Gyeonggi Department Excellence2020 Award of The 25th 24HOURS Competition by School of Architecture and Architectural Engineering, University of Seoul

Hello, I am Rosa Lee from South Korea. I have recently completed my bachelor's degree in Architecture from the University of Seoul and am looking forward to my next challenge. I have moved from place to place in my life so far. I was born in the countryside and was raised in many different places in South Korea. I have also visited twenty-nine countries which allowed to me experienced a diverse range of people and cultures. In both traveling, and in daily life, I delight in observing the differences between people and cultures, and broadening my mind and outlook on the world. These experiences inspire my creativity and my approach to architectural design. I believe that a healthy society goes hand in hand with a healthy environment. For me, the role of the architect is to create spaces that support people to build their communities. I am interested in people, their behavior, and the physical environment needed to build societies. For this reason, most of my architectural projects are about people and communities. I have published two articles on this topic. The first one is 'The Residential Environment in the Corona Era', exploring the impact of poor residents' mental health during the Coronavirus lockdown. The other one is 'The Sunny Attention: People with Disabilities, Architecture, and Urbanism', addressing the inequality in the physical environment between people with disabilities and people without disabilities.

In the 1960s, following the Korean War, rapid economic growth due to industrialization led to a boom in the construction industry. Quarries were created all over the country and stone was collected for the industry. Currently, most quarries are closed due to safety problems and environmental issues. Even though quarries have stopped operating, these problems continue. These problems should have been remedied by companies that operated quarries, but most of them were left untreated. Whilst the architectural and historical merit of other heritage sites is recognized, abandoned quarries tend to be overlooked and their potential is often unrealized. This project explores one of these abandoned quarries as an industrial heritage site and proposes it to reuse as a site-specific art museum. And this proposal defines stone from the quarry and the rough cliff of the quarry as architectural elements and art itself.

SITE

Compared to most abandoned quarries which are located far from the city, the site is located in between a residential area and an industrial area. It is accessible even from outside of Incheon from the highway from Seoul which passes on the west side of the site. There are bus stops and a subway station nearby. The site Incheon has panoramic views of the western sea and a skyline of Song-do face to its position in the middle of the mountain range.

SITE

The site is located in Ongnyeon-dong, Yeonsu-gu, Incheon, and is a stony mountain formed of biotite granite and operated as a quarry from 1973 to 1985. As the number of residents living nearby increased, complaints about noise and vibration from the quarry were raised. Eventually, the operation was stopped and abandoned for more than 30 years. Nowadays, people from nearby come to the site to walk and spend their leisure time.

LOCATION & ACCESSIBILITY

The government of Incheon has been seeking design proposals for ways to reuse the site. It was a popular touristic attraction for many Chinese K-drama fans for a while because it was the filming location of some K-drama. The government of Incheon was planning to turn it into a visitors attraction about K-drama, but the number of tourists from China has decreased significantly due to political issues between Korea and China.

Through excavation research, the size of excavated granite is modularized for structural stability when it is excavated. After excavation, the stone is split into 3 different sizes and these are used as architectural elements and material for artworks. Using this traditional method of excavation reminds visitors that the site was a quarry in the past, and defines the process as a piece of site-specific art.

The building of the Seoul Foundation for Art and Culture was originally used as the Seongbuk Waterworks Office building since 1989, and after remodeling in 2006 it became the main building of the Seoul Foundation for Art and Culture. In the early days of the remodeling, the space was open to citizens from the first to the third floors. However, the size of the Foundation's departments expanded, resulting in a lack of workspace. Accordingly, the open space for citizens has been reduced to multi-purpose space on the basement floor, with the rest of the building currently used as workspace. Recently, about 150 employees in the building were relocated to other places to reclaim space for citizens and artists. This project explores how to renovate the old building, carefully considering what to retain and what to demolish. The proposal provides studio spaces for artists with disabilities, set within a cultural space design to foster connections between the artists and citizens. LACK OF PLEASANT WORKING ENVIRONMENT LACK OF WORKING SPACE LACK OF OPPORTUNITY LACK OF CONNECTION BETWEEN ART AND INCOME SUPPORT PROJECT FOR ARTISTS -SPACE -FINANCIALSUPPORTSUPPORT POPULARIZATION CULTURE AND ART PROVIDE CULTURAL FACILITY EDUCATION FOR CULTURE AND ART CULTURALINCOMELIFE IMPROVE THE AWARENESS OF DISABILITY ARTISTS ESTABLISHING IDENTITY AS ARTISTS LACK OF OPPORTUNITY TO EXPERIENCE ARTS LACK OF CONNECTION BETWEEN PEOPLE WITH DISABILITIES AND PEOPLE WITHOUT DISABILITIES [SEOUL FOUNDATION OF ART AND CULTURE][ARTISTS] [LOCAL] SITE ANALYSIS ARTICLE ABOUT USER GROUP USER GOUPS DIAGRAM WELFARE FACILITIES FOR PEOPLE WITH DISABILITIES DIFFICULTIES FACED BY ARTISITS WITH DISABILITIES INTERACTION AMONG USER GROUPS SUMMARY OF THE KEY POINTS OF THE ARTICLE - LACK OF WORKING SPACE - LACK OF OPPORTUNITY - LACK OF FINANCIAL SUPPORT - SOCIETAL INDIFFERENCE ABOUT ARTISTS WITH DISABILITIES - INCOME ISSUES

SITE & USER GROUP Cheonggyecheon(a stream) flows to the south of the site, and manufacturing and housing complexes are mainly formed on the north. Welfare facilities for people with disabilities are relatively concentrated around the site, so the floating population of people with disabilities caused by these facilities is a characteristic of this area. There are some art programs at welfare facilities for people with disabilities, but those programs are not for supporting the creative activities of artists with disabilities. As a result of the survey, lack of space, societal indifference, and financial difficulties are the biggest obstacles to the creative activities of artists with disabilities. To solve this problem, as part of the Seoul Foundation for Art and Culture project to support the creation of artists with disabilities, it provides creative activities, exhibitions, and sales spaces to artists with disabilities, and conducts programs for citizens. Through this, it serves as an incubator for artists with disabilities, serves as a cultural life hub for citizens, and realizes spatial welfare.

Exploring the value of the existing building, and considering what to retain and what not to retain was the first step of determining the design direction. When the building was the Seongbuk Waterworks Office, the exterior finish was tiling. During the remodeling in 2006, the tile finish was removed and the rough untreated surfaces were left exposed. This project defines the rough concrete walls and curved vertical cores as key features of this building and reuses them as architectural objects. In addition, a new bright and transparent object was added to reveal the contrast and to emphasize the dark curved existing objects.
