Smart Motorways Explained

ast swathes of the UK’s road network are being transformed into ‘Smart Motorways’. The government cites them as the solution for congestion, with the hard shoulder being used as a live lane and overhead gantries displaying variable speed limits with cameras enforcing them. Highways England says the introduction of Smart Motorways has ‘increased journey reliability’ as well as reducing personal injury accidents. But this new network requires a new way of driving, as well as a better understanding of what the overhead signs mean. Let’s take a look. Are there different types of Smart Motorway? There are. Though the overall objective of the scheme is to improve congestion, there are different types of Smart Motorway dotted throughout the country. The first is a controlled motorway. This retains its hard shoulder, which can be used in the event of an emergency. The remaining lanes are subject to variable speed limits. These are displayed on overhead gantries, and enforced by speed cameras. If no speed limit is displayed, then the national speed limit is in place. Then there are all-lanerunning sections of motorway. This means that all lanes of the motorway are live, and there isn’t a section of hard shoulder. In the event of an

Any driver who ignores this could not only be getting into a dangerous situation, but subject to a £100 fine and three penalty points on their licence. Again, overhead speed limits are enforced by cameras. Finally, you’ve got a dynamic hard shoulder. While sounding like an 80’s prog-rock band, this section means that the hard shoulder can be opened to live traffic during periods of congestion. A solid white line still signifies the hard shoulder’s location, but those overhead gantry signs will display whether or not it can be used by traffic. It shouldn’t be used if the signs above the lane are blank or displaying a red ‘X’. Again, this is enforced by the overhead cameras. What happens if I break down on a motorway with no hard shoulder? Breaking down on the motorway can be stressful and potentially dangerous at the best of times, but what happens if the worst happens on a Smart Motorway with no hard shoulder? Should you begin to suffer with vehicle difficulties, look out for an emergency refuge area (ERA). These are denoted by blue signs with an orange SOS telephone symbol, and are dotted at 1.5 mile intervals along the highway. If you’re unable to get to
an ERA, you should attempt to get onto the verge (providing there is no barrier), switch on your hazard lights and exit the vehicle safely via the nearside door. If you can’t get to the nearside of the motorway safely, stay in the vehicle with your seatbelt securely fastened. If you’ve been able to get out of the car, contact Highways England via one of the phones placed in the ERA. However, if you can’t exit the vehicle, you need to call 999 from your mobile. Can I get caught for speeding even if a limit isn’t displayed above the road? This has been a point of contention for some time. Highways England states that: “All mandatory speed limits are enforced by police, as is the national speed limit of 70mph when no speeds are shown. If you break the speed limits you will be caught.” The best advice is simply not to exceed the speed limit. Do Smart Motorways actually work? According to Highways England, Smart Motorways are helping to keep roads moving. Published statistics say that journey reliability has improved by 22 per cent and, as mentioned, personal injury accidents have been reduced by more than half. Highways England also says that where accidents did occur, their severity was much lower overall. By James Baggott

Yes, we did put the wrong answer on our solutions page as some of you kindly pointed out. Maybe our layout designer had imbibed rather too much of the Christmas spirit the night before! So we have added the correct answer to our Puzzle Solutions on page 28. Our Ferndown historical article in this issue has been a voyage of discovery for me. I never realised that Ferndown even had a hotel, especially such a grand emporium as the Dormy Hotel tucked away in New Road. Part 1 is featured on page 6 and describes the early days pre-war and the immediate

I recommend you have a look on Youtube and on Google to see what a marvellous place it used to be. We have tried to be as accurate as possible but many dates and details seem to have been lost in the mists of time and are a bit vague! Especially useful as part of the M27 is to become one.........eventually! Ferndown before the Bulldozers Less than 60 years ago Ferndown was just a village, with gravel roads, a scattering of shops and not even a set of traffic lights. Then the bulldozers arrived and much of Ferndown’s history disappeared forever. Part autobiography and part history, these articles are a fascinating glimpse of a village in transition.

The Dormy Hotel, New Road, Part 1
he De Vere Dormy Hotel in Ferndown was one of the largest Country-style conference hotels on the south coast. Set in 12 acres of landscaped grounds, it had 114 bedrooms and 25 suites, spread across 2 main blocks and several smaller buildings, all linked by glass corridors. It also had conference and banqueting suites, a childrens’ play area along with a sizeable leisure centre including indoor and outdoor swimming pools, Pre-war main entrance a gymnasium and squash courts. Today it is remembered with the name of the new reEarly years showing the 2 original cottages - centre cently completed housing development - Dormy Crescent. The 2 cottages which were reputedly the original part of hotel were built around the beginning of the 20th century. These were combined with more buildings and it became the modest Dormy Hotel in 1926. During the First and Second world the Dormy was believed to have been used as a hospital for returning soldiers. The father of the Ferndown book’s author started as a waiter at the Dormy in 1933. He was there until war broke out and returned in 1946 as head waiter and is standing on the right in the 1949 Christmas photo. that day to take me to an important motor industry event. Purely by chance enter the Fiat 500, courtesy of Europcar. My example was decorated outside in a lurid tomato-ish pink, to be repeated internally with art-deco influencing for the white instruments and upholstery. Yes, this car looked very jazzy and had all those now-essential trimmings such as sunroof, climate control, DAB radio and bluetooth phone connection. Topping it off was the tiny ‘Twinair’ two cylinder turbocharged petrol engine making only 600cc and sitting in the front of the car - so unlike the original 500. Was this going to be an uncomfortably long road trip? Not so. Even before I got out of Europcar’s compound, I felt my expectations lifted considerably. A tiny engine but one which wasn’t afraid of hard work, ably assisted by a smooth quick-changing gearbox, suspension which seemed quite firm and ultra-light steering, all working in complete harmony very pleasant indeed. But could it cut the mustard on
the motorway, and down the lanes? This little car is never going to eat a Ferrari for breakfast, but was certainly able to mix with average traffic and overtake quickly on the motorway, I was so impressed. My next surprise came with its performance down the lanes. The suspension was surprisingly supple and together with quick steering it inspired confidence and could be placed on the road very accurately, surprising oncoming cars. The turbo showed me that a tiny engine can be programmed to lift the Titanic if necessary, so a fast but economical pace could be maintained very safely, as I had already learned this car has powerful brakes and excellent stability after an uncomfortably close experience on the motorway. With 4 seats, the rears are just about sufficient for small people if the front seats are not pushed too far back - yes, the front seats had adequate adjustment. Apart from the optional sunroof, this car has few frills and this is reflected in the surprisingly low price - there are more expensive posh or racy Abarth versions available, but you really don’t need all that to have loads of fun. You can take it that I liked this car a lot. A very Italianate character!

ome cars are iconic, even for people who don’t drive. Think small cars and the choice becomes difficult. Certainly the Austin Mini was one and remained in production for over 40 years, the original Smart was another which had a chequered history, while the Italians who always wanted their designs to please visually, came up with the original Fiat 500 which was to star in many films such as the Pink Panther series - and in visual terms remains in production to this day. There is an extensive cluster of other city cars including those from the far East, from Volkswagen, Peugeot and Renault - which in my view all fall very far short of iconic status. Inevitably, my plans for one particular car road test were thwarted by a careless car maker failing to deliver - or to notify me - so I was forced to rent the only car available for

Julia’s House seeks participants for 2019 challenge events

ulia’s House, the Dorset and Wiltshire children’s hospice charity, is inviting people to sign up to one of their Challenge fundraising events for 2019. The five events offer an exciting opportunity to step outside your comfort zone and achieve something truly amazing, whilst raising funds to help children living with life-limiting conditions. Choose from a Jurassic Coast trek, a tandem skydive, two cycle challenges – one through Mallorca’s stunning coastal scenery or one closer to home in the Dorset/Wiltshire countryside - or you may prefer to pull on your running shoes and take part in the popular Bournemouth Marathon Festival. “By signing up to one of our 2019 Challenge events you can make a big difference to the lives of local, life-limited children and their families,” explains Hannah Miller, Challenge Events Manager for Julia’s House. “We rely on events like this to help us throw a lifeline to mums and dads facing their own enormous challenges every day.” The season begins on 8 June with the Jurassic Coast Trek – a challenging 13 or 26 mile hike which takes in breathtaking views along Dorset’s stunning coastline. lashford Lakes is getting a makeover! The unique mix of habitats at the Wildlife Trust nature reserve is home to a range of wildlife from kingfishers and otters to our famous great white egret, Walter. Soon visitors will be able to enjoy looking for and learning about our iconic wildlife and more besides from our new and much improved facilities. Thanks to generous donations from the local community and funding from Veolia Environment Trust, we are able to renovate parts of the reserve to make it as welcoming as it can be for people and wildlife. We have begun work on a number of changes and you may notice some parts of the reserve are inaccessible or currently not looking their best. However, this is only temporary and the results will be a vastly improved and altogether better nature reserve. Here is what we have in store… • A brand new bird hide – this will be a much bigger, more flexible space overlooking Ibsley Water than the existing
Hampshire & Isle of Wight Wildlife Trust. www.hiwwt.org.uk
Tern Hide it replaces. The new hide will have a green roof perfect for pollinators and will provide panoramic views so you can get the best look at the lakes’ wonderful wildlife. • A second pond and a new sensory garden – these additions will provide new habitat for wildlife and more accessible pond dipping areas for visiting groups of children and adults. • A welcome hut and more seating – a new welcome hut will be manned by volunteers who will greet visitors and answer questions about the wildlife. We will also introduce more seating and picnic tables. • A new wildlife discovery trail and improved signage – we are creating a new discovery trail with beautiful willow sculptures and chainsaw carvings for visitors to enjoy. New and improved signs will guide visitors and provide more information about the reserve’s wildlife. • A new elevated viewpoint – this will be beside the main car park to give panoramic views across Ibsley Water,
ideal for viewing starling murmurations and other gatherings of birds. We’re very excited about the improvements to Blashford Lakes; it is such a special place and we hope the new developments will help more people experience and appreciate the wonderful wildlife on our doorstep. To help the birds through the last of Winter why not join us to weave a willow bird feeder on Monday 18th February from 10.30am until 12noon. Spotlight on Trevor Parsons, Verwood’s wildlife photographer
A
s a child brought up in London Trevor Parsons was a keen photographer. He moved to Verwood from London in 2002 and has recently re-discovered his love of wildlife and landscape photography that he had as a child. He is a member of the Royal Photographic Society and has worked for the photograhic library Getty. After visiting The Wildlife Roadshow at Lyndhurst last year Trevor was very much encouraged by Simon King from the BBC Springwatch team and says “Before last year no one had seen my photos apart from my family. It
was only when I spoke to Simon King at his wildlife roadshow at Lyndhurst Hampshire and him saying social media was the best way to get my photos out there that I thought I would give it a try and it’s kind of taken off for me. I am a passionate nature photographer.” He has also recently been interviewed on BBC Solent radio and Forest FM and has had photos featured in The Times and RSPB’s Nature’s Voice Instagram page. Bringing A Pet Into Your Family by Kate Duggan

ets can bring a lot of fun, laughter and comfort to a child’s life. Elizabeth Kilbey, from Channel 4’s Secret Life of 4 Year Olds, says: “Research from BMC Psychiatry has revealed that interacting or simply being in the presence of animals has a soothing effect on children, reducing their heart rate and skin temperature. Spending time with furry friends, and stroking, cuddling and caring for them, can release comforting endorphins.”
Parenting
All animals need care and attention, but some require more than others. Birds, for instance, need to have their cages cleaned out once a week and their food and water changed daily. Dogs need at least one walk a day (often more) and most don’t like to be left alone for more than four hours at a time. The age of your children will play a big part in choosing the right pet for your family. A big, boisterous puppy could easily knock a toddler over, for example, and won’t take kindly to having its tail pulled, and some breeds of hamster are too small and fast for
young children to handle. You’ll need to factor in the cost of food, any regular medications, pet insurance, potential vet’s bills and accessories such as cat litter and toys. Depending on your circumstances and the type of animal you choose, there may also be other costs involved, such as paid dog-walking services or cattery costs. Once you’ve decided what type of animal you want, you’ll need to find the pet that’s right for you. Rescue centres are a good first port of call, as they should be able to tell you what age group a pet can live with, whether it’s house-trained, how long it can be left alone for, and so on.

If you’re planning to buy a puppy, it’s sensible to choose a breeder that’s registered with the Kennel Club, as they have to adhere to strict ethical and health criteria. Less reputable breeders don’t always provide the level of healthcare they should, which means you could end up with large vet’s bills in the future.

If you’re not able to care for a pet full-time, you could look at ‘borrowing’ one for walks and play. It’s worth

Wimborne Minster Pancake Race to run again on Tuesday 5th March
T
he Wimborne Minster Pancake Race is all set to run again this year. It will take place on Shrove Tuesday 5th March. The venue is as always, outside the main north porch entrance to the Minster and the first race will commence at 11.00am as the Pancake Bell is tolled. Competitors will be required to run round the Minster tossing their pancakes at the four corners of the church. All competitors should report to the north porch by 10.30am to enrol, complete with frying pan and ready cooked pancake. Anyone
can enter and all are welcome. Over 18 challengers can win the “John Loader Memorial Cup”to become the Minster Pancake Champion 2019! There will also be races for under 18s which may be split into age ranges 4-9, 9-13 and 13-18. Also races for pre-schools, toddlers and those using wheelchairs. Prizes will be awarded to the winners of each category. Pick up an entry form from the Minster or the Parish Office in Church House, (next to the Minster) or just turn up on the day.

ne of the easiest ways to spot a true eccentric is by the way they dress. Some of our greatest British eccentrics were people who ignored contemporary dress codes, choosing instead to wear outfits that made them stand out from the crowd. Beau Brummell – the first ‘Dandy’ Although Regency dandy Beau Brummell went to extraordinary and often bizarre lengths to maintain his high profile lifestyle, he was a true innovator when it came to men’s fashion. When George Bryan Brummell (born 1778) joined the Prince of Wales’ personal regiment as a low-ranking officer, he did little to distinguish himself. Instead, he relied on his charisma (and his growing friendship with the Prince of Wales) to pretty much do as he pleased, ignoring his military duties. Once he had left the army, and with the Prince’s continuing support, George became a formidable trendsetter. He revolutionised male fashion, rejecting the conspicuously showy outfits of the time in favour of skin-tight trousers (worn minus underwear) combined with a perfectly tailored, dark-coloured coat.

The last item to be added was his boots: polished with champagne, naturally. It was a sad end for such a celebrated trendsetter, but his legacy – namely our love of bathing and the fashion for dark, tailored mens’ suits – has lasted right through to the present day. Lady Hester Stanhope – a female Indiana Jones Socialite, adventurer and traveller Lady Hester Stanhope (1776-1839) was made of tough stuff. After losing everything in a shipwreck, she hitched a lift to Cairo on a British frigate, went shopping in the local bazaar and turned up to meet Egyptian officials wearing an unmistakably male outfit: embroidered trousers, a waistcoat and a jacket, with a sabre hanging at her waist. Lady Hester was a fearless and intelligent young woman who excelled as a political hostess for her uncle, British
Prime Minster William Pitt the Younger. In her thirties she developed an urge to travel and embarked on a long sea voyage to the Middle East, where she led several archaeological expeditions. On a visit to Syria she dressed as a Bedouin and used a caravan of 22 camels to carry her baggage, which earned her the name of ‘Queen Hester’ amongst the locals. Hester ended her days as a recluse in a remote Lebanese monastery, where she wielded great power and helped many refugees escape religious persecution. Poor Hester would no doubt prefer that we celebrated her for her archaeological achievements and good works, but – perhaps inevitably – it seems she’s best remembered for her exotic dress sense. When we say someone is ‘eccentric’ it suggests their behaviour is weird and wacky, but the word (derived from Latin) simply means ‘away from the centre’. Both these larger-than life personalities were innovators who broke away from convention and changed people’s perceptions, so let’s hope we can continue to celebrate such gloriously ‘off-centre’ behaviour long into the future.
