SIERRA COLLEGE: INVESTING IN THE REGION'S FUTURE

![]()

Hello! I am honored to begin my journey as the new CEO of the Roseville Area Chamber of Commerce. Roseville is a thriving community full of innovation, growth, and collaboration, and I am excited to lead an organization that plays such an important role in connecting businesses, fostering partnerships, and supporting economic vitality.
Over the past few months, I’ve had the joy of being part of incredible events such as State of the City and Splash 2025, as well as the privilege of meeting extraordinary people across our community. I’ve also had the opportunity to tour some of our region’s remarkable manufacturers, including PRIDE Industries, and to advance our Talent Pipeline Management employer collaboratives focused on finding solutions to workforce challenges. Each experience has reinforced the strength, creativity, and dedication that define Roseville and the surrounding region.
My goal as CEO is to continue building on this momentum by creating opportunities for businesses of all sizes to thrive, while ensuring the Chamber remains a trusted resource and convener. Together, we will work to champion local business, celebrate the unique strengths of Roseville, and ensure our community remains a place where people want to live, work, and grow.
I look forward to this exciting new chapter and to serving our members with energy, vision, and dedication.
With gratitude,

Ananda Rochita President & CEO

Placer County is one of only 15 charter counties in California, operating under a charter that functions as the county’s governing framework, essentially a local constitution, defining structure, responsibilities, and essential duties. Every five years, the Charter Review Committee takes a fresh look at this document to make sure it still reflects the values, priorities, and realities of our communities.
The review process is about more than legal language—it’s about asking whether county government is serving people and businesses effectively. The committee studies the charter, identifies areas that may be outdated or unclear, and considers improvements that strengthen accountability, ethics, fiscal responsibility, and efficiency. Once potential updates are drafted, recommendations are forwarded to the Board of Supervisors, who decide whether they should go before the voters.
For Roseville businesses, this process is especially significant. Local business leaders know firsthand how policies influence growth, investment, and workforce opportunities. Input from the business community ensures that the county’s foundational document supports innovation and economic vitality while reflecting the needs of families and neighborhoods.
The charter may not make headlines, but it shapes how decisions are made, how resources are managed, and how government responds to the people it serves. By participating in this process, Roseville businesses have a chance to help strengthen the foundation of local governance and guide the future of Placer County.

I encourage you to learn more on the county website: https://www.placer.ca.gov/10386/Charter-Review-Committee

For more than 30 years, Valley Vision has been at the center of leading a shared vision for ensuring quality of life for everyone within California’s Capital Region. We were founded as a nonprofit civic leadership organization in 1994 by regional leaders focused on addressing an estimated loss of 80,000 jobs statewide due to the closing of several Air Force bases, including Mather and McClellan. From there, we’ve grown to nearly 20 staff working in a variety of different, but aligned, areas that include workforce development, food and agriculture, clean air, equitable economic development and much more.
Since 2022 we have facilitated an investment of $19M into the Capital region to advance inclusive economic growth through the We Prosper Together initiative, part of the statewide California Jobs First program. This program has brought about a cohesive and data-driven vision for equitable growth for the 8-county region, and in 2025, we were able to distribute $9 Million for 22 high-impact projects that help create living-wage jobs for families in Colusa, El Dorado, Nevada, Placer, Sacramento, Sutter, Yolo, and Yuba counties.

One of these projects is the “Greater Sacramento TPM Manufacturing Collaborative: Digital Tools Initiative” with the Roseville Area Chamber of Commerce, an effort to strengthen the local workforce through digital skills training and to boost precision manufacturing capability in Placer County and across the Capital Region. Other We Prosper Together-funded projects that are taking place fully or partially in Placer County include programs that enhance our talent pipeline for the biotech sector (led by Sacramento Employment Training Agency), support bi-lingual small business support in Tahoe (led by Tahoe Prosperity Center), advance sustainable food ecosystems (led by Sierra Commons), and more. You can learn more about these and other local projects at weprospertogether.org/catalystprojects.
Going forward, we are continuing to advance We Prosper Together’s Regional Plan, which is accelerating innovative strategies that address historic disinvestment and unlock regional potential, while advancing job creation, workforce equity, climate resilience, and community-rooted solutions.

his past quarter has been full of opportunities to elevate the voice of our business community, strengthen partnerships, and celebrate Roseville’s growth. Here are some key moments:
Congressman Kevin Kiley Tax Roundtable – August 15th
Together with the U.S. Chamber of Commerce and our valued member Harris & Bruno International, we hosted Congressman Kevin Kiley for a roundtable discussion with regional business leaders. The conversation highlighted tax provisions in the One Big Beautiful Bill Act and their impact on driving pro-growth policies for businesses.

August 22nd
Our August meeting featured an engaging legislative panel with Congressman Kevin Kiley and Senator Roger Niello, moderated by UCAN lobbyist Mark Smith. Key issues included the One Big Beautiful Bill, SB 84 (Right to Cure), reducing legal risks for small businesses, and future redistricting discussions.
State of the City – August 27th
With more than 700 attendees, this year’s State of the City was our largest to date! Mayor Krista Bernasconi shared important updates with the community at Denio’s Farmers Market & Swap Meet, surrounded by Roseville’s rich history.
UCAN Legislative Day – August 27th

As part of UCAN (United Chamber Advocacy Network), our Chamber visited the State Capitol alongside regional partners. We met with Senator Roger Niello, Assemblyman Joe Patterson, and legislative staff to advocate for bills and policies that matter most to our local businesses.
2025 Gubernatorial Forum – September 8th
We joined community leaders at Sacramento State University for the 2025 Gubernatorial Forum, hosted by APAPA (Asian Pacific American Public Affairs). California’s leading gubernatorial candidates shared their priorities on public safety, education, and economic growth, giving attendees a direct look at the future of leadership in our state.
September 26th

The Roseville Chamber of Commerce participated in the first session of inaugural cohort of the CalChamber California Business Advocacy Academy. This six-month program brings together 30 chamber leaders statewide to sharpen advocacy strategies and expand our influence on state policy decisions.

After attending my first breakfast, I quickly realized that becoming more involved with the Chamber was the best way to truly get to know the community I both work and live in, and I wanted to also support this community with that same enthusiasm and care.
My favorite part about being an Ambassador is getting to be an advocate for new and existing businesses in Roseville and the surrounding areas. I really enjoy meeting as many businesses as I can—not only to better understand how to connect them with the right resources, but also to learn their unique stories and celebrate their successes. And of course, if you’ve met the other Ambassadors and Chamber staff, you know it’s an incredibly supportive group—being alongside them at ribbon cuttings or events is always a great experience.

Outside of the Chamber, I am the Branch Manager with First Foundation Bank in Roseville. We are a community-focused bank that provides personalized financial solutions, from business and personal banking to commercial lending and wealth planning.
-Valdemar Sandoval III, First Foundation Bank
Getting involved in a group like the Ignite Young Professionals can be a game changer for career growth and professional development at a young age. And it’s not just beneficial for the development of the young professionals who work for you, but for your business as well! Research has shown that young professionals value working for companies that invest in the community and care about the career development of their employees, leading to better employee retention and satisfaction. Additionally, encouraging your employees to engage with Ignite can be a form of succession planning, investing in your YP employees can secure a pipeline of motivated business leaders who will support and grow the local economy and your business. Who are the rising young leaders at your business? Encourage them to attend an upcoming Ignite event and get more involved with our region’s young professionals network.

It’s been a fun year serving as Chair of the Ignite Young Professionals and looking ahead to next year, I am excited for our Incoming Chair, Alex Becerra of SAFE Credit Union, and his leadership. Alex has a bold vision for 2026, focusing on connecting the Ignite Young Professionals with the Movers, Shakers, and Decision Makers of South Placer. Ignite is in for another great year, I hope to see you at an Ignite event soon!

- Emily Hoffman, 2025 Ignite Chair, Western Placer Waste Management Authority

Several years after area voters approved facilities bonds (Measure E) to modernize and improve its 1960s-era campus, construction work at Sierra College is in full swing.
Just this year, Sierra College unveiled a major renovation to its athletics building, started a modernization project of its applied technology center, and is nearing completion of a state-funded student housing project on campus for 350 students. The college also entered into a purchase agreement for 50 acres in Western Placer to build a new Regional Public Safety Training Center for police and fire training and continued talks with Sacramento State regarding facilities on the planned Placer Center that will serve both Sac State and Sierra College students.
“We are grateful for the community’s support to modernize, improve and expand our facilities so we can deliver the type of high-quality education and hands-on training programs people have come to expect from us,” said Superintendent/ President Willy Duncan. “These are not just investments in Sierra College, they are investments that are preparing people for good paying jobs and expanding our overall quality of life in Placer County.”

As it transforms its Rocklin campus, Sierra College is also increasing the work it is doing throughout the community through partnerships with educators, public agencies, local businesses and economic development organizations.
The college now has partnerships with 37 high schools to provide free, for-credit college courses for their students, taught by high school teachers on their campus. Through these dual enrollment programs, thousands of high school students are earning college credit, saving money, and getting early exposure to potential careers.
The college is also continuing its close partnership with industry to address workforce needs. These efforts range from a custom mechatronics training program for Bosch, an effort with the four major health systems to address a critical shortage for surgical technicians, and a joint effort with Roseville Chamber to grow cybersecurity careers.
"Our students and our community succeed when employers, educators, and community partners think and act as one team,” said Duncan. “With the community’s investment in modern facilities—from student housing to our Regional Public Safety Training Center—and partnerships with local industry and chambers, we’re preparing students with practical, high-value skills to step into good-paying jobs and strengthen the region’s economy."

Making it all happen behind the scenes has been the Western Placer Waste Management Authority (WPWMA). Since 1978, the WPWMA has been creating solutions and transforming waste into a resource for our Member Agency communities of Placer County and the cities of Lincoln, Rocklin, and Roseville. In 1995, the WPWMA opened the original Materials Recovery Facility (MRF), a mixed-waste processing facility designed to recover valuable recyclables from the waste Placer County residents threw away. This facility always proved successful for our communities, in 2022, the MRF was named the largest recyclable-recovering facility in California.

In 2023, the WPWMA embarked on a multi-year, $120 million facilities improvements project that included building new composting facilities, a new Construction & Demolition recycling facility, and a new highdiversion Materials Recovery Facility. The new Materials Recovery Facility, which completed construction earlier this year, has been designed to recover more than 75% of the organic waste (food scraps and soiled paper products) for composting and triple the recycling rate of the original facility, meaning more material than ever will be recycled.
Additionally, Recycling Today just announced that WPWMA’s facility is the largest Materials Recovery Facility in North America, a testament to the value of mixed waste processing and the impressive growth of our region.
The new state-of-the-art Materials Recovery Facility is a marvel to see in action. Complete with AI-powered sorting equipment, robotics, and automation, all able to quickly adapt to shifting recycling markets, it means that Placer always stays ahead of the curve and can recycle more materials than most other regions.
Come see it in action for yourself! Learn more about our upcoming community events or register for a facility tour at WPWMA.ca.gov.
