37th edition of our annual Souvenir publication, “Lalitdhara Issue No. 1472, is in your hands. Rotary Club of Patan has been continuously publishing its annual souvenir each year without a break ever since its establishment in the year 1985. There was no discontinuation of any issue even during the difficult times, like the major earthquake of Nepal in 2015, that rocked the country frequently for several months, and the Covid lock-downs during the year 2019-2021.
All Lalitdhara annual souvenirs are packed with vital club information for that particular Rotary year. These include all major service projects, financial statements of various accounts, strategic planning, amendments in bye-laws and various club related information. Furthermore, the Souvenir also provides vital information of our partner clubs - Interact & Rotaract Clubs of Patan and Inner Wheel Club of Patan. Therefore in true sense they are our reference books that store the history and records of RC Patan for each year.
On behalf of Souvenir publication committee, I take this opportunity in thanking all the fellow Rotarians for providing articles and support for this issue and to the business community for supporting RC Patan through their advertisement Enjoycontributions.reading!

The year 2021/22 was led by Rtn. Mahendra B. Thapa, an experienced Rotarian/ Trainer and a retired senior Govt. Officer. Most of his tenure was Covid-free hence physical meetings and fellowships were joyously held in very cordial atmosphere resulting in remarkable service project outcomes and memorable fellowships amongst the members. All these are compiled in the present issue. We are sure, under the energetic guidance from our current president 2022/23, Rtn. Shiva K. Pradhan, RC Patan would reach to a further height with many remarkable service projects to our community embracing the theme of RIP – “Imagine Rotary”.

We imagine a world without polio, with clean water for everyone. We imagine a world free of disease and where every child learns to read. We imagine kindness, hope, love, and peace.

Rtn. Shiva Kumar Pradhan President 2022-2023
My best wishes and hearty congratulations to President, his team members and all friends for upcoming Rotary Year 2022-2023.
Rotary Club of Patan Dear President and Rotarian Friends
Rotary District Office, Thapathali, KathmanduNepalCell: 977 jitendra.rajbhandary@gmail.com9851023265
Yours in Rotary Rtn. Jitendra B. Rajbhandary District Governor 2022-2023
TOGETHER, WE IMAGINE ROTARY
ROTARY INTERNATIONAL District 3292 Jitendra B. Rajbhandary District Governor 2022-2023
Friends more than fifty years ago, one popular song was recorded that included this beautiful line: You may say I’m a dreamer But I’m not the only one.
With above vision, Rotary International President Jennifer Jones has given the theme “Imagine Rotary” for the year 2022-2023. Our district has our Theme “Together for a better world”. True to its spirit, I am confident your club under the able leadership of your Club President will support the society by serving the community.
We have just now completed Rotary Year 2021-2022. Rotary International, our District 3292 and Rotary Clubs have done our best to the communities by providing humanitarian services, working in partnership with the Government of Nepal and Local Authorities to serve the communities at times of global crisis, which is indeed the true spirit of Rotary.
Rotary Club of Patan : 7
Once again my best wishes and congratulations to your club and wishing you the very best in the year 2022-2023 and years to come. I look forward to your club’s support and working closely with your club in the Rotary Year 2022- 2023 to serve the Communities.

My priority is to maximise the use of my time to bring the club to greater heights. Implementing the theme ’Imagine Rotary’ of the first female Rotary International President Jennifer Jones along with District 3292 (Nepal and Bhutan) Governor Jitendra B. Rajbhandary’s theme of ‘Together for a Better World’, I will endeavour to do my best to implement the strategic plans and goals of the Rotary Club of Patan.
I also take this opportunity to thank the Lalitdhara Souvenir Publication Committee Team, authors of the articles, and sponsors with advertisements for the 37th Souvenir publication of the Rotary Club of Patan.

Despite all these prevailing pandemic constraints, RC Patan managed to accomplish most of its planned activities including an international humanitarian assistance to Sri Lankan people through our partner club RC Colombo West. Our first humanitarian project was to provide some financial support to the “Flood Affected Families" in Melamchi, Sindhupalchowk region based on their need assessment and later construction of 21 houses for the flood victims in Thulopakhara, Magargaun, also in Sindhupalchowk. Rtn. Shaffer explained the proven benefits of hearing music to the human brain from pre-natal stage to adulthood simply by listening to background music to enhance learning, and in elders to improve cognitive decline. Even better, is ‘making music’, which includes singing alone or with others, playing any musical instruments and/or dancing on music. While music and dance are low cost, easy, and fun activity in all cultures, it promotes social, emotional, behavioural, neurochemical, immunochemical, and neurocognitive health for all. Taken together, music and dance for eight years before the age of 18 may reduce the risk of Dementia by as much as 60%.

To work on the project, RC Colombo West has opened a separate Sri Lanka Rupee account to ensure transparency and a separate page dedicated to their club web (www. rotarycolombowest.org) displaying the receipts and the manner in which the proceeds have been used. Part of the proceeds received from the remittance sent by Rotary Club of Patan (RCP)- RID 3292 Nepal-Bhutan, was used in the 3rd phase of their dry Rations Distribution project, held at the Mannar District in collaboration with the Rotary Club of Mannar. This was concluded on the 7th of June and a sum of SL Rs. 473,000 was used in distributing 100 packs of foods. Images from the distribution exercise are attached herewith and the balance funds would be used in a similar project in the Trincomalee District. We may very clearly notice that RCP name appears in the banner displayed at the distribution sites and specifically announced as well at the time of distribution.
32. Humanitarian Assistance-Dry Rations project Sri Lanka
As any other supply has winding import protocols, the ideal are that we reach out to our friends in Sri Lanka by way of financial support via Banking no matter how small it may be. The RC Colombo West has engaged in food dry rations packages within the Colombo District with funding already available to the identified localities.
As we all know, our friendly neighboring country Sri Lanka is going through one of her worst post-independence economic crises. Common citizens are undergoing immense hardship, with shortages and rising costs of essentials including food, medicine, and fuel. As is usual, the Rotary fraternity has risen to such occasions anywhere and extended support. We had received an urgent appeal from RC Colombo through DGN Jerome Rajendram of RC Colombo West for assistance. As an institution which focuses primarily in serving the community our club immediately responded to support this project and join our hands with many other clubs in Sri Lanka who were taken initiatives in procuring food and medicine for the vulnerable segment of the community. RC Patan instantly raised US$ 2387 from its members and transferred this amount to RC Colombo West for this noble cause.

35. Youth Service Youth service recognizes the importance of empowering youth and young professionals through leadership development programmes, service projects/joint projects and exchange programmes. The RCP sponsors a very active Rotaract Club and two Interact Clubs by providing the financial & technical support. The RCP and Rotaract Club of Patan held joint meetings, blood donations and various other activities such as cycle rally. It also sponsored leadership development programmes for both Rotaract Club and the Interact Club representatives. Nevertheless RCP has supported Rotaractor's (RAC) and Interactor's participation in most of the District events and other skill training.
The RCP has reached 44 members with 9 Major Donors,23 MPHFs, PHS/RFSM 2/7 and is 100% PHF Club. The RCP has also been contributing to The Rotary Foundation Fund. It has also been actively participating in the Polio Plus program of the district. As part of the International service the RCP made the contribution of US$ 3749.174.
Concluding Remarks: This Rotary Year 2021/22 has been a busy but a challenging year. Nonetheless, by overcoming all the difficulties RC Patan managed to achieve all its stipulated goals with several worthwhile project activities and memorable fellowship events. This report provides just a brief summary of activities carried out during RY 2021/22. Details of all our major flagship projects are included in this Souvenir as separate articles. Finally, we extend our sincere appreciation to all past leaders of the club, Board Members, Committee Chairs and other members of the club for their cooperation and support to us for the benefits of the society that made our tenure worthwhile and memorable. Thanks a lot to our Rotarian friends for your overwhelming support & let us work together for a successful Rotary Year 2022-2023.
However due to other constraints we were unable to achieve the annual target of US$ 4500 for Annual Fund & annual target of US $ 1500 for Polio Plus.

34. Establishing the Sister Club Relationship
Request was received from Rotary Club of Colombo West, Sri Lanka, to become a sister club of the RCP: As past sister club relationships of the RCP have not been sustained, it was agreed that a good plan of collaboration will be needed. Therefore, while agreeing with the request in principle, the 11th Board meeting of Rotary year 20212022, held on 27th May 2022, nominated Rtn. Mahendra B. Thapa to be the focal point from the RCP to prepare the necessary plans on this for review by the Board for twining as "Sister Club" sharing the following objectives.

The Rotary Club of Patan (RCP) has been implementing the Prajapati Education Endowment Fund (PEEF) programme since 1991, providing educational scholarship to needy children in public schools. It has demonstrated that the value of a small monetary contribution is exponentially larger in terms of improvements of a child’s overall well-being and community development through continued education.

Key Actions • Despite the COVID-19 pandemic with the periodic closure of all schools by the government of Nepal, the RCP was able to complete its selection and distribution campaign to all schools for this year. With considerable efforts from the RCP family, this year’s campaign ensured that students do not loose getting their annual Similarscholarships.tothe last year, the COVID-19 pandemic and lock-down/restrictions have impacted the students and schools. The public schools continue to suffer much more during this pandemic as they do not have the capacity and infrastructure to conduct virtual classes like the private schools.
The PEEF ‘Management and Operational Policies’ (PEEF MOPs) govern the PEEF. The PEEF MOPs separate the Trust Fund from the Programme Fund and outline the policies and procedures of the funds’ management, criteria for support, investments and financial management mechanisms, and administrative responsibilities.

Introduction
With PEEF scholarship students at Phulchowki HSS, Thaiba
A key to the continued success of this flagship programme of the RCP is that the entire RCP family takes ownership of it. In addition to a dedicated committee managing this programme, the RCP family volunteers its valuable time and resources during the annual student selection and funds distribution in the assisted public schools throughout the Lalitpur District. Several of these schools are only accessible with 4-wheel drive vehicles during the rainy season, despite their proximity to Kathmandu. This annual report captures key actions taken during the reporting period 1 July 2021 to 30 June 2022, and provides a summary, together with an attachment, showing all PEEF contributors and contributions.

During the Rotary Year 2021/22, 412 students received scholarship support of which 63% percent were girls. As of 30 June 2022, the PEEF Trust Fund has reached Nepalese Rupees (NRs.) 14.82 million with a Programme Fund balance of 3.04 million bringing the total fund balance to NRs. 17.9 million. The RCP is maintaining a Programme Fund balance to sustain the scholarship programme through uncertain times such as the COVID-19 pandemic when expected contributions may reduce, or reductions in income from the Trust Fund due to lower interest rates.

•
The RCP managed to reward ten meritorious students receiving PEEF scholarships this year with the RCP’s annual ‘Kamalmani Educational Excellence Award’ (KEEA), which started in 2013.

The RCP also started to provide scholarship support to two students for the master’s level through its ‘Graduate Studies Scholarship Award’ sponsored by Rtns. Matsyendra L. Kayastha and Prakash R. Regmi, with a grand awards ceremony.

The Rotary Club of Patan prepared a handbook that establishes a permanent record of the baseline status and the improvements done in the supported schools; provide a reference document to the supported schools and act as a reference handbook for similar projects in the future. The handbook has been widely shared and can be viewed following this link:
Whilegg1860104_wash_handbook_finalhttps://issuu.com/rotaryclubpatan/docs/rotary_theschoolsowntheproject,the school management committees with the participation of student bodies ensure its long-term sustainability. The RCP also continues to monitor it during its scholarship support distribution/selection campaign. Together with the RCP’s implementing partner, a review is planned this year to assess the impact of the school closures during the pandemic on the status of the WASH facilities in these schools.
(i) During the Rotary Year 2021-2022, 412 public school students from lower-income families in 26 public schools of Lalitpur District received scholarship support totalling NRs. 1,540,000 (NRs. 1,220,000 to 348 students in grades 7 to 10 and NRs. 320,000 to 64 students in grades 11 to 12). The scholarship amount was NRs. 3,000 in grades 7 to 10 plus NRs. 1,000 for those meritorious students getting a GPA of 2.81 or more (70% or B+), and NRs. 5,000 to students in grades 11 and 12. Considering the continuing inflation, the RCP has also decided to increase the scholarship amounts by NRs. 500 to each student from the next Rotary Year.

TheDistrict.RCPiscommitted to continue the PEEF programme to suit the evolving context of the public education system in Nepal with its principal mandate to support public school students from lower-income families to improve their education.
(ii) This year, a record 176 students (51% of students in grades 7 to 10) got merit. We believe that this is because of examinations online, which resulted in higher marks/grades compared to past years.
(iii) Ratio of male/female students this year was 259 girls (63%) and 153 boys (37%) continuing with the trend of more girls going to the public schools with affording parents sending boys to private schools.
Acknowledgements

The RCP manages this programme entirely voluntarily with zero administrative cost. In addition to specific contributions, RCP family members contribute their time and resources for the annual selection and distribution of scholarships at 26 public schools in various locations of Lalitpur

Rtn. Rabendra R. Pandey PP & KPAD Programme Manager
• All interest from the KPAD Trust Fund is deposited into a Programme Fund, which will be used to support programmes for people with disabilities. All the professional time and resources provided by the RCP family to manage this programme are voluntary.
• First support from the KPAD funds was made in December 2019 to the Karnali secondary school’s 20 visually impaired students with supplies worth NRs. 32,500.
Highlights of the KPAD Programme:
RepresentativesActivities:oftheRCP KPAD committee have been working on the project called ‘Empowering People with Disabilities in Nepal by Teaching Organic Vegetable and Poultry Farming Skills’ since early 2021. This is a fiveyear project for which a ‘Project Cooperation Agreement’ was signed in April 2021 between three project partners - The Rose International Fund for Children (TRIFC), USA Non-profit (NGO); Ability Development Society of Nepal (ADSoN), Nepal NGO; and the Rotary Club of Patan. A Memorandum of Understanding (MOU) was signed with the implementing partner ‘Shijan Organic Pvt. Ltd., Nepal’ in July Learning2021.how to grow organic vegetables and raise organic poultry are skills which can help lift people with disabilities (PwD’s) in Nepal by instilling the values of life-long learning, cooperation, cross-disability interaction, helping others and dignity, all the while learning and earning. This project will hire and train PwD’s from all different disability areas who will in turn teach other PwD’s through a 3-month vocational training course designed to be disability accessible and inclusive. Programme graduates will be prepared and qualified to start their own farming enterprise with the option of joining a cooperative to help market and sell their products. Some graduates may choose to start their own garden area in their own home to grow vegetables and poultry for their family to consume. Follow up help and support will be provided as needed. Whatever the programme graduates choose to do with their farming knowledge, they will have learned valuable skills that will empower, improve self-esteem, and be greatly valued by their families. The project has established a disability-friendly, inclusive organic farm on a parcel of leased farmland in the Kathmandu valley to provide for the economic sustainability and improved nutritional health of people with disabilities. The project partners are undertaking their activities through its implementing partner after receiving extensive advice and counsel from organic farming

environment friendly solid waste management hierarchy directs that the prevention of waste or refuse is the first step, and then to reduce and reuse options. The leaders did not get the subject into the priority neither the civilians nor commercial establishments. Due to the lack of strict supervisioning and monitoring mechanisms in the system, people used to mix their garbage and even the collectors mixed them into the same vehicle. Solid Waste
Kathmandu Valley has 18 Local authorities, generating more than 1200+ tons of garbage everyday and it has become a headache for the newly elected mayor and its council members who are responsible for the management.
It's been a long time since 2005 AD (>17 years) the Sisdol landfill site was continuously receiving the garbage from Kathmandu Valley. The landfill was designed to manage temporarily to receive garbage for only 2 years with the goal to finish the construction of a long term engineered sanitary landfill at Banchare danda. But the Banchare Danda landfill construction was not moved on as expected and so Sisdole has to receive the garbage continuously from the valley. Waste management is crucial and it comes as an issue every year, and elected bodies discuss for the opening of the ways to dump the generating garbage at the sisdole, promising several demands from the locals and then again they fail to fulfill the demands which is partly fullfill the commitments. So then again the issue gets back to the same point. This trend of halting and negotiating has continued and never solved the main issues of their Responsibledemands.
In 2010, Solid Waste Management Technical Support Center (SWMTSC), under the Ministry of Urban Development (MoUD), which is currently not in action, called interested applications from the international parties into 3 different

Kathmandu Metropolitan City (KMC) has its separate Environment Management Department (EMD) which is taking responsibility for the street sweeping, collection, transfer to the landfill and even ding management at Sisdol Landfill site, is crucially doing its job with the limitation of the resources and capabilities.

How can we make compost?
54 : Rotary Club of Patan packages of the Kathmandu Valley as Integrated Solid waste Management (ISWM) project. Package I included Kathmandu Metropolitan City with surrounding VDC (currently all VDCs are converted into Municipality), Package II included Lalitpur Metropolitan City, Kirtipur and Surrounding VDCs; whereas Package III included Madhyapur Thimi Municipality, Bhaktapur Municipality with surrounding VDCs. The ISWM project call is designed for the long term (20 Years +2 years construction period), and later It was carried out through the office of Investment board of Nepal (IBN). After the evaluation, Two of the applied consortium companies; namely NEPWASTE, was awarded for the package and Clean Valley Company for Package II and III. Both the Companies developed the DPR and submitted it to IBN as per the TOR. With the close review on the document, IBN came over the decision for the preparation of “Project Development Agreement (PDA) and exercised it to bring the selected parties to the point to take over the project. Since the local elected bodies back after the election, as of the new constitution of Nepal, the decentralization of the decision making, has let the local authorities need to decide for the contract agreement. It took another 5 years to review and detail the actions that had to be convinced by the past elected bodies and were not signed yet. The company has updated the bank showing the interest and paying the premium. However the responsible authority has delayed moving ahead with the decision.
What to do with our generated waste? Waste generally comes in home, offices through purchasing capacity. The more purchasing power, the more waste gets generated. So, we all must have to be conscious, before we purchase anything from the market. I recommend to bring only what you can use for the long term, do not buy altar items, or any form of unnecessary packaging. You can leave them off from the goods/items that you purchase. Hence, you can heavily reduce the waste at source, even if it comes to some amount you have to segregate at source and put them separately. Individual homes can have at least two bins-dry (non biodegradables) and Wet (biodegradables); thereby one can make compost out of wet waste. If there is some quality leftover food, then can send it for the animal feeding. Dry items should be stored in sacks/bags either to wait for the collection system or to reach up to the optimum volume so informal waste buyers can come and collect with some monetary value. This will definitely give a justice for the environment, health and personal behaviors of the family and community.
Depending on the volume of the wet waste generation, we can choose the system of composting. Normally 4-6 family member households can keep a 100 liter perforated compost bin. It would be very handy, can go on the balcony, rooftop, or even inside the kitchen, especially fit for the urban dwellers. Small 1-2 liter bin at the kitchen can be used to collect the wet garbage;

Health care waste management systems are to be taken care of with the autoclaving infectious wastes, which then can be taken into the general wastes. Some hazardous waste including heavy metals are to be stored properly and managed with extensive care through the service providers. ♦ ♦ ♦ which is to mix with brown items like sawdust, rice husk, leaf shredded (anyone available), which can absorb water in the wet garbage. We can add activators (source of microorganisms which helps to decompose faster) like Effective Microorganisms (EM1) and also mix the materials thoroughly before we put it into the compost bin. This will ease compost into a good quality. We can keep adding from the top and after the bin gets 2/3rd of the volume, it starts showing the black color at the pores of the bin- which can be extracted out using a L-shaped metal rod which comes along the bin. Nowadays, we also have an automatic composting machine (runs with electricity) that takes biodegradables inside the machine and produces compost out. The easy application of the activator inside the machine with the thermophilic bacteria growing environment make the compost within 24 hours. What will we do then for the plastics and other nonbiodegradables? Respecting the life cycle of the materials, one can segregate those items in source and put them in separate bins/sacks, can press it to reduce the volume and can store for more time period, so can accumulate enough volume for the collection from the recyclers. We can give away them by selling or as a gift for their contribution to save the environment. Plastics composed of 11-12% of the waste can be resegregated and recycled by the

Girls’ Agency for Future Leadership
Strategies to Empower Agency
My experience has shown that agency is something that cannot be exercised abruptly. It has to be instilled since their childhood and it needs to be inculcated from the school level. Gautam (2016) proposes the following model to empower girls’ agency from high school and highlights the collective roles of the parents, schools, local organizations and the state to realize this.
Key Barriers in Women Agency
There are a number of barriers that impede women agency from their childhood. The stereotypical gender norms within the family and community discourage them to take up the leadership role in family decision making and community events. Girls, especially in rural areas, are not often allowed to make decision of their rights, educational preference and their future life. Still girls’ education is a low priority among some parents. A large number of girls drop out when they reach high schools and there is a very low high school completion rate of girls due to the lack of girls’ friendly academic environment in their schools. Lack of sanitary facilities in school during menstruation, bullying, sexual harassment, increased household chores in the family, stress due to physiological changes during adolescent and lack of appropriate counselling to manage the adolescent changes are some of the factors that affect their educational performance in schools. Due to these circumstantial barriers, the girls since their high school, are not able to fully exercise their agency and they are forced to be dependent to their parents and other family members. In the community level, the representation of women has greatly suffered from ‘tokenism’. There are women in the local leadership but they are not often consulted in the key decision-making process. One of the examples I have observed during my school visits shows that there are women members in the School Management Committees (SMC) and they attend the regular meeting but they are hardly consulted while making key decisions. Thus, there is a representation of women in the committee but there is still an issue of meaningful participation in the meeting. This indicates that the agency of women has been seized and women find it difficult to exercise their agency while they represent in the different forums.
The Constitution of Nepal – 2015 provisions the mandatory representation of women in all tiers of government with a view to make our political and governance system inclusive. Similarly, employment agencies have adopted inclusive policies to include women in formal recruitment. Despite these policy provisions, the reality is different. There are a very few women in the leadership positions across the board. Out of 24 members in the current Council of Ministers, there are only 4 women (3 Ministers and 1 State Ministers). Number of women in the bureaucracy including the Secretary is very low. None of the major political parties in the country are led by women. Due to the mandatory provision in the constitution, there are women representatives in the local governments but a high majority of them are in the role of Deputy Mayors. This indicates a huge gap between the policy and practice and such a gap exist not because of the lack of leadership qualities among women but due to the patriarchal mindset among those who are in key leadership roles. Thus, it is very important to empower the agency of women to take the leadership role and inculcate leadership qualities among the women in the country.

Empowering

Theory of Change in Girls’ Empowerment in Rural Context (Gautam, 2016)
a) Make sure that high schools have appropriate sanitation facilities (WASH) for girls. This includes separate toilet for girls, running water in the toilet and availability of sanitary pads for emergency.
Among them, the first three components viz. skills, awareness and capability development should be initiated in schools and engage the parents and community as active allies. The fourth component i.e. garnering parents and community support could be initiated in the family and community should be engaged in its advocacy and implementation. The role of local leaders including the activists and women role models would be extremely important to sensitize the community towards girls’ agency. I have used this model in a few remote districts of Nepal and this has been very useful to empower school girls not only to help them do better in their education but also take the leadership roles at the school and community level in a more meaningful manner. Thus, based on my experience of working with the girls in the rural community, I would like to suggest the following activities to empower girls for future leadership.
d) Provide guided support in their education so that they can concentrate in their study and become successful in their exams.
This model presents the empowerment of girls’ agency as a continuum and assumes four major areas - skills, awareness, capabilities and parental support – as the key components to be addressed from high school and continue it further.
Rotary Club of Patan : 59
c) Gender-responsive pedagogy in classrooms so that girls’ are equally engaged in class discussion, encouraged to ask questions and contribute to the discussion.
e) Engage girls in active leadership position that include child club, eco club and so on. Also provide them leadership training for them to take up various leadership roles such as Chair, Secretary and others.
b) Engage boys and male teachers in the discussion related to menstruation and body change and consider menstruation as a normal biological process. Also, discuss the health issues that might be caused due to menstruation and how they could be addressed.

- Carol Ryrie RotaryBrink
i) Provide ICT tools to the girls in an equal manner and encourage them to make best use of them for their education and personality development.
g) Engage both girls boys in family decision making and listen to the voice of the girls equally so that girls feel that their agency has been recognized.
Reference: Gautam, G. (2016). Empowering adolescent girls in rural Nepal. The Brookings Institution. edu/research/empowering-adolescent-girls-in-rural-nepal/https://www.brookings.
f) Give them less chores at home during high school and encourage them to concentrate in their study.
"The most truly generous persons are those who give silently without hope of praise or reward."
Conclusion Agency is something that cannot be developed overnight. It requires collective approach. The most important thing that we all need to realize is that girls’ agency is something that needs to be developed from the family and it needs to be nurtured in school and community. Once we are able to do this, we will see more women in the leadership position and our vision of creating a just and fair society would be realized.
