис и связанные с ним санкции усилят эту тенденцию. В марте и апреле

обесценивание рубля, которое уже наметилось к тому моменту, значительно ускорилось на фоне продолжения оттока капитала. Но к маю появились признаки стабилизации. Отток капитала замедлился, и курс рубля вернулся к предкризисным отметкам. Две основные российские фондовые биржи – RTS и MICEX – практически вернули свои потери. Федеральный бюджет выиграл от падения курса рубля, так как доходы бюджета, в основном деноминируемые в долларах (от экспорта энергоносителей) увеличились по отношению к рублевым расходам. В результате, в 2014г. ожидается небольшой профицит федерального бюджета. Таким образом, экономический эффект от украинского кризиса, насколько его можно определить, оказался ограниченным. Представляется возможным, что макроэкономические последствия санкций окажутся незначительными, даже в случае принятия дополнительного пакета санкций против ключевых секторов российской экономики. Однако тот факт, что экономический спад начался задолго до обострения ситуации на Украине, указывает на то, что правительству России нужно отдать приоритет проведению структурных экономических реформ. Особенно важно способствовать увеличению потока инвестиций. Однако существуют несколько очевидных препятствий на пути роста инвестиций в ближайшем будущем. Во-первых, отток капитала увеличился, в том числе и за счет снижения объемов внешнего заимствования. В первой половине 2014г. отток капитала из частного сектора достиг свыше 75 млрд долларов, что превысило годовые показатели 2013г. и 2012г. В отличие от предыдущих годов, отток капитала в основном объясняется сокращением заимствований, а не ростом вложений за границей. Таким образом, корпоративный сектор в первом квартале 2014г. заимствовал только 9 миллиардов долларов по сравнению с 36 миллиардами за первые три месяца 2013г., что объясняется сокращением инвестиционной деятельности и осложненным доступом к внешнему финансированию. Все это сокращает потенциал увеличения инвестиций, основанных на кредитах. Во-вторых, возможности для фискального стимулирования очень ограничены. Несмотря на то, что бюджет может получить дополнительный 1 процент от ВВП из-за ослабления рубля и более высоких, чем ожидалось, цен на нефть, возможности для увеличения расходов практически отсутствуют. St. Petersburg International Economic Forum 2014 Alan Thompson, RBCC Russia Director This year, for the first time in at least five years, the agenda of the St. Petersburg International Economic Forum (SPIEF) featured a section on economic, trade and cultural relations between the UK and Russia. The idea for such a session came about during SPIEF 2013, when a good number of British businessmen took part in the various dialogues around energy, development, financing etc. Yet there had been no opportunity to talk about "the relationship", and in particular, what has been achieved over the past five years and what plans are in place for the next five.

RBCC scheduled a number of meetings with officials at the Ministry for Economic Development, with the goal of persuading the Forum organizers that such a session would be a worthwhile addition to the programme. This included a meeting with Deputy Minister Belyakov, who was very positive about the suggestion.

The RBCC then participated in the Krasnoyarsk Economic Forum at the end of February 2014. Subsequently at a meeting of the recently reinstated International Council for Cooperation and Investment (ICCI) in mid-March, I began to be involved in the planning and organisation of the St. Petersburg Forum.

Alexander Shokhin, President of the Russian Union of Entrepreneurs and Industrialists, raised the subject of the business agenda of the forum.

The ICCI had the tasks of creating a business reaction to events in Ukraine and the economic sanctions being

implemented against Russia, and focusing on what businesses considered to be the priorities for the Russian Government to achieve in the coming months. A Russo-British Panel Discussion was planned, and there was an opportunity for RBCC to contribute.

Thus it was that on 22 May, RBCC Chairman Roger Munnings CBE participated in three discussions on the opening day of SPIEF 2014: 'Challenges and Solutions: Addressing Obstacles to Business-Driven Growth'; then the Russo-British Dialogue 'The Future for Cultural & Economic Relations Between Russia and the UK'; and the final ICCI session on the first day: 'Challenges & Opportunities of Cooperating with Russia: the View from Business'.

In the Russo-British Dialogue session, the British side was represented by Lord Mandelson, former EU Trade Commissioner, Roger Munnings, Makram Azar, Vice Chairman, Investment Banking, Barclays, and Liam Halligan, the moderator and journalist from the Daily Telegraph. Russia was represented by Mikhail Shvydkoy, Representative of the President for International Cultural Cooperation, Marina Loshak, Curator of the Pushkin museum, and Herbert Moos, Deputy President, Chairman of the Management board of VTB Bank.

The session covered two key current elements of UK-Russian cooperation: the economic well-being of the trade relationship and cultural exchange. Trade has been steadily growing over the past five years. In 2012 the UK

exported £7.6 billion of goods and services to Russia, with £9.3 billion of exports in the other direction.

In spite of this, as Mr Halligan highlighted, both sides could be doing significantly more. Lord Mandelson and Mr Munnings both identified mutual trust and understanding as necessary features of strong trade relations, with a lack of both currently resulting in "negative market sentiment".

However, Lord Mandelson did state that he believes it is possible to "restore conditions and create a more positive business environment".

British trade volumes and investments into Russia are commonly compared with those of Germany. Mr Shvydkoy gave an interesting perspective on this - Russia and Germany

have a joint history of 1000 years, whereas the relationship between the United Kingdom and Russia is only half that.

The overwhelming sentiment from all speakers in the session was of the need for increased dialogue and diplomacy, and a greater use of political context, especially in times when politics can "turn sour".

A good conclusion, and the RBCC thanks the organisers of SPIEF and in particular the Russian Ministry for Economic Development, for arranging the Russo-British Panel Discussion. Similarly, we are grateful for the encouragement and support received from the ICCI and Mr Shokhin in the lead up to and during SPIEF 2014.

Международный Экономический Форум (МЭФ), СанктПетербург 2014 Алан Томпсон, Директор по России, РБТП В этом году впервые за последние пять лет в программу Международного Экономического Форума (МЭФ) в Санкт-Петербурге была включена сессия, посвященная развитию экономических, торговых и культурных связей между Великобританией и Российской Федерацией. Такая инициатива возникла спонтанно во время МЭФ-2013, в котором принимали участие британские бизнесмены. До этого на Форуме не было возможности официально обсудить сложившиеся за последние 5 лет двусторонние отношения и планы их развития на ближайшее 5 лет. РБТП решила попытаться убедить организаторов в необходимости внести такое обсуждение в повестку дня МЭФ-2014 и с этой целью провела несколько встреч с представителями Министерства экономического развития, в том числе с заместителем министра Беляковым, который поддержал эту инициативу. В результате Палата приняла участие в Красноярском Экономическом Форуме в конце февраля. Затем РБТП была приглашена принять участие во встрече вновь сформированного Международного Совета по Сотрудничеству и Инвестициям (МССИ) в середине марта, что позволило Палате быть вовлеченной в планирование МЭФ-2014. Visas have, for a long time, been an important issue for the RBCC and its members. In Spring 2014 there were many reports of delays in processing times for UK visas for our Russian members, so as part of this year's RBCC Business Forum in London, we were delighted to hold a discussion on the topic with guest speaker Jeremy Oppenheim, from the UK Home Office (above left). With Mr Oppenheim's kind permission we print excerpts from the discussion here.

(Trevor Barton) As a starting point, could you give a little bit of background about the UK visa service in Russia?

(Jeremy Oppenheim) Certainly, so far as the Home Office and our visa service in Russia is concerned, it is the third biggest visa market in the world after China and India. Last year saw record demand, with about 235 000 applications, up about 12.5% on the year before. In Russia we offer a range of additional services including submission of applications without passport, we offer priority visa services and in Russia we always offer the option to apply for visas six months in advance of travel. As you probably all know we have got 5 visa application centres (VACs) in Russia.

Lastly, and worth bearing in mind, because the myths need to be washed away, the refusal rate for applications last year in Russia was just 3 out of every 100 and the average turnaround last year was nine days, though I'm sure you will have something to say about this year. So, 3% refusal rate and nine day turnaround.

You mentioned what has been happening this year. Can I just clarify whether any of the rules or procedures regarding business applicants have changed as a result of the recent political tensions?

They have not at all. The recent political tensions have absolutely no bearing at all on the changes that some people have sadly experienced in the visa service in Russia. There is no connection.

and they relate to a worldwide change in contract that was not focused on Russia in particular, though Russia has had an experience that we are very unhappy about.

Could you give us a little bit more detail on why that change was introduced and what some of the teething problems have been and, most importantly, what the plans are to improve the situation?

The background is that, in 2005/2006, we outsourced the front end of the our international visa processing, so whilst decisions continue to be made by Home Office or Foreign and Commonwealth Office officials in all our posts abroad, the front end processing - that is the receiving of an application; the taking of biometrics, which we do all over the world; and the return of passports with vignettes in them - is handled by a commercial supplier. Around the world, we found that to be a great deal more efficient than doing it ourselves. ... Those contracts came up for renewal and there has been a process of re-letting those contracts over the past twelve months. The re-letting occurred at the beginning of our financial year in April, and as a result there have been changes in Russia. So, the new visa application centres in Russia are operated by a firm called Teleperformance, it was previously operated by our commercial partner VFS. What specifically have you experienced in terms of problems?

What are you conscious of? And is there light at the end of the tunnel that they will be sorted out?

There is light at the end of the tunnel and I will say something about that light in very clear and unequivocal terms but, to be crystal clear, we think there have been significant problems around the transition from one supplier to another and difficulties of this supplier in mobilisation. We have had real delays in the processing of visa applications in Russia and that worries us a great deal. We have extended our opening hours in the visa application centres so that we can give longer for each appointment and we have asked Teleperformance to deploy additional staff, which they have done. There are also some quite significant IT problems which they have been wrestling with.

And they are close to resolving them. We expect to see rapid

improvements as a result.

To be really clear, the other thing that I have learned through my external engagement role is that some issuing processes are taking up to 18 days, way beyond our normal turnaround time in Russia, which as I said last year was around nine days, and beyond our published service standard of 15 working days. May is our busiest month with about 1800 applications being received per day compared with an average of 850 in a month like July. So May was a really challenging month with a new service provider, IT difficulties, difficulties of mobilisation and not as many staff as we think were needed to cope with that peak. We have had a senior manager out in Moscow working with Teleperformance on these issues, in fact not just in Moscow but all around Russia, and we expect to see some fairly substantial improvements and be back to service standards within a matter of a month or two and no more than that.

You mentioned IT. One common issue that has been mentioned to us is that applicants are now unable to monitor the progress of their application via the website as they used to. Is that a problem you are aware of and is it going to be resolved?

It is a problem of which we are aware. ... We are very concerned about it because we know that people value enormously being able to track their application. ... Teleperformance is working very hard to introduce or reintroduce from the VFS model a tracking service and we are assured by them that they will be able to do so in the coming weeks, not the coming months. In the meantime, Teleperformance have introduced a service on their website which allows customers who have applied at the VAC in Moscow, which is where most of the applications actually take place, to enter their visa application number and see whether their passport is ready for collection. But I would expect to see substantial change in weeks on this.

What common problems do you encounter regarding applications, I mean late submission or inadequate documents, is that a significant contributor to the problem?

No doubt, the earlier people are able to submit an application the better it is for Teleperformance and for our staff making the decision in the Embassy in Moscow, so early applications really help. Poorly documented applications do continue to be a problem and our website, not renowned in the past as the clearest and the easiest to navigate but very much improved over the last 12-15 months, contains really comprehensive advice on the sorts of applications that people might wish to put in and exactly how to fill an application in. But may I just say Trevor, overall the refusal rate in Moscow is low compared with our international figures elsewhere, and the general standard of submissions is really good.

One last point - many people think that you can only make an application for say a business visit visa for 6 months and that we will not grant any more than that. This is simply not true. We would really encourage people who are going to be regular visitors to the UK to make a longer application. We will issue visas for up to 10 years and multiple entry visas, unlike Schengen where you will not get that so easily. We will do it, it does cost but you only have to put your application in once and then you can come to the United Kingdom as many times as you wish, so

we strongly advise people to look at the 5 and 10 year options.

Questions from audience members: (Anastasia Kourovskaia Millward Brown Optimor) When applying for a UK visa for a family member recently, I was unpleasantly shocked by the price, of almost ÂŁ300, when a Schengen visa costs around ÂŁ100. What explains this difference in price?

Schengen visas are single entry, not multiple entry, it is very rare for them to be multiple. This is the big difference and that is part of the reason for the price difference. We have to recover all our costs... with the costs and pricing set by Parliament, and they review it every year. We also do a lot more than most Schengen countries in relation to visas, including biometrics for anybody coming into the UK, and taking biometrics, recording them and holding them is part of that cost.

(Kevin Cockshott, AGC Chemicals)You mentioned that Moscow is a particularly busy centre. How are the other four sites performing? Is this a problem mainly for Moscow or does it spread to the others?

It is across Russia, so the problem is across all five visa application centres, but there is a greater concentration of difficulty in Moscow simply because of the numbers. Before I came here today I asked my office to check whether there were other problems elsewhere in the world, where the contracts had changed, and there are problems in other places but they are not as amplified as they are in Russia. This is probably due to the timing of the Russian peak, that May peak is not one we experience elsewhere - sometimes it is later, so mobilisationwise this has posed a lot of problems, which is why we are putting a lot of management effort into getting it resolved.

(Paul Corcoran, Nord Stream AG) As a company with a lot of Russian employees, we have had a long experience of difficulties in obtaining visas for our Russian staff. While it is good to hear the statistics, nine days just does not seem credible from our experience. We were due to hold a conference in London this autumn, which has now been moved to Singapore because we could not guarantee that the Russian participants would receive their visas in time. Do you have any thoughts on this?

The first thing I would say is that, if the nine working days figure does not seem credible to you, then we need to do something about that. Those figures are published on the Home Office website and are independently audited, they are not just made up by us. But if your individual business experience tells you otherwise, we need to do something about that and hear more about it... Second, we want your conference to take place in London not in Singapore. Because when people come to London they contribute to the economy, they enjoy the beautiful city and so on. Singapore is great too but we want them here. The third thing I would say is that if you bump into individual problems that you think are not resolvable, so you want to get five or six key people in from Russia for a conference or meeting and you are nervous about getting them in, I want to know about that and we will respond and try and shepherd cases through that matter to you.

Визовые вопросы уже давно являются важной темой для РБТП и ее членов. Весной 2014 у наших российских членов было много сообщений о задержках во времени обработки британских виз. Поэтому в рамках БизнесФорума РБТП в Лондоне в этом году мы были рады провести обсуждение британских виз с приглашенным оратором от МВД Великобритании Джереми Оппенхаймом. Нам бы очень хотелось способствовать тому, чтобы люди, которые планируют регулярно ездить в Великобританию, подавали заявления на длительный срок. Мы можем выдавать визы на срок до 10 лет и визы с многократным въездом, в отличие от Шенгена, который не так легко получить. Мы можем и хотим этого, и, хотя цена при этом возрастает, заявление нужно подавать всего один раз, а приезжать в Великобританию вы сможете столько раз, сколько вам нужно. Поэтому мы настоятельно советуем людям рассмотреть варианты на 5 и 10 лет.

Вы упомянули ИТ. Один из распространенных вопросов, с которым мы столкнулись, заключается в том, что заявители в настоящее время не в состоянии следить за статусом обработки их заявлений через веб-сайт, как это было ранее. В курсе ли Вы этой проблемы, и стоит ли рассчитывать на ее разрешение? Мы в курсе этой проблемы. ... Мы очень обеспокоены этим, потому что мы знаем, что для людей чрезвычайно важно быть в состоянии отслеживать их заявления. ...

Teleperformance прикладывает большие усилия, чтобы внедрить или восстановить по модели VFS сервис по отслеживанию, и они уверили нас, что они в состоянии сделать это не просто в ближайшие месяцы, а в ближайшие недели. В то же время, Teleperformance представили на своем сайте услугу, которая позволит клиентам, подавшим заявление в визовый центр в Москве, куда подается большинство заявлений, ввести номер своего заявления и посмотреть, могут ли они уже забрать свой паспорт. Но следует ожидать и дальнейших существенных изменений в этом вопросе в ближайшие недели.

Вопросы участников Форума: (Анастасия Куровская Millward Brown Optimor) Недавно я подавала заявления на британскую визу для родственника и была неприятно удивлена ценой в почти £300 когда стоимость Шенгенской визы всего около £100. Чем объясняется такая разница в цене? Шенгенские визы одноразовые и не дают возможности многократного въезда, их очень редко выдают в виде мультивиз – в этом заключается большая разница, и это является одной из причин разницы в цене. Нам необходимо возмещать наши расходы ... с учетом всех затрат и цен, установленных Парламентом, и которые они ежегодно пересматривают. К тому же мы осуществляем гораздо больше работ в отношении виз, чем большинство стран Шенгенского соглашения, в том числе снятие биометрических данных у всех въезжающих в Великобританию, а снятие биометрических данных, их регистрация и хранение тоже являются составляющими пунктами наших расходов. Мы провели сопоставление с международными стандартами и мы занимаем очень хорошую позицию по сравнению с другими странами Европы и за ее пределами. Мы регулярно следим за ними, поэтому мне было бы интересно ... узнать какие именно визы вы имеете в виду, потому что разница с нашими ценами обычно далека от названной. Поэтому спасибо Вам, что Вы подняли эту тему.

С какими проблемами вы обычно сталкиваетесь при приеме заявлений? Несвоевременная подача или несоблюдение требований к документам – усугубляет ли это проблему? Без сомнения, чем раньше люди подают заявления, тем лучше для Teleperformance и для наших сотрудников, принимающих решения в посольстве в Москве, поэтому заявления, поданные заранее, действительно нам помогают. Неправильная подача документов все еще представляет собой проблему, и наш сайт, который в прошлом не был самым понятным и простым в использовании, но был значительно улучшен за последние 12-15 месяцев, содержит довольно подробные рекомендации по возможным способам подачи и заполнения заявлений. Однако, Тревор, позвольте заметить, что общая доля отказов по Москве довольно мала в сравнение с общемировыми показателями, и, в целом, качество поданных заявлений находится на высоком уровне.

Russia & Britain - Building Business in the Current Climate

Highlights from the 11th Annual RBCC Business Forum, which took place in London on 4th & 5th June 2014.

The Chamber's flagship event took place again this year in early June, with almost 300 RBCC members and partners gathering in London over two days to discuss the key issues in Russo-British business.

OPENING GALA DINNER As in previous years, the Forum began with a fantastic black-tie Gala Dinner, held in the magnificent Royal Automobile Club.

The dinner was hosted by HRH Prince Michael of Kent, RBCC Patron, who welcomed guests warmly before dinner was served.

"Russia is one of our most exciting markets because there are such significant growth opportunities" Angela Brav, IHG The invited guest speaker for the Gala Dinner was Angela Brav, Chief Executive Europe of InterContinental Hotels Group (IHG). In her speech, Ms Brav shared her excitement about the Russian hotel market and the opportunities for foreign companies to prosper. Among the insights that Ms Brav was able to share with attendees were the fact that two-thirds of the hotel market in Russia is unbranded, and that Moscow currently has only 16% as many international standard rooms as London.

After Angela Brav's speech there was a small raffle, with prizes including luxury chocolates from Alexeeva & Jones, dinners at

Lanes of London and the Rosewood Hotel, and hotel stays at the Royal Garden Hotel and the Langham London.

CONFERENCE The main conference took place the following morning at BMA House, where delegates gathered and enjoyed a networking breakfast before the formal part of the day began.

The conference was officially opened by HRH Prince Michael of Kent, who was joined by HE Alexander Yakovenko, Russian Ambassador to the UK, in welcoming delegates to the event.

Both Prince Michael and Mr Yakovenko acknowledged the difficult political circumstances, but thanked attendees for supporting the event.

Roger Munnings CBE, RBCC Chairman, then introduced the keynote speaker – Sir Martin Sorrell, Chief Executive of WPP, the world's largest advertising company. Sir Martin gave a fascinating speech, sharing his thoughts on the Russian market as well as some of the successes that WPP has achieved in the country. In particular he highlighted key sectors, stating 'the digital, the mobile, the scientific industry, these are all areas of tremendous opportunity for us and for our clients.' Sir Martin also emphasised the value of forming long-term partnerships in Russia and offered his thoughts on issues including corruption and short-termism.

After his speech, delegates enjoyed a rare opportunity to put their own questions to Sir Martin, who responded at length on topics such as encouraging UK exporters to enter the Russian market, the impact of the financial crisis, and the significance of the UK Bribery Act to companies operating in Russia.

IS RUSSIA STILL A GOOD MARKET FOR UK EXPORTS? The first panel discussion was focused on UK exports to Russia.

RBCC assembled a panel of experts to comment on issues including the appetite of Russian consumers for UK products, the practical challenges faced by new and experienced exporters, and the opportunities for UK exporters to enter the market.

RBCC also invited speakers to share first-hand experience of exporting products to Russia and the challenges faced.

Trevor Barton, RBCC Executive Director, interviewed Jeremy Oppenheim, Director for Growth & External Engagement, UK Home Office, on recent changes to the visa application system in Russia.

OPPORTUNITIES FOR INVESTMENT Delegates returned from the coffee break for a panel discussion on Russia's investment climate, particularly in the regions. Alan Thompson, RBCC's Russia Director, chaired this discussion and introduced three senior Russian officials. Andrey Nikitin of the Agency for Strategic Initiatives explained the Agency's role and its work to promote Russian regional projects and facilitate investments into key projects. Evgeny Grigoriev then represented the St Petersburg Government before Boris Abramov, Russian Trade Representative in the UK, offered a wider assessment of Russia's key sectors and regions.

SUCCEEDING IN THE RUSSIAN MARKET TODAY – SO WHAT DOES IT TAKE? The final session of the day was chaired by Trevor Barton, RBCC Executive Director, and focused upon the success stories of UK companies already operating in Russia, as well as the key practical advice for companies considering the market. RBCC assembled a mix of speakers to comment on these areas from a variety of perspectives including legal, recruitment and general consultancy. There were also case studies from two technology companies – Guy Willner of IXcellerate shared his experience of establishing data-centres in Moscow, while David Brown, of Ve Interactive, told of the company's astonishing success in providing e-commerce solutions for the Russian market.

The Forum ended with a networking lunch for the attendees, offering a final chance to continue the key activities of the Forum – making new connections, maintaining old ones, sharing ideas and encouraging and assisting business in both directions.

Основные события 11-го ежегодного Бизнес-форума РБТП, который прошел в Лондоне 4 и 5 июня 2014 г. "Россия является одним из самых заманчивых рынков в нашем регионе, потому что предлагает широкие возможности для роста" Анжела Брав, IHG Конференцию официально открыл Его Королевское Высочество Принц Майкл Кентский, и к нему присоединился и поприветствовал делегатов посол России в Великобритании Александр Яковенко. Как Принц Майкл, так и г-н Яковенко отметили сложность современной политической обстановки и поблагодарили участников за поддержку этого мероприятия. Затем Роджер Маннингс Кавалер Ордена Британской Империи и Председатель РБТП представил основного докладчика - Сэра Мартина Соррелла, исполнительного директора WPP, крупнейшей в мире рекламной компании. Сэр Мартин произнес замечательную речь, в которой поделился своими мыслями относительно российского рынка, а также некоторыми успехами, которых WPP добились в стране. В частности, он остановился на ключевых секторах, заявив: "цифровая, мобильная, научная отрасль – все это области огромных возможностей для нас и для наших клиентов". Алан Томпсон, Директор РБТП по России, возглавил дискуссию и представил гостям трех высокопоставленных должностных лиц из России. Андрей Никитин из Агентства стратегических инициатив рассказал о роли и о деятельности Агентства по продвижению российских региональных проектов и о том, как оно способствует увеличению инвестирования в ключевые проекты. За ним выступил Евгений Григорьев, представляющий правительство Санкт-Петербург, после чего Борис Абрамов, торговый представитель России в Великобритании, поделился более широкой оценкой ключевых секторов и регионов России.

УСПЕХ НА РОССИЙСКОМ РЫНКЕ СЕГОДНЯ – ЧТО ДЛЯ ЭТОГО НУЖНО? Заключительная сессия дня прошла под председательством Тревора Бартона, исполнительного директора РБТП, и сосредоточилась на истории успеха британских компаний, уже действующих в России, а также на ключевых практических советах, актуальных для компаний, которые заинтересованы в этом рынке. РБТП собрала ораторов из различных сфер, чтобы прокомментировать эти темы с разных точек зрения, в том числе юридической, кадровой и обще-консультационной. Также эти вопросы были проанализированы на практическом примере двух технологических компаний - Гай Виллнер из IXcellerate поделился опытом создания центров обработки данных в Москве, а Дэвид Браун из Ve Interactive рассказал о поразительном успехе своей компании, предлагающей решения из сферы электронной коммерции, на российском рынке. Форум завершился неформальным обедом для его участников, который позволил им еще раз поучаствовать в достижении главных целей Форума - создании новых и поддержание существующих контактов, обмене идеями, а также содействии и поддержании бизнеса в обоих направлениях. Notes on Recent Amendments to Russian Migration Legislation from RBCC Moscow's Briefing with the Federal Migration Service, 29 July 2014

On 29 July, RBCC Moscow organised a briefing in conjunction with the Federal Migration Service (FMS). The session provided attendees with an update on recent amendments in Russian migration legislation, and gave an opportunity to address concerns, ask questions and gain insight on current and upcoming immigration trends in Russia. With the kind permission of the Federal Migration Service we summarise here some of the key issues discussed.

Citizenship for 'Russian Native Speakers' One recent change relates to so-called 'Russian native speakers', who can now follow a simplified procedure to acquire Russian citizenship. This applies to those who have direct forebears (parents, grandparents, great-grandparents etc) who reside or resided on the territory of modern Russia. Applicants for this scheme are required to have a permanent residence permit, which can now also be obtained in a simplified procedure without the need for a temporary residence permit to be acquired first. The overall processing time for acquiring Russian citizenship under this new simplified scheme should be less than 6 months. However, applicants should note that in order to acquire Russian citizenship through this scheme they will be required to present an official document to the FMS confirming that they have denounced their foreign citizenship.

Students, Entrepreneurs & Investors Amendments also came into force on 23 June 2014 which simplify the procedure for acquiring Russian citizenship for the

following categories of foreign citizens: entrepreneurs, investors and students. For all of these categories, the applicant should have a permanent residence permit before applying.

Students: Previously, only students from CIS countries could benefit from a simplified procedure, but now students of all nationalities can benefit from the scheme, and the right to apply no longer depends on the type of study program. This category does require however, that applicants have at least three years of work experience. On another note, foreign students can now extend their stay in Russia when they change university or program of study without having to leave the country, which was the case previously.

Entrepreneurs & Investors: Entrepreneurs can benefit from a simplified scheme if they have annual revenues of more than ten million rubles and have been working in Russia in for more than three years, provided they operate in a sector approved by the Russian Ministry for Economic Development. For investors to qualify, they are required to hold more than ten per cent of a company with a value over 100 million rubles.

Requirement for Russian citizens to report foreign citizenship or residence As of 4 August 2014, Russian citizens who have foreign citizenship or residence permit are obliged to report to the Federal Migration Service within 60 days (ie. before 4 October The briefing took place in the library of the Russian Federation Chamber of Commerce & Industry Headquarters in Moscow

MAIN STORIES 2014). For those who acquire foreign citizenship or a residence permit in future, there will be a 60 day period in which to report.

Russian citizens who will be abroad for this period can submit the report upon their arrival back to Russia. For children and other dependants, legal guardians should make the notification on their behalf.

If there is a question regarding whether a person has Russian citizenship, the FMS advises to apply to them with a request to check this. The fee for this procedure amounts to 2 000 RUB and the process can take up to six months. Russian consulates abroad also have the ability to check the status of Russian citizenship, but are not authorised to receive the notifications referred to above.

Highly-Qualified Specialists (HQS) There were a number of other aspects of applications for HQS individiuals discussed: •

If a HQS individual acquires their permanent residence permit on the basis of a HQS Work permit, the residence permit is officially associated with their work permit. As such, in case of termination of employment, the individual is required to leave Russia in accordance with the term stated by Russian legislation and cannot remain in Russia on the basis of their permanent residence permit. If this is not observed, the penalty is a ban on entry to Russia for three years.

Employers can sign civil labour agreements with foreign nationals and use them as the basis for HQS work permit

application.

Due to recent amendments, highly qualified specialists will no longer be required to pass Russian language, history and basics of legal knowledge exams before receiving work permits, temporary residence permits and permanent residence permits.

In order to qualify for the above-mentioned simplified procedure, HQS applicants need to have worked in a role approved by the Ministry of Labour for three years.

Future plans The FMS representatives also outlined a number of future initiatives: •

The FMS are working closely with the Ministry of Culture on an initiative to allow visa-free transit travel for 72 hours for passengers who change flights in a number of major Russian cities such as Moscow, Saint-Petersburg, Kaliningrad, Sochi and etc.

There are plans to introduce an online service through which applicants will be able to lodge their applications for invitation letters for Russian business visas, with such invitations no longer being issued on paper, but in electronic form sent to Russian consulates abroad

29 июля 2014 года Московский офис РБТП совместно с Федеральной Миграционной Службой (ФМС) провел брифинг, посвященный недавним изменениям в миграционном законодательстве РФ. Участники мероприятия имели уникальную возможность не только разрешить назревшие проблемы, но и задать интересующие вопросы, а самое главное получить представление о существующих и будущих трендах в области миграции. С позволения ФМС мы предлагаем вашему вниманию основные вопросы, обсуждавшиеся на брифинге. Гражданство для "носителей русского языка" Одно из последних изменений касается так называемых "носителей русского языка". Последние получили право на приобретение гражданства РФ в упрощенном порядке. Данным упрощенным порядком смогут воспользоваться те носители русского языка, чьи предки по прямой восходящей линии (родители, бабушки, дедушки, прабабушки, прадедушки) проживали на территории РФ в пределах ее современной границы, а также имеющие вид на жительство, которое в таком случае получается также в

упрощенном порядке, минуя стадию разрешения на временное проживание. По замыслу законодателя в целом процедура приобретения гражданства в этом порядке не должна занимать более 6 месяцев. Однако, соискателям придется отказаться от имеющегося у них гражданства иностранного государства и предоставить официальные документы об этом в территориальный орган ФМС России. Студенты, предприниматели и инвесторы Изменения, вступившие в силу с 23 июня 2014 г., предусматривают упрощенный вариант приобретения гражданства инвесторами, предпринимателями и выпускниками вузов. Важно отметить, что все вышеназванные категории иностранных граждан могут стать соискателями на гражданство только при наличии вида на жительство в дополнение к вышеназванным условиям. Выпускники высших учебных заведений: Если ранее такой порядок распространялся только на студентов из СНГ, что сейчас он распространяется на всех

MAIN STORIES иностранных граждан, а также расширен круг видов образовательных учреждений и программ. Дополнительным условием является трудовой стаж не менее 3 лет. Также изменения позволяют продлевать пребывание иностранным студентам, переводящимся из одного учебного заведения в другое, с одной программы на другую без выезда из РФ. Предприниматели и инвесторы: Индивид уа льные предприниматели, что бы воспользоваться упрощенным способом получения гражданства, должны иметь годовую выручку не менее 10 миллионов рублей в год и осуществлять предпринимательскую деятельность не менее трех лет по одной из видов экономической деятельности, утвержденной Министерством экономического развития. Что касается инвесторов, то их доля вклада в уставной акционерный капитал должна быть не менее 10%, при этом акционерный капитал должен составлять не менее 100 миллионов рублей. Уведомление об иностранном гражданстве или праве на жительство С 4 августа вступил в силу закон, согласно которому, граждане РФ обязаны информировать о наличии у них иностранного гражданства или иного документа, который позволяет постоянно проживать за пределами РФ. Такие граждане обязаны подать данное уведомление в течение 60 дней, то есть до 4 октября 2014 года. Те же российские граждане, кто приобретет гражданство иностранного государства или право на постоянное проживание в иностранном государстве после 4 августа 2014 года обязаны подать данное уведомление в территориальный орган ФМС России в течение 60 дней с даты, когда такое право было юридически приобретено. В случае если эти лица находятся за границей, срок в 60- дней отсчитываться с даты их возвращения в РФ. В отношении несовершеннолетних и недееспособных данные уведомления подаются их законными представителями. В случаях, когда есть сомнения в наличии гражданства РФ, ФМС рекомендует обратиться с заявлением о проверке наличия гражданства. Госпошлина за данную процедуру составляет 2 000 рублей, а срок проверки занимает до 6-ти месяцев. Проверку наличия гражданства также уполномочены осуществлять консульства РФ за рубежом. Квалифицированные специалисты На брифинге также обсуждались различные аспекты законодательства по высококвалифицированным специалистам (ВКС).

Планы на будущее Представители ФМС рассказали участникам о ряде будущих инициатив: • Министерством Культуры совестно с ФМС прорабатывается вопрос о предоставлении возможности безвизового въезда и пребывания на территории РФ в течение 72 часов транзитным пассажирам, следующим через территорию РФ авиатранспортом. Данная льгота будет предоставлена пассажирам, делающим пересадки в крупных городах, являющихся культурными центрами, в частности, таких как Москва, Санкт-Петербург, Калининград, Сочи и др.

• ФМС России прорабатывает вопрос о предоставлении возможности подачи документов на Приглашение через сеть Интернет, а также отмену выдачи Приглашений на бланке ФМС, а выпуска их в электронном виде. Wills: better now than never

One hopes that all readers had a very enjoyable and relaxing summer and are now back into the typically heavy workload as we embark on the "business" end of the year.

It is sometimes worth noting that throwing oneself fully into business, whilst necessary, should not be to the neglect of personal matters and keeping one's affairs up to date.

Permit us to comment on the latter, specifically the very nasty subject of ones own mortality or, more succinctly, "succession planning".

It is an unfortunate fact that the majority of us do not have any kind of Will in place. This may lead to all sorts of problems in the event of an untimely demise.

For British people (i.e. those domiciled in the UK) this is of high importance. However, what many of my Russian clients forget is that a UK-lodged Will can be extremely useful, important, if not downright essential.

Firstly this is important in terms of ensuring that UK-held assets (and those potentially held in other global jurisdictions) are inherited by loved ones whom the deceased wishes to benefit. In addition it may also have real cost benefits if prepared and packaged appropriately.

So the natural question then is: what steps can I take to prepare my assets in an efficient manner?

The fundamental document to have in place is a Will.

This is a simple yet significant document which becomes the legal instruction as to where your assets should go on your death. In some well-publicised cases the lack of a Will has caused amazing problems to the heirs of the deceased.

One example is the estate of the late comedian and raconteur Peter Ustinov – whose assets existed in a number of different countries. Mr Ustinov was married on multiple occasions and the lack of specific legal instructions by him has caused his beneficiaries to be fighting over the assets in his estate more than 9 years after his death, incurring huge legal costs. Remember, in that whole period, ALL Mr Ustinov's assets have been frozen and NO-ONE has been able to inherit his money.

If making sure that the correct people benefit from your estate is not a reason enough for a will, one must also consider the effects of the UK 'death' – or Inheritance – Tax (IHT).

It is worth reminding you all that British 'domiciles'

(usually those holding UK passports) are exposed to this tax, and as such that includes Russians who have taken up UK citizenship. It is also frequently forgotten that IHT is levied on global assets – in other words a Russian who has a UK passport is likely to have an IHT claim on his $2m Moscow apartment.

Even when the Russian clients do not hold UK citizenship, they are still exposed to IHT, upon death, on all their UK assets, whether that be businesses, property or bank accounts.

At present this tax has a 'Nil Rate Band' for assets up to £325,000 (app. RUB 19.5 m) but levies a whopping 40% on all assets transferred to dependants over and above this figure (there is no tax on all transfers to your spouse – but that still leaves him/her with a potential tax liability).

Where we can help is to advise on how to make proper planning in advance to mitigate this tax, and with proper planning in plenty of time, much of this exposure can be minimised to a reasonable level, if not eliminated entirely.

How can this be done? The tax code of the UK Tax authority, HMRC, stretches to an amazing 12,000 pages, and this amount of verbiage inevitably leads to grey areas. Thus there are loopholes to be exploited, enough to keep an army of lawyers and accountants, like ourselves, in work!

Notwithstanding a number of exemptions from this tax, some basic financial planning can be applied. For example, many clients take out life insurance policies which can help in whole or in part to pay any estimated tax bill on death.

However, more complex financial planning structures are also possible, including Corporate, Trust or Foundation structuring.

As one size does not fit all, professional advice should be sought whether it is a small estate or that of a high net worth individual and family. Nevertheless, the basic advice is uniform: plan ahead, do not adopt the ostrich position of head in the sand. There is wide scope for planning correctly if a full review of personal and family finance is undertaken, scoring one of the main items off the 'to-do' list.

Завещания: лучше сейчас, чем никогда

Однако при всей нашей занятости мы не должны забывать о личных делах. Позвольте пояснить, что мы имеем в виду. Предмет разговора достаточно неприятный, так как он напоминает нам о том, что мы не вечны – завещание и решение вопросов наследства. К сожалению, большинство из нас не имеет правильно составленного завещания. Это может повлечь за собой разнообразные проблемы в случае внезапной смерти. Для жителей Великобритании (лиц с постоянным местом жительства в Великобритании) вопросы наследования имеют большое значение. Однако многие российские клиенты не знают, что они могут составить завещание в Великобритании, что может оказаться очень полезным, а в некоторых случаях просто необходимым. Во-первых, такое завещание гарантирует, что Ваши активы, находящиеся на территории Великобритании (а также, возможно, в других юрисдикциях) после смерти будут унаследованы указанными Вами близкими. К тому же, если завещание составлено правильно, оно может помочь осуществить существенную экономию средств. Поэтому возникает естественный вопрос: Что следует предпринять для эффективного планирования вопросов наследования? Главный документ, который нужно иметь – это завещание. Это простой, но в тоже время очень важный документ, который содержит юридически закрепленные инструкции о распоряжении активами после смерти. Известно много случаев, получивших широкую огласку, когда отсутствие завещания вызвало невероятные сложности у наследников. Один из таких примеров – известный актер и комик Питер Устинов, имевший активы во многих странах. Питер Устинов был женат несколько раз, и отсутствие каких-либо конкретных распоряжений с его стороны на случай его смерти привело к тому, что после его смерти наследники более 9 лет вели дорогостоящую тяжбу за его многочисленные активы. Стоит упомянуть, что ВСЕ активы Питера Устинова на протяжении этого разбирательства были заморожены, и НИКТО не мог вступить в права наследства. Даже если предотвращение потенциальных тяжб между наследниками не представляется для Вас убедительным доводом для составления завещания, есть еще одна причина, по которой составление завещания не стоит откладывать - это налог на наследство в Великобритании (UK Inheritance Tax (IHT)). Стоит напомнить, что данным налогом облагаются все лица с местом постоянного жительства в Великобритании (как правило, являющиеся подданными Великобритании), что распространяется и на россиян, получивших британское гражданство. Многие забывают, что налогом на наследование облагаются все активы вне

зависимости от их местонахождения, то есть, например, россиянин, имеющий британский паспорт, вполне возможно будет обязан уплатить налог на наследство на его находящуюся в Москве квартиру стоимостью 2 млн. долларов. Даже если российские клиенты не имеют британского гражданства, налог на наследование после их смерти будет распространяться на все их активы, находящиеся на территории Великобритании, будь то доли участия в компаниях, недвижимость или вклады в банке. В настоящее время налогом на наследство не облагаются активы общей стоимостью до £325 000 (около 19.5 млн. рублей), но все имущество сверх этой суммы облагается огромной ставкой в размере 40% при переходе к наследникам (налог на наследство не распространяется на переход активов к супругу или супруге, но все равно он или она могут подвергаться иным налоговым сборам). С нашей помощью Вы сможете минимизировать данный риск путем осуществления эффективного регулирования вопросов наследования, пу тем заблаговременного принятия надлежащих мер, данный риск может быть сведен к минимуму или исключён полностью. Как можно этого добиться? Налоговый кодекс Британской налоговой службы насчитывает 12 000 страниц, и естественно, такое количество текста неизбежно оставляет много возможностей для неоднозначной трактовки. Таким образом, с ущес твующие лазейки предоставляют возможность для деятельности целой армии юристов и налоговых консультантов. Помимо различных возможных освобождений от налога на наследство, следует также учесть некоторые несложные возможности финансового планирования. Например, многие клиенты заключают полисы страхования жизни на случай смерти, которые полностью или частично покрывают приблизительно рассчитанную сумму налогов на наследство после смерти. Однако, имеются также и более сложные схемы финансового планирования, включая корпоративные, трастовые и фондовые структуры. Универсального решения не существует, поэтому нужно обязательно проконс ультироваться у профессионалов, независимо от объема активов. В прочем, существует одна рекомендация, действительная всегда и для всех: планируйте заранее и не уподобляйтесь страусу, прячущему голову в песок. Полная оценка личных и семейных финансов – это первый шаг на пути к правильному финансовому планированию и, таким образом, возможность поставить галочку напротив одного из вопросов в списке текущих дел. The first of its kind to be established in the Channel Islands, 2-REG provides for the registration of aircraft involved in noncommercial flying activity around the world.

An aircraft does not have to be physically present in Guernsey to be entered onto the register provided that the legal and beneficial owners meet the requirements to register.

The registry complements Guernsey's existing expertise gained in banking, wealth management, investment funds, insurance and wider financial services, all of which can be important in the structuring, financing and holding of an aircraft. Therefore what Guernsey provides goes beyond the registration of jets and helicopters. Indeed, many aircraft transactions are one element within more complex private wealth management or corporate arrangements and Guernsey, with its community of international banks, wealth managers, tax, legal and fiduciary professional advisers, is perfectly placed to meet these client needs.

The 2-REG offering 2-REG has its legal basis in the Aviation Registry (Guernsey) Law, 2013. It is made up of three separate registers, one each for aircraft, engines and mortgages. This structure allows the financing and security arrangements on Guernsey registered aircraft and engines to be implemented in the internationally recognised way.

The registry's name is based on the fact it offers the unique registration mark '2-', with the first few registrations including 2-PLAY, 2-HIGH and 2-OFUS. The licensing and registration fees vary depending on the weight of the aircraft but the Guernsey registry is very competitively priced in comparison

• the registration of aircraft with a maximum take-off weight of 5,700kg – meaning that more types of aircraft can be registered in Guernsey than can typically on other offshore registries.

• a choice of aircraft maintenance programs, including the certification standards of the US Federal Aviation Administration (FAA), Transport Canada Civil Aviation (TCCA) or the European Aviation Safety Authority (EASA).

• issuance of pilot licences with options under the US, Canadian and European rules, meaning owners and operators can choose according to their own preferences and circumstances.

Guernsey provides a benign tax environment to structure aircraft transactions within wider private or corporate transactions.

British Polo Day at InterContinental Moscow Tverskaya

At the end of July, the international polo tournament 'British Polo Day' in partnership with Land Rover took place in Moscow. The celebration of British heritage and noble sport has become one of the most glamorous summer events in the capital .

British Polo Day Russia kicked off on 24 July with an official launch party in elegant surroundings of the Presidential Suite Ulanova at InterContinental Moscow Tverskaya hotel. Volaw win significant Russian trust business Volaw are currently in the process of establishing a Private Trust Company structure for a new Russian billionaire client.

While this mandate was secured some months ago, significant work has had to be undertaken by the client's tax advisor due to the complexities of having beneficiaries situated in many jurisdictions and also because of the deoffshorization legislation published by the Russian Ministry of Finance in March 2014. Volaw has worked closely with the client's tax advisor and it has been helpful to be able to call upon our associated law firm Voisin who have been involved in assisting with initial trust documentation.

This new client was won in a two-part process. A beauty parade of three would-be service providers was held in London which went into significant detail regarding the expected operation of the various elements of the structure including the many different asset classes involved. One of the service providers was subsequently eliminated leaving Volaw competing with one other provider. As Volaw representatives are regularly in Russia we were able to follow up on the London beauty parade with a further meeting in Moscow with an important family member. This further meeting secured this engagement for Volaw.

For fiduciary service businesses focussing on the Russian market we believe this case demonstrates the importance of regular visits to the client's home territory. Volaw, under the lead of Director Mark Healey, has significantly increased its Russian and CIS client base over the last two years. New Class A warehouse complex to be built in St. Petersburg

The construction of the OCTAVIAN Class A warehouse complex has started in the north of St. Petersburg. The overall area of the complex will exceed 55 000 sq.m where 37 000 sq.m is its gross leasable area.

The OCTAVIAN warehouse complex is being built on a 9 ha plot, located on the first line of Toksovskoe shosse, 7 km from the Ring Road. The complex will consist of six buildings. ASTERA, an alliance member of BNP Paribas Real Estate, is the exclusive consultant and developer of the project's concept. ASTERA also performs a set of advertising services for the customer and gives PR support to the project.

The erection of the 1st, 2nd, and 3rd buildings will be finished in Q3 2015, of buildings 4, 5, and 6 - in Q4 2015.

The customer, developer and general contractor of the project is LLC 'Alliance' which is a company of the MSD Group (Moscow). Investments in the project will estimate to about $30 million dollars. The majority of the amount is internal funds of the customer.

'Why Russians don’t smile' by Luc Jones Book review by Trevor Barton Here is a readable, interesting and informative book by Luc Jones of RBCC member company Antal Russia that is definitely worth a read. The book is aimed at those (particularly business people) who have not spent a lot of time in Russia, or are perhaps considering visiting the country for the first time. It provides good background information and then some specific advice that newcomers to the country will find interesting and useful, including comments on language, behaviour and superstitions. I have been doing business in and around Russia for over 20 years, but I found plenty here to interest and entertain me, so others with similar levels of experience and their own stories of the joys, challenges and pitfalls of life and business in the world's largest country will also enjoy it. And there is plenty here to interest Russian readers too – not only the author's candid but affectionate observations of Russia and its people, but he has also included a short chapter entitled "How Russians view foreigners…".

The first thing that strikes you about the book is the design – colourful, well laid-out, short and punchy chapters with good use of pictures and symbology to emphasise the nuggets of information, like: “Remember that coming to Russia without business cards is akin to going to a pub in the UK with no money. You’ll probably get a drink eventually, somehow, but you’ll struggle to be taken seriously…and even better if you can get them printed in Russian on the reverse side.”

Geography, travel, stereotypes, expatriate types and behaviour are all covered in the early chapters, with just the right level of detail. Luc's book does not pretend to be a comprehensive guide, but it is all the better for that. It provides the right level of detail, laced with entertaining vignettes of Russian experiences, to help readers avoid some of the mistakes often made and (most importantly) to get them enthused about the country and wanting more – and a section at the end of the book lists where further information can be found.

Luc is an HR professional, so as you would expect the sections on selecting staff, expats vs. local staff, Russian

employment issues, etc. are to the point and useful, as is the information on moving to Moscow as an expat. I was nodding my head a lot in the chapters on behavioural and cultural differences – especially as, in my role at the RBCC, I frequently talk to audiences of businesses looking at Russia for the first time, and make similar points: “There is a Russian expression “Pyat minut ne opazdanie” (Five minutes doesn’t constitute being late) and given the horrendous traffic jams in Moscow, this is particularly apt.”

Some excellent information on language and Russian names leads into a section on doing business – with all the tips you would expect about meetings, negotiations, status and a very straightforward and candid section on corruption and bureaucracy. Good, sensible advice.

Further chapters on having fun in Russia and how much it costs, how Russians live and the joy of being invited into their homes, and what goes on outside Moscow and St Petersburg follow. Luc even does, for the benefit of his readers, a quick tour round the rest of the CIS which, given he has actually visited all the countries, is an interesting read. As a strong advocate of the "you can learn the Russian alphabet during your first flight to Moscow" school of thought I particularly applaud Luc's chapter which enables a reader to do just that, plus listing thirty or so useful phrases.

Finally, the useful contacts section is not only informative but accurate: “Russo-British Chamber of Commerce – well-established and extremely well-connected chamber that is professionally run…”

Thanks for that, Luc ! (This review was not dependent on such praise, but we are pleased to receive it!)

My biggest impression of Luc's book is that it encapsulates very well his affection and enthusiasm for Russia, its people and traditions and for doing business there. He does not shirk away from the awkward issues, but suggests solutions and the overriding message accords very well with the one we consistently deliver at the RBCC – don't believe what others tell you (especially the media – they have a different agenda), go to Russia, meet the people, discover the country and do business!

В конце книги содержится список источников, где можно получить дополнительную информацию. Люк – профессионал из сферы работы с персоналом, поэтому в книге также содержатся главы с информацией о российском трудовом кодексе и советами по подбору сотрудников и работе с ними. Также книга рассказывает о том, что может ожидать иностранца- экспата при переезде в Москву. Много раз я ловил себя на том, что соглашался с тем, как автор описывал культурные и поведенческие различия - особенно потому, что в качестве Исполнительного директора РБТП я часто выступаю перед публикой, которая мало знает о России и делаю похожие замечания: “В России есть выражение “пять минут – не опоздание”, а так как движение в Москве ужасное, это особенно уместно”. В книге содержится очень интересная информация о русском языке и именах, затем следует секция с советами по ведению бизнеса – будь то это проведение встреч, переговоров, статуса, а также беспристрастная

информация о коррупции и бюрократии. Все предлагаемые советы, на мой взгляд, правильные и взвешенные. Последующие главы рассказывают о досуге в России, о том, как живут люди, что и сколько стоит, о том, как русские встречают гостей у себя дома и что происходит вне Москвы и Санкт-Петербурга. Люк даже делает небольшой экскурс по остальным странам СНГ, и так как он на самом деле побывал во многих их уголках, читать об этом очень интересно. Я считаю, что русский алфавит можно выучить за время первого полета в Москву, и поэтому я особенно приветствую главу, в которой Люк помогает читателю сделать именно это, плюс выучить около 30 полезных фраз. Заключающая глава, содержащая полезные контакты, не только информативна, но и точно отражает действительность: “Российско-Британская Торговая Палата – это прочно устоявшаяся профессиональная организация с очень полезной сетью контактов…” Спасибо за такую рекомендацию, Люк! (моя оценка твоей книги, конечно, не зависит от этой фразы, но все равно очень приятно слышать такие слова!) Больше всего в книге Люка мне импонировало то, с какой любовью и энтузиазмом он говорит о России, ее людях, традициях и деловом климате. Автор не стесняется затрагивать и проблемные вопросы, но тут же предлагает возможные решения. RBCC Events London RBCC Annual General Meeting, Royal Garden Hotel, 14 July 2014 RBCC's Annual General Meeting (AGM) took place in London on 14th July at the Royal Garden Hotel. The AGM is an important occasion in the life of the Chamber, offering members the opportunity to have their say about the way the Chamber is run and to interact with members of the RBCC Board of Directors. Around 30 people attended the meeting and a great many issues were discussed, including RBCC's programme of regional visits, opportunities to reach out to universities and educational institutions and the RBCC's website and social media presence. These comments were discussed by all present with some useful suggestions taken on board.

After the formal meeting, there was a networking luncheon for those who had attended, which was much enjoyed by all.

RBCC London held a fantastic "Just Networking" event at the Rosewood Hotel in April. The hotel opened in 2013, so this was a great opportunity for RBCC and its members to discover this wonderful building in Holborn, central London.

RBCC would like to thank the Rosewood Hotel and their team for kindly hosting the event, which was much enjoyed by all who attended.

On 23 July, RBCC London held their final 'Just Networking' before the Summer break in the fantastic Radisson Blu Portman Hotel. As ever, RBCC members and partners attended for informal networking, canapes and drinks. The event was well attended and saw a great many new contacts made. Our sincerest thanks to the Radisson Blu Portman Hotel for hosting this event.

Moscow RBCC AND CERBA April Business cocktail, Foye Live restaurant, 22 April 2014

On 22 April RBCC held its regular business cocktail event jointly with the Canada Eurasia Business Association (CERBA). The evening was held at the FOYE LIVE restaurant which is in the Nikol'skaya Plaza Shopping Centre, located in the heart of Moscow, in one of the main pedestrian areas of the city.

The restaurant played host to over 130 guests, who were treated to nibbles from the restaurant menu and drinks courtesy of the SVAM Group. Members were welcomed by the Director of the RBCC in Russia, Alan Thompson, the President of CERBA, Nathan Hunt as well as Alexey Timofeev, Managing Director of FOYE LIVE Restaurant and Vyacheslav Kuzmenko, co-owner and Commercial Director of SVAM Group. Throughout the evening, guests were treated to singing from "Aset", one of the stars of the Russian TV show, "The Voice". Accompanied by a pianist, she performed

RBCC EVENTS Breakfast Briefing: Economic Forecast and Business Risks in Russia, 30 April 2014 On 30 April RBCC Moscow held a business breakfast, dedicated to Russia's economic development in the current climate and the risks for business. The breakfast was organised to help members and partners of the Chamber feel confident in today's strained business climate.

Christopher Weafer, Senior Partner of Macro-Advisory, gave his review of the economic situation. He looked at several scenarios for future changes in economic indicators influenced by state policy and external factors. He then described a range of possible consequences. Regarding the status of the macro-economy, his opinion virtually mirrored that of Alexander Konkov, Head of International Peer Review, Analytical Centre for the Government of the Russian Federation, who presented the official state forecast for the coming year. In spite of relatively low growth, both experts believe that Russia has sufficient potential to overcome this stage of crisis.

Furthermore, in connection with the recent adoption of Crimea into the Russian Federation and the difficult situation surrounding this, Paul Melling, a Partner at Baker & McKenzie, gave his advice on the management and legal registration of companies in this region.

The event was very successful, attended by over 50 guests, and was held at the Polo Club restaurant in the Marriott Royal Aurora hotel. The guests were able to ask their own specific questions to the two experts in this debate, which was chaired

by Alan Thompson, Director of RBCC in Russia.

In general, most of the guests thought the presentation very useful and relevant in response to recent events, and there was a suggestion of further reviews in the future.

RBCC May Business Cocktail Hotel Nikol’skaya Moscow, 27 May 2014 RBCC Moscow held its regular business cocktail in May in one of the oldest hotels in the city – Hotel Nikol'skaya Moscow. The main event was preceded by a historical walking tour of the pedestrian streets surrounding the hotel. This tour was led by Tsar Voyages travel company in both Russian and English for all guests who wished to go.

In addition to Alan Thompson, Director of RBCC in Russia, guests were welcomed by Michael Hopf (Hotel Manager

of the Nikol'skaya Hotel Moscow) and Natalia Kamanina, Director of Sales and Marketing at the hotel. Also present was Valeria Kuzmina (Senior Client Manager, Finnair), Michael Braidwood (Director of Golf, Skolkovo Golf Club) and Eugenia Fomina, Head of Corporate Department, Vinnyiy dom & klub "Kaudal").

The evening brought together not only small, medium and large businesses but also several high-ranking government officials, who enjoyed views across the Kremlin and Red Square. Everyone had the opportunity to socialise and have a good time – the guests were even able to try out their golfing skills on a mini-course set up by Skolkovo Golf Club, where anyone could practice their swing and get some tuition from a professional golfer. Many of the guests did not leave empty handed - there was a raffle with a variety of prizes from the sponsors and partners of the event.

Briefing: Outlook and Forecast of the Economic Situation in Russia Intercontinental Moscow Tverskaya, 10 June 2014 On 10 June, a briefing was held in the Intercontinental Moscow Tverskaya hotel, dedicated to recent changes in Russia's economy. At the briefing, experts discussed and debated the economic situation and shared their outlooks for the future. Chairing the discussion was Alan Thompson, Director of the RBCC in Russia, who opened the proceedings with a few words of welcome. Bikas Joshi (Resident Representative to the Russian Federation, International Monetary Fund) gave his assessment of the climate and the official figures behind it. He also helped to identify the short-term and long-term goals which Russia should aim for in order to minimise risk. Nikolay Kosov (Chairman of the Board, International Investment Bank), spoke on how to reduce these risks, noting the importance of banking support in the current circumstances, particularly for small and medium sized businesses. Ekaterina Trofimova (First VicePresident, Member of the Board, Gazprombank) also spoke regarding the situation, drawing specific attention to the need for change in the energy sector and import substitution.

Finally, Oleg Babinov (Head of Russia Eastern Europe and Eurasia Practice, Risk Advisory Group) shared his outlook on potential further developments.

Executive Briefing: Russian Immigration Legislation for Visa Regime Countries, 29 July 2014 RBCC continued the dialogue started last year with the Federal Migration Service (FMS) of the Russian Federation and held a briefing about the proposed changes in immigration law. Many of these alterations will be relevant for citizens of the countries with which the Russian Federation has established a visa regime, including the British. The FMS proposes to create several qualifications for foreign nationals which will greatly simplify many of the processes associated with obtaining the various permits and documents required to live and work in Russia.

Guests were served Thai seafood canapés and a wide selection of drinks – from Austrian coffee to exclusive Russian wines, original cocktails and famous Scottish, Speyside whiskies. The usual relaxed, festive atmosphere for networking was brought about with the help of singers from Sali Rosiver's Vocal School, who performed songs by Whitney Houston and other famous artists.

As always, a raffle followed soon after the speeches, in which randomly-selected guests took home an eighteen year old bottle of whisky, a range of premium beers, return flights from St Petersburg to London in Imperial Class, and many other prizes from RBCC's partners.

The guests were told of these innovations by Ilya Malenko, (Deputy Head of Department for External Relations, FMS) as well as representatives of the service responsible for the individual aspects of these changes. Valentina Kazakova (Head of Department for Citizenship), Nikolay Bychkov (Head of Unit for Organisation of Visa Activities) and Irina Rykova (Deputy Head of Department for Foreign Citizens) each gave an update and answered questions from the audience. Additional comments and questions were voiced from a professional point of view by Timur Beslangurov (Managing Partner, VISTA Foreign Business Support). Thanks to the active participation of all the speakers, moderated by Alan Thompson (Head of RBCC in Russia), the discussion was lively, and incorporated issues relevant to all citizens who want to live and work in Russia.

RBCC's Business Cocktail took place on the last day of the second month of summer, which brought together more than 150 guests, showing that business does not stop for the summer. The event took place on the premises of Cabinet Lounge, a business club famous, amongst other things, for its original interior design.

RBCC St Petersburg welcomed a business audience – the RBCC members and the representatives of cultural and media society.

Marika Parsadanelli, the organizer of the exhibition, Olga Karapysh, Deputy Director of the RBCC and the British artists, whose works were exhibited, welcomed the guests.

The participants learned about the young, talented employees management programmes and about their importance. Мероприятия РБТП Лондон Бизнес-коктейль РБТП, Отель Rosewood, 28 апреля 2014 г. РБТП провела замечательный Бизнес-коктейль в апреле в Отеле Rosewood. Отель открылся в 2013 году, поэтому мероприятие предоставило членам РБТП чудесную возможность открыть для себя это прекрасное здание в районе Холборн, в Центре Лондона. РБТП благодарит Отель Rosewood и всех его сотрудников за поддержку мероприятия, все гости мероприятия были в восторге.

Общее годовое собрание РБТП, отель Royal Garden 14 июля 2014 г.

14 июля в Лондоне в Отеле Royal Garden состоялось Общее годовое собрание РБТП (Annual General Meeting – AGM). Это важное событие в жизни Палаты, оно предоставляет членам РБТП возможность принять участие в обсуждении работы Палаты, возможность пообщаться с членами Совета директоров РБТП. Во встрече приняли участие около 30 человек, на повестке дня было много вопросов, в том числе программа региональных визитов РБТП, возможности сотрудничества с университетами и образовательными институтами, веб-сайт Палаты, присутствие Палаты в социальных сетях, работа со СМИ. Данные вопросы обсуждались всеми участниками, полезные предложения были приняты на вооружение. Официальная встреча завершилась ланчем и неофициальным общением. Благодарим отель Royal Garden за проведение мероприятия и оказанное гостеприимство.

Москва Апрельский Бизнес-коктейль РБТП и КДАРЕ 22 апреля 2014 г. В апреле Российско-Британская Торговая Палата провела свой очередной Бизнес-коктейль совместно с Канадской Деловой Ассоциацией в России и Евразии (КДАРЕ). Вечер прошел в ресторане ФОЙЕ LIVE, расположенном в торговом центре Nikol'skaya Plaza в самом центре Москвы на одноименной улице. Ресторан принял более 130 гостей, которым были предложены закуски из меню ресторана и напитки от компании SVAM Group. Участников приветствовали Директор РБТП по России Алан Томпсон, Президент КДАРЕ Нейтан Хант, Управляющий партнер ФОЙЕ LIVE Алексей Тимофеев, а также Совладелец и Коммерческий директор SVAM Group Вячеслав Кузьменко. В течение всего вечера для гостей пела одна из самых ярких участниц телепроекта Первого канала "Голос" Aset (Асет Самраилова) под собственный аккомпанемент на рояле. Мероприятие позволило членам РБТП завести множество интересных и полезных знакомств. Необычный формат этого коктейля, который проводился в элитном торговом центре Nikol'skaya Plaza, позволил гостям познакомиться с множеством фирм и брендов класса "luxury". Одна из них – компания Royal Club – предоставила несколько своих роскошных галстуков в качестве призов, наряду с призами от ресторана ФОЙЕ LIVE и компании SVAM Group. 30 апреля Московский офис РБТП провел Бизнесзавтрак, посвященный сценариям развития экономики России на фоне существующей нестабильности и рискам, которые могут угрожать бизнесу. для того, чтобы помочь членам и партнерам Палаты чувствовать себя уверенно в сегодняшнем изменчивом бизнес-климате.

Свой очередной Бизнес-коктейль РБТП Москва провела в мае в одной из старейших гостиниц города – отеле "Никольская Москва". Основной части события предшествовала пешеходная историческая экскурсия по центральным пешеходным улицам вокруг отеля, которую провела туристическая компания "Царь Вуаяж" для всех пожелавших гостей на русском и английском языке.

Своим обзором экономической ситуации поделился Кристофер Уифер, Старший партнер Macro-Advisory. Он описал несколько сценариев дальнейших изменений экономических показателей в зависимости от государственной политики и внешних факторов и, таким образом, представил целый спектр возможных следствий. Относительно состояния макроэкономики он практически сошелся во мнении с Начальником отдела контроля экспертно-аналитической и научной работы Аналитического Центра при Правительстве РФ Александром Коньковым, который детально представил официальный государственный прогноз на ближайший год. Несмотря на довольно низкие показатели роста, оба эксперта утверждают, что Россия обладает достаточным потенциалом для беспрепятственного прохождения кризисного этапа.

Помимо Директора РБТП по России Алана Томпсона гостей приветствовал Управляющий Отеля "Никольская Москва" Майкл Хопф, а также Директор отеля по продажам и маркетингу Наталия Каманина, Менеджер по работе с корпоративными клиентами Авиакомпании Finnair Валерия Кузьмина , Директор по гольфу Гольфклуба "Сколково" Майкл Брейдвуд и Руководитель корпоративного отдела Винного дома "Каудаль" Евгения Фомина . В этот вечер в зале с видом на Кремль и Красную Площадь собрались представители не только среднего, малого и крупного бизнеса, но и несколько высоких государственных чинов. Все они получили возможность пообщаться и развлечься – для гостей работал тренировочный мини-корт Гольф-клуба "Сколково", на котором любой мог попробовать свой удар и получить совет от профессионального гольфиста. Многие, кто пришел к нам на этот вечер, не ушли с пустыми руками – было разыграно множество призов от спонсоров и партнеров мероприятия.

Также в связи с непростой ситуацией, сложившейся вокруг присоединения Крыма к Российской Федерации, Партнер Baker&McKenzie Пол Меллинг дал рекомендации по особенностям работы и юридического оформления компаний, представленных в этом регионе.

Мероприятие успешно прошло в ресторане Polo Club отеля Marriott Royal Aurora и собрало более 50 гостей, которые смогли задать свои вопросы экспертам в рамках обсуждения, которое модерировал Директор РБТП по России Алан Томпсон. Множество участников мероприятия положительно отозвались о пользе и актуальности сделанных презентаций и в ответ на такой интерес, было запланировало проведение последующих подобных обзоров и в будущем. RBCC EVENTS Брифинг: "Обзор и прогноз экономической ситуации в России", 10 июня 2014 г. В гостинице Intercontinental Moscow Tverskaya 10 июня прошел брифинг, посвященный изменениям, произошедшим в экономике страны со времени прошлого подобного мероприятия в апреле. С тех пор произошло действительно немало, поэтому эксперты обсудили экономическую ситуацию, а также дали свой прогноз на будущее с разных точек зрения. Ведущим и модератором дискуссии выступил Директор РБТП по России Алан Томпсон, открывший мероприятие приветственным словом. Далее Постоянный представитель Международного Валютного Фонда в России Бикас Джоши представил свою оценку климата, подтверждая ее официальными показателями, а также помог обозначить краткосрочные и долгосрочные цели, к которым должна стремиться Россия, чтобы минимизировать риски для экономики. О способах сокращения подобных рисков рассказал Николай Косов , Председатель правления Международного инвестиционного банка, отметив важность банковской поддержки в сложившихся обстоятельствах, в особенности, для сектора среднего и малого бизнеса. Первый Вице-Президент и Член Совета Директоров Газпромбанка Екатерина Трофимова прокомментировала ситуацию, обратив внимание на необходимость изменений в сфере энергетики и замещения импорта. И наконец, своим прогнозом дальнейшего развития событий поделился Руководитель по России, Восточной Европе и Евразии компании Risk Advisory Group Олег Бабинов. За докладами экспертов последовало множество вопросов от гостей, которые получили вместе с ответами обширную почву для размышлений. Брифинг: "Иммиграционное законодательство России для стран визового режима", 29 июля 2014 г. РБТП продолжила начатый в прошлом году диалог с Федеральной Миграционной Службой РФ и провела брифинг, посвященный готовящимся изменениям в иммиграционном законодательстве. Многие из этих изменений будут актуальны для граждан стран, у которых с РФ установлен визовый режим, включая, в том числе, и Британских граждан. Предполагается создание нескольких квалификаций граждан других государств, позволяющих значительно упростить для них множество процессов, связанных с получением различных разрешений и документов, необходимых для проживания и работы в России. Об этих нововведениях гостям рассказали Заместитель начальника Управления внешних связей ФМС Илья Маленко, а также представители Службы, отвечающие за каждый отдельный аспект этих изменений – свои доклады и ответы на вопросы представили Начальник Управления по вопросам гражданства Валентина Казакова, Начальник Отдела по организации визовой работы Николай Бычков и Заместитель руководителя Департамента по работе с иностранными гражданами Ирина Рыкова. Дополнительные вопросы и комментарии с профессиональной точки зрения озвучил Управляющий партнер компании, оказывающей поддержку иностранному бизнесу, Vista Foreign Business Support Тимур Беслангуров. Благодаря активному участию всех спикеров и модерации Директора РБТП по России Алана Томпсона, дискуссия получилась оживленной, и удалось обсудить вопросы, волнующие всех граждан, имеющих намерение жить, работать или даже лишь являться гражданами России.

В последний день второго летнего месяца состоялся Бизнес-коктейль РБТП, который собрал более 150 гостей и показал, что бизнес не останавливается на лето. Мероприятие прошло на площадке клубного офиса Cabinet Lounge, расположенного в центре Москвы и известного, помимо прочего, своим оригинальным дизайнерским интерьером.

Аудиторию данного мероприятия составили представители культурных масс общества, бизнес-аудитория – компании – члены РБТП, а также представители СМИ.

Гостям были предложены тайские закуски из морепродуктов и широкий выбор напитков – от австрийского кофе до эксклюзивных российских вин, оригинальных коктейлей и знаменитого спейсайдского виски (Шотландия). Привычную непринужденную и праздничную атмосферу для общения помогли создать певицы Школы вокального мастерства Сали Росивер, исполнявшие песни Уитни Хьюстон и других знаменитых артистов. 20 мая 2014 года РБТП в Санкт-Петербурге провела Ежегодный Фармацевтический Форум. Аудиторию данного мероприятия составили ведущие игроки фармацевтического рынка - компании-члены РБТП, а также наши партнеры в Санкт-Петербурге и в Москве руководители российских и международных компаний, директора по управлению персоналом. В рамках Форума обсуждались актуальные вопросы, связанные с локализацией производства в России, преимущества и недостатки процесса локализации, а также прогнозы развития фармацевтического рынка. Были раскрыты темы создания специальных программ по воспитанию молодых талантливых специалистов, а также компании поделились своим опытом успешного развития фармацевтического бизнеса в России. Докладчиками Форума выступи Камиль Сайткулов, начальник департамента правительственных и внешних связей GlaxoSmithKline, Леон Коган, директор по развитию производства Pfizer и многие другие представители фармацевтического рынка. На мероприятии была создана максимально комфортная атмосфера для интерактивной дискуссии и конструктивного диалога между спикерами и гостями. Празднование 10-летия деятельности РБТП в Санкт-Петербурге, арт-пространство FREEDOM, 26 июня 2014 г.

26 июня 2014 состоялось торжественное празднование, посвященное 10-летию деятельности офиса РБТП в Санкт-Петербурге. Мероприятие прошло в роскошном зале с интерьером, выполненном в императорском стиле, и собрало более 70 гостей. С приветственным словом к гостям обратились Алан Томпсон, Директор РБТП по России, Дэвид Оуэнс (ARUP) и Михаил Онацкий (ПРЕЗИДЕНТ КОНСАЛТ).
