General Information

1.

Every possible protection and courtesy will be extended to the public, concessionaires and exhibitors at the Red River Valley Fair. Neither the Board, nor the Fair shall be responsible for any loss of exhibits, animals, or equipment in case of fire, theft or loss from any other cause.

2.

The Red River Valley Fair Association, its board, agents, or employees shall be held liable in case of injury to exhibitors, concessionaires, or the public on the grounds or in the buildings from any cause whatsoever while on the Red River Valley Fairgrounds. Items entered for judging will be touched/handled.

Competition is open to everyone unless otherwise stated. During the Fair, the grounds will be kept equipped and resources will be made available for the comfort of the public to the best of our ability. A First Aid Station will be maintained in the Cass County Sheriff’s Building located at the south end of the grounds in front of the Grandstand. The Public: The management will consider it a great favor if the guests report any mistreatment or extortion practiced by an employee, exhibitor or concessionaire to the General Manager. Please do not wait until the Fair is over to file a complaint, do so immediately. Advertising: Under NO circumstances will any person or firm be allowed to place advertising matter anywhere on the grounds, nor is anyone permitted to distribute advertising without prior approval.

The Superintendent and their assistants will be in charge of the exhibits in their departments. Requests and complaints should be made through the Superintendent. Judges need not make awards in classes where competition is lacking. In classes where there is only one entry, placing will be awarded at the discretion of the judge(s). Competent and non-partial persons will be secured to act as judges in all departments. At no time will a judge be allowed to judge their own entry or an entry submitted by a member of their immediate family. The Superintendent of each department will have information as to the time and place judging will be done. Exhibitors will be expected to secure this information from their Superintendent. The rules and instructions laid down for the judges are printed elsewhere in this Premium Book and exhibitors should read them carefully. The judges have strict instructions regarding attempts at interference on the part of exhibitors or others. Please read the rules carefully. 8. Any person attempting to interfere with or influence the judge(s) while performing their duties, or at any time while on the grounds of the Fair use contemptuous or abusive language, shall forfeit their right to any premiums they may have won, and may be removed from the grounds. Judges are requested to report any infraction of this rule.

All exhibits must be the work of the individual and must have been completed within the past year. Do not enter projects under your name if you did not do all the work. If the project was worked on by more than one person, all names must be included. 10. If more than one medium is used (i.e., machine and hand work), that information must be included. 11. Any exhibit removed from the Fair early shall forfeit ribbon and prize money. 12. Judging result book is final!

All protests must be made in writing to Fair Management within twenty-four hours of the time the award is made. An award is made when the notation of the judge’s decision is entered in the department award book. No protest or appeal based upon the statement that the judge or judges are incompetent or have overlooked an animal or article will be considered by Fair Management or the board of directors. Protests must state plainly the cause of complaint or appeal, with specific charges and recital of facts relied upon by the rule violated, naming witnesses and their addresses by whose proof is to be made. All questions in dispute or differences not covered by these rules shall be referred to the Governing Board of Directors whose decision shall be final.

A Standard Flower Show is sponsored by The Fargo Garden Society (FGS). FGS is a member of the North Dakota State Federation of Garden Clubs and the National Council of Garden Clubs. The Flower Show is on display in the Horticulture Building. 1. The schedule is the rule of the show. 2. The Handbook for Flower Shows will be used as the basis of exhibiting, point scoring, and judging. 3. Competition is open to any amateur grower and/or arranger in all age groups and judges who are interested in exhibiting. Judges may enter only those classes they are not judging. 4. Horticulture entries must have a variety (cultivar) name to qualify for the top rosette ribbon awards. 5. Entries will be received only Sunday, July 7, 2019, from 9:00 am to 6:00 pm in the Horticulture Building at the Red River Valley Fairgrounds. 6. Exhibits remain in place through Sunday, July 14, 2019. Ribbons, rosettes, premiums, designs, planters and personal belongings will be ready to pick up on Tuesday, July 16, 2019 from 4:00 pm to 7:00 pm. 7. The number of entries of an exhibitor is limited within a household as follows: ONE ENTRY OF EACH VARIETY PER HOUSEHOLD (IF MOM ENTERS A PURPLE WAVE PETUNIA, ANOTHER MEMBER OF HER HOUSEHOLD COULD NOT; HOWEVER, THAT MEMBER COULD ENTER A WHITE WAVE PETUNIA). In the Horticulture Department, any number of specimens may be entered in each class provided they are of different varieties. In the Design Department, only one (1) entry in each class by an exhibitor is permitted. 8. No artificial flowers or foliage may be used in the show. Use of animal materials is not allowed. 9. All entries must be checked by the Classification Committee. Decisions made by this committee are final. 10. The Flower Show Committee will exercise all care possible, but cannot be responsible for loss or damage to containers, plants or articles exhibited. JUDGING & AWARDS

1. Judging will be on Monday, July 8, 2019 from 8:00 am to 1:00 pm. The public is not allowed in the Horticulture Building during judging. 2. All decisions of the judges will be final. At the judges’ discretion, an award may be withheld. 3. The Standard Scale of Points from the Handbook for Flower Shows will be used: Blue, red and white (1st, 2nd, 3rd) ribbons, to be awarded by accredited judges. The Standard System allows only one (1) first 95 pts or above (blue), one (1) second 85 pts or above (red) and one (1) third 80 pts or above (white) to be awarded in each class or subclass, if merited. 4. Department 96, Tricolor Award may be awarded to a blue ribbon winner, scoring 95 or above, in the Tri Color Classes of Design Department. This award will be represented by a rosette. 5. Department 96, Award of Distinction may be awarded to a blue ribbon winner, scoring 95 or above, in the Distinction Classes of Design. This award will be represented by a rosette.

JUDGING & AWARDS CONTINUED 6. Department 96, Designers Choice (includes a Line Design and Small Classes) may be awarded to a blue ribbon winner, scoring 95 or above. This award will be represented by a rosette. 7. Senior Achievement Award may be awarded to an outstanding horticultural exhibit, or an outstanding design exhibit of a senior blue ribbon winner scoring 95 or above. One (1) award may be given in each, if merited. This award will be represented by a rosette. 8. Junior Achievement Award may be awarded to an outstanding design or educational exhibit, to a blue ribbon winner, scoring 95 or above. One (1) award may be given in each, if merited. This award will be represented by a rosette. 9. An Educational Award may be awarded at the judge’s discretion to the blue ribbon winner scoring 95 or above in the Educational class of Department 96. This award will be represented by a rosette. 10.Grand Champion and Grand Champion Reserve Award rosettes will be awarded in Horticulture Division 90 (botanically named annuals, perennials, dahlia, iris, lily, roses, houseplants, succulents, outdoor planters and arboreal), if merited, by the win of a blue (1st place) ribbon. In Design Department 96, Grand Champion and Grand Champion Reserve will replace the named rosette awards if there are less than 4 entries per class in a design category, to meet standard flower show award requirements. 11.An Award of Horticultural Excellence will be selected from the recipients of Grand Champions, in Department 90 of a named exhibit. This award will be represented by a rosette. 12. Premiums will be awarded as follows: 1st $ 4.00 2nd $ 3.00 3rd $ 2.00 Grand Champion $ 8.00 Reserve Champion $ 5.00 Rosette Award $ 8.00 (Rosettes include Department 96 Design Awards, Senior and Junior Achievement Awards and Education Award) Horticultural Excellence (Best of Show) $10.00 Horticulture Division 90 Rules 1. Registration forms need to be mail to the Fairgrounds before Monday July 1, 2019 or brought to the Fair office before Friday, July 5, 2019. On Line entries will close at midnight on Friday July 5, 2019. Entry tags must be completed by the exhibitor unless registering on line, online registration entry tags will be printed and available at the horticulture building on entry day. To complete your own tags address labels or stamps are acceptable, be sure to fill out the tag completely and match the registration form exactly. Exhibitors with a large number of entries are encouraged to register online, 2. Entry forms must be completed and signed by the exhibitor, including juniors. If preregistering online, please print a list of your online entries to bring with you on entry day. This takes place of the entry form and is required on entry day. 3. All horticultural entries must have been grown by the exhibitor. Flowering specimens must show blossom unless entered in a foliage class. 4. Grooming of horticulture specimens is encouraged, including smoothing or removal of faded petals. No wiring, oiling or artificial coloring is permitted. Remove evidence of spray residue or insect damage from foliage. All diseased or infected entries will be removed by the committee and will not be judged. 5. All specimens should be correctly named, with a botanical and common name, if possible. Please note that the variety names are important. If two entries are equal the one with a variety name will be given more weight than a variety that remains unnamed. 6. Foliage should be removed below the water line in the container/vase. Foliage above water line should be attached unless otherwise specified in the schedule. 7. Extra classes, not listed in the schedule, may be provided if there are at least three (3) entries of the cultivar, type or color. 8. Containers/vases will be furnished for ALL horticulture classes EXCEPT where specified in the schedule. Placement Committee will place exhibits after entry and classification is completed. 9. In cut horticulture, wedging with plastic wrap is encouraged. 10. Houseplants must have been in the possession of and grown by the exhibitor for at least 90 days and must be container grown. 11. Double potting is allowed for houseplant classes. Inner pot should not be visible. 12. Entry tags, awards and premium money will be returned to entrants between 4:00pm & 7:00 pm on Tuesday, July 16, 2019. Cut flowers will not be returned unless prior arrangements are made. Design Division 96 Rules 1. All flowers, fruits, vegetables, and plant material (fresh, dried or treated) used in design classes need NOT be grown by the exhibitor. Purchased flowers (fresh, dried or treated) may be used in design classes. No animal materials are allowed. 2. Artificial foliage, flowers, fruit, and vegetables are NOT permitted. 3. Arrangements (designs) MUST be the work of the exhibitor, INCLUDING JUNIORS. 4. Accessories may be used when stated in the schedule. An accessory is anything in the arrangement other than plant material, container/vase, base or background. Emphasis is always on plant material. 5. Designs are placed by the designer under the supervision of placement committee. 6. To receive top awards in the Design Division, there must be at least four (4) entries in each class. 7. A Design Class may have 3 levels of expertise. The level will be listed after exhibitor number an entry tag (e.g. 1-A). Anyone who has won ribbons in the ranges listed below, at a previous RRVF Flower Show, may enter in the following levels. A. Novice 0-5 blue ribbons B. Amateur 6-12 blue ribbons C.
