ast month, our City Council unanimously approved a balanced budget for Fiscal Year 2026, as required by our city charter. This new budget, which took effect July 1, reflects our community’s spirit of cautious optimism—even as we navigate economic and regulatory uncertainty.

There’s no denying that these are challenging times. Economic shifts, questions about federal policy, and concerns about weather events or cyber threats are on many people’s minds. Recent surveys show that most Californians are feeling this uncertainty, and while the state has made progress in narrowing its budget deficit, there are still long-term challenges ahead.

Here in Roseville, we’re facing these headwinds with confidence and careful planning. Thanks to the thoughtful policies of our City Council and the disciplined work of our staff, we are operating under a responsible, strategic, and balanced budget. We’re fully funding our reserves, keeping expenditures in check, and maintaining the high standards of fiscal stewardship that our residents and businesses expect.

At the same time, we’re not standing still. We continue to invest in our infrastructure, City services, and workforce, making sure our organization is ready to serve a growing and dynamic community. From revitalizing beloved places like Weber Park and Johnson Pool to expanding our organizational structure for better service delivery, we’re taking proactive steps to ensure Roseville remains a great place to live, work, and do business.

We’re also excited about the future. Major investments like Bosch’s $1.9 billion project and the new Costco are energizing our local economy, while our renewed focus on commercial corridors and reinvestment projects is strengthening our City’s foundation for years to come.

Throughout all of this, our commitment to transparency, fiscal responsibility, and high-quality service remains unwavering. I invite you to join us for the annual State of the City address, hosted by the Roseville Area Chamber of Commerce, at 9 a.m. on Wednesday, August 27, at Denio’s Farmers Market. Admission to the speech is free, and for those interested in a more in-depth experience, VIP Breakfast tickets are available for purchase on the Chamber’s website. This event is a wonderful opportunity to learn more about how Roseville is thoughtfully growing and investing in our community’s bright future.

BIZ CORNER WHAT EVERY PROPERTY OWNER IN PLACER COUNTY SHOULD KNOW

Property ownership in California comes with great opportunity—but also increasing complexity. Laws affecting landlords and property managers are evolving rapidly at the state, county, and local levels. Staying informed is essential to protecting your investment and avoiding costly mistakes.

For instance, single-family rentals can be exempt from local rent control laws, but only if specific notices—such as the AB 1482 Exemption—are properly served at the right time. Another pressing issue is SB-721, which mandates safety inspections and certifications for balconies and elevated walkways in multi-family properties by January 1, 2026.

Additionally, shifts in the insurance market are affecting coverage and costs. Property owners should carefully review their landlord policies, especially terms related to “Defense of Habitability” and “Unlawful Eviction” claims. These should ideally be occurrence-based rather than accident-based, to ensure more reliable protection in the event of a dispute.

Fair housing compliance is also critical. Teams that handle leasing must receive ongoing training to avoid legal missteps. Even a single incorrect phrase—over the phone or in an email—can trigger a discrimination claim.

Placer County continues to be a thriving region for residential and commercial real estate investment. With the right knowledge and proactive management, local property owners can navigate changing regulations, safeguard their assets, and help build stronger, more compliant communities.

PLACER COUNTY HOSTS EXPERT TARIFF BRIEFING

On Tuesday, June 24, Placer County’s Economic Development Division hosted an informative tariff webinar designed to guide small businesses through the evolving global trade landscape. The session aimed to provide clarity on tariff policies, outline risk management strategies, and identify local solutions to help businesses navigate economic uncertainty.

The panel featured three expert speakers:

• Isabelle Isco, Executive Director of International Policy, U.S. Chamber of Commerce

• Barbara Weg, Supply Chain Consultant, California Manufacturing Technology Consulting

• Kevin Mather, International Program Manager, Northern California World Trade Center

Key Takeaways from the Webinar

Tariffs are taxes imposed on foreign goods, typically paid by the importing business. These fees are based on the Harmonized Tariff Schedule (HTS), with U.S.-specific codes (HTSUS). Attendees learned about tariff engineering, which involves adjusting product design and classification to mitigate tariff costs. The webinar also explained how tariffs serve as political tools—for trade remedies and national security.

Categorizing Supply Chain Risks

• Internal risks: Controllable issues such as process inefficiencies, supplier reliability, workforce disruptions, and compliance challenges.

• External risks: Less controllable factors including geopolitical instability, transportation delays, natural disasters, demand variability, and tariff policy changes.

Risk Management Strategies

The discussion emphasized proactive measures to manage and adapt to risk, including:

• Building strong supplier relationships

• Improving inventory control and supply chain visibility

• Enhancing workforce resilience and cybersecurity

• Ensuring regulatory compliance

• Leveraging financial tools such as Free Trade Zones (FTZ), bonded warehousing, and duty drawback programs

• Developing resilient logistics and dual-path sourcing strategies

The Northern California World Trade Center’s resources were highlighted, including trade education, market insights, and connections to customs brokers and freight forwarders. The panel stressed the importance of engaging international trade attorneys, CPAs, and customs experts for compliant and cost-effective operations.

The webinar underscored the importance of planning for uncertainty and using every available resource to remain agile in a complex international trade environment. By leveraging tools, expertise, and informed strategies, small businesses can better withstand global economic shifts and maintain competitiveness.

ROSEVILLE MOOSE LODGE TURNS 100

Roseville Moose Lodge is proud to be celebrating 100 years of supporting our community! On March 3, 1925, the Roseville Moose Lodge #1293 was instituted. After being in a couple of historical locations in downtown Roseville, 506 Lincoln Way has been our home for the last 63 years. We will have a week-long celebration leading up to our Anniversary dinner starting with a ribbon cutting on August 2, 2025, at the Carnegie Museum at 12pm. Please stop by the museum to see our exhibit through September 12, 2025.

From sponsoring carnival shows, card parties and duck feeds in the 1920s, to raising funds for Placer Breast Cancer Foundation, Placer Veterans Stand Down, local charities and non-profit sports, the Roseville Moose Lodge continues to support and give back to our community.

I’ve always believed it’s more rewarding to give than to take. Over the past year, I’ve really enjoyed being part of the Roseville Chamber—attending events, building connections, and forming genuine friendships. 25 YEARS OF INNOVATION & EXCELLENCE

The Westfield Galleria at Roseville has long stood as a cornerstone of commerce and community in the greater Sacramento region. Originally developed by Urban Shopping Centers Inc., construction began in 1998, and the center officially opened its doors on August 25, 2000. At its launch, it featured 1.1 million square feet of retail space across two levels and housed 120 stores, quickly establishing itself as a premier shopping destination.

In 2002, the center changed hands when Urban was acquired by Rodamco North America, which was subsequently dissolved. The Galleria was then sold to the Westfield Group in 2003 and rebranded as the Westfield Galleria at Roseville. A major redevelopment followed in 2008, adding over 100 new stores and expanding the total footprint to 1.3 million square feet. This transformation introduced a new level of luxury and sophistication, with upscale finishes and a modernized common area. At the time, it became the largest shopping center in Northern California.

Tragedy struck in October 2010 when an arsonist set fire to the original wing of the mall, damaging or destroying approximately 50 stores. Despite the devastation, the center demonstrated remarkable resilience—reopening just one week later and completing a full restoration within a year. Now owned by Unibail-Rodamco-Westfield (URW), the Westfield Galleria at Roseville is performing at its highest level in history as it celebrates its 25th anniversary this year. The former Sears space has been reimagined as a vibrant entertainment hub, and the center continues to attract first-to-market retailers, luxury brands, and an expanded dining scene. Notable tenants include Nordstrom, Tiffany & Co., Louis Vuitton, Gucci, YSL, Lululemon, and flagship stores like Crate & Barrel and Restoration Hardware.

Now home to over 200 retail stores, the Galleria exceeds $730 million in annual sales and productivity surpasses $1,000 per square foot. It is not only a retail powerhouse, but also boasts the most expansive trade area in the Westfield U.S. portfolio. Westfield’s commitment to innovation is evident in ongoing enhancements, including EV charging stations, free Wi-Fi, and family-friendly amenities like the Trails of Roseville Play Space.

As it marks a quarter-century of success, the Westfield Galleria at Roseville remains a dynamic and desirable destination—where commerce, community, and experience converge.

To commemorate this milestone, the Galleria will kick off its 25th anniversary celebration with “Sip, Shop, & Celebrate”—a series of festive events held every Friday in August, featuring exclusive offers, entertainment, and community experiences.

On February 10, 1995, a man entered RPD (then at 401 Oak Street) and threatened people with a handgun. Officer Mark White was one of the first officers to respond to protect the public and his co-workers. He was ultimately killed and the man was eventually subdued.

Ofc. White was 30 years old at the time of his death, and was survived by his pregnant wife Liz, his five-year-old son, parents, family, a devastated community, and a grief-stricken department. He will always be remembered as a joyful, helpful man who loved his family and police beat.

It is the commitment of RPD to ensure Ofc. White’s legacy did not end in 1995.

In May 2025, RPD representatives joined Liz White and her daughter, Whitney, in Washington, D.C., for National Police Week. From standing guard at the National Law Enforcement Officers Memorial to participating in a candlelight vigil, we joined law enforcement agencies in commemorating Ofc. White and other fallen officers.

That week, the community supported our staff in a variety of ways, whether it was sharing food or supporting via social media. We’re also thankful for the ways the community supports our Police Department throughout the year, from people donating meals for staff working holidays to sharing heartfelt stories to saying “hi” at community events.
